Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, held an extended session of the State Security Council to review the activities of the country’s military and law enforcement agencies for 2025, and outline objectives for the current year.

The floor was given first to Secretary of the State Security Council and Minister of Defense B. Gundogdyyev, who reported on the measures implemented last year as part of the “Program for the Development of the Armed Forces of Turkmenistan for 2022–2028”, as well as on the practical steps, taken to modernize the National Army’s material and technical resources and significantly improve the working and social conditions of military personnel.

A report was also presented on the results of the work carried out regarding the discharge and conscription of Turkmen citizens for military service.

After hearing the report, President Serdar Berdimuhamedov noted that the past year had seen the completion of programmatic work to increase the strength of the country’s Armed Forces, as well as the implementation of practical measures to strengthen the material and technical base of the National Army and the defense capability of the Fatherland.

The head of state emphasized the importance of the consistent development and improvement of the Armed Forces of Turkmenistan in 2026, including their material and technical base, as well as further improving the service and living conditions of military personnel, and enhancing their professional training and qualifications. In this regard, the Secretary of the State Security Council and the Minister of Defense were given specific commissions.

Noting that this year marks the 35th anniversary of the independence of the neutral Motherland, President Serdar Berdimuhamedov gave a number of instructions on comprehensive preparations for the upcoming holiday.

Next, Prosecutor General B. Muhamedov reported on the work of the prosecutor’s office in 2025. As reported, measures were taken to modernize the activities of this structure in line with the demands of the times, including through the implementation of best practices, ensuring oversight of proper compliance with regulatory and legal acts, and improving the qualifications of prosecutorial staff.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized the importance of prosecutorial oversight of law enforcement, the legality of legal acts, and crime prevention. Specific instructions were given to the Prosecutor General in this regard.

Minister of Internal Affairs M. Hydyrov reported on the performance of subordinate structures in 2025 in ensuring public order in the country, preventing crime, and monitoring compliance with fire safety and traffic regulations.

After hearing the report, the head of state emphasized the need to continue the measures taken to maintain peace and public order in the country, prevent offenses, implement best practices and a digital system in the Road Inspection Service, prevent road accidents, and monitor compliance with fire safety regulations.

At the same time, the Supreme Commander-in-Chief of the Armed Forces noted the importance of strengthening the material and technical resources of the internal affairs agencies. Specific instructions were given to the minister in this regard.

The Chairman of the Supreme Court, B. Hojamgulyev, reported on the results of his agency’s activities over the past year, specifically on the pace of implementation of the objectives outlined in the judicial system development program, measures taken to improve the qualifications of judges, and the introduction of digital capabilities into judicial practice.

Summarizing the report, President Serdar Berdimuhamedov noted that protecting the rights and freedoms of citizens is the primary goal of the judiciary. In this context, emphasis was placed on the importance of properly fulfilling these tasks.

At the same time, the head of state emphasized the need to improve further the qualifications of judges and judicial system staff, drawing on best practices, modernize the courts’ facilities and equipment with the introduction of digital technologies, and significantly improve the living conditions of court employees. Specific instructions were given to the Chief Justice of the Supreme Court in this regard.

Specific instructions concerned regularly conducting outreach and educational work to improve the legal literacy of the population.

Minister of National Security N. Atagarayev reported on the results of measures taken in 2025 to ensure peace, stability, and public order in the country, and to achieve successfully the objectives set for the ministry.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that protecting national security and national interests, which ensure the development of the state, constitute the key task of the Ministry. In this regard, it was noted the importance of effectively continuing targeted work.

Furthermore, the head of state ordered that appropriate measures be taken to strengthen the material and technical resources of the ministry’s bodies, improve their operations in line with the demands of the times, and enhance the qualifications of the Ministry’s employees.

The Chief of the State Border Service, Ya.Nuryyev, reported on the results of his agency’s activities over the past year, including improving the material and technical infrastructure of border units and creating appropriate working and social conditions for defenders of the Fatherland.

The Chief of the State Border Service also noted that, a new complex of buildings for the Sarahs Border Detachment was opened with the participation of the Supreme Commander-in-Chief of the Armed Forces.

Summarizing the report, the President of Turkmenistan relieved Ya.Nuryyev of his post as Chief of the State Border Service of Turkmenistan due to his transfer to another position.

The President appointed I. Ilamanov to this position, relieving him of his post as Deputy Chief of the State Border Service of Turkmenistan.

Paying tribute to the State Flag of Turkmenistan as a sign of his military oath, I. Ilamanov solemnly swore an oath of allegiance to the people, the Motherland, and the country’s President.

Wishing the newly appointed head of the Service success in his work, the head of state focused on priority tasks and emphasized the importance of ensuring the protection of the Fatherland’s borders, which are the border of friendship and brotherhood, in accordance with the defensive Military Doctrine, as well as the application of best practices and modern technology in this area.

President Serdar Berdimuhamedov also ordered continued work to improve the material and technical infrastructure of the border troops and further improve the social and living conditions of military personnel and their families.

Minister of Justice M. Taganov reported on the results of the work completed in 2025 to improve the national legislative framework. Information was also provided on the organization of informational and explanatory work on issues of citizens’ rights and responsibilities, and the provision of legal assistance.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to ensure compliance of draft legal acts with the provisions of the Constitution and current laws of Turkmenistan, conduct outreach and educational work to improve legal literacy among the population, and create a unified electronic database. Specific instructions were given to the Minister of Justice in this regard.

The Chairman of the State Customs Service, M. Hudaikulyyev, reported on the results of measures taken last year to introduce the latest technologies and modern methods of monitoring transit cargo, as well as to improve the qualifications of Service employees.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the need to utilize effectively modern equipment and digital system capabilities at the country’s customs terminals to ensure reliable customs control, increase their throughput in line with modern requirements, and improve the qualifications of relevant personnel.

Chairman of the State Migration Service A. Sazakov reported on the results of his agency’s activities for 2025, the work carried out to successfully complete the tasks set in accordance with the instructions previously given by the head of state, and the implementation of the Service’s Development Program.

Summarizing his report, the Supreme Commander-in-Chief of the Armed Forces emphasized the importance of introducing advanced information technologies to significantly modernize the Service’s operations, organizing regular refresher courses for specialized personnel, and systematically monitoring compliance with migration legislation. In this regard, the head of the Service was given a number of specific instructions.

Addressing the meeting participants, President Serdar Berdimuhamedov further emphasized that Defender of the Fatherland Day is celebrated annually on January 27.

As the head of state stated, the sacred duty of every defender of the Fatherland is to faithfully serve the Motherland, reliably protect its sacred independence, sovereignty, territorial integrity, and constitutional order, uphold the rule of law, and protect the rights, freedoms, and legitimate interests of individuals and citizens, as well as the interests of society and the state. Expressing confidence that the defenders of the Fatherland will fulfill their duty with honor and dedication, President Serdar Berdimuhamedov took the opportunity to congratulate heartily the meeting participants, as well as the country’s military personnel and law enforcement agencies, on the upcoming Defender of the Fatherland Day.

Announcing the decision to award state decorations to military personnel and law enforcement officials, conferring military and special ranks and qualification classes on them, in recognition of their personal contribution to strengthening the independence and sovereignty of the Motherland and maintaining public and legal order, and on the occasion of Defender of the Fatherland Day, the head of state signed the corresponding Decrees.

Then, President Serdar Berdimuhamedov noted that, in accordance with the requirements of Turkmenistan’s defensive Military Doctrine, programmatic measures are being taken to ensure a high level of military security and the integrity of an independent, neutral state, strengthen its defense capability, and further improve the social and living conditions of the defenders of the Motherland and their families, and this work will continue.

At the extended offsite session of the State Security Council, a number of other important issues were also discussed, and appropriate decisions were made.

Concluding the extended offsite session, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, wished everyone sound health, prosperity, and great success in their responsible service for the sake of a peaceful and happy life of the near and dear people.

On January 21, 2026, Chairperson of the Mejlis of Turkmenistan D.Gulmanova accepted the credential from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Chad to Turkmenistan Mr.Mahamoud Adam Bechir. 

On behalf of the Head of State, Chairperson of the national Parliament, congratulated Ambassador on his appointment to the high diplomatic post and wished him great success in strengthening the established cooperation between Turkmenistan and the Republic of Chad.

The diplomat was introduced with the main directions of the internal and peace-loving external policy of Independent, permanently Neutral Turkmenistan and the activities of the Mejlis of Turkmenistan.

The sides noted with satisfaction that the development of established political and diplomatic relations between the countries in the current context and the intensification of cooperation in trade-economic, cultural-humanitarian and parliamentary areas will also be beneficial for both sides. Along with this, it was emphasized that there are broad opportunities for mutual exchange of experience in improving national legislation and parliamentary activities, familiarization with the possibilities of strengthening cooperation between two states, and strengthening friendly relations between peoples. 

At the end of the meeting, Ambassador Extraordinary and Plenipotentiary of the Republic of Chad to Turkmenistan assured that he would make every effort to further strengthen interstate relation based on the principles of equality and mutual respect.

On 21 January 2026, a meeting was held between Chairperson of the Mejlis of Turkmenistan D.Gulmanova and Special Representative of the European Union for Central Asia, Eduards Stiprais.

During the meeting, the guest was introduced to the priority areas of internal and peace-loving foreign policy of Turkmenistan, as well as with the activities of the national Parliament. It was noted that development of mutually beneficial cooperation with the international organizations, including the European Union is one of the important directions of the foreign policy of our country.

