National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov during his visit to the Principality of Monaco met with the head of the French company «Bouygues» Martin Bouygues.

Expressing gratitude to Hero Arkadag for the time devoted to the meeting, the businessman noted that it was a great honor for the company he headed to cooperate with Turkmenistan and participate in the implementation of large-scale projects, primarily aimed at transforming the architectural appearance of white marble Ashgabat. Also, the head of the French company, taking the opportunity, expressed warm words of greeting and best wishes to President Serdar Berdimuhamedov and wished Hero Arkadag a successful visit to Monaco.

The National Leader of the Turkmen people, thanking for the kind words, conveyed greetings to Martin Bouygues on behalf of the head of state and noted that the expansion of mutually beneficial cooperation with large foreign companies is one of the main directions of Turkmenistan's foreign economic strategy, implemented under the leadership of President Serdar Berdimuhamedov. The «Bouygues» company is a long-standing and reliable business partner of Turkmenistan.

Hero Arkadag said that the 30th anniversary of our country's neutrality is widely celebrated this year, and important events will be held on the occasion of this significant date, and also emphasized the significance of the announcement of 2025 as the «International Year of Peace and Trust» on the initiative of President Serdar Berdimuhamedov.

During the exchange of views on the current state and future opportunities for partnership, Martin Bouygues noted that the company he headed has always been guided by the valuable advice and proposals of the Hero Arkadag in implementing projects of global significance initiated by the National Leader of the Turkmen people, Honoured Architect of Turkmenistan Gurbanguly Berdimuhamedov, and confirmed his interest in further strengthening its position in the promising Turkmen market.

Hero Arkadag highly appreciated the activities of the French company in our country and expressed Turkmenistan’s readiness to deepen cooperation.

As noted, Ashgabat, rapidly developing and turning into a modern metropolis, is confidently strengthening its position as a centre of regional and global cooperation.

The Chairman of the Halk Maslahaty emphasised that a harmonious combination of advanced architectural, engineering and technical developments and the best principles of national architecture, a creative approach, active use of innovative technologies, strict adherence to environmental safety standards are important aspects of the large-scale urban development program being implemented in Turkmenistan, and the level of quality and commissioning of facilities within the established timeframes are primary requirements.

Along with this, Hero-Arkadag noted that Turkmenistan is interested in cooperation in the field of digital systems and is ready to consider specific proposals from the «Bouygues» company.

At the end of the meeting, the businessman expressed his sincere gratitude to Hero Arkadag and the head of state Serdar Berdimuhamedov for the high level of trust placed in the company, assuring that «Bouygues» will continue to take a responsible approach to its partnership obligations and will make every effort to successfully implement the projects entrusted to it.

National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov during his visit to the Principality of Monaco held meeting with the Prince of Monaco Albert II on January 20.

The present visit of Hero-Arkadag, which is held in the International Year of Peace and Trust, has a crucial significance in the light of further strengthening of the interstate dialogue.

As known, diplomatic relations between Turkmenistan and the Principality of Monaco were established in 2015. This year, which marked the 30th anniversary of neutrality of our fatherland, the 10th anniversary of their establishment is celebrated. It is remarkable that during the past time Monaco has consistently supported the initiative set forward by our country on the margins of the United Nations Organization in interests of global peace and sustainable development.

In the Hall of "Guard of Honour" of the palace the ceremony of joint photographing of Hero-Arkadag Gurbanguly Berdimuhamedov, Prince of Monaco Albert II and Princess of Monaco Stephanie took place.

Then, the Chairman of the Khalk Maslakhaty and Prince Albert II held a bilateral meeting in the narrow format.

Discussing possibilities of cooperation and topical aspects of world policy, the parties confirmed their adherence to expansion of constructive partnership, including the one within authoritative structures.

Issues of intensification of the humanitarian dialogue and deepening of relations in spheres of culture, sports and tourism taking into account of potentials of the two countries were considered. In this regard, importance of enhancement of interaction in the field of circus art was underlined.

As was marked, the world tourism community shows a growing interest in Turkmenistan; therefore, achievements of Monaco in this area will encourage targeted contacts and exchange of best practices.

Having underlined presence of big possibilities for promotion of bilateral cooperation, National Leader of the Turkmen people Gurbanguly Berdimuhamedov and Prince Albert II pointed out significance of its bringing out to a qualitatively new level according to requirements of the time and mutual interests.

