В данной связи сообщалось о разработке в соответствии с положения­ми Конституции Туркменистана и общепринятыми нормами международного права проектов новой редакции Гражданского кодекса, Закона «О культурном наследии Махтумкули Фраги», а также о внесении изменений и дополнений в ряд действующих законов.

Вместе с тем прозвучала информация о предпринимаемых шагах в целях углубления межпарламентских связей и взаимодействия с международными организациями. В частности, в ходе состоявшейся встречи с делегацией во главе с заместителем Председателя Всекитайского комитета Народного политического консультативного совета КНР обсуждены перспективы развития двустороннего сотрудничества на уровне парламентов.

Наряду с этим сообщалось, что представители Меджлиса стали делегатами прошедшего в Самарканде (Республика Узбекистан) Азиатского форума женщин, посвящённого вопросам расширения прав и возможностей женщин в странах Центральной Азии, международной Парламентской встречи в рамках 10-го Всемирного водного саммита, состоявшегося в городе Бали (Респуб­лика Индонезия), а также в составе делегации Туркменистана совершили паломничество к находящимся на территории Ирана могилам Махтумкули Фраги и Довлетмаммета Азади.

В рассматриваемый период нацио­нальным парламентом совместно с Халк Маслахаты и соответствующими госорганами и общественными организациями проведена научно-практическая конференция «Pähim-paýhas ummany Magtymguly Pyragy» ýyly: Türkmenistanyň Konstitusiýasy we Döwlet baýdagy kämil hukuk ulgamynyň we täze eýýamyň belent maksatlaryny durmuşa geçirmegiň mizemez esaslary».

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов сделал акцент на важности дальнейшего совершенствования правовой системы страны. Вместе с тем отмечалась необходимость проведения эффективной работы по подготовке новых законопроектов, призванных значительно укрепить экономику нашей Отчизны и улучшить уровень жизни народа.

The first speaker was the Chairwoman of the Mejlis D.Gulmanova, who informed about the ongoing legislative activities aimed at legal support for various spheres of public life.

In particular, it was reported that, in accordance with the requirements of the time, drafts of a number of legislative acts regulating activities are being developed in the field of ensuring the sanitary and epidemiological well-being of the population, physical culture and sports, state scientific and technical policy, seed production, etc. A legislative draft on the cultural heritage of Magtymguly Fragi is also being developed.

In addition, information was provided on measures being taken to expand contacts with parliaments of various states and cooperation with international organizations. In particular, during the meeting with the delegation led by the chairman of the Japanese-Turkmen inter-parliamentary friendship group, a member of the House of Representatives of the Japanese Parliament, issues of further development of bilateral interaction were discussed. Along with this, a video conference was held between members of the parliamentary friendship group between the Mejlis of Turkmenistan and the Federal National Council of the United Arab Emirates.

People’s representatives also take part in seminars on improving legislative activities held by international organizations jointly with specialized structures of our country, as well as in various events to explain the population the historical significance of the transformations being implemented in the country under the leadership of the President of Turkmenistan, and the laws being adopted. At the same time, national parliamentarians participate in meetings and forums dedicated to the Day of the Constitution and the State Flag of Turkmenistan.

Summarizing the information, head of state Serdar Berdimuhamedov focused on the need to continue work on adopting new legal acts and improving laws. At the same time, it was noted the importance of further developing relations with authoritative international organizations and parliaments of foreign countries.

At the same time, information was provided on practical steps being taken to strengthen inter-parliamentary contacts and expand cooperation with international organizations. Thus, during the meeting with the Ambassador Extraordinary and Plenipotentiary of Japan to Turkmenistan, issues of further development of bilateral cooperation were discussed.

Along with this, deputies of the Mejlis take part in various events to explain the population the goals of domestic and foreign policy, adopted legislative acts, and the historical significance of the transformations being implemented in the country.

Summarizing the information, President Serdar Berdimuhamedov noted the importance of strengthening the legal foundations of the ongoing activities on further improving the social and living standards of the people. In this regard, the need to continue consistently to improve national legislation in accordance with international law was emphasized.

