Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, at which the results of the work carried out in the country in January of the current year were reviewed.

The first to speak was the Chairwoman of the Mejlis D. Gulmanova, who reported on the results of the activities carried out during the first month of this year.

In this regard, it was reported that work is currently underway, based on proposals received from ministries and sectoral departments, to introduce amendments and additions to existing legislative acts in the fields of human rights and freedoms, migration, and environmental protection, in accordance with the provisions of the Constitution of Turkmenistan and universally recognized norms of international law.

At the same time, credentials were accepted from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad to Turkmenistan. During the period under review, four meetings were held with representatives of parliaments of various states, international organizations, and diplomatic missions accredited in Turkmenistan, during which priorities of bilateral cooperation were discussed. In addition, deputies and specialists of the Mejlis took part in six seminars on improving legislative activity, organized by relevant ministries and sectoral departments of the country jointly with international organizations.

Summarizing the information, President Serdar Berdimuhamedov emphasized the need to continue work on strengthening the national legal framework and modernizing legislation in line with the requirements of the times.

Then, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on macroeconomic indicators for January of the current year.

As reported, the GDP growth rate reached 6.3 percent, including 2 percent in the industrial complex, 6 percent in construction, 9.3 percent in the transport and communications sector, 8.2 percent in trade, 2 percent in agriculture, and 8.5 percent in the services sector.

In January of the current year, the volume of production increased by 10 percent compared to the same period of last year. Positive indicators were achieved across all sectors of the economy.

During the reporting period, retail trade turnover increased by 10.1 percent compared to the same period last year.

Based on the results of January, the revenue part of the State Budget was fulfilled at 102.2 percent, and the expenditure part at 97.1 percent.

During the reporting period, wages were paid on time in state institutions financed from the budget and self-supporting sources, as well as pensions, state benefits, and student scholarships.

Compared to the corresponding period of last year, the volume of capital investments financed from all sources increased by 21.3 percent in January.

At the same time, information was presented on the work carried out within the framework of the National Rural Program, including the progress of construction of facilities of various purposes.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of further improving the activities of the economic, financial, and banking complexes. In this regard, the head of state instructed the Deputy Prime Minister to continue taking measures to successfully fulfill the tasks planned for 2026, maintain stable GDP growth dynamics, and develop sectors of the economy.

Next, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work carried out in January of the current year to increase oil and gas production and expand export routes to the global market.

As reported, the oil production plan by the State Concern “Türkmennebit” was fulfilled at 107.5 percent.

During the reporting period, fulfillment of the oil refining plan at oil refineries amounted to 106.4 percent; gasoline production – 126.5 percent; diesel fuel – 104.6 percent; polypropylene – 100 percent; lubricating oils – 100 percent; liquefied gas – 122.1 percent; and production of natural and associated gas – 108.3 percent.

Summarizing the report, President Serdar Berdimuhamedov noted that practical steps should be taken to implement the work envisaged by the Program for the Development of the Country’s Oil and Gas Industry. The head of state also instructed the Deputy Prime Minister to implement comprehensive measures aimed at increasing natural gas and oil production, developing hydrocarbon deposits, and consistently expanding the industry’s production capacity.

Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of activities for January of the current year and on the progress of seasonal agricultural campaigns in the velayats of the country.

As reported, the growth rate of agricultural production volumes compared to the same period last year amounted to 109.3 percent. By the Ministry of Agriculture this figure was 103.9 percent; the Ministry of Environmental Protection – 116.4 percent; the State Committee for Water Management – 108.4 percent; the State Concern “Türkmenpagta” – 117.3 percent; the State Association “Türkmengallaönümleri” – 100 percent; the State Association “Türkmenobahyzmat” – 102.9 percent; the State Association of Food Industry – 108.2 percent; the State Association of Livestock and Poultry Industry – 100.6 percent; and the State Association “Türkmen atlary” – 101.2 percent. The investment utilization plan was fulfilled at 107.9 percent.

At the same time, it was reported that seasonal agricultural work is currently ongoing. In the regions, care of wheat fields is being carried out, and land plots and seeds are being prepared for the sowing of cotton and other crops.

In addition, relevant work is being conducted to accumulate water in reservoirs located in the velayats, as well as to clean drainage and wastewater canals and repair water management facilities.

After hearing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to keep under strict control the further comprehensive development of the agricultural sector and strengthening of its material and technical base, and to ensure the implementation of seasonal agricultural work in accordance with agrotechnical standards, at a high quality level and within established timeframes.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the activities of the construction and industrial complex for January 2026.

As reported, the plan for production and work performed during the reporting period was fulfilled at 133.9 percent.

This indicator amounted to 105.6 percent for the Ministry of Construction and Architecture; 119.1 percent for the Ministry of Industry and Construction Production; 114.9 percent for the Ministry of Energy; and 170.8 percent for the State Concern “Türkmenhimiýa.”

The State Agency for Management of Road Construction fulfilled its work plan at 109.1 percent, and the Ashgabat city administration at 112.9 percent.

After hearing the report, President Serdar Berdimuhamedov noted that strict control should be ensured over the fulfillment of tasks planned for implementation in the construction sector. At the same time, emphasis was placed on the need to constantly focus on organizing the work of domestic chemical enterprises in line with modern requirements and increasing the potential of the energy sector.

The head of state instructed the Deputy Prime Minister to strengthen control over the construction and operation of roads, as well as over the high-quality construction of facilities and structures and their commissioning within established deadlines.

Next, Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on the results of work of the supervised ministries, sectoral departments, and the entrepreneurial sector for January of the current year.

For the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover amounted to 111.4 percent, and production – 100.1 percent.

Compared to the same period last year, the growth rate of production by the Ministry of Textile Industry reached 100.8 percent, including cotton yarn – 100 percent; cotton fabric – 102.4 percent; and leather products – 115.3 percent.

The production plan of the State Association “Türkmenhaly” was fulfilled at 104.1 percent.

During the reporting period, the State Commodity and Raw Materials Exchange held 26 trading sessions, at which 2,361 contracts were registered.

The growth rate of work performed by the Chamber of Commerce and Industry for January 2026 amounted to 116.3 percent. During the reporting period, four conferences were held.

For the Union of Industrialists and Entrepreneurs, the growth rate of agricultural and food production reached 106.5 percent, and industrial production – 105.1 percent.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of further developing the trade sector, textile industry, and entrepreneurial sector. At the same time, the head of state instructed the Deputy Prime Minister to continue work to supply the country’s markets and retail outlets with food and other in-demand products and to consistently improve the activities of the State Commodity and Raw Materials Exchange.

Deputy Chairwoman of the Cabinet of Ministers B. Seyidova reported on the results of work of the supervised sector for January of the current year.

As reported, during the period under review, various events and celebrations were held in connection with the proclamation of 2026 as the year “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses,” the 35th anniversary of the Motherland’s independence, as well as national holidays and commemorative dates.

Film screenings and concerts were organized in cinemas and cinema-concert centers of the capital. Relevant services were provided in libraries, museums, and historical and cultural heritage sites.

Information on the achievements and transformations taking place in the country was widely covered in periodicals, television channels, and online platforms. Relevant work was carried out to fulfill tasks stemming from State Programs and the Concept for the Development of the Digital Economy. During the reporting period, a number of international cultural events were also held.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of organizing activities in this sphere in accordance with modern requirements. In this regard, the head of state instructed the Deputy Prime Minister to take necessary measures to study and widely promote cultural heritage and to keep issues of careful protection of historical and cultural monuments under constant attention.

Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyeva reported on the results of work carried out by subordinate structures in January of the current year.

As reported, during the period under review, reforms aimed at introducing advanced teaching methods into educational activities, educating an intellectually developed generation, and improving professional training of teachers were continued. School students and university youth, having successfully performed at international subject and online Olympiads, won 62 medals. Events dedicated to the New Year holiday and winter school holidays were organized in an orderly manner. Pupils of the “Döwletliler köşgi” Palace were ceremonially presented with New Year gifts on behalf of the Hero-Arkadag and the President of Turkmenistan.

During the reporting period, quotas for admission to postgraduate studies in scientific fields, registration of applicants for academic degrees, and admission of residents to clinical residency programs in 2026 were approved.

In January, work continued in accordance with the State Program “Saglyk.” Planned activities were carried out in healthcare institutions. Various surgeries and treatments for ill children were performed using funds from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

At the same time, measures were taken to develop physical culture, sports, and the Olympic movement in the country, and to prepare athletes for the Olympic Games and major international competitions.

In connection with the proclamation of the current year as “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses,” scientific-practical conferences and various events were organized.

Summarizing the report, the President noted the need for further improvement of activities in science and education, healthcare, and sports. In this context, the head of state instructed the Deputy Prime Minister to pay special attention to the work of educational institutions in training youth in line with modern realities, as well as to develop healthcare based on international experience, promote sports, and train professional athletes.

Then, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov reported on the results of the MFA’s activities for January of the current year.

As noted, visits and meetings at the highest level are of great importance in the development of Turkmenistan’s international cooperation.

In this regard, it was reported that diplomatic services, together with foreign policy agencies of various states, are currently carrying out relevant work to organize foreign visits of the President of Turkmenistan and the Hero-Arkadag in 2026.

As is known, one of the key directions of foreign policy strategy is the development of cooperation with authoritative international organizations. In this context, a visit to our country by the Director-General of the Food and Agriculture Organization of the United Nations took place in January.

During the reporting period, 30 foreign delegations visited Turkmenistan, and 65 delegations were sent abroad from the country.

In January, 21 meetings of various levels were held via the digital system. In addition, 116 official negotiations and meetings were organized in Turkmenistan jointly with foreign states and international organizations.

During the reporting period, the legal framework of Turkmenistan’s international relations was supplemented with 12 documents.

At the same time, it was reported that relevant work was carried out to hold political consultations between the Ministry of Foreign Affairs of Turkmenistan and foreign ministries of other states. Thus, during the reporting period, political consultations were held via the digital system at the level of foreign ministries of Turkmenistan and the Republic of Austria. In addition, consultations were held in Ashgabat with foreign policy agencies of the Republic of India, the Kingdom of Morocco, and the Russian Federation.

Another important vector of Turkmenistan’s foreign policy is the development and expansion of diplomatic relations through embassies of foreign countries. In this regard, it was reported that in January, credentials were accepted from the newly appointed Ambassador of the Republic of Chad to Turkmenistan.

After hearing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister and Minister of Foreign Affairs to continue work on strengthening cooperation with countries around the world and authoritative international organizations. At the same time, it was noted that special attention should be paid to organizing international-level events to be held in our country at a high standard.

Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on the results of activities carried out in January 2026 in the supervised structures.

