On 2 September 2024, the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the Chairman of the Board of the Turkish company “Rönesans Holding” Erman Ilıcak.

Thanking the National Leader of Turkmen people for the meeting, the Turkish entrepreneur noted the importance of trust of the Turkmen side shown to “Rönesans Holding”, which was assigned the construction of the complex of new premises of the Specialized Military School named after Berdimuhamet Annayev.

The complex was officially opened the day before in participation of the President of Turkmenistan Serdar Berdimuhamedov.

Then Erman Ilıcak congratulated the Chairman of Halk Maslahaty of Turkmenistan on the Day of Knowledge and Student Youth and conveyed sincere greetings to the leadership of the country on behalf of the President of the Republic of Türkiye Recep Tayyip Erdoğan.

The National Leader of Turkmen people expressed gratitude to his interlocutor for kind words and expressed best wishes to the President of Türkiye.

The parties then discussed current and prospective projects, taking into account the company’s long-term working experience in Turkmenistan, particularly in urban development, oil and gas, as well as chemical industries.

Expressing gratitude for high trust, the entrepreneur assured that the company headed by him will make every effort to fulfil its contractual obligations.

During the meeting, the importance of the Investment Forum of Turkmenistan, scheduled to be held in Ashgabat on 10-11 September this year, was also noted.

Expressing gratitude to the Chairman of the Halk Maslahaty of Turkmenistan for the opportunity to meet in person, Ahmet Çalyk cordially congratulated Gurbanguly Berdimuhamedov on the Day of Knowledge and Student Youth and conveyed warm greetings from the President of the Republic of Türkiye Recep Tayyip Erdoğan, including greetings to President Serdar Berdimuhamedov.

Noting the reforms taking place in Turkmenistan under the leadership of the President of Turkmenistan, Ahmet Çalyk emphasized the significance of the opening of the new complex of the Ashgabat Hyakimlik (City Administration), the construction of which was entrusted to “Çalyk Holding” Group of Companies. The official opening of the building took place the day earlier in participation of the President of Turkmenistan Serdar Berdimuhamedov.

The National Leader of Turkmen people thanked the interlocutor for coming to share the joyful event and expressed his best wishes to the President of the Republic of Türkiye.

During the meeting, the parties discussed the current state of cooperation in various fields, including energy, textile industry, construction and others. It was noted that Turkmenistan’s external economic relations with partner states and foreign private sector are based on the principles of equality, mutual understanding and respect for common interests.

The National Leader of Turkmen people expressed confidence that “Çalyk Holding” will continue to participate in national and regional projects in Turkmenistan, applying advanced technologies and highly productive equipment.

Today, on Day of Knowledge and Student Youth, in the capital with participation of President of Turkmenistan Serdar Berdimuhamedov a solemn opening of new projects, which harmoniously seamlessly blended in the magnificent architectural complex of the central city of the country.

From the early morning in the territory of the complex, a festive atmosphere reigns. On the occasion of significant event, heads of military and law enforcement bodies as well as cadets of the military higher educational schools and students of military schools gathered.

On the square, a literary-musical composition prepared by servicemen of the national Armed Forces is organized. It embodied images of outstanding persons of Turkmen people, which display an example of true patriotism, heroism and adherence to high humanistic values. Among them was the grandfather of President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov, who heads towards the educational and administrative building. There cadets of the military school addresses the head of the state with the request to open a new complex.

There comes a solemn moment: to the applause of participants of the ceremony, the President of Turkmenistan cuts a traditional ribbon and enters the building.

In the foyer, cadets of the military school welcome the head of the state hotly. They with inspiration recite the verses glorifying our favourite prospering fatherland.

Under the solemn conditions, the President of the country laid a wreath at the monument of Berdimuhamet Annayev established in the foyer, having paid a tribute to the bright memory of his great-grandfather who devoted life to service of his native land and people and gained deep respect of compatriots.

Then, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces visited the innovative museum of the specialized military school equipped with advanced digital technologies.

There, a serviceman acquainted the head of the state with the exposition consisting of a number of thematic sections. It displays historical values, photo and video data of the life, labour and bravery of Berdimuhamet Annayev, who brought a powerful contribution to education of the younger generation and demonstrated courage in the fields of the Great Patriotic War.

Having familiarised with the museum exposition, the head of the state proceeded in the electronic library located in the educational and administrative building.

The book fund of library, its equipment and the features of its work stipulated by possibilities of application of digital technologies became a subject of interested attention of President Serdar Berdimuhamedov.

There, special touch screen monitors, which create convenience for readers in search of the books necessary for them and the corresponding information, are established. Computer complexes equipped with modern WEB-program, allow reading books in an electronic format.

Then, the head of the state headed to the audience intended for tactical combat training. There the serviceman acquainted the Supreme Commander-in-Chief of the Armed Forces of the country with specificity of training of cadets with involvement of digital system.

The advanced equipment and software allow to fulfil tactical and operations under any conditions, including the weather and field. The classroom is equipped by special monitors for watching training process and estimation of results of tactical preparation, points of the added and virtual reality, running platform, servers and computers-simulators as well as simulators of armoured military equipment. All it promotes maintenance of high level of all-round training of cadets, education of their strong-willed qualities.

