Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана, Почётный старейшина Гурбангулы Бердымухамедов совершил рабочую поездку в город Аркадаг, где провёл рабочее совещание с участием соответствующих руководителей и ознакомился с проектами объектов дорожно-транспортной инфраструктуры.

В настоящее время построенные здесь в рамках первого этапа здания, учреждения и объекты бытового назначения функционируют должным образом. Это яркое свидетельство того, что на государственном уровне большое значение придаётся успешной реализации таких задач, как осуществление широкомасштабной градостроительной программы, индустриализация регионов, развитие национальной экономики на комплексной основе, обеспечение высокого экологического уровня.

29 июня 2023 года в нашей стране произошло историческое событие, вписанное золотыми буквами в славную летопись независимой нейтральной Отчизны, уверенно следующей по пути созидания и развития. При участии Президента Сердара Бердымухамедова состоялись масштабные торжества по случаю открытия города Аркадаг, ставшего ярким символом эры Возрождения новой эпохи могущественного государства.

Строительство этого уникального города, имеющего особый правовой статус города государственного значения, является конкретным результатом реализуемой в стране под руководством Аркадаглы Героя Сердара градостроительной программы, инициатором которой выступил Национальный Лидер туркменского народа, Председатель Халк Маслахаты Гурбангулы Бердымухамедов.

Как известно, этот крупный проект планировалось осуществить в два этапа. В настоящее время завершён первый этап застройки, в рамках которого возведено 336 зданий и сооружений культурно-бытового и иного назначения, 21 объект удостоен международных сертификатов.

Вручение сертификата, подтверждающего присоединение города Аркадаг к проекту «Развитие устойчивых, зелёных, климатически благоприятных городов с инновационными решениями в регионе ОБСЕ», свидетельствует об успешном решении поставленных задач в этом направлении.

Примечательно, что «умный» город возводится в одном из прекрасных уголков нашей Отчизны. Реализация по инициативе Героя-Аркадага этого грандиозного градостроительного проекта является ярким подтверждением успешности проводимой в Туркменистане государственной политики, направленной на всестороннее развитие страны, укрепление её экономического потенциала, повышение уровня жизни народа.

Опирающиеся на инновационные технологии смелые идеи и решения градостроительной программы Героя-Аркадага и Аркадаглы Героя Сердара вызывают поддержку со стороны мирового сообщества. Это очень почётно и приумножает гордость нашего народа за современный уникальный город Аркадаг, за благородные свершения Героя-Аркадага, Аркадаглы Героя Сердара.

В рамках Всемирной выставки «умных городов» – «World Smart City Expo 2024», прошедшей недавно в Сеуле (Республика Корея), город Аркадаг, возводимый благодаря постоянному вниманию Национального Лидера туркменского народа, удостоен трёх специальных наград.

Как известно, в соответствии с подписанным Распоряжением главы государства, делегация Туркменистана посетила Корею с целью проведения встреч с компаниями-производителями медицинских средств, необходимых для обеспечения учреждений системы здравоохранения города Аркадаг, и посещения профильных заводов. Члены делегации нашей страны также приняли участие в церемонии вручения наград, организованной в рамках Всемирной выставки.

На этом престижном смотре была представлена экспозиция Туркменистана, где «умному» городу, построенному в живописном уголке подножия Копетдага, было отведено особое место. Посетители были ознакомлены с его возможностями и особенностями.

В числе победителей на церемонии награждения Всемирной выставки «World Smart City Expo 2024» – города и компании, наиболее отличившиеся по отдельным направлениям. Отрадно отметить, что новый «умный» город Аркадаг стал первым награждённым среди участников мероприятия.

Это знаменательное событие имеет историческое значение. Особую гордость вызывает то, что награды «За выдающиеся достижения в области «умного» города» удостоен только город Аркадаг.

…Ранним утром Национальный Лидер туркменского народа прибыл в новый город, где его тепло встретили председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов и хяким города Г.Маммедова, которые доложили о темпах строительства, проектах запланированных к возведению промышленных комплексов и местах их расположения.

Прежде всего председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов поздравил Председателя Халк Маслахаты от имени населения города с тремя наградами, которых был удостоен город Аркадаг на Всемирной выставке «умных городов» – «World Smart City Expo 2024», состоявшейся в Республике Корея, а также выразил признательность Президенту Туркменистана и Герою-Аркадагу за созданные возможности для участия в международном форуме.

Вместе с тем председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана отметил, что согласно подписанному Президентом Сердаром Бердымухамедовым Распоряжению, в целях участия во Всемирной выставке, а также проведения встреч с корейскими производителями медицинских средств, необходимых для оснащения медицинского кластера города Аркадаг, и ознакомления на местах с работой профильных заводов, члены делегации Туркменистана посетили с рабочим визитом город Сеул.

Говоря о выставке, нужно отметить, что она включила в себя 116 павильонов, с участием представителей из более 60 стран.

Как упоминалось выше, на церемонии награждения «умный» город Аркадаг удостоился трёх наград: «За выдающиеся достижения в области «умного» города», а также в номинациях «Иностранный «умный» город» и «За большой вклад во Всемирную выставку «умных городов» – «World Smart City Expo 2024».