It was also emphasized that cooperation with European Union continue to expand actively in new areas, including security, improvement of the legal system, protection of human rights and freedoms, ensuring gender equality, environmental protection, combating climate change, digitalization, and the rational use of water resources.

The sides noted the importance of agreements reached in recent years between Turkmenistan and the European Union, the exchange of experience in legislative and parliamentary activities, as well as meetings of parliamentary representatives and jointly held training seminars that contribute to the formation of a modern basis for multilateral relations between our country and the EU countries.

During the meeting was noted, the significance of events held within the framework of inter-parliamentary cooperation between the European Union and Turkmenistan, particularly Inter-Parliamentary Dialogue «European Union – Turkmenistan», which promotes mutual exchange of experience and strengthening of cooperative relations.

At the end of the meeting, the sides expressed their readiness to support further cooperation between Turkmenistan and the European Union based on the principles of mutual respect, equality and trust through parliamentary diplomacy.

Today, President Serdar Berdimuhamedov held a working meeting with participation of Deputy Chairman of the Cabinet of Ministers T. Atahalliyev and regional hyakims to consider the development of the agricultural sector and the progress of work in the country’s regions.

The floor was given first to the Ahal Velayat Hyakim T. Nurmyradov, who reported on the progress of agricultural campaigns in the region.

It was reported that seasonal maintenance, including mineral fertilization, is currently underway in wheat fields.

As part of the upcoming cotton-sowing season, plowing, leveling, and ridge forming of the land, as well as soil enrichment with mineral fertilizers, are being carried out in an organized manner.

To ensure cotton producers have sufficient seed, measures are being taken to select high-quality seeds, repair, and properly maintain agricultural machinery and equipment that will be used in the sowing season.

Furthermore, as part of the spring planting campaign for potatoes, vegetables, and melons, necessary steps are being taken to prepare the land and seed, and improve the melioration of farmland.

A report was also presented on the progress of construction projects scheduled for commissioning in the velayat this year.

After hearing the report, the head of state emphasized the importance of the agricultural sector in ensuring food abundance in the country and instructed the hyakim to ensure that seasonal work on farming land in the velayat is carried out in strict compliance with agricultural standards.

The President of Turkmenistan also ordered that the high quality and timely completion of construction projects scheduled for commissioning in the velayat this year, in accordance with the National Rural Program, be monitored. Then, the hyakim of Balkan velayat, H. Ashyrmyradov, reported on the progress of agricultural work in the region’s farmland.

As reported, wheat fields are currently being maintained in accordance with agricultural standards, including the application of mineral fertilizers.

Leveling and ridge preparation continue in the cotton fields. Cottonseed and equipment for the spring sowing campaign are also being prepared.

Guided by the instructions of the President of Turkmenistan to strengthen further food abundance in the country, the velayat is carrying out relevant work as part of the spring planting of potatoes, vegetables, and melons.

The hyakim also reported on the progress of construction projects scheduled for completion in the region this year, in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028” and the National Rural Program.

After hearing the report, the head of state emphasized that the key to future bountiful harvests is strict adherence to sound scientifically agricultural practices during seasonal fieldwork, and gave the hyakim specific instructions in this regard.

President Serdar Berdimuhamedov also ordered that the quality of construction projects scheduled for opening in the velayat this year, in accordance with the Socio-Economic Development Program for 2022–2028, be monitored.

Then, the hyakim of Dashoguz velayat, D. Babayev, reported on the progress of ongoing agricultural campaigns in the region.

As reported, plowing, leveling, and fertilizing the lands in the velayat’s agricultural lands allocated for cotton cultivation continue. Necessary measures are being taken to prepare high-quality cottonseeds suitable for the velayat’s soil and climate conditions for the upcoming season, as well as the agricultural machinery and equipment that will be used in the sowing campaign.

To ensure the population has a full supply of domestically produced food products, appropriate agricultural activities are being carried out to prepare fields and seeds for sowing.

Furthermore, a report was given on the progress of construction projects scheduled for commissioning in the velayat this year in accordance with the country’s Socio-Economic Development Program for 2022–2028 and the National Rural Program.

Summarizing the report, the President of Turkmenistan identified the proper preparation of agricultural land and agricultural machinery for the spring sowing season as a priority task and gave the hyakim a number of instructions in this regard.

The head of state also ordered the timely and high-quality completion of work planned in the region for the current year in accordance with the National Rural Program.

Further, the hyakim of Lebap velayat, D. Genjiev, reported on the progress of seasonal agricultural campaigns in the region.

As reported, in order to grow a bountiful wheat harvest this year, the velayat’s fields are being maintained in compliance with agricultural requirements.

Plowing, leveling, ridge-making, and flushing irrigation are underway in areas allocated for cotton cultivation. Measures are also being taken to prepare high-quality seeds for cotton producers, as well as agricultural machinery that will be used in the spring campaign and subsequent crop care.

Plowing and leveling of land allocated for potato and vegetable and melon crops is underway, as is the selection of seed material for the upcoming season.

Furthermore, the hyakim reported on the progress of construction projects scheduled to open in the velayat this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028” and the National Rural Program.

After hearing the report, President Serdar Berdimuhamedov emphasized that the high-quality and organized implementation of seasonal agricultural activities, particularly wheat care and preparation for spring sowing, is currently the most important requirement, and addressed specific instructions to the hyakim.

The head of state also ordered the timely and high-quality completion of work planned in the velayat for the current year as part of the country’s socio-economic development programs.

Next, the hyakim of Mary velayat D. Annaberdiev reported on the progress of seasonal agricultural campaigns in the region.

As reported, mineral fertilizer application and irrigation are currently underway in the velayat’s wheat fields in an organized manner and in accordance with agricultural standards.

Plowing and land leveling are underway in preparation for the cotton-sowing season. Necessary measures are also being taken to ensure the proper preparation of high-quality cottonseeds and agricultural machinery for the spring fieldwork.

Furthermore, in accordance with the objectives set by the President of Turkmenistan to provide fully the population with domestically manufactured food products, land preparation and seed selection for the upcoming potato, vegetable, and melon planting campaign are ongoing in the velayat.

Necessary steps are also being taken to harvest and process the sugar beet harvest grown in the region.

Furthermore, a report was given on the status of construction sites in the velayat, where work is being carried out as part of the National Rural Program.

After hearing the report, the head of state emphasized the importance of rational use of land and water resources and compliance with established standards during ongoing fieldwork, which is the main condition for maintaining soil fertility, and gave specific commissions to the hyakim.

The President of Turkmenistan also noted that the successful implementation of the objectives outlined in the country’s Socio-Economic Development Program is a necessary requirement and instructed the mayor to monitor the work being carried out in this area constantly.

Then, Deputy Chairman of the Cabinet of Ministers T. Atahalliyev reported on the progress of the country’s seasonal agricultural campaigns.

As reported, in order to fulfill assignments of the President of Turkmenistan to grow a bountiful wheat harvest and further strengthen food abundance, crop care in the fields continues in accordance with agricultural standards.

In preparation for cotton sowing, plowing, harrowing, and ridge forming of the land are underway. To ensure cotton growers have high-quality seeds, ginning plants are processing and selecting the seed material.

Along with this, work is underway in the regions to prepare land, potato and vegetable and melon seeds, and agricultural machinery for the spring sowing season.

Summarizing the report, the head of state emphasized the important role of agriculture in the national economy, noting the need for systematic modernization of the industry to strengthen further food abundance, implement scientifically sound innovative approaches, and incorporate best practices into production. He then gave the Deputy Prime Minister a number of instructions.

Addressing the meeting participants, the President of Turkmenistan once again emphasized the ongoing seasonal agricultural activities in the velayats, assigning to ensure that plowing and leveling of land for cotton is carried out in accordance with agricultural standards, that cotton producers are supplied with sufficient, high-quality seeds, that equipment for sowing is properly prepared, that wheat is tended within the established agricultural timeframes, and that careful preparation for the spring planting of potatoes, vegetables, and melons is ensured.

Furthermore, the President of Turkmenistan service agencies and enterprises instructed to strictly monitor payments to cotton and wheat producers, as well as to rice producers in Lebap velayat and sugar beet producers in Mary velayat. In addition, instructions were given to take the necessary measures to ensure the timely and high-quality completion of work planned for the current year, in accordance with the country’s Socio-Economic Development Program for 2022–2028 and the National Rural Program.

Concluding the working meeting, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work.

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты Гурбангулы Бердымухамедов посетил Ахалтекинский конный комплекс Президента Туркменистана, где ознакомился с темпами подготовки к одному из знаменательных событий нынешнего года, объявленного «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов», – Нацио­нальному празднику туркменского скакуна.

Утром Национальный Лидер туркменского народа прибыл в расположенный в одном из живописных уголков предгорий Копетдага Ахалтекинский конный комплекс Президента Туркменистана.

Здесь Героя-Аркадага встретили заместитель Председателя Кабинета Министров Б.Аннамаммедов, курирующий строительно-промышленный комплекс, управляющий делами Аппарата Президента Туркменистана Х.Хаджымырадов, вице-президент Международной ассоциации ахалтекинского коневодства Б.Реджепов, ректор Международной академии коневодства имени Аба Аннаева П.Байрамдурдыев. В числе собравшихся также Р.Акчи, представитель турецкой строительной компании «GAP Inşaat», занимающейся модернизацией комплекса. Национальному Лидеру туркменского народа были представлены подробная информация о динамике выполнения поставленных задач, проекты с детализацией и схемы расположения сооружений. Как сообщалось, модернизация комплекса и благоустройство его территории по поручению Президента Сердара Бердымухамедова продолжаются ускоренными темпами согласно намеченному плану.

