Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Герой-Аркадаг в ходе своего дружественного визита в Китайскую Народную Республику, в беседе перед интервью с  ведущим китайского телеканала «CGTN» Хэ Яньке, обменялись мнениями о нынешнем состоянии и перспективных направлениях сотрудничества между двумя странами.

Сегодня глобально значимые инициативы, продвигаемые независимым нейтральным Туркменистаном, признаются Сообществом Наций. Так, авторитет нашей страны на международной арене неуклонно повышается, что привлекает внимание крупнейших мировых СМИ.

Как отмечалось, культурно-гуманитарные связи между Туркменистаном и КНР составляют основу международного сотрудничества двух стран. В этой связи журналист подчеркнул, что проявляет глубокий интерес к жизненному пути, творчеству и книгам Героя-Аркадага.

Затем ведущий «CGTN» Хэ Яньке попросил Героя-Аркадага сделать памятную запись в Книге почётных гостей телеканала.

Оставив памятную запись в Книге всемирно известного телеканала «CGTN», Герой-Аркадаг выразил уверенность, что отношения, установленные между двумя странами, будут и впредь всесторонне развиваться.

Затем состоялось интервью Героя-Аркадага ведущему китайского телеканала «CGTN».

– Уважаемый Национальный Лидер, благодарим Вас за уделённое время для интервью. Наш первый вопрос: как бы Вы охарактеризовали отношения между Туркменистаном и Китаем и в целом между туркменским и китайским народами? Как развивается это взаимодействие?

– Прежде чем ответить на ваш вопрос, хотел бы поблагодарить руководство телеканала «CGTN» за инициативу организации этого интервью. Ответы на вопросы престижного телеканала с многомиллионной аудиторией как в самом Китае, так и за его пределами будут способствовать укреп­лению отношений между двумя странами.

Это позволит лучше узнать современный Туркменистан, понять особенности его внутренней и внешней политики, наши государственные программы и приоритеты.

А теперь перейдём к вашему вопросу.

Для объективного представления отношений между Туркменистаном и Китаем, нашими народами, необходимо знать и понимать их историю.

Эти отношения никогда не разрывались: на протяжении веков формировалось уникальное географическое, политическое, экономическое и культурное пространство.

Здесь туркмены и китайцы жили в согласии и взаимодействовали. Они накопили опыт и сформировали свои обычаи и традиции, делились своими знаниями, умениями, духовными и материальными ценностями, что повысило уровень и обогатило содержание современных отношений между двумя странами и народами.

Поэтому вполне закономерны традиции дружбы, добрососедства и взаимного доверия между Туркменистаном и Китаем. И мы этим гордимся. В настоящее время наше взаимодействие, прошедшее испытание временем, основывается на совместном опыте – объективности и открытости.

В данном контексте считаю уместным упомянуть уникальный документ – «Клятвенный договор», который был подписан в 49 году до нашей эры между предками туркмен и народом Китая.

Само название «Клятвенный договор» указывает на то, что отношения между двумя народами основаны на нерушимых и священных принципах.

В настоящее время руководители Туркменистана и Китайской Народной Республики возрождают дух и традиции этого сотрудничества, опираясь на богатейшие исторические корни.

В обеих странах рассматривают историю межгосударственных отношений, насчитывающую тысячелетия, начиная с эпохи Великого Шёлкового пути. В этом заключается наша главная ценность, основа нашей дружбы и взаи­мовыгодного, равноправного сотрудничества.

– Как и в каких направлениях развивается туркмено-китайское партнёрство?

– Начнём с политико-дипломатического взаимодействия.

Китай одним из первых признал независимость Туркменистана. Он стал первым государством в мире, который установил дип­ломатические отношения с нашей страной 6 января 1992 года.

3 сентября 2013 года была подписана Совместная декларация об установлении отношений стратегического партнёрства между Туркменистаном и Китаем.

Подписанием в январе 2023 года «Совместного заявления Туркменистана и Китайской Народной Республики» наши страны подтвердили приверженность развитию всесторонних стратегических отношений. Эти документы свидетельствуют о том, что туркмено-китайское партнёрство вышло на высокий уровень межгосударственного сотрудничества.

Оба государства эффективно взаимодействуют на внешнеполитическом направлении. Сформированы подходы двусторонних дипломатических отношений и консультаций. В рамках крупных международных организаций, прежде всего Организации Объединённых Наций, налажена практика обоюдной поддержки, что демонстрирует взаимопонимание и применение эффективных методов взаимодействия по актуальным вопросам глобальной и региональной повестки дня.

Высоко ценю неизменную поддержку Китаем нейтралитета Туркменистана, наших международных инициатив и благодарю за это.

В свою очередь, Туркменистан всегда чётко формулирует свою позицию по важным для наших китайских друзей вопросам, в том числе касающимся территориальной целостности и неделимости Китайской Народной Республики.

Мы твёрдо поддерживаем политику «одного Китая» и подтверждаем, что Правительство Китайской Народной Республики является единственным законным Правительством, представляющим весь Китай.

Хочу также отметить эффективный характер сотрудничества с Китаем в многостороннем формате.

Туркменистан с уважением относится к деятельности Китайской Народной Республики в качестве одного из основателей Шанхайской организации сотрудничества.

Наша страна в качестве почётного гостя принимает участие в Саммитах Шанхайской организации сотрудничества. Также наращивается партнёрство в формате «Центральная Азия–Китай», созданном по инициативе наших стран.

На протяжении многих лет Китай является самым крупным торгово-экономическим партнёром Туркменистана. С 2007 года по сегодняшний день товарооборот между нашими странами вырос в двадцать раз.

Следует отметить стабильный характер товарооборота, который ежегодно достигает 9–10 миллиардов американских долларов.

Наше взаимодействие охватывает такие ключевые направления, как энергетика, транспорт, связь, высокие технологии, текстильный и агропромышленный комплексы и ряд других.

Накоплен уникальный опыт обоюдо­выгодного партнёрства в нефтегазовой отрасли. Имеются также перспективные разработки в области возобновляемой энергетики с учётом опыта и возможностей Китайской Народной Республики.

В сотрудничестве с Китаем высокими темпами развивается наш транспортный сектор. Приведу конкретные примеры: 90 процентов вагонов и локомотивов, эксплуатируемых на железных дорогах Туркменистана, произведены в Китае.

Помимо закупок китайских вагонов и тепловозов, осуществляется партнёрство в области развития транспортно-транзитных коридоров в направлении Восток–Запад.

В 2014 году сдана в эксплуатацию железнодорожная магистраль протяжённостью свыше 750 километров, проходящая через территории соседних стран и объединяющая Китай с Туркменистаном.

В последние годы значительно возросли закупки китайских автомобилей, в основном автобусов.

Уверен, в наших странах имеются все условия для объединения возможностей в целях развития торговых коммуникаций в Каспийском море, с выходом к терминалам в Персидском заливе и Индийском океане.

Хотел бы отметить, что всё это соответствует инициативе Китая «Один пояс, один путь» и стратегии Туркменистана «Возрождение Великого Шёлкового пути».