The head of the state during acquaintance with a complex of buildings of the specialized military school visited a conference hall designated for 1000 persons.

Further, President of Turkmenistan Serdar Berdimuhamedov proceeded in the classroom intended for employment of robotics. There, the head of the state in detail showed an interest in the technique of training of cadets to manage robots as well as unmanned aerial vehicles (UAV).

Then, the President of Turkmenistan proceeded to the sports complex where he visited the laser-training hall. There, the head of the state was acquainted with the training process of the cadets to master combat techniques.

The head of the state also examined the premise equipped with corresponding modern technologies for shooting practice.

Further, the Supreme Commander-in-Chief of the Armed Forces of the country headed towards a special premise «Bodyflight».

There, the special equipment for trainings of parachutists under the conditions similar to reality is established. The vertical wind tunnel is a safe training apparatus-simulator in which the air stream is created. The device allows a person to feel effect of free flight, steadily to keep in the air, to master movements of the parachutist, to improve skills and to learn to operate the body.

Then, the President of Turkmenistan headed to the educational and administrative complex. On his way, the head of the state handed the director of the specialized military school named after Berdimuhamet Annayev keys to new cars.

Having said goodbye to participants of the celebration and once again having congratulated all on the significant event, the head of the state headed towards the following project - to a new building of the complex of the khyakimlik of Ashgabat city.

On the occasion of the significant event, the Chairwoman of the Mejlis, members of the Government, heads of ministries and departments, military and law enforcement bodies, khyakim of Ashgabat city, representatives of public organisations and mass media gathered there.

To the storm of applause of the present, President of Turkmenistan Serdar Berdimuhamedov cuts a traditional ribbon – a complex of buildings of the khyakimlik of Ashgabat city is opened! The new project became one more ornament of the historical centre of Ashgabat. At this moment, multi-coloured balloons soar up in the sky.

Happy children, reciting inspired poems, warmly welcome the President of the country. The head of the state at the desire of children was photographed with them for memory.

The head of the state entered the building and familiarised with its equipment. According to requirements of the time, all conditions for effective work of employees are provided there.

Then, the President of Turkmenistan visited the premise of the city centre of video observation and showed an interest in its work.

A specialist, having warmly greeted President Serdar Berdimuhamedov, said that work of the operations control centre is completely automated. Video observation in the parks located in Ashgabat, is carried out by means of the computers equipped with a special modern program. It is called to promote further maintenance of cleanliness and well-being in the marble-coated capital.

Then, President Serdar Berdimuhamedov visited the department of the comprehensive secondary education of the complex.

The specialist of the central administrative board of education of Ashgabat city congratulated the head of the state on Day of Knowledge and Student Youth and the beginning of the academic year 2024-2025.

Further, an employee of the complex acquainted the President of Turkmenistan with the digital platform eMekdep, an overall objective of which - improvement of quality of education on the basis of intensification of introduction of information and telecommunication technologies. With its help, parents can familiarise with the progress of children, their attendance, themes of lessons, homework and received marks. President Serdar Berdimuhamedov wished specialists great successes in their work.

In a new complex, the best principles of national architecture are harmoniously combined with modern trends in the field of architecture and design. The conveniences corresponding to the international standards, provide worthy conditions for work of workers and experts.

The complex comprises a conference hall for 300 seats, more than 110 office rooms with all conveniences, a dining room for 120 seats as well as technical facilities.

Equipment of offices by the technology necessary for effective work of employees, including computers, furniture and other corresponding means, meets shown requirements in this sphere.

The interior design of the complex, which works of painting of modern artists create, makes a special impression. All this along with a variety of colours gives it a unique charm and colour to the building.

The adjoining territory of the project was arranged well and planted with trees and shrubs, a fountain was established, and flowers are planted there. The new building harmoniously blends into the architectural shape of Ashgabat.

Then, head of the state Serdar Berdimuhamedov left a memorable note in the Book of guests of honour.

Having wished all successes, the President of Turkmenistan left the place.

It has become a good tradition to open new educational institutions to mark the Day of Knowledge and Student Youth, widely celebrated in Turkmenistan.

Today, the new 2024-2025 academic year began with important construction premieres that took place both in the country and abroad.

A special place in this impressive list was taken by the comprehensive secondary school named after Magtymguly for 540 pupils in Ergesh Sultanov Dayhan Association in Dusti district of Khatlon region of the Republic of Tajikistan, in the opening ceremony of which the heads of two states, Presidents Serdar Berdimuhamedov and Emomali Rahmon, took part via the digital system.

The construction of the complex of buildings of the new educational institution was carried out in a friendly neighboring country by domestic builders in accordance with the Decree of the head of state signed in December 2022.

As is known, this decision was made on the basis of the agreement reached at the time between the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of Tajikistan Emomali Rahmon and was dictated by the mutual interest of the parties in expanding centuries-old humanitarian ties, promoting the strengthening of the bonds of friendship and mutual understanding between the two peoples united by a common culture, traditions and spiritual and moral values.

Let us recall that the laying of the foundation of the comprehensive secondary school, which will proudly bear the name of the outstanding Turkmen classical poet and philosopher of the East Magtymguly Fragi, took place on May 10, 2023, during the state visit of President Serdar Berdimuhamedov to the Republic of Tajikistan.

