Bayly Toylyyevich Seyilov

19 February 1959, Turkmenyoly gengeshlik, Gorogly district, Dashoguz province.

Nationality Turkmen.

Education:

1966 – 1976, Secondary School No. 5 in Gorogly district.

1977 – 1982, Magtymguly Turkmen State University, graduated in with a degree in jurisprudence.

Professional Experience:

1976 – 1977, Farmer in the «Abadanlyk» farmers' association of Gorogly district.

1982 – 1989, Legal adviser of the «Abadanlyk» farmers' association of Gorogly district.

1989 – 1992, Instructor of the organizational department, head of the ideology department, and party organizer of the Gorogly district committee of the Communist Party of Turkmenistan.

1992 – 1999, Deputy director of the small enterprise of the Gorogly district «Obahyzmat» association and of the «Arzuw» firm.

2000 – 2004, Tenant in the «Abadanlyk» farmers' association of Gorogly district. 

2004 – 2006, Senior specialist of the personnel department of the Gorogly district hospital.

2006 – 2014, Chief specialist of the department for work with personnel and local self-government bodies of the Gorogly district hyakimlik.

2014 – 2017, Member of the Committee on legislation and norms of the Mejlis of Turkmenistan. 

March 2017 – present, Member of the Committee for the protection of human rights and freedoms of the Mejlis of Turkmenistan. 

Deputy of the Mejlis of Turkmenistan of the IV, V, VI and VII convocations.

Awarded with the medal «Watana bolan söýgüsi üçin» in 2018, the medal «Gaýrat» in 2022, and the jubilee medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna» in 2025.