Прозвучала также информация о реконструкции ведущей к комплексу автотрассы с установкой вдоль неё дорожных и других знаков, системы освещения, а также об используемых современных методах дорожного строительства.

Ознакомившись с представленными проектами и сведениями, Заслуженный архитектор Туркменистана Герой-Аркадаг высказал ряд замечаний и внёс соответствующие коррективы. Как подчёркивалось, все рабочие процессы должны осуществляться на основе современной практики в области строительства дорог. Первоочередное внимание следует уделять характеристике и показателям качества автотрассы.

В то же время необходимо использовать передовые методы при установке системы освещения. Высаживаемые вдоль дороги деревья должны способствовать улучшению экологического уровня этого уголка, сказал Герой-Аркадаг и дал профильным руководителям ряд рекомендаций.

Устанавливаемые дорожные знаки, гранитные блоки, а также тротуары должны отвечать предъявляемым требованиям, в том числе международным стандартам. Рабочие процессы должны выполняться качественно и своевременно, что в целом определено главной задачей. Вместе с тем необходимо наладить надлежащий уход за саженцами.

Говоря об этом, Герой-Аркадаг сделал акцент на прочности и долговечности материа­лов, которые используются при строительстве мостов, в том числе над селепропускными каналами.

В продолжение Национальному Лидеру туркменского народа были представлены скульп­туры коней и произведения изобразительного искусства, которыми ­предусматривается декорировать помещения комплекса.

Заострив внимание на необходимости продуманного оформления интерьера зданий произведениями скульптурного и изобразительного искусства, Герой-Аркадаг подчеркнул важность их выбора с учётом сочетаемости с элементами декора и дизайном помещений.

В продолжение представитель компании, которой доверена модернизация комплекса с благоустройством территории, проинформировал о темпах ведущихся согласно поручению Президента Туркменистана работ, а также о скульптурах коней, которые планируется здесь установить. Как сообщалось, рабочие процессы осуществляются в координации с представителями профильных структур нашей страны.

Ознакомившись со скульптурами и материалами, которые будут использоваться при отделке зданий, Герой-Аркадаг высказал ряд замечаний. В данной связи подчёркивалась важность сочетания традиций национального зодчества с передовой практикой. В результатах развёрнутой здесь работы должна проявляться всенародная любовь к нашему достоянию – «райским» коням.

Говоря о Национальном празднике туркменского скакуна, Герой-Аркадаг подчеркнул необходимость подготовки соответствующей программы и представления её на рассмотрение главы государства. В случае одобрения следует комплексно подойти к организационным вопросам, чтобы в предстоящих торжествах нашло отражение содержание девиза нынешнего года.

Как известно, благодаря успешной реализации ­Аркадаглы Героем Сердаром грандиозных начинаний Героя-­Аркадага, особо почитающего ахалтекинских скакунов, в нашей стране проводится эффективная работа по развитию конного спорта, увеличению популяции чистокровных «небесных» коней и приумножению их славы на мировой арене, решение вопросов в данной области находится в центре неослабного внимания государства.

Подчеркнув значительную роль в жизни туркменского народа великолепных скакунов, которые также являются главным украшением национальных праздников, Герой-Аркадаг отметил, что ахалтекинская порода является результатом усердного труда наших доблестных предков, преданных делу сейисов. В мире немало ассоциаций и центров, специализирующихся на содержании и разведении ахалтекинских скакунов. Но именно туркменская земля – исконная родина чистокровных «крылатых» коней, продолжил Национальный Лидер туркменского народа.

Возникновение ахалтекинской породы обусловлено прежде всего самой природой нашей земли, созидательным духом трудолюбивого туркменского народа. Сегодня в Туркменистане действует множество конных комплексов, ипподромов международного класса. В них созданы оптимальные условия для содержания, увеличения численности и сохранения чистоты породы скакунов, подготовки их к скачкам и другим состязаниям. В данном контексте поддержание эффективной эксплуатации профильных сооружений с прекрасными возможностями является актуальной задачей.

Проводимая в данной области работа – проявление высокого почитания к подаренному миру великолепному национальному достоянию, а также того, что наш народ, объединив усилия, способен воплощать великие замыслы. И здесь примечателен девиз Президента Сердара Бердымухамедова «Родина является Родиной только с народом! Государство является государством только с народом!», в котором определяется единство народа и государства, отметил Герой-Аркадаг.

Затем Национальный Лидер туркменского народа, осмотрев предусмотренные к установке на территории комплекса мониторы и остекление зданий, высказал ряд замечаний. Как отмечалось, элементы внешней отделки, как и внутренней, а также размещаемые здесь средства ­должны образовать единый ансамбль. Вместе с тем необходимо приложить усилия для поддержания в течение всего года декоративности ландшафта комплекса.

Данные меры позволят обеспечивать надлежащий экологический уровень в этом уголке и благоприятный микроклимат для ахалтекинских скакунов. Для достижения намеченных целей необходимо наладить регулярный уход за посаженными деревьями и создаваемыми зелёными зонами, сказал Национальный Лидер туркменского народа и дал ряд рекомендаций.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.

The head of the state first gave the floor to Chairwoman of the Mejlis D.Gulmanova to speak at the meeting.

The head of the parliament informed on the measures adopted for consecutive improvement of national legislation.

As she informed, the work on amendment and additions to the Criminal and Criminal-Procedure Codes, the Code on administrative offences, Laws «On migration» and «On fishery and preservation of water biological resources» proceeds at present.

At the same time, the parliament adopted the decision on the holding of elections of members of the Khalk Maslakhaty in newly established etraps of velayats and of those who discontinued their deputyship in the Mejlis and membership of the Khalk Maslakhaty and gengeshes in their velayat, etrap and city offices. According to the document, elections were designated to be held on March 29 of this year, Sunday.

Having heard the information, President Serdar Berdimuhamedov pointed out the importance of consecutive improvement of the legal framework as a factor of further development of the sovereign state, and continuation of the work on amendments and additions to legal acts in force.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation for the Week of the United Nations Special Programme for the Economies of Central Asia (SPECA).

As he informed, within the framework of the Week, an economic forum, sessions of profile working groups, meetings and other events were planned.

During forthcoming events, it is planned to consider issues of promotion of cooperation in the fields of economy, energy and water resources, preservation of the environment. For discussion measures on increase of efficiency of energy and transport connectivity, perfection of digital trade and economic corridors with use of standards of the United Nations will be included.

In that connection, for consideration a corresponding proposal was submitted.

Summing up the report, the head of the state underlined that interaction with the United Nations Organization and its specialised agencies - among priorities of the policy pursued by Turkmenistan. Speaking of it, President Serdar Berdimuhamedov instructed him to provide appropriate preparation for the SPECA Week and its organization at high level.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on adopted measures on modernisation of the infrastructure of the Turkmenbashi oil refineries complex of "Türkmennebit" State Concern.

As he informed, the Kenar storage-loading oil enterprise functions as key structural link of TORC on reception, storage and shipment of oil products to consumers through railway and air routes.

Considerable modernisation of the enterprise will allow to optimise reception, storage and shipment for subsequent transportation of production of oil refining, and to raise significantly the transport-logistic potential of the country.

For consideration of the head of the state, a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov marked the effective dynamics of development of the oil refining industry according to realities of the time that, including allows supporting reliability of deliveries of oil products to consumers. Having approved the prepared proposal on modernisation of the Turkmenbashi oil refineries complex of "Türkmennebit" State Concern, the head of the state instructed him to take necessary measures.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of supervised structures, in particular, "Türkmenhimiýa" State Concern.

As he informed, with a view of fulfilment of instructions of the President of Turkmenistan on supply of local agricultural manufacturers with mineral fertilizers according to agro-technical standards, at the enterprises of the Concern a regular work is carried out. So, agriculturists in full volume are provided with corresponding production, and its surpluses are exported.

Summing up the information, the head of the state noted a huge role of the chemical branch in supply of manufacturers of agricultural production with mineral fertilizers. In that regard, the Deputy-Chairman of the Cabinet was entrusted to raise the efficiency of activity of "Türkmenhimiýa" State Concern.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on adopted measures for fulfilment of the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, which our country has joined.

As he informed, at present, the states-participants of the Agreement have established national committees. In this plan, the Ministry of Trade and Foreign Economic Relations studied corresponding foreign practice and, as consequence, works on creation of the Interdepartmental working group on simplification of procedures of trade of Turkmenistan.

Creation of similar structure will allow not only fulfilling tasks proceeding from the international agreements, but also consistently to co-ordinate actions with regional and world countries in the field.

In that connection, for consideration of the head of the state a corresponding proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov underlined an effective character of measures adopted by Turkmenistan to expand trade and economic relations with world states.

Having approved the proposal on creation of the Interdepartmental working group on simplification of procedures of trade of Turkmenistan, the head of the state instructed him to carry out corresponding work.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on realised measures on further perfection of activity of the sphere of culture.

As she informed, a regular work is carried out to organise the activity of the given sphere according to realities of time, modernisation of its material, technical and legislative basis as well as to study, popularize the cultural heritage, develop tourism, and expand international partnership in the field of culture today.

Curricula and programs of profile educational institutions are improved and methods of organisation of study in them are carried out according to requirements of the present are consistently improved.

Necessary measures are also taken to replenish funds of museums of the country and introduce the digital system in their work.

At the same time, a special significance is attached to modernisation of the activity of libraries, improvement of quality of services rendered to the population. At present, web sites with various publishing production in the electronic format and audiobooks were created.

She also delivered the information on conducted work on demonstration of new plays and events on the occasion of significant dates and holidays at theatres and circuses of the country.