Numerous guests gathered in front of the central entrance of the school next to the State Flags of Turkmenistan and Tajikistan, including respected elders, members of the official delegations of the two countries, and representatives of the public.

Having greeted and congratulated all the participants and guests of the ceremony on the joyful event – the commissioning of a new comprehensive school, the presenters in the Turkmen and Tajik languages respectfully invited the heads of state to speak.

The first floor was given to the President of the Republic of Tajikistan Emomali Rahmon, who emphasized that he was sincerely glad to take part in the opening ceremony of the secondary comprehensive school named after Magtymguly Fragi in Dusti district of Khatlon region of Tajikistan together with the President of Turkmenistan Serdar Berdimuhamedov.

The President of the friendly state emphasized that the opening of this educational institution on the Day of Knowledge, widely celebrated in our countries, is a good sign.

Then the President of Turkmenistan addressed the numerous guests and participants of the ceremony with a congratulatory speech from the screen.

Congratulating the President of Tajikistan, teachers and schoolchildren on the first day of the new school year, the head of state noted that, according to established tradition, on September 1, the Day of Knowledge and Students, widely celebrated in Turkmenistan, festive events are held in our country, and new educational institutions are opened.

Constructed by Turkmen builders on the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Hero-Arkadag, the school is a symbol of friendship and fraternity between the two countries.

Then the floor was given to the venerable elders of Dusti district of Khatlon region of the Republic of Tajikistan.

Representatives of the older generation emphasized that the new school, which is a visible symbol of the unbreakable friendship between the two countries and their fraternal peoples, will proudly bear the name of the outstanding master of words and humanist of the East Magtymguly Fragi, whose 300th anniversary is widely celebrated this year not only in Turkmenistan but throughout the world.

The speakers expressed their deep gratitude to Presidents Serdar Berdimuhamedov and Emomali Rahmon for their online participation in the ceremony, addressing sincere wishes for good health, longevity and great success in noble deeds and endeavors in two languages, and asked them to bless the grand opening of the comprehensive secondary school named after Magtymguly.

With the blessing of the heads of the two states, to the friendly applause of the audience, the heads of the official delegations of Turkmenistan and the Republic of Tajikistan cut the symbolic ribbon.

At this time, the first school bell rings, announcing the beginning of the school year and the “work biography” of a modern educational institution.

The school building, erected by the Döwlet gurluşyk EO, is an educational complex with a total area of over 4,300 square meters. The construction was carried out in accordance with modern standards and entirely at the expense of the Turkmen side. 

The main building houses 24 spacious, bright classrooms with all the conditions for a productive educational process, as well as a library, an indoor gym, a large assembly hall, a canteen, a medical center, etc. 

Today was an unforgettable holiday for all students, especially first-graders.

In honor of this significant event, on behalf of the President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov, at the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, 100 Bilimli laptops and a Toyota Coaster bus were handed over to the new school.

The celebration was embellished with song and music performances by cultural and artistic figures of the two countries.

Numerous ethnic Turkmens living in all corners of the globe are happy to realize their involvement in the grandiose transformations taking place in the ancient land of their ancestors, where in the era of the Revival of a new epoch of a powerful state, the dreams and ideals sung by the world-renowned singer of the Turkmen soul, Magtymguly Fragi, find real embodiment.

Numerous bouquets of flowers were laid at the monument to this outstanding master of words, whose work continues to spiritually unite the Turkmens of the world centuries later, erected in the school.

There is no doubt that the new secondary comprehensive school will become a modern center for the education of children from the Turkmen diaspora, their spiritual and moral development in the best national traditions.

Неустанные усилия главы государства по дальнейшему совершенствованию архитектурного облика Ашхабада находят отражение в динамичном развитии нашего города, признанного жемчужиной Азии. Постоянно развивается инфраструктура Ашхабада, включающая в себя все особенности всесторонне развитого города, архитектурные комплексы дополняются новыми зданиями и сооружениями.

Об этом свидетельствует строительство комплекса хякимлика города Ашхабада, включающего в себя пенсионный фонд, отдел труда и занятости населения, Главное управление образования и культуры.

В облике комплекса лучшие принципы национального зодчества гармонично сочетаются с современными тенденциями в области архитектуры и оформления. Здесь удобства, соответствующие международным стандартам в полной мере обеспечивают достойные условия труда работников и специалистов. Также достойно отражен принцип «Государство для человека!», заложенный на основе политической стратегии Туркменистана.

В этом многоэтажном комплексе имеется конференц-зал на 300 мест, более 110 рабочих кабинетов со всеми удобствами, столовая на 120 мест, а также технические сооружения.

Оснащение рабочих кабинетов оборудованием, необходимым для эффективной работы сотрудников, в том числе компьютерами, мебелью и другими соответствующими средствами, полностью отвечает предъявляемым требованиям в этой сфере.

Сегодня при участии Президента Туркменистана, Верховного Главнокомандующего Вооружёнными Силами страны генерала армии Сердара Бердымухамедова в столице состоялось торжественное открытие комплекса новых зданий Специализированной военной школы имени Бердымухамеда Аннаева Министерства обороны Туркменистана.