Further, the meeting proceeded in the expanded format with participation of delegations of both countries.

Speaking of importance of initiatives of Turkmenistan for solution of topical issues, Prince Albert II expressed support of Monaco to the peace-making policy of our state.

Having thanked for the invitation to visit Monaco as well as hospitality and hearty welcome shown to delegations of Turkmenistan, the National Leader of the Turkmen people conveyed to Prince Albert II words of greeting on behalf of President Serdar Berdimuhamedov.

Hero-Arkadag noted that he with warmth remembers the meeting with Prince Albert II on the sidelines of the World Water Forum in the Republic of Korea in April 2015, which was fruitful and constructively.

As was underlined, then issues of bilateral cooperation and prospects of its enhancement were considered. Results of that meeting led to the decision on establishment of diplomatic relations between Turkmenistan and the Principality of Monaco in August 2015, Hero-Arkadag said.

- Thus, it will be ten years from the moment of adoption of that significant decision which became a good precondition for expansion of the bilateral dialogue by means of concrete actions in interests of both people, - Chairman of the Khalk Maslakhaty underlined. In this connection, they expressed confidence in available prospects for intensification of cooperation in the format of international organisations as well as for joint work in the field of maintenance of security and stability, counteraction of new threats.

Having thanked the Principality of Monaco for invariable support of initiatives of Turkmenistan, which were put forward on the platform of the United Nations in different years, Hero-Arkadag underlined that it shows similarity of positions of the parties on key issues of global challenges that in turn promotes mutual understanding and partnership.

in this connection, they made an emphasis on the Resolution of the General Assembly of the United Nations on declaration of 2025 as the «International Year of Peace and Trust» at the initiative of Turkmenistan. A great number of various large and representative international forums, called to promote recognition peaceful principles, development of factors of decrease of tension as well as responsible constructive approaches in solution of priority issues in the global policy are planned. Speaking of it, the National Leader of the Turkmen people invited Prince Albert II to take part in the upcoming forum in Ashgabat devoted to the International Year of Peace and Trust.

The Chairman of the Khalk Maslakhaty underlined that he will be rather glad to see Prince Albert II among dear and honoured guests of the forum timed to the 30th anniversary of neutrality of Turkmenistan.

Further, Hero-Arkadag Gurbanguly Berdimuhamedov marked that the present meeting favours discussion of issues of bilateral cooperation in topical areas, which also include preservation of the environment.

As was underlined, with the launch of the "green" initiative of the Foundation of Prince Albert II Monaco made very much for protection of hydrosphere, in particular, that of oceans and biodiversity. In this context, the National Leader of the Turkmen people expressed readiness of our country to study possibility of interaction concerning global climatic challenges.

The cultural-humanitarian area can become another area of cooperation, the National Leader of the Turkmen people underlined, having noted prospects of adjustment of partnership between the Princess Grace Foundation and the Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov.

Speaking of the trade and economic sphere, the Chairman of the Khalk Maslakhaty stated presence of huge potential for cooperation in the area of business, tourism and finance. In the given aspect, it was proposed to consider possibilities of development of forms of partnership and business relations.

Another area for making joint efforts is the space: ten years ago, the Principality of Monaco proposed an orbital position for the satellite «TürkmenÄlem 52oE». In this connection, having noted that term of the target agreement expires in 2030, the National Leader of the Turkmen people confirmed readiness of Turkmenistan to discuss prospect of continuation of bilateral interaction.

Speaking of it, Hero-Arkadag informed that work on designing of the second satellite now is conducted. Turkmenistan is interested in consideration of prospects of joint work to launch this spacecraft into the space.

- The huge attention is given to the dialogue in the field of culture, its promotion. These days the National Equestrian Games Group “Galkynyş” participates in the International Circus Festival in Monte-Carlo that in itself shows successful dynamics of cultural relation between Turkmenistan and the Principality of Monaco, - Chairman of the Khalk Maslakhaty said. In this regard, readiness of our country for their considerable expansion, including in new areas and confidence in presence of other areas representing mutual interest was expressed.

In this context, among perspective spheres the National Leader of the Turkmen people designated sports. As he underlined, in Turkmenistan the huge attention is paid to sports. In our country large tournaments are regularly held, variety of modern complexes and constructions for various sports were constructed. It is also remarkable that the capital of our fatherland - Ashgabat – was declared “City of New Sports Opportunities of the Commonwealth”.

