Сегодня Президент Сердар Бердымухамедов по цифровой сис­теме провёл заседание Кабинета Министров, на котором были подведены итоги работы, проделанной в стране за пять месяцев текущего года.

Первой слово было предоставлено Председателю Меджлиса Д.Гулмановой, проинформировавшей о результатах деятельности национального парламента в январе–мае.

Как сообщалось, за минувшие пять месяцев принято 6 Законов Туркменистана и 10 Постановлений Меджлиса.

Вместе с тем в рассматриваемый период были внесены соответствующие изменения и дополнения в ряд действующих законов. Поправки в нормативно-правовые акты ориентированы на защиту прав и законных интересов граждан, обеспечение промышленной безопасности производственных объектов, совершенствование бухгалтерского учёта и финансовой отчётности, лицензирование отдельных видов деятельности. Изменения и дополнения также нацелены на повышение эффективности эксплуатации автомобильных дорог и дорожной деятельности, охраны окружающей среды и водных биоресурсов, миграционной политики.

В обозначенный период верительные грамоты вручили Чрезвычайные и Полномочные Послы Республики Чад, Республики Индонезия, Аргентинской Республики и Арабской Республики Египет в Туркменистане.

Наряду с этим проведено 13 встреч с представителями парламентов зарубежных государств и иностранных представительств в Туркменистане, в ходе которых обсуждены вопросы двустороннего сотрудничества. Депутаты и специалисты Меджлиса приняли участие в 51 семинаре, организованном международными организациями совместно с профильными министерствами и ведомствами нашей страны. С целью изучения международной практики состоялось 13 служебных поездок отечественных парламентариев за рубеж.

Так, туркменская делегация принимала участие во Втором Азиатском форуме женщин и проведённом в его рамках заседании Диалога женщин-лидеров стран Центральной Азии и Азербайджана в Бухаре (Республика Узбекистан). Помимо этого, делегация Туркменистана участвовала в 60-м пленарном заседании Межпарламентской ассамблеи Содружества Независимых Государств и очередном заседании Совета МПА СНГ, которые состоялись в Санкт-Петербурге (Российская Федерация). В рамках командировок, нацеленных на продвижение политики миролюбия и гуманизма Отчизны посредством парламентской дипломатии, проведён ряд встреч.

Заслушав прозвучавшую информацию, Президент Сердар Бердымухамедов акцентировал внимание на важности продолжения деятельности по укреплению и совершенствованию законодательной базы страны.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.

Deputy-Chairman of the Cabinet Kh.Geldimyradov, who reported on the work implanted to develop the state budget of Turkmenistan for 2027, was the first to take the floor at the meeting.

As he reported, with a view of development of drafts of the state budget, the basic areas of social and economic development of the country and the investment program for the next year, the draft of the Resolution of the President of Turkmenistan «On development of the state budget of Turkmenistan for 2027» was prepared.

In the given draft, the procedure and concrete terms of preparation of corresponding estimations and data for development of the main financial plan of the country by ministries, sectoral departments and khyakimliks were defined. The state budget and financial and economic indicators for the forthcoming year will be prepared proceeding from the corresponding Program of the President of Turkmenistan, real possibilities and expected estimate indicators.

In the next year it is planned to take the measures aimed at maintenance of macroeconomic stability, rates of increase of GDP, stability of financial and monetary and credit systems, and dynamical development of branches of economy. In addition, further large-scale transformations will be also carried out, a considerable part of investments will be made in new manufactures, introduction of digital system and high technologies in branches will proceed. It is expected to give great attention to formation of favourable business environment, improvement of social standards of living of the population.

In this connection, the Deputy-Chairman of the Cabinet submitted the draft of the relevant document for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that productive work on social and economic development of the country is carried out. With a view of its continuation in the forthcoming year, the head of the state signed the Resolution «On development of the state budget of Turkmenistan for 2027» and gave the Deputy-Chairman of the Cabinet corresponding instructions.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to further modernize legislation of the country, was the first to take the floor at the meeting.

As she informed, the corresponding work is implemented with a view of preparation of bills of legal acts answering to realities of time. In that connection, on April 11 of the current year, the twelfth session of the seventh convocation of the Mejlis, at which a number of drafts of advanced laws in force, the rights concerning protection, freedom and legitimate interests of the individual, industrial safety of dangerous industrial objects, accounting and financial reporting, fishery and preservation of water biological resources, licensing of separate kinds of activity, highways and road activity, migration were discussed and adopted, was held.

At present, proposals arriving from ministries and sectoral departments are analysed and on their basis, the bills concerning various spheres of economic, political and cultural life are developed.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity for the January-March period of 2026, was the first to take the floor at the meeting.

In this connection, she informed that at present, working groups prepare the bills aimed at realisation of the rights and legal interests of citizens, maintenance of industrial safety of dangerous industrial objects, perfection of accounting and financial reporting in enterprises, establishments and organisations, development of entrepreneurship activity, preservation of the environment and water biological resources, increase of the work of migration and customs services as well as other legal acts concerning various spheres.

With a view of maintenance of a high level of the elections of members of the Khalk Maslakhaty in newly created etraps of velayats of the country as well as deputies who discontinued their membership of the Mejlis of Turkmenistan ahead of schedule, members of velayat, etrap and city Khalk Maslakhaty and Gengesh held on March 29 of the current year, national members of the parliament together with representatives of political parties, public associations took an active part in actions for explanation of significance of this important political action and electoral legislation and organizational and methodical aid.

In addition, the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Chad were received. During the considered period 8 meetings with representatives of parliaments of different countries, diplomatic missions accredited in Turkmenistan, in which priorities of bilateral cooperation were discussed, were held. Besides it, deputies and specialists of the Mejlis took part in 26 seminars on improvement of the legislative activity, held by corresponding ministries and sectoral departments of the country together international structures. With a view to explore the advanced experience, deputies made 5 business trips abroad.

In the specified period, the conference devoted to the inter-parliamentary dialogue on advancement of gender equality and strengthening of its legislative framework was also held. The forum was organised by the Mejlis of Turkmenistan together with the UN Population Fund. Online video meetings were held with women-members of the parliament of the National Assembly of the Islamic Republic of Pakistan and parliamentary groups of friendship created at the Mejlis of Turkmenistan and the State Great Khural of Mongolia were held.

Summing up the information, President Serdar Berdimuhamedov pointed out that an efficient work is carried out to strengthen the legal basis of the state. In that regard, the head of Turkmenistan emphasised the significance of modernisation of legislation of the country according to requirements of the time.

Along with it, with a view of development of mutually beneficial cooperation with foreign states and international organisations, members of the Mejlis participated in meetings and seminars held by structural divisions of the United Nations together with corresponding state institutions of our country.

Summing up the information, President Serdar Berdimuhamedov pointed out the importance of development of new bills answering to realities of time.
