Today, President of Turkmenistan Serdar Berdimuhamedov left for a working visit to the People's Republic of China to participate in the Summit of the Shanghai Cooperation Organisation (SCO) and celebrations dedicated to the 80th anniversary of Victory in World WarII.

At the Ashgabat International Airport, the head of state was seen off by officials of our country.

In the new historical epoch, under the leadership of President Serdar Berdimuhamedov, Turkmenistan consistently continues the foreign policy strategy laid down by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Hero-Arkadag, based on the principles of positive neutrality, peacefulness and fruitful cooperation. A vivid confirmation of this is the participation of the President of Turkmenistan as an honorary guest in the Summit of the Shanghai Cooperation Organisation at the invitation of the Chairman of the People's Republic of China Xi Jinping. 

Cooperation of our country with the member states of the Shanghai Cooperation Organisation is becoming increasingly important in strengthening regional security, developing economic and cultural ties. Partnership with the SCO member states in various formats helps to strengthen the position of Turkmenistan in the international arena and develop mutually beneficial ties with neighboring states.

Economic cooperation occupies an important place in the framework of relations between Turkmenistan and the SCO member states. Our country, which has huge reserves of natural gas and oil, is an attractive partner for the Organisation’s states. The development of transport infrastructure, the creation of new trade routes, the implementation of investment projects contribute to the expansion of economic ties and have a positive impact on the economies of all countries participating in this partnership.

Cultural and humanitarian cooperation also plays an important role in strengthening the interaction of Turkmenistan with the SCO member states. The exchange of experience in science, education, culture and tourism, the holding of joint cultural events contribute to strengthening mutual understanding and friendship between peoples, the development of interstate relations.

At the same time, special attention is paid to cooperation in the field of ecology and sustainable development. In the context of climate change, the SCO countries and Turkmenistan are joining efforts to address issues related to water resource management, environmental protection and the efficient use of natural resources. Joint projects and initiatives in this area contribute to ensuring environmental well-being and improving the standard of living of the population.

In this way, the interaction of Turkmenistan with the countries of the Shanghai Cooperation Organisation is multifaceted and long-term, contributes to strengthening stability in the region and developing mutually beneficial relations.

... A few hours later, the plane of the President of Turkmenistan landed at the Tianjin International Airport, decorated with the national flags of the two countries. A guard of honour was lined up in honor of the distinguished guest.

The head of state was warmly welcomed by officials of the People's Republic of China and members of the official delegation of Turkmenistan.

From the airport, the President of Turkmenistan proceeded to the residence allocated for the visit.

In the afternoon, President Serdar Berdimuhamedov visited the Meijiang Exhibition and Conference Centre.

In the foyer of the Centre, the President of Turkmenistan was warmly welcomed by the Chairman of the People's Republic of China Xi Jinping and his wife, and a joint photo was taken.

After the joint photo ceremony of the heads of delegations participating in the Summit, a dinner was given here in honour of the distinguished guests on behalf of the Chairman of the People's Republic of China Xi Jinping and his wife Peng Liyuan.

The working visit of President Serdar Berdimuhamedov to the People's Republic of China continues.

Recently, the delegation of women of Turkmenistan has visited the People’s Republic of China. During the visit, a number of meetings as well as familiarization with the culture of Chinese people took place. It has become another evidence of growing of Turkmen-Chinese relations in the cultural sphere into the new level.

Peoples of Turkmenistan and China are connected with centuries-old bonds of friendship, good neighbourhood and cooperation. The cultural-humanitarian dialogue between our countries plays an important role in mutual understanding and strengthening of trust. Adjustment of relations in such important spheres as culture, art, science, education, sports, promotes familiarization with the cultural heritage and spiritual values of two peoples.

At the same time, establishing a firm basis for stable and peace life on the planet, these relations show that humankind is united with such overall aims as life in harmony and achievement of the better future. Cultural diplomacy are a strategic investment in the long-term stability and prosperity. These relations demand consecutive efforts, readiness for open dialogue as well as mutual respect.

Cultural-humanitarian relations are an integral part of Turkmen-Chinese interstate cooperation. Actively developing these relations, our countries build strong bridges of friendship, which bring two people together, including at the diplomatic level.

Turkmenistan and China have a rich and ancient history, with special respect to national traditions and culture that creates a basis for mutual understanding. The mutual exchange of experience in the area of art, science, education and sports promotes the deepening of friendship. Exhibitions, festivals, concerts and other cultural events organised in our countries give our peoples a possibility to be acquainted with the unique cultural heritage each other.

Two friendly states also fruitfully co-operate in the field of science, education and technologies. Joint scientific projects, conferences and symposiums promote exchange of knowledge and experience in various areas, including energy, agriculture and information technology. Such partnership leads to encouragement of scientific progress in two countries.

Cultural-humanitarian cooperation forms a strong basis for deepening relations between Turkmenistan and China, creates conditions for strengthening mutual understanding and respect that is a guarantee of long term and stable bilateral relations. Their consecutive expansion in this sphere opens new possibilities for interaction and promotes well-being of both peoples.

On the first day of the visit, the head of the Türkmen delegation, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva met Minister of Education of the People Republic of China Huai Jinpeng.

The Minister of Education of the People’s Republic of China, having warmly greeted the guest, underlined that he was very glad to meet and highly appreciated the fact that the Charitable Foundation not only assists children needing guardianship, but also attaches a great significance to their receiving high quality inclusive education.

As was marked during the meeting, thanks to consecutive efforts of heads of two states Chinese-Turkmen relations dynamically develop. A new impulse to this interaction was given by the bilateral meeting of leaders of the People’s Republic of China and Turkmenistan within the Summit «Central Asia-China», held in June of the current year.

Having thanked for hospitality, the Vice-President of the Foundation underlined that the educational sphere is important for Turkmenistan, as it is directly connected with development of any society. In the given context, satisfaction with the possibility to discuss issues of further expansion of Turkmen-Chinese relations in the field of science and education was expressed.

Dynamic development of friendship between Turkmenistan and the People’s Republic of China in political, trade and economic and cultural-humanitarian spheres was marked with special satisfaction. The importance of regular and trustful dialogue at the higher political level was underlined.

