Today, President Serdar Berdimuhamedov held a working meeting with participation of Deputy-Chairman of the Cabinet T.Atahallyev and khyakims of velayats to consider issues of the agro-industrial sector and the course of work in regions of the country.

Khyakim of Akhal velayat T.Nurmyradov was the first to take the floor and reported on the pace of agricultural campaigns in the region.

As he informed, at present, seasonal activities are carried out in the wheat fields according to agro-technical standards, in particular, top dressing by mineral fertilizers and watering is carried out.

Within preparation for the cotton sowing campaign, levelling, grading and fertilization of fields proceed.

With a view of maintenance of cotton growers with seeds, due measures are taken to select high-quality seeds, repair and maintain agricultural machinery and units to be involved in the sowing campaign.

In addition, within the spring campaign for planting of potato, vegetable, and gourds necessary steps are taken to obtain good growth and to prepare the fields and seeds for sowing other food crops.

The khyakim reported on the course of construction of social, cultural and industrial projects to be commissioned in the velayat, the current year.

Having heard the report, the head of the state focused attention on primary goals set today before the agricultural sector and in that connection, instructed the khyakim to ensure organization of current seasonal work in agricultural fields of the region according to agro-technical standards.

The President of Turkmenistan also instructed him to carry out a control over timely and qualitative construction of the projects planned to open in the velayat during the current year according to programs of social and economic development of the country.

Then, khyakim of Balkan velayat Kh. Ashyrmyradov reported on the course of agricultural campaigns in the region.

As he informed, at present, due care is ensured after the wheat fields, including additional application of mineral fertilizers and watering.

Besides it, the fields are levelled and graded for cotton sowing this year, and seeds and agricultural machinery are prepared for cotton growers for the spring season.

At the same time, planting of potato, vegetables, and gourds proceeds, measures are taken for timely completion of this important campaign.

The khyakim also reported on the course of construction of the projects planned to be commissioned in the region the current year.

Having heard the report, the head of the state pointed out that introduction of science-based approaches and high technologies acts as one of the main conditions of achievement of high indicators in agricultural production and gave the khyakim a number of concrete instructions to that end.

President Serdar Berdimuhamedov also instructed him to keep due control over the quality and timely fulfilment of work during the current year in the region within the programs of social and economic development of our fatherland.

Then, khyakim of Dashoguz velayat D.Babayev reported on the course of seasonal agricultural campaigns in the region.

As he informed, within preparation for the cotton sowing campaign this year proper activities are carried out to level, harrow fields, apply mineral fertilizers, and irrigate fields. Besides it, due measures are taken to select high-quality cottonseeds suitable for the soil-environmental conditions of the velayat and appropriate storage of agricultural machinery and equipment to be operated in the forthcoming sowing campaign.

According to tasks set to provide the population in full volume with local food products, ploughing and levelling of fields to be sown with food crops and selection of seeds are also carried out.

Besides it, the khyakim reported on paces of civil work at the construction sites planned to open in the velayat this year within the National rural development program.

Summing up the report, the President of Turkmenistan noted the importance of proceeding seasonal agricultural campaigns and instructed the khyakim to ensure a constant control over fulfilment of the agro-technical actions carried out in the agricultural fields of the region.

At the same time, he was instructed to keep a control over realisation of the work planned for this year in the velayat within the programs of social and economic development of the country.

Further, khyakim of Lebap velayat D.Genjiyev reported on the state of affairs in agricultural fields of the region.

He informed that, being guided by tasks set for further strengthening the food safety of our fatherland, the wheat fields are fertilized additionally with mineral fertilizers and irrigated at present.

The ploughing of fields to be sown with cotton has nearly finished, levelling, grading and irrigation activities are also carried out. The special attention is given to appropriate preparation of agricultural machinery for the spring campaign and high-quality seeds for cotton growers.

In addition, the planting of potato, vegetables and gourds proceeds in the fields of the region and necessary measures are taken to complete these activities in agro-technical terms.

Besides it, the khyakim reported on the state of affairs at construction sites of various projects planned to place in operation in the velayat this year.

Having heard the report, President Serdar Berdimuhamedov instructed the khyakim to ensure a strict observance of agro-technical standards and target terms in field activities in the velayat and appropriate preparation for the spring cotton sowing.

Besides it, the head of the state instructed the khyakim to keep a control over the quality and terms of construction of social, cultural and industrial projects planned to open the current year in the velayat.

Then, khyakim of Mary velayat D.Annaberdiyev reported on the current seasonal agricultural work in the region.