В условиях современности наличие объективных взаимных интересов позволяет Туркменистану и Китаю успешно развивать сотрудничество в контексте реализации крупных транспортных и логистических проектов.

Это призвано придать мощный импульс экономическому развитию Евразии, объединяя огромные пространства от Тихого до Атлантического океанов на современных принципах, формируя связанные между собой производственные и технологические циклы и промышленные пояса. Вместе с тем это будет способствовать решению многих социальных проблем, повышению качества жизни и благосостояния народов.

В агропромышленном комплексе турк­менские и китайские специалисты работают с отдельными сортами сельскохозяйственных культур, которые издавна выращиваются в Туркменистане.

Мы также готовы к тесной кооперации в области градостроительства и созданию современных систем «умных» городов. Китай признан мировым лидером в этой области.

В повестке дня сотрудничества – также высокие технологии, телекоммуникации и космонавтика.

– В числе ключевых направлений партнёрства Вы назвали энергетический сектор. Как ведётся работа в этой области?

– Топливно-энергетическая отрасль – стратегический вектор туркмено-китайского взаимодействия. И это понятно: наши государства располагают огромным потенциалом в данной сфере.

Как известно, в апреле 2006 года между Правительством Туркменистана и Правительством Китайской Народной Республики было подписано Генеральное соглашение о реализации проекта газопровода Туркменистан – Китай и поставках туркменского природного газа в Китайскую Народную Республику.

Газопровод был сдан в эксплуатацию 14 декабря 2009 года. Начиная с этого дня Туркменистан в соответствии с Соглашением ежегодно направляет в Китай около 40 миллиардов кубометров газа.

По состоянию на 1 марта 2026 года по газопроводу Туркменистан – Китай осуществлены поставки в Китай около 460 миллиардов кубометров природного газа. В настоящее время мы совместно работаем над увеличением объёмов экспорта газа до 65 миллиардов кубометров в год.

Подобная газовая стратегия отвечает долгосрочным интересам Туркменистана и Китая, соответствует тенденциям глобального экономического развития. При этом возрастает роль поставок энергоносителей. Это также демонстрирует развитие подлинных отношений сотрудничества, основанных на равенстве, возможностях и перспективах на будущее.

В конечном итоге этот трубопровод является реальным, практическим примером учёта интересов всех участников энергетических проектов – производителей, транзитёров и потребителей. Здесь уместно сделать акцент на близости позиций Туркменистана и Китайской Народной Республики по вопросам, касающимся надёжных и безопасных поставок энергоресурсов на мировые рынки.

Хотел бы отметить одно важное событие: китайская компания CNPC стала победителем международного тендера на освоение одного из крупнейших в мире газовых месторождений «Galkynyº», расположенного на юго-востоке Туркменистана. Данный проект призван обеспечить дополнительные поставки 10 миллиардов кубометров природного газа ежегодно.

Таким образом, мощная инфраструктурная сеть экспорта туркменских энергоресурсов в Китай совместно и последовательно развивается для обеспечения долгосрочных бесперебойных поставок. Особо хотелось бы отметить добросовестную работу наших китайских партнёров, которые на протяжении многих лет принимают участие в разработке газовых месторождений Туркменистана.

Китайские специалисты продолжат работу и будут расширять свою деятельность в нашей стране, что соответствует коренным интересам двух стран и целям энергетической стабильности и безопасности на Азиатском континенте.

– Как в целом Вы оцениваете перспективы и задачи туркмено-китайского межгосударственного сотрудничества?

– Его будущее очевидно, поскольку наши отношения развиваются последовательно и рассчитаны на десятилетия вперёд. Стороны понимают необходимость использования имеющегося огромного потенциала на благо наших народов и государств.

Исходя из этого, создаются соответствующие механизмы. Одним из них является образованный в 2008 году Туркмено-китайский комитет по сотрудничеству.

Его главная цель – обеспечение сотрудничества двух стран в таких ключевых направлениях, как безопасность, торговля, энергетика, наука и техника, культурно-гуманитарные связи.

В сфере безопасности это предполагает совместную борьбу с тремя угрозами – терроризмом, экстремизмом и сепаратизмом, а также с различными формами трансграничной преступности. В соответствии с подписанными двусторонними документами в настоящее время наши уполномоченные органы работают над обеспечением кибер- и биологической безопасности.

Туркменистан и Китайская Народная Республика являются деятельными и активными участниками в региональных делах.

В 2021 году по инициативе Туркменистана и при поддержке Китая был создан новый формат сотрудничества – встречи министров иностранных дел Афганистана и соседних стран. Туркменистан и Китай совместно вносят значительный вклад в его деятельность.

Цель данного формата заключается в достижении прочного мира, согласия в Афганистане и восстановлении этой страны – неотъемлемых элементов обеспечения и укрепления безопасности, экономического развития в Азии. Наряду с этим мы совместно работаем на ряде других многосторонних направлений в сфере безопасности.

Мы также должны реализовать меры, обозначенные главами наших государств, по наращиванию объёмов торговли и её диверсификации, повышению роли частного сектора в экономическом сотрудничестве.

Исключительную важность имеет и научно-технологическая кооперация. Туркменская и китайская стороны постоянно работают над решением этих задач.

– Какое место в стратегическом парт­нёрстве Туркменистана и Китайской Народной Республики отводится культурно-гуманитарным связям?

– Эти отношения занимают очень важную и определяющую роль, поскольку государственный строй, суверенитет и национальная идентичность Туркменистана и Китая базируются на глубоких исторических, духовных и культурных корнях. Выстраивая в современную эпоху межгосударственное сотрудничество, мы опираемся на наши связи, учитываем их и вдохновляемся ими.

Это важное преимущество, которое позволяет Туркменистану и Китаю ставить друг перед другом общие, чёткие цели и находить пути их достижения.

Вполне закономерно особое значение, придаваемое культурному, научно-образовательному взаимодействию, и оказание государственной поддержки в этом деле, что находит отражение в проведении в различных форматах взаимных Дней и Годов культуры, организации визитов и выступлений мастеров искусств, фестивалей и конференций. В настоящее время ведутся переговоры об открытии центров культуры Туркменистана в Китае и Китая – в Туркменистане.

Особо хочу отметить сотрудничество в области образования. В настоящее время более 10 тысяч граждан Туркменистана обучаются в образовательных учреждениях Китая.

В 9 высших учебных заведениях и 10 средних школах Туркменистана изучается китайский язык.

Со своей стороны, мы готовы оказать содействие в организации изучения туркменского языка в учебных заведениях Китайской Народной Республики и направить для этого учителей и специалистов.

Это – инвестиции в будущее нашего сотрудничества, яркий символ дружбы и взаимопонимания между туркменским и китайским народами.

По восточному календарю 2026 год – год огненной Лошади. В нашей стране нынешний год проходит под девизом «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов».

Я неспроста говорю об этом. Ведь кони, «небесные» скакуны – один из символов общего исторического наследия туркменского и китайского народов.