Having told of the activity of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, Oguljahan Atabayeva emphasised that, besides rendering medical services, the Foundation helps children to receive qualitative and inclusive education beginning from the preschool age. It was noted that the Charitable Foundation was created in 2021 at the initiative of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedova for the purpose of comprehensive support of the younger generation, creation of favourable conditions for its happy life and assistance in recovery of health of children needing guardianship.

The Foundation plans to expand a spectrum of its activity, in particular, to consider a possibility of working in the education sphere. In the given context, she was interested in familiarization with experience of the Chinese education system in the field of development of children with limited possibilities.

As was marked, the education system of the People’s Republic of China is one of leading ones in the world. Turkmen students are trained in the People’s Republic of China, and the Chinese language is taught in higher and secondary educational institutions of our country. In this connection, the Chinese party, having noted a great significance, which Turkmenistan gives to development of education, confirmed readiness for continuation of academic exchanges and expansion of a spectrum of educational programs for Turkmen students.

During the meeting, efficiency of cooperation in the education sphere and sciences, the strengthening of the dialogue between higher educational institutions and research centres of two countries was pointed out with satisfaction. Besides it, Oguljahan Atabayeva expressed interest in exploration of experience of China in improvement of the special and inclusive education for children with limited possibilities and confirmed readiness to discuss issues of cooperation for the bright future of children.

The Minister of Education of the People’s Republic of China expressed complete support to initiatives of the Foundation and development of cooperation in issues of inclusive education, exchange of methods and the programs aimed at integration of children with limited possibilities in society.

At the end of the meeting, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva and Minister of Education of the People’s Republic of China Huai Jinpeng exchanged kind wishes.

Within their visit, the Turkmen delegation visited the historical palace complex "GuGong" located in the centre of Beijing. Throughout 500 years, it served as residence of imperial dynasties of Qin and Ming and now it is a museum. Construction of the palace began in 1406 and lasted for 15 years. In its erection, about 1 million workers and about 100 thousand other masters were employed.

The historical museum occupies 72 hectares, totals more than 980 buildings and over 8700 rooms. The ditch filled with water and a 10-metre wall surrounds the complex. As yellow was the official colour of Chinese emperors, roofs of the majority of buildings of the complex were painted with this colour.

In its territory, there is also a park with an area of 12 thousand square metres where the emperor with his family had a rest and walked. It was created in traditional Chinese style, harmoniously being combined with artificial hills, reservoirs and paths. In the ancient time, various celebratory actions were carried out there.

Members of the delegation of our country made a memorable photo in the historical palace complex "GuGong".

In the given context, it is necessary to point out that in the territory of Turkmenistan more than 1400 historical, cultural objects are located, and the majority of which are archaeological monuments. On the Turkmen land, there are monuments of first agricultural civilisation, such as Gonur-depe, Gara-depe, Namazga-depe, Altyn-depe, Jeytun and Anau. Old Nisa, Ancient Merv, Koneurgench, Ancient Dehistan, Ancient Serahs, Abiverd and fortress of Gokdepe are unique architectural constructions of last epoch representing fine open-air museums. Ancient Merv, Koneurgench and Nisa were included in the List of the UNESCO World Heritage as objects of global value.

According to historical data, the Turkmen people since the most ancient times supported political connections with China. In the X century BC, the Parthian kingdom established diplomatic relations with China, one of the powerful political powers of that time that promoted exchange of cultures.

The great Silk Road uniting our countries and peoples in the ancient time, served as the unique bridge not only for mutually beneficial trade relations, but also for development of cultural contact. Settling down in the centre of the trading road, the Turkmen land, through which cargo caravans from China passed to the countries of the Near East and Europe, connected the East and the West. Such Turkmen cities located along this route as Merv, Koneurgench and Nisa, were important centres of science and culture.

Thus, historical links of Turkmenistan and China have put a basis of centuries-old heritage. These relations effectively develop in the new historical epoch in various spheres.

Within the visit of the Turkmen delegation to the People’s Republic of China, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva met vice-minister of the National Health Commission of the People’s Republic of China Zeng Yixin.

The Vice-President of the Foundation from herself personally and on behalf of members of the Turkmen delegation expressed gratitude for warm reception and noted that within the visit, fruitful meetings were held with representatives of the Government of the People’s Republic of China.

The vice-minister of the National Health Commission of the People’s Republic of China, having warmly greeted the guest, highly appreciated fruitfully developing humanitarian relations between two countries.

During the meeting adherence of the parties to the further strengthening of traditional friendship in the humanitarian sphere was underlined. In that connection, Oguljahan Atabayeva pointed out that Turkmenistan is interested in experience of China in the area of public health services.

Readiness of the friendly country to share its wide experience and technologies was expressed. Zeng Yixin marked that it is considered as an important contribution to development of global healthcare system.

As was informed, the Foundation promotes introduction of modern methods of treatment and medical technologies, advanced world experience in paediatrics.

Touching upon the system of public health services of Turkmenistan, the Vice-President of the Foundation noted that this year marks the 30th anniversary of the Government program «Saglyk», which continues to form a basis of development of national system of public health services. Within the realisation of the program for today more than 100 modern medical institutions, including hospitals, polyclinics and medical centres have been constructed.

The Chinese party highly appreciated achievements of Turkmenistan in the given sphere and pointed out prospects of implementation of profile complex programs.

During the conversation, the sides displayed interest in consideration of prospects of cooperation with China in the sphere of increase of professional level of medical personnel. At the same time, Oguljahan Atabayeva noted readiness for exploration of experience of Chinese colleagues in treatment of oncological and genetic diseases of children.

The Chinese party expressed readiness to impart experience and conduct joint researches in these important areas, having emphasised the necessity of international cooperation to combat complex children's diseases.

At the end of the meeting, it was underlined that medicine is the constantly developing and improved sphere. In this connection, the parties expressed confidence in continuation of the fruitful dialogue in the field of public health services and exchanged best regards.

During the visit to the friendly country, members of the delegation of our country visited the Chinese Soong Ching Ling Science & Culture Centre for Young People.

There  guests were welcomed warmly by Ms. Shen Beili, Deputy Chairperson of the Soong Ching Ling Foundation of the People’s Republic of China.

Acquaintance with the Centre started with the video presentation of its many-sided activity, basic areas of which are science popularisation, development of technical skills, cultural exchanges and education of the growing generation in the spirit of friendship and cooperation.

Then, members of the Turkmen delegation visited the kindergarten of the Centre and familiarised with modern methods of training and education, and the conditions created for harmonious development of children.