During the reporting period, the growth rate of work performed and services provided by the transport and communications complex amounted to 113.3 percent.

The growth rate of freight transportation by road, rail, air, sea, and river transport reached 101.4 percent, while passenger transportation reached 103.4 percent.

During the reporting period, the growth rate of services provided by the Ministry of Railway Transport amounted to 106.7 percent; the Ministry of Automobile Transport – 120.9 percent; the State Service “Türkmenhowaýollary” – 119.8 percent; the State Service of Maritime and River Transport – 102.6 percent; and the Ministry of Communications – 113 percent.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of further systematic strengthening and modernization of the material and technical base of the national transport system. In this context, the head of state instructed the Deputy Prime Minister to pay special attention to increasing passenger and freight transportation volumes, transit and international cargo traffic, and improving the quality of communication services provided to the population.

Then, addressing the members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that the results of the work carried out in January of the current year clearly demonstrate the great achievements of the independent neutral Motherland.

Transformations in economic sectors are continuing successfully, production sectors are being consistently improved, and large volumes of investment are being directed toward the construction of modern enterprises and modernization of existing ones, the head of state said.

President Serdar Berdimuhamedov expressed satisfaction that the GDP growth rate during the reporting period amounted to 6.3 percent. As emphasized, effective work is being carried out in the oil and gas, trade, and transport and communications complexes, and reforms in education, science, healthcare, sports, and culture are being successfully continued.

It was noted that construction of new industrial facilities, residential buildings, entertainment and medical centers, schools, kindergartens, and other facilities is currently being carried out at a dynamic pace.

Continuing, President Serdar Berdimuhamedov emphasized that significant work lies ahead for the further development of the country, organization of planned events, and resolution of upcoming tasks.

In this context, the head of state noted that next week an expanded meeting of the Government will be held, at which the results of the work carried out in 2025 will be reviewed, implementation of adopted programs and execution of previously issued instructions will be examined, along with a number of other issues.

Concluding the Cabinet of Ministers meeting held via the digital system, President Serdar Berdimuhamedov wished its participants good health, family well-being, and great success in their work for the further prosperity of the sovereign Motherland.

Today, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag visited the Aba Annayev International Academy of Horse Breeding and State Equestrian Circus named after Gorogly located in Arkadag city. Hero-Arkadag also met students of the Educational Centre «At - myrat» and members of the “Galkynysh” National Equestrian Games Group and spoke before them on the occasion of the significant event, which marked the start of the current year, declared as “Independent neutral Turkmenistan - the native land of purposeful winged racers”, augmentation of the glory of Akhal-teke horses and attainment of world level by the national circus art.

The new city is erected under the initiative and with direct assistance of Hero-Arkadag in a picturesque corner of our country. Features of the local climate and the favourable possibilities created there allowed adjusting effectively cultivation, maintenance and training of horses for races, including on the occasion of holidays and celebrations. In this regard, it is also remarkable that it is namely there corresponding infrastructure was created - in the city, the Aba Annayev International Academy of Horse Breeding, State Equestrian Circus named after Gorogly, Research and production centre of horse breeding and Educational centre "At-myrat" operate. Presence of such factors allows to support continuity of national traditions of horse breeding in the native land of Akhal-teke horses and to popularise them in the year, the motto of which is «Independent neutral Turkmenistan - the native land of purposeful winged racers».

In the morning, Hero-Arkadag visited the riding hall of the Aba Annayev International Academy of Horse Breeding. There, the National Leader of the Turkmen people was warmly met by rector of the Academy P.Bayramdurdyev and vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov.

Hero-Arkadag headed towards the riding hall where students of the Educational centre «At-myrat» hospitably greeted the National Leader of the Turkmen people. The Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding created at the initiative of Hero Arkadag specialises in the training of representatives of the younger generation, who are interested in horse breeding and plays a key role in preparation of a new generation of horse breeders. Students of the centre receive knowledge of disciplinary basics of horse breeding - riding, national horse games and equestrian sports.

Hero-Arkadag took an interest in the activity of the centre in training children, including by means of deep development of national traditions of horse breeding.

The head of the Educational centre in detail informed on its work. As was marked, educational process has a complex character: the centre teaches methods in the field of national and world horse breeding, English and Russian languages, mathematics and chemistry. Courses of computer literacy are also held.

The centre has all necessary conditions to get education and skills in areas of horse breeding under the guidance of skilled teaching personnel. In that connection, they expressed their gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the created possibilities. As was underlined, training in the centre is conducted seasonally, the number wishing to get training during each season exceeds 40 persons.

A young teacher on behalf of the academic staff of the Educational centre "At-myrat» expressed his gratitude to Hero Arkadag and President Serdar Berdimuhamedov for creation of great possibilities not only for realisation of profile educational activity, but also scientific work in the field of national horse breeding as well as for support from the state in the given matter in Arkadag city.

At present, under the leadership of the President of Turkmenistan, a great deal of work is carried out to educate the youth in the spirit of love and honouring of national property, in particular, Akhal-teke horses. In that regard, Hero-Arkadag underlined that the state creates all conditions for the growing generation to get modern education and to spend their leisure time fruitfully.

As was marked, riding forms such qualities in the youth as boldness and fearlessness. In this plan, the Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding in Arkadag city where effective educational process in various disciplines is adjusted, also attests to this fact.

The centre gives a possibility to receive necessary knowledge and skills in the chosen field of horse breeding. Speaking of it, Hero-Arkadag informed that with a view of cultivation of a feeling of love and careful attitude to horses in children, the Educational centre is given 1 million 500 thousand manats as gift on behalf of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

Having handed the gift for the youth, who shows sincere interest in horses, Hero-Arkadag congratulated the gathered and expressed his best regards.

As known, our wise ancestors have brought a considerable contribution to enrichment of universal culture, in particular, with their diligence and talent, the Akhal-teke breed, which has become the national property and is considered elite one in world horse breeding. A similar approach, in turn, ensures a growing glory of Akhal-teke horses today on the international scene.

The National Leader of the Turkmen people arrived in the State Equestrian Circus named after Gorogly. There, members of the “Galkynysh” National Equestrian Games Group warmly welcomed Hero-Arkadag.

The given event became one of the unforgettable events in the life of the Turkmen state and our happy people.

Speaking of it, Hero-Arkadag informed that he met students of the Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding in the morning and handed them gifts on behalf of the Charitable Foundation for Assistance to Children in Need of Guardianship.

At the same time, Hero-Arkadag underlined that in our country the huge attention is attached to horse breeding and development of equestrian sports. All conditions are created so that profile specialists could work according to requirements of the time and “Galkynysh” National Equestrian Games Group could successfully perform.

As Hero-Arkadag marked, with assistance of President Serdar Berdimuhamedov in 2026, which was declared as year of «Independent neutral Turkmenistan - the native land of purposeful winged racers», a number of events will be organized in the country and abroad and their program has been already developed. In that connection, the National Leader of the Turkmen people expressed confidence that members of the Group will raise the green Flag of the Native land higher and active participate in forthcoming international events.

Our ancestors have left wise sayings expressing a high respect for "paradise" racers: «Taý ata ýetirer, at-myrada», «Atym bar - ganatym bar», «At agynan ýerde toý bolar». For our people Akhal-teke horses throughout many centuries were close friends and today it personifies prompt advancement of our fatherland towards heights of progress, Hero-Arkadag added.

In Arkadag city, profile infrastructure, which also allows raising knowledge of the youth in the field of horse breeding and equestrian arts, operates. The Aba Annayev International Academy of Horse Breeding, Educational centre «At-myrat», and Research and production centre of horse breeding, State Equestrian Circus named after Gorogly, represent it. Speaking of it, Hero-Arkadag noted that in the country festive events are held to the glory of the Turkmen horse, performances of the “Galkynysh” National Equestrian Games Group become a highlight of the main remarkable moment.

Members of “Galkynysh” National Equestrian Games Group do much for development of horse-breeding art, and their performances always make indelible impression upon foreign spectators. The group successfully acts in the international competitions and the Grand Prix which it has won also attests to the fact, Hero-Arkadag said and underlined that large scale measures taken for development of national horse-breeding art will be further continued.

Having expressed his congratulation and gratitude to members of the Group for its work on augmentation of glory of national art of horse breeding on behalf of the President of Turkmenistan, Hero-Arkadag declared the decision of the head of the state to award the Group 3 million manats.

Having congratulated the gathered, Hero-Arkadag transferred the award to the head of the “Galkynysh” National Equestrian Games Group as well as gave each of members of the Group skilfully made horse saddles.

Historical data confirm that Aba Annayev, who created a unique school of horse breeding, grew magnificent horses. It was skilful seyis Aba Annayev, who linked his destiny to horse breeding, stands at the root of formation of the family tree of the legendary horse named Gelshikli. These facts visually show that the noble tradition of continuity from father to son has found a worthy continuation in the present happy epoch.

Hero-Arkadag informed that he gives as gift this fine horse named Garashsyz to the “Galkynysh” Group. It is very symbolical in the context of prompt development of our sovereign Fatherland, especially taking into account the fact that this year, which was declared «Independent neutral Turkmenistan - the native land of purposeful winged racers», marks the 35th anniversary of sacred independence.

Hero-Arkadag also pointed out that both young men and girls perform in the Group. Thanks to their joint efforts, the glory of Akhal-teke horses travels worldwide, and their unity and young enthusiasm evoke a feeling of great pride in our people.

Once again having warmly congratulated members of the Group with achievements and having noted that their victories are recognized and honoured at the state level, Hero-Arkadag wished them successes in their noble work for development of national traditions of horse breeding and equestrian circus art.

Then, in the State Equestrian Circus named after Gorogly, Hero-Arkadag held a working meeting with participation of rector of the Aba Annayev International Academy of Horse Breeding P.Bayramdurdyev and vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov. Issues of horse breeding were included in the agenda of the meeting for discussion.

The rector of the Academy informed on the work carried out in the educational institution, created conditions for students to master knowledge in practice as well as measures adopted by the state to improve the professional skill of teachers. As was informed, the “Galkynysh” National Equestrian Games Group, created in 2007 at the initiative of Hero-Arkadag, will mark its 20th anniversary.

The special certificate presented by the European Circus Association to the “Galkynysh” National Equestrian Games Group «for great contribution to popularisation of cultural heritage and circus art of Turkmenistan», as well as the special certificate of the World Circus Federation has substantially enriched the beginning of the year «Independent neutral Turkmenistan - the native land of purposeful winged racers».