Воспитание молодого поколения в духе высокого патриотизма и верности мудрым заветам предков, ответственности за будущее Родины и судьбу народа, создание всех условий для всестороннего гармоничного развития юных граждан страны, получения ими современного образования и обретения избранных профессий – приоритет государственной политики независимой нейтральной Отчизны, уверенно идущей по пути мира и созидания.

Провозгласив ключевыми принципами государственной политики позитивный нейтралитет, миролюбие, добрососедство и конструктивное международное сотрудничество, Туркменистан реализует Военную доктрину, носящую сугубо оборонительный характер и призванную обеспечить безопасность страны, высокую обороноспособность Национальной Армии, выступающей гарантом мирной и благополучной жизни народа. Во все времена знания были наиболее ценным достоянием, чем и объясняется особое почитание турк­менами знаний и науки. Подобное отношение, которое прослеживается на протяжении всей славной истории народа, позволяло ему пополнять сокровищницу человеческой цивилизации. Сегодня, когда наша Отчизна устремлена вперёд, по пути прогресса, преобразований и созидания, мы, руководствуясь национальным опытом и опираясь на передовые разработки, успешно проводим в жизнь государственные программы по реформированию отечественной сферы образования.

Принимаемые в этой области меры носят координированный и комплексный характер, что положительно сказывается не только на укреплении базы системы образования, но и на подготовке молодого поколения с фундаментальными знаниями и твёрдым нравственным стержнем, в духе патриотизма и ответственности за великое будущее Родины и судьбу народа. Вместе с тем прилагаемые здесь целевые усилия значительно повышают ценность науки и образования в обществе.

По случаю Дня знаний и студенческой молодёжи года «Кладезь разума Махтумкули Фраги» первоклассникам, которые только входят в мир знаний, на память дарят персональные компьютеры «Bilimli», в сёлах и городах нашей страны проходят церемонии открытия новых школ и детских садов. Все эти события в полной мере свидетельствуют о ­достижениях отечественной системы образования и её развитии согласно мировым тенденциям.

Мы и впредь будем уделять особое внимание решению вопросов доведения нашей системы образования до международного уровня, создания всех условий для гармоничного развития молодёжи и расширения её кругозора.

Ко Дню знаний и студенческой молодёжи также приурочено открытие в Ашхабаде нового комплекса зданий Специализированной военной школы, которая носит имя учителя, воина, всеми уважаемого человека, чей жизненный путь служит образцом служения Родине и любви к ней, – Бердымухамеда Аннаева. Это событие вновь свидетельствует об огромном почитании нами выдающихся исторических личностей.

Сегодня по всей стране строятся современные школы, детские сады, учреждения профессионального образования, которые оснащаются передовыми компьютерными, мультимедийными технологиями и учебно-методическими принадлежностями. Улучшается научная, теоретическая и прикладная составляющая образования. Прилагаемые в этой области усилия позволяют нам доводить профильную систему до мирового уровня. Вместе с тем мы придаём огромное значение расширению дружественных и взаи­мовыгодных связей с крупными международными организация­ми и другими странами в области науки и образования.

В этот знаменательный день мы также торжественно откроем общеобразовательную среднюю школу имени Махтумкули на 540 мест в дайханском объединении «Эргеша Султанова» района Дусти Хатлонской области Республики Таджикистан.

Мы с особым уважением относимся к труду наших соотечественников, которые удостоились высокого звания – учитель. Они делают колоссальную работу для поддержания суверенитета любимой Родины и донесения до молодёжи её блестящих успехов, обеспечения счастливой жизни нашего народа, направляя силы и энергию, интеллектуальный и созидательный потенциал юных граждан на достижение грандиозных целей. 31 августа 2024 года в Меджлисе Туркменистана было проведено заседание, посвящённое результатам деятельности, проведённой за семь месяцев Года «Кладезь разума Махтумкули Фраги», по совершенствованию законодательства нашей страны в соответствии с национальными принципами и нормами международного права. На заседании было отмечено, что руководствуясь поручениями нашего уважаемого Президента Аркадаглы Героя Сердара, Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Героя Аркадага по законодательному обеспечению широкомасштабных преобразований во всех направлениях государственной и общественной жизни в эру Возрождения новой эпохи могущественного государства, последовательно реализуется соответствующая деятельность.

За семь месяцев текущего года было принято 23 закона Туркменистана, регулирующих общественные отношения  в различных направлениях жизни нашей страны и связанных с правовой поддержкой внешнеполитических инициатив нашего государства, в том числе Законы Туркменистана «Об учреждении юбилейной медали Туркменистана «Magtymguly Pyragynyň 300 ýyllygyna», «О культурном наследии Махтумкули Фраги», «Об энергосбережении и энергоэффективности», «О гидрометеорологической деятельности», а также 15 Постановлений Меджлиса.

На заседании были заслушаны выступления о проведённой в рабочих группах, созданных в Меджлисе, деятельности по совершенствованию в соответствии с требованиями эпохи нескольких действующих законов в системах защиты прав и законных интересов граждан, повышения жилищно-бытового уровня жизни нашего народа, в различных отраслях экономики, в том числе сельского хозяйства, охраны окружающей среды, науки, здравоохранения, физкультуры и спорта, также в области внешнеполитической деятельности. А также были обсуждены предстоящие задачи по разъяснению народным массам внутренней и внешней политики нашего государства, значения и содержания принятых законов, пропаганде исторического общественно-политического значения Года «Кладезь разума Махтумкули Фраги».