Hero-Arkadag noted that thanks to diligence of Prince Albert II who is the supporter of sports movement and development of target international cooperation, Monaco has become the owner of the honourable title - Sports capital of the world of 2025. It was in this connection proposed to involve mechanisms of promotion of potentials and best practical practices of our countries for consolidation of efforts in such important sphere.

Again having thanked for the possibility to meet, National Leader of the Turkmen people high appreciation of Turkmenistan creative initiatives of the Principality of Monaco on the world policy as well as respect for its history and culture. At the same time, he stated readiness of our country for close dialogue and mutually beneficial cooperation.

Having expressed to Hero-Arkadag his gratitude for substantial speech and the proposals, Prince Albert II showed confidence in successful development of fruitful interaction.

Having noted presence of big possibilities for bilateral partnership, Prince Albert II confirmed adherence of Monaco to its enhancement in new areas.

On completion of the meeting in the expanded format, the ceremony of exchange of gifts took place. Symbolically having marked the beginning of a new stage of humanitarian dialogue, it displayed an interest of the parties in cultural heritage, traditions and customs of each other, becoming a token of mutual respect and acknowledgement of mutual aspiration to expansion of relations in both the culture sphere and other areas.

Then, National Leader of the Turkmen people Gurbanguly Berdimuhamedov and Prince Albert II introduce each other to members of official delegations of the two countries.

In the second half of the day, Hero-Arkadag visited the Oceanographic Museum of Monaco.

There the Chairman of the Khalk Maslakhaty was accorded a hearty welcome.

The National Leader of the Turkmen people was acquainted with the history of creation of the Oceanographic Museum, works of Prince Albert I on oceanography.

The expositions placed in the department of sea ecosystems, tell of their kinds and interaction among themselves and the environment. There are several halls devoted to ecosystems of the sea, issues of preservation of the environment and climate change as well.

In the given context, it is necessary to underline that preservation of the environment and rational wildlife management are priorities of ecological strategy of Turkmenistan initiated by Hero-Arkadag and nowadays successfully realised under the leadership of President Serdar Berdimuhamedov. Efforts for consecutive promotion of international partnership in this area are also made.

On completion of the excursion, having wished the authorities of the museum successes in their work, the National Leader of the Turkmen people left for the International airport of Nice.

In the air harbour, Hero-Arkadag met members of National Equestrian Games Group “Galkynyş”, which participated in the International Circus Festival in Monte-Carlo.

In days of the visit of the National Leader of the Turkmen people to Monaco this group has successfully performed in the Festival and won the Golden award and other special prizes.

Achievements of the National Equestrian Games Group “Galkynyş” fully show to recognition of the Turkmen circus art revived at the initiative of Hero-Arkadag at the world level.

Addressing members of the Group, the National Leader of the Turkmen people noted a growing scope of the cultural dialogue of Turkmenistan with world countries, including with the Principality of Monaco and big work carried out in the country to develop the national equestrian sports.

Today, we are very much proud of participation of the National Equestrian Games Group “Galkynyş” in the International Circus Festival Art in Monte-Carlo. "Paradise" horses, which were always faithful companions of our people, became an embodiment of prompt development of our fatherland, the Chairman of the Khalk Maslakhaty said.

Wise sayings of our ancestors testify to the fact that our people greatly honoured "heavenly" racers: «Horse is the purpose» and «I have a horse – I have wings». Now under the leadership of Arkadagly Hero Serdar in Turkmenistan a great deal of work is carried out to augment the international recognition of Akhal-Teke horses and to increase their total number.

As known, the National Equestrian Games Group “Galkynyş” was created in 2007. Since then this group has considerably improved its activity. Nowadays members of «Galkynyş» carry out difficult tricks and show surprising skills on Akhal-teke horses.

Hero-Arkadag with satisfaction underlined that the Group successfully acts in many prestigious competitions, winning main prizes and by that highly raising the flag of our fatherland in all corners of the globe. So, «Galkynyş» won five times the main prize of the international circus festivals which took place in different countries and became the world champion.

- And here today at the International Circus Art Festival, you have again highly raised the Turkmen Flag, having won the main prize. You have increased glory of Akhal-Teke horses, - the National Leader of the Turkmen people said. – I am sure, in the future, by successful performance in international competitions, you will glorify the national art of horse breeding for the whole world!