Summing up the report, the head of the state noted the importance of organisation of the activity of the sphere of culture according to realities of the time and strengthening of its material and technical basis. In that regard, the Deputy-Chairwoman of the Cabinet was instructed to continue measures on a regular basis for improvement of the work of the branch.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on issues of admission into postgraduate study, scientific degrees and clinical internship in 2026.

As she informed, together with profile ministries and departments, a corresponding work is carried out for successful solution of tasks outlined in the Program «Revival of the new epoch of the powerful state: National program of social and economic development of Turkmenistan in 2022-2052», «Program of the President of Turkmenistan on social and economic development of the country in 2022-2028» and the Government program «Saglyk». Taken measures are aimed at perfection of the activity of the sphere of science, preparation of new generation of young scientists in the field of management of digital economy, and engineers, technologists, doctors and other specialists well-versed in innovative technologies.

The draft of the document defining quotas of admission into postgraduate study, scientific degrees and clinical internship in research establishments and higher educational institutions in 2026, which was declared «Independent neutral Turkmenistan - the native land of purposeful winged racers» was prepared as a result.

In that connection, for consideration of the head of the state a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov noted that in Turkmenistan a huge significance is given to consecutive perfection of the sphere of science, preparation of qualified professionals. Speaking of it, the head of the state signed the document on enrolment into postgraduate study, courses of scientific degrees and clinical internship and instructed the Deputy-Chairwoman of the Cabinet to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work to improve the activity of the Protocol service of Turkmenistan.

As he informed, under the far-sighted leadership of President Serdar Berdimuhamedov Turkmenistan consistently increases mutually beneficial relations with different states and international organisations. In our country top-level official visits, large international forums, multilateral meetings are organized at the state and governmental levels for discussion of key issues of strengthening of cooperation in political, economic, cultural and other areas. Along with it, Turkmenistan takes an active part in similar events held abroad.

All it demands a high level of maintenance of organizational and protocol issues to the international standards and practice of diplomatic protocol.

In that regard, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov submitted proposals on perfection of protocol activity on the basis of Laws of Turkmenistan «On diplomatic service» and «On state protocol».

In view of the fact that training of specialists in the field is one of the priority goals, it was proposed to send young employees of diplomatic service of the country to undergo specialised courses for improvement of qualification on the basis of the education centre "Diplomatic protocol" at the Institute of International Relations of the Ministry of Foreign Affairs.

He also proposed to send protocol officials of Turkmenistan to undergo courses organized abroad with a view of exchange of experience, to invite foreign profile specialists to our country for conduction of short-term courses.

Summing up the report, President Serdar Berdimuhamedov pointed out that the foreign policy pursued by independent neutral Turkmenistan is focused on general well-being. Our country also increases relations with states of the world and international organisations.

Having approved proposals on improvement of the activity of the Protocol service of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov to carry out corresponding work in the given sphere.

Then, Deputy-Chairman of the Cabinet M.Chakyev reported on measures adopted by supervised structures for further development of transport-logistic system, strengthening of transit potential of the country and increase of its position in the international transport corridors.

As he informed, the Ashgabat-Turkmenbashi railway, which is strategically important in the light of social and economic development of Turkmenistan, connects various corners of the country with Turkmenbashi international seaport and acts as a key link in coordination of national railways with international transport corridors «Lapis Lazuli», TRACECA, North-South and East-West. And for that reason, complex modernisation of the Ashgabat-Turkmenbashi railway is one of the main tasks.

In that regard, for consideration of the head of the state a relevant proposal was submitted.

Having heard the information, President Serdar Berdimuhamedov pointed out the effective dynamics of conducted work on development of transport-logistic system of the country and increase of its transit potential.

Having underlined the strategic importance of the Ashgabat-Turkmenbashi railway for social and economic development of Turkmenistan, the head of the state approved the proposal on its modernisation. The Deputy-Chairman of the Cabinet was entrusted to carry out due work in the given area.

At the meeting a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Having concluded the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.

Сегодня Президент Сердар Бердымухамедов провёл рабочее совещание с участием заместителя Председателя Кабинета Министров Т. Атахаллыева и хякимов велаятов, на котором рассмотрены вопросы развития агропромышленного сектора страны и проводимой в регионах работы.

Первому слово было предоставлено хякиму Ахалского велаята Т.Нурмырадову, доложившему о текущих сельскохозяйственных кампаниях в регионе.

Как сообщалось, в настоящее время в велаяте проводится подпитка полей, засеянных пшеницей, минеральными удобрениями в соответствии с нормами агротехники.

В рамках подготовки к посевной хлопчатника осуществляются вспашка, выравнивание, боронование земель и подкормка минеральными удобрениями.

Принимаются необходимые меры по отбору семян для обеспечения производителей хлопка высококачественным семенным материалом, ремонту и надлежащему содержанию задействованной в севе техники и агрегатов.

В целях надлежащего проведения посевной озимых и овощных культур ведутся работы по подготовке полей и семян к весенней кампании, а также по улучшению мелиоративного состояния пахотных земель.

Кроме того, хяким доложил о мерах, принятых для обеспечения надлежащего функционирования систем отопления в зданиях социально-культурного назначения, для бесперебойного электро-, газо- и водоснабжения населения, а также о ходе строительства объектов, планируемых к сдаче в эксплуатацию в велаяте в текущем году.

Заслушав отчёт, глава государства Сердар Бердымухамедов отметил необходимость надлежащего осуществ­ления сезонных агротехнических мероприятий и подготовки к весенней посевной кампании, дав в этой связи хякиму соответствующие указания.

Президент Туркменистана также поручил держать под контролем качественное и своевременное выполнение строительных работ на объектах, намеченных к открытию в велаяте в нынешнем году.

Затем хяким Балканского велаята Х.Ашырмырадов доложил о темпах проведения сельскохозяйственных мероприятий на полях региона.

Сообщалось, что в настоящее время осуществляется уход за площадями, засеянными пшеницей, в частности, подпитка почвы минеральными удоб­рениями.

Ведутся работы по выравниванию полей, предназначенных для сева хлопчатника, а также по подготовке семян и техники для предстоящей посевной.

В соответствии с поставленными задачами по дальнейшему укреплению продовольственной безопасности в стране, в регионе принимаются необходимые меры по подготовке к весеннему севу картофеля и овощебахчевых культур, пахотных земель.

Хяким также доложил о проводимой работе по надлежащему функционированию систем отопления в жилых домах и зданиях социального назначения в регионе, по обеспечению населения электроэнергией, природным газом и питьевой водой. Наряду с этим сообщалось о ходе строительства объектов, которые планируется ввести в эксплуатацию в велаяте в текущем году.

Резюмируя отчёт, глава государства отметил, что для достижения высоких результатов в сельскохозяйственном производстве необходимо строгое соблюдение норм агротехники на всех этапах производства, и дал хякиму ряд указаний.

Президент Сердар Бердымухамедов также поручил держать в центре внимания качественное выполнение строительных работ на объектах, намеченных к открытию в регионе в 2026 году.

Затем хяким Дашогузского велаята Д.Бабаев доложил о ходе сезонных сельскохозяйственных кампаний в регионе.

Как сообщалось, в целях подготовки к предстоящему севу хлопчатника на полях продолжаются вспашка, выравнивание и подпитка почвы минеральными удобрениями. Принимаются необходимые меры для отбора высококачественного семенного материала хлопчатника, пригодного для почвенно-климатических условий региона, а также для надлежащего функционирования сельскохозяйственной техники и агрегатов во время посевной.

Помимо того, в велаяте ведётся соответствующая работа по подготовке сельхозплощадей и семян для посадки продовольственных культур.

В регионе также осуществляются шаги по очистке территорий, ирригационных и коллекторно-дренажных систем.

Кроме того, сообщалось о принятых мерах для обеспечения надёжного функционирования систем отопления в жилых домах и зданиях социально-культурного назначения в регионе в зимний период, бесперебойного электро-, газо- и водоснабжения населения, а также о темпах строительства объектов, которые запланированы к сдаче в эксплуатацию в велаяте в нынешнем году.

Заслушав отчёт, Президент Туркменистана подчеркнул, что выполнение сезонных сельскохозяйственных работ на полях региона в установленные агротехнические сроки и с высоким качеством является главным условием получения богатых урожаев, и в этой связи адресовал хякиму конкретные поручения.

Глава государства также распорядился обеспечить качественное и своевременное выполнение работ, намеченных на этот год в регионе согласно Национальной сельской программе.

Далее хяким Лебапского велаята Д.Генджиев доложил о ходе текущих сельскохозяйственных кампаний в регионе.

Сообщалось, что, в соответствии с задачами, поставленными Президентом страны в целях получения богатых урожаев сельхозкультур, в велаяте продолжаются сезонные работы. В настоящее время на засеянных площадях проводятся работы по уходу за пшеницей с соб­людением норм агротехники.

На предназначенных для сева хлопчатника полях осуществляются вспашка, выравнивание, полив, подпитка минеральными удобрениями. Наряду с этим принимаются соответствующие меры по подготовке высококачественных семян хлопчатника и сельскохозяйственной техники для использования в посевной сезон и при уходе за посевами.

Также ведутся работы по подготовке полей и семян к весенней посадке картофеля и овощебахчевых культур, по очистке территорий, оросительных и коллекторно-дренажных систем для улучшения мелиорационного состояния земель.

