Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system to consider a number of issues of public life.

Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis, D.Gulmanova, who informed about the ongoing activities to bring the country’s legal framework in line with the realities of modern times. In particular, a new edition of the Civil Code is being developed, changes and additions are being made to the Budgetary, Sanitary Codes, the Code on Social Protection of the Population, laws on physical culture and sports, state scientific and technical policy, scientific institutions, anti-doping in sports, seed production etc.

In addition, it was reported about preparations, together with the Central Election Commission, for the elections of deputies scheduled for July 7 of this year to replace those who retired. As noted, work in this direction is carried out in accordance with the norms of international law and national electoral legislation.

Information was also provided on measures taken to strengthen inter-parliamentary contacts and cooperation with international organizations. Thus, credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to our country were accepted. At the same time, meetings were held with a delegation led by the Chairman of the Upper House of Parliament of the Republic of Zimbabwe and with the Special Representative of the European Union for Human Rights.

The Head of the Parliament also reported on a special forum “Historical and cultural values that unite peoples”, held via videoconference, dedicated to the 300th anniversary of the birth of the outstanding philosopher of the East, poet Magtymguly Fragi.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of preparing new laws that are in demand by the time, which should also reflect the key priorities of the domestic and foreign policy implemented by the Turkmen state. In this regard, the need to carry out appropriate work in this direction was noted.

В данной связи сообщалось о подготовке проекта новой редакции Гражданского кодекса, а также о внесении изменений и дополнений в Бюджетный и Санитарный кодексы, в Законы «О физической культуре и спорте», «О государственной научно-технической политике», «О семеноводстве».

Вместе с тем прозвучала информация о том, что принята верительная грамота от Чрезвычайного и Полномочного Посла Австралийского Союза в нашей стране.

Наряду с этим состоялась встреча с заместителем Председателя Совета Федерации Федерального Собрания Российской Федерации, в ходе которой были рассмотрены перспективы развития взаимовыгодных межпарламентских связей и в области законотворчества, а также организационные вопросы проведения очередного Межпарламентского форума стран Центральной Азии и РФ. В рамках встречи с полпредом Исламской Республики Пакистан обсуждены возможности наращивания сотрудничества между парламентами двух государств.

Сообщалось, что представители Меджлиса приняли участие в форумах по выполнению международных конвенций по правам женщин и молодёжи и глобальным вопросам макроэкономической стратегии, организованных Региональным центром Организации Объединённых Наций по превентивной дипломатии для Центральной Азии, Фондом народонаселения и Азиатским банком развития совместно с соответствующими госорганами нашей страны.

Народные избранники также участвуют в мероприятиях по разъяснению среди широких слоёв населения целей и задач внутренней и внешней политики, действующих законов, национальных программ социально-экономического развития Отчизны, общественно-политического значения года «Кладезь разума Махтумкули Фраги».

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов акцентировал внимание на важности подготовки проектов новых правовых актов, отвечающих требованиям времени. Эти законы должны отражать цели развития нашей страны, сказал глава Туркменистана, отметив необходимость проведения эффективной работы в данном направлении.

There was also information about the development of a new edition of the Civil Code, amendments and additions to a number of laws, including the Budget Code of the country.

At the same time, it was reported about preparations for the elections of deputies to replace those who retired, which are scheduled for July 7 of the current year. As noted, work in this direction is carried out jointly with the Central Election Commission, the Ashgabat khyakimlik and public associations in accordance with the electoral legislation.

Information was also provided on measures being taken to build up inter-parliamentary relations and interaction with international organizations. In particular, during the period under review, on behalf of the President of Turkmenistan, a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Czech Republic to our country.

At the same time, a meeting was held with a delegation led by the Deputy Minister of Foreign Affairs of the Republic of Iraq, during which the prospects for further development of bilateral cooperation through parliamentary diplomacy were discussed. Representatives of the Mejlis went on official trips to the Republic of Kazakhstan, Estonia and the Republic of Tajikistan in order to study best practices in legislative activities.