From the bottom of the heart having congratulated members of the National Equestrian Games Group “Galkynyş”  with amazing victory in the first month of the new year - the International Year of Peace and Trust, the Chairman of the Khalk Maslakhaty wished them sound health, family well-being and further big successes in their work.

Working as the head of the National Equestrian Games Group “Galkynyş” created by Hero-Arkadag in 2007, candidate of agricultural sciences, people’s horse breeder of Turkmenistan, rector of the International Academy of Horse Breeding named after Aba Annayev P.Bayramdurdyev with pride noted achievements of the Group in different countries of the world that became possible thanks to huge assistance of Hero-Arkadag and Arkadagly Hero Serdar.

The congratulation of the National Leader of the Turkmen people to members of the Group on their victory inspired them into new achievements and evoked a big pride.

Using the given possibility, P.Bayramdurdyev on behalf of all members of the Group congratulated Hero-Arkadag and Arkadagly Hero Serdar on this victory and expressed his sincere gratitude.

Once again having congratulated members of the Group of National Horse Games on their remarkable victory, the Chairman of the Khalk Maslakhaty wished them successes.

From the international air harbour of Nice National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov left home.

In several hours, the airliner of Hero-Arkadag landed at the International airport of Ashgabat. There officials met the National Leader of the Turkmen people.

In air harbour, Hero-Arkadag talked to representatives of local mass media, having underlined significance of his visit to the Principality of Monaco and the bilateral negotiations held in its course. As the Chairman of the Khalk Maslakhaty noted, the present visit will allow bringing out relations between Turkmenistan and the European countries, in particular with the Principality of Monaco, to a qualitatively new level and lying a new landmark in the history of interstate cooperation.

Speaking of it, Hero-Arkadag Gurbanguly Berdimuhamedov pointed out necessity of extended coverage of the visit and negotiations in its frameworks by the mass media, having underlined importance of the tasks put before representatives of the mass media.

On 21 January 2025, Chairperson of the Mejlis of Turkmenistan D.Gulmanova received the credential from the Ambassador Extraordinary and Plenipotentiary of Canada to Turkmenistan Christopher Duggan.

On behalf of the President of Turkmenistan Serdar Berdimuhamedov, the head of the national Parliament congratulated the Ambassador on his appointment to a responsible position and wished him success in his work aimed at strengthening bilateral and multilateral friendly relations and effective interstate dialogue.

During the meeting, the Ambassador was introduced with the key directions of the foreign policy strategy of neutral Turkmenistan, as well as the programme being implemented in our country and the structure of the National Parliament.

During the exchange of views on the prospects of bilateral cooperation, it was noted that there are great opportunities for expanding effective cooperation in trade-economic, cultural and humanitarian spheres.

Today, President Serdar Berdimuhamedov held a working meeting with the participation of the Minister of Agriculture Ch. Chetiyev and the khyakims of the velayats to consider the state of affairs in the agricultural sector in the regions of the country.

The first to speak was the khyakim of the Akhal velayat S. Soltanmyradov, who reported on the pace of seasonal agricultural work.

As noted, wheat crops are currently being tended.

In order to fulfill the instructions given by the President of Turkmenistan to increase cotton production in the country, harrowing and ridge raking continue in the designated areas.

Efforts are also being made to provide farmers with high-quality seeds and prepare agricultural machinery and units for the upcoming season.

In addition, measures are being taken in the region to procure seeds of potatoes and other fruit and vegetable crops and prepare areas for their sowing.

In preparation for sowing, work is being carried out around the agricultural fields of the velayat to clean the territories, irrigation and drainage systems.

In addition, everything necessary is being done for the proper functioning of the heating systems of social and cultural facilities, as well as uninterrupted energy, gas and water supply.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of conducting seasonal agricultural campaigns in accordance with agricultural technology standards, proper preparation for spring sowing and instructed the khyakim to monitor this work.

Further, the khyakim of the Balkan velayat H. Ashyrmyradov reported on the state of affairs in the region.

As noted, these days, the areas sown with wheat are being cared for in accordance with agricultural standards.

Harrowing and ridge raking are being carried out on the lands allocated for cotton for the spring season. Measures are being taken to provide cotton growers with high-quality seeds and prepare agricultural machinery and units.

Guided by the objectives of increasing the volume of potato and fruit and vegetable production in the country, efforts are being made to procure seeds and prepare fields for sowing.

Along with this, everything necessary is being done to improve the melioration condition and water supply of agricultural lands.

