Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system. A number of priority issues of public activity were put on the agenda.

The floor was first given to Chairwoman of the Mejlis D.Gulmanova, who informed about the activities ongoing to further improve the national legislative and legal framework in accordance with modern requirements.

The report included information that the Mejlis is currently working to prepare drafts of a new version of the Civil Code of Turkmenistan, and the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Pyragy”. Along with this, draft laws are prepared to amend and supplement the Sanitary Code of Turkmenistan, the Laws of Turkmenistan “On Physical Culture and Sports”, “On the State Scientific and Technical Policy”, and “On Seed Production”.

Consistent steps are taken to develop constructive cooperation with international organizations and strengthen inter-parliamentary ties. The credentials of the Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to Turkmenistan were accepted in the Mejlis. The deputies of the national Parliament participated in a training seminar and a meeting held by the Organization for Security and Cooperation in Europe and the United States Agency for International Development jointly with the relevant government institutions of our country.

People’s deputies also speak at events and in the media in order to explain to the public the key directions of Turkmenistan’s state policy, the socio-economic transformations ongoing in the Homeland, the essence and content of the Laws adopted, and the significance of the creative heritage of Magtymguly Pyragy.

President Serdar Berdimuhamedov focused on the need to carry out effective work to further update the country’s legislative system and prepare new draft laws.

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to review a number of priority issues of public life.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the work to bring the national legislative framework in line with the realities of the time.

In this regard, information was given that working commissions are preparing draft laws regulating civil and legal relations, as well as those related to the protection, study and popularization in the world of the creative heritage of Magtymguly Pyragy. Along with this, amendments and addenda are made in legislative instruments in accordance with the requirements of the time, aimed at updating sanitary activities, developing physical education and sports, agricultural crop seeds production, and improving the work of the country’s scientific institutions.

A seminar on modern methods and principles of legislative activity was organized during the period under review for students of the Academy of Civil Service under the President of Turkmenistan with the participation of deputies of the Mejlis.

A separate issue of the report was the practical steps taken to strengthen contacts with international organizations and parliaments of foreign countries. As part of this work, a representative of the Mejlis participated in the International Conference of Parliamentarians held by the United Nations Population Fund in Oslo, the Kingdom of Norway.

In addition, deputies took part in forums and meetings organized by relevant ministries and sectoral departments of the country jointly with UN bodies and other authoritative international agencies.

As was reported, people’s representatives appear at events and in the media in order to explain to the population the priorities of the state policy, the importance of international initiatives that are supported by the world community, as well as the socio-economic transformations ongoing, and legal instruments adopted.

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to review topical issues of socio-economic development of the country.

Chairwoman of the Mejlis D.Gulmanova was first to speak, who informed about the progress of improving the national legal framework.

As was reported, the working commissions are currently working to draft a new version of the Civil Code of Turkmenistan, the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Pyragy”, and necessary amendments and addenda are made to the Laws of Turkmenistan “On Physical Culture and Sports” and “On Seed Production”.

Information was provided on the measures being taken in order to further strengthen fruitful contacts with parliaments of foreign countries and international organizations. In particular, credentials were received on the instructions of President Serdar Berdimuhamedov from the Ambassador Extraordinary and Plenipotentiary of the Republic of Slovenia to Turkmenistan.

Along with this, meetings were held with the Ambassador Extraordinary and Plenipotentiary of the Russian Federation, members of the delegation headed by the Speaker of the Parliament of Georgia, the Vice-President of the OSCE Parliamentary Assembly and the Special Representative for Central Asia of this organization, during which issues of expanding bilateral cooperation were discussed, as well as the possibility of stepping up cooperation between inter-parliamentary friendship groups.

The report included information that during the official visit of the National Leader of the Turkmen people to the Republic of Tajikistan, the Mejlis deputies discussed with their colleagues the prospects for partnership between the relevant committees of the parliaments of the two friendly states and exchanged experience in improving legislative activities through the Turkmen-Tajik Friendship Group.

The report also covered the participation of people’s deputies in events to explain to the general public the key aspects of the current domestic and foreign policy, the goals of the adopted legal instruments, as well as the importance of a healthy lifestyle.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a meeting of the Cabinet of Ministers using the digital system, at which reports from deputy prime ministers were heard and the results of work done in the first quarter of this year were summed up.

Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the activities of the National Parliament over the past three months to improve the country’s legislation.

As was reported, during the period under review, 9 Laws of Turkmenistan and 8 Resolutions of the Mejlis were adopted. These include new legislative regulations “On instituting the anniversary medal “Magtymguly Pyragynyň 300 ýyllygyna”, as well as on energy saving and energy efficiency, hydrometeorological activities, ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international motor transport link. At the same time, a number of legal documents have been improved. Currently, working commissions are preparing draft laws aimed at regulating public relations in various fields.

As part of the development of international and inter-parliamentary relations, 11 meetings have been held since the beginning of the year, including the acceptance of credentials from 4 Ambassadors Extraordinary and Plenipotentiary accredited to Turkmenistan. Along with this, the reported included information that deputies and employees of the National Parliament participated in 25 seminars held jointly with international organizations on the issues related to updating lawmaking and promoting the implementation of government programs. Representatives of the Mejlis were on 7 working trips.

