Сегодня Президент Сердар Бердымухамедов провёл по цифровой системе очередное заседание Кабинета Министров, на котором были обсуждены ключевые задачи социально-экономического развития страны, рассмотрены проекты ряда документов, а также некоторые другие вопросы.

Первой слово было предоставлено Председателю Меджлиса Д.Гулмановой, проинформировавшей об осуществляемой деятельности по дальнейшему совершенствованию законодательства страны.

Как отмечалось, в Меджлисе принимаются меры по укреплению национальной правовой системы в рамках проводимых широкомасштабных преобразований, разрабатываются новые законы, соответствующие общепризнанным нормам международного права.

В данном контексте сообщалось о подготовке нового проекта Гражданского кодекса Туркменистана, о внесении изменений и дополнений в ряд действующих законодательных актов, в частности, регламентирующих гражданско-правовые отношения, вопросы, связанные с административными правонарушениями, налогами, развитием автомобильного транспорта, государственной и дипломатической службой.

В целях наращивания взаимодействия с международными организациями депутаты Меджлиса совместно с профильными государственными структурами приняли участие в учебном семинаре, организованном Центром Организации по безопасности и сотрудничеству в Европе (ОБСЕ) в Ашхабаде, в конференции, организованной Германским обществом по международному сотрудничеству, проходившей в городе Астана Республики Казахстан. Кроме того, представитель Меджлиса Туркменистана побывал в Соединённых Штатах Америки с учебной командировкой для участия во встрече «Уменьшение выбросов метана».

Сообщалось также, что народные избранники выступают в средствах массовой информации и принимают участие в мероприятиях для разъяснения широким слоям населения ключевых целей государственной политики, сути и содержания принимаемых правовых актов, популяризации национального наследия в году «Кладезь разума Махтумкули Фраги».

Заслушав прозвучавшую информацию, глава государства заострил внимание на важности продолжения депутатами Меджлиса разработки новых законопроектов, внесения изменений и дополнений в действующие законодательные акты.

Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, at which the work for ten months of the current year and priorities of social and economic development of the country were discussed.

The first floor was given to Chairwoman of the Mejlis D.Gulmanova who informed on results of activity of the national parliament for the January-October period on improvement of legislation.

So, during the considered period 23 Laws of Turkmenistan, in particular, «On establishment of the anniversary medal «Magtymguly Pyragynyň 300 ýyllygyna», «On energy saving and energy efficiency», «On hydrometeorological activity» and also laws aimed at legal maintenance of foreign policy initiatives of the country were adopted. At the same time, a number of the acts regulating the relations in various spheres, were brought into accord to advanced international practice, national principles and realities of the time. Besides it, 19 resolutions of the Mejlis were adopted.

Within the development of the international and inter-parliamentary relations from the beginning of the year, 37 meetings took place. Credentials from 14 extraordinary and plenipotentiary ambassadors accredited in Turkmenistan were received. As she informed, deputies and experts of the national parliament took part in 98 seminars spent together with authoritative organisations concerning modernisation of legislative activity and maintenance of fulfilment of government programs. Besides it, for exchange of experience in the legislative activity representatives of the Mejlis made 33 business trips to a number of foreign countries.

Summing up the information, President Serdar Berdimuhamedov noted importance of further perfection of national legislation. In this connection, am emphasis was made on necessity to hold development of the bills answering to realities of the present time in the centre of constant attention. At realisation of this work it is necessary to start with world practice and national principles, the head of the state underlined, having pointed out that it is necessary to strengthen cooperation with foreign countries and international organisations.

Having expressed to the head of the state gratitude for the given possibilities, Hero-Arkadag wished all big successes in their work for further development of our country.

Further, the floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on activities carried out to further improve national legislation.

As was marked, now with a view of strengthening of the legal basis of large-scale transformations carried out in the country amendments and additions are made to a number of acts, in particular, to those regulating civil-law relations, the issues  connected with administrative offences, taxes, motor transport development.

In the context of development of interaction with parliaments of foreign states and international organisations, representatives of the Mejlis together with profile state structures took part in the conference organised by Population Fund of the United Nations, the education seminar devoted to agreements of the World Trade Organization. Besides it, deputies of the national parliament made a working visit the city of Geneva of the Swiss Confederation for participation in the 149th Assembly of the Inter-Parliamentary Union.