As he informed, at present, according to agro-technical standards fields are fertilized and irrigated.

Within the cotton sowing campaign, grading and levelling of the agricultural fields and preparation of high-quality seeds for cotton growers and technical park for use during the spring season are carried out.

Along with it, the planting of potato, vegetables and gourds proceeds in the fields of the region.

The khyakim also reported on paces of civil work at sites planned to put in operation in the region this year according to the National rural development program.

Having heard the report, President Serdar Berdimuhamedov noted the necessity of effective utilisation of available resources and possibilities for current seasonal agricultural actions properly and according to agro-technical standards and gave the khyakim corresponding instructions to that end.

The head of the state also instructed him to keep a control over qualitative fulfilment of civil work at various sites planned to open in the region the current year.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal agricultural campaigns in the country.

As he informed, today in the wheat fields of regions according to agro-technical standards, top dressing by mineral fertilizers and irrigation are carried out.

Within the forthcoming cotton sowing campaign, grading and levelling of the agricultural fields as well as irrigation proceed.

At the same time, high-quality seeds for cotton growers are prepared for the season.

Being guided by tasks set to provide the population with sufficient volume of potato, vegetables and gourds, the planting of these crops in regions proceeds.

Summing up the report, President Serdar Berdimuhamedov marked the significance of agricultural branch as one of the key spheres, promoting diversification of national economy and maintenance of food abundance in the country. In that regard, the Deputy-Chairman of the Cabinet was instructed to continue work on the further development of this sector according to requirements of time and introduction of digital technologies and the advanced international experience in agriculture.

Then, addressing participants of the working meeting, the head of the state once again underlined the importance of current seasonal work and instructed to carry out proper work in velayats for grading, levelling, harrowing and irrigation of fields to be sown with cotton in Dashoguz and Lebap velayats according to requirements of agro-technical standards and to take necessary measures for timely and sufficient provision of cotton growers with high-quality seeds, full readiness of agricultural machinery and equipment for the spring sowing campaign, continuation of proper care and application of fertilizers in agricultural fields of velayats according to agro-technical standards. Besides it, one should give particular attention to irrigation of shoots of wheat in fields.

The President of Turkmenistan also instructed to conduct campaign for planting of potato, vegetables and gourds in the established agro-technical terms and at due level, prepare seeds and fields for the spring season in Dashoguz velayat, to provide timely settlement of accounts between wheat and cotton growers in velayats and service organisations and the enterprises for their works, and also to take necessary measures for maintenance of quality of work and observance of terms of construction of social, cultural and industrial projects in regions of the country.

At the end of the working meeting, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work.

Within the framework of the official visit of the delegation of Turkmenistan to the Parliament of Georgia, a high-level meeting was held between the representatives of the legislative bodies of the two nations, led by the Chairperson of the Mejlis of Turkmenistan, D. Gulmanova, and the Chairman of the Parliament of Georgia, Sh. Papuashvili.

During the meeting, the parties noted that Turkmen-Georgian cooperation is developing on a regular and systematic basis, covering a wide range of areas of mutual interest. Within this framework, inter-parliamentary cooperation is of particular importance, serving as a vital tool for strengthening mutual understanding and coordinating positions on key issues of the bilateral agenda.

The parties emphasized the dynamic nature of established ties, noting the significant role of high-level visits and annual meetings of inter-parliamentary friendship groups. Discussions focused on legislative initiatives and prospects for joint projects, with an emphasis on improving the work of friendship groups and exchanging experience between specialized committees.

Special attention was paid to establishing contacts between the Group of Young Parliamentarians of the Mejlis of Turkmenistan and their peers in the Parliament of Georgia, as well as fostering ties between women parliamentarians. The parties expressed readiness to continue the practice of mutual support for initiatives within the framework of international organizations.

Additionally, the Chairperson of the Mejlis of Turkmenistan signed the Book of Honor at the Parliament of Georgia..

The negotiations concluded with the signing of a Cooperation Agreement between the Mejlis of Turkmenistan and the Parliament of Georgia. Both parties expressed confidence that this document will serve as a reliable foundation for the further development of inter-parliamentary cooperation and the strengthening of bilateral relations.

In order to introduce the international community with the work national interest and carried out by our country on the basis of the principles of the legal status of permanent neutrality, initiatives of  universal significance and strengthening parliamentary relations established between Turkmenistan and Georgia, and official visit of the Turkmen delegation led by the Chairperson of the Mejlis of Turkmenistan began on February 23, 2026, to the city of Tbilisi, of the Georgia.  