In particular, by means of interactive devices children are acquainted with organic laws of physics and mechanics, develop a small and large motility, and creative abilities.

In the classes, «light and colours» children draw with light on special screens. Such games develop creative skills.

In classes, «Sounds of nature» children are acquainted with the world of sounds. They listen to the sounds made by various living beings, and take sounds from unusual musical instruments. Similar classes of game promote development of creative and musical abilities in children.

In this regard, one should note that in our country the Children's health and rehabilitation centre named after Gurbanguly Berdimuhamedov and inclusive kindergarten for 150 children operate and everything necessary for children with limited possibilities to get modern education, restore health and integrate into society, is provided there.

Then, Vice-President of the Foundation Oguljahan Atabayeva visited the department of the Centre «Space of innovations». There children master programming and designing fundamentals, create models of robots. Besides it, they get education in 3D and digital modelling, and artificial intelligence.

There is the section devoted to study of heavenly bodies that promotes formation of interest of children in astronomy and natural sciences.

In the Centre, the Turkmen delegation acquainted with the children's complex of attractions where children have a good time that promotes development of their physical activity.

During the excursion to the Centre, the Vice-President of the Foundation made a memorable photo with children studying there and handed them gifts.

The ancient Chinese art of preparation of tea was shown to the Turkmen delegation. This tradition of the Chinese people allows not only to take pleasure from the drink, but also to understand its philosophy.

In this connection, it is necessary to point out that tea also takes a special place in Turkmen culture. At a cup of tea important state issues were discussed, tea drinking promotes strengthening of friendly human relations. Besides it, this drink possesses useful properties. In traditional and national medicine, it is used to improve immunity.

In the Centre, the section of national culture and cultural heritage, the basic mission of which is preservation and popularisation of national culture by means of interactive lessons, also operates.

Highly skilled teachers of the section rain children in various areas of national culture, including calligraphy, fine arts, chess, and embroidery.

As known, in October 2023, spouse of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov Ogulgerek Berdimuhamedov met spouse of the Chairman of the People’s Republic of China Xi Jinping - Peng Liyuan.

In 2024 during the visit of Vice-Chairperson of the National Committee of the Chinese People’s Political Consultative Conference Shen Yueyue to our country was asked to transfer a gift for the family of the Chairman of the People’s Republic of China Xi Jinping - an embroidery of the granddaughter of the National Leader of the Turkmen people Ayjeren with the image of panda.

Turkmen women with their skilled hands create fine carpets and embroideries. Their creations - a bright symbol of unsurpassed skill and indefatigable work. Throughout centuries, this original art was transferred from mother to daughter, from generation to generation and became a unique school of education. Good breeding, high culture, philanthropy, respect of young for seniors are the principles inherent in our people.

Maintenance of gender equality in our country, preservation of family values, education of physically strong and well-educated younger generation - one of the priorities of the state policy realised by the President of Turkmenistan.

During the excursion to the Centre Oguljahan Atabayeva were displayed female costumes and historical ornaments of times of dynasties of Ming and Qing and also fragments from the Chinese opera that allowed to plunge into the world of ancient Chinese arts, differing with its originality.

At the end of acquaintance with the Centre, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva wished further fruitful work and made a memorable note as a token of friendship.

Within the visit of the delegation of our country to the People’s Republic of China, Oguljahan Atabayeva also met Chairperson of the Soon Qing Ling Foundation of the Chinese National Republic Li Bin.

The Vice-President of the Charitable Foundation has expressed gratitude for the invitation to visit China, shown hospitality and for possibility to discuss perspective projects and to familiarise with the work of the Soon Qing Ling Foundation.

Ms. Li Bin warmly thanked Oguljahan Atabayeva for the accepted invitation and expressed confidence that this visit will stimulate development of cooperation in all interesting areas, including education and children's healthcare.

The chairperson of the Soon Qing Ling Foundation noted that Chinese and Turkmen peoples since ancient times support friendship, and underlined the significance of participation of Hero Arkadag in the summit «One belt, one road» in 2023, participation of the Chairman of the PRC in summits «Central Asia-China» and meetings in their frameworks in development of mutual relations.

Oguljahan Atabayeva noted that she was deeply impressed by the activity of Ms. Soon Qing Ling, having underlined that assistance to friendly relations between the countries and peoples, strengthening of peace are the principles inherent in Turkmen and Chinese peoples.

As was underlined during the meeting, China is one of the close partners of Turkmenistan. Our countries successfully co-operate in political-diplomatic, trade and economic and cultural-humanitarian spheres.

In the given context, they considered that by means of cooperation of two Foundations one can enrich the Turkmen-Chinese humanitarian relations with the new content.

It was noted that, besides assistance to the strengthening of international contacts, the Soon Qing Ling Foundation gives particular attention to issues of health protection of women and children, promotes development of culture, scientific and educational exchanges.

- Many of these areas are also very important for us. The priority of the activity of the Charitable Foundation for Assistance to Children in Need of Guardianship under the leadership of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedova is health protection, high-grade development of children and creation for this purpose favourable conditions, - Oguljahan Atabayeva said and pointed out that on March 29 of the current year on the occasion of the 4th anniversary of the establishment of the Foundation in Arkadag city the International conference «Year of peace and trust: development of the international activity for the benefit of children» was held.

During that action, in which the delegation of the Soon Qing Ling Foundation led by Ms. Shen Beili participated, the exchange of opinions concerning international humanitarian cooperation, in particular, in the sphere of protection of motherhood and childhood took place.

Ms. Li Bin underlined the importance of the given International forum and expressed sincere gratitude for the hospitality rendered to the Chinese party on the Turkmen land.

At the meeting, it was noted that the Charitable Foundation from the moment of its creation has successfully realised a number of effective programs in the spheres of public health services, social protection, science and education.

As was underlined, the special attention is given to rendering assistance to children needing treatment and those who have remained without parental guardianship in the work of the Foundation, after all care of health and well-being of the growing generation – a pledge of the stable future.

Oguljahan Atabayeva pointed out that the Foundation is aimed at further perfection of the activity and interested in exchange of experience, having underlined that the Turkmen party is ready to consider socially focused projects.

Ms. Li Bin expressed confidence that cooperation of two foundations will promote strengthening of well-being of society by means of realisation of joint projects aimed at health protection of the growing generation and creation of possibilities for receiving high quality inclusive education.