В данной связи Д.Оразов отметил, что новый город уже удостоен более двадцати международных сертификатов и наград всемирного значения благодаря огромным усилиям Героя-Аркадага и Аркадаглы Героя Сердара и попросил Национального Лидера туркменского народа передать эту благую весть Президенту Туркменистана.

Председатель Халк Маслахаты Гурбангулы Бердымухамедов, с удовлетворением восприняв прозвучавшую информацию, поздравил население и руководителей нового города с радостным событием, отметив, что всё это вызывает гордость у нашего народа за Отчизну. Герой-Аркадаг подчеркнул, что особо гордится достигнутыми во всех направлениях успехами нового города.

Это свидетельство международного признания реализуемой в стране в соответствии с современными тенденциями градостроительной программы.

За короткий период на древней туркменской земле, в великолепном уголке, расположенном в предгорьях Копетдага, благодаря цифровым возможностям и передовым технологиям был создан «умный» город, впечатляющий своей самобытностью, красотой, современностью. Это наглядный показатель того, что в Туркменистане на высоком уровне воплощаются намеченные великие цели.

Затем Герою-Аркадагу были продемонстрированы проекты зданий различного назначения и объектов дорожно-транспортной инфраструктуры, запланированных в рамках второй очереди застройки города, и виды их декоративного внутреннего и внешнего оформления. В их числе – современная железнодорожная станция, проект реконструкции магистрали Ашхабад–Геоктепе, вдоль которой намечено возвести автодорожный мост, торгово-сервисный комплекс, въездная арка в посёлок Ызгант, монумент «Taýçanak», расположенный на пересечении проспектов Ак хан и Копетдаг, проекты системы освещения города и различные виды ограждения мостов.

Заслуженный архитектор Туркменистана Герой-Аркадаг, ознакомившись с проектами, внёс соответствующие коррективы. В частности, отмечалось, что надлежащая система освещения городских дорог, соответствие возведённых зданий традициям национальной архитектуры являются основными требованиями к разработчикам проектов и строителям.

В данной связи Герой-Аркадаг подчеркнул, что новые здания и промышленные объекты должны гармонично вписываться в архитектурный облик «умного» города и при этом важное значение должно придаваться его экологии, особенностям расположения объектов, и дал ряд поручений.

Национальный Лидер туркменского народа отметил, что к реализации инновационного проекта следует подходить комплексно и продуманно. Акцент был сделан на том, что при строительстве объектов дорожно-транспортной инфраструктуры, индустриальных комплексов различного назначения особое внимание следует уделять сохранению природных особенностей и благоприятного экологического уровня местности.

Строительство города Аркадаг и превращение его в образцовый город, оснащённый передовыми технологиями, является наглядным результатом воплощения великих целей эпохи независимости. Новый город служит примером гармоничного сочетания принципов национального зодчества и современных тенденций градостроительства, достижения в этой области больших успехов.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов провёл рабочее совещание с участием председателя Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразова и хякима города Аркадаг Г.Маммедовой.

Д.Оразов доложил о проводимой работе в рамках второго этапа строительства города, выполнении поставленных в этой сфере задач, а также проинформировал об итогах рабочей командировки в Республику Корея.

Отметив, что в соответствии с современными экологическими требованиями и градостроительной программой при строительстве нового города необходимо сочетать передовой мировой опыт и достижения науки, Герой-Аркадаг подчеркнул, что архитектурные особенности «умного» города во всех отношениях должны соответствовать требованиям времени. При этом важное значение следует уделять применению инновационных технологий.

В этой связи внедрение в сферу градостроительства смелых идей и разработок, опирающихся на инновационную основу, их реализация заслуживают высокой оценки на международном уровне. Это приумножает гордость нашего народа за «умный» город Аркадаг, который по всем показателям соответствует высоким международным требованиям.

В ходе рабочего совещания хяким города Аркадаг Г.Маммедова отчиталась о проводимой подготовительной работе в целях достойного празднования предстоящих знаменательных дат национального календаря. Как отмечалось, программа культурно-массовых мероприятий разработана совместно с представителями соответствующих структур. В то же время планомерно продолжается заселение нового города.

Герой-Аркадаг отметил, что торжества, организуемые в честь знаменательных дат, имеющих большое значение в жизни нашей страны, должны стать незабываемыми, отражать счастливую жизнь народа, уверенную поступь Отчизны к вершинам развития и достигаемые трудовые победы.

В новом городе созданы все условия для продуктивного труда и комфортного отдыха людей. Это ещё одно свидетельство успешной реализации социальной политики, главный принцип которой «Государство – для человека!», инициированный Героем-Аркадагом и ныне претворяемый в жизнь под руководством Президента Туркменистана.

Именитые исполнители и певцы, виртуозно владевшие игрой на завораживающих звучанием музыкальных инструментах – дутаре, гиджаке, гаргы-туйдуке и гопузе, создали различные техники и школы этого искусства.

Выдающиеся представители туркменского музыкального искусства – Гарадяли гёклен, Кел бахши, Шукур бахши, Вейран бахши, Амангелди Гонубек, Нобат бахши, Сахы бахши, Пальван бахши, Махтумкули Гарлыев, Гурт Якубов, Джума Веллеков и другие через чарующие песни и мелодии призывали к мирной жизни в дружбе и единстве. Тем самым они воспитывали потомков в духе патриотизма и гуманизма. О значительной роли национального песенно-музыкального творчества в полной мере свидетельствует и внесение в Репрезентативный список нематериального культурного наследия человечества Организации Объединённых Наций по воп­росам образования, науки и культуры – ЮНЕСКО эпического искусства «Гёроглы», искусства пения и танца «куштдепди», мастерства изготовления дутара, исполнительского музыкального искусства на нём и искусства бахши.