As known, already for more than 10 years the “Galkynysh” National Equestrian Games Group gains victories in the international competitions. Among its achievements - Grand Prix «Gold Idol», the diploma of the winner of the festival "IDOL" and a special prize from mass media in the form of arena figurine at the World Circus Festival, which took place in Moscow (Russian Federation) in 2013; the main award - «Gold Cup», and a cup of the international circus festival «Di Albacete», the award «Consegna il Premio», the special diploma of the Italian Association of Akhal-teke Horses Breeding and an honourable award «Comune Di Latina» at the International Circus Festival «Latina 2014» in the Italian Republic in 2014; the main award - «Gold Cup» and the special certificate of the government of the province of Guangdong at II International Circus Art Festival in Zhuhai (People’s Republic of China) in 2015; the main award, and the special Diploma of gratitude and medal of the Ministry of Culture, Information and Tourism of the Kirghiz Republic in the II World Games of Nomads - in the city of Cholpon-Ata (the Kirghiz Republic) in 2016; the main award - a gold cup of "Gold Gaetano» at the I International Circus Art Festival «On the Fontanka» in St.-Petersburg (Russian Federation) in 2018; the main award - «Gold cup», and a cup of the Youth International Jury at the International Management of Monaco, a special cup of Indian circus "Rambo" at the 47th International Circus Festival in Monte-Carlo (the Principality of Monaco) in 2025; special medals in the VII Festival of Cultures of Ethnosport - in Istanbul (Republic of Türkiye ) in May, 2025.

Having noted that the given achievements increase the pride of the Turkmen people, Hero-Arkadag underlined the importance of special attention to issues of further perfection of the activity of the Group.

Vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov spoke then and informed that at present, with different countries of the world the target dialogue was adjusted, necessary efforts are also made for further development of cooperation in the field. B.Rejepov also expressed gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the state support in wide popularisation of national values in the world.

Having marked that the plan of measures in the sphere of horse breeding, planned for the current year, is developed, Hero-Arkadag drew attention to necessities of using best efforts for successful fulfilment of the planned goals.

As Hero-Arkadag noted, traditions of horse breeding, aspiration to link their destiny to this noble cause is unique art, and art is not subject to time, it is eternal. Consequently, it is necessary to take appropriate measures to ensure not only its preservation for descendants, but also continuity.

At the same time, it is necessary to co-ordinate the activity of corresponding structures on popularisation of achievements and impressing performances of the “Galkynysh” National Equestrian Games Group on the international scene. It is also expedient to make feature films, which will reflect measures taken in Arkadag city in the field of development of horse breeding and preparation of the new generation of horse breeders, seyis and equestrians, Hero-Arkadag said and made recommendations in this respect.

Today, President Serdar Berdimuhamedov held a working meeting with Deputy Chairman of the Cabinet of Ministers T.Atahalliyev and velayat hyakims to discuss the development of the agricultural sector and the progress of work in the country’s regions.

The floor was given first to the Ahal Velayat Hyakim T.Nurmyradov, who reported on the progress of seasonal agricultural campaigns in the region.

As reported, wheat fields in the velayat are currently being maintained in accordance with agricultural practices, including mineral fertilization.

In preparation for this year’s cotton sowing, plowing has entered the final stage. Leveling, harrowing, and soil fertilization with minerals are also continuing.

To ensure cotton producers have high-quality seed, measures are being taken to prepare seeds, repair and maintain, and properly store agricultural machinery and equipment that will be used in the sowing season.

At the same time, necessary steps are being taken to prepare agricultural land for planting potatoes, vegetables, and melons.

Furthermore, the hyakim reported on the work being done to ensure the proper functioning of heating systems in residential buildings, organizations, enterprises, and social and cultural buildings, as well as to ensure uninterrupted electricity, gas, and water supplies for the population. He also reported on the progress of construction projects scheduled for completion in the region this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028” and the National Rural Program.

After hearing the report, the head of state emphasized the importance of properly organizing the ongoing seasonal agricultural work and, in this regard, instructed the hyakim to ensure proper care of wheat crops and preparation for the spring planting season in accordance with agricultural schedules.

The President of Turkmenistan also ordered that the high-quality and timely construction of facilities scheduled for opening in the region this year, in accordance with the country’s socio-economic development programs, be closely monitored.

Then, the hyakim of Balkan velayat, H. Ashyrmyradov, reported on the state of agriculture in the region.

As noted, wheat fields in the velayat are currently being tended in compliance with agricultural requirements.

Leveling and harrowing work is underway in areas allocated for cotton cultivation, as well as preparation of seeds and agricultural machinery for the spring sowing campaign.

Along with this, the velayat is taking appropriate measures to prepare areas and seeds for the potato, vegetable, and melon planting season.

Furthermore, the hyakim reported on the steps being taken to ensure the proper functioning of heating systems in residential buildings and social and cultural buildings during the winter, the uninterrupted supply of electricity, natural gas, and drinking water, and the progress of construction projects scheduled for completion in the velayat this year.

Summarizing the report, the President of Turkmenistan emphasized the key challenges facing the agricultural sector and instructed the hyakim to ensure the high-quality implementation of ongoing seasonal activities on the region’s agricultural lands.

Necessary measures are being taken to prepare high-quality cotton seeds suitable for the velayat’s soil and climate conditions, as well as the agricultural machinery and equipment that will be used in the sowing season.

To further strengthen the country’s food security, work is underway in the region to plow and level agricultural land allocated for spring sowing of food crops and to prepare seed for these crops.

Furthermore, the hyakim reported on the steps being taken to ensure the proper functioning of heating systems in residential buildings, institutions, businesses, and social and cultural buildings during the winter, the uninterrupted supply of electricity, natural gas, and drinking water to the population, and the pace of construction work on facilities scheduled for commissioning this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028” and the National Rural Program.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of the agricultural sector in the country’s economic development, assigning the hyakim to ensure continuous oversight of seasonal agricultural activities in accordance with scientifically sound agricultural practices.

The head of state also ordered that the high-quality and timely completion of work planned in the velayat for this year, in accordance with the country’s socio-economic development programs, be closely monitored.

The Lebap Velayat Hyakim D. Genjiev reported on the progress of current agricultural campaigns in the region.

As reported, in order to achieve a bountiful wheat harvest, farmers in the region are currently applying additional mineral fertilizers to the soil and irrigating their fields.

As part of the upcoming cotton sowing season, plowing, leveling, and leaching irrigation of agricultural fields are underway. In addition, necessary measures are being taken to prepare high-quality seeds for cotton growers, as well as equipment and machinery for agricultural work during the sowing season.

At the same time, fields are being cultivated for spring potato and vegetable and melon planting, and seed selection continues.

A report was also presented on measures taken to ensure the smooth operation of heating systems in residential buildings and social and cultural buildings during the winter, uninterrupted electricity, gas, and water supplies to the population, and the status of construction projects scheduled for completion in the region this year.

Summarizing the report, President Serdar Berdimuhamedov emphasized the need for efficient use of available resources and strict adherence to agricultural standards to achieve high agricultural yields, issuing specific instructions to the hyakim in this regard.

The head of state also ordered oversight of the quality and timely completion of construction work in the region at facilities scheduled for commissioning this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022-2028” and the National Rural Program.

Then, the hyakim of Mary velayat, D. Annaberdyyev, reported on the progress of the ongoing seasonal agricultural campaigns in the region.

As reported, the soil is currently being fertilized with minerals and irrigated in accordance with agricultural standards in wheat fields.

In preparation for the cotton planting season this year, work is underway to plow, level, and harrow the land, select high-quality seeds for agricultural producers, and maintain the equipment that will be used in the spring season.

In addition, the velayat is taking appropriate steps to prepare fields and seed for the upcoming planting of potatoes, vegetables, and melons.

Necessary measures are also being taken to harvest and process the sugar beet harvest grown in the region.

Furthermore, a report was given on ongoing work to ensure the reliable operation of heating systems in residential buildings and social and cultural buildings during the winter, as well as uninterrupted electricity, gas, and water supplies to residents. A report was also given on the progress of construction projects scheduled to open in the velayat this year.

Addressing the meeting participants, the President of Turkmenistan again emphasized the importance of the current seasonal campaigns and, in this regard, ordered continued plowing and leveling of cotton fields in the country’s regions, leaching irrigation of land in accordance with agricultural standards in Lebap velayat, timely and full provision of high-quality seeds to cotton producers, preparation of agricultural machinery and equipment for spring sowing, as well as seed for the upcoming planting of vegetable and melon crops, and field maintenance in compliance with agricultural requirements.

Furthermore, the President instructed that the sugar beet harvest in Mary velayat be strictly monitored, as well as payments between wheat and cotton producers in the regions and service agencies for the work performed.

At the same time, instructions were given to focus on the proper functioning of heating systems in residential buildings, schools, and kindergartens in the country’s regions, as well as the uninterrupted supply of electricity, natural gas, and drinking water to the population. The need to take comprehensive measures to ensure the timely and high-quality completion of work planned for the current year in accordance with the “Program for Socio-Economic Development of the Country for 2022-2028” and the National Rural Program was emphasized.

At the conclusion of the working meeting, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work.

В настоящее время футбольный клуб «Arkadag», созданный по инициативе и благодаря усилиям Героя-Аркадага, готовится к матчам 1/8 финала Второй Лиги чемпионов АФК против футбольного клуба «Аль-Наср» из Королевства Саудовская Аравия.

Будучи активным сторонником здорового образа жизни, Герой-Аркадаг посетил Олимпийский городок – центр проведения V Азиатских игр в закрытых помещениях и по боевым искусствам, вписанных золотыми буквами в новую историю страны. Герой-Аркадаг ознакомился с возможностями рассчитанного на 45 тысяч зрителей самого большого Олимпийского стадиона в Центральной Азии – места проведения предстоящего ответственного матча футбольного клуба «Arkadag», успешно выступающего на мировых турнирах.

Как известно, образ алабая стал главным символом триумфально прошедших в нашей стране Азиатских игр, который вдохновлял туркменских спортсменов на великие достижения. И потому примечателен выбор образа алабая в качестве символа предстоящего международного соревнования по футболу.

Как подчёркивалось, V Азиатские игры в закрытых помещениях и по боевым искусствам прошли по 21 виду спорта, включая шахматы, футзал, теннис, тайский бокс, самбо, кураш, джиу-джитсу, боулинг, велоспорт, плавание, баскетбол, тяжёлую атлетику, лёгкую атлетику, тхэквондо, танцевальные виды спорта, кикбоксинг, борьбу на поясах, спортивную борьбу, ­бильярд, конный спорт (соревнования) и туркменскую национальную борьбу гореш, и каждый из них имел свою уникальную символику. Туркменские спортсмены на прошедших в столице Азиатских играх завоевали наибольшее количество медалей и были признаны победителями соревнований.