It was also informed on the work carried out to ensure the proper functioning of heating systems in residential buildings, schools and kindergartens, uninterrupted energy, gas and water supply to the population.

After hearing the report, the head of state ordered to ensure the implementation of seasonal agricultural activities in the velayat in accordance with agricultural technology standards and proper preparation for spring sowing.

Then, the khyakim of the Dashoguz velayat D. Babayev reported on the progress of agricultural work in the region.

As noted, in the course of preparing the land for sowing cotton, the soil is being fertilized with phosphorus fertilizers, plowing, leveling, planning and watering.

In addition, the necessary measures are being taken to provide cotton growers with high-quality seeds that correspond to the natural and climatic conditions of the region, as well as to repair and prepare agricultural machinery and units for the spring campaign.

Guided by the tasks set by the President of Turkmenistan to provide the country’s population with an abundance of potatoes, vegetables, melons and other agricultural crops, the fields and seeds are currently being prepared for sowing.

Work is also being carried out to clean the areas around the sowing areas, irrigation and collector-drainage systems.

In addition, it was reported that steps are being taken to ensure the proper operation of heating systems in residential buildings and social and cultural facilities, uninterrupted supply of electricity, natural gas and drinking water to the population. 

After hearing the report, the head of state noted that proper preparation for the spring sowing of agricultural crops is one of the priority tasks, and gave the khyakim a number of instructions in this regard.

Then, the khyakim of the Lebap velayat M. Annanepesov reported on the progress of seasonal agricultural campaigns in the region.

As noted, wheat crops are currently being cared for in accordance with agro-technical standards.

Leveling, planning and watering are being carried out in the fields allocated for cotton.

Along with this, measures are being taken to prepare high-quality cotton seeds and agricultural machinery for spring sowing.

At the same time, the velayat continues to prepare land and seed material for the spring sowing of potatoes and vegetable and melon crops.

In order to prepare agricultural land for the spring season and improve water supply, work is underway in the velayat to clean up areas adjacent to the fields, irrigation and collector-drainage systems.

It was also reported on the efforts being made to ensure the proper operation of heating systems in residential buildings and social facilities in the region, uninterrupted supply of electricity, natural gas and drinking water to the population.

After hearing the report, President Serdar Berdimuhamedov noted that an important requirement of today is the high-quality and organized implementation of current seasonal agricultural work, in particular, caring for wheat and preparing for spring sowing, giving the khyakim specific instructions in this regard.

Then, the khyakim of the Mary velayat B. Orazov reported on the progress of current seasonal agricultural campaigns in the region.

As noted, care is being carried out in the fields sown with wheat.

Along with this, land is being prepared for sowing cotton, in particular, harrowing and ridge raking.

Measures are being taken to provide cotton producers with high-quality seeds, and prepare agricultural machinery for the spring season. 

Guided by the tasks set by President Serdar Berdimuhamedov to strengthen food abundance in the country, land is being prepared for sowing potatoes and other vegetable and melon crops, as well as their seeds are being harvested.

The velayat is also taking appropriate measures to harvest the grown sugar beet without losses and process it.

As part of the preparation of agricultural lands in the velayat for spring sowing, the cleaning of the surroundings of fields, irrigation and drainage systems continues.

In addition, it was reported on the work to maintain the uninterrupted operation of heating systems in residential buildings and social and cultural buildings, uninterrupted supply of electricity, natural gas and drinking water to the population.

After hearing the report, President Serdar Berdimuhamedov noted the importance of conducting current seasonal agricultural campaigns at a high level in accordance with agro-technical standards and gave specific instructions to the khyakim in this regard.

Then, the Minister of Agriculture Ch. Chetiev reported on the progress of seasonal agricultural work.

As noted, in order to obtain a rich harvest, wheat care is continued in compliance with agro-technical standards.

As part of the preparation of areas for sowing cotton, leveling, harrowing, surveying and watering of the soil are carried out. Necessary measures are being taken to provide cotton producers with high-quality seeds, as well as to prepare agricultural machinery.

Along with this, fields and seeds are being prepared in the velayats for the spring sowing of potatoes and other vegetable and melon crops.

After hearing the report, President Serdar Berdimuhamedov emphasized the important tasks facing the agricultural sector, and in this regard, instructed the minister to ensure the timely and high-quality implementation of seasonal agricultural work.