The Chairman of the Halk Maslahaty of Turkmenistan arrived in the United States, where he was warmly welcomed at the international airport of the friendly country.

During his visit to the United States, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the President of Nicklaus Companies John Reese, and representatives of the management team. During the meeting, the current state and prospects for developing bilateral cooperation were discussed.

Expressing his pleasure for meeting with the National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, John Reese shared warm memories of his visit to Turkmenistan and his impressions of the architectural uniqueness of the capital, Ashgabat, which had harmonious development in all areas.

Thanking for the kind words, the National Leader of the Turkmen people noted the high priority of the country on consistently promoting high-performance sport, recreation, and tourism, which Turkmenistan views as a strategic aspect of global sustainable development. In this regard, he emphasized that the country has developed a sports and tourism infrastructure that meets modern needs.

The meeting continued with a presentation of materials on golf courses built with the participation of Nicklaus Companies.

Noting the positive practices developed in cooperation with Nicklaus Companies, the Chairman of the Halk Maslahaty of Turkmenistan announced plans to build similar courses in the city of Arkadag and the National Tourist Zone Avaza.

John Reese also invited the National Leader of the Turkmen People to view a number of important projects planned for implementation in the National Tourist Zone Avaza and Arkadag city.

After viewing the golf course designs proposed by Nicklaus Companies for Arkadag city and the National Tourist Zone Avaza, the National Leader of the Turkmen People met with Eric Stewart, Executive Director of the Turkmenistan-USA Business Council.

Noting that he was very pleased to see the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov in the United States of America, Eric Stewart emphasized the great interest of the US business community in expanding mutually beneficial cooperation with Turkmenistan, which has enormous economic potential.

The development of investment dialogue was identified as a key area of interstate cooperation, which will contribute to the expansion and strengthening of the mutually beneficial partnership between Turkmenistan and the United States.

As emphasized, for many years, major American companies such as Boeing, General Electric, John Deere, CASE, and Nicklaus Companies have been participating in important projects in Turkmenistan.

The Executive Director of the Turkmenistan – USA Business Council emphasized that relevant work continues to establish, expand, and strengthen contacts between economic entities in both countries.

At the end of the meeting, National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and Executive Director of the Turkmenistan – USA Business Council Eric Stewart exchanged best wishes and expressed confidence in further development of a mutually beneficial, long-term partnership.

Then the Chairman of the Halk Maslakhaty of Turkmenistan attented the Panther National Golf Club in the USA.

Here, the National Leader of the Turkmen People was warmly welcomed by representatives of the golf club, who explained in detail the construction of the courses and their unique characteristics.

The Chairman of the Halk Maslahaty of Turkmenistan also viewed the Sandhill Crane Golf Club Training Center, which is of great popularity and is one of the most visited destinations since its opening in 1992.

An exhibition of textile products, which are in high demand on the global market, was held there. Among the demonstrations were various types of cotton sportswear. It was pleasing that products of specialized domestic companies with label “Made in Turkmenistan” label were also on display.

Thanking the representatives of the US golf club for the informative meeting and wishing them success, the National Leader of the Turkmen People left for next meeting.

During his visit to the United States, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov visited the La Victoria Equestrian Complex.

The Chairman of the Halk Maslahaty of Turkmenistan viewed the horses held at the complex and learned about the care and training methods. The National Leader also inquired about the facilities created for preparing horses for competitions and the work schedule of the specialists involved.

During his visit to the United States, the National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan met with prominent politicians and business representatives.

There, the National Leader of the Turkmen People was warmly greeted by entrepreneurs Steve Wynn, Isaac Perlmutter, as well as the Chairman of the Board of Governors of the Oxbow Group William Koch.

Emphasizing that relations between Turkmenistan and the United States are reaching a qualitatively new level in the present time, the National Leader of the Turkmen People acknowledged the effective activities of numerous American companies in the Turkmen market, as well as the great prospects for further comprehensive development of bilateral cooperation.

Expressing gratitude to the Chairman of the Halk Maslahaty of Turkmenistan for the constructive dialogue, the entrepreneurs confirmed their readiness to further expand fruitful cooperation with Turkmenistan.

The National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, then met with Csaba Lejko, CEO and President of John Deere Walldorf International GmbH for the CIS and Central Asia, a company specializing in strengthening cooperation in the agricultural sector.

During his visit to the United States, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with John Reese, President of Nicklaus Companies. The sides discussed relevant issues, agreements reached, and future objectives.

As John Reese, President of Nicklaus Companies, emphasized, the visit of Hero-Arkadag to the United States was held at a high level. The meetings held during the visit were highly constructive. A few hours later, the National Leader of the Turkmen People arrived to Germany and held a working meeting with the relevant leaders.