На заседании  были затронуты вопросы о проведённых мероприятиях по развитию налаженных эффективных отношений с международными организациями и укреплению межпарламентского сотрудничества. 

Участники заседания заверили нашего уважаемого Президента Аркадаглы Героя Сердара, Героя Аркадага в том, что и в будущем приложат все усилия для совершенствования и модернизации национального законодательства нашей страны.

Today, President Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers via the digital system to sum up the results of the work done over the seven months of the current year were, and consider issues of the country’s socio-economic development.

Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis D. Gulmanova, who informed about the results of the activities carried out in January-July of this year.

As reported, during the period under review, there were adopted 23 laws of Turkmenistan, in particular, “On the establishment of the ‘Magtymguly Pyragynyň 300 ýyllygyna’ jubilee medal of Turkmenistan”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”, “On hydro-meteorological activities”, as well as a number of laws related to the legal support of our country’s foreign policy initiatives. The corresponding amendments and additions have been made to some legislative acts regulating relations in various spheres. Along with this, 15 resolutions of the Mejlis have been adopted.

Since the beginning of the year, on errand of the President of Turkmenistan, credentials have been received from 10 Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. As part of strengthening relations with foreign parliaments and international organizations, 27 bilateral meetings have been held.

Deputies took part in 77 seminars organized jointly with authoritative structures on issues of improving legislative activity and ensuring the implementation of state programs. In order to study best practices in the field of lawmaking, 26 official trips of Mejlis representatives took place abroad.

It was also informed on the participation of national parliamentarians in events to explain the general public about the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, the 33rd anniversary of the sacred independence of the Homeland, the highest representative body of people’s power – the Halk Maslakhaty, and the key objectives of the legal acts adopted recently.

Summarizing the information, President Serdar Berdimuhamedov emphasized the significance of proper preparation for the upcoming meeting of the Halk Maslakhaty. At the same time, the head of state noted the importance of continuing work to improve the country’s legislation.

Further, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the macroeconomic indicators achieved in January-July 2024.

As a result of the comprehensive measures taken over the seven months of this year, sustainable GDP growth was ensured, which is equal to 6.3 percent. In the industrial complex, this figure was 3.6 percent, construction – 9.3 percent, transport and communications sector – 7.1 percent, trade – 7.8 percent, agriculture – 7.8 percent, and in the service sector – 7 percent.

Compared with the same period of the last year, in January-July of the current year, overall output increased by 11.5 percent. Positive production indicators were achieved in the sectors of the economy.

The volume of retail trade compared to the corresponding period of 2023 for seven months is higher by 11 percent.

According to the results for January-July, the execution of the revenue part of the State Budget amounted to 102.9 percent, and the expenditure part – 97.8 percent.

The size of wages in large and medium-sized enterprises of the country in comparison with the same period of 2023 is 10.5 percent higher. Wages, pensions, state benefits and student scholarships are financed in a timely manner and in full.

During the specified period, the plan for the development of capital investments from all sources of financing increased by 12.1 percent compared to the same period of the previous year.

It was also reported about the progress of the National Rural Program, in particular, the indicators for the construction of social and infrastructure facilities were announced.

Having heard the report, President Serdar Berdimuhamedov identified the adoption of necessary measures to maintain the stability of macroeconomic indicators of the national economy among the priority tasks. Particular importance should be attached to ensuring a high level of GDP growth rates, the head of state continued, instructing the Deputy Prime Minister to keep the modernization of existing industries and the creation of new ones under strict control. Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work done in the fuel and energy sector in January-July, and the steps taken to improve the efficiency of industry structures.

Reporting on technical and economic indicators in the field of oil and gas condensate production, the Deputy Prime Minister said that the Türkmennebit State Concern fulfilled the plan for oil production at the level of 102.6 percent, and for its processing at oil refineries –102.9 percent.

During the period under review, the plan for gasoline production was implemented by 108.5 percent, polypropylene – 112 percent, lubricating oils – 110.6 percent.

Along with this, it was reported on the indicators of liquefied gas production, natural and associated gas production, and supplies of “blue fuel” abroad.

The plan for the development of investments from all sources of financing has been fulfilled by 119.1 percent.

Summarizing the report, President Serdar Berdimuhamedov emphasized that in order to fully utilize domestic enterprises in the oil and gas industry, it is necessary to regularly improve the activities of this complex. At the same time, it was noted that it is necessary to increase the volumes of oil production and production of petroleum products.

Taking into account the increasing demand for gas in the winter it is needed to begin preparing for this season, the head of state continued.

The Deputy Prime Minister also reported on the measures taken to modernize the infrastructure of the Türkmengaz State Concern through the construction of modern specialized facilities, the widespread introduction of innovations and advanced technologies into practice. In this regard, it was noted that a comprehensive strategy is being implemented aimed at diversifying the fuel and energy complex, optimally realizing its resource and production potential, and developing mutually beneficial cooperation with foreign partners.

The work carried out by the State Concern in this direction promotes the increase in natural gas production, growing the volume of its supplies to domestic consumers, as well as exports.