В последние годы Туркменистан превратился в центр проведения крупных международных спортивных турниров и чемпионатов мира по различным видам спорта. Это ещё более укрепляет статус Туркменского государства как страны здоровья и воодушевлённости. Приумножается спортивный престиж нашей независимой, постоянно нейтральной Отчизны на мировом уровне.

Герой-Аркадаг выдвигает важные инициативы, направленные на повышение спортивного авторитета нашей Родины на международной арене. Сегодня благодаря их успешной реализации под мудрым руководством Президента Сердара Бердымухамедова независимый нейтральный Туркменистан стал центром регулярного проведения международных спортивных соревнований.

Масштабные инициативы Президента Туркменистана в сфере национального спорта знаменуются славными победами. Так, прилагаются усилия для развития в стране всех видов спорта, включая футбол. Высокий уровень организации Игр, в которых впервые в истории Центральной Азии приняли участие тысячи представителей Азии и Океании и команда беженцев, продемонстрировал большие возможности нашей Отчизны в проведении международных турниров. Отличительной чертой ашхабадской Азиады стало также участие по инициативе Туркменистана спортсменов Океании и команды беженцев и включение в программу Игр туркменской национальной борьбы гореш.

Следует отметить, что Олимпийский городок был возведён по инициативе Героя-Аркадага. Именно на специализированных аренах этого спорткомплекса развернулись Игры «Азиады–2017». Впервые в истории отечественного спорта огонь Олимпийских игр был доставлен в Олимпийский городок. По случаю Азиатских игр, вписанных золотыми буквами в летопись Отчизны, была организована 500-дневная конная эстафета по всей стране. Это стало свидетельством развернувшейся с широким размахом подготовки к первым в истории независимого, постоянно нейтрального Туркменистана крупным соревнованиям.

...Подробно ознакомившись с общей инфраструктурой стадиона, в том числе с состоянием игрового поля, зрительских трибун, Герой-Аркадаг подчеркнул, что оптимальное решение всех текущих вопросов является приоритетной задачей. Ни одна деталь не должна быть упущена. Необходимо очень ответственно подойти к организации предстоящего матча, имеющего огромное значение для повышения спортивного престижа страны, сказал Герой-Аркадаг.

Организованное проведение футбольного турнира, создание всех условий для болельщиков и зрителей определены в качестве главных задач. Вместе с тем важно скоординировать деятельность всех задействованных структур, ответственно подойти к вопросам широкого освещения предстоящего матча.

Здесь следует предусмотреть всё необходимое не только для зрителей, но и для спортсменов и тренеров. В этой работе нужно активно использовать новейшие технологии и передовую мировую практику, подчеркнул Герой-Аркадаг, адресовав ряду руководителей ценные рекомендации в данном направлении.

Председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов доложил о полной готовности футбольного поля стадиона к турниру в соответствии с международными стандартами и современными требованиями, отметив, что созданы все условия для проведения международных соревнований на высоком уровне и полноценных тренировок спортсменов.

В неигровой сезон футбольное поле стадиона накрывается специальным поли­этиленовым покрытием, что позволяет поддерживать его в надлежащем состоянии. Герой-Аркадаг отметил важность содержания всех спортивных объектов Олимпийского городка и поля Олимпийского стадиона в соответствии с общепризнанными международными требованиями.

Герой-Аркадаг также подчеркнул важность принятия мер для освещения на высоком уровне предстоящего международного матча по футболу, до начала которого осталось 10 дней, организации надлежащей рекламной кампании и создания всех условий для эффективной работы зарубежных СМИ. В этой связи соответствующим руководителям был дан ряд рекомендаций.

Затем Герой-Аркадаг привёл цитату из «Оды спорту» основателя современного олимпийского движения Пьера де Кубертена «О спорт, ты – мир!». Эти слова признаны во всём мире как гимн высокому духу, торжество идей мира, созидания, прогресса, радости и здорового образа жизни, а также как символ энергии молодости и стремления к победе.

Художественно-монументальное изображение скакуна – главного символа успешно проведённых прошедших в 2017 году V Азиатских игр в закрытых помещениях и по боевым искусствам – стало неповторимым архитектурным отражением этого события. В этом великолепном образе сосредоточена идейная концепция Азиады – стремление Туркменистана к высоким целям, миру во всём мире и дружбе между народами, созидательному сотрудничеству во благо всеобщего процветания и благополучия, а также утверждение здорового образа жизни как главной ценности человечества.

Монументальное изображение скакуна по предложению Героя-Аркадага и в соответствии с благородными традициями нашего народа было украшено пучком юзярлика. Ещё одной замечательной деталью стало украшение чаши олимпийского огня и шеи скакуна плетёным оберегом – аладжой, что является ярким свидетельством гармоничного сочетания добрых начинаний в стране с благородными традициями нашего народа.

Олимпийский городок, не имеющий аналогов в регионе, стал предметом национальной гордости. Здесь был успешно проведён ряд крупных международных соревнований, в числе которых V Азиатские игры в закрытых помещениях и по боевым искусствам в 2017 году, чемпионат мира по тяжёлой атлетике в 2018 году, чемпионат мира по борьбе кураш в 2023 году, а также командное первенство Центральной Азии по теннису среди юниоров до 12 лет в 2023 году.

Как известно, во время своего визита в нашу страну в 2023 году президент Международной федерации футбола Джанни Инфантино вручил главе государства официальный мяч ФИФА в качестве памятного подарка. Это событие подтвердило растущий престиж Туркменистана на мировой спортивной арене и его стремление к развитию футбольной инфраструктуры в стране.

Визит главы ФИФА в нашу страну способствовал укреплению позиций нашей Отчизны как надёжного партнёра в продвижении футбольных ценностей, открытию новых горизонтов для проведения крупных международных турниров и развитию спорта в целом.

Герой-Аркадаг отметил, что победа команды «Arkadag», которая за последние годы добилась больших успехов на международной арене, станет огромным достижением для нашей страны. Если футболисты сыграют вничью, это будет, как говорят в народе, по воле случая. Даже если туркменские спортсмены уступят, матч всё равно станет для нашего народа настоящим праздником, на который приедут зарубежные гости, а также стимулом для новых достижений. Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via digital means to consider a number of public issues.

The first speaker, Mejlis Chairwoman D. Gulmanova reported on the progress of modernizing the country’s legislative framework.

In this regard, it was reported that, based on proposals received from ministries and industry agencies and the study of international and national experience, work is currently underway to amend and supplement the Criminal Code, the Criminal Procedure Code, the Code of Administrative Offenses, as well as the Laws “On Migration” and “On Fisheries and the Conservation of Aquatic Biological Resources” to reflect current realities.

At the same time, relations with foreign countries and international organizations are steadily developing. For example, a letter of credence was received from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad appointed to Turkmenistan. A meeting was also held with the European Union Special Representative for Central Asia, during which priority areas for further strengthening mutually beneficial cooperation and the exchange of legislative experience were discussed. Furthermore, members of the Mejlis participated in events organized by UN agencies jointly with relevant state establishments.

Summarizing the information, President Serdar Berdimuhamedov noted the enormous significance of the laws being adopted for the further development of our country. In this regard, it was emphasized that it is important to continue preparing new drafts that reflect the realities of the times.

Further, Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the ongoing work to improve banking activities.

As reported, practical steps are currently being taken to develop financial technologies and introduce an information and communication system into the banking sector in order to implement the measures outlined in the “Concept for the Development of the Digital Economy in Turkmenistan for 2026-2028”.

After reporting on the ongoing efforts to address the objectives arising from the Concept, specifically the modernization of the material and technical infrastructure of the Central Bank, the Türkmenistan State Commercial Bank, and the Türkmenbaşy Joint-Stock Commercial Bank, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is effectively implementing modern information and communication systems in the banking sector. Approving the proposal to further improve the material and technical infrastructure of the relevant banks, the head of state instructed the Deputy Prime Minister to take the necessary measures.

Then, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the practical steps being taken to ensure the uninterrupted operation of oil refineries under the jurisdiction of the Türkmennebit State Concern.

As reported, work is underway on oil refining, supplying domestic consumers with petroleum products and organizing their delivery to foreign markets, efficiently utilizing enterprise capacities, and properly operating production facilities.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized that productive efforts are underway in the country to develop the oil refining industry to a modern level. Approving the proposal, prepared to ensure the uninterrupted operation of oil refineries, the head of state instructed the Deputy Prime Minister to take appropriate measures.

Next, Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the facilities scheduled for construction and commissioning in the provinces and the capital in 2026.

As reported, in accordance with the great undertakings of Hero-Arkadag and under the wise leadership of Arkadagly Hero Serdar, as well as within the framework of ongoing programs to develop the Fatherland and improve the social and living conditions of the people, a large number of buildings are put into operation annually in the country.

Reporting that numerous facilities are planned for commissioning this year, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that numerous social and cultural buildings are scheduled to open in the year “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses”. Having approved the list of facilities and structures planned for commissioning this year, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev then reported on the progress of preparations for the Turkish Republic Export Products Exhibition in the capital this February.

As reported, approximately 100 Turkish companies specializing in various fields have registered and expressed interest in participating in the upcoming exhibition. These companies are manufacturers and exporters of equipment and technical equipment, heating and air conditioning systems for buildings, chemical products, hardware, electronics, and other industries, as well as those working in the construction, energy, logistics, education, and other sectors.

In this regard, the Deputy Prime Minister submitted a corresponding proposal to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that our country attaches great importance to developing trade and economic relations with foreign countries and is effectively working in this direction. The Deputy Prime Minister was instructed to ensure due preparations for the organization of the Turkish Republic Export Products Exhibition in Ashgabat.

Deputy Chairman of the Cabinet of Ministers B. Seyidova reported on the planned “Dünýäde ýaňlanýar ajap dessanym, toý tutýar Garaşsyz Türkmenistanym” Festival in Dashoguz velayat, with the participation of bakhshies-destanchies from across the country.

As reported, destanchies, bakhshies, musicians, teachers, students, and pupils from cultural educational institutions are expected to participate in the creative event, which will take place in March of the current year.

The festival will include a scientific and practical conference, “Dessançy bagşylar joşa gelende” (The Dream of a Bakhshi), a concert, “Bagşy dessan aýdanda” (The Dream of a Bakhshi), master classes by destanchi masters with young bakhshi musicians, and a song and music creative meeting dedicated to prominent destanchies, as described in Hero-Arkadag’s book, “Bakhshies – Harbingers of National Happiness”.

In this regard, a corresponding proposal was submitted to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that the country is undertaking extensive efforts to preserve and enhance the nation’s cultural and spiritual heritage, and to widely promote it internationally. He instructed the Deputy Prime Minister to ensure proper preparation for the festival and scientific-practical conference, which will be held in Dashoguz velayat, and to ensure their high level of organization.

Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyyeva reported on the carried out work to establish an electronic popular science journal, “Scientific Research and Innovation”, at Magtymguly Turkmen State University.

As reported, the new publication will comprehensively cover the best practices of the national scientific and educational sphere. Articles by professors, teachers, and students are planned to be published in Turkmen, English, and Russian. Along with publications on national heritage, modern teaching and educational methods, philology, psychology, jurisprudence, our glorious history, and the contributions of outstanding individuals to world culture, the journal will also feature materials on the positive results achieved in strengthening the relationship between education, science, and industry. It was noted that the establishment of an electronic journal is intended to encourage young people to pursue new scientific discoveries and developments.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov emphasized that our country places great emphasis on training highly qualified specialists and young scientists, and is creating all the conditions necessary to utilize the potential of the digital system in this area. Having approved the proposal to establish a popular science electronic journal, “Scientific Research and Innovation”, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov then reported on the 2026 Action Plan for preparations for the 2028 Year of International Law, initiated by Turkmenistan.

One of the country’s foreign policy priorities is strengthening constructive cooperation with authoritative structures, including the United Nations and its member countries. In this regard, Turkmenistan puts forward specific proposals on the regional and international global development agenda and actively participates in their implementation within the UN format.

As noted, at the 80th session of the UN General Assembly, President Serdar Berdimuhamedov announced important initiatives aimed at enhancing fruitful partnerships in areas such as global peace and security, sustainable development, transport, energy, the environment and climate change, and humanitarian affairs. The proposal, put forward by the head of state from the rostrum of the Community of Nations, to declare 2028 as the Year of International Law is of particular significance. As part of this initiative, a draft plan has been prepared in collaboration with relevant government agencies, outlining the relevant work.

It is proposed to designate the UN Secretariat’s Office of Legal Affairs as the primary partner for the proclamation of the Year of International Law, submit a draft resolution to the UN General Assembly, and develop a national concept, “International Law and the Neutrality of Turkmenistan”.

Furthermore, various international and regional events are planned to be held throughout the year, both domestically and internationally, including thematic scientific and practical conferences, forums, briefings, roundtables, and more.

To enhance legal literacy, it is planned to hold classes on international law and the activities of the UN at universities and schools with the participation of national and international experts, develop relevant educational and methodological manuals, and disseminate them through the mass media.

It is also proposed to organize research paper and essay competitions among young people on this issue to identify and support talented young professionals, encourage scientific research, and stimulate the interest of the next generation in this topic.

To raise public awareness of the Year of International Law, it is planned to open a specialized information section on the website of the Ministry of Foreign Affairs of Turkmenistan, as well as to prepare and distribute relevant materials.

Summarizing the report, President Serdar Berdimuhamedov emphasized that at the 80th session of the UN General Assembly, Turkmenistan proposed declaring 2028 to be the “Year of International Law”. This is an important step in strengthening the international legal foundations for peace and cooperation, the head of state said. Approving the proposal prepared in this regard, he instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

Then Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on the measures being taken to digitalize all sectors of the economy and introduce innovative technologies into production.

As reported, in accordance with the Concept for the Development of the Digital Economy in Turkmenistan for 2026–2028, approved by the Decree of the head of state, a draft State Program for the Development of the Digital Economy in the Country and an Action Plan for its implementation have been prepared.

The implementation of the objectives outlined in these programs is intended to facilitate the transition to a digital economy, the development of a national strategy for the development of artificial intelligence (AI), the application of AI-related technologies in industries, the training of specialists in this field, and the systematic improvement of their professionalism.

In this regard, the Deputy Prime Minister submitted a draft corresponding Resolution for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the country is working to develop a digital system and widely implement information and communications technologies. The head of state signed a prepared document aimed at further developing the digital economy and, forwarding it to the Deputy Prime Minister, addressed a number of specific instructions.

The meeting also considered a number of other public issues, on which appropriate decisions were made.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work for the continued prosperity of the sovereign Fatherland.

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, arrived in the city of Arkadag, which serves as a vivid demonstration of the success of the urban development program being implemented in our country and fully meets modern requirements and international standards. Hero-Arkadag familiarized himself with facilities of various purposes being constructed in the new city, in particular the modernized avenue, bridges, and road transport infrastructure facilities, and held a working meeting with the relevant officials.

At present, throughout the country, attention at the state level is devoted to the construction of various facilities that combine the traditions of national architecture with advanced architectural practices, ensuring the development of villages and cities in accordance with modern standards. This is clear evidence that, thanks to the consistent efforts of the President of Turkmenistan and Hero-Arkadag, our Motherland is developing harmoniously in all spheres.

Early in the morning, Hero-Arkadag inspected a modern bridge located at the intersection of the Gokdepe and Akhan avenues. Currently, in the city of Arkadag, as throughout the country, great importance is attached to the construction of road and transport infrastructure facilities, as well as to their comfort and durability. A comprehensive approach is applied to the arrangement of these facilities and the adjacent territories.

Noting that the construction of this engineering structure is a vivid embodiment of the grand objectives set by the President of Turkmenistan within the framework of the Program “Revival of the New Era of the Powerful State: National Program for the Socio-Economic Development of Turkmenistan for 2022–2052,” Hero-Arkadag emphasized that the construction of buildings, roads, and bridges has historically been considered a noble endeavor by our people.

Taking an interest in the bridge supports and their strength, Hero-Arkadag, after expressing several remarks regarding their quality and structure, gave a number of recommendations. As noted, during the construction of road and transport infrastructure along major highways, it is necessary to take into account that heavy freight vehicles will use these routes.

Continuing, Hero-Arkadag emphasized that modern requirements should be observed when creating green zones in the territory adjacent to the bridge. Taking into account the interconnection between the city and the road, and the fact that the majestic buildings of the city of Arkadag are clearly visible from the new transport bridge, great importance must be given to the strength of the structures and their decorative features.

Emphasizing the importance of high-quality construction work, Hero-Arkadag proceeded to the center of the new city. At present, a modern urban development program is being successfully implemented here, as a result of which the appearance of the city is becoming more beautiful with each passing day.

Along the route, Hero-Arkadag made a stop near residential buildings being constructed as part of the second phase of the city’s development, where particular importance is attached to the construction of industrial and residential facilities. This is essential for creating new jobs in the city and ensuring favorable living conditions for its population.

Drawing attention to the need to equip facilities, especially educational institutions and medical centers, in accordance with modern requirements, Hero-Arkadag noted the importance of actively using innovative technologies and the capabilities of the digital system, and issued relevant recommendations in this regard.

Subsequently, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Hero-Arkadag, held a working meeting attended by the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, and the Hakim of the City of Arkadag, G. Mammedova.

The meeting discussed the progress of work being carried out within the framework of the second stage of the development of the city of Arkadag, as well as issues related to accelerating the pace of construction of various types of buildings and the introduction of the digital system.

The Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, first of all warmly congratulated the Head of State and Hero-Arkadag on the Defender of the Fatherland Day, which is widely celebrated in the country. Detailed information was also presented on the current situation in the city, in particular on the construction of Ahal-Teke atlary Avenue, the sculptures of horses planned to be installed along the road, and the features of their placement.

As noted, within the framework of the second phase of the construction of the city of Arkadag, in accordance with relevant Decrees of the President of Turkmenistan, a total of more than 220 social, cultural, and industrial facilities are being constructed. Particular attention is being paid to the construction, in line with international standards, of general education schools, kindergartens, as well as 5-, 7-, and 9-story apartment buildings, where all conditions for comfortable living are being created.

At the same time, it was noted that the construction of social and cultural facilities is being carried out at an accelerated pace. On behalf of the city’s residents, the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, expressed gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the constant support provided by the state and for ensuring comfortable living conditions in residential buildings.

Honored Architect of Turkmenistan Hero-Arkadag emphasized that, guided by the Program of the President of Turkmenistan for the socio-economic development of the country for 2022–2028, the work being carried out must comply with modern requirements and high international standards. As noted, an important condition is the effective use of advanced global practices and the achievements of modern science. Hero-Arkadag also stressed that, when introducing the digital system, its convenience and accessibility must be taken into account. All social and cultural facilities and buildings should be provided with these capabilities.

Hero-Arkadag also emphasized the importance of studying citizens’ views and public opinion regarding the conditions created in residential buildings under construction in the new city, the color schemes of their finishing, lighting, and other aspects. This is important for future building projects and for increasing their comfort in accordance with the national spirit of our people.

At the same time, the premises of educational institutions and schools must be equipped in accordance with the subjects taught there. This is relevant, as when choosing a profession, young people should strengthen their love for it and expand their knowledge, said Hero-Arkadag, giving instructions based on many years of experience.

Then, the Hakim of the City of Arkadag, G. Mammedova, reported on the measures being taken to organize the celebration of upcoming significant dates at a proper level. As noted, in the city of Arkadag, in addition to festivities of great importance in the life of the country, work is underway to relocate residents to new homes.

Hero-Arkadag emphasized that issues of comfortable living, full-fledged recreation, and the creation of new jobs are currently at the center of constant state attention. At the same time, the work must be carried out in accordance with established requirements and completed within the designated timeframes.

Expressing dissatisfaction with the sluggishness and improper organization of activities carried out by the hakimlik in recent times, Hero-Arkadag stressed that work in this area must be conducted in accordance with modern requirements, and that issues of landscaping and cleanliness in the new city should remain in the spotlight, with strengthened control in this direction going forward.

At the same time, noting the need to make efforts to ensure a worthy celebration of festive events and important dates in the new city and the active participation of residents, especially youth, Hero-Arkadag emphasized that a tremendous amount of work must be accomplished during the year whose motto is “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses”.

In conclusion of the working meeting, Hero-Arkadag, having familiarized himself with the progress of work in the new city, emphasized that the pace of the planned construction must correspond to the motto of this year. It is also necessary to ensure high quality and the timely completion of the construction of buildings.

Having said this, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, wished everyone success in fulfilling the assigned tasks and departed from the site.

On January 27, 2026, a ceremony was held in the Mejlis of Turkmenistan to present certificates to representatives of the Mejlis of Turkmenistan who took part in training sessions on improving the study of the English language, organized by the U.S. Embassy in Turkmenistan jointly with an American company «QED Group LLC». The ceremony was attended by the U.S. Ambassador to Turkmenistan Elizabeth Rood and representatives of the American company «QED Group LLC».

The English language training program was aimed at deepening the knowledge of deputies and specialists of the Mejlis of Turkmenistan in the English language, developing oral and written skills, expanding opportunities for international cooperation, and mastering foreign experience.

During the celebration, U.S. Ambassador to Turkmenistan Elizabeth Rood congratulated the participants in the training sessions and noted that learning English is based on modern requirements and is important in expanding the scale of international cooperation, as well as the possibilities of continuing educational projects in the future. 