Then, the Memorandum of mutual understanding between the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship and Soon Qing Ling Foundation was signed.

Within the visit of the Turkmen delegation to the People’s Republic of China, the Vice-President of the Charitable Foundation Oguljahan Atabayeva also met Shen Yueyue, Vice-Chairperson of the National Committee of the Chinese People’s Political Consultative Conference and President of the Good-Neighbourliness, Friendship and Cooperation Commission of the Shanghai Cooperation Organization.

Having warmly greeted the guest, Ms. Shen Yueyue underlined that the visit of the Turkmen delegation evidently displays the indestructible Chinese-Turkmen friendship originating from the times of the great Silk road and highly appreciated the fact that with the assistance of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship humanitarian cooperation between our countries comes out to a qualitatively new level. She also shared warm memoirs on the visit to Turkmenistan in 2024 and asked to convey to the spouse of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Ms. Ogulgerek Berdimuhamedova warm greetings and best regards.

The Vice-President of the Foundation thanked the leadership of the People’s Republic of China for hospitality and a high-level organization of the visit and marked that she was deeply impressed by fine sights of Beijing. Taking an opportunity, Oguljahan Atabayeva conveyed warm greetings on behalf of the President of Turkmenistan as well as National Leader of the Turkmen people Hero-Arkadag to the Chairman of the People’s Republic of China Xi Jinping and Premier of the State Council Li Qiang.

As was marked during the meeting, Turkmenistan and China successfully co-operate both in the bilateral format and within the international and regional structures. Approaches of two states coincide in issues of strengthening universal peace and safety, expansion of friendship between countries and peoples.

In its centre lies an overall aim for all-around development and strengthening of friendship between two people, which take their origin from the depth of centuries.

- We have arrived in China with a noble mission of strengthening humanitarian cooperation, which at present, is successfully carried out in spheres of science, education, culture and sports, - noted Oguljahan Atabayeva and as the Vice-President for Medical Activities of the Charitable Foundation expressed interest in expansion of interaction in the field of health protection of children, inclusive education and exploration of issues of rendering social support to needing citizens.

As was marked, the Foundation co-operates with official bodies, public organisations and civil society at the national level for rendering assistance to children, facing problems of health and other vital difficulties.

Readiness of the Turkmen party for joint work with the Chinese colleagues and exchange of experience was also underlined. With these purposes, the Memorandum of mutual understanding between Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship and Soon Qing Ling Foundation was signed.

Ms. Shen Yueyue underlined that the Chinese party will use the best efforts for realisation of the signed Memorandum in practice for the cause of the most valuable asset of our countries - children.

At the end of the meeting, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva and Vice-Chairperson of the National Committee of the Chinese People’s Political Consultative Conference and President of the Good-Neighbourliness, Friendship and Cooperation Commission of the Shanghai Cooperation Organization Ms. Shen Yueyue exchanged wishes of sound health, well-being and successes in their activity.

Within the visit of the Turkmen delegation to the friendly country, Vice-President for Medical Activities of the Charitable Foundation Oguljahan Atabayeva also met Shanghai Mayor Gong Zheng.

Having warmly greeted the guest, Gong Zheng noted that it was a great honour for him to have this meeting and expressed confidence that the present visit of Oguljahan Atabayeva will bring out bilateral cooperation in the humanitarian sphere to a qualitatively new level.

Having thanked for hospitality, the Vice-President of the Foundation pointed out that relations between Turkmenistan and China have a rich history. Today these relations are   consistently developed on a wide spectrum of areas.

Speaking of the work of the foundation, Oguljahan Atabayeva underlined that the care of health and well-being of children is the main task of the Foundation, which was created at the initiative of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag.

Having noticed that the present visit of the Turkmen delegation to China is aimed at expansion of international cooperation, the Vice-President for Medical Activities of the Foundation underlined that China, as a reliable partner in the trade and economic sphere, occupies one of the leading countries in the field of medicine and technologies. In that regard, she displayed interest in the experience, which was saved by the friendly state in the system of public health services, in particular, in the field of health protection and rehabilitation of children.

The Mayor of Shanghai noted that the scope of the work of the Foundation, its adherence to principles of humanism and universal values make great impression on him.

At the end of the meeting, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship Oguljahan Atabayeva and Mayor of Shanghai Gong Zheng, having underlined that the dialogue in this area will be continued for the benefit of children, exchanged best regards.

Thus, the visit of the delegation of women of Turkmenistan to the People’s Republic of China served evident demonstration of intensification of international cooperation in spheres of public health services and education.

30 августа 2025 года в Меджлисе Туркменистана было проведено заседание, посвящённое итогам деятельности, проведённой в январе-августе Международного года мира и доверия по совершенствованию законодательства нашей страны в соответствии с национальными принципами и общепризнанными нормами международного права.

На заседании было отмечено, что последовательно реализуется соответствующая деятельность по законодательному обеспечению широкомасштабных преобразований, осуществляемых в эру Возрождения новой эпохи могущественного государства во всех направлениях государственной и общественной жизни, исходя из задач , поставленных нашим уважаемым Президентом Аркадаглы Героем Сердаром и Национальным Лидером туркменского народа, Председателем Халк Маслахаты Туркменистана Героем Аркадагом.

За период январь-август текущего года были приняты 15 законов, регулирующих соответствующие общественные отношения в различных направлениях жизни нашей страны и связанных с правовой поддержкой внешнеполитических инициатив нашего государства, в том числе об утверждении и введении в действие Гражданского кодекса Туркменистана, о суде, о Едином государственном реестре избирателей, об учреждении юбилейной медали Туркменистана «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna», о присоединении к Протоколу 1988 года к Международной конвенции о грузовой марке 1966 года и другие, а также 11 постановлений Меджлиса.

На заседании были заслушаны выступления о проводимой деятельности  рабочих групп, созданных в Меджлисе, по защите прав и законных интересов граждан, повышению жилищно-бытового уровня жизни нашего народа, по совершенствованию в соответствии с требованиями эпохи ряда действующих законов в различных отраслях экономики, в том числе в области науки, образования, здравоохранения и внешнеполитической деятельности.  