During the period under consideration, 9 Laws of Turkmenistan and 11 resolutions of the Mejlis were adopted. Among new legal acts - Laws of Turkmenistan «On institution of the anniversary medal of Turkmenistan «Magtymguly Pyragynyň 300 ýyllygyna», «On energy saving and efficient use of energy», «On hydrometeorological activity», «On ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international road transport». In addition to it, respective amendments and additions were made to a number of laws of the country.

At present, together with representatives of ministries and sectoral departments preparation of the bills aimed at regulation of protection of the rights and legitimate interests of citizens as well as the work carried out for careful preservation of cultural heritage, development of economy and agriculture, further improvement of standard of living of population are carried out.

Under the specified period for students of the Academy of Civil Service under the President of Turkmenistan with participation of deputies of the Mejlis, the seminar on modern methods and principles of legislative activity was organized.

At the instructions of the head of the state, credentials of credentials from the Ambassadors Extraordinary and Plenipotentiary of a number of foreign states were received. Within the strengthening of productive relations with foreign parliaments and international organisations for the given period 13 meetings were held. Besides it, deputies took part in more than 30 seminars concerning improvement of legislative activity, organised together with authoritative structures. With a view of exploration of advanced experience business trips of national members of the parliament were organized abroad.

The information on participation of deputies of the Mejlis in actions for explanation of goals of the state policy, successes reached in the country and purposes of adopted legal acts to the wide public was also delivered.

Summing up the information, President Serdar Berdimuhamedov noted that it is necessary to give particular attention to development of the bills connected with protection of legitimate interests of citizens, development of branches of economy, increase of social standard of living of people. At the same time, an emphasis was made on necessity of strengthening of partnership adjusted with foreign countries, along with consecutive expansion of inter-parliamentary relations.

The report included information that the Mejlis is currently working to prepare drafts of a new version of the Civil Code of Turkmenistan, and the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Pyragy”. Along with this, draft laws are prepared to amend and supplement the Sanitary Code of Turkmenistan, the Laws of Turkmenistan “On Physical Culture and Sports”, “On the State Scientific and Technical Policy”, and “On Seed Production”.

Consistent steps are taken to develop constructive cooperation with international organizations and strengthen inter-parliamentary ties. The credentials of the Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to Turkmenistan were accepted in the Mejlis. The deputies of the national Parliament participated in a training seminar and a meeting held by the Organization for Security and Cooperation in Europe and the United States Agency for International Development jointly with the relevant government institutions of our country.

People’s deputies also speak at events and in the media in order to explain to the public the key directions of Turkmenistan’s state policy, the socio-economic transformations ongoing in the Homeland, the essence and content of the Laws adopted, and the significance of the creative heritage of Magtymguly Pyragy.

Along with this, amendments and addenda are made in legislative instruments in accordance with the requirements of the time, aimed at updating sanitary activities, developing physical education and sports, agricultural crop seeds production, and improving the work of the country’s scientific institutions.

A seminar on modern methods and principles of legislative activity was organized during the period under review for students of the Academy of Civil Service under the President of Turkmenistan with the participation of deputies of the Mejlis.

A separate issue of the report was the practical steps taken to strengthen contacts with international organizations and parliaments of foreign countries. As part of this work, a representative of the Mejlis participated in the International Conference of Parliamentarians held by the United Nations Population Fund in Oslo, the Kingdom of Norway.

In addition, deputies took part in forums and meetings organized by relevant ministries and sectoral departments of the country jointly with UN bodies and other authoritative international agencies.

As was reported, people’s representatives appear at events and in the media in order to explain to the population the priorities of the state policy, the importance of international initiatives that are supported by the world community, as well as the socio-economic transformations ongoing, and legal instruments adopted.

Summing up the information, President Serdar Berdimuhamedov focused on the need for further updating the national legislative system in accordance with the requirements of the modern time. Along with this, the importance of the consistent development of inter-parliamentary relations established with foreign countries was highlighted.

As was reported, the working commissions are currently working to draft a new version of the Civil Code of Turkmenistan, the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Pyragy”, and necessary amendments and addenda are made to the Laws of Turkmenistan “On Physical Culture and Sports” and “On Seed Production”.