Summarizing the information, President Serdar Berdimuhamedov noted the need to further improve the country’s legal framework and carry out effective work to prepare new bills that meet modern requirements.

Continuing the meeting, the head of state emphasized the importance of proper preparation for the elections of deputies of the Mejlis of Turkmenistan scheduled for July 7 of this year to replace those who retired.

В настоящее время Рабочей комиссией совместно с представителями министерств и отраслевых ведомств приводятся в соответствие реалиям времени действующие законы в области защиты прав и законных интересов граждан, в сферах сельского хозяйства, ­науки, здравоохранения, физкультуры и спорта, внешнеполитической деятельности.

В отчётный период для слушателей Академии государственной службы при Президенте Туркменистана был организован семинар о современных методах и принципах законотворчества.

С начала года по поручению Президента Туркменистана приняты верительные грамоты от шести Чрезвычайных и Полномочных Послов государств, аккредитованных в нашей стране. В целях укрепления отношений с зарубежными парламентами и международными организациями проведено 20 встреч. Депутаты приняли участие в совместных с авторитетными структурами 49 семинарах по вопросам совершенствования законодательной деятельности и обеспечения реализации госпрограмм. В рамках изучения передового опыта в области законотворчества состоялось 15 служебных поездок представителей Меджлиса за рубеж.

Отметив, что за январь–май текущего года в рамках совершенствования правовой базы принято 9 законов Туркменистана, в ряд законов внесены изменения и дополнения, Президент Сердар Бердымухамедов сделал акцент на необходимости дальнейшей модернизации национального законодательства.

Первой выступила Председатель Меджлиса Д.Гулманова, которая проинформировала о ведущейся законотворческой деятельности, призванной придать импульс укреплению национальной экономики и улучшению социально-бытовых условий жизни народа. В данной связи сообщалось о подготовке законопроектов о культурном наследии Махтумкули Фраги и усовершенствованного Гражданского кодекса, а также о внесении изменений и дополнений в ряд законов.

Вместе с тем прозвучала информация о реализуемых мерах по упрочению межпарламентских отношений и взаимодействия с международными организациями. В частности, в рассматриваемый период состоялись встречи с Чрезвычайным и Полномочным Послом Кыргызской Республики в Туркменистане и делегацией во главе с заместителем Председателя Постоянного комитета собрания народных представителей города Шеньчжень КНР. Депутаты Меджлиса стали делегатами проведённого в городе Бишкек заседания Диалога женщин стран Центральной Азии «Роль женщин в экономике стран Центральной Азии: лидерство для продвижения цифровых, социальных и экологических инноваций».

Наряду с этим народные избранники приняли участие в форумах, организованных Представительством ООН и Центром ОБСЕ в Туркменистане совместно с профильными структурами нашей страны, а также в различных мероприятиях, освещающих политику и достижения Отчизны, значение принимаемых законов.

Резюмируя прозвучавшую информацию, глава государства Сердар Бердымухамедов отметил важность дальнейшей модернизации отечественной законодательной системы. Особый акцент был сделан на необходимости разработки законопроектов, связанных с совершенствованием гражданско-правовых отношений.

Вместе с тем прозвучала информация о предпринимаемых шагах в целях углубления межпарламентских связей и взаимодействия с международными организациями. В частности, в ходе состоявшейся встречи с делегацией во главе с заместителем Председателя Всекитайского комитета Народного политического консультативного совета КНР обсуждены перспективы развития двустороннего сотрудничества на уровне парламентов.

Наряду с этим сообщалось, что представители Меджлиса стали делегатами прошедшего в Самарканде (Республика Узбекистан) Азиатского форума женщин, посвящённого вопросам расширения прав и возможностей женщин в странах Центральной Азии, международной Парламентской встречи в рамках 10-го Всемирного водного саммита, состоявшегося в городе Бали (Респуб­лика Индонезия), а также в составе делегации Туркменистана совершили паломничество к находящимся на территории Ирана могилам Махтумкули Фраги и Довлетмаммета Азади.