Также были заслушаны выступления о соответствующей подготовительной работе, проводимой Меджлисом Туркменистана  по выполнению задач, поставленными уважаемым Президентом Аркадаглы Героем Сердаром и Национальным Лидером туркменского народа, Председателем Халк Маслахаты Туркменистана Героем Аркадагом, по подготовке к 34-ой годовщине Независимости нашей страны, очередному заседанию Халк Маслахаты Туркменистана, совместно с Халк Маслахаты, Кабинетом Министров, а также соответствующими министерствами и ведомствами, хякимликами, крупными общественными объединениями.

На заседании было особо отмечено о реализуемых мероприятиях по развитию налаженных эффективных отношений с международными организациями и укреплению межпарламентского сотрудничества. Было подчёркнуто важное значение проведённой в Национальной туристической зоне  «Аваза» Третьей конференции ООН по развивающимся странам, не имеющим выхода к морю, и Парламентского форума, проведённого в её рамках при тесном содействии Героя Аркадага и Аркадаглы Героя Сердара, в пропаганде и популяризации во всём мире миротворческих и нейтральных принципов нашей страны, а также развитии межпарламентских отношений.

На заседании была обсуждена деятельность, проводимая по пропаганде успехов, высоких рубежей, достигнутых в нашей стране под руководством уважаемого Президента Аркадаглы Героя Сердара и Героя Аркадага, исторического, общественно-политического значения  34-ой годовщины Независимости,           30-летия постоянного Нейтралитета нашей страны, Международного года мира и доверия, заседания Халк Маслахаты Туркменистана, инициатив, выдвигаемых нашей страной в международном пространстве, разнесению широкой народной массе, значение принимаемых законов, а также были определены  предстоящие задачи по успешному продолжению данной работы. 

Участники заседания заверили уважаемого Президента Аркадаглы Героя Сердара и Героя Аркадага в том, что приложат все усилия для последовательного упрочения правовых основ нашего государства, укрепления законодательной основы политических, экономических и культурных преобразований, осуществляемых в нашей стране.

Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers, at which the work carried out in the country for eight months of the current year, was summed up.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the national parliament for the January-August period of this year, was first to take the floor.

As she informed, during the considered period, proceeding from programs of political, social, economic, and cultural development of our fatherland, principles of the Constitution of Turkmenistan as well as on the basis of the proposals received from the ministries and sectoral departments, 15 legal acts were adopted. Among them laws of Turkmenistan «On approval and introduction of the Civil Code of Turkmenistan», «On the court», «On the uniform state register of voters», «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna», «On acceding to the Protocol to the International Convention on Load Lines». Along with it, according to realities of the time amendments and additions were made to the legal acts connected with criminal, arbitration, civil, criminal procedure, family and labour relations, tax, administrative-industrial issues, activity in the sphere of motor transport, migration, bodies of internal affairs and customs. In the specified period, 11 resolutions of the Mejlis were also adopted.

With a view of fulfilment of the instructions of the National Leader of the Turkmen people on preparation for the next meeting of the Khalk Maslakhaty, corresponding work is carried out together with the Khalk Maslakhaty, Cabinet, profile ministries and departments, khyakimliks, large public associations. At the same time, necessary organization-methodical aid is provided to local offices of the Khalk Maslakhaty in velayats, etraps and cities in the given sphere.

She also informed that 7 credentials were received from Extraordinary and Plenipotentiary Ambassadors of various states accredited in Turkmenistan. Within the strengthening of fruitful relations 47 meetings concerning bilateral cooperation with representatives of parliaments of various states, foreign diplomatic missions were held. Along with it, deputies and specialists of the Mejlis took part in 70 seminars on improvement of legislative activity and maintenance of realisation of state programs organised together with authoritative international structures. With a view of exploration of advanced experience in legislation, 24 business trips of national members of the parliament were organized abroad.

With assistance of Hero-Arkadag and the head of the state in the Avaza national tourist zone on the margins of the Third Conference of the United Nations on land locked developing countries, the Parliamentary forum was held and by its results, the Parliamentary appeal was adopted.

Summing up the information, President Serdar Berdimuhamedov noted the importance of appropriate preparation for the meeting of the Khalk Maslakhaty as well as further improvement of the legislative basis of the country.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preliminary macroeconomic indicators for eight months of the current year.

As he informed, sustainable development of all branches of economy and regions is ensured, standards of living of the population grow. As a result of the adopted complex measures for the designated period GDP grew by 6,3 percent, including the industry rate of increase made up 1,5 percent, construction - 7 percent, transport-communication sector - 11 percent, trade - 9,8 percent, agriculture - 4,9 percent, sphere of services - 8,4 percent.

As compared to the similar period of 2024, as a whole the volume of production increased by 9,9 percent, positive industrial indicators were gained by branches.

For the considered period, retail goods turnover as compared with the same period of the past year, grew by 13,1 percent, and foreign trade turnover - 5,5 percent.

The revenues part of the State budget for the January-August period was fulfilled by 100 percent, and expenditures part - 97,4 percent.

The sizes of salaries at large and medium sized enterprises of the country as compared to the corresponding period of 2024 grew by 11,9 percent. Pensions, welfare payments and scholarships of students were financed in due time.

As compared with the similar period of the past year, the volume of the capital investments made at the expense of all sources of financing, increased by 10,8 percent.

He also reported on the work carried out within realisation of the National rural redevelopment program.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of adoption of necessary measures for maintenance of stability of macroeconomic indicators of national economy, further perfection of budgetary and tax systems. The head of the state also instructed the Deputy-Chairman of the Cabinet for successful fulfilment of set goals on a regular basis to analyse fulfilment of production plans by ministries and sectoral departments.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on results of the work carried out for the January-August period of 2025 on increase of volumes of oil and gas production and expansion of routes of their export to world markets.

Reporting on reached technical and economic indicators, the Deputy-Chairman of the Cabinet informed that fulfilment of the oil production plan by "Türkmennebit" State Concern is ensured.

Oil refining factories of the State Concern reach positive indicators in oil refining, manufacture of gasoline, diesel fuel, lubricant oils, and production of natural and accompanying gas.

He also informed on the manufacture of liquefied gas, export of «blue fuel».

Summing up the report, President Serdar Berdimuhamedov pointed out that further modernisation of the oil and gas sector is a key goal. In the given context, he instructed the Deputy-Chairman of the Cabinet to take corresponding measures for full involvement of profile enterprises of fuel and energy complex and to raise efficiency of exploration and drilling work.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of activity of the subordinate complex for the January-August period of the current year as well as the work carried out in agricultural campaigns in velayats.