Как известно, что во II веке до нашей эры туркменский народ преподнёс в дар императору Китая своих «небесных» коней – легендарных ахалтекинских скакунов. Это стало важным дружественным дипломатическим шагом и событием стратегической значимости.

Имеется большой потенциал для того, чтобы коневодство стало важным направлением сотрудничества. Китайские коннозаводчики являются членами Международной ассоциации ахалтекинского коневодства. Президент этой Ассоциации – глава нашего государства. Мы приглашаем китайских коневодов на мероприятия, которые пройдут в Туркменистане в нынешнем году.

– Как Вы оцениваете текущую ситуацию в мире и какова роль Туркменистана и Китая в нынешних процессах?

– Нынешняя ситуация сложная. Однако, несмотря на это, я считаю, что есть возможности для её нормализации, урегулирования конфликта и перехода на путь цивилизованного диалога. Организация Объединённых Наций обладает необходимыми инструментами и потенциалом в этой области, которые следует применить.

Будучи нейтральным государством, Туркменистан не вмешивается в конфликты. В данной связи наша страна не приемлет применение силы в международных отношениях. Для нас это не только практически политический вопрос, но, прежде всего, вопрос морали. Поскольку войны, прежде всего, затрагивают людей, влияют на их судьбы, жизнь, мечты и надежды.

Во время войны можно потерять всё в один миг. Поэтому вместо того, чтобы сегодня удваивать усилия по ведению войны, мы должны приложить в десять раз больше сил, чтобы не допустить её. Здесь я хотел бы процитировать высказывание одного мудреца из прошлого – видного туркменского государственного деятеля средневековья Байрам хана Туркмена, который говорил: «Умение побеждать ничто по сравнению с искусством жить в мире и согласии».

Туркменистан и Китай твёрдо привержены миру, добрососедству и согласию. Наши страны совместно делают всё возможное для создания атмосферы доверия и взаимного уважения в мировой политике, что является ещё одной мощной фундаментальной силой, объединяющей наши братские народы и государства.

Однако, если отвечать на ваш вопрос не как политик, а как простой гражданин, то моё мнение такое: выпущенная стрела назад не возвращается. Она не различает, воин ты или солдат, обычный гражданин или ребёнок. К сожалению, она приводит только к жертвам. Если мы обратимся к истории, то можем увидеть, что в войне не бывает выигравших.

Подытоживая сказанное этими словами, хочу пожелать всему человечеству процветания, мира и счастливой жизни.

– Как давний друг, каким лидером Вы видите Председателя Си Цзиньпина?

– С Председателем Китайской Народной Республики нас связывает тёплая дружба. На протяжении многих лет мы установили политическое, экономическое, гуманитарное сотрудничество между нашими странами, реализовали масштабные совместные проекты, объединили усилия и возможности для достижения региональной и глобальной безопасности и устойчивого развития.

Отношения с Председателем Си всегда отличаются открытостью, взаимным доверием и прозрачностью.

Непоколебимая и решительная защита национальных интересов Китая, весьма ответственный подход к важнейшим международным вопросам снискали Си Цзиньпину уважение и почёт как лидера мирового уровня.

Под его руководством Китай добился значительных успехов во всех областях и строит программы на будущее. Это полностью подтверждают итоги и принятые решения недавних сессий Всекитайского собрания народных представителей и Всекитайского комитета Народного политического консультативного совета.

Пользуясь случаем, поздравляю китайский народ с этим важным событием.

Говоря о международной деятельности Председателя Си хотел бы отметить выдвинутые им четыре глобальные инициативы:

«Глобальная инициатива безопасности»;

«Глобальная цивилизационная инициатива»;

«Глобальная инициатива развития»;

«Инициатива глобального управления».

 Я рассматриваю данные инициативы в качестве стратегически значимых и важных условий для человечества.

Четыре инициативы Председателя Си согласуются с содержанием и стратегическому курсу таких глобальных инициатив Туркменистана, как «Мир через развитие», «Диалог – гарантия мира», которые открывают нашим странам наиболее эффективные условия и возможности для сотрудничества.

Считаю, что Си Цзиньпин в качестве лидера играет решающую роль в развитии великого Китайского государства, которое является значимой основой безопасности и устойчивого развития
в мире.

В этой связи в заключение хочу сказать, что если в Китае будет всё хорошо, то хорошо будет и во всём мире. Желаю уважаемому Си Цзиньпину – выдающейся личности, лидеру мирового уровня, крепкого здоровья, семейного благополучия, дальнейших успехов в государственной деятельности, а народу Китая – процветания. Праздник Ораза, который совершенствовался на протяжении веков, и его традиции передавались из поколения в поколение, торжественно провозглашает идеалы гуманизма и доброжелательности. Огромное значение этого праздника в эру Возрождения новой эпохи могущественного государства ощущается ещё более отчётливо, он продолжает обогащаться новым смыслом и содержанием. Ораза байрамы отведено особое место в деле воодушевления нашего народа на созидательный труд и новые успехи, особенно воспитания у молодёжи чувства гордости за наше великое прошлое и благородных идеалов.

В год широкого празднования славного 35-летия независимости нашего священного Отечества, в благословенный месяц физического и духовного очищения, следуя обязательным и важным канонам, соблюдался пост, читались тарава-намазы и возносились молитвы о спокойствии, благополучии и процветании страны и народа. В уверенно следующей вперёд, к новым высотам прогресса со стремительностью скакуна нашей родной Отчизне, в столице – городе Ашхабад, прекрасном городе Аркадаг, где гармонично сочетаются современные цифровые технологии, экологическое благополучие и национальное зодчество, а также в наших городах и сёлах, в которых кипит счастливая жизнь, Ораза байрамы встречается песенно-музыкальными торжествами. Руководствуясь благородными принципами, заложенными нашими мужественными предками и существующими в гармонии с реалиями времени, возносятся слова благодарности и молитвы о дальнейшем прославлении и приумножении авторитета нашего независимого, постоянно нейтрального государства в мире, о его благополучии. Это свидетельствует о том, что в году «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов» национальные принципы, торжества и праздники, традиции и обычаи, выступающие фундаментом патриотизма, гуманизма и государственности, обретают достойное продолжение, способствуя ещё большей сплочённости и ­воодушевлённости нашего общества.

В эру Возрождения новой эпохи могущественного государства, достойно продолжая принципы миролюбия, добрососедства и братства, мы проводим политику, отвечающую как интересам нашей страны, так и мирового сообщества. Today - March 19 - Today marks the fourth anniversary of the inauguration of the popularly elected President Serdar Berdimuhamedov, under whose leadership independent neutral Turkmenistan continues to follow confidently the course put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero Arkadag.

The presidential elections held on March 12, 2022 on a wide alternative basis, according to the current national legislation and conventional norms of international law, clearly attested to successful advancement of our country by the path of democratic transformations under circumstances of cohesion and unity of Turkmen people.

Turkmen nationals supported completely the initiative of Hero-Arkadag on promotion of young leaders possessing innovative creative thinking, advanced knowledge and wide erudition, capable to take a responsibility for the destiny of our native land.