The working meeting was held based on the Resolution signed by the President of Turkmenistan at an expanded meeting of the Cabinet of Ministers on February 13 of this year, in connection with the declaration of 2026 as the Year of “Independent Neutral Turkmenistan – the Homeland of the Purposeful Heavenly Horses”, and with the aim of further enhancing the worldwide fame of these heavenly horses.

The issues related to ensuring a high level of organization for events to be held in Turkmenistan and abroad in 2026, under the slogan “Independent Neutral Turkmenistan – the Homeland of Purposeful Heavenly Horses” was discussed at the meeting.

During the working meeting, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Germany B.Rejepov reported on the current state of Turkmen-German relations. It was noted that bilateral cooperation is consistently developing in various areas.

The Chairman of the Halk Maslahaty of Turkmenistan noted the importance of ensuring high-level participation and preparation for the FEI World Championship 2026, which will be held from August 11–23, 2026, in Aachen, Germany, and for the Akhal-Teke beauty contest, which will be held in September in the Kingdom of the Netherlands.

Having concluded the working meeting and wished the participants success in their work, Hero Arkadag departed for his homeland.

The plane of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov landed at the International Airport of Ashgabat.

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via digital system, with a number of public policy issues on the agenda.

The first speaker, Chairwoman of the Mejlis D. Gulmanova reported on the progress of modernizing the national legislative framework.

As reported, amendments and additions are currently being made to the Criminal Code, the Criminal Procedure Code, the Code of Administrative Offenses, laws related to improving the effectiveness of migration policy, fisheries, and the conservation of aquatic biological resources, as well as several other existing legal acts, based on proposals received from ministries and industry agencies and the study of international and national experience.

Furthermore, the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to Turkmenistan were received. As part of developing mutually beneficial cooperation with foreign countries and international organizations, members of the Mejlis participated in working meetings organized by UN agencies jointly with relevant government agencies. Furthermore, a representative of the national parliament traveled to Turkestan (Republic of Kazakhstan) to participate in a seminar organized by the United Nations Population Fund.

Summarizing the information, President Serdar Berdimuhamedov noted that, in order to further the country’s development, it is necessary to continue improving national legislation in line with the demands of the times.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the results of the work carried out to present cash gifts to women of the country on behalf of the President of Turkmenistan on the occasion of International Women’s Day.

As reported, in accordance with the wise and humane state policy, following the age-old tradition of honoring beloved mothers and dear sisters, and in accordance with the relevant Decree of the head of state, the amounts of financial resources proposed to be allocated for these purposes have been determined. In this regard, a draft of the relevant document was submitted to the President of the country for his consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized that our country holds dear mothers and women in high regard, creating all the necessary conditions for them. He announced that he had signed an order on the presentation of cash gifts in honor of International Women’s Day. The President of Turkmenistan instructed the Deputy Prime Minister to formally congratulate ladies on the occasion of the holiday.

Then, Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on the measures being implemented to strengthen the material and technical infrastructure of the Türkmennebit State Concern.

As reported, the extensive work being carried out in this area ensures the uninterrupted, coordinated, and reliable operation of the State Concern’s production and technological facilities. In this regard, the Deputy Prime Minister submitted a draft of the relevant document for the President’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is modernizing the material and technical infrastructure of the domestic oil and gas industry. To successfully accomplish the tasks facing this complex, the head of state signed a resolution and sent it digitally to the Deputy Prime Minister, issuing the relevant assignments.

Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the work being carried out by the Ministry of Roads to modernize the road transport network, create transport and transit corridors, and build roads and bridges that meet international standards.

As reported, in the modern era, the initiatives of Hero-Arkadag to further improve the social and living conditions of the people are being successfully implemented under the wise leadership of President Serdar Berdimuhamedov. Particular attention is being paid to developing road transport infrastructure in accordance with the demands of the times and increasing Turkmenistan’s transport and transit potential.

Currently, in order to modernize the country’s road construction sector, successfully fulfill the objectives facing this sector, implement transit freight and passenger transportation, and elevate international cooperation in this area to a qualitatively new level, an international tender is planned for the reconstruction of the Ashgabat-Dashoguz highway, which will connect Dashoguz velayat with the capital, as well as new bridges along the entire route.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the Ashgabat-Dashoguz highway is one of the country’s main highways. Approving the proposal to reconstruct this highway, the head of state instructed the Deputy Prime Minister to carry out the necessary work.