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council to consider the results of the work of the military and law enforcement agencies for January-August of the current year. The agenda also included issues of ensuring security and peace in independent Turkmenistan, strengthening the material and technical base of law enforcement agencies, and further improving their activities.

The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work carried out in the National Army since the beginning of the year, the fulfillment of the instructions given by the head of state to strengthen the country’s defense capability. A report was also made on the measures being implemented to develop the activities of subordinate structures in accordance with the realities of the time, creating appropriate conditions for the service and life of military personnel.

Along with this, a report was made on the successful conduct of entrance exams to specialized educational institutions of military and law enforcement agencies, on the ongoing preparations for the military parade on the occasion of a significant date – the 33rd anniversary of the independence of the Fatherland.

The Secretary of the State Security Council, the Minister of Defense noted that recently, a ceremonial opening of a new complex of buildings of the Specialized Military School named after Berdimuhamed Annayev of the Ministry of Defense took place with the participation of the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov. As it was emphasized, all the conditions and opportunities have been created in the new complex for the formation of the young generation of defenders of the Fatherland, the development of their abilities and talents, mastering the skills of various military professions, fruitful studies, comfortable life and useful leisure of cadets, physical education and sports.

Summarizing the report, President Serdar Berdimuhamedov noted that the being implemented Military Doctrine, which is purely defensive in nature, serves as a reliable guarantor of a peaceful and calm life in Turkmenistan. Among the key tasks carried out in the military sphere of reforms, the head of state identified the improvement of the activities of the accountable structures of the defense department, as well as the modernization of the material and technical base of all branches of the armed forces.

Having focused on the upcoming ceremonial military parade in honor of the next anniversary of the sacred independence of the Fatherland, the Supreme Commander-in-Chief of the Armed Forces of the country assigned the Secretary of the State Security Council, the Minister of Defense to ensure a high level of its implementation. An instruction was also given to take appropriate measures to improve the professionalism of officers, educate soldiers serving in the military in the spirit of boundless love for the Homeland.

Prosecutor General B. Muhamedov reported on the results of activities for the first eight months of the current year, practical steps taken to supervise the implementation of legislative provisions in ministries and industry departments. A separate topic of the report was the progress of the implementation of the digital system, as well as the corresponding Development Program.

After hearing the report, the President of Turkmenistan emphasized the importance of strengthening the rule of law and order in a sovereign state, protecting the rights and freedoms of citizens. It is necessary to promptly identify, suppress and prevent violations related to the implementation of regulatory legal acts, said the Supreme Commander-in-Chief of the Armed Forces of the country, addressing a number of specific instructions to the head of the Prosecutor General’s Office.

Then, Minister of Internal Affairs M. Hydyrov reported on the results of the work of accountable structural units for the specified period, the measures taken to introduce digital technologies and best practices in the Ministry of Internal Affairs system, as well as to prevent offenses, ensuring fire safety in all corners of the country.

It was also reported about the beginning of the month “Road Safety – Peace of Our Life” and the events planned within its framework to optimize the traffic flow in the capital and velayats, increase the awareness of pedestrians and drivers about traffic rules.

Summarizing the report, President Serdar Berdimuhamedov named the maintenance of law and order, as well as the prevention of offenses among the priority tasks.

Noting the importance of the month of “Road Safety – Peace of Our Life”, traditionally held in September to mark the beginning of the new academic year, the Supreme Commander-in-Chief of the Armed Forces of the country ordered to ensure an organized and high level of all planned events. Concrete steps should be taken to improve the quality of work on compliance with fire safety and road traffic rules, the head of Turkmenistan emphasized, addressing the relevant instructions to the head of the Ministry of Internal Affairs.

Chairman of the Supreme Court B. Hojamgulyev reported on the results of the activities of the structure he heads for January-August of this year, including the progress in improving the national justice system through the use of digital technologies. A report was also made on the ongoing work to train specialized specialists and fulfill the tasks defined by the Judicial System Development Program.

After hearing the report, the head of state highlighted that the main responsibilities of this structure include ensuring legality, justice, law and order. At the same time, the role of the judicial body as an effective mechanism for state protection, which includes all areas of legal regulation, was noted. In this regard, it is necessary to organize advanced training courses for judges on a systematic basis, the President of Turkmenistan noted, addressing specific instructions to the head of the Supreme Court.

In continuation of the meeting, it was signed the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan, as well as on assigning them qualification classes”.

The Minister of National Security N. Atagarayev, who spoke next, reported on the results of activities for eight months, as well as on the comprehensive measures implemented to protect state interests, fulfilling the instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to intensify the introduction of modern working methods and digital technologies, study and practical application of advanced world experience in this area. Emphasis was also placed on the importance of ensuring control over the implementation of the priority tasks outlined in the MNS Development Program within the established timeframes and in a proper manner.