In this context, a draft Resolution on the construction of the Şatlyk-1 gas compressor station of the Türkmengaz State Concern was submitted to the President of Turkmenistan for consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of successfully solving the tasks set for the oil and gas industry. Having signed the Resolution on the construction of the Şatlyk-1 gas compressor station of the Türkmengaz State Concern in order to implement projects related to facilities important for the supply of Turkmen natural gas to the world market, the head of Turkmenistan sent the document to the Deputy Prime Minister via the digital system, ordering to ensure proper control over its implementation.

Then, Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the results of the work done in the supervised sector in January-July of the current year.

In particular, on the agro-industrial complex, the growth rate of production compared to the same period of the last year reached 125.4 percent. At the same time, for the Ministry of Agriculture this indicator was 104.1 percent, the Ministry of Environmental Protection – 100 percent, the State Water Management Committee – 134.6 percent, the Türkmenpagta State Concern – 101.3 percent, the Türkmengallaönümleri State Association – 225.9 percent, the Türkmenobahyzmat State Association – 115 percent, the State Association of Food Industry – 100.3 percent, the State Association of Livestock and Poultry Industry – 105.5 percent, and the Türkmen atlary State Association – 101.5 percent. The investment development plan was fulfilled by 434.1 percent.

As reported, seasonal agricultural work, in particular, cotton care, is continuing in the country’s velayats in accordance with agricultural standards. As part of the upcoming harvest of “white gold”, everything necessary is being done to prepare combines and equipment, cotton gins and raw material collection points.

Appropriate efforts are being made to obtain a rich harvest of agricultural crops, in particular, potatoes, in order to maintain food abundance.

At the same time, preparations are underway in the regions for sowing wheat: plowing, leveling, ridge-making, surveying and flushing irrigation of fields.

Then the Deputy Prime Minister asked the head of state to set a date for holding seminars for farmers, specialized specialists, scientists and machine operators, as well as the start of sowing wheat for the 2025 harvest with the participation of honorable elders and to bless the campaign, which will allow to be carried out it according to the established schedule and agricultural technology standards.

After hearing the report, President Serdar Berdimuhamedov emphasized the focus of the fundamental reforms in the agro-industrial complex on increasing the volume of production of high-quality agricultural products and ensuring food abundance. In this regard, the Deputy Prime Minister was assigned to continue effective work on the comprehensive development of the industry.

Addressing the members of the Government, the head of Turkmenistan noted that in the era of the Revival of the new epoch of a powerful state, appropriate conditions are being created for the productive work of farmers and high yields. As emphasized, a very important and responsible season has begun for field workers – sowing wheat, which should be carried out in an organized manner, within the agro-technical timeframe.

In this regard, the President of the country blessed the start of the campaign in the regions on September 4 and addressed the elders with a request to start the sowing, according to tradition, with the words “Bissmilla!” The head of state wished the self-motivated grain growers and field workers great success in their work.

Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the results of the activities of the construction and industrial complexes for January-July, 2024.

As reported, the plan for the manufacture of products and the work carried out for the specified period was fulfilled by 110.5 percent.

For seven months of this year, the Ministry of Construction and Architecture fulfilled the plan by 107.8 percent.

The Ministry of Industry and Construction Production manufactured products and carried out work for a total of 1 billion 28 million manats.

During the reporting period, the Ministry of Energy fulfilled the production and work plan at a level of 106.6 percent, the Türkmenhimiýa State Concern – 126.8 percent.

In January-July of the current year, the plan for work performed was fulfilled by the State Agency for Management of Road Construction at a level of 109 percent, and the Ashgabat City Administration – 110.8 percent.

After hearing the report, President Serdar Berdimuhamedov drew attention to the importance of taking comprehensive measures to ensure the smooth functioning and bringing the construction and industrial enterprises to their design capacity, establishing new industries and creating jobs. Highlighting the need for strict control over the completion of the construction of buildings, structures and residential buildings scheduled for opening in 2024 within the established time frame, the head of Turkmenistan addressed a number of specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of the work of the ministries and departments under his supervision, as well as the business sector for January-July of the current year.

According to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover reached 104.5 percent, and production – 103 percent.

The volume of manufactured products by the enterprises of the Ministry of Textile Industry, including cotton yarn and fabrics, is 139.4 and 125 percent, respectively, garments and knitwear – 105 percent, and leather – 119.6 percent compared to the same period of the last year.

The fulfillment of the plan for the production of carpet products at the enterprises of the Türkmenhaly State Association was 100.1 percent.

The State Commodity and Raw Materials Exchange held 174 trading sessions in January-July of the current year, during which 16 thousand 821 contracts were registered.

During the period under review, the growth rate of the work carried out by the Chamber of Commerce and Industry was 103.1 percent. 13 exhibitions and 77 forums were held.

According to the Union of Industrialists and Entrepreneurs, the growth in production volumes of agricultural and food products over the past seven months is 107.3 percent, industrial – 105.8 percent.

After hearing the report, President Serdar Berdimuhamedov ordered to take appropriate steps to improve the activities of the trade complex and increase the production capacity of the private sector.

Speaking about the importance of implementing program measures to create new industries and increase the volume of exports of manufactured products, the head of Turkmenistan emphasized the need to intensify the introduction of a digital system in the activities of the State Commodity and Raw Materials Exchange. In this regard, the Deputy Prime Minister was given relevant instructions.

Then Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the results of the work of institutions in the supervised sphere for seven months of the current year.