As he informed, by the agricultural sector, the rate of increase of manufacture as compared with the similar period of the past year made up 110,4 percent. By the Ministry of Agriculture this indicator was equal to 102,4 percent, Ministry of the Environmental Protection - 100,9 percent, State Water Management Committee - 133,4 percent, "Türkmenpagta" State Concern - 119,5 percent, «Türkmengallaönümleri» State Association - 103,8 percent, «Türkmenobakhyzmat» State Association - 101,1 percent, State Food Processing Industry Association - 107,8 percent, State Cattle-Breeding and Poultry Industry Association - 100,8 percent, «Türkmen atlary» State Association - 102,5 percent. The plan for realization of investments was fulfilled by 245,3 percent.

Within conducted seasonal campaigns preparation for gathering cotton in established terms, including ginneries, reception points, machinery, which will be involved in crop transportation, goes on at rapid paces.

Preparation for the forthcoming wheat sowing campaign, in particular, preparation for the future harvest is also carried out.

Then, the Deputy-Chairman of the Cabinet requested the President of Turkmenistan to designate the date of practical seminars with participation of skilled daykhans, experienced specialists, scientists and machine operators with a view of organisation of wheat sowing according to agro-technical standards at high level in velayats on designated dates for the crop of 2026 as well as to define the date for the start of wheat sowing with participation of honoured elders.

Having heard the report, head of the state Serdar Berdimuhamedov marked that cardinal transformations realised in the country in the agricultural sphere are aimed at increase in volumes of high-quality agricultural products, maintenance of food abundance. In this connection, he instructed the Deputy-Chairman of the Cabinet to continue effective work on complex development of the branch.

Then, addressing members of the Cabinet, the President of Turkmenistan noted that an important and responsible time has come for grain growing daykhans - wheat sowing campaign and emphasised the necessity of the well-organised sowing within agro-technical terms.

In this connection, the head of the state gave his blessing to start grain sowing campaigns in all velayats of the country on September 3 and addressed honoured elders, by the developed noble tradition, to start the beginning of this important campaign with words «Bissimilla!».

President Serdar Berdimuhamedov wished grat successes in their work to hardworking grain-growers and all agriculturists.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of activity of the construction-industrial complex for the January-August period of the current year.

As he informed, for the specified period, the production and work plan was executed by 107,1 percent.

For the January-August period by the Ministry of Construction and Architecture the production, work and services plan was fulfilled by 114,1 percent, by the Ministry of Industry and Construction Production - 107,8 percent, by the Ministry of Energy - 110,2 percent, "Türkmenhimiýa" State Concern - 103,1 percent.

The work plan by the State Agency for Management of Road Construction was fulfilled by 114 percent, and by khyakimlik of Ashgabat city - 117,6 percent.

Having heard the report, President Serdar Berdimuhamedov underlined the importance of adoption of complex measures for full use of the designed capacities of enterprises of the construction-industrial complex as well as adjustment of modern manufactures, creation of new workplaces. The head of the state instructed the Deputy-Chairman of the Cabinet to hold timely completion of construction of buildings and facilities, apartment houses planned for the current year under strict control.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of subordinate ministries and sectoral departments as well as the private sector for the January-August period of this year.

For the considered period, by the Ministry of Trade and Foreign Economic Relations the rate of increase of goods turnover as compared with the similar period of the past year made up 117,7 percent, production - 100 percent.

By the Ministry of Textile Industry, the rate of increase of production was fulfilled by 104,2 percent, including as compared to the corresponding period of 2024, manufacture of cotton yarn reached 116,6 percent, cotton fabrics - 122,7 percent, tanning production - 116 percent.

The production plan by «Türkmenhaly» State Association was executed by 100,2 percent.

For the accounting period, the State Commodity and Raw Materials Exchange held 194 exchange auctions and 18 884 contracts were registered.

For the January-August period, the Chamber of Commerce and Industry fulfilled its work plan by 105,5 percent.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of adoption of appropriate measures on improvement of security of markets and shops of the country food and other demanded production, perfection of activity of the trade complex, increase in manufactures of the private sector. The head of the state also instructed the Deputy-Chairman of the Cabinet to continue program work on increase of volumes of exported goods.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of activity of the subordinate sphere for the January-August period of the current year.

As she informed, on the occasion of announcement of the year 2025 as «International year of peace and trust», the glorious 30th anniversary of permanent neutrality of the country, holidays and significant dates of the national calendar various festive events were held.

In the Mukam Palace of the State Culture Centre, on August 20 of the current year the competition among dutar players- bagshy-musicians «Çalsana, bagşy!» was summed up.

Along with it, in August within the Third Conference of the United Nations on land-locked developing countries, held in the Avaza national tourist zone, national days of states of Central Asia and the Azerbaijan Republic as well as concerts of workers of culture and art were held at high level.

During the accounting period, the Youth Chamber Orchestra of Turkmenistan took part in the XI World Orchestra Festival held in Vienna (Austria), and was awarded the main prize. Workers of culture and art of our country became participants of several other international actions.

She also informed on the work carried out by libraries, museums and the mass media.

Having heard the report, President Serdar Berdimuhamedov noted the importance of further perfection of activity of the sphere of culture, wide popularisation and preservation of national cultural heritage for future generations.

Then, the Deputy-Chairwoman of the Cabinet reported on the program of events for September of the current year, in particular, on planned conferences, «round table» meetings, exhibitions, creative events, agitation and propaganda events on the occasion of the International year of peace and trust.

As she informed, in the upcoming month in the building «Türkmeniň ak öýi» in the place «Nowruz ýaýlasy» the final round of the competition among gifted children «Garaşsyzlygyň merjen däneleri» and in the song-music centre "Aşgabat" – TV competition «Ýaňlan, Diýarym will take place!».

In honour of the 34th anniversary of independence of our fatherland a festive concert of workers of culture and art of the country, flower laying ceremony at the Independence Monument, main squares of the Flag in Arkadag city and velayats - raising of the national flag of Turkmenistan and a solemn parade before the State podium.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov pointed out that it is necessary to prepare properly for festive events planned for September and the solemn parade before the State podium in honour of the 34th anniversary of independence of the country. The head of the state also instructed the Deputy-Chairwoman of the Cabinet to ensure a high level of organisation of the opening ceremony of social and cultural projects.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of activity of subordinate spheres for the January-August period of the current year.