It was also informed that people's choices act in mass media for explanation to various strata of society a historical and political significance of the year «The Fount of wisdom of Magtymguly Fragi», strengthening of democratic basis of the state, adopted important decisions.

Summing up the sounded information, President Serdar Berdimuhamedov noted that it is necessary for deputies of the Mejlis to develop laws defining present and future development of the country.

In this connection, it is necessary to continue work on perfection of national legal system according to requirements of the time, the head of the state underlined.

Сегодня Президент Сердар Бердымухамедов по цифровой системе провёл очередное заседание Кабинета Министров, на котором были подведены итоги работы отраслей экономики за девять месяцев года и определены предстоящие задачи.

Первой выступила Председатель Меджлиса Д.Гулманова, проинформировав о результатах проделанной работы за январь–сентябрь текущего года.

В течение девяти месяцев принято 23 Закона Туркменистана, в частности, «Об учреждении юбилейной медали Туркменистана «Magtymguly Pyragynyň 300 ýyllygyna», «О культурном наследии Махтумкули Фраги», «Об энергосбережении и эффективном использовании энергии», «О гидрометеорологической деятельности» и ряд других актов, направленных на правовое обеспечение внешнеполитических инициатив нашей Отчизны. В соответствие положениям Конституции Туркменистана и нормам международного права приведены Гражданский, Семейный, Бюджетный, Трудовой Санитарный кодексы, Кодекс о социальной защите населения, а также в некоторые законы внесены изменения и дополнения. Наряду с этим принято 18 постановлений Меджлиса.

В рассматриваемый период для слушателей Академии государственной службы при Президенте Туркменистана был организован семинар о современных методах и принципах законотворческой деятельности.

С начала года приняты верительные грамоты от 14 Чрезвычайных и Полномочных Послов ряда государств, аккредитованных в нашей стране. В рамках укрепления отношений с зарубежными парламентами и международными организациями проведено более 30 встреч. Депутаты приняли участие в 91 семинаре по вопросам совершенствования законодательной деятельности и обеспечения реализации госпрограмм. В целях обмена опытом в области законотворчества состоялось 28 служебных поездок за рубеж представителей Меджлиса.

Также сообщалось об участии национальных парламентариев в мероприятиях по разъяснению широким слоям населения достигнутых успехов в родной Отчизне, ключевых задач новой исторической эпохи, целей принимаемых законов.

Резюмируя информацию, Президент Сердар Бердымухамедов отметил важность дальнейшего совершенствования законодательства и укрепления экономики страны. В данной связи глава Туркменистана сделал акцент на необходимости продолжения работы по модернизации национальной законодательной базы.

Как сообщалось, в настоящее время в целях укрепления правовой базы широкомасштабных преобразований, осуществляемых в стране, вносятся изменения и дополнения в ряд законодательных актов, в частности, регламентирующих гражданско-правовые отношения, вопросы, связанные с административными правонарушениями, налогами, развитием автомобильного транспорта.

Прозвучала также информация о ходе подготовки к общенациональному форуму, приуроченному к 33-летию независимости Отчизны. Работа в этом направлении ведётся совместно с Аппаратом Халк Маслахаты, Кабинетом Министров, соответствующими министерствами и отраслевыми ведомствами, хякимликами, общественными организациями.

В рамках укрепления отношений с парламентами зарубежных государств и международными организациями проведена встреча с руководителем управления регионального развития Министерства иностранных дел, Содружества наций и развития Великобритании. Также состоялись встречи депутатов Меджлиса с представителями структурных подразделений Организации Объединённых Наций.

Руководитель Парламента проинформировала об участии народных избранников в мероприятиях по разъяснению широким слоям населения целей и задач претворяемой в жизнь государственной политики и принимаемых законов, исторического и общественно-политического значения предстоящего заседания Халк Маслахаты, успехов, достигнутых в стране за 33 года независимости.

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов отметил, что разрабатываемые новые законопроекты должны быть совершенными и отвечать современным реалиям. Эти законы должны отражать эффективность реализуемой государственной политики, создавать условия для дальнейшего повышения благосостояния народа, сказал глава Туркменистана, подчеркнув, что следует продолжить работу по разъяснению их населению.

Today, President Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers via the digital system to sum up the results of the work done over the seven months of the current year were, and consider issues of the country’s socio-economic development.

Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis D. Gulmanova, who informed about the results of the activities carried out in January-July of this year.

