On December 28, 2023, a telephone conversation took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

At the beginning of the conversation, the Chairman of the Halk Maslahaty and the President of Uzbekistan congratulated each other on the upcoming New Year, wishing the people of the two countries peace, happiness, prosperity and prosperity.

Taking this opportunity, the Uzbek leader also conveyed greetings and best wishes to President Serdar Berdimuhamedov.

During the conversation, the National Leader of the Turkmen people noted that each of their meetings or negotiations are, first of all, high symbols of good neighborliness, friendship and brotherhood of the Turkmen and Uzbek peoples.

As emphasized, the main impetus for the development of bilateral relations is the open, constructive and friendly political dialogue that has developed over many years at the highest state level. It is during regular contacts between the leaders of the two countries that the most significant issues related to the further strengthening of the Turkmen-Uzbek strategic partnership are considered.

One of the important topics of discussion was the Great Silk Road, which in the past passed through the territories of our countries, connecting Asia and Europe for centuries. Being in its center, Turkmenistan and Uzbekistan are today doing a lot to revive this historical route and use its enormous potential in modern conditions. In this regard, the readiness of both countries to intensify strategic partnership in the field of transport and energy was indicated.

The Chairman of the Halk Maslahaty of Turkmenistan, noting that the past year was full of important events in Turkmen-Uzbek relations, expressed confidence that in 2024 the high dynamics of bilateral political and diplomatic interaction will be maintained, and successful trade, economic, cultural and humanitarian cooperation will continue.

At the end of the telephone conversation, the sides wished each other good health and great success in responsible government activities.

Today, President Serdar Berdimuhamedov arrived on a working visit to the Russian Federation to participate in the informal Summit of the Heads of the CIS countries.

The head of state was seen off by officials at the Ashgabat International Airport.

A few hours later, the presidential airliner landed at «Pulkovo» International 

Airport in St. Petersburg, where President Serdar Berdimuhamedov was met by officials.

Turkmenistan, which by virtue of its neutral status is an associated member of the Commonwealth of Independent States, builds relations with the CIS member states on an equal, mutually beneficial basis, taking into account the common goals and national interests of each party. This position of our country contributes to the strengthening of historically strong ties of friendship, good neighborliness and effective ties, and the successful implementation of significant major joint projects in various fields.

Being invariably committed to strategic partnership with the CIS states - both in bilateral and multilateral formats, Turkmenistan strives to fully promote the strengthening of mutually beneficial relations in the Commonwealth space, filling mutual interaction with new specific content. A clear evidence of this is the regular participation of President Serdar Berdimuhamedov in the CIS Summits and the initiatives put forward that are in demand over time.

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов встретился с генеральным директором компании «Baýkar Makina Sanaýi ve Tijaret A.Ş.» Лютфю Халук Байрактаром и директором Совета управляющих компании «BMC Otomotiw Sanaýi ve Tijaret A.Ş.» Фуатом Тосялы.

Гости выразили признательность Национальному Лидеру туркменского народа за возможность встретиться и, пользуясь случаем, передали тёплые слова приветствия Президенту Сердару Бердымухамедову от Президента Турецкой Республики Реджепа Тайи­па Эрдогана, пожелания мира и процветания туркменскому
народу.

Поприветствовав гостей на древней туркменской земле, Герой-Аркадаг адресовал главе дружественной страны наилучшие пожелания и отметил, что нынешний визит турецких бизнесменов будет способствовать расширению сотрудничества с Туркменистаном.

Турецкие бизнесмены подчеркнули, что гордятся начатыми Героем-Аркадагом и реализуемыми под руководством Президента Сердара Бердымухамедова в независимом нейтральном Туркменистане широко­масштабными преобразованиями, достигнутыми успехами и подтвердили готовность к дальнейшему расширению сотрудничества в соответствующих сферах, в частности, в укреплении оборонительной мощи
Туркменистана.

В ходе обмена мнениями по выводу на качественно новый уровень партнёрства, с учётом огромного экономического потенциала двух стран, были обсуждены возможности дальнейшего развития взаим­ных отношений в области
обороны.