Then, the Deputy Chairman of the Cabinet of Ministers N.Atagulyev spoke, reporting on the progress of modernizing the material and technical infrastructure of enterprises under the Ministry of Textile Industry.

As reported, measures are being implemented to ensure the continued efficient operation of factories, increase their production capacity, and create favorable working and living conditions for workers.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the country is creating all the necessary opportunities for the productive operation of enterprises producing high-quality textile products. Approving the proposal to strengthen the capacity of the production complexes of the Ministry of Textile Industry, the head of state instructed the Deputy Prime Minister to carry out the necessary work.

Then, Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on the main events to be held in March of the current year.

As reported, various events and celebrations are planned for the coming month to mark the announcement of the 2026 motto “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Steeds”, International Women’s Day, and the National Spring Festival. The results of previously announced creative competitions will also be announced, including “Talyp Gözeli”, “Iň Eýjejik Gyzjagaz”, “Zenan – Zeminiň Zynaty”, and “Ýaşlygymyň Bahary”.

In honor of International Women’s Day, women of the country will receive cash gifts on behalf of the President of Turkmenistan. Festive events, concerts, an art exhibition, theater performances, and a concert at the Palace of Mukams are planned in the regions and Ashgabat and Arkadag cities.

In March of the current, song and music celebrations dedicated to the National Spring Festival will be held in front of the “Türkmeniň Ak öýi” building in the provinces, in Nowruz ýaýlasy village of Ak Bugdai etrap, Ahal velayat, and at the festival square in Arkadag city. Additionally, the “Dünýäde ýaňlanýar ajap dessanym, toý tutýar Garaşsyz Türkmenistanym” festival, featuring the participation of bakhshies-destanchies, will be held in Daşoguz velayat.

In this regard, the Deputy Prime Minister submitted the relevant Procedure for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of widely publicizing the events scheduled for March of the current year to mark national holidays. The head of state instructed the Deputy Prime Minister to properly prepare for the celebrations to be held in honor of International Women’s Day and the National Spring Festival.

Deputy Chairman of the Cabinet of Ministers B. Mamedov reported on the issue of sending young people to study at higher education institutions in Romania for the 2026-2027 academic year.

Noting the advisability of sending young Turkmen students to universities in a friendly country in such fields as information technology, healthcare and medical sciences, education and pedagogical sciences, agriculture and agricultural sciences, engineering, technology and technical sciences, mathematics, and natural sciences, the Deputy Prime Minister submitted a corresponding proposal for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov emphasized that the country is creating extensive opportunities for the younger generation to gain knowledge at prestigious foreign higher education institutions. This helps provide the national economy with highly qualified specialists.

Having approved the proposal to send young people to study at Romanian universities, the head of state addressed the Deputy Prime Minister with relevant instructions.

Then, Deputy Prime Minister and Minister of Foreign Affairs R.Meredov reported on the Partnership Work Plan between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe (OSCE) for 2026.

As reported, one of the key vectors of our country’s foreign policy is developing cooperation with international organizations, including the OSCE. Our country cooperates with this Organization in the political, economic, humanitarian, and environmental spheres.

This plan includes a number of measures aimed at strengthening peace and security, ensuring sustainable development, expanding humanitarian cooperation, and developing preventive diplomacy. Measures will also be implemented to enhance customs, border, and cyber security, and to address important issues related to economic development and regional economic cooperation, energy efficiency, environmental safety, and climate change. At the same time, work is planned in areas such as science, education, the protection of human rights and freedoms, and the development of the country’s democratic institutions, ensuring gender equality, and improving mass media.

In this regard, the Deputy Prime Minister and Minister of Foreign Affairs submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that our country places special emphasis on developing relations with international organizations, including the Organization for Security and Cooperation in Europe. Having approved the Partnership Work Plan between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe for 2026, the head of state instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

Then, the Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the practical steps taken by the Ministry of Communications to modernize industries based on innovative digital solutions and modern technologies.

As reported, the country is currently undertaking the necessary work to introduce advanced technologies into the economy. Particular importance is placed on developing cooperation with technologically advanced countries, which is intended to facilitate the successful implementation of the Concept for the Development of a Digital System in the country.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that the country is undertaking targeted work to introduce modern technologies into all sectors of the economy. Approving the proposal to strengthen the material and technical base of the Ministry of Communications, the head of state addressed a number of instructions to the Deputy Prime Minister in this regard.

A number of other public issues were also discussed at the meeting, and appropriate decisions were made on them.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and success in their work for the continued prosperity of the sovereign Fatherland.