Emphasizing the effectiveness and significance of training sessions to improve the study of the English language, representatives of the Mejlis of Turkmenistan expressed gratitude to the President Arkadagly Hero Serdar and Hero Arkadag for the opportunities created to enhance legislative and parliamentary activities, developing international cooperation, including inter-parliamentary cooperation in various areas, and their effective and creative work.

Today, President Serdar Berdimuhamedov held a working meeting on the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahalliyev and regional hyakims to consider issues, related to the country’s agro-industrial sector and work being carried out in the regions.

The floor was given first to Ahal Velayat Hyakim T. Nurmyradov, who reported on the carried out seasonal agricultural campaigns in the region.

As reported, wheat fields are currently being tended in accordance with agricultural practices.

As part of the upcoming cotton sowing, plowing, leveling, and harrowing of the land, as well as the application of mineral fertilizers, are underway.

To provide cotton producers with high-quality seed, work is underway to process raw cotton and select seeds, as well as repair and maintain agricultural machinery and equipment used in the sowing campaign.

Additionally, as part of the spring planting of potatoes, vegetables, and melons, agro-technical measures are being implemented to prepare the land and seed.

The hyakim reported on measures being implemented to ensure the proper functioning of heating systems in residential buildings, organizations, enterprises, and social and cultural buildings in the region, as well as to ensure uninterrupted electricity, gas, and water supplies to the population.

He also reported on the progress of construction work on facilities scheduled for commissioning in the region this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028” and the National Rural Program.

Summarizing the report, the head of state noted the strategic importance of the agricultural sector in strengthening the country’s economic power and, in this regard, ordered strict oversight of the full use of agricultural machinery during seasonal work in the region’s fields.

The President of Turkmenistan also assigned that the high-quality and timely construction of facilities scheduled for opening in the region this year in accordance with state programs be closely monitored.

Then, the hyakim of Balkan velayat, H. Ashyrmyradov, reported on the state of affairs in the region’s agriculture.

As reported, wheat fields are currently being tended in accordance with agricultural practices, including the application of mineral fertilizers.

Work continues on leveling and harrowing lands intended for cotton sowing, as well as preparing seed and agricultural machinery for use during the spring campaign.

In accordance with the objectives set by the President of Turkmenistan to further strengthen food security in the country and increase the production of vegetables, melons, and potatoes, the region is preparing for the sowing season for these crops.

In addition, the hyakim reported on measures taken to ensure the reliable operation of heating systems in residential buildings and social and cultural buildings in the region during the winter, to ensure uninterrupted electricity, gas, and water supplies to the population, and on the pace of construction work on facilities scheduled for completion in the region this year.

After hearing the report, the President emphasized that agriculture is a key sector of the national economy and, in this regard, instructed the hyakim to ensure a comprehensive approach to current seasonal agricultural activities to ensure bountiful harvests in the future.

The head of state also ordered that the quality of construction work at facilities scheduled for opening in the region this year, in accordance with the country’s socio-economic development programs, be monitored.

Then, the hyakim of Dashoguz velayat D. Babayev reported on the progress of ongoing agricultural campaigns in the region.

As reported, guided by the objectives of the comprehensive development of the agro-industrial sector and further strengthening the country’s food abundance, seasonal agricultural work continues in the velayat. Thus, in areas allocated for cotton sowing this year, plowing, land leveling, and soil fertilization with minerals are underway.

Measures are being taken to prepare high-quality cotton seeds suitable for the region’s soil and climatic conditions, as well as the agricultural machinery and equipment that will be used in the sowing.

In addition, agricultural activities are underway in the velayat, including plowing and leveling land for spring sowing of food crops, as well as preparing seed material.

Moreover, the hyakim reported on the work being done to ensure the proper operation of heating systems in residential buildings, institutions, enterprises, and social and cultural buildings in the velayat, as well as the uninterrupted supply of electricity, natural gas, and drinking water to the population. A report was also given on the progress of construction projects scheduled for commissioning this year in the velayat in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028” and the National Rural Program.

Summarizing the report, the President of Turkmenistan emphasized the importance of careful and rational management of the country’s land and water resources and, in this regard, instructed that current seasonal agricultural work be carried out in accordance with scientifically sound methods.

The head of state also noted the need to successfully implement the objectives outlined in the country’s socio-economic development programs, ordering that the deadlines and quality of work planned in the velayat for the current year be monitored.

Furthermore, Lebap Velayat Hyakim D.Genjiev reported on the progress of seasonal agricultural activities, which are ongoing in the region.

As reported, wheat fields are currently being tended in accordance with agricultural standards.

As part of the upcoming cotton sowing season, plowing, leveling, harrowing, and irrigation are underway on farmland. In addition, measures are being taken to prepare high-quality seeds for cotton producers, as well as agricultural machinery and equipment for the season.

Work is also underway to prepare fields for planting potatoes and melons, as well as seed material for these crops for the spring campaign.

Furthermore, a report was presented on measures to ensure the proper operation of heating systems in residential buildings and social and cultural buildings during the winter, the uninterrupted supply of electricity, gas, and water to the population, and the pace of construction of facilities planned for opening in the velayat this year.

After hearing the report, President Serdar Berdimuhamedov emphasized the key challenges facing the agro-industrial complex and instructed the hyakim to ensure the high-quality and organized implementation of ongoing agricultural activities, in particular, wheat care and preparation for spring sowing.

The head of state also gave commissions to monitor the deadlines and proper execution of work planned in the velayat for this year as part of the country’s socio-economic development programs.

Then, the hyakim of Mary velayat, D. Annaberdiev, reported on the current seasonal agricultural campaigns.

It was reported that mineral fertilizers and irrigation are currently being applied to the region’s wheat fields in accordance with agricultural standards.

As part of the upcoming cotton sowing season, plowing and land leveling are underway, as well as the preparation of high-quality seeds for cotton producers and equipment that will be used in the spring season.

Furthermore, in accordance with the objectives of strengthening food abundance in the velayat, preparation of agricultural land and seed material for planting potatoes, vegetables, and melons continues.

Necessary steps are also being taken to harvest and process the sugar beet crop grown in the region.

In addition, a report was presented on measures to ensure the proper operation of heating systems in residential buildings and social and cultural buildings in the velayat during the winter, to ensure the population has a full supply of electricity, natural gas, and drinking water, and to report on the status of construction projects scheduled for completion this year.

After hearing the report, the President of Turkmenistan noted that high-quality, agriculturally sound execution of ongoing seasonal work is the key to achieving bountiful harvests, and he issued a number of instructions to the hyakim in this regard.

The head of state also assigned the hyakim to monitor the construction schedules of projects scheduled for completion this year in the velayat as part of the country’s socio-economic development programs.

Then, Deputy Chairman of the Cabinet of Ministers T. Atahalliyev reported on the progress of seasonal agricultural campaigns in the country.

As reported, in order to grow a bountiful wheat harvest and provide the population with sufficient grain products, crops are being tended in the velayats according to agricultural requirements.

In preparation for laying the foundation for the future cotton harvest, field plowing is in the final stages. Leveling, ridge-forming, and irrigation are also ongoing.

Work is underway to prepare high-quality cotton seeds for the season for producers and agricultural machinery that will be used in the sowing season.

At the same time, plowing and leveling of land allocated for potato and vegetable and melon cultivation is underway, and seed material for these crops is being selected for spring.

Summarizing the report, the President of Turkmenistan noted the important role of the agricultural sector in the national economy, which fully supplies the food and textile industries with raw materials, and emphasized the key challenges facing the sector today.

The head of state emphasized that strict adherence to agricultural standards during seasonal activities promotes achieving high results in agricultural production, and instructed the Deputy Prime Minister to constantly monitor ongoing work in this area, particularly wheat care and preparation for the spring planting season.

Then, addressing the participants of the working meeting, President Serdar Berdimuhamedov once again emphasized the importance of the ongoing seasonal agricultural work and instructed them to strictly monitor its implementation, including the care of wheat fields in strict compliance with agricultural requirements, as well as the timely and high-quality implementation of measures to lay the foundation for the cotton harvest and other agricultural crops.

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country General of the Army Serdar Berdimuhamedov took part in the opening ceremony of a complex of new buildings and facilities of military units of the Armed Forces in Lebap velayat. It became a remarkable gift for servicemen on the eve of Day of defenders of the Fatherland, which is widely marked in our fatherland.

In the Era of Revival of the new epoch of the powerful state under the leadership of the President of Turkmenistan, the military reform initiated by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov is successfully realised.

The activities carried out to further strengthen the defensibility of the Armed Forces of the country within the framework of the Military doctrine, which bears an exclusively defensive character and completely answers the foreign policy of permanently neutral Turkmenistan, based on peaceful disposition and good neighbourhood principles, clearly attest to the fact.

After some time, the presidential airline landed in the International airport of Turkmenabat city. Then, the head of the state by helicopter headed towards the venue of the opening ceremony of the complex of new buildings and facilities of military units of the Armed Forces of Turkmenistan.

There, Secretary of the State Security Council, Minister of Defence B.Gundogdyev reported to the President of Turkmenistan on readiness of military units of the Armed Forces for the opening of the complex of new buildings and facilities.

Having heard the report, Supreme Commander-in-Chief of the Armed Force of the country went to the entrance to the complex.

The National anthem of Turkmenistan performed by the military orchestra of the Armed Forces of Turkmenistan «Göreldeli» sounded.

Then, the literary-musical composition of the heroic path of Turkmen commanders, a holy duty of each citizen of the country to maintain peace in their native land was shown.

The song performed by the group of servicemen glorified achievements of our Fatherland.

The President of Turkmenistan to a storm of applause of participants of the ceremony cut a symbolic ribbon and blessed the opening of the complex of new buildings and facilities.

The facilities erected by the individual enterprise «Aga gurluşyk» include a parade-ground, a mess, a culture centre, barracks, a medical unit, outdoor sports field, training ground with a water reservoir, a parking lot for motor transport, a helicopter platform as well as buildings of office, economic and household facilities.

There, all conditions are created for service and life of servicemen. It once again speaks of the fact that the noble principle of Hero-Arkadag «State - for people!» is successfully realised under the wise leadership of President Serdar Berdimuhamedov and that in our Fatherland the great attention is given to the training of highly qualified military personnel.

The Supreme Commander-in-Chief of the Armed Forces of the country visited the office building of the complex and familiarised with the conditions created there.

Servicemen informed the President of Turkmenistan on the special equipment and means established there as well as on modern systems of security and their features.