Then the head of the State Border Service Ya. Nuryev reported on the practical steps taken since the beginning of the year to ensure the protection of the sacred borders of the Homeland, the technical re-equipment of the Border Troops, and the events organized to improve the level of theoretical and combat training of military personnel.

Summarizing the report, the head of Turkmenistan emphasized that the work to maintain peace on the border of the Homeland should be based on the principles of the legal status of neutrality of our state. Noting the importance of strengthening the material and technical base of the Border Troops, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of instructions to the head of the Service, including those related to ensuring reliable protection of the State Border.

Then the Minister of Justice M. Taganov reported on the results of the activities carried out in January-August of this year, in particular, on bringing national legislation into line with the requirements of the time, introducing a digital system in structural divisions, as well as organized events to explain to citizens the purposes of the adopted legal documents.

After hearing the report, President Gurbanguly Berdimuhamedov noted that one of the pressing issues of our time is the comprehensive strengthening of the legislative framework. In this regard, the Minister was assigned to take an active part in the preparation of draft regulatory legal acts, which is being carried out within the framework of improving the country’s legislation in accordance with generally accepted norms of international law.

Then, the Chairman of the State Customs Service M. Hudaykulyev reported on the results of the work done during the period under review, the practical steps taken to successfully solve the problems arising from the Development Program of the department, as well as on the implementation of the instructions previously given by the President of Turkmenistan.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the need to take measures to ensure proper clearance of goods imported into the territory of our state at customs checkpoints. In this regard, the head of the Service was given a number of specific instructions.

Then, Chairman of the State Migration Service A. Sazakov reported on the work carried out since the beginning of the year, the measures taken to effectively solve the priority tasks facing the department.

Summarizing the report, President Serdar Berdimuhamedov emphasized the need for continuous improvement of the activities of all departments of this body. In order to successfully fulfill the powers assigned to the Service, it is important to combine positive world experience in this area and the fundamental principles of national legislation, the Supreme Commander-in-Chief of the Armed Forces of the country noted, ordering more active use of advanced information technologies in work.

Summing up the meeting, the head of Turkmenistan said that in accordance with the defensive Military Doctrine of the Fatherland, measures are being taken to ensure a high level of security and integrity of the independent, permanently neutral Homeland. Much attention is paid to strengthening the defense capability of a sovereign state, improving the social and living conditions of the defenders of the Fatherland and their families, the Supreme Commander-in-Chief of the Armed Forces of the country continued, noting that work in this direction will be continued in the future.

At the meeting of the State Security Council, there were also considered a number of other issues, on which relevant decisions were made.

At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov wished its participants good health and great success in their responsible service in the name of a peaceful and happy life of the people.

Today, President Serdar Berdimuhamedov held a working meeting via the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahallyyev and khyakims of the velayats. The pace of seasonal work in the agro-industrial complex and regions was submitted for consideration.

The first word to speak for a report on the implementation of agricultural activities was given to the head of the administration of Akhal velayat S. Soltanmyradov.

Above all, the khyakim, on behalf of the residents, expressed great gratitude to the head of state for the opening of a modern secondary school for 1,200 students and a dormitory for 120 people in Bokurdak village, Ak Bugday etrap, on the occasion of the Day of Knowledge and Student Youth. The head of the regional administration also addressed wishes of good health, longevity and success in large-scale activities to the head of state and the National Leader of the Turkmen people, Hero-Arkadag.

Then, it was reported on the organizational work in connection with the upcoming start of wheat sowing, as well as cotton harvesting.

As conveyed, everything necessary is being done to properly prepare cotton ginning plants and raw material collection points, combines and transport for the white harvest.

In the fields allocated for sowing wheat, plowing and soil leveling continue. All work is carried out in accordance with agricultural technology standards. Specialized equipment and units, including seeders, as well as seed material are also being prepared for sowing.

The head of the regional administration also informed about the pace of construction of social and industrial infrastructure facilities. According to the Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028, the opening of new buildings is timed to coincide with the 33rd anniversary of independence.

Summarizing the report, President Serdar Berdimuhamedov ordered to ensure the optimal conduct of the upcoming important campaigns – wheat sowing and cotton harvesting.

At the same time, the khyakim was assigned to monitor compliance with the quality requirements and deadlines for completing the construction of facilities scheduled for opening on the occasion of the significant holiday.

Next, the khyakim of Balkan velayat H. Ashyrmyradov reported on the pace of seasonal activities in the agricultural sector of the region.

As reported, the necessary efforts are being made to organize the start of the wheat sowing and cotton harvesting campaigns.

Everything necessary is being done to ensure the smooth functioning of specialized enterprises, reception points, cotton harvesters and other equipment during the white harvest. In addition, plowing and leveling of the soil continue in the fields to be sown with wheat. Units and specialized equipment, including seeders, are also being prepared for the campaign, and farmers are provided with high-quality seeds.

It was also informed on the progress of construction of social and industrial infrastructure facilities, the commissioning of which is timed to coincide with the 33rd anniversary of the country’s independence.

After hearing the report and focusing on the start of a very important agricultural season, President Serdar Berdimuhamedov ordered that appropriate measures being taken to complete the sowing of wheat in a short time and harvest cotton without losses.