On February 20, 2026, representatives of the Mejlis of Turkmenistan took part in a meeting led by Angelos Syrigos, Special Representative of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) for Central Asia, with parliamentary delegations of Central Asian states in Vienna, Austria.

During the meeting, the turkmen delegation emphasized the importance of our country's initiative to declare 2028 the «Year of International Law» as announced at the United Nations General Assembly, and noted that the  Action Plan for 2026 provides for the holding international conferences and forums in Ashgabat dedicated to strengthening the legal foundations of global security and preventive diplomacy.

It was noted that our country is currently placing particular emphasis on cooperation with the OSCE in areas such as peace, security, and sustainable development, including achieving environmental well-being, the development of civil society, democratic institutions, freedom of the press, ensuring gender equality, and expanding the rights and opportunities of youth and their right to education.

During the meeting, the participants exchanged views on their countries' efforts to combat climate change. Experiences was presented strengthening the legal framework for efforts aimed at ensuring environmental well-being, protecting the environment, and promoting a careful attitude toward nature, as well as supporting state policy in this area through parliamentary diplomacy.

Representatives of the Mejlis of Turkmenistan participated in the 25th winter session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, held on February 19, 2026, in Vienna, Republic of Austria.

The Parliament's work focused on Political and Security issues, Democracy, Human Rights and Humanitarian Affairs, Economics, Science, Technology, and Environment, strengthening interparliamentary cooperation, and preparations for the 33rd Annual Session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, which will be held in July 2026.

At the Meeting participants presented reports and exchanged views on the role of the OSCE in the modern world, strengthening mutual trust and cooperation between states, maintaining economic stability and equality, protecting human dignity, rights, and freedoms, humanitarian aid, combating climate change, and strengthening peace through dialogue.

Ярким подтверждением тому является трёхкратное признание постоянного нейтралитета Отчизны соответствующими резолюция­ми Генеральной Ассамблеи Организации Объединённых Наций. Открытие в Ашхабаде Регионального центра ООН по превентивной дипломатии для Центральной Азии и его эффективная работа с Правительством Туркменистана также свидетельствуют об особом значении и миротворческой силе нейтралитета.

Принятие Генеральной Ассамблеей Организации Объединённых Наций большого пакета важных резолюций в области миротворчества, безопасности и устойчивого развития на основе международных инициатив нашей страны отражает эффективность стратегического партнёрства Туркменистана с этой авторитетной Организацией.

Подтверждение тому – объявление Генеральной Ассамблеей Организации Объединённых Наций 2025 года «Международным годом мира и доверия». Итоги Международного форума высокого уровня, посвящённого Международному дню нейтралитета, ещё более укрепили позиции Туркменистана на мировой арене и вновь продемонстрировали миролюбивую доктрину нашего государства.

В эру Возрождения новой эпохи могущественного государства, строго и неукоснительно следуя международным обязательствам и соблюдая международное право, мы реализуем геополитический и геоэкономический потенциал нашей страны во имя мирной жизни, созидательного развития и взаимовыгодного сотрудничества.

Важная инициатива об объявлении 2028 года «Годом международного права» укреп­ляет не только правовой фундамент мира во всём мире, но и его духовные основы. Эти гуманитарные предложения, пропагандируя принципы взаимного уважения и справедливости в международных отношениях, открывают новый исторический этап в поддержании глобальной устойчивости.

Основанные на гуманистических принципах наших предков внешняя политика и дипломатия нашей независимой, постоянно нейтральной Отчизны направлены на создание на международной арене необходимых условий для реализации национальных программ. On February 17, 2026, Chairperson of the Mejlis of Turkmenistan, D.Gulmanova, accepted credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to Turkmenistan, Rolliansyah Soemirat.

On behalf of the Head of State, Speaker of the National Parliament congratulated the Ambassador on his appointment to this high diplomatic post and wished him great success in strengthening the partnership between Turkmenistan and the Republic of Indonesia.

The diplomat was informed the main directions of the domestic and peaceful foreign policy of independent, permanently neutral Turkmenistan, as well as on the activities of the Mejlis of Turkmenistan.

During the meeting, the parties discussed the current state and prospects of bilateral cooperation between Turkmenistan and the Republic of Indonesia. In particular, the development of cooperation between the two countries in the fields of science and education was discussed, and it was noted that the increas the number of Turkmen students studying in the Republic of Indonesia, which, will in turn,  contribute to the further strengthening of the friendly relations established between the two countries in the future.