Thus, the major political campaign, by the results of which, the candidate of Serdar Berdimuhamedov gained the overwhelming majority of votes, became really the epoch-making event, which opened a new stage in the life of our country and visually displayed a continuous link of times and continuity of generations.

According to article 68 of the Constitution of Turkmenistan, the President is the head of the state and an executive power, the higher official, who acts as guarantor of state independence and the status of permanent neutrality of Turkmenistan, its territorial integrity, observance of the Constitution, the rights and freedom of the individual and citizen, fulfilment of international obligations.

Speaking at the solemn ceremony of inauguration, which took place in the capital Rukhyet Palace on March 19, 2022, President Serdar Berdimuhamedov underlined that our native people showed a huge trust, which obliges him for self-denying work for prosperity and strengthening of the Turkmen state in interests of peace and safe life of compatriots and the happy future of descendants.

As was marked, in the Era of Revival of the new epoch of the powerful state, higher goals, pivotal of which - maintenance of stability and security, social and economic development of our fatherland, further increase of standards of living of our people, consolidation of peace and mutual trust on the planet were laid down.

Thus, it was especially underlined that in successful achievement of planned boundaries the head of the state counts, first of all, on his people, its unity, integrity, consciousness and courage.

«The Motherland is a Motherland only with the people! The state is a state only with the people!» , the principle proclaimed by President Serdar Berdimuhamedov defined an essence of the state policy, which possesses a strongly pronounced social orientation.

As known, the path to achievement of the target grandiose goals were underlined in the Program «Revival of the new epoch of the powerful state: the National program of social and economic development of Turkmenistan in 2022-2052», developed and adopted at the initiative of Hero-Arkadag, with whose name and activity impressing achievements of our country are inseparably linked.

Sovereign Turkmenistan, which successfully continues the policy of neutrality under the leadership of President Serdar Berdimuhamedov, as usual shows to the world its adherence to principles of peace-making, good neighbourhood and mutually beneficial cooperation.

The initiatives on solution of topical issues of the present time put forward within the framework of the United Nations Organization and other authoritative international structures, became a weighty contribution of our country to consolidation of peace and security on the planet, strengthening of mutual understanding, friendly and confidential relations, fruitful international cooperation for achievement of the global goals of sustainable development. Among these initiatives unanimously supported by the world community – adoption of the Resolution of the General Assembly of the United Nations on permanent neutrality of Turkmenistan for the third time and the Resolution on announcement of 2025 «International year of peace and trust».

Publication of the new book by President Serdar Berdimuhamedov «Neutrality of Turkmenistan - a bright path of peace and trust» became a gift to compatriots to the glorious date marked in the past year - to the 30th anniversary of permanent neutrality of our fatherland.

As the head of the Turkmen state invariably underlines, «we are open for all countries and nations of the world and aimed at development of trade and economic, cultural-humanitarian and scientific-educational relations».

Large-scale actions carried out in the past years, large international forums, tens of meetings and negotiations of the President of Turkmenistan with heads of foreign states and governments, heads of authoritative international organisations, top politicians and public figures testify to practical embodiment of these words.

The external and internal policy of any state are interconnected and are urged to create all conditions for steady all-around development of the country, realisation of the existing political, economic, resource and human potential.

So, being actively integrated with the system of world economy, relations, Turkmenistan counted on fundamental modernisation and the strengthening of competitiveness of national economy and accelerated development of its key economic branches, deep reorganisation of mechanism of management of economy, active introduction of digital technologies in all spheres of life.

Encouragement and support of the private sector, representatives of which successfully work in different branches, taking an active part in the projects promoting transformation of our country into the powerful and prospering power, is attached a great significance in formation of the national model of market economy.

Thanks to consecutive realisation of the adopted government programs of social and economic development of our fatherland for recent years, each of which was marked by powerful labour victories and achievements, the most remote corners of the country where industrial, social and cultural projects are regularly put into operation, changed beyond recognition.

The investments made in development of fuel and energy and construction-industrial complexes, transport-communication infrastructure, are considered as a basis for long-term economic growth and steady increase of standards of living of people, maintenance of its safe and happy life. Considerable means are annually allocated with the state for construction of systems of water, gas and power supply, treatment facilities and highways meeting high requirements of the present.

One of the main tasks defines maintenance of food abundance in the country. For these purposes, regular measures are taken to strengthen the material and technical basis of the agricultural branch, everything necessary is provided for productive work and improvement of social conditions of agriculturists. It directly promotes increase of volumes of yields of agricultural crops, import replacing and optimisation of processing sector.

Year after year modern manufactures on release of the competitive, non-polluting and high-quality production corresponding to international standards are created, volumes of its export steadily increase.

The stable growth of GDP, diversification of industries, import replacing and export oriented production created practically «from zero», realisation of large investment projects of international and regional importance became indicators of efficiency of cardinal reforms.

Speaking at the extended meeting of the Cabinet of Ministers, which took place on February 13 devoted to results of 2025, President Serdar Berdimuhamedov underlined that in the International year of peace and trust great successes were reached, the planned plans were fulfilled.

So, the high rate of development of economy was kept. GDP growth made up 6,3 percent, including in the industrial sector - 1,8 percent, sphere of trade - 9,6 percent, in agriculture - 7 percent. The volume of investments increased by 6 percent.

In 2025 at the expense of all sources of financing 116 industrial, social and cultural projects, 645 thousand square meters of housing were put in operation.

In his speech, the head of the state underlined that in 2026, it is planned to construct and put in operation apartment houses with a total area of more than 900 thousand square metres, general educational institutions for 3380 places, preschool centres for 1080 places.

All it once again confirms that the most important achievements lie in the social sphere. They consist in steady improvement of quality of life of people, strengthening of legal guarantees, and creation of opportunities for creative and intellectual self-realisation.

The care of people, its happy future dictates radical restructurings, which open new horizons of growth, advancement of our land into advanced positions, increase its international authority.

Along with development of key segments of national economy and hi-tech branches, which let out competitive production in the world market, considerable investments are made in «intellectual sphere» - science and education fields, which are deservedly recognised as engines of general progress.

As known, development of the highly educated, intellectually and physically developed younger generation, true patriots of our fatherland was and remains to be one of the strategic goals of state development.

In the Era of Revival of the new epoch of the powerful state, in Turkmenistan favourable conditions are created for education, development and personal growth of the youth, expansion of possibilities for maximum realisation of its intellectual, creative and spiritual potential, active participation in the political, social and economic and cultural life of the country.

According to requirements of the time, the national educational system is modernised, legislative and material and technical basis of the given sphere grow stronger. Consecutive measures are implemented to develop digital education that opens prospects for introduction and active use of interactive and remote methods of teaching. The great attention is given to the training of professional personnel, modernisation and technical equipment of the higher educational institutions. So, this year it is planned to open a new complex of buildings of the Turkmen state architecture and construction institute and Turkmen state teacher training institute named after Seyitnazar Seydi.

Public health services, culture and sports, which directly serve spiritual and physical perfection of Turkmen nationals act as all-important aspects of the state policy, which possesses accurately expressed social orientation.