Кроме того, хяким доложил о том, что делается всё необходимое для обеспечения надлежащего функционирования систем отопления в жилых домах, зданиях, организациях, на предприятиях, объектах социально-культурного назначения в регионе в зимний период, для обес­печения бесперебойного электро-, газо- и водоснабжения населения. Сообщалось также о ходе строительства объектов, планируемых к открытию в регионе в текущем году в соответствии с Программой Президента Туркменистана социально-экономического развития страны в 2022–2028 годах и Национальной сельской программой.

Резюмируя отчёт, Президент Туркменистана сделал акцент на важной роли сельскохозяйственного сектора в национальной экономике и в этой связи поручил хякиму держать под контролем надлежащее проведение сельхозмероприятий по уходу за пшеницей и подготовку к весеннему севу.

Глава государства также распорядился обеспечить качественное и свое­временное выполнение намеченных на этот год работ в регионе в рамках программ социально-экономического развития страны.

Далее с отчётом о темпах текущих сельскохозяйственных кампаний выступил хяким Марыйского ­велаята Д. Аннабердиев.

Как сообщалось, в регионе продолжаются подпитка почвы минеральными удобрениями и полив засеянных пшеницей полей в соответствии с нормами агротехники.

На предназначенных для посева хлопчатника площадях осуществ­ляются вспашка и выравнивание. Принимаются необходимые меры для обеспечения хлопкоробов высококачественными семенами и полной готовности техники к весенней кампании.

В целях успешного выполнения задач, поставленных Президентом Туркменистана по обеспечению населения продовольственными продуктами оте­чественного производства, в велаяте проводится работа по подготовке полей и семян к сезону сева картофеля и овощебахчевых культур, а также по очистке территорий, оросительных и коллекторно-дренажных систем.

Кроме того, в регионе продолжаются сбор и переработка урожая сахарной свёклы.

Хяким также доложил о мерах, принятых для обеспечения надлежащего функционирования систем отопления в жилых домах, школах и детских садах, а также о ходе строительства объектов в рамках реализации Национальной сельской программы.

Резюмируя отчёт, Президент Туркменистана акцентировал внимание на важности текущих сельскохозяйственных работ, поручив в этой связи хякиму обеспечить выполнение агротехнических мероприятий на должном уровне.

Глава государства также подчеркнул, что это необходимое условие для успешного решения задач, обозначенных в программах социально-экономического развития страны, и распорядился постоянно контролировать работу, проводимую в данном направлении в регионе.

Затем с отчётом о ходе сезонных сельскохозяйственных кампаний в стране выступил заместитель Председателя Кабинета Министров Т.Атахаллыев.

Прежде всего, от имени всех жителей регионов страны вице-премьер выразил искреннюю признательность Аркадаглы Герою Сердару и Герою-Аркадагу за большую партию современного автотранспорта и техники, закупленных для коммунальных хозяйств хякимликов велаятов. Как отмечалось, эта новейшая техника, ставшая замечательным подарком в году «Независимый нейтральный Туркменистан – родина целе­устремлённых крылатых скакунов», послужит дальнейшему совершенствованию работы в соответствии с требованиями времени.

Затем вице-премьер доложил о ходе сезонных сельскохозяйственных кампаний в стране.

Как сообщалось, в велаятах продолжается уход за засеянными пшеницей полями в соответствии с нормами агротехники.

В целях подготовки к севу хлопчатника проводятся вспашка, выравнивание, боронование земель. Для обеспечения производителей высококачественными семенами на хлопкоочистительных заводах осуществляются шаги по обработке хлопчатника, отбору семенного материала и его надлежащему хранению до начала посевной кампании. Также принимаются необходимые меры для подготовки сельскохозяйственной техники к предстоящему сезону.

Кроме того, проводятся мероприятия в рамках подготовки площадей и семян к весенней посадке картофеля и овощебахчевых культур.

Резюмируя отчёт, Президент Сердар Бердымухамедов сделал акцент на том, что сельскохозяйственный сектор играет особую роль в современном развитии Отчизны. Эта отрасль обеспечивает продовольственное изобилие в стране и её экологическое благополучие, подчеркнул глава Туркменистана и в этой связи поручил вице-премьеру продолжить работу по развитию агропромышленного комплекса в соответствии с требованиями времени.

Затем, обращаясь к участникам рабочего совещания, глава государства вновь подчеркнул важность текущих сезонных сельскохозяйственных работ и поручил проводить вспашку и выравнивание земель под хлопчатник в соответствии с агротехническими нормами, уделять особое внимание вопросам снабжения производителей хлопка семенным материалом, в этой связи следует обеспечить отбор высококачественных семян хлопчатника, подготовку сельскохозяйственной техники и агрегатов для предстоящей посевной, продолжить уход за засеянными пшеницей полями с соблюдением агротехнических требований, а также сбор сахарной свёклы в Марыйском велаяте. Наряду с этим нужно держать в центре внимания подготовку к весенней посадке картофеля и овощебахчевых культур.

Президент Туркменистана поручил обеспечить контроль за осуществ­лением своевременных расчётов между производителями хлопка, пшеницы и обслуживающими организациями и предприятиями в регионах за работы по уборке хлопка, пшеницы и риса в Лебапском велаяте и сахарной свёклы в Марыйском велаяте, а также надлежащим образом проводить мероприятия по очистке территорий, оросительных и коллекторно-дренажных систем, по подготовке сельскохозяйственных угодий регионов к весеннему сезону.

Кроме того, глава государства распорядился держать в центре внимания вопросы надлежащего функционирования систем отоп­ления в жилых домах, школах и детских садах, обеспечения населения велаятов электроэнергией, природным газом и питьевой водой, а также строго контролировать ход строительства объектов производственного и социально-культурного назначения в регионах.

Завершая рабочее совещание, Президент Сердар Бердымухамедов пожелал его участникам крепкого здоровья, семейного благополучия и больших успехов в работе.

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, made a working visit to the city of Arkadag, recognized as a vivid example of national architectural art and combining all conditions for comfortable living. During the visit, he familiarized himself with the progress of construction of the second phase of the new city and with the designs of facilities planned for construction.

Here, Hero Arkadag was shown design drawings of industrial enterprises of the medical cluster—an important component of the second phase of development of the city of Arkadag—as well as the sites designated for their construction.

As is known, world-renowned companies, including “Toyo Engineering”, “Mitsubishi”, “Kawasaki Heavy Industries”, “Sumitomo”, “Komatsu”, and “ITOCHU Corporation” (Japan), as well as “Daewoo Engineering & Construction Co., Ltd.,” and “Hyundai Engineering Co. Ltd.” (Republic of Korea), have taken part in the implementation of major joint projects in our country, including construction projects.

A meeting devoted to issues of accelerating the pace of work within the framework of the second phase of development of the city of Arkadag was attended by heads of world-famous companies, including the Japanese companies “Sumitomo Heavy Industries LTD” and “Sumitomo Heavy Industries Plastics Machinery”; the Korean companies “EM Korea Co. LTD and Korea Meditech Co. LTD”; as well as representatives of the Turkmenbashi Oil Refinery Complex, the Kiyanly Polymer Plant, the Ministry of Health and Medical Industry of the country, the economic society “Garagum,” which is involved in the construction of the medical cluster and the equipping of production facilities, and the heads of the embassies of Turkmenistan in Japan and the Republic of Korea.

Here, certificates of conformity confirming the quality and environmental friendliness of local raw materials used at the production enterprises of the medical cluster of the city of Arkadag, as well as of the products manufactured from them, were presented, along with certificates of studies on the impact of chemical industry products on human health.

Special attention was given to certificates of conformity to ISO standards of the medical cluster of the city of Arkadag.

It was noted that Japanese and Korean companies are making great efforts to ensure regular supplies of equipment for the production facilities of the medical cluster in the city of Arkadag. At the same time, control has been established over its quality and performance. Leaders of foreign companies also emphasized that the quality of the equipment being introduced here for the first time in the Central Asian region fully meets international standards and assured that its production would be organized in an appropriate manner.

Today, President Serdar Berdimuhamedov held the first online meeting of the Cabinet of Ministers in the year declared «Independent neutral Turkmenistan - the native land of purposeful winged racers» and considered a number of issues of state life.

Opening the meeting, the head of the state gave the floor to Chairwoman of the Mejlis D.Gulmanova.

The head of the national parliament informed on the measures adopted for strengthening the legal framework of the country.

As she informed, working groups formed in the structure of the Mejlis, carry out work on perfection of laws in force according to realities of the time. It, in particular, concerns regulatory legal acts in the field of protection of the rights and freedom of the individual, migration, fishery and protection of water bio-resources and acts aimed at further social and economic development of the country and increase of standards of living of the population.

Members of the Mejlis took part in the working meetings organised by UNDP and OSCE together with profile state structures of Turkmenistan. At the same time, working trips of members of the parliament to the Kirghiz Republic and the Republic of Uzbekistan took place.

Having heard the sounded information and having designated development of new legal priority acts, answering to requirement of the time, President Serdar Berdimuhamedov underlined the importance of continuation of work in this area.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on drafts of working plans of the economic and financial-bank complex for 2026.

As he informed, the presented plans provide adoption of measures for maintenance of macroeconomic stability in Turkmenistan, dynamical social and economic development of the country and its regions, modernisation of investment policy, formation of favourable investment and business environment, expansion of process of introduction of digital technologies and systems. At the same time, the analysis of financial and economic conditions of branches and use of capacities is planned. The specified plans are also aimed at maintenance of successful fulfilment of the State budget, organisation of work according to the financial and economic, budgetary-tax and monetary policy of the state, improvement of labour relations, and increase of employment and social security of the population. Besides it, practical steps on development of bank and insurance services, standardization of systems, perfection of work of bodies of national statistics, further cooperation with international financial institutions, optimisation of foreign economic activity, organisation of processes with a view of efficient control over state property and financial assets are planned. Measures for appropriate cash security of economy, crediting according to requirements, and introduction of advanced international practice in the complex, perfection of legislative basis and tools of regulation of economy are also planned.