As reported, during the period under review, there were adopted 23 laws of Turkmenistan, in particular, “On the establishment of the ‘Magtymguly Pyragynyň 300 ýyllygyna’ jubilee medal of Turkmenistan”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”, “On hydro-meteorological activities”, as well as a number of laws related to the legal support of our country’s foreign policy initiatives. The corresponding amendments and additions have been made to some legislative acts regulating relations in various spheres. Along with this, 15 resolutions of the Mejlis have been adopted.

Since the beginning of the year, on errand of the President of Turkmenistan, credentials have been received from 10 Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. As part of strengthening relations with foreign parliaments and international organizations, 27 bilateral meetings have been held.

Deputies took part in 77 seminars organized jointly with authoritative structures on issues of improving legislative activity and ensuring the implementation of state programs. In order to study best practices in the field of lawmaking, 26 official trips of Mejlis representatives took place abroad.

It was also informed on the participation of national parliamentarians in events to explain the general public about the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, the 33rd anniversary of the sacred independence of the Homeland, the highest representative body of people’s power – the Halk Maslakhaty, and the key objectives of the legal acts adopted recently.

Summarizing the information, President Serdar Berdimuhamedov emphasized the significance of proper preparation for the upcoming meeting of the Halk Maslakhaty. At the same time, the head of state noted the importance of continuing work to improve the country’s legislation.

At the same time, it was informed about the meeting held with the new head of the UN Children’s Fund Representative Office in our country, about the participation of Mejlis Deputies in an event, dedicated to the preparation for the Memorandum on the rules of foreign trade in Turkmenistan, a seminar organized by the OSCE Center in Ashgabat, as well as in various actions to explain to the population the key tasks arising from the National Program for the Socio-Economic Development of the Country, the socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, and the goals of the adopted legislative acts. Noting that the development of new draft laws that meet the requirements of the time is among the important tasks of today, President Serdar Berdimuhamedov emphasized the need to continue work in this direction.

It was informed about the participation of national parliamentarians in seminars organized by the representatives of the Children’s Fund and the UN Population Fund, the International Organization for Migration, the OSCE Center in Ashgabat together with government agencies of our country. In addition, a representative of the Mejlis was delegated to the forum held in the Hague (Holland) under the auspices of the Organization for Security and Cooperation in Europe.

In addition, it was reported that people’s representatives take part in events to explain to the general public the key tasks set by the head of Turkmenistan to the industries at an expanded meeting of the Cabinet of Ministers, the main goals of the socio-economic transformations being implemented, the socio-political significance of the 33rd anniversary of the sacred independence of the Homeland.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of modernizing the country’s legal framework, while paying special attention to the preparation of new bills that meet the realities of our time. In this regard, it was emphasized that work in this direction should continue to be effectively carried out.

As reported, draft laws are currently being prepared aimed at improving civil law relations, bringing the budget system into line with the realities of the time, as well as work carried out in the field of sports in accordance with the provisions of the World Anti-Doping Code. Along with this, draft legal acts are being developed aimed at introducing a digital system into the activities of the Pension Fund, modernizing the work of the State Sanitary and Epidemiological Service, regulating the participation of persons with various groups of disabilities in international competitions, and creating ample opportunities for young scientists to engage in science. In addition, changes and additions are being made to the laws on the legal profession and advocacy, acts of civil status, and on seed production.

The credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Nicaragua to our country were accepted. During the meeting with an international UN expert, an overview of the work being carried out within the framework of the “Framework program for cooperation in the field of sustainable development between Turkmenistan and the United Nations for 2021–2025” was given. Deputies of the Mejlis took part in events organized by the relevant government agencies of the country together with the UN Children’s Fund and the OSCE.

In addition, national parliamentarians went on official trips to Tashkent (Republic of Uzbekistan), Minsk (Republic of Belarus), Vienna (Republic of Austria), and became delegates to the 31st annual session of the OSCE Parliamentary Assembly, which was held in Bucharest (Romania).

At the same time, information was given about the participation of people’s representatives in events to explain to the general population the main aspects of the state policy of the independent Homeland, the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi,” as well as the goals of the adopted legislative acts.

Summarizing the information, President Serdar Berdimuhamedov noted that special attention should be paid to the development of new bills that correspond to the realities of our time. The emphasis was placed on the need to radically improve activities carried out in this direction.