The parties also noted the expediency of developing the existing political and diplomatic relations between the two countries under modern conditions, as well as intensifying cooperation in the trade-economic, scientific, educational, cultural-humanitarian, tourism, and parliamentary spheres. In addition, the existence of broad opportunities for the exchange of experience in legislative and parliamentary experience, expanding cooperation between the two countries, and strengthening friendly relations between their nations.

 At the end of the meeting, the Ambassador expressed satisfaction with the warm welcome and noted that it was a great honor for him to represent his country in Turkmenistan, which is widely known in the world for its peace-loving policy.

On February 16, 2026, President Serdar Berdimuhamedov received Director of the World Health Organization Regional Office for Europe Hans Kluge, who arrived in Turkmenistan on a visit.

Expressing sincere gratitude for the opportunity to meet in person, Hans Kluge presented the head of state with a special WHO award “For Contribution to the Promotion of Peace, Unity, and Health Diplomacy”. This award was given for Turkmenistan’s consistent efforts to strengthen peace, solidarity, and international cooperation and for developing health diplomacy in partnership with the WHO and the UN.

The WHO Regional Director for Europe also congratulated President Serdar Berdimuhamedov on Turkmenistan’s chairmanship of the Commonwealth of Independent States in 2026 and on declaring this year the “Year of Health Protection in the Commonwealth”.

Thanking for the kind words, the head of state noted that he accepts this award as recognition of the World Health Organization’s high praise for the work carried out in our country’s healthcare system and the results achieved.

President Serdar Berdimuhamedov also expressed confidence that the international seminar “High-Level Dialogue on Global Health Diplomacy”, which Hans Kluge will participate in as part of his visit to Turkmenistan, will provide an opportunity to discuss the state of cooperation and constructively exchange views in this area.

As noted during the meeting, protecting public health is a priority for Turkmenistan’s state policy. In this regard, large-scale reforms are being consistently implemented to comprehensively develop and improve the national healthcare system.

Turkmenistan is also successfully implementing measures to promote healthy lifestyle principles, develop physical education and sports, promote healthy eating, and combat tobacco use. The World Health Organization is a reliable and long-term partner for Turkmenistan in these areas.

In this regard, the head of state confirmed Turkmenistan’s readiness, based on its accumulated positive experience, to continue to expand fruitful cooperation with the WHO.

At the end of the meeting, President Serdar Berdimuhamedov and World Health Organization Regional Director for Europe Hans Kluge expressed their best wishes to each other.

Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, held a meeting of the State Security Council to summarize the performance of the military and law enforcement agencies in January of the current year. Issues related to ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies, and further improving their operations were also considered.

The first speaker was Secretary of the State Security Council and Minister of Defense B. Gundogdyev, who reported on the work carried out during the period under review to fulfill the objectives outlined in the Development Program for the Armed Forces of Turkmenistan. A report was also presented on the official and social facilities commissioned on the occasion of Defenders of the Fatherland Day, including the new complex of buildings and structures for military units of the Armed Forces built in Lebap velayat. In this regard, the Secretary of the State Security Council and the Minister of Defense, on behalf of all military personnel, once again expressed gratitude to the head of state for blessing the opening of this facility.

After hearing the report, President Serdar Berdimuhamedov noted the importance of continuing to take measures to train military personnel for the country’s Armed Forces, as well as continuing to strengthen the material and technical base of the National Army and improve the social and living conditions of military personnel. In this regard, the Secretary of the State Security Council and the Minister of Defense were given a number of specific assignments.

Prosecutor General B. Muhamedov reported on the practical steps taken in January of the current year to oversee law enforcement in the country. Alongside with that he reported on the carried out work to implement a digital system within the subordinate structure and improve the qualifications of employees. A report was also presented on the commissioning of the new administrative building of the prosecutor’s office of Esenguly etrap, Balkan velayat.

Summarizing the report, the head of Turkmenistan emphasized the importance of improving, in line with the demands of the times, efforts to strengthen law and order and ensure compliance with laws in the country. In this regard, the Prosecutor General was given a number of instructions.

Minister of Internal Affairs M. Hydyrov reported on the results of work carried out in subordinate agencies in January of the current year, specifically on the measures implemented to prevent offenses and traffic accidents, and to monitor compliance with fire safety regulations. It was also reported that, on the occasion of Defender of the Fatherland Day, the next stage of the Myalikguly Berdimuhamedov cottage complex of the Ministry of Internal Affairs in Choganly residential area of Bagtyyarlyk etrap of the capital, two modern four-storied, 24-apartment buildings for employees of the Balkan Velayat Police Department, and a modern four-storied, 24-apartment building for employees of the Mary Velayat Police Department were commissioned.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of strict oversight of ongoing crime prevention activities, maintaining peace and public order, strengthening the rule of law, and enforcing traffic and fire safety regulations, addressing a number of specific instructions to the minister.