В рассматриваемый период нацио­нальным парламентом совместно с Халк Маслахаты и соответствующими госорганами и общественными организациями проведена научно-практическая конференция «Pähim-paýhas ummany Magtymguly Pyragy» ýyly: Türkmenistanyň Konstitusiýasy we Döwlet baýdagy kämil hukuk ulgamynyň we täze eýýamyň belent maksatlaryny durmuşa geçirmegiň mizemez esaslary».

Также народные избранники принимают участие в различных мероприятиях по разъяснению населению ключевых целей и задач государственной политики, принимаемых законов.

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов сделал акцент на важности дальнейшего совершенствования правовой системы страны. Вместе с тем отмечалась необходимость проведения эффективной работы по подготовке новых законопроектов, призванных значительно укрепить экономику нашей Отчизны и улучшить уровень жизни народа.

In particular, during the meeting with the delegation led by the chairman of the Japanese-Turkmen inter-parliamentary friendship group, a member of the House of Representatives of the Japanese Parliament, issues of further development of bilateral interaction were discussed. Along with this, a video conference was held between members of the parliamentary friendship group between the Mejlis of Turkmenistan and the Federal National Council of the United Arab Emirates.

People’s representatives also take part in seminars on improving legislative activities held by international organizations jointly with specialized structures of our country, as well as in various events to explain the population the historical significance of the transformations being implemented in the country under the leadership of the President of Turkmenistan, and the laws being adopted. At the same time, national parliamentarians participate in meetings and forums dedicated to the Day of the Constitution and the State Flag of Turkmenistan.

Summarizing the information, head of state Serdar Berdimuhamedov focused on the need to continue work on adopting new legal acts and improving laws. At the same time, it was noted the importance of further developing relations with authoritative international organizations and parliaments of foreign countries.

Thus, during the meeting with the Ambassador Extraordinary and Plenipotentiary of Japan to Turkmenistan, issues of further development of bilateral cooperation were discussed.

Along with this, deputies of the Mejlis take part in various events to explain the population the goals of domestic and foreign policy, adopted legislative acts, and the historical significance of the transformations being implemented in the country.

Summarizing the information, President Serdar Berdimuhamedov noted the importance of strengthening the legal foundations of the ongoing activities on further improving the social and living standards of the people. In this regard, the need to continue consistently to improve national legislation in accordance with international law was emphasized.

The first floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity for the January-April period of 2024.

During the period under consideration, 9 Laws of Turkmenistan and 11 resolutions of the Mejlis were adopted. Among new legal acts - Laws of Turkmenistan «On institution of the anniversary medal of Turkmenistan «Magtymguly Pyragynyň 300 ýyllygyna», «On energy saving and efficient use of energy», «On hydrometeorological activity», «On ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international road transport». In addition to it, respective amendments and additions were made to a number of laws of the country.

At present, together with representatives of ministries and sectoral departments preparation of the bills aimed at regulation of protection of the rights and legitimate interests of citizens as well as the work carried out for careful preservation of cultural heritage, development of economy and agriculture, further improvement of standard of living of population are carried out.

Under the specified period for students of the Academy of Civil Service under the President of Turkmenistan with participation of deputies of the Mejlis, the seminar on modern methods and principles of legislative activity was organized.

At the instructions of the head of the state, credentials of credentials from the Ambassadors Extraordinary and Plenipotentiary of a number of foreign states were received. Within the strengthening of productive relations with foreign parliaments and international organisations for the given period 13 meetings were held. Besides it, deputies took part in more than 30 seminars concerning improvement of legislative activity, organised together with authoritative structures. With a view of exploration of advanced experience business trips of national members of the parliament were organized abroad.

The information on participation of deputies of the Mejlis in actions for explanation of goals of the state policy, successes reached in the country and purposes of adopted legal acts to the wide public was also delivered.

Summing up the information, President Serdar Berdimuhamedov noted that it is necessary to give particular attention to development of the bills connected with protection of legitimate interests of citizens, development of branches of economy, increase of social standard of living of people. At the same time, an emphasis was made on necessity of strengthening of partnership adjusted with foreign countries, along with consecutive expansion of inter-parliamentary relations.