Then, addressing the participants of the working meeting, the head of state once again drew attention to the campaigns launched in agriculture, and in this regard, ordered to keep under constant control the implementation of harrowing, land surveying and irrigation of the soil, provision of cotton producers with high-quality seeds, preparation of agricultural machinery and units for the sowing season and the implementation of work on wheat care in accordance with agro-technical standards. 

In addition, emphasizing the need to ensure the timely harvest of sugar beets grown in the Mary velayat, proper preparation for the spring sowing of vegetable and melon crops, the President of the country gave specific instructions on timely payments for the work performed to cotton and wheat producers and service enterprises. 

The head of state also assigned to regularly clean agricultural fields, irrigation and drainage systems, ensure strict control over the operation of heating systems in residential buildings, schools and kindergartens in the regions, and supply the population with electricity, natural gas and drinking water. 

Concluding the working meeting, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work.

Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers and its agenda included a number of issues of state life.

Chairwoman of the Mejlis D.Gulmanova who informed on the activity carried out to further improve the national legislative basis, was the first take the floor.

In particular, she informed on development of bills connected with formation of legal basis of adopted state programs for social and economic development of our fatherland, protection of freedom and legal interests of citizens, enhancement of law and order in the country and further improvement of living conditions of people according to requirements of the time.

With a view of fulfilment of the goals put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the meeting of the Organizing state committee for holding events on the occasion of announcement of the year 2025 by the General Assembly of the United Nations as the “International Year of Peace and Trust” and the 30th anniversary of neutrality of Turkmenistan  set up by the Decree of the President of Turkmenistan, deputies of the Mejlis together with representatives of political parties, large public associations, mass-media will organize actions for explanation of historical and political significance of this year and its emblem, glorious anniversary of permanent neutrality as well as modernization of legal and regulatory frameworks of the country.

Summing up the information, head of the state Serdar Berdimuhamedov noted importance of development of new bills, which meet the requirements of the time. In this connection, he made an emphasis on necessity to carry out relevant work in this area.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on concrete steps taken to strengthen the international financial rating and increase of authority of our fatherland as well as development of cooperation with profile structures with a view of solution of the tasks designated in the «Program of development of foreign trade activities of Turkmenistan for 2020-2025». Having informed on the work carried out by the State Foreign Economic Activity Bank with Agency «Fitch Ratings» (Great Britain), the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the President of Turkmenistan.

Having heard the report, head of the state Serdar Berdimuhamedov drew the attention to importance of the further strengthening of the international financial status of our country and expansion of cooperation with profile world agencies. Having approved the prepared proposal, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out necessary work in this area.

Deputy-Chairman of the Cabinet B.Amanov who was the next to take the floor, reported on the activity carried out in the sector under his supervision, in particular, at subordinate enterprises of "Türkmengaz" State Concern.

As he reported, the sectoral infrastructure consistently improves and optimal working conditions that promotes regular increase of labour productivity are created. In this connection, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the President of Turkmenistan.

Summing up the report, the head of the state underlined that the material and technical basis of establishments and enterprises of the oil and gas complex is constantly modernized and favourable conditions are created for workers of the sector. Having approved the proposal submitted by the Deputy-Chairman of the Cabinet, President Serdar Berdimuhamedov instructed him to carry out necessary work to that end.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal campaigns in the agricultural sector of the country.

As he informed, ploughing of the fields to be sown with cotton is at the final stage. The ploughed areas are levelled, harrowed, ridged as well as moisture charging irrigated. Necessary measures are taken to prepare agricultural machinery and high-quality cotton seeds for the sowing season.

Besides it, due care is provided after wheat fields of velayats according to agro-technical standards. 

Having reported that with a view of production of a rich yield of agricultural crops during the current year, the draft of the relevant Resolution was prepared, the Deputy-Chairman of the Cabinet submitted the document for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined importance of the work conducted during this responsible season in velayats as well as proper preparation for the spring sowing campaign. The head of Turkmenistan futher marked that it is necessary to give special attention to crop rotation and increase of productivity on a scientific basis and instructed him to increase volumes of agricultural produces.

Having signed the Resolution «On zoning of agricultural crops and production by velayats in 2025», President Serdar Berdimuhamedov sent the document online to the Deputy-Chairman of the Cabinet and gave him a number of concrete instructions to that cause.

Deputy-Chairman of the Cabinet B.Annamammedov reported on planned construction and reconstruction of buildings and facilities of subordinate sectors, in particular, those of the electric power sector.