As she informed, during the considered period, the reforming of the education system continued, advanced methods of teaching were widely applied. Schoolchildren and students actively participated in international Olympiads and displayed great successes. Along with it, in summer holidays good recreation for children was provided. The international education and methodical forums, Olympiads, conference of educators under the motto «International year of peace and trust» also took place.

In the specified period, the planned work aimed at further development of the sphere of science was carried out, conduction of research activities in priority aspects of science and technologies was co-ordinated. Admission into postgraduate study, doctoral studies in various areas of science also took place, applicants for scientific degrees were registered, and thesis were defended.

At the same time, advanced methods of applied medicine were introduced in prophylaxis-medical activity. At the expense of funds of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, operations and treatment of sick children were carried out. On the occasion of the 30th anniversary of the Government program «Saglyk» various events, including practical conferences "Government program "Saglyk" in action" were organised in Ashgabat and Arkadag cities and velayats centres. Gifts on behalf of Hero-Arkadag and the President of Turkmenistan were given to healthcare workers who have distinguished themselves in public health services.

During the accounting period, work on development of physical education and sports, preparation of professional sportsmen continued. In the capital the International tournament ion the national wrestling goresh and belt wrestling alysh, the international tournament in chess among sportsmen under 8, 10 and 12 were organized. In the specified period, our sportsmen won 640 medals.

Having heard the report, President Serdar Berdimuhamedov noted the significance of appropriate preparation and high-level organization of the events timed to Day of Knowledge and Student Youth. In the given context, the head of the state instructed her to present first-formers with modern computers as gifts on behalf of Hero-Arkadag on the occasion of the beginning of the new academic year.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the activity of the Ministry of Foreign Affairs for the January-August period of the current year.

With a view of consecutive realisation of the foreign policy of neutral Turkmenistan, further development of friendship and constructive cooperation in bilateral and multilateral formats, fulfilment of the instructions given by the head of the state and set tasks corresponding work was carried out in the period under consideration.

In strengthening and expansion of fruitful interaction with foreign partners, a special role was given to visits and summits. As he marked, from the beginning of the year the President of Turkmenistan made working visits to the Republic of Uzbekistan, the Russian Federation, Republic of Kazakhstan, Japan, as well as state visit to Mongolia.

In the specified period, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag made visits to the Principality of Monaco, Republic of Kazakhstan, the Kirghiz Republic, Republic of Uzbekistan, the French Republic, Republic of Tatarstan of the Russian Federation and the Azerbaijan Republic.

For participation in the Third Conference of the United Nations on land-locked developing countries, held in August in the Avaza national tourist zone, Turkmenistan was visited with Presidents of Kazakhstan, Uzbekistan, Tajikistan, Sao Tome and Principe, Armenia, King of Eswatini, and Chairman of the Presidential Council of the State of Libya.

For participation in the tripartite high level meeting "Turkmenistan-Azerbaijan-Uzbekistan", which was held on August 22, our country was visited by Presidents of the Republic of Azerbaijan and Republic of Uzbekistan.

During the accounting period, Prime Ministers of Georgia, Azerbaijan, Nepal, Republic of Mali, Republic of Uganda and Chairman of the Cabinet of the Kirghiz Republic also visited Turkmenistan. Along with it, the First Vice President of the Islamic Republic of Iran, Vice-Presidents of Gambia and Malawi visited our country.

One of the key areas of the foreign policy of our fatherland is development of constructive partnership with authoritative inter-regional and international structures. In that regard, it was noted that from the beginning of year, visits of the Secretary General of the United Nations Organization as well as Secretaries Generals of the Economic Cooperation Organization, International Exhibitions Bureau, Organization of Turkic states, International Organisation of Turkic culture, International Union of Motor Transport, heads and representatives of other international structures to our country took place.

Visits of foreign delegations to Turkmenistan as well as visits of national delegations abroad in the January-August period also speak of a growing dynamics of interaction with foreign partners. In the online mode, 386 meetings of various levels were held. In our country, 1813 official negotiations and meetings with representatives of foreign states and international organisations were organized. From the beginning of the year, the contractual legal basis of international relations of Turkmenistan was filled up with 117 documents.

On a regular basis, contacts in the area of foreign policy departments are carried out. A number of bilateral inter-ministerial consultations were held in the accounting period. Meetings with the High Representative of the European Union for Foreign Affairs and Security Policy - the Vice-President of the European Commission and European Commissioner for International Partnerships also took place.

In the foreign policy strategy of Turkmenistan a great significance is attached to expansion of diplomatic relations through Embassies. Consecutive work was carried out in the considered period in the given area.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of strengthening interaction with world countries in trade and economic, cultural-humanitarian and scientific-educational spheres. The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was also instructed to continue work on development of partnership with authoritative international structures.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on priority positions of Turkmenistan at the next 80th session of the General Assembly of the United Nations Organization.

In the given context, it was underlined that development of strategic cooperation with the United Nations acts as one of the priority vectors of the foreign policy of our fatherland.

At present, the Ministry of Foreign Affairs carries out corresponding work on preparation for the anniversary 80th session of the General Assembly of the United Nations. Being guided by initiatives of the head of the state advanced on the international and regional arena, priority positions of Turkmenistan at the above-named session for the forthcoming political year were developed.

The given document includes a number of key areas. Thus, among major vectors universal peace and consolidation of security were defined. It was in this connection pointed out that Turkmenistan considers the 80th session of the General Assembly of the United Nations Organization as an important stage of strengthening of peace and stability. In this aspect, our country for many years advanced significant initiatives within the United Nations and its structural divisions and in which were the resolutions «Peace and trust» and «Dialogue - a guarantee of peace». At the regular session of the General Assembly of the United Nations active participation in development of the Special manual on observance and realisation of principles of neutrality for peace and safety as well as conduction of consultations were held with a view of creation of a Mediation Centre for Peace under the aegis of the United Nations.

At the same time, it is proposed to include for the first time in the agenda of the 80th session of the General Assembly of the United Nations the item «Neutrality - for peace and security» and in its frameworks to present drafts of resolutions «The role and significance of the policy of neutrality in maintenance and strengthening of international peace, security and sustainable development process» and «International Day of Mediation».

