Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which the work carried out in the country for three months of the current year, was summed up.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity for the January-March period of 2026, was the first to take the floor at the meeting.

In this connection, she informed that at present, working groups prepare the bills aimed at realisation of the rights and legal interests of citizens, maintenance of industrial safety of dangerous industrial objects, perfection of accounting and financial reporting in enterprises, establishments and organisations, development of entrepreneurship activity, preservation of the environment and water biological resources, increase of the work of migration and customs services as well as other legal acts concerning various spheres.

With a view of maintenance of a high level of the elections of members of the Khalk Maslakhaty in newly created etraps of velayats of the country as well as deputies who discontinued their membership of the Mejlis of Turkmenistan ahead of schedule, members of velayat, etrap and city Khalk Maslakhaty and Gengesh held on March 29 of the current year, national members of the parliament together with representatives of political parties, public associations took an active part in actions for explanation of significance of this important political action and electoral legislation and organizational and methodical aid.

In addition, the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Chad were received. During the considered period 8 meetings with representatives of parliaments of different countries, diplomatic missions accredited in Turkmenistan, in which priorities of bilateral cooperation were discussed, were held. Besides it, deputies and specialists of the Mejlis took part in 26 seminars on improvement of the legislative activity, held by corresponding ministries and sectoral departments of the country together international structures. With a view to explore the advanced experience, deputies made 5 business trips abroad.

In the specified period, the conference devoted to the inter-parliamentary dialogue on advancement of gender equality and strengthening of its legislative framework was also held. The forum was organised by the Mejlis of Turkmenistan together with the UN Population Fund. Online video meetings were held with women-members of the parliament of the National Assembly of the Islamic Republic of Pakistan and parliamentary groups of friendship created at the Mejlis of Turkmenistan and the State Great Khural of Mongolia were held.

Summing up the information, President Serdar Berdimuhamedov pointed out that an efficient work is carried out to strengthen the legal basis of the state. In that regard, the head of Turkmenistan emphasised the significance of modernisation of legislation of the country according to requirements of the time.

As she informed, at present, on the basis of proposals arriving from ministries and sectoral departments to working groups of the parliament, proceeding from international practice and provisions of the Constitution of Turkmenistan, amendments and additions are made to the Code of administrative offences, Customs Code, Laws «On industrial safety of dangerous industrial objects», «On accounting and financial reporting», «On modification of some legal acts of Turkmenistan», «On fishery and preservation of water biological resources», «On migration».

Along with it, with a view of development of mutually beneficial cooperation with foreign states and international organisations, members of the Mejlis participated in meetings and seminars held by structural divisions of the United Nations together with corresponding state institutions of our country.

Summing up the information, President Serdar Berdimuhamedov pointed out the importance of development of new bills answering to realities of time.

Сегодня Президент Сердар Бердымухамедов по цифровой системе провёл очередное заседание Кабинета Министров, на котором был рассмотрен ряд вопросов государственной жизни.

Первой выступила Председатель Меджлиса Д.Гулманова, проинформировавшая о ведущейся работе по дальнейшей модернизации законодательства страны.

Как сообщалось, в настоящее время в национальном парламенте вносятся изменения и дополнения в действующие законы, связанные с защитой прав и свобод человека, совершенствованием бухгалтерского учёта и финансовой отчётности в учреждениях, организациях и на предприятиях, повышением безопасности производственных объектов, охраной рыболовства и сохранением водных биологических ресурсов, регулированием отношений, возникающих при лицензировании отдельных видов деятельности, повышением результативности работы миграционной и таможенной служб.

Наряду с этим в Меджлисе состоялась встреча с Региональным директором Международной организации труда для стран Европы и Центральной Азии. Представители парламента принимали участие в семинарах и встречах, организованных соответствующими госучреждениями страны совместно со структурными подразделениями Организации Объединённых Наций.

Резюмируя информацию, Президент Сердар Бердымухамедов отметил важность проведения и в дальнейшем работы по совершенствованию в соответствии с реалиями времени законодательства страны.

В частности, сообщалось, что в настоящее время в соответствии с требованиями времени вносятся изменения и дополнения в действующие законы, связанные с обеспечением защиты прав и свобод человека, лицензированием отдельных видов деятельности, миграцией, охраной окружающей среды, а также в ряд других правовых актов.