Today, within the government program «Saglyk», a complex work is realized to protect public health, increase life expectancy, modernise the material and technical basis of the branch. So, in 2026, in the capital the International centre of Paediatrics, International scientific-clinical centre of oncology and Stomatology centre will be put into operation. In the sanatorium of Archman, a new complex for 400 beds will start to function.

Within the large-scale work aimed at strengthening public health, the special attention is given to creation of conditions for development of mass physical training and sports movement.

As a result of the complex strategy initiated by Hero-Arkadag and nowadays consistently realised by Arkadagly Hero Serdar, in the capital and regions of our fatherland large sports objects are put in operation, all conditions are created for practice of physical culture and various sports.

Having designated the strengthening of principles of healthy way of life as one of the priority areas of the state policy, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty and the President of the country regularly go in for sports and participate in the annual mass actions timed to World Health Day and World Bicycle Day as an inspiring example for compatriots.

Large-scale measures aimed at maintenance of ecological well-being, preservation of flora and fauna for future generations, enrichment of their biological variety, effective and sustainable use of natural resources, and transformation of our fertile land into a blossoming land are also taken at the state level.

The respect for the cultural wealth, centuries-old traditions and customs of our ancestors acts as an important factor in maintenance of political and social stability, cohesion and unity of the nation in the country. Among them - all-round care of motherhood and childhood protection, support of large families.

So, as a token of special respect for women-mothers as to the relic and keeper of the family hearth playing a defining role in education of the worthy generation, called to provide the happy future of our sovereign fatherland, in the beginning of March of this year President Serdar Berdimuhamedov signed the Decree on conferral of the honorary title «Ene mähri» on many compatriots.

By the developed noble tradition, within the celebrations on the occasion of International Women's Day on the instructions of the head of the state, ceremonies of celebration of mothers of many children and presentation of large families with keys to comfortable apartments took place.

Considering a powerful contribution of the Turkmen people to development of universal civilisation, an active work is implemented in the field of perfection of the sphere of national culture in the world, profound study, protection and popularisation of unique and original national heritage, and careful preservation and study of historical and cultural objects, restoration of monuments.

In this connection, a great significance is given to cooperation with specialized agency of the United Nations Organization on education, science and culture – UNESCO, the member of which our country has become since 1993. Long-term fruitful interaction with this establishment - the integral component of the strategic partnership of Turkmenistan and the United Nations.

The adjusted meaningful dialogue possesses a number successfully realised and ongoing joint projects. So, in October, 2023, the white marble coated Turkmen capital - Ashgabat was included in the network of creative cities of UNESCO in categories "Design", and in 2025 - in the Global Network of Learning Cities of UNESCO.

At present, due work is carried out to join the unique smart city of Arkadag the Global network of creative cities of UNESCO and its educational institutions - the Network of associated schools of the given structure of the United Nations Organization. It will promote exchange of experience in urbanism and strengthening of international cooperation in the education sphere.

It is necessary to note that the "smart" city of Arkadag was the first one in the Central Asian region to have been recognised as a new word in the world of city planning industry. Having received a special legal status on a legislative basis - cities of state significance, today it is an integral symbol of the Era of Revival of the new epoch of the powerful state.

The city, which bears the name of its founder, by right, was recognised as the standard of innovative town planning, being, in fact, a conglomerate of modern IT technologies and non-standard architectural decisions. Now, according to the adopted Concept of development of Arkadag city for 2024-2052, the second stage of this large-scale project is implemented at an accelerated rate.

The number of nominations presented by our country included in the List of the World Heritage and the Representative List of Intangible Cultural Heritage of Humanity of UNESCO steadily grows. One of the recent one - «The Art of Akhal-teke horse breeding and tradition of ornament of horses» and «Art of cultivation Turkmen alabai» that became a recognition of our national cultural values at global level.

In recent years, purposeful measures are realized to augment the international recognition of unique breeds of dog and horses, which are the national property, and fruits of centuries-old national selection.

The motto of this year «Independent neutral Turkmenistan - the homeland of purposeful winged racers», which inspires Turkmen nationals into self-denying work for prosperity of our fatherland, became a reflexion of special approach to the heritage of our ancestors.

Undoubtedly, all high goals laid down in the new historical epoch will be successfully reached. As long-term practice has shown, cohered and united in their aspirations the Turkmen people are capable to put into practice the most grandiose plans for the happy life of the present and future generations.

Сегодня Президент Сердар Бердымухамедов провёл рабочее совещание с участием заместителя Председателя Кабинета Министров Т.Атахаллыева и хякимов велаятов, на котором были рассмотрены вопросы, связанные с ходом работ в агропромышленном комплексе и в регионах страны.

Первому слово было представлено хякиму Ахалского велаята Т.Нурмырадову, доложившему о темпах сезонных сельскохозяйственных кампаний в регионе.

Как сообщалось, в настоящее время на засеянных пшеницей полях велаята осуществляются подкормка минеральными удобрениями и вегетационный полив.

В целях организованного начала сева хлопчатника проводятся выравнивание и боронование земель. Завершается подготовка семенного материала и сельскохозяйственной техники в помощь хлопкоробам.

Наряду с этим на полях, где высажен весенний картофель и овощебахчевые культуры, ведутся уход и полив в соответствии с агротехническими нормами.

В рамках продолжающейся работы по превращению страны в цветущий край принимаются необходимые меры для проведения на высоком уровне весенней озеленительной кампании, в том числе всенародной акции по посадке деревьев.

Кроме того, хяким доложил о подготовке в регионе к торжествам по случаю Национального праздника весны.

Резюмируя отчёт, глава государства отметил необходимость строгого соблюдения требований агротехники при проведении сельскохозяйственных работ, что способствует получению богатых урожаев сельхозкультур и повышению качества продукции. В этой связи хякиму было поручено держать под контролем данные вопросы.

Затем хяким Балканского велаята Х.Ашыр­мырадов доложил о ходе сезонных работ на полях региона.

Как сообщалось, в нынешнем году для получения богатого урожая пшеницы в велаяте проводятся сельхозмероприятия в соответствии с нормами агротехники, в частности, подкормка минеральными удобрениями и вегетационный полив.

В то же время продолжается работа по организации сева хлопчатника и проведению этой ответственной кампании на высоком уровне.

Сезонные мероприятия на полях велаята, засеянных картофелем и овощебахчевыми культурами, ведутся с соблюдением агротехнических требований.

В целях надлежащего проведения весенней озеленительной кампании в настоящее время предпринимаются шаги по подготовке мест для посадки деревьев. Хяким также отчитался о подготовке культурно-массовых мероприятий, которые пройдут в велаяте по случаю Национального праздника весны.

Заслушав отчёт, Президент Туркменистана сделал акцент на важности текущих агротехнических работ, поручив хякиму обеспечить их качественное и своевременное выполнение.

Затем хяким Дашогузского велаята Д.Бабаев доложил о ходе сезонных сельскохозяйственных кампаний в регионе.