One should mark that the technical equipment of the office building, layout of offices and the created conditions completely correspond to international standards and requirements in this area. Their equipment with modern technologies, the latest technologies and programs clearly testify to the strengthening of the material and technical basis of the National army and successful introduction of digital system in all its structures.

Having expressed his gratitude for the created conditions, servicemen assured the Supreme Commander-in-Chief of the Armed Forces of the country that defenders of our Fatherland will faithfully serve their Native land, following the military oath.

The head of the state wished them successes in their responsible service.

Then, President Serdar Berdimuhamedov made a memorable note in the Book of guests of honour.

On behalf of the staff of Armed Forces of the country, the head of the state was presented with a fine Turkmen carpet as gift devoted to the motto of the year 2026 “Independent neutral Turkmenistan - the native land of purposeful winged racers».

Then, Supreme Commander-in-Chief of the Armed Forces of the country visited barracks located in the territory of the complex where he familiarised with the conditions created there.

There, everything necessary is provided for high-grade rest and useful leisure of servicemen. In barracks are a number of specially equipped premises for maintenance of household requirements of servicemen, storages of the daily and seasonal military uniforms, as well as other things. They are equipped by modern systems of heating and cooling. All it testifies to the shown care of defenders of our Fatherland, inspiring them into faultless fulfilment of their sacred duty.

The room «Galkynyş» and a library with a rich book collection provide an opportunity for servicemen to spend their free time usefully and expand their knowledge. In particular, the library holds works by Hero-Arkadag and Arkadagly Hero Serdar, which play an important role in education of the younger generation in the spirit of patriotism, impart noble qualities inherent in heroic Turkmen people.

The head of the state also visited a gym where all conditions are provided for practising sports and physical training of military men.

Then, President Serdar Berdimuhamedov familiarised with modern military technologies and pilotless vehicles, which have been recently delivered to the service of the National army.

As the head of the state noted, the Armed Forces of Turkmenistan, which operate according to the defensive Military doctrine, based on the legal status of permanent neutrality, are an unshakable pillar and a steel shield of our independent native land.

During the military reform implemented within a short period of history, all arms of the service were regularly equipped with modern weapons, military technologies, and digital system. As a result of the adopted measures, the Armed Forces of the country have turned into the powerful army.

Getting acquainted with unique features of the military technologies presented there, the Supreme Commander-in-Chief of the Armed Forces of the country underlined that the material and technical basis of the National army will be further strengthened and made an emphasis on the increase of the professional level of young soldiers and officers.

Then, President Serdar Berdimuhamedov visited a new mess of the complex.

The modern equipment established there allows cooking high-calorific dishes and providing military men with full-fledged food. The mess also contains special premises for appropriate storage of produces, in particular, warehouses and refrigerating chambers. The great attention is given to flavouring qualities and nutritional value of food. In the mess various dishes are cooked according to traditions of the ethnic cuisine, therefore they taste more delicious.

Military men expressed to the Supreme Commander-in-Chief of the Armed Forces of the country their sincere gratitude for his care and assured of their true service to their Fatherland.

Having taken an interest in working conditions in the mess, the head of the state underlined that foodstuff should be always ecologically clean and gave the Minister of Defence a number of instructions in this respect.

Then, the President of Turkmenistan headed towards the training ground with a water reservoir located in the territory of the military unit. On his way, the head of the state observed demonstration performances of military men organised on the sports field.

Education of the physically strong generation and involvement of the population on practice of mass physical culture and sports are important vectors of the state policy. In that connection, all conditions are created for military men to practise sports and raise physical training. Football, volleyball, basketball fields and racetracks constructed in the complex’s territory will promote the strengthening of health of military men and their useful pastime.

The Supreme Commander-in-Chief of the Armed Forces of the country also visited the observation post of the training shooting range with a water reservoir and familiarised with the course of erection of the bridge by means of specialised motor transport with a view of advancement of military technology on it.

Consecutive introduction of achievements of military science and technology in all branches of the Forces promotes maintenance of combat capacity of the Armed Forces for defensive purposes, inviolability of borders and strict fulfilment of their sacred military duty by defenders of our Fatherland. The military technology, by which the training ground with a water reservoir is equipped, is intended for transfer of land forces through water barriers. Such latest technologies and the equipment raise the defensibility of the Armed Forces of the country, promoting their perfection and strength of the armed forces.

Then, the President of Turkmenistan familiarized with new apartment houses for military men and members of their families, located in the complex’s territory.

In the complex of new buildings and facilities of military units of the Armed Forces of Turkmenistan four modern 4-storeyed apartment houses of 50 apartments each, designated for 200 families as well as a shop, a children's playground and a parking lot are provided.

Spacious and light rooms testify to conveniences of houses and their correspondence to requirements of the time and equipment with necessary amenities – another example of constant care of the state about maintenance of appropriate social conditions for servicemen.

The adjoining territory of apartment houses is also arranged well. There, there are also children's and sports grounds that will allow members of families of military men to improve their health and spend their leisure-time usefully. These modern houses also speak of the fact that measures on creation of necessary conditions for comfortable life of military men and members of their families are in the centre of constant attention of the state.

The shop operating in the territory of the complex offers a wide assortment of foodstuff, goods for households and others. All it shows successful work on uninterrupted supply of the population by foodstuffs.

The medical unit equipped with the modern technologies, doctors of which provide high-quality medical services for military men and members of their families is also located there.

As President Serdar Berdimuhamedov marks, today in the country the special attention is given to the improvement of housing conditions, services and lives of defenders of our Fatherland and members of their families. The further strengthening and modernisation of the material and technical basis of the Armed Forces and law enforcement bodies, creation of favourable conditions for service and rest of military men - among priorities of the state policy of Turkmenistan and the military reform carried out in the country.

Then, having had a talk with a serviceman and members of his family who have moved into a new house, President Serdar Berdimuhamedov took an interest in the conditions created there.

The military man expressed his sincere gratitude to the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan for the created possibility for defenders of our Fatherland and for the care of worthy life of members of their families and assured that he will successfully fulfil his sacred duty to maintain peace in our fatherland and follow his military oath. Members of the family of the military man, who has had the luck to move into the new house, also expressed their gratitude to the head of the state and Hero-Arkadag for the shown constant attention to further improvement of life of people.

The head of Turkmenistan took an interest in study of children of the military man, examined rooms in the new house and familiarised with life conditions.

Having noted that maintenance of well-provided life for military men and their families is one of the priorities of the state policy, Arkadagly Hero Serdar handed gifts to new settlers.

The members of the family, who have moved into the new apartment, following primordial traditions, gave the President of Turkmenistan a festive gift.

Then, the head of the state handed keys to new vehicles on the occasion of the opening of the complex of buildings and facilities of military units of the Armed Forces of Turkmenistan.

Military men expressed their sincere gratitude to the President of the country and assured that they will be always true to their military oath and serve honestly their Native land.

Сегодня состоялась встреча вице-президента по лечебной деятельности Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова Огулджахан Атабаевой с представителем Детского фонда ООН (ЮНИСЕФ) в Туркменистане г-жой Джалпой Ратна. Стороны обсудили вопросы дальнейшего укрепления многолетнего эффективного диалога в интересах юных граждан страны.

Обменявшись приветствиями, собеседники отметили, что забота о благополучной жизни и здоровье подрастающего поколения является приоритетным направлением государственной политики, реализуемой под муд­рым руководством Президента Сердара Бердымухамедова и благодаря усилиям Национального Лидера туркменского народа Героя-Аркадага.

В ходе встречи особое внимание было уделено деятельности Благотворительного фонда, который за короткий срок стал образцовым примером реализации принципов гуманизма. Как подчёркивалось, Фонд проводит масштабную работу по обеспечению нуждающихся в опеке детей высококвалифицированной медицинской помощью и социальной поддержкой.

Представитель Детского фонда ООН отметила, что инициативы Туркменского государства в области охраны материнства и детства полностью соответствуют глобальным Целям устойчивого развития, и выразила заинтересованность в углублении отношений с Благотворительным фондом. Как подчёркивалось, накопленный Туркменистаном опыт в этой сфере заслуженно получил широкое международное признание.

Одним из ключевых вопросов обсуждения стала реализация Меморандума о ­взаимопонимании, подписанного между представительством ЮНИСЕФ в нашей стране и Благотворительным фондом по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова. Данный документ служит прочной правовой базой для объединения усилий в решении социально значимых задач.

Обменявшись мнениями, стороны отметили, что Меморандум открывает новые горизонты для координации совместных действий, подтвердив готовность к выполнению данного соглашения, направленного на создание максимально благоприятных условий для счастливой жизни подрастающего поколения.

Также на встрече были затронуты важные аспекты реализации совместных проектов. Подчёркивалось, что в настоящее время двустороннее сотрудничество носит системный и долгосрочный характер, охватывая такие области, как здравоохранение, инклюзивное образование и социальная интеграция детей.

В ходе обсуждения планов на будущее стороны подтвердили намерение продолжать тесный диалог по широкому спектру направлений гуманитарного ­взаимодействия.

Представитель ЮНИСЕФ отметила ответственный подход Туркменистана к выполнению международных обязательств в области защиты прав ребёнка, рассмат­ривая деятельность ­Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова в качестве важного инструмента практической реализации государственных гарантий в этой сфере.

В завершение встречи вице-президент по лечебной деятельности Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова Огулджахан Атабаева и представитель Детского фонда ООН ­(ЮНИСЕФ) в Туркменистане г-жа Джалпа Ратна выразили уверенность, что объединение усилий позволит достичь новых рубежей в деле обеспечения счастливой жизни юного поколения, а также в дальнейшем развитии партнёрства.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to consecutively modernize the legal framework of the country and make amendments and additions to earlier passed laws, was the first to take the floor.

As she informed, at present, on the basis of the proposals arriving from ministries and sectoral departments, international experience is studied and perfection of legal acts in force connected with protection of the rights and freedom of the individual, is carried out by development of various branches of economy.

During the considered period for trainees of the Academy of Public Service under the President of Turkmenistan with participation of deputies, seminars on modern methods and principles of law making were held. At the same time, members of the parliament took part in meetings and other events organised by structural divisions of the United Nations together with corresponding state institutions of the country for exchange of experience in legislative activity.

Summing up the information, President Serdar Berdimuhamedov pointed out the importance of development of drafts of new laws further.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the Program of social and economic development and investments of Turkmenistan in 2026.

As he informed, the document was developed proceeding from the revised edition of «Program of the President of Turkmenistan for social and economic development of the country in 2022-2028», «Program of the President of Turkmenistan for transformation of social conditions of the population of villages, settlements, cities of etraps and etrap centres for the period till 2028» and the State budget for the current year.