As he informed, with a view of maintenance of conformity of the cableway in the southern part of the capital to shown requirements, it is planned carry out capital repair work by Turkmen builders.

In this connection, for consideration of the President of Turkmenistan the draft of the corresponding Resolution was submitted.

Having heard the report, head of the state Serdar Berdimuhamedov pointed out that today the shape of the central city of the country - Ashgabat changes, apartment houses, recreation centres, social and cultural projects are constructed. Having signed the document on capital reconstruction of the cableway located in the capital, the President of Turkmenistan sent it online to the Deputy-Chairman of the Cabinet and gave him corresponding instructions.

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the exhibitions of production of Afghanistan and business forum in Ashgabat. 

As he reported, in the given action planned for February 23-27 of the current year, companies-commodity producers and businessmen of the neighbouring country, which show interest in cooperation with Turkmenistan are expected to participate. On the margins of the exhibition and business forum, it is expected to discuss issues of development of mutually beneficial partnership as well as possibility of export of local production to Afghanistan.

In this regard, for consideration of the head of the state, the relevant proposal was submitted. 

Summing up the report, President Serdar Berdimuhamedov underlined that organization of the exhibition of production of Afghanistan and business forum in our country will become an important step in further expansion of Turkmen-Afghani interaction. Having approved the prepared proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the Program of basic events planned for February of the current year.

In particular, it is expected to hold conferences, creative meetings, briefings, agitation and explanatory actions, song and music events on the occasion of  announcement of 2025 as the «International Year of Peace and Trust», Day of diplomatic workers in velayats and Ashgabat and Arkadag cities. Editorial offices of newspapers and magazines plan to announce various creative competitions.

Besides it, it is planned to hold sports competitions - university sports contests and athletic games under the title «Turkmenistan - the country of inspiration and health» among students of higher educational institutions, professional and secondary vocational schools as well as schoolchildren of comprehensive secondary schools.

the major events of February will include a solemn forum «Täze taryhy döwrüň dünýä nusgalyk ösüşleri Arkadagly Gahryman Serdarymyzyň baş ýörelgesi», exhibition of works of fine arts «Sungat - parahatçylygyň dili», conferences «Milli ýörelgelerimiz nesil terbiýesinde» and «Türkmen Bitaraplygy - halkara parahatçylygyň we durnukly ösüşiň kepili» as well as the festive event «Parahatlyk - geljege mukaddes miras».

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the actions planned for February and to ensure their organization at high level.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on admission into postgraduate courses, doctoral candidacy courses, courses for scientific degrees, clinical internship in 2025.

As she reported, together with corresponding ministries and sectoral departments of the country they work on successful fulfilment of tasks defined in the Program «Revival of the new epoch of the powerful state: National program for the socio-economic development of Turkmenistan in 2022–2052», «Program of the President of Turkmenistan of social and economic development of the country in 2022-2028» and the Government program «Saglyk» as well as further perfection of activity of educational sphere, formation of new generation of young scientists in the sphere of management of digital economy, training of engineers, technologists, doctors and other specialists well-versed in innovative technologies.

In this connection, the draft of the document defining quotas of admission into postgraduate, doctoral and scientific degrees courses, clinical internship in research establishments and higher educational institutions in the year 2025 announced as «International Year of Peace and Trust» was prepared.

Having heard the report, President Serdar Berdimuhamedov noted that in our sovereign fatherland a great significance is attached to perfection of the sphere of science, training of highly skilled experts and in this connection a great deal of work is carried out. Having signed the corresponding document according to which quotas for admission in postgraduate, doctoral and scientific degrees courses as well as clinical internship were confirmed, the head of Turkmenistan sent it online to Deputy-Chairwoman of the Cabinet and instructed her to carry out proper work to that end.

Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the activity carried out to develop cooperation of Turkmenistan with the European Union.

Strengthening and expansion of mutually beneficial equal partnership with EU and its member countries act as one of the priority vectors of the foreign policy of our fatherland. Within this interaction, concrete steps are undertaken.

The meeting of President of Turkmenistan Serdar Berdimuhamedov with President of the European Council Charles Michel in New York on September 18, 2023 was noted in this connection. Besides it, it was underlined that in 2024 visits of Vice-President of the European Commission Margaritis Schinas, Vice President of the European Bank for Reconstruction and Development (EBRD) Mark Bowman and European Union Commissioner for International Cooperation Jutta Urpilainen to Ashgabat took place.