Stressing the importance of successfully solving the tasks envisaged by the programs for the socio-economic development of Turkmenistan, the head of state instructed the khyakim to monitor compliance with the quality requirements and deadlines for completing the construction of facilities scheduled for opening this year on the occasion of the 33rd anniversary of the country’s independence.

The working meeting via the digital system continued with a report by the khyakim of Dashoguz velayat D. Babayev, who reported on the progress of agricultural work.

As noted, the region is comprehensively preparing for the start of wheat sowing and cotton harvesting.

In order to harvest without losses and ensure uninterrupted reception for the season, cotton ginning enterprises, receiving points, as well as combines and vehicles for transporting raw cotton have been prepared.

In the areas planned for sowing wheat, plowing, planning and moisture-charging irrigation are carried out in accordance with agro-technical standards. Agricultural machinery and equipment have also been prepared, farmers are provided with high-quality seed material.

Along with this, measures are being taken to care for and fertilize the rice fields of the velayat with minerals.

It was informed on the progress of construction of cultural and industrial facilities scheduled for commissioning by the 33rd anniversary of the country’s independence.

Having heard the report and noting the importance of a responsible approach to the tasks set for the organized sowing of wheat and harvesting of cotton, the President of Turkmenistan gave the khyakim a number of specific commissions.

The head of state also ordered to ensure high-quality execution of construction work on social and industrial facilities scheduled for commissioning on the occasion of the 33rd anniversary of the country’s independence.

Then, the khyakim of Lebap velayat M. Annanepesov, on behalf of the residents of the region, expressed sincere gratitude to the President of Turkmenistan for the opening of schools for 960 and 400 pupils in Khodjambaz city, Khodjambaz etrap, and in Alpan village, Merye gengeshlik, Sayat etrap, respectively, wishing Arkadagly Hero Serdar and the National Leader of the Turkmen people Hero-Arkadag good health, longevity and success in their responsible and important work in the interests of their native people and the state.

The head of the regional administration reported on the progress of seasonal agricultural work.

As noted, preparations are underway in the velayat for the ceremonial start of sowing wheat and harvesting cotton. Plowing, land planning and surveying, soil leaching and moisture-charging irrigation are being carried out in the areas allocated for wheat. In order to sow wheat in an organized manner and within the agro-technical timeframe, measures are being taken to prepare agricultural machinery and equipment involved in sowing, and to provide farmers with high-quality seeds in the required volume.

At the same time, proper care of crops continues in the rice fields of the velayat.

Cotton ginning enterprises and receiving points, as well as cotton harvesters and vehicles, are fully prepared for the start of the harvest in the region.

It was informed on the state of affairs in the construction within the framework of the Program of the President of Turkmenistan for the socio-economic development of the country for 2022-2028 and the National Rural Program for social and industrial facilities scheduled for commissioning this year.

Summarizing the report, President Serdar Berdimuhamedov noted that preparations for sowing wheat and harvesting cotton should be organized at a high level and gave the khyakim relevant instructions in this regard.

In addition, the head of state ordered to keep under review the quality and timing of construction work in the velayat at various facilities that are planned to be commissioned this year within the framework of the socio-economic development programs of the Homeland.

Then the khyakim of Mary velayat B. Orazov reported on the progress of seasonal agricultural work in the region.

First of all, on behalf of the residents of the velayat, the khyakim expressed great gratitude to the head of state for the construction of a kindergarten for 160 children in Saryyazy village, Tahtabazar etrap, and a comprehensive school for 500 children in Mary city, which were commissioned on the Day of Knowledge and Student Youth, and wished the President of Turkmenistan and the National Leader of the Turkmen people, Hero-Arkadag, good health, longevity, and further success in government activities.

Then the head of the regional administration continued his report.

As noted, the velayat is preparing for the start of wheat sowing and cotton harvesting at a high organizational level.

Necessary measures are being taken to prepare cotton ginning plants, reception centers, cotton harvesters and vehicles for transporting raw cotton for the season.

Plowing, leveling and fertilizing the soil with minerals are being carried out on agricultural lands allocated for sowing wheat. Agricultural machinery is being brought into readiness, and wheat producers are provided with high-quality seeds.

At the same time, sugar beet crops are being cared for in the velayat.

It was informed on the progress of construction work on cultural, household and industrial facilities, which, in accordance with the Program for the Socio-Economic Development of the Country and the National Rural Program, are planned to be completed in the velayat by the 33rd anniversary of the independence of the Homeland. After hearing the report, the head of state emphasized the importance of sowing wheat in an organized manner and within the agro-technical timeframe, harvesting cotton without losses, and gave the khyakim a number of specific instructions in this regard.

The President of Turkmenistan ordered to monitor the quality and timing of construction of various facilities in the velayat in accordance with the Program for the socio-economic development of the country.

Then, Deputy Chairman of the Cabinet of Ministers T. Atakhallyyev reported on the progress of seasonal agricultural work in the country.

As noted, with the blessing of the head of state, sowing of wheat will start in the velayats on September 4 of this year with the participation of elders. Along with this, preparations are underway for the cotton harvesting campaign, in particular cotton ginning enterprises, receiving points, cotton harvesters, vehicles for transporting raw materials and other agricultural equipment. In order to grow a rich wheat harvest next year, plowing, leveling, and land surveying work is currently underway in the sown areas. Units, agricultural machinery, and high-quality seed material have been prepared.