В данной связи на встрече рассмотрены предложения турецкой компании, занимающей передовое место в мире в оборонной промышленности, и достигнуты соответствующие соглашения в этом
направлении.

Бизнесмены дружественной страны с гордостью отметили, что поставки на историческую Родину – Туркменистан – новых современных образцов высококачественной и широко востребованной в мире продукции, производимой руководимыми ими компаниями, станут достойным вкладом в дальнейшее укрепление парт­нёрских отношений.

Как известно, в соответствии с Военной доктриной, носящей сугубо оборонительный характер, успешно реализуется преобразовательная программа по последовательному совершенствованию материально-технической базы Национальной Армии.

– Правовой статус нейт­ралитета нашего независимого государства дважды признан мировым сообществом. Политика позитивного нейтралитета Туркменистана основывается на миролюбивых, добрососедских, братских, дружественных отношениях. Реализуемый нашей страной политический курс приумножает авторитет Туркменского государства в мире. В его основе лежат международные инициативы Туркменистана, озвученные с высокой трибуны Генеральной Ассамб­леи ООН, – сказал Герой-Аркадаг.

Как отметили в свою очередь бизнесмены, правовой статус постоянного нейт­ралитета Туркменистана имеет важное значение в обеспечении на региональном и глобальном уровне мира, безопасности и устойчивого развития, что обуславливает дальнейшее взаимодействие между Туркменистаном и Турцией в различных направлениях.

В завершение встречи Национальный Лидер туркменского народа и турецкие бизнесмены выразили уверенность в дальнейшем укреп­лении обоюдовыгодного сотрудничества.

В Международном аэропорту Ашхабада главу государства провожали официальные лица. 

Через несколько часов президентский авиалайнер приземлился в Международном аэропорту «Пулково» города Санкт-Петербург, где Президента Сердара Бердымухамедова встретили официальные лица. 

Туркменистан, который является в силу своего нейтрального статуса ассоциированным членом Содружества Независимых Государств, выстраивает отношения с государствами-участниками СНГ на равноправной, обоюдовыгодной основе, с учётом общих целей и национальных интересов каждой из сторон. Эта позиция нашей страны способствует укреплению исторически сложившихся крепких уз дружбы, добрососедства и эффективных связей, успешной реализации значимых крупных совместных проектов в различных областях. 

Будучи неизменно приверженным стратегическому партнёрству с государствами СНГ – как в двустороннем, так и в многостороннем формате, Туркменистан стремится всемерно содействовать укреплению обоюдовыгодных  отношений на пространстве Содружества, наполнению взаимовоздействия новым конкретным содержанием. Today, President Serdar Berdimuhamedov has held a working meeting via digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who is in charge of the agro-industrial complex, and velayat khyakims. The agenda included issues related to the development of the agro-industrial complex and the work progress in the regions of the country.

At the beginning, addressing the meeting participants and all compatriots, President Serdar Berdimuhamedov specified that our talented young generation is making a considerable contribution to development of our Homeland in the year “Happy Youth with Arkadag Serdar”. We are very pleased with the achievements of young people.

According to the head of state, recently my book “Ýaşlar – Watanyň daýanjy” has been published, which highlights the achievements and successes of our youth. The publication of this rdition is timed to coincide with the International Scientific and Practical Conference and Exhibition on the results of the year “Happy Youth with Arkadag Serdar” to be held on December 27.

“I am sending the first copy of this book as a gift to the National Leader of the Turkmen people, our Hero Arkadag”, the President of Turkmenistan said.

Then the floor was given to Akhal Velayat Khyakim R. Hojagulyev, who reported on the progress of seasonal agricultural campaigns in the region.

As was reported, vegetation irrigation and application of mineral fertilizers to fields sown for the next year’s wheat crop continue in the velayat. Along with this, plowing, leveling and planning of farmland allocated for sowing cotton are in progress, the machinery and equipment to be operated during the spring season are brought into readiness.

Steps are taken in the velayat to organize the New Year’s celebrations and maintain an abundance of products in markets and shops. In addition, control is kept over all issues related to the trouble-free operation of heating systems in social buildings, as well as the supplies of electricity, natural gas and drinking water to the population, are monitored.