In March 2024, the delegation of the Ministry of Foreign Affairs of our country visited Brussels to meet with high-ranking representatives of the European Union, and to sign the Protocol to the Partnership and Cooperation Agreement between Turkmenistan and the EU Protocol to the Partnership and Cooperation Agreement between EU and its member states and Turkmenistan.

Along with it, Ashgabat and Brussels hold meetings of Inter-parliamentary dialogue and meeting of the Joint committee Turkmenistan-European Union regularly. The Human Rights Dialogue "Turkmenistan - European Union" also operates.

Active interaction is carried out in the format «Central Asia-European Union», including contacts at various levels, organization of forums on priority issues of cooperation. At the next meeting of heads of foreign policy departments of the given format, that took place in Luxembourg in October 2023, the joint Road Map on deepening of inter-regional relations was adopted.

In the given context, for consideration of the head of the state proposals on further development of political and economic interaction with the European Union, including those concerning organization of the next meeting of the Inter-Parliamentary Dialogue, 20th meeting of heads of foreign policy departments of  countries of Central Asia and EU in Ashgabat in 2025 and visit of the European Union Commissioner for International Cooperation to Turkmenistan were submitted. 

The proposal connected with the forthcoming summit with participation of heads of states of the Central Asia and Chairmen of the Council of Europe and the European Commission planned to be held in Samarkand in April of this year was sounded.

As he marked, Turkmenistan attaches particular attention to the gender policy with a view of expansion of possibilities of women. In this regard, cooperation with foreign countries and international organizations is carried out. In this connection, it is proposed to organize the forum of women-leaders of Central Asia and the European Union in the first decade of April of the current year in Ashgabat.

Together with EU, a number of projects and programs in various spheres at bilateral and regional levels are realized. In the given context, for consideration of the President of Turkmenistan data and proposals on promotion of partnership in such areas as education, preservation of the environment, ecology, development of circular economy and others were submitted. 

At the same time, presence of big prospects for cooperation in the scientific-educational sphere within the Programs of European Commission Horizon Europe and Marie Sklodowska-Curie Actions, as well as interactions with the European Research Council (ERC) was marked. In this connection, the Ministry of Education and Academy of Sciences of Turkmenistan are recommended to carry out corresponding work on wide use of these possibilities.

Summing up the report, President Serdar Berdimuhamedov underlined that our independent state, steadily following the legal status of neutrality, actively co-operates with countries of the world and international organizations. As was marked, increasing these relations based on principles of peaceful disposition and good neighbourhood, Turkmenistan henceforth will continue realization of the «open doors» policy.

Throughout many years, our fatherland has co-operated with the European Union fruitfully and positive results of partnership in political, economic and cultural-humanitarian spheres fully testify to this fact. Speaking of it, the head of the state approved the presented proposals on expansion of bilateral and multilateral dialogue between Turkmenistan and EU, in particular, in the format «Central Asia-European Union» and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue corresponding work in the given area.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the measures carried out to strengthen the material and technical basis of the national branch of sea and river transport.

As he reported, today at the ship-building and ship-repair factory "Balkan" repair of local and foreign sea vessels and construction of new ones for the national fleet is conducted. Along with it, practical measures are taken with a view of improvement of quality of service of vessels.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that construction of cargo vessels, being a new area of national industry, promotes modernization of activity of Turkmenbashi international seaport. In the given context, having approved the proposal on strengthening of material and technical basis of ship-building and ship-repair factory "Balkan", the head of Turkmenistan instructed him to carry out necessary work.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.

On January 17, 2024, the Chairperson of the Mejlis of Turkmenistan, D.Gulmanova met with the Ambassador of the Republic of Armenia to Turkmenistan Arsen Avagyan.

The Chairperson of the Mejlis of Turkmenistan congratulated the Ambassador on his appointment to the high diplomatic post and wished him great success in strengthening the relations of friendship and cooperation established between Turkmenistan and the Republic of Armenia.

Diplomat was introduced with the main directions of the internal and peace-loving external policy of Independent, Permanently Neutral Turkmenistan, and work of the turkmen Parliament.

During the meeting, the sides noted with satisfaction that there are wide opportunities for exchanging experience in improving the national legislation and parliamentary work, getting acquainted with the possibilities of cooperation between the two countries, strengthening the friendly relations between the peoples.

The sides noted their readiness in the future to support intergovernmental dialogue based on mutual respect, equality and trust though parliamentary diplomacy.