Как сообщалось, в соответствии с задачами дальнейшего укрепления продовольственной безопасности страны в настоящее время на засеянных пшеницей полях региона проводятся работы по уходу с соблюдением норм агротехники.

На сельхозплощадях, отведённых под предстоящий сев хлопчатника, осуществляются выравнивание, боронование и полив почвы.

В то же время продолжается посадка картофеля и овощебахчевых культур.

Руководствуясь поручением Президента Туркменистана по превращению страны в цветущий край, в регионе ведётся подготовка к весенней озеленительной кампании и всенародной акции по посадке деревьев.

Хяким также отчитался о работе, проводимой в рамках подготовки к торжествам, которые пройдут в велаяте по случаю Национального праздника весны, широко отмечае­мого в Отчизне.

Заслушав отчёт, Президент Сердар Бердымухамедов отметил, что строгое соблюдение научно обоснованных норм и требований в сельскохозяйственном производстве является одним из главных условий получения высоких урожаев, и дал хякиму в этой связи соответствующие указания.

Затем хяким Лебапского велая­та Д.Генджиев отчитался о ходе текущих сезонных работ в регионе.

Сообщалось, что в целях успешного выполнения поставленных Президентом Туркменистана задач по выращиванию богатых урожаев сельскохозяйственных культур осуществляется уход за засеянными пшеницей полями, в частности, подкормка минеральными удобрениями и полив.

Наряду с этим принимаются необходимые меры по организации посевной хлопчатника и её проведению в установленные агротехнические сроки.

Уход за площадями, засеянными картофелем и овощебахчевыми культурами, ведётся с соблюдением норм агротехники.

В целях организации на надлежащем уровне весенней озеленительной кампании и всенародной акции по посадке деревьев в велаяте были определены для этого соответствующие площади и подготовлено достаточное количество саженцев.

Хяким также доложил о программе культурно-массовых мероприятий, запланированных в велаяте по случаю Национального праздника весны.

Заслушав отчёт, Президент Туркменистана отметил необходимость обеспечения скоординированной работы всех структур, задействованных в текущих сезонных сельскохозяйственных кампаниях, и адресовал в этой связи хякиму соответствующие поручения.

Далее хяким Марыйского велаята Д.Аннабердиев доложил о положении дел на полях региона.

Как сообщалось, в целях выполнения поручений главы государства по выращиванию в стране богатого урожая пшеницы, в настоящее время на площадях велаята, засеянных этой культурой, проводятся подпитка минеральными удобрениями и полив.

В рамках подготовки к севу хлопчатника осуществляются выравнивание и боронование земель, а также подготовка семян для производителей хлопка.

В соответствии с нормами агротехники продолжается уход за полями, где высажены картофель и овощебахчевые культуры.

В целях решения задач по превращению страны в цветущий край реализуются необходимые меры по подготовке участков и саженцев к весенней озеленительной кампании и всенародной акции по посадке деревьев. Кроме того, хяким доложил о подготовке в велаяте к торжествам, посвящённым Нацио­нальному празднику весны.

Резюмируя отчёт, Президент Туркменистана отметил важность проведения текущих сельскохозяйственных работ в регионе в соответствии с агротехническими нормами, дав соответствующие поручения хякиму.

В целях увеличения в стране производства овощей, картофеля и других сельхозкультур и обеспечения ими в изобилии населения продолжается посадка данных культур на полях регионов и уход за посевами.

Вице-премьер также доложил о подготовке к началу весенней озеленительной кампании и организации всенародной акции по высадке деревьев в целях защиты окружающей среды и обеспечения в стране экологического благополучия.

Заслушав отчёт, Президент Сердар Бердымухамедов отметил необходимость соблюдения норм агротехники при проведении сельскохозяйственных работ, что обеспечивает не только продовольственное изобилие в стране, но и способствует устойчивому развитию отрасли, и дал вице-премьеру ряд указаний.

Затем, обращаясь к участникам совещания, глава государства вновь подчеркнул важность сезонных сельскохозяйственных работ и поручил обеспечить в соответствии с агротехническими требованиями выравнивание, боронование полей, отведённых под сев хлопчатника, а также полив сельхозплощадей в Дашогузском велаяте. Следует принять все меры для своевременного и в полном объёме обес­печения производителей хлопка высококачественными семенами, подготовить к посевной сельскохозяйственную технику и агрегаты, осуществлять уход и подкормку полей минеральными удобрениями в регионах с соблюдением агротехнических сроков, а также уделять особое внимание вегетационному поливу, распорядился Президент Сердар Бердымухамедов.

Глава Туркменистана также дал указания обеспечить качественный уход за посевами овощебахчевых и картофеля, завершить посадку этих культур в Дашогузском велаяте в агротехнические сроки, осуществ­лять строгий контроль за своевременными расчётами между производителями пшеницы и хлопка и обслуживающими организациями и предприятиями за выполненную работу, должным образом подготовиться к весенней озеленительной кампании и всенародной акции по посадке деревьев и провести их на высоком уровне.

Президент страны также сделал акцент на приближающемся Нацио­нальном празднике весны – Новруз байрамы и поручил должным образом подготовить мероприятия, которые состоятся в велаятах по этому случаю.

В завершение рабочего совещания Президент Сердар Бердымухамедов пожелал его участникам крепкого здоровья, семейного благополучия и больших успехов в работе.

Today, at the Halk hakydasy Memorial Complex, located in a picturesque corner of the capital, Haji Arkadag and Arkadagly Haji Serdar held a sadaqah-agzachar. The event was attended by the country’s mufti, imams of all the velayats and the cities of Ashgabat and Arkadag, venerable elders, wise mothers, and numerous youth. This event, on the eve of the sacred Night of Omnipotence – Gadyr gijesi, was a continuation of the good deeds performed during the holy month of Oraza in the year “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Steeds”.

As is known, Hero-Arkadag recently noted that it would be appropriate to perform sadaqah-agzachar on the eve of the Night of Omnipotence – Gadyr gijesi of the holy month of Oraza – with the participation of respected elders, wise mothers, imams of the velayats, as well as representatives of the clergy and numerous youth.

This will be a clear demonstration of the veneration of the noble traditions and customs established by our ancestors throughout history. In this regard, today, Haji Arkadag and Arkadagly Haji Serdar performed a joint sadaqah-agzachar at the Halk hakydasy Memorial Complex.

President Serdar Berdimuhamedov and National Leader of the Turkmen People, Chairman of the Halk Maslahaty Hero-Arkadag arrived at the site of the sadaqah-agzachar to mark the onset of Gadyr gijesi of the holy month of Oraza.

As noted, holding sadaqah-agzachar on the eve of the Night of Almighty Power multiplies the blessings of this holy month, affirming the commitment of future generations to good traditions.

Since ancient times, the Turkmen people have treated the month of Oraza in special reverence and considered it to be sacred. Following the principles of humanism, every day of this month is filled with good deeds. In accordance with centuries-old good traditions, cities and villages hold fast-breaking meals, during which national dishes are prepared and prayers are offered for the well-being of the country and the happy life of the people.