Rice fields in Dashoguz and Lebap velayats are being tended, while fields in Mary velayat sown with sugar beets are being cultivated, fertilized with minerals, and irrigated.

Summarizing the report, President Serdar Berdimuhamedov focused on the challenges facing the agricultural sector today, and in this regard, instructed the Deputy Prime Minister to monitor the preparations for sowing wheat and harvesting cotton at a high organizational level. Addressing the participants of the working meeting, the head of state once again emphasized the importance of sowing and cotton harvesting campaigns, noting that all necessary measures should be taken to conduct them in an organized manner, as well as to care for winter crops in accordance with agricultural technology standards, and gave a number of specific instructions.

Concluding the working meeting via the digital system, the President of the country wished its participants success in their work.

On 2 September 2024, the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the Chairman of the Board of the Turkish company “Rönesans Holding” Erman Ilıcak.

In the foyer, cadets of the military school welcome the head of the state hotly. They with inspiration recite the verses glorifying our favourite prospering fatherland.

Under the solemn conditions, the President of the country laid a wreath at the monument of Berdimuhamet Annayev established in the foyer, having paid a tribute to the bright memory of his great-grandfather who devoted life to service of his native land and people and gained deep respect of compatriots.

Then, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces visited the innovative museum of the specialized military school equipped with advanced digital technologies.

There, a serviceman acquainted the head of the state with the exposition consisting of a number of thematic sections. It displays historical values, photo and video data of the life, labour and bravery of Berdimuhamet Annayev, who brought a powerful contribution to education of the younger generation and demonstrated courage in the fields of the Great Patriotic War.

Having familiarised with the museum exposition, the head of the state proceeded in the electronic library located in the educational and administrative building.

The book fund of library, its equipment and the features of its work stipulated by possibilities of application of digital technologies became a subject of interested attention of President Serdar Berdimuhamedov.

There, special touch screen monitors, which create convenience for readers in search of the books necessary for them and the corresponding information, are established. Computer complexes equipped with modern WEB-program, allow reading books in an electronic format.

Then, the head of the state headed to the audience intended for tactical combat training. There the serviceman acquainted the Supreme Commander-in-Chief of the Armed Forces of the country with specificity of training of cadets with involvement of digital system.

The advanced equipment and software allow to fulfil tactical and operations under any conditions, including the weather and field. The classroom is equipped by special monitors for watching training process and estimation of results of tactical preparation, points of the added and virtual reality, running platform, servers and computers-simulators as well as simulators of armoured military equipment. All it promotes maintenance of high level of all-round training of cadets, education of their strong-willed qualities.

The head of the state during acquaintance with a complex of buildings of the specialized military school visited a conference hall designated for 1000 persons.

Further, President of Turkmenistan Serdar Berdimuhamedov proceeded in the classroom intended for employment of robotics. There, the head of the state in detail showed an interest in the technique of training of cadets to manage robots as well as unmanned aerial vehicles (UAV).

Then, the President of Turkmenistan proceeded to the sports complex where he visited the laser-training hall. There, the head of the state was acquainted with the training process of the cadets to master combat techniques.

The head of the state also examined the premise equipped with corresponding modern technologies for shooting practice.

Further, the Supreme Commander-in-Chief of the Armed Forces of the country headed towards a special premise «Bodyflight».

There, the special equipment for trainings of parachutists under the conditions similar to reality is established. The vertical wind tunnel is a safe training apparatus-simulator in which the air stream is created. The device allows a person to feel effect of free flight, steadily to keep in the air, to master movements of the parachutist, to improve skills and to learn to operate the body.

Then, the President of Turkmenistan headed to the educational and administrative complex. On his way, the head of the state handed the director of the specialized military school named after Berdimuhamet Annayev keys to new cars.

The head of the state entered the building and familiarised with its equipment. According to requirements of the time, all conditions for effective work of employees are provided there.

Then, the President of Turkmenistan visited the premise of the city centre of video observation and showed an interest in its work.

A specialist, having warmly greeted President Serdar Berdimuhamedov, said that work of the operations control centre is completely automated. Video observation in the parks located in Ashgabat, is carried out by means of the computers equipped with a special modern program. It is called to promote further maintenance of cleanliness and well-being in the marble-coated capital.

Then, President Serdar Berdimuhamedov visited the department of the comprehensive secondary education of the complex.

The specialist of the central administrative board of education of Ashgabat city congratulated the head of the state on Day of Knowledge and Student Youth and the beginning of the academic year 2024-2025.

Further, an employee of the complex acquainted the President of Turkmenistan with the digital platform eMekdep, an overall objective of which - improvement of quality of education on the basis of intensification of introduction of information and telecommunication technologies. With its help, parents can familiarise with the progress of children, their attendance, themes of lessons, homework and received marks. President Serdar Berdimuhamedov wished specialists great successes in their work.

In a new complex, the best principles of national architecture are harmoniously combined with modern trends in the field of architecture and design. The conveniences corresponding to the international standards, provide worthy conditions for work of workers and experts.

The complex comprises a conference hall for 300 seats, more than 110 office rooms with all conveniences, a dining room for 120 seats as well as technical facilities.

Equipment of offices by the technology necessary for effective work of employees, including computers, furniture and other corresponding means, meets shown requirements in this sphere.