According to the Program, within 2026 it is planned to adopt measures on maintenance of stability of macroeconomic indicators and rates of increase of GDP, diversification of spheres of national economy and strengthening of economic power of the country. Maintenance of progressive and complex development of branches, increase of level of industrial-innovative development, full involvement of capacities of industrial enterprises are included in the planned activities.

Increase of competitiveness of national economy at the expense of development focused on export and import replacing manufactures and, finally, on increase of foreign trade turnover were designated as priorities of the current year. Besides it, it is planned to increase manufacture of non-polluting, high-quality agricultural and other production, to realise measures on maintenance of food safety and preservation of the environment, and further to introduce modern digital technologies and "green" economy, to improve the quality of transport, housing and municipal, social and other services provided for the population.

Progressive development of small and medium size business at the expense of formation of favourable business environment, perfection of legal frameworks of state-private partnership are included in the perspective plans. The work on intensification of investment policy, increase in capital investments, which will be made in construction of social and industrial projects as well as commissioning of new manufactures and creation of workplaces in regions will be continued.

In addition, adoption of measures on maintenance of social security of the population, regular increase in incomes and improvement of social living conditions of citizens are planned.

As the Deputy-Chairman of the Cabinet reported, in the draft of the Program expected macroeconomic indicators, production plans by all branches of economy, the works planned to fulfil in 2026, indicators of social and economic development of velayats, Ashgabat and Arkadag cities were defined. At the same time, he mentioned concrete figures and volumes of investments planned to make.

In this connection, for consideration of the head of the state the draft of the corresponding program was submitted.

Having heard the report, President Serdar Berdimuhamedov marked that maintenance of stable social and economic development of the country acts as one of the key tasks. It promotes the co-ordinated development of economy, increase of standards of living of people. Having approved the draft of the «Program of social and economic development and investments of Turkmenistan in 2026», the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to that end.

Deputy-Chairman of the Cabinet B.Amanov reported on the activity carried out to train specialists with international experience for the oil and gas complex.

As he reported, at present, in the fuel and energy sector of the country world advanced practice and possibilities of digital system are widely introduced and a special significance is attached to the training of highly-skilled personnel.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that in our country an effective activity is carried out to train professional specialists with international experience for the oil and gas complex and approved the presented proposal and instructed the Deputy-Chairman of the Cabinet to carry out necessary work in that regard.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural sector and course of seasonal agricultural campaigns in velayats.

As he informed, according to agro-technical standards, due care is taken of the wheat fields. At the same time, the fields are prepared for cotton sowing, in particular, ploughing, levelling, harrowing and ridging activities are carried out.

Along with it, due work is carried out to develop animal industries, increase in the livestock of cattle, maintenance of appropriate care and increase of productivity of the branch. In connection with the ongoing winter season, necessary measures are taken for feeding and warm wintering of cattle in the cattle-breeding economies.

Besides it, according to the National forest program of Turkmenistan, practical steps are implemented to maintain the ecological well-being in the country, to transform our fatherland into a blossoming garden. At present, in the forestry economies of the Ministry of Nature protection, corresponding measures are realized to plant saplings shade, deciduous and coniferous trees and due care of them are taken. Proper preparation is also carried out to plant fruit and other trees.

Summing up the report, President Serdar Berdimuhamedov pointed out that one should hold complex development of the agricultural sector and the strengthening of its material and technical basis in the centre of constant attention.

The head of the state also gave the Deputy-Chairman of the Cabinet concrete instructions concerning conduction and further corresponding agro-technical activities in the fields to be sown with cotton, appropriate care of wheat fields, feeding and warm wintering of cattle in cattle-breeding economies.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on modernisation of the material and technical basis of the factories of "Türkmenhimiýa" State Concern.

As he reported, with a view of maintenance of uninterrupted functioning and management of "Türkmenturba" factory of the State Concern according to technological standards, due work is carried out to timely supply it with the equipment and chemical products necessary for production process.

In this connection, the Deputy-Chairman of the Cabinet submitted relevant proposals for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined that in our country a special importance is given to full involvement of industrial potential of chemical enterprises. Having approved the proposal aimed at strengthening the material and technical basis of "Türkmenturba" factory of "Türkmenhimiýa" State Concern, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.

Deputy-Chairman of the Cabinet N.Atagulyev reported on measures implemented to ensure a high level of participation of Turkmenistan in the world specialised exhibition «EXPO - 2027», planned to be held in Belgrade city of the Republic of Serbia.

As he informed, in the exhibition, the theme of which « Play for Humanity — Sport and Music for All», our national pavilion is expected to participate under the motto «Turkmenistan - a melody of peace and the land of health».

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov marked that our country consistently develops trade and economic relations with world states. The Deputy-Chairman of the Cabinet was entrusted to prepare properly for the EXPO-2027 to be held in Belgrade city of the Republic of Serbia and to do corresponding work to that end.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of major events to be held in February of the current year.

As she reported, in the forthcoming month it is planned to organise conferences, creative meetings, briefings, exhibitions, agitation and educational and song-music events on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the native land of purposeful winged racers» and Day of the diplomatic worker of Turkmenistan.

In honour of the 35th anniversary of independence of Turkmenistan, «Türkmenfilm» Association named after Oguzhan plans to hold a number of events and celebrations, including conferences and the week of the films, which have been made in years of independence, in cultural centres of the capital and velayats.

Besides it, it is planned to organise a concert of melodies from Turkmen films performed by the State Symphony Orchestra of Turkmenistan as well as a number of other events in the Mukam Palace of the State Culture Centre of Turkmenistan in February.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that in the year «Independent neutral Turkmenistan - the native land of purposeful winged racers» in our fatherland numerous festive events are planned and instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the events planned in February, and to provide their high level.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the course of preparation for the international Olympiads in higher educational institutions of the country.

As she informed, in March of the current year, the V Open international Internet Olympiad in the discipline «Resistance of materials» at the Turkmen state institute of architecture and construction, VI Open international mathematical Olympiad at the International university for the humanities and development as well as V Open international Internet Olympiad in the discipline «Theoretical mechanics» at the State institute of energy of Turkmenistan are planned.

In intellectual competitions, along with scientists, professors and teachers, students of higher educational institutions of our country, participation of representatives of prestigious higher educational establishments of the world is expected. The forthcoming Olympiads will have a huge significance in revealing new talents, promotion of international scientific cooperation and perfection of educational activity in the educational and methodical plan.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that in our country reforms are successfully realised in the education sphere, the great attention is given to revealing the talented youth, international cooperation in this area grows stronger. Having approved the proposal to hold international Olympiads in a number of higher educational institutions of the country, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out necessary work in that regard.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on cooperation of Turkmenistan with the International Labour Organisation (ILO).

As he informed, development of partnership of our country with authoritative organisations, in particular, with the United Nations and its international agencies and establishments acts as one of the key vectors of the foreign policy pursued by the President of Turkmenistan.

In that connection, Turkmenistan carries out corresponding work with the International labour Organisation on the margins of multilateral conventions for maintenance of worthy labour conditions and protection of the rights of all parties in labour relations.

Interaction between the Government of our country and the given structure was carried out within the framework of the Road map of actions for cooperation for 2024-2025. As was reported, considering positive results of bilateral partnership, the Ministry of Foreign Affairs suggests to prolong the action of the given Road map until the end of 2026 and to attract representatives of corresponding state structures and public organisations of Turkmenistan to take part in realisation of the actions planned in it.

The actions designated in the Road map, are aimed at solution of a number of important tasks. In particular, one of the priority areas defines the strengthening of political and legal framework for forced labour prevention, including children's labour.

At the same time, the Road map plans further perfection of national legislative framework.

A special importance is also attached to increase the work on realisation of legally significant measures. In this regard, state structures and trade unions plan to carry out due work on protection of the labour law.

Besides it, for conduction of more large-scale reforms, creation of database for calculation, gathering and analysis of corresponding indicators of the labour law is planned.

It is planned to continue the regular dialogue between the International Labour Organisation and the Government of Turkmenistan. Along with it, it is proposed to hold bilateral meetings between representatives of the Ministry for Foreign Affairs, the Ministry of Labour and Social Protection of the population, the profile ministries and branch departments with experts of ILO for discussion of political and practical measures on child labour prevention on a regular basis.

Having heard the report, President Serdar Berdimuhamedov noted that in the foreign policy of Turkmenistan, a great significance is given to the strengthening of cooperation with the United Nations Organization and its agencies. An emphasis was also made on the significance of further development of partnership of our country with the International Labour Organisation. Having approved the presented proposals, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work to that end.

Deputy-Chairman of the Cabinet M.Chakyev reported on the activities carried out to develop digital economy in the country.

As he informed, under the conditions of prompt development of digital technologies in the world, national approaches to development of artificial intelligence (AI) obtain a growing significance.

In that connection, development of rules of use of technologies of AI, regulation of interaction of objects of artificial intelligence, including definition of powers, rights, duties and responsibility of state structures as well as development of national standards and technical regulations for technologies and AI products are required.

The Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov marked that in our country an effective work is carried out to develop digital economy and introduce innovative technologies in sectors of national economy. In that regard, as was underlined, development of artificial intelligence and adjustment of international cooperation in the field is important. Having approved the submitted proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to take necessary measures in this regard.

At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов встретился со специальным посланником Президента Соединённых Штатов Америки по Южной и Центральной Азии, послом США в Рес­публике Индия Серджио Гором. Выразив признательность Герою-Аркадагу за возможность встречи, гость отметил последовательное развитие сотрудничества между США и Туркменистаном, а также выразил уверенность, что встреча с Президентом Туркменистана придаст дополнительный импульс продвижению партнёрства.

Серджио Гор также подчеркнул, что архитектурный облик беломраморной столицы Туркменистана произвёл на него приятное впечатление.

Поблагодарив за доб­рые слова, Национальный Лидер туркменского народа Гурбангулы Бердымухамедов отметил, что наша страна придаёт большое значение развитию взаимовыгодных отношений с США в различных областях.

Как подчёркивалось, Соединённые Штаты Америки являются одним из важных стратегических партнёров Туркменистана. Традиционно дружественные отношения между двумя странами в последние годы последовательно и неуклонно развиваются на основе принципов ­взаимного уважения и понимания.

В этой связи была отмечена значимость визита Президента Сердара Бердымухамедова в город Вашингтон в ноябре прошлого года для участия в саммите в формате «Центральная Азия–Соединённые Штаты Америки».

В ходе встречи с удовлетворением констатировалось успешное развитие отношений между Туркменистаном и США, охватывающих политико-дипломатическую, торгово-экономическую и культурно-гуманитарную сферы.

В завершение встречи Национальный ­Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов и специальный посланник Президента США по Южной и Центральной Азии, посол США в Республике Индия Серджио Гор обменялись наилучшими пожеланиями.