Throughout our glorious history, our wise ancestors created a rich cultural heritage, national values, and remarkable traditions that serve as an example for the entire world. Among these, a special place is occupied by the respectful attitude toward the holy month of Oraza and Gadyr Gijesi, recognized as a blessed night of mercy and grace. The celebration of sadaqah-agzachar by President Serdar Berdimuhamedov and Hero-Arkadag on the eve of the holy Gadyr Gijesi was another demonstration that centuries-old good traditions continue in the spirit of the modern era.

The good deeds performed during the holy month of Oraza, especially on the eve of Gadyr Gijesi, clearly demonstrate the Turkmen people’s commitment to humanistic principles. During this month, as throughout the Islamic world, charity is practiced in our country. Holding sadaqah-agzachar during the month of Oraza has become a noble tradition.

Addressing the event’s participants, Haji Arkadag noted that our independent Fatherland has created all the conditions for observing national customs, citizens making pilgrimages to holy sites, visiting mosques, and offering prayers. He emphasized that today, following the centuries-old noble tradition of our people, everyone has gathered together to perform sadaqah-agzachar during the holy month of Oraza.

As is well known, tomorrow is the holy Night of Omnipotence. The Turkmen people live with faith in the Almighty, noted Haji Arkadag, emphasizing that the values of Islam are closely intertwined with our traditions. Performing agzachar during the month of Oraza is also a noble deed, Haji Arkadag emphasized, and wished that the prayers and sadaqah performed during the month of Oraza be accepted by the Almighty.

Then, the Mufti of Turkmenistan performed the “tebärek” prayer service, offering blessing that the sadaqa-agzachar performed by Haji Arkadag and Arkadagly Haji Serdar would be accepted by the Almighty.

All this is clear evidence that national traditions, rooted in the depths of centuries and connecting eras and generations, continue to this day.

Strengthening the spiritual health of society, improving moral values, and honoring the historical and cultural heritage and traditions passed down from generation to generation are among the priority areas of President Serdar Berdimuhamedov’s socially oriented state policy.

Our ancestors considered the month of Oraza the best of months, and the Night of Omnipotence – the greatest of nights. They celebrated it in an atmosphere of unity, with good intentions, bright hopes, and dreams. Today, all of this is supported at the state level, which is especially important for the harmonious development of society based on high spiritual and cultural values.

In this regard, great attention is paid to the comprehensive development of our country and the strengthening of national unity and cohesion. At the same time, the ambitious goals achieved through the efforts of President Serdar Berdimuhamedov and Hero-Arkadag are aimed at enriching humanistic principles with new content in the modern era.

The event participants were offered dishes of national cuisine. At the conclusion of the meal, the Mufti of Turkmenistan recited the “aýat-töwir” blessing.

“May the Almighty accept all the prayers recited! Kabul is blessed!” said Haji Arkadag, thanking everyone for participating in the sadaqah-agzachar and wishing the people a prosperous life.

The sadaqah-agzachar held today by Haji Arkadag and Arkadagly Haji Serdar at the Halk hakydasy Memorial Complex once again demonstrated the continuity of the traditions of great ancestors and the spiritual unity of the people.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which several issues of state life were considered.

Opening the meeting, the head of Turkmenistan underlined that on the occasion of the sacred Night of Omnipotence, the citizens convicted for their crimes, but regretting for their criminal conduct and sincere remorse are pardoned.

Further, the floor was given to Secretary of the State Security Council, Chairman of the Commission for the preparation of proposals on issues of citizenship and pardon under the President of Turkmenistan B.Gundogdyev who reported on results of the work on pardoning of convicted persons on the occasion of the Gadyr gijesi.

Having heard the report, the head of the state, following the noble tradition, signed the Decree on pardoning of 336 convicted citizens on the occasion of the sacred Night of Omnipotence.

Then, the President of Turkmenistan instructed Secretary of the State Security Council, Chairman of the Commission for the preparation of proposals on issues of citizenship and pardon under the President of Turkmenistan B.Gundogdyev to carrot necessary work together with heads of law enforcement bodies for release of convicted person from jails and their return home, families in the near future .

Head of the state Serdar Berdimuhamedov wished the pardoned citizens to work honestly and with inspiration, sincerely to serve their fatherland and to live, using fruits of their fair work.

Further, the floor was given to Chairwoman of the Mejlis D.Gulmanova who informed on the work conducted proceeding from tasks on further perfection of legislation of the country. In particular, she informed that at present, according to requirements of the time, amendments and additions are made to the laws in force connected with maintenance of protection of the rights and freedom of the individual, licensing of separate kinds of activity, migration, preservation of the environment, and other legal acts.

In addition, she also informed on the awarding ceremony held on March 7 of the current year in the Centre of public organisations and conferral of the honorary title «Ene mähri», organised on March 7-8 in velayats, Ashgabat and Arkadag cities and presentation of several women – holders of the honorary title «Ene mähri» keys to modern apartments. As she marked, participants of the events on behalf of all women of the country expressed deep gratitude to the President of Turkmenistan and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag for the large scale transformations realised in Turkmenistan, created conditions for the happy life and fruitful activity.

Besides it, she informed that during the considered period the meeting with the Regional Representative of the United Nations Office of the High Commissioner for Human Rights for Central Asia took place. The videoconference with women-members of the parliament of the National Assembly of the Islamic Republic of Pakistan, at which issues of perfection of legislative activity were discussed, was also held.

Representatives of the Mejlis made business trips to Brussels (Kingdom of Belgium) and took part in the 9th parliamentary meeting between the Mejlis of Turkmenistan and the European parliament. At the same time, during the past meetings of parliamentary groups of friendship of Turkmenistan and Belgium, the activity of the country in political-economic, cultural-humanitarian areas, in the field of national legislation and exchange of experience in the parliamentary sphere were reviewed.

Summing up the information, President Serdar Berdimuhamedov emphasised the significance of continuation of work on preparation of new bills answering to realities of the time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on undertaken practical steps with a view of development of system of insurance, expansion of kinds of services provided in this sphere of services and perfection of its legal framework.

As he reported, according to article 44 of the Law of Turkmenistan «On hunting and protection of hunting riches» measures on obligatory state personal insurance of state inspectors in the field of hunting and protection of hunting riches are realised.

In that connection, for consideration of the head of Turkmenistan a relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov pointed out that in the country an efficient work aimed at development of system of insurance is carried out and instructed the Deputy-Chairman of the Cabinet to carry out necessary work on perfection of legal framework of the given sphere.

Then, Deputy-Chairman of the Cabinet G.Agajanov reported on complex measures adopted to strengthen the material and technical basis of "Türkmennebit" State Concern.

As he informed, the work carried out in this sphere is urged to promote maintenance of uninterrupted operation and efficiency of operation of perspective large oil and gas deposits, drilling of prospecting wells and their development.

In this connection, the Deputy-Chairman of the Cabinet submitted the draft of the relevant document for consideration of the head of the state.