Supreme Court Chairman B. Hojamgulyev reported on the work carried out since the beginning of this year within the framework of the Development Program for the Agency under his jurisdiction, including measures taken to improve the national judicial system and enhance the professionalism of judges.

After hearing the report, the head of Turkmenistan noted the importance of continuing to protect state and public interests and ensure citizens’ rights. President Serdar Berdimuhamedov gave specific instructions regarding the systematic organization of seminars to enhance the qualifications of judges.

Then, Minister of National Security N. Atagarayev reported on the work completed in January 2026, as well as the measures being implemented to successfully address the challenges facing the agency.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces relieved N. Atagarayev of his post as Minister of National Security due to his transfer to another position, appointing D. Meredov to this position.

Having paid tribute to the State Flag of Turkmenistan as a sign of his military oath, D. Meredov solemnly swore an oath of allegiance to the people, the Motherland, and the President of the country.

Wishing the newly appointed head of the ministry success in his work, the head of state focused on priority tasks and addressed a number of specific instructions related to the proper work to improve the activities of this structure in accordance with modern requirements.

Then, the head of the State Border Service, I. Ilamanov, reported on the work carried out by his agency since the beginning of the year, in particular on the measures taken to ensure reliable protection of the sacred borders of the Fatherland. Within the frame of the report the opening of a new border outpost was also announced.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that the state border of independent, permanently neutral Turkmenistan is a boundary of friendship and brotherhood with neighboring countries, ordering that work aimed at ensuring reliable border security be carried out at the appropriate level.

Minister of Justice M. Taganov reported on the results of activities during the specified period to further strengthen the legislative framework, as well as on educational and outreach activities conducted on the rights and responsibilities of citizens.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces noted that it is necessary to ensure full compliance of draft legal acts and national legislation with international law, instructing the Minister to continue working in this direction.

Chairman of the State Customs Service M. Hudaikulyyev reported on the results of the work carried out in January of the current year to successfully address the objectives outlined in the Development Program for the agency he leads, as well as on the fulfillment of the instructions previously given by the head of state to organize the agency’s work in line with the realities of the times. He also reported on the commissioning of a four-storied, 24-apartment residential building for customs employees in Etrek etrap of Balkan velayat on the occasion of Defender of the Fatherland Day.

After hearing the report, the head of state emphasized the importance of further improving the work of customs authorities, instructing the head of the Service to conduct high-quality inspections of goods transported through customs control points.

The Chairman of the State Migration Service, A. Sazakov, reported on the results of the work completed by his agency since the beginning of the year. It was also reported that a new administrative building for Tejen etrap department of the State Migration Service for Ahal velayat had been opened on the occasion of Defender of the Fatherland Day.

After hearing the report, the head of state focused on the tasks facing this agency and instructed the head of the agency to constantly monitor compliance with migration legislation in the country and ensure the high quality of migration services provided.

Addressing the meeting participants, President Serdar Berdimuhamedov noted that, in accordance with Turkmenistan’s Military Doctrine, which is strictly defensive in nature, measures are being taken to maintain the military security and integrity of our independent, permanently Neutral Fatherland at an appropriate level, strengthen its defense capability, and improve the social and living conditions of the defenders of the Fatherland and their families. It was emphasized that work in this area will continue.

A number of other issues were also discussed at the State Security Council meeting, and appropriate decisions were made.

Concluding the meeting, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, wished the participants sound health and great success in their responsible service for the sake of a peaceful and happy life for the people.

From February 9 to 13, 2026, a representative of the Mejlis of Turkmenistan participated in an introductory training seminar on improving the quality of services in the field of providing support to women and families, as well as strengthening cooperation between relevant institutions, organized by the United Nations Population Fund in Turkestan, Republic of Kazakhstan.

Representatives of government agencies, public organizations, healthcare, education, and social services took part in the seminar.

The conference featured presentations and an exchange of views on improving interagency coordination tools for supporting women and strengthening cooperation between relevant agencies and service providers.

During the conference, participants learned about the activities of family support centers located in the Sayram and Keles etraps of Turkestan and shared experiences in implementing services at the local level, specific aspects of cooperation, and best practices.

The conference also discussed issues strengthening preventive measures, improving advisory and support services, and enhancing the qualifications of specialists. Following the training seminar, recommendations were presented for improving the system of services for women and families, further expanding the scale of interagency cooperation, and implementing best practices.