With a view of strengthening trust between peoples of the planet, our country supports organization of the international forum «Central Asia - space for construction of peaceful life», and, in particular, the Global summit on culture of peace, trust and mutual respect under the aegis of UNESCO and the Alliance of Civilisations. By the outcome of the summit, a proposal on development of the Code of international trust, which will become a universal basis of interstate cooperation and principles of joint solution of global issues, will be developed.

Turkmenistan also attaches a priority significance to promotion of effective partnership in the field of sustainable development, transport and energy spheres. Thanks to initiatives of President Serdar Berdimuhamedov, our country represents itself as the leading centre of transport diplomacy at world level. In that connection, at the anniversary session of the General Assembly of the United Nations Turkmenistan will put forward the initiative on the resolution on proclamation of 2026-2035 as «Decade of Sustainable Transport», which is urged to strengthen international cooperation in the given sphere, to promote creation of new corridors and maintenance of accessibility to all countries, including land-locked countries.

With a view of supply of world markets by energy carriers and balanced interaction of manufacturers, transit countries and consumers Turkmenistan will propose a draft resolution on a key role of reliable and sustainable energy connectivity in achievement of sustainable development. The given initiative aims at rendering assistance to formation of open and reliable energy streams and integration of renewed energy sources into the global system.

Besides it, for intensification of international cooperation in the digital sphere, involvement of information-communication technologies in interests of creation of peace and progress, Turkmenistan will propose creation of the Platform of global digital integration under the aegis of the United Nations.

One of the basic areas of cooperation of our country with the United Nations Organization and its specialised establishments - maintenance of ecological safety, counteraction to climate change and rational water use. Initiatives of the President of Turkmenistan in this area receive broad support of the world community. On their basis, our country will propose to create the Regional centre for combat of desertification in Central Asia. The given structure will serve as a multilateral platform for strengthening protection of soil and ecosystems, and for accumulation of joint experience of states.

Among important vectors of interaction - preparation of Regional conventions on basins of rivers Amu Darya and Syr-Darya which will generate reliable international legal basis for effective and fair use of trans boundary water resources.

Turkmenistan will also continue practical realisation of the proposal on creation of the Regional centre of technologies connected with climate change in Central Asia, as an effective step in the context of a strategic approach to region ecological issues. Besides it, it is planned to continue systematic and regular activity on development of the Special program of the United Nations for the Aral Sea basin and solution of its problems together with Central Asian states.

Along with it, taking into account the global importance of the Caspian Sea, it will be proposed within the Caspian ecology initiative put forward by the President of Turkmenistan to hold the second Caspian ecology forum in 2026.

In Priority positions such actual area as humanitarian cooperation is also reflected. Proceeding from initiatives of the head of the state in the field, it is planned to hold the international conference «Women, peace and security» on the margins of the Dialogue of women of Central Asia. Besides it, with a view of increase of activity of the youth in international relations and peace-making initiatives, expansion of activity of the Dialogue of the youth of Central Asia, at the 80th session of the General Assembly of the United Nations a proposal on creation of a Regional platform on preparation of young peacemakers in Ashgabat will be made.

For development of intercultural dialogue and practical realisation of resolutions of the General Assembly of the United Nations on support of multilingualism in the international relations, it is proposed to proclaim «International Day of Multilingual Diplomacy» and to adopt the resolution «Cultural heritage of the Great Silk road as a basis of peace and development».

In the context of cooperation with the United Nations in the legal sphere, proceeding from initiatives of the head of the state, Turkmenistan brings our important proposals on the role and significance of international law. One of them - announcement of 2028 as Year of international law. In this connection, in upcoming years our country will actively represent itself as a member of corresponding Councils in United Nations structure. The preparation work on election of Turkmenistan as the non-permanent member in the UN Security Council for 2031-2032 and to other elective offices will also proceed.

At the 80th session of the General Assembly of the United Nations it is planned to send priority positions of Turkmenistan to the United Nations Organization Secretary, to disseminate them among United Nations member states, and also place them in national and international mass media of data on maintenance of the given document. Along with it, it is planned to hold a briefing in the Ministry of Foreign Affairs with participation of diplomatic representatives accredited in our country and the international organisations on August 30.

Having heard the report, President Serdar Berdimuhamedov noted that as one of the priority vectors of the foreign policy of Turkmenistan development of multidimensional cooperation with the United Nations Organization acts. Having underlined the importance of appropriate preparation for the 80th session of the General Assembly of the United Nations, the head of the state approved the presented proposal and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on results of the activity carried out for eight months of this year in subordinate structures.

For the specified period, the rate of increase of the work and rendered services by the given complex made up 113,6 percent.

The plan for cargo transportation by means of automobile, railway, air, sea and river transport was executed by 101,5 percent, on passenger transportation - 103,6 percent.

For the January-August period of the current year, the rate of increase in services in the Ministry of Railway Transport was 105 percent, Ministry of Motor Transport - 111,9 percent, Public Service «Türkmenhowaýollary» - 114,4 percent, Public Service of Sea and River Transport - 107,3 percent, Ministry of Communications - 120 percent.

Having heard the report, President Serdar Berdimuhamedov noted the importance consecutive perfection of the activity of the complex for full fulfilment of the goals put before the transport-communication sector and according to realities of the time. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to take corresponding measures on increase in volumes of passenger and cargo transportation, creation of favourable conditions for international transport-transit traffics.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that results of the work executed in the country for eight months of the current year show successful realisation of the adopted programs.

For the accounting period, the rate of increase of GDP made up 6,3 percent. Large industrial and social projects were opened and put into operation solemnly, the head of the state said.

As President Serdar Berdimuhamedov underlined, on September 1 in the country Day of Knowledge and Student Youth will be widely celebrated, in Ashgabat, the International University of industrialists and entrepreneurs, in Mary city- the additional educational building of the State institute of energy of Turkmenistan will be put in operation. In the capital and velayats, a number of schools and kindergartens will be put into operation.

The worthy education of younger generation, their modern education - an overall objective of the realised state educational policy, the head of Turkmenistan continued his speech and underlined that the education sphere will be consistently developed and improved further.

As he marked, the commissioning of the International University of industrialists and entrepreneurs on Day of Knowledge and Student Youth will become a significant event in the life of the country.

In this connection, the head of the state requested Hero-Arkadag to take part in the opening ceremony of the new university.

Taking an opportunity, President Serdar Berdimuhamedov warmly congratulated participants of the meeting, educators and the happy youth on Day of Knowledge and Student Youth and the beginning of the new academic year.