During the period under review, the first meeting “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue” was held with the participation of the parliament heads from the countries parties to the Group of Friends of Neutrality.

At the same time, the report covered the participation of people’s representatives in various events to explain to the general public the key aspects of the state policy, the successes being achieved in the country, the importance of the initiatives put forward by the President of Turkmenistan, as well as the goals of the adopted legal regulations.

In this context, information covered meetings held with the leaders and members of the Turkmenistan-Austria and Turkmenistan-Cyprus parliamentary friendship groups, during which issues of improving the performance of these organizations and prospects for further development of cooperation between the relevant committees were discussed. Along with this, deputies of the Mejlis participated in an event on the development of a “Memorandum on the rules of foreign trade in Turkmenistan”, organized by representatives of the relevant ministries of our country jointly with consultants from the Asian Development Bank and employees of the World Trade Organization.

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to review priority issues of state activity.

Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the work ongoing to improve the national legal framework.

As was reported, currently the Working Groups, together with representatives of ministries and sectoral departments, are preparing draft laws “On Energy Saving and Efficient Energy Use”, “On Hydrometeorological Activities in Turkmenistan”, on amendments and addenda to the Family and Civil Procedure Codes, the Land Code and the Law of Turkmenistan “On Veterinary Business”. Work is also carried out to provide legislative support to international initiatives of the President of Turkmenistan.

The report included information on specific measures being taken to build up partnerships with reputable international organizations and parliaments of foreign countries. In this regard, the report highlighted a meeting with the OSCE Secretary General, during which issues of further development of inter-parliamentary relations and cooperation in law making were discussed. Along with this, Mejlis deputies took participation in a seminar organized by the OSCE Center in Ashgabat and the Regional Center for Asia of the Food and Agriculture Organization of the United Nations jointly with the relevant institutions of Turkmenistan, and in the 18th Conference of the Parliamentary Union of the Organization of Islamic Cooperation.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to sum up the results of work done in economic sectors over two months of 2024, to hear relevant reports, and to discuss priority objectives for of the country’s socio-economic development.

Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the results of work done in January-February of the current year.

During the period under review, the Law of Turkmenistan “On establishing the anniversary medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna” was adopted. Currently, the Working Commission, jointly with representatives of ministries and sectoral departments, is preparing bills on civil law relations, as well as on energy saving and efficient energy use, and hydrometeorological activities. At the same time, the introduction of new regulations into the Family and Civil Procedure Codes continued. In accordance with the present-day requirements, draft laws are developed relating to seed production of agricultural crops and improving the social and living standards of the people.

As was reported, the long-term guidance for legislative activities was the “Plan for activities and measures in the major areas of activity of the Khalk Maslakhaty to be carried out this year jointly with the Mejlis of the country, ministries, sectoral departments and public associations for the purposes of implementing the “Program of Socio-Economic Development of Turkmenistan and Investments in 2024” approved at a meeting of the Khalk Maslakhaty Presidium.

Information was provided on practical steps being taken to strengthen effective relations with parliaments of foreign countries and international organizations. In this regard, it was reported that 6 meetings were held during the period under review. Along with this, deputies attended 18 seminars on improving legislative activity, organized by the relevant institutions of our country jointly with reputable international organizations.

In order to study advanced experiences, parliamentarians made 5 official trips abroad, in particular, the delegation of Turkmenistan visited the city of Tokyo (Japan). 

The first meeting “The Role of Parliamentary Collaboration in Strengthening Peace and Dialogue” was held in a hybrid form with the participation of the parliament heads of the Group of Friends of Neutrality member countries.

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to consider the results of work in sectors of the national economy in January this year, as well as some topical issues of state activity.

The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the results of work done over the first month of this year.

As was reported, since the beginning of the year, draft laws have been prepared intended to update the civil law relations in accordance with world practice, as well as those related to issues of energy saving and efficient consumption, and hydrometeorological activities. At the same time, work was continued to introduce new regulations into the Family and Civil Procedure Codes in order to strengthen and preserve family ties and values, and improve the judicial review of cases on these issues. The provisions of a number of existing laws are brought into line with the requirements of the time.

In addition, practical steps are taken to increase cooperation with the parliaments of foreign countries and international organizations. Thus, during the indicated period, 4 meetings were held, including on the instructions of the President of Turkmenistan, and a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to our country.

Along with this, the Mejlis deputies took participation in 7 seminars on improving legislative activity and promoting the implementation of government programs, organized by the relevant institutions of our country jointly with UN bodies and other authoritative international organizations.

The report also covered the participation of the Mejlis deputies in events to explain to the general public the main aspects of the domestic and foreign policy of the independent Homeland, the national legislation, the socio-political significance of the motto of 2024, and to popularize the literary heritage of outstanding Turkmen poet Magtymguly Fragi.

Summing up the information presented, President Serdar Berdimuhamedov noted that work must be further carried on to improve the country’s legislation in accordance with the requirements of the time. New legal regulations must contribute to progressive development of Turkmenistan, the successful implementation of adopted programs and the consistent improvement of living conditions of the people, the head of state said.