Наряду с этим прозвучала информация о прошедшей 7 марта текущего года в Центре общественных организаций церемонии чествования женщин, удостоенных почётного звания «Ene mähri», организованных 7–8 марта в велаятах, городах Ашхабад и Аркадаг торжествах по случаю вручения некоторым женщинам – обладательницам почётного звания «Ene mähri» ключей от современных квартир. Как отмечалось, участницы мероприятий от имени всех женщин страны выразили глубокую признательность Президенту Туркменистана и Национальному Лидеру туркменского народа, Председателю Халк Маслахаты Герою-Аркадагу за реализуемые в Туркменистане масштабные преобразования, создаваемые условия для счастливой жизни и плодотворной деятельности.

Кроме того, сообщалось, что в рассматриваемый период состоялась встреча с руководителем Регионального представительства Управления Верховного Комиссара ООН по правам человека по Центральной Азии. Также прошла видеоконференция с женщинами-парламентариями Национальной Ассамблеи Исламской Республики Пакистан, на которой были обсуждены вопросы совершенствования законотворческой деятельности.

Представители Меджлиса совершили служебные поездки в Брюссель (Королевство Бельгия) и приняли участие в 9-й парламентской встрече между Меджлисом Туркменистана и Европейским парламентом. Вместе с тем в ходе прошедших встреч парламентских групп дружбы Туркменистана и Бельгии был дан обзор осуществ­ляемой нашей страной деятельности в политико-экономическом, культурно-гуманитарном направлениях, в области национального законодательства и состоялся обмен опытом в парламентской сфере.

Резюмируя информацию, Президент Сердар Бердымухамедов сделал акцент на важности продолжения работы по подготовке новых законопроектов, отвечающих реалиям времени.

In that connection, she informed that the work on introduction of amendments and additions to the Code of administrative violations, Criminal Code, Code of criminal procedure, Laws “On migration”, “On fishery and preservation of water biological resources”, “On licensing separate kinds of activity”, “On accounting and financial reporting” as well as a number of other legal acts according to realities of the time proceeds.

For maintenance of a high level of elections of members of the Khalk Maslakhaty in newly established etraps of velayats of the country as well as election of new candidates in place of deputies who ahead of schedule left the Mejlis of Turkmenistan, members of velayat, etrap and city Khalk Maslakhaty and Gengesh of electoral districts planned for March 29 of the current year, an organizational-methodical help is provided for explanation of significance of the forthcoming political action and electoral legislation.

In addition, during the considered period, credentials from the Extraordinary and Plenipotentiary Ambassadors of Republics of Chad and Indonesia in Turkmenistan were received.

In addition, the head of parliament informed on preparation for events on the occasion of International Women’s Day in Ashgabat and Arkadag cities. In particular, she informed on the work carried out to hold ceremonies in honour of mothers, who given birth and have brought up eight and more children and who have been awarded the Honorary title of Turkmenistan «Ene mähri», and their presentation with keys to new apartments at a high level.

Как сообщалось, в настоящее время на основе поступающих от министерств и отраслевых ведомств предложений, изучения международного и национального опыта вносятся изменения и дополнения в Уголовный, Уголовно-процессуальный кодексы, Кодекс об административных правонарушениях, в законы, связанные с повышением эффективности миграционной политики, рыболовством и сохранением водных биологических ресурсов, а также в некоторые другие действующие правовые акты.

Наряду с этим приняты верительные грамоты от вновь назначенного Чрезвычайного и Полномочного Посла Республики Индонезия в Туркменистане. В рамках развития взаимовыгодного сотрудничества с зарубежными государствами и международными организа­циями члены Меджлиса приняли участие в рабочих встречах, организованных структурными подразделениями ООН совместно с соответствующими госучреждениями страны. Кроме того, представитель национального парламента побывал в служебной поездке в городе Туркестан (Республика Казахстан) для участия в семинаре Фонда народонаселения ООН.

Резюмируя информацию, глава государства Сердар Бердымухамедов отметил, что с целью дальнейшего развития страны следует продолжить совершенствование национального законодательства в соответствии с требованиями времени.

In addition, deputies and specialists of the Mejlis took part in six seminars on improving legislative activity, organized by relevant ministries and sectoral departments of the country jointly with international organizations.

Summarizing the information, President Serdar Berdimuhamedov emphasized the need to continue work on strengthening the national legal framework and modernizing legislation in line with the requirements of the times.