The interior design of the complex, which works of painting of modern artists create, makes a special impression. All this along with a variety of colours gives it a unique charm and colour to the building.

The adjoining territory of the project was arranged well and planted with trees and shrubs, a fountain was established, and flowers are planted there. The new building harmoniously blends into the architectural shape of Ashgabat.

It has become a good tradition to open new educational institutions to mark the Day of Knowledge and Student Youth, widely celebrated in Turkmenistan.

Today, the new 2024-2025 academic year began with important construction premieres that took place both in the country and abroad.

A special place in this impressive list was taken by the comprehensive secondary school named after Magtymguly for 540 pupils in Ergesh Sultanov Dayhan Association in Dusti district of Khatlon region of the Republic of Tajikistan, in the opening ceremony of which the heads of two states, Presidents Serdar Berdimuhamedov and Emomali Rahmon, took part via the digital system.

The construction of the complex of buildings of the new educational institution was carried out in a friendly neighboring country by domestic builders in accordance with the Decree of the head of state signed in December 2022.

As is known, this decision was made on the basis of the agreement reached at the time between the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of Tajikistan Emomali Rahmon and was dictated by the mutual interest of the parties in expanding centuries-old humanitarian ties, promoting the strengthening of the bonds of friendship and mutual understanding between the two peoples united by a common culture, traditions and spiritual and moral values.

Let us recall that the laying of the foundation of the comprehensive secondary school, which will proudly bear the name of the outstanding Turkmen classical poet and philosopher of the East Magtymguly Fragi, took place on May 10, 2023, during the state visit of President Serdar Berdimuhamedov to the Republic of Tajikistan.

Representatives of the older generation emphasized that the new school, which is a visible symbol of the unbreakable friendship between the two countries and their fraternal peoples, will proudly bear the name of the outstanding master of words and humanist of the East Magtymguly Fragi, whose 300th anniversary is widely celebrated this year not only in Turkmenistan but throughout the world.

The speakers expressed their deep gratitude to Presidents Serdar Berdimuhamedov and Emomali Rahmon for their online participation in the ceremony, addressing sincere wishes for good health, longevity and great success in noble deeds and endeavors in two languages, and asked them to bless the grand opening of the comprehensive secondary school named after Magtymguly.

With the blessing of the heads of the two states, to the friendly applause of the audience, the heads of the official delegations of Turkmenistan and the Republic of Tajikistan cut the symbolic ribbon.

At this time, the first school bell rings, announcing the beginning of the school year and the “work biography” of a modern educational institution.

The school building, erected by the Döwlet gurluşyk EO, is an educational complex with a total area of over 4,300 square meters. The construction was carried out in accordance with modern standards and entirely at the expense of the Turkmen side. 

The main building houses 24 spacious, bright classrooms with all the conditions for a productive educational process, as well as a library, an indoor gym, a large assembly hall, a canteen, a medical center, etc. 

Today was an unforgettable holiday for all students, especially first-graders.

In honor of this significant event, on behalf of the President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov, at the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, 100 Bilimli laptops and a Toyota Coaster bus were handed over to the new school.

The celebration was embellished with song and music performances by cultural and artistic figures of the two countries.

Numerous ethnic Turkmens living in all corners of the globe are happy to realize their involvement in the grandiose transformations taking place in the ancient land of their ancestors, where in the era of the Revival of a new epoch of a powerful state, the dreams and ideals sung by the world-renowned singer of the Turkmen soul, Magtymguly Fragi, find real embodiment.

Numerous bouquets of flowers were laid at the monument to this outstanding master of words, whose work continues to spiritually unite the Turkmens of the world centuries later, erected in the school.

There is no doubt that the new secondary comprehensive school will become a modern center for the education of children from the Turkmen diaspora, their spiritual and moral development in the best national traditions.

Подобное отношение, которое прослеживается на протяжении всей славной истории народа, позволяло ему пополнять сокровищницу человеческой цивилизации. Сегодня, когда наша Отчизна устремлена вперёд, по пути прогресса, преобразований и созидания, мы, руководствуясь национальным опытом и опираясь на передовые разработки, успешно проводим в жизнь государственные программы по реформированию отечественной сферы образования.

Принимаемые в этой области меры носят координированный и комплексный характер, что положительно сказывается не только на укреплении базы системы образования, но и на подготовке молодого поколения с фундаментальными знаниями и твёрдым нравственным стержнем, в духе патриотизма и ответственности за великое будущее Родины и судьбу народа. Вместе с тем прилагаемые здесь целевые усилия значительно повышают ценность науки и образования в обществе.

По случаю Дня знаний и студенческой молодёжи года «Кладезь разума Махтумкули Фраги» первоклассникам, которые только входят в мир знаний, на память дарят персональные компьютеры «Bilimli», в сёлах и городах нашей страны проходят церемонии открытия новых школ и детских садов. Все эти события в полной мере свидетельствуют о ­достижениях отечественной системы образования и её развитии согласно мировым тенденциям.

Мы и впредь будем уделять особое внимание решению вопросов доведения нашей системы образования до международного уровня, создания всех условий для гармоничного развития молодёжи и расширения её кругозора.

Дорогие ученики и студенты!