Having heard the report, the President of Turkmenistan noted that in the country a purposeful activity is implemented to develop oil and gas deposits, to carry out qualitative and timely drilling work and signed the Resolution and gave the Deputy-Chairman of the Cabinet a number of instructions.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal agricultural campaigns and preparation for the national tree planting action.

As he reported, in the wheat fields due care is provided, according to agro-technical standards, in particular, mineral fertilizers are applied and vegetative watering is carried out.

At the same time, necessary measures are taken to prepare for the cotton sowing and hold the forthcoming season in the established agro-technical terms.

The Deputy-Chairman of the Cabinet also informed on the work implemented to preserve the environment, maintain ecological stability and transform our fatherland into a blossoming land. In that regard, for consideration of the head of the state the draft of the document prepared with a view of successful fulfilment of goals, put in the given sphere was presented.

Having heard the report, President Serdar Berdimuhamedov emphasised the necessity of further complex development of agricultural branch and realization of seasonal agricultural campaigns taking into account agro-technical requirements.

Issues connected with protection of nature, maintenance of ecological well-being should be held in the centre of attention, the head of the state said. With a view of transformation of the country into a blossoming land, President Serdar Berdimuhamedov signed the Resolution «On organization of the nationwide tree planting actions in Turkmenistan» and gave the Deputy-Chairman of the Cabinet corresponding instructions.

Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on measures adopted to modernise the building sector of the country.

As he reported, at present, the Ministry of Motor Roads created according to the Decree of the President of Turkmenistan, an important work is carried out to improve the activity of road and transport system, realisation of significant projects, reconstruction of existing motor roads and to build new ones, to develop the quality of the services rendered in the sphere of the international transit cargo transportation according to requirements of the time and further strengthen the current legislative framework in this area.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country an efficient work is implemented to build, modernise highways, to create international transport corridors and instructed the Deputy-Chairman of the Cabinet to take measures on the further perfection of local road and transport system.

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on realised practical steps to ensure participation of Turkmenistan in the World specialised exhibition «EXPO - 2027», which will take place in the city of Belgrade, Republic of Serbia.

As he informed, within preparation for the forthcoming exposition, which will take place under the motto “A Game for Humanity – Sports and Music for All”, civil and erection works, equipment and design of the national pavilion of our country are carried out. Turkmenistan will take part in this exhibition under the motto «Türkmenistan - parahatçylygyň owazy, saglygyň mekany» («Turkmenistan – a melody of peace and land of health»).

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan takes a regular part in large international actions that promotes development of trade and economic relations with foreign countries. Having approved the proposal on participation of Turkmenistan in the World's EXPO - 2027, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work in this area.

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the course of preparation for festive events on the occasion of the National spring holiday - International Day of Novruz.

As she reported, on the occasion of this holiday, widely marked in the country, in the location «Nowruz ýaýlasy» in the territory of Akhal velayat, a start will be given to the cultural events prepared on the basis of works by Hero-Arkadag and the President of Turkmenistan, and national customs and traditions connected with Novruz.

Along with it, it is planned to organise performances of creative groups of the country, various exhibitions, scenic plays of national traditions of agriculture, animal industries, gardening, crafts, family celebrations, and festive concerts of workers of art and culture.

In that regard, for consideration of the head of the state, a relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairwoman of the Cabinet to prepare properly for events on the occasion of the National spring holiday - International Day of Novruz and to ensure a high level of those events.

Deputy-Chairman of the Cabinet B.Mammedov reported on international scientific-practical conferences and Olympiads planned to be held in April of the current year in higher educational institutions of the country.

As he informed, in the forthcoming month at the Turkmen state institute of physical training and sports on the occasion of World Health Day, the international scientific-practical conference «Independent, permanently neutral Turkmenistan-land of international cooperation and health» will be held online. Besides it , Turkmen state institute of economy and management will hold the IV Open international Internet Olympiads in discipline "Macroeconomic" and III international scientific-practical conference «Modern lines of development of financial markets», Turkmen national institute of world languages named after Dovletmammet Azady - V International Internet Olympiads in the English language and the international scientific-practical conferences «Scientific researches of the youth» and «World and national experience of teaching of foreign languages: scientific researches and new approaches».

Along with it, Turkmen state university named after Magtymguly will host the online international scientific-practical conference «Modern scientific researches in studying historical and cultural heritage: sustainable development of people and cultures», the International university of oil and gas named after Yagshygeldi Kakayev the IV Open international Internet Olympiad in computer science will be held, Turkmen state medical university named after Myrat Garryev will host the hybrid format international scientific-practical conference «Topical issues of modern ophthalmology», Turkmen agricultural university will hold the online II international scientific-practical conference «Rational use of natural riches in agriculture».

In the above-stated forums and the Olympiads, along with students, the faculty of higher educational institutions, scientists of the country, participation of representatives of prestigious higher educational schools of the world is expected.

In that connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov underlined that in Turkmenistan the great attention is given to the development of the education sphere and to discover the talented youth. At the same time, it was noted that international cooperation in the given sphere grows stronger. Having approved the proposal on organization of international scientific-practical conferences and Olympiads in higher educational institutions of the country, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions to that end.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work carried out to expand partnership between Turkmenistan and International Maritime Organization (IМО).

As he marked, development of cooperation with international organisations, in particular, with the establishments of the United Nations, including with IМО acts as one of the priority vectors of the foreign policy of our fatherland.

Being a member of this Organization since August 26, 1993, Turkmenistan has actively co-operated with it in recent years. Our country joined 14 conventions of International Maritime Organization and takes complex measures on perfection of the national legislation according to norms of the given documents, and on their practical realisation.

In that regard, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs made a number of the proposals aimed at implementation of initiatives, put forward by Turkmenistan in the field of transport diplomacy, and further expansion of partnership with IМО.

In particular, with a view of joining International Maritime Organization conventions it is proposed to create a working group as a part of representatives of profile ministries and branch departments of the country.

In the context of strengthening international legal framework of cooperation in the field of navigation and sphere of transportation of our state, it is one of the priorities of the given Group to work joining Turkmenistan the Convention of the given Organization on simplification of international sea navigation.

Besides it, it is proposed to organise in 2026 visits of heads of IМО to Turkmenistan for discussion of perspective areas of partnership, and various seminars and practical conferences with participation of representatives of the Organization.

Along with it, it was also proposed to strengthen partnership relations of our country with IМО.

Summing up the report, President Serdar Berdimuhamedov pointed out that in the country productive work is implemented to fulfil requirements of conventions of International Maritime Organization at high level. Having approved proposals on development of cooperation in this area, the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs a number of instructions.

Further, Deputy-Chairman of the Cabinet B.Annayev reported on the work realized to develop the digital economy in the country.

As he marked, in all branches of economy digital technologies take root. Thus, the great significance is attached to perfection of functioning of system of interdepartmental electronic-information exchange that creates many opportunities for rendering in an operative order state services, maintenance of availability of the data and cybersecurity.

In that connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country the digital economy effectively develops and activity of state structures is improved. In the given context, he instructed the Deputy-Chairman of the Cabinet to carry out necessary work to strengthen the legal framework of the system of interdepartmental electronic-information exchange.

At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