During the period under review, various events were organized on the occasion of significant dates in the national calendar and in honor of the 300th anniversary of the birth of Magtymguly Fragi. At the same time, the results of previously announced creative competitions were summed up, and the final rounds of the television competition “Yaňlan, Diýarym!” were held in Ashgabat and Arkadag cities, Ahal and Balkan velayats.

As reported, within the framework of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Hero-Arkadag to the Republic of Kazakhstan in July of this year, the opening ceremony of the monument to Magtymguly Fragi was held in Astana, in which creative groups of our country took part.

In addition, it was reported about the participation of representatives of Turkmenistan in the 36th World Folk Dance Competition “Altyn garagöz” in Bursa city (Turkish Republic), the opening ceremony of the Year of Culture of our country in the PRC, the international competition of young opera singers in St. Petersburg, and the World Festival of Orchestras in Vienna.

A report was also presented on the results of the work of theaters, circuses, cinemas and concert centers, libraries, the Turkmen State Publishing Service, the Oguzkhan Türkmenfilm Association, and the State Information Agency.

Summarizing the report, the head of state Serdar Berdimuhamedov noted the need for further improvement of the activities of the cultural sphere, wide popularization of cultural heritage and its preservation for future generations. Particular emphasis was placed on ensuring a high level of preparation for the upcoming festive celebrations on the 33rd anniversary of the independence of the Homeland.

Then, Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Orazdurdyeva reported on the results of work for January-July of the current year.

Introducing the report, the Deputy Prime Minister, on behalf of education workers, cordially congratulated President Serdar Berdimuhamedov and Hero-Arkadag on the Day of Knowledge and Student Youth, the beginning of the new academic year, and expressed heartfelt gratitude for the conditions created in the country for obtaining a modern education.

During the reporting period, reforms aimed at raising an educated generation, improving the education system, in which advanced teaching methods were introduced, continued. Textbooks and manuals were published. Schoolchildren and students took part in international subject Olympiads and won medals.

As reported, the efficiency of scientific research has been increased, 1,305 textbooks and teaching aids have been approved. Candidates for academic degrees have been registered, dissertations have been defended. During the specified period, the Resolution of the President of Turkmenistan approved the “Procedure for the Development, Implementation and Financing of State Scientific and Technical Programs”.

Also, in honor of the 300th anniversary of the birth of Magtymguly Fragi, there were held scientific and practical conferences, exhibitions and other events, including presentations. An award ceremony was held for the winners of the scientific paper competition among young scientists and students. Since the beginning of the year, advanced methods of prevention and treatment of various diseases have been introduced into practical medicine. Operations and treatment of sick children were carried out at the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care.

Today, the delegation of Afghanistan, headed by Acting Minister of Mining and Petroleum H. Badri, held a number of bilateral meetings in Ashgabat.

The guests expressed great interest in developing cooperation with Turkmenistan, which has embarked on the path of harmonious development in all areas.

The subject of detailed discussion was the further development of mutually beneficial bilateral cooperation in various sectors. The parties also discussed plans for the implementation of large-scale joint projects.

The delegation of Afghanistan showed great interest in participating in projects implemented in Turkmenistan, which is committed to international cooperation.

The visit of the delegation of the neighbouring country continues.

In the capital of Turkmenistan, the delegation of the Republic of Uzbekistan headed by the Minister of Energy J. Mirzamakhmudov held a number of meetings.

During the meetings, the parties discussed the current state and future prospects for the development of cooperation between Ashgabat and Tashkent in the FEC.

Currently, Turkmenistan and the Republic of Uzbekistan are striving to bring partnership based on the principles of openness and mutual trust, as well as meeting the national interests of each of the parties, to a qualitatively new level.

The parties also noted that today's negotiations will play an important role in the further development of bilateral relations.

On 28 August 2024, the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov was on a working visit to the Islamic Republic of Iran.

Upon arrival to Tehran, the Chairman of the Halk Maslahaty was welcomed by high-ranking officials of the Islamic Republic of Iran at the Mehrabad International Airport. There, the National Leader of Turkmen people had a brief meeting with the Minister of Roads and Urban Development of Iran Ms. Farzaneh Sadegh Malvajerd. The sides emphasized the strategic nature of partnership between Turkmenistan and Iran based on trust and mutual respect.

Then the motorcade of the National Leader of Turkmen people proceeded to the Jumhuri Palace of Saadabad Complex, where President Masoud Pezeshkian greeted Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov at the main entrance.

After the official ceremony of photographing in front of the national flags of two countries, the sides met in a narrow format.

President Masoud Pezeshkian expressed gratitude to Gurbanguly Berdimuhamedov for accepting the invitation to visit Iran and noted with satisfaction the high level of centuries-old and actively developing good-neighborly relations between the two countries. The head of Iran underlined that he was glad to have the opportunity to meet in person with the Chairman of the Halk Maslahaty of Turkmenistan, who has made a great contribution to the strengthening of bilateral cooperation.

Thanking the President of Iran for hospitality, the National Leader of Turkmen people once again addressed congratulations to Masoud Pezeshkian on behalf of the President of Turkmenistan and on his own behalf upon his election as the President of the Islamic Republic of Iran.