Along with it, the Deputy-Chairman of the Cabinet informed on drafts of plans of work of ministries and departments of the complex in the field of development of digital technologies for 2026.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity of systematic analysis of social and economic development of the country, financial and economic condition of branches as well as control over appropriate fulfilment of the State budget. Having approved working plans of economic, financial and bank sectors of Turkmenistan for 2026, the head of the state disposed to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on working plans of departments of the oil and gas complex for 2026.

According to plans of "Türkmengaz" and «Türkmennebit» State Concerns, goals for development of oil and gas deposits, extraction of natural and passing gas, oil and gas condensate, manufacture of liquefied gas, export of Turkmen «blue fuel» to world markets as well as deep oil refining and delivery of oil products to internal and external consumers were marked. "Türkmengeologiýa" State Corporation plans exploration and discovery of rich oil and natural gas of layers, rock minerals and underground waters, development of digital system, expansion of introduction of advanced scientific achievements and innovative technologies in manufacture.

The beginning of next phases of development of gas deposit «Galkynyş», successful fulfilment of construction of an important link of gas pipeline Turkmenistan-Afghanistan-Pakistan-India – the site of Serhetabat-Herat called «Arkadagyň ak ýoly» were designated as priorities.

Summing up the report, President Serdar Berdimuhamedov noted the necessity of consecutive increase in volumes of oil and gas production in the country, effective utilisation of capacities of profile enterprises. Having approved the presented plans of the oil and gas complex, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the draft of working plans of the agricultural complex for 2026.

As he informed, it contains measures for successful decision of goals put before profile ministries and departments, in particular, goals for development of agriculture and veterinary science, rational land tenure, development and introduction of new species of agricultural crops, preservation of the environment, maintenance of ecological well-being and transformation of the country into a blossoming garden are planned. At the same time, steps are taken for development of water management, consecutive strengthening of material and technical basis of the branch, effective utilisation of water resources. Measures on development of cotton and silk industry, supply of industrial enterprises with production for their processing, development of grain growing and maintenance of the population with corresponding production, modernisation of the material and technical basis of the agrarian sector, rendering of technical service to agricultural manufacturers, development of food-processing industry and maintenance of food abundance in the country are also planned. Among the planned goals - development of animal industries, poultry farming, increase in the livestock of cattle and poultry, manufacture of corresponding production and maintenance of the population with it. Along with it, horse breeding and equestrian sport development, increase in the number of Ahalteke racers and augmentation of their international recognition are envisaged.

Having heard the report, President Serdar Berdimuhamedov pointed out the importance of further complex development of agriculture and strengthening of its material and technical basis and also unrelenting attention to issues of increase in volumes and manufacture improvement of quality in the branch. Having approved working plans on agriculture for 2026, the head of the state instructed to carry out appropriate work in the given sphere.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on drafts of the working plans prepared by the building-industrial complex for 2026.

According to plans, control over the quality of work at erected social and industrial projects, maintenance of construction sites and other branches of national economy with building materials, erection of new profile enterprises and reconstruction of the existing ones are planned. Measures on the further strengthening of the material and technical basis of electric power industry, introduction of modern technologies, expansion of export potential chemical and building industry, release of new kinds of production, full use of the operating enterprises, continuation of modernisation of operating ones and building of new highways and bridges are also planned. At the same time, in Ashgabat erection of social and industrial projects, laying of engineering systems and highways are envisaged.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity of appropriate fulfilment of the works planned in the building branch, consecutive expansion of volumes of output of building materials, considerable modernisation of the material and technical basis of power branch, control over construction of new highways and reconstruction of the existing ones.

Having approved working plans of the building-industrial complex and khyakimlik of Ashgabat city for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on drafts of working plans of the trading complex for 2026.

As he informed, they include measures on further maintenance of abundance of consumer goods and price stability in the home market, perfection of activity of trading branch according to requirements of the time, consecutive development of digital economy and electronic trade, maximum and effective utilisation of capacities of the enterprises of textile industry, increase in assortment and output, increase of its quality. Among the planned goals - development and preservation of national art of carpet making, the spiritual-cultural heritage of Turkmen people for subsequent generations. According to plans, practical steps will be taken with a view of introduction of modern methods of electronic trade in activity of the State Commodity and Raw Materials Exchange, modernisation of processes of organisation of exhibitions and conferences in the Chamber of Commerce and Industry on the basis of high technologies. Besides it, manufacture of expansion of import replacing and production focused on export by means of development of the private sector, activization of trade and economic relations with foreign countries, expansion of positions of national goods in the world markets are envisaged.

Summing up the report, President Serdar Berdimuhamedov instructed to continue measures for successful solution of the goals planned in the trading complex, maintenance of abundance of consumer goods in home market, optimum use of industrial potential of the enterprises of textile industry.

Having approved working plans of the trading complex for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on drafts of working plans of the Ministry and departments of the sphere of culture for the current year.

In plans, organization of various actions on the occasion of the 35th anniversary of independence of our fatherland and announcement of 2026 «Independent neutral Turkmenistan - the native land of purposeful winged racers» is planned. The announcement of creative competitions, development of international cultural cooperation, in particular, tourism, study and wide popularisation of the material and non-material cultural heritage, restoration work on historical and cultural monuments and their research are also envisaged. At the same time, measures with a view of strengthening the material and technical basis of corresponding departments and establishments, improvements of professional skill of workers of the sphere, perfection of activity of museums and libraries, profile educational institutions, introductions of high technologies, realisation of theatrical performances reflecting the spirit of the age as well as supply of the population with high quality cultural services will be taken.

Along with it, fulfilment of the goals following from government programs and the Concept of development of digital economy, adoption of steps on inclusion of multilateral and national nominations in the UNESCO World Heritage List and creation of various films by «Türkmenfilm» Association named after Oguz khan, extended coverage of achievements of our fatherland in mass media are planned.

Having heard the report, President Serdar Berdimuhamedov underlined the significance of organisation of activity of the sphere of culture according to requirements of the time, consecutive study of cultural heritage and restoration of historical and cultural monuments.

Having approved working plans of the sphere of culture for 2026, the head of the state instructed to carry out corresponding work.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on prepared drafts of working plans of supervised spheres for 2026.

As she informed, it is planned to continue the reforms aimed at education of competent generation, perfection of curriculums, substantial enrichment of textbooks, strengthening of the material and technical basis of education system, introduction of advanced methods of preventive maintenance and treatment of diseases in treatment and prophylactic establishments according to the Government program «Saglyk», development of physical training, sports and the Olympic movement. Due measures are also planned to develop fundamental and applied sciences, innovative industry, form a generation of experts and scientists who are engaged in effective, world level, industrial and scientific activity by means of attraction of talented youth in spheres of high technologies and science. Besides it, actions for popularisation of national cultural heritage and achievements of the country, augmentation of its international authority.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity to give particular attention to education of the younger generation, strengthening of material and technical basis of the education sphere and to keep control over taken measures on perfection of activity of the system of public health services and development of sports. Having approved working plans of spheres of science, education, public health services, sports and public organisations for 2026, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported Affairs for 2026 reported on the draft of the working plan for 2026.

As he informed, the plan was developed according to the Concept of foreign policy of neutral Turkmenistan for 2022-2028, and the commissions given by the head of the state at the expanded meeting of the Government held with participation of heads of diplomatic missions and consular establishments of our country abroad on December 6, 2025.

According to the plan, practical measures will be taken to strengthen relations between Turkmenistan and foreign countries by means of political-diplomatic, trade and economic, cultural-humanitarian and other actions.

In the context of the planned measures, the necessity of carrying out and coordination of corresponding work on realisation of the international initiatives put forward by the President of Turkmenistan at sessions of the General Assembly of the United Nations, in particular, at the 80th session was also underlined.

At the same time, the measures aimed at strengthening interaction with international financial and economic structures are planned.

Along with it, practical steps on expansion of relations with economic organisations, in particular, with the World Trade Organization, Organisation for Economic Co-operation and Development, International Energy Agency and the International Renewable Energy Agency were designated.

The measures, which are to be realised jointly with United Nations Conference on Trade and Development (UNCTAD), UN Economic and Social Commission for Asia and the Pacific (ESCAP) and United Nations Economic Commission for Europe (UNECE) were also defined.

Summing up the report, President Serdar Berdimuhamedov underlined that the foreign policy pursued by independent Turkmenistan on the international scene starts with the status of positive neutrality and is focused on maintenance of general well-being.

Having noted the importance of consecutive expansion of interaction with the countries of the world and international organisations and having approved the working plan of the Ministry of Foreign Affairs for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on working plans of departments of the supervised complex for 2026.

As he informed, in the presented plans priority goals on increase in turnover of goods by means of effective addition of possibilities of transport infrastructure operating in the country with transit potential of the region, further digitalization of the activity of the complex, creation of favourable conditions for investments and development of international cooperation were defined.

Besides it, in 2026 it is planned to realise some large investment projects, such, as building of modern railway stations, sea vessels, industrial and social projects and repair of diesel locomotives and carriages.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take corresponding measures for organisation of activity of the transport-communication complex according to modern requirements.

At the same time, the importance of expansion of activity of international transport corridors, continuation of work on creation of favourable conditions for transit transportation and increase in their volume, and consecutive perfection of work of the sphere of communication was marked. Having approved working plans of the transport-communication complex for 2026, the head of the state instructed to carry out corresponding work.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.