Information was provided on the measures being taken in order to further strengthen fruitful contacts with parliaments of foreign countries and international organizations. In particular, credentials were received on the instructions of President Serdar Berdimuhamedov from the Ambassador Extraordinary and Plenipotentiary of the Republic of Slovenia to Turkmenistan.

Along with this, meetings were held with the Ambassador Extraordinary and Plenipotentiary of the Russian Federation, members of the delegation headed by the Speaker of the Parliament of Georgia, the Vice-President of the OSCE Parliamentary Assembly and the Special Representative for Central Asia of this organization, during which issues of expanding bilateral cooperation were discussed, as well as the possibility of stepping up cooperation between inter-parliamentary friendship groups.

The report included information that during the official visit of the National Leader of the Turkmen people to the Republic of Tajikistan, the Mejlis deputies discussed with their colleagues the prospects for partnership between the relevant committees of the parliaments of the two friendly states and exchanged experience in improving legislative activities through the Turkmen-Tajik Friendship Group.

The report also covered the participation of people’s deputies in events to explain to the general public the key aspects of the current domestic and foreign policy, the goals of the adopted legal instruments, as well as the importance of a healthy lifestyle.

President Serdar Berdimuhamedov specified that, in accordance with the requirements of the modern time, effective work must be continued to improve the national legal system.

Today, President Serdar Berdimuhamedov has held a meeting of the Cabinet of Ministers using the digital system, at which reports from deputy prime ministers were heard and the results of work done in the first quarter of this year were summed up.

Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the activities of the National Parliament over the past three months to improve the country’s legislation.

As was reported, during the period under review, 9 Laws of Turkmenistan and 8 Resolutions of the Mejlis were adopted. These include new legislative regulations “On instituting the anniversary medal “Magtymguly Pyragynyň 300 ýyllygyna”, as well as on energy saving and energy efficiency, hydrometeorological activities, ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international motor transport link. At the same time, a number of legal documents have been improved. Currently, working commissions are preparing draft laws aimed at regulating public relations in various fields.

As part of the development of international and inter-parliamentary relations, 11 meetings have been held since the beginning of the year, including the acceptance of credentials from 4 Ambassadors Extraordinary and Plenipotentiary accredited to Turkmenistan. Along with this, the reported included information that deputies and employees of the National Parliament participated in 25 seminars held jointly with international organizations on the issues related to updating lawmaking and promoting the implementation of government programs. Representatives of the Mejlis were on 7 working trips.

During the period under review, the first meeting “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue” was held with the participation of the parliament heads from the countries parties to the Group of Friends of Neutrality.

At the same time, the report covered the participation of people’s representatives in various events to explain to the general public the key aspects of the state policy, the successes being achieved in the country, the importance of the initiatives put forward by the President of Turkmenistan, as well as the goals of the adopted legal regulations.

Summing up the information, President Serdar Berdimuhamedov pointed out with satisfaction the effectiveness of work being carried out to strengthen and update the legislative framework of the state. During the period under review, appropriate amendments and addenda were made to some legal instruments, the head of state said, focusing on the importance of further improving the country’s legislation based on the present-day realities.

Along with this, the report was delivered on preparations for the regular session of the Mejlis, during which it is planned to review the draft Laws of Turkmenistan “On Energy Saving and Energy Efficiency”, “On Hydrometeorological Activities”, “On Ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on International Road Transport Link”, “On amendments to the Civil Procedural Code of Turkmenistan”, “On amendments to some legislative regulations of Turkmenistan”, “On amendments and addenda to the Family Code of Turkmenistan”, “On amendments to the Code of Turkmenistan “On Land”, “On introducing amendments and addenda to the Law of Turkmenistan “On Veterinary”.

The report included information on measures taken to expand bilateral relations with foreign countries and international organizations. In this regard, meetings were held with the Ambassadors Extraordinary and Plenipotentiary of the Republic of Panama and the Bolivarian Republic of Venezuela accredited to our country.

At the same time, people’s representatives are participating in activities to explain to the general public the key aspects of the policy being pursued, the transformations ongoing in the country, as well as the goals of the adopted legal regulations.