President Masoud Pezeshkian also received an invitation conveyed from Serdar Berdimuhamedov to pay an official visit to Turkmenistan at any convenient time. The Iranian leader expressed gratitude for the invitation and noted that he intends to visit Turkmenistan at the first convenient opportunity.

During the meeting, President Masoud Pezeshkian presented to the National Leader of Turkmen people a book entitled “Worshipping a Mother – Worshipping a Sacredness” that was translated into Farsi.

Accepting the book with deep gratitude, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov noted that he accepts it as a valuable gift to the Turkmen people and a sign of great honor to mothers.

“It is in the native traditions of Turkmen people to respect parents. This is described in detail in my work “Worshipping a Mother – Worshipping a Sacredness”, which serves as a vivid sign of honor to our mothers,’ Gurbanguly Berdimuhamedov said.

During the meeting, Gurbanguly Berdimuhamedov noted the great input of the President of the Islamic Republic of Iran Seyed Ebrahim Raisi, who tragically died in May of this year, to strengthening of the interstate dialogue.

The sides further discussed the current condition and prospects for further strengthening of fruitful partnership, defining the trade and economic sphere among the key vectors.

Then the parties discussed cooperation in the gas sector. In particular, it was noted that Turkmen natural gas is supplied to Iran and through it to other countries under the SWAP scheme. There are intentions to expand the scope of these activities. Emphasizing that work is underway to increase the volumes of gas supply to Iran up to 40 billion cubic meters per year, Chairman of the Halk Maslahaty Turkmenistan proposed to implement a number of projects jointly with Iranian companies specializing in this field.

The parties also discussed collaboration in the power industry, in particular, issues related to the export of Turkmen electricity to Iran.

The transport sector was defined as the third key vector. In this context, the sides reiterated their readiness to strengthen partnership in this area.

Current issues of regional and international policy of mutual interest were also discussed.

Then the talks continued in the extended format. The participants of the meeting discussed a wide range of issues pertaining to interstate relations both in the bilateral format, as well as within the framework of international organizations.

The participants discussed cooperation in the political-diplomatic field and exchanged views on contemporary issues.

It was noted that global security is among the key subjects of world politics. In this regard, Turkmenistan is making great efforts to ensure global peace and security. Emphasis was placed on the importance of the development of the Global Security Strategy initiated by Turkmenistan at the 78th session of the UN General Assembly. The parties expressed determination to cooperate in the implementation of peaceful initiatives.

The delegations discussed trade and economic cooperation. The National Leader of Turkmen people noted with satisfaction the progressive dynamics of bilateral trade turnover. In order to increase the volumes of mutual trade, the parties expressed the feasibility of increasing the range of goods and products on the bilateral basis, as well as with the involvement of private companies in this work.

Cooperation in the electricity sector was discussed in detail. Turkmenistan is making efforts to further strengthen cooperation in the energy sector, said the Chairman of the Halk Maslahaty.

The transport sector is also among the priorities. Turkmenistan and Iran attach great importance to strengthening collaboration in this area and stand for the increase of cargo flow. The parties discussed the results of cooperation and promising projects in the construction of highways.

With the aim of elevating railway flow along the Kazakhstan-Turkmenistan-Iran route, the National Leader of Turkmen people put forward an initiative on cooperation on the trilateral basis, noting the feasibility of involving companies of the three countries into this work.

In this context, the President of the Islamic Republic of Iran voiced proposals related to cargo flow along the transport-transit route Armenia-Iran-Turkmenistan-Kazakhstan and its effective usage.

The sides emphasized the importance of intensifying the activities of the Intergovernmental Turkmen-Iranian Commission on Economic Cooperation.

At the meeting, special attention was paid to the expansion of cultural and humanitarian partnership, as well as the importance of reciprocal Days of Culture was emphasized.

Gurbanguly Berdimuhamedov expressed gratitude to the Iranian side for the events held in May this year on the occasion of the 300th anniversary of Magtymguly Fragi. It was noted that celebrations are being held in Turkmenistan and other countries to mark this significant date. In this regard, the National Leader of Turkmen people, on behalf of the President of Turkmenistan and on his own behalf, invited the President of the Islamic Republic of Iran to participate in the International Forum of Heads of State and Government in honor of the 300th anniversary of Magtymguly Fragi to be held in Ashgabat on 11 October 2024.

The invitation was accepted with gratitude.

After the talks in the extended format, a ceremony of signing bilateral documents was held.

These include: Programme of Cooperation between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Islamic Republic of Iran for the period of 2025-2026, Memorandum of Understanding between the Turkmenbashi International Seaport of Turkmenistan and the Amirabad Port of the Islamic Republic of Iran on Sister Port Relationship, Memorandum of Understanding between the State Concern “Türkmengaz” and the National Gas Company of Iran on the Development of Cooperation in the Field of Natural Gas, Programme of Joint Activities on Deepening and Expansion of Future Cooperation between the State Customs Service of Turkmenistan and the Islamic Republic of Iran Customs Administration for the period of 2025-2026.

In the framework of the working visit of the National Leader of Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the Islamic Republic of Iran, the participants of the official delegation of Turkmenistan held bilateral meetings with their Iranian counterparts.

During the talks, the sides discussed issues of further development of relations in such fields as fuel and energy complex, electric power, transport and communications, as well as reviewed interaction between the customs services.