Сегодня Президент Сердар ­Бердымухамедов провёл рабочее совещание с участием заместителя Председателя Кабинета Министров Т.Атахаллыева и хякимов велаятов, на котором были рассмотрены воп­росы, касающиеся развития агропромышленного сектора, и ход работ в регионах страны.

Первому слово было предоставлено хякиму Ахалского велаята Т.Нурмырадову, доложившему о темпах текущих сезонных сельскохозяйственных мероприятий в регионе.

Как отмечалось, в настоящее время проводится уход за пшеничными полями, в частности, подкормка минеральными удобрениями.

В рамках подготовки к посевной хлопчатника продолжаются вспашка, выравнивание земель с внесением минеральных удобрений.

В целях обеспечения хлопкоробов качественным семенным материалом принимаются необходимые меры по подготовке семян хлопчатника, а также ремонту и надлежащему обслуживанию сельскохозяйственной техники и оборудования.

Хяким доложил о работе по обес­печению бесперебойного функционирования систем отопления зданий социально-культурного назначения, электро-, газо- и водоснабжения населения, а также о состоянии дел на строительных объектах, которые планируется ввести в эксплуатацию в велаяте в текущем году.

Заслушав отчёт, Президент Сердар Бердымухамедов отметил важность проведения сезонных сельскохозяйственных мероприятий в соответствии с нормами агротехники и надлежащей подготовки к весенней посевной кампании, адресовав в связи с этим руководителю региональной администрации ряд поручений.

Глава государства также распорядился держать под контролем качественное и своевременное выполнение работ, запланированных на этот год в велаяте.

Затем хяким Балканского велаята Х.Ашырмырадов доложил о состоянии дел на полях региона.

Как отмечалось, в настоящее время осуществляется уход за пшеницей, в частности, подкормка земель минеральными удобрениями.

На участках, предназначенных для сева хлопчатника, проводятся вспашка и выравнивание, а также подготовка техники к весеннему сезону, хлопкоробы снабжаются семенами хлопчатника.

Сообщалось о принимаемых мерах по обеспечению надлежащего функционирования систем отопления жилых и общественных зданий, бесперебойному снабжению населения электроэнергией, природным газом и питьевой водой, а также о ходе строительства объектов, которые планируется ввести в эксплуатацию в регионе в этом году.

Заслушав отчёт, глава государства отметил, что строгое соблюдение норм агротехники является основой устойчивого развития сельского хозяйства, и в этой связи поручил хякиму осуществлять регулярный контроль за надлежащим проведением сельскохозяйственных мероприятий в регионе.

Кроме того, Президент Сердар Бердымухамедов подчеркнул необходимость успешного выполнения задач, предусмотренных программами социально-экономического развития страны, дав соответствующие указания руководителю региональной администрации.

Затем хяким Дашогузского велаята Д.Бабаев доложил о ходе сезонных сельскохозяйственных работ в велаяте.

Как отмечалось, в настоящее время в рамках подготовки к посевной хлопчатника на полях планомерно проводятся вспашка, выравнивание, обогащение почвы минеральными удобрениями, а также подготовка техники и семян хлопчатника.

Кроме этого, прозвучала информация о принимаемых мерах по обеспечению надлежащего функционирования систем отопления жилых домов и зданий социально-культурного назначения, снабжению населения электроэнергией, природным газом и питьевой водой, а также о ходе строительства объектов, которые планируется ввести в эксплуатацию в регионе в текущем году.

Заслушав отчёт, Президент страны отметил, что комплексный подход ко всем этапам сельхозпроизводства является залогом получения богатых урожаев сельскохозяйственных культур, и распорядился держать под контролем качественное выполнение агротехнических мероприятий, а также своевременное завершение строительных работ на объектах, которые планируется ввести в эксплуатацию в регионе в текущем году в соответствии с программами социально-экономического развития страны.

Затем с отчётом о ходе сезонных аграрных кампаний выступил хяким Лебапского велаята Д.Генджиев.

Как отмечалось, руководствуясь поставленными Президентом страны задачами по последовательному развитию агропромышленного сектора и повышению урожайности сельхозкультур, в регионе ведутся сезонные работы, в частности, уход за пшеничными полями с учётом агротехнических требований.

На площадях, отведённых под сев хлопчатника, продолжаются вспашка, разравнивание, чилевание, промывной полив и обогащение почвы минеральными удобрениями. Вместе с тем прилагаются усилия по подготовке сельхозтехники, которая будет задействована в весенней посевной и в работах по уходу.

Прозвучала информация о принимаемых мерах по обеспечению надлежащего функционирования систем отопления жилых домов, ведомств, объектов социально-культурного назначения в зимний период, бесперебойного электро-, газо- и водоснабжения населения, а также о ходе строительных работ на объектах, запланированных к сдаче в эксплуатацию в текущем году в рамках Программы социально-экономического развития страны в 2022–2028 гг. и Национальной сельской программы.

Заслушав отчёт, Президент Сердар Бердымухамедов отметил, что качественное проведение агротехнических мероприятий позволяет не только получать высокие урожаи, но и эффективно использовать земельные и водные ресурсы, и дал соответствующие указания на этот счёт.

Кроме того, глава государства распорядился держать под контролем работы, запланированные в рамках программ социально-экономического развития страны.

Далее о положении дел на полях региона доложил хяким Марыйского велаята Д.Аннабердиев.

Как сообщалось, в целях получения богатого урожая пшеницы осуществляется полив и подкормка почвы минеральными удобрениями в соответствии с нормами агротехники.

На участках, предназначенных для сева хлопчатника, осуществляются вспашка и разравнивание. Прилагаются усилия по обеспечению производителей хлопка высококачественными семенами, а также по подготовке техники и агрегатов, используемых в весенний период.

Наряду с этим проводятся работы по уборке урожая сахарной свёклы без потерь и его переработке.

Хяким доложил о принимаемых мерах по обеспечению бесперебойного функционирования систем отопления многоквартирных жилых домов, школ и детских садов, электро-, газо- и водоснабжения населения региона, а также о ходе строительства объектов различного назначения в рамках реализации Национальной сельской программы.

Заслушав отчёт, глава государства отметил важность проведения текущей ответственной сельхозкампании в соответствии с агротехническими нормами, поручив держать под неослабным контролем проведение сезонных сельскохозяйственных мероприятий.

Президент Сердар Бердымухамедов распорядился также обеспечить надлежащее выполнение запланированных в текущем году задач в рамках Национальной сельской программы.

Затем заместитель Председателя Кабинета Министров Т.Атахаллыев доложил о ходе сезонных сельскохозяйственных работ в стране в год, провозглашённый «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов».

Как сообщалось, в настоящее время в соответствии с агротехническими нормами на пшеничных полях регионов проводится уход, в частности, подкормка минеральными удобрениями, при этом особое внимание уделяется эффективной эксплуатации сельскохозяйственной техники.

В рамках подготовки к севу хлопчатника продолжаются вспашка, выравнивание и подкормка земель минеральными удобрениями. Принимаются меры для обеспечения хлопкоробов к посевной высококачественными семенами. Наряду с этим прилагаются усилия по подготовке сельхозтехники к сезону и поддержанию её в надлежащем состоянии.

Резюмируя отчёт, Президент Сердар Бердымухамедов отметил стратегическую роль аграрного сектора в национальной экономике, обеспечивающего продовольственное изобилие Родины, и поручил вице-премьеру продолжить работу по дальнейшему развитию сельского хозяйства в соответствии с потребностями времени.

Затем, обратившись к участникам рабочего совещания, глава государства ещё раз акцентировал внимание на продолжающихся в настоящее время сезонных сельскохозяйственных мероприятиях и отметил важность надлежащего проведения работ по уходу за полями в регионах, в частности, вспашки и разравнивания площадей под хлопчатник в соответствии с агротехническими нормами, обеспечения производителей хлопка высококачественными семенами, а также подготовки техники и агрегатов к весеннему севу.

Кроме того, глава государства распорядился строго контролировать расчёты между производителями хлопка и пшеницы и сервисными предприятиями в регионах за урожай хлопка 2024–2025 годов и урожай пшеницы 2025–2026 годов, ход уборки урожая сахарной свёклы в Марыйском велаяте в агротехнические сроки, надлежащее функционирование систем отопления жилых домов, школ и детских садов, обеспечение населения электроэнергией, природным газом и питьевой водой, а также держать под неослабным вниманием строительство объектов социально-культурного и промышленного назначения, ввод в эксплуатацию которых планируется в регионах в текущем году.

Завершая рабочее совещание, Президент Сердар Бердымухамедов пожелал его участникам крепкого здоровья, семейного благополучия и больших успехов в работе.

2025 год – Международный год мира и доверия – подходит к концу, и совсем скоро мы встретим Новый, 2026 год.

По Восточному календарю наступающий год – год Лошади, то есть скакуна. Со скакунами ахалтекинской породы, являющимися нашей гордостью и достоянием, связаны чаяния и великие устремления туркменского народа.

2025 год стал одним из знаменательных в новейшей истории независимой Родины, а именно большими достижениями в жизни наших граждан, воплощением значительных по масштабу и по меркам истории начинаний Национального Лидера туркменского народа. В нынешнем году также успешно претворены в жизнь программы, ориентированные на развитие Отчизны и существенное повышение уровня жизни населения. Вместе с тем в целях социально-экономического развития суверенного государства были образованы новые этрапы.

Наряду с этим по всей стране были открыты школы, детские сады, медицинские учреждения, спортивные сооружения, заведения культуры, производственные и многие другие объекты. Все они отвечают современным требованиям. Тысячи счастливых семей справили новоселье.