Поколение, которое прекрасно осознаёт историю и современные достижения суверенной Отчизны, предано семейным устоям, родителям, родным и близким, своему народу, обладает фундаментальными научными знаниями и всем сердцем любит родную землю, – наша гордость. Вам надлежит следовать заветам великих учёных и мудрецов – Огуз хана, Тогрул бега, Чагры бега, Алп Арслана, султана Санджара, Довлетмаммета Азади, Нурмухаммета Андалиба, Махтумкули Фраги и других. Вас, приверженных наставлениям предков о патриотизме, единстве, дружбе и братстве, должны знать как достойных продолжателей их благородных принципов, обеспечивающих связь времён, поколений и культур. Рвение в учёбе, усердие в труде и стремление к созиданию, приумножению славы и авторитета Отчизны должны стать вашими ориентирами по жизни.

Дорогие студенты и школьники!

Ко Дню знаний и студенческой молодёжи также приурочено открытие в Ашхабаде нового комплекса зданий Специализированной военной школы, которая носит имя учителя, воина, всеми уважаемого человека, чей жизненный путь служит образцом служения Родине и любви к ней, – Бердымухамеда Аннаева. Это событие вновь свидетельствует об огромном почитании нами выдающихся исторических личностей.

Сегодня по всей стране строятся современные школы, детские сады, учреждения профессионального образования, которые оснащаются передовыми компьютерными, мультимедийными технологиями и учебно-методическими принадлежностями. Улучшается научная, теоретическая и прикладная составляющая образования. Прилагаемые в этой области усилия позволяют нам доводить профильную систему до мирового уровня. Вместе с тем мы придаём огромное значение расширению дружественных и взаи­мовыгодных связей с крупными международными организация­ми и другими странами в области науки и образования.

В этот знаменательный день мы также торжественно откроем общеобразовательную среднюю школу имени Махтумкули на 540 мест в дайханском объединении «Эргеша Султанова» района Дусти Хатлонской области Республики Таджикистан.

Мы с особым уважением относимся к труду наших соотечественников, которые удостоились высокого звания – учитель. Они делают колоссальную работу для поддержания суверенитета любимой Родины и донесения до молодёжи её блестящих успехов, обеспечения счастливой жизни нашего народа, направляя силы и энергию, интеллектуальный и созидательный потенциал юных граждан на достижение грандиозных целей. Принимая Концепцию совершенствования методики обу­чения по общеобразовательным программам в Туркменистане до 2028 года, с 2024-2025 учебного года дан старт новым образовательным реформам, которые опираются на передовую мировую практику и национальные принципы системы образования.

Руководствуясь концепциями перехода на двенадцатилетнее общее среднее образование в Туркменистане, совершенствования обучения иностранным языкам, развития цифровой системы образования, повышения качества преподавания естественных и точных наук, вам надлежит последовательно совершенствовать свою работу для здорового развития и полноценной подготовки молодёжи. Постоянно пребывая в творческих изысканиях с целью воспитания в духе патрио­тизма образованного, грамотного, физически крепкого и духовно богатого подрастающего поколения, вы должны добиваться блестящих результатов в повышении качества обучения.

31 августа 2024 года в Меджлисе Туркменистана было проведено заседание, посвящённое результатам деятельности, проведённой за семь месяцев Года «Кладезь разума Махтумкули Фраги», по совершенствованию законодательства нашей страны в соответствии с национальными принципами и нормами международного права. На заседании было отмечено, что руководствуясь поручениями нашего уважаемого Президента Аркадаглы Героя Сердара, Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Героя Аркадага по законодательному обеспечению широкомасштабных преобразований во всех направлениях государственной и общественной жизни в эру Возрождения новой эпохи могущественного государства, последовательно реализуется соответствующая деятельность.

За семь месяцев текущего года было принято 23 закона Туркменистана, регулирующих общественные отношения  в различных направлениях жизни нашей страны и связанных с правовой поддержкой внешнеполитических инициатив нашего государства, в том числе Законы Туркменистана «Об учреждении юбилейной медали Туркменистана «Magtymguly Pyragynyň 300 ýyllygyna», «О культурном наследии Махтумкули Фраги», «Об энергосбережении и энергоэффективности», «О гидрометеорологической деятельности», а также 15 Постановлений Меджлиса.

На заседании были заслушаны выступления о проведённой в рабочих группах, созданных в Меджлисе, деятельности по совершенствованию в соответствии с требованиями эпохи нескольких действующих законов в системах защиты прав и законных интересов граждан, повышения жилищно-бытового уровня жизни нашего народа, в различных отраслях экономики, в том числе сельского хозяйства, охраны окружающей среды, науки, здравоохранения, физкультуры и спорта, также в области внешнеполитической деятельности. А также были обсуждены предстоящие задачи по разъяснению народным массам внутренней и внешней политики нашего государства, значения и содержания принятых законов, пропаганде исторического общественно-политического значения Года «Кладезь разума Махтумкули Фраги».

На заседании  были затронуты вопросы о проведённых мероприятиях по развитию налаженных эффективных отношений с международными организациями и укреплению межпарламентского сотрудничества. 

Участники заседания заверили нашего уважаемого Президента Аркадаглы Героя Сердара, Героя Аркадага в том, что и в будущем приложат все усилия для совершенствования и модернизации национального законодательства нашей страны.