Что касается топливно-энергетического комплекса, то в этом секторе были реализованы крупные проекты. Так, в эксплуатацию сдан нефтеналивной причал Туркменбашинского комплекса нефтеперерабатывающих заводов. При участии Героя-Аркадага дан старт прокладке ключевого звена газопровода Туркменистан–Афганистан–Пакистан–Индия до афганской провинции Герат – участка Серхетабат–Герат, именуемого «Arkadagyň ak ýoly».

Кроме того, в Бахерденском этрапе Ахалского велаята состоялось открытие завода по производству керамических изделий «Bäherden», в столице – цеха по выпуску стекольной продукции, в Балканском велаяте – водоочистного сооружения в Эсенгулыйском этрапе и автомобильного моста через залив Гарабогаз кёл.

Наряду с этим дан старт строительству производственного комплекса по выпуску минеральных удоб­рений в структуре Туркменабатского химического завода Лебапского велаята, комплекса по производству карбамида в Туркменбашинском этрапе Балканского велаята, а также автотрассы по маршруту Туркменбаши–Гарабогаз–граница Казахстана.

Вместе с тем в Ашхабаде началось строительство Центра детей и юношества «Güneşli».

В текущем году на территории Ахалского велаята нашей страны в торжественной обстановке были открыты новые сёла: «Döwletli mekan» в этрапе Ак бугдай и «Bagtly zamana» в Каахкинском этрапе, а в Куняургенчском этрапе Дашогузского велаята – современный посёлок Битараплык.

Планомерно строится вторая очередь города Аркадаг, в стране продолжается возведение отвечающих требованиям времени сёл, жилых домов. Всё это наглядно демонстрирует успешное проведение в жизнь девиза «Родина является Родиной только с народом! Государство является государством только с народом!».

Дорогие соотечественники!

Успехом знаменуются и реализуемые нами реформы в аграрном секторе – самоотверженные земледельцы успешно справились с договорным обязательством, сдав государству более 1 миллиона 400 тысяч отборного зерна пшеницы. Собранный урожай является источником изобилия и достатка родного народа, нашей суверенной Отчизны!

Мы и впредь будем принимать действенные меры для экономического стимулирования тружеников села и укрепления материально-технической базы отрасли.

Значительная работа проводится также в нефтегазовом, транспортно-коммуникационном и торговом комплексах страны, вносящих достойный вклад в достижения суверенной Родины.

Забота о здоровье народа, обеспечение его счастливой жизни в благополучии – приоритет проводимой нами государственной политики.

В уходящем году был дан старт строительству многопрофильных больниц в Ашхабаде и городе Теджен Ахалского велаята, а также Центра охраны здоровья матери и ребёнка в городе Дашогуз Даш­огузского велаята.

Мы продолжим принимаемые в области охраны здоровья человека меры.

В сферах науки и образования также реализованы действенные реформы. Так, были открыты новый учебный корпус Государственного энергетического института Туркменистана, комплекс зданий Международного университета промышленников и предпринимателей, а также множество других учебных заведений.

Нами делается очень многое для массового привлечения молодого поколения к занятиям спортом, значительного повышения престижа нашей страны на мировой спортивной арене.

В нынешнем году Группа национальных конных игр «Galkynyş» удостоилась Гран-при на Международном фестивале в Монте-Карло. Футбольная команда «Arkadag» также завоевала победу в международном турнире, что приумножило спортивный престиж Родины в мире. Словом, наши спортсмены успешно выступили и, как результат, завоевали призовые места в соревнованиях мирового уровня.

Мы и далее продолжим меры по развитию спорта в нашей стране.

Нами проводится масштабная работа с целью развития национальной культуры, охраны и популяризации нашего наследия. В Международный год мира и доверия Ашхабад был включён в Глобальную сеть обу­чающихся городов ЮНЕСКО, а «Искусство разведения туркменского алабая» – в Репрезентативный список нематериального культурного наследия ЮНЕСКО.

В уходящем году регулярно проводились различного рода международные мероприятия культурной направленности, в том числе Дни культуры, а в предстоящем году на высоком уровне проведём Неделю культуры в Балканском велаяте.

Дорогие соотечественники!

В текущем году по инициативе нашей страны Генеральная Ассамблея Организации Объединённых Наций консенсусом приняла Резолюцию «Постоянный нейтралитет Туркменистана». Данное событие вновь продемонстрировало последовательность проводимой политики нейтралитета.

По случаю Международного года мира и доверия, а также 30-летия постоянного нейтралитета Туркменского государства было организовано множество международных мероприятий. Так, в Нацио­нальной туристической зоне «Аваза» на высоком уровне проведена Третья Конференция Организации Объединённых Наций по развивающимся странам, не имеющим выхода к морю. Как результат, Генеральной Ассамблеей Организации Объединённых Наций единогласно принята Резолюция «Авазинская политическая декларация».

Вместе с тем по инициативе нашей страны Генеральная Ассамблея Организации Объединённых Наций консенсусом приняла Резолюции «Десятилетие Организации Объединённых Наций по устойчивому транспорту» и «Ключевая роль надёжной и стабильной энергетической связуемости в обеспечении устойчивого развития».

Огромную значимость имеет и проведённая в Национальной туристической зоне «Аваза» Международная конференция «Роль женщин в современном обществе: развитие международного сотрудничества на пути достижения Целей устойчивого развития», по результатам которой был принят итоговый документ.

Наиболее главным событием славного года стал Международный форум, проведённый на высоком уровне по случаю Международного дня нейтралитета. По его итогам была принята Ашхабадская декларация. Состоявшийся Форум значительно приумножил авторитет нашей страны как миролюбивого государства.

В целях дальнейшего развития Отчизны мы объявили наступающий 2026 год «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов».

В новом году, который мы встречаем со светлыми мечтами и надеждой, мы отметим 35-летний юбилей священной независимости, продолжим усердно трудиться во имя превращения Родины в край, где царят счастье и процветание.

Мы – на пороге Нового, 2026 года. В такой момент желаю вам крепкого здоровья и новых успехов!

Пусть новый год станет годом благополучия, изобилия и достатка! Пусть в ваших семьях всегда будут согласие и благодать!

Уважаемый наш Президент!

Международный год мира и доверия обрёл особое значение в истории независимого, постоянно нейтрального Туркменистана. Широкое празднование знаменательного 30-летия постоянного нейтралитета любимой Родины продемонстрировало международный престиж нашей страны и приумножило патриотический дух каждого туркменистанца. Под Вашим руководством Туркменистан вновь продемонстрировал миру свою приверженность принципам мира, добрососедства и взаимовыгодного сотрудничества. Инициативы, выдвинутые в рамках ООН, и других авторитетных международных организаций, включая принятие в третий раз Резолюции о постоянном нейтралитете Туркменистана, стали ярким выражением признания мировым сообществом нашей миротворческой политики. Объявление 2025 года Генеральной Ассамблеей ООН «Международным годом мира и доверия» – наглядное тому подтверждение.

В этот славный год, уважаемый наш Президент, передача в дар туркменскому народу Вашей новой книги «Нейтралитет Туркменистана – светлый путь мира и доверия» придала Международному дню нейтралитета, а также знаменательному 30-летию постоянного нейтралитета Туркменистана особую торжественность и радость.

Проведение в этом году под Вашим руководством в Национальной туристической зоне «Аваза» Третьей Конференции ООН по развивающимся странам, не имеющим выхода к морю, успешная организация Международной конференции «Роль женщин в современном обществе: развитие международного сотрудничества на пути достижения Целей устойчивого развития», а также итоги Международного форума высокого уровня, посвящённого Международному дню нейтралитета, значительно повысили авторитет Туркменистана в мировом сообществе, в очередной раз продемонстрировали миролюбивые принципы нашего государства. Кроме того включение беломраморного Ашхабада в Глобальную сеть обучающихся городов ЮНЕСКО, а Искусство разведения туркменского алабая – в Репрезентативный список нематериального культурного наследия человечества ­ЮНЕСКО, стали историческими событиями, демонстрирующими деятельность по развитию главного города Отчизны, и признание наших национальных культурных ценностей на глобальном уровне.

Высокочтимый наш Президент!

Ваш главный принцип «Родина – является Родиной только с народом! Государство – является государством только с народом!», во славу дальнейшего процветания и приумножения авторитета любимой Родины и счастливой жизни нашего народа, пользуются широкой поддержкой туркменистанцев. В последние дни уходящего знаменательного года Вы наградили молодёжь, приумножившую международный престиж туркменского спорта и достойно представившую Отчизну своими победами на международных образовательных соревнованиях.

В результате проводимой Вами социальной политики наши регионы, города Ашхабад и Аркадаг стремительно развиваются. Город Аркадаг, ставший первым «умным» городом в истории нашей страны, является ярким символом процветающей и счастливой жизни. В настоящее время здесь успешно продолжается работа в рамках «Концепции развития города Аркадаг на 2024–2052 годы». Благодаря Вашим неустанным усилиям открытие и ввод в эксплуатацию в уходящем году новых современных сёл «Döwletli mekan» и «Bagtly zamana», посёлка Битараплык, а также зданий и сооружений социального и промышленного назначения свидетельствуют о плодотворной работе на благо любимого народа.

Глубоко верю, что в Новом году под Вашим руководством наша любимая Родина продолжит уверенно следовать по пути к устойчивому развитию, и что высокие цели, связанные с повышением уровня жизни туркменского народа, укреплением нашей экономики и обеспечением счастливого будущего молодого поколения будут успешно достигнуты