At the same time, enterprises and institutions are taking measures to organize round-the-clock duties on holidays.

Summing up the report, the President of Turkmenistan emphasized the importance of carrying out seasonal agricultural work in accordance with agro-technical standards, including in the treatment of wheat fields, instructing the khyakim to keep under control the preparation of lands for sowing cotton next year.

Further, Balkan Velayat Khyakim H. Ashyrmyradov reported on the progress of seasonal agricultural campaigns.

The report included information that the treatment of fields sown to wheat in accordance with agro-technical standards is under way in the region. Measures are taken to repair and prepare the agricultural machinery and equipment for the upcoming cotton sowing.

The khyakim also reported on the progress of preparatory work to organize the New Year’s celebrations, provide an abundance of products in markets and shops, trouble-free operation of heating, electricity, gas, and water supply systems, as well as set round-the-clock duties at enterprises and institutions on holidays.

Having heard the report, the head of state pointed out that an important present-day requirement is the high-quality completion of agricultural campaigns in accordance with agro-technical standards. The khyakim was given a number of specific instructions on treating areas under wheat crops, as well as on plowing and leveling lands for the future cotton crop.

The working meeting via a digital system was continued with a report from the Dashoguz Velayat Khyakim S. Soltanmyradov on the pace of works in the region.

As was reported, measures are taken to treat fields sown to wheat in accordance with agro-technical standards. Plowing and land leveling are carried out in areas allocated for cotton. Along with this, the condition of the technical fleet to be operated during the spring sowing season, is checked.

Steps are taken in the velayat to organize the New Year’s celebration and ensure an abundance of products in markets and shops, to organize round-the-clock duties at enterprises and institutions during the holidays. Issues related to the trouble-free operation of the heating systems in social buildings and the provision of electricity, natural gas and drinking water to the population are monitored.

Having heard the report, Head of State Serdar Berdimuhamedov emphasized the importance of completing seasonal agricultural work up to the mark, instructing the khyakim to keep under strict control the compliance with agro-technical requirements when treating fields under wheat crops, preparing for the upcoming cotton sowing, including lands plowing and leveling.

Then Lebap Velayat Khyakim Sh. Amangeldiev reported on the progress of agricultural works.

As was reported, vegetative irrigation and application of mineral fertilizers to wheat fields are in progress, as well as plowing and feeding the soil for the upcoming cotton sowing. The necessary measures are taken to prepare the machinery and equipment to be operated during the spring season.

Along with this, steps are taken to adequately celebrate the New Year’s Holiday. The markets and shops of the velayat are fully supplied with food products, the trouble-free operation of heating, energy, gas and water supply systems for residential buildings, schools and kindergartens is provided, and duties are organized at all enterprises and organizations.

Summing up the report, and emphasizing the importance of an integrated approach to carrying out agricultural work in compliance with agro-technical standards, President Serdar Berdimuhamedov ordered to ensure proper care for crops, and plowing lands allocated for next year’s cotton crop.

Further, Mary Velayat Khyakim B. Orazov reported on the pace of seasonal agricultural works.

The report included information that vegetative irrigation and application of mineral fertilizers are carried out in the wheat fields of the region in accordance with agro-technical standards. Areas under cotton are plowed, leveled and fed for next year’s crop. At the same time, the agricultural machinery and equipment are brought into readiness for the upcoming sowing season.

Steps are taken as part of preparations for the New Year’s Holiday to supply retail outlets with food products, to ensure the proper operation of heating systems at social facilities, the uninterrupted supply of electricity, natural gas and drinking water to residents, and to organize duties at all enterprises and institutions.

Having heard the report, the President of Turkmenistan highlighted the importance of carrying out seasonal agricultural works at a high-quality level, ordering to keep under constant control the treatment of fields sown to wheat in accordance with agro-technical standards, providing the proper plowing of areas for sowing cotton, as well as the pace of harvesting sugar beets.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who supervises the agro-industrial complex, reported on the progress of work in the agricultural sector.

As was reported, in order to raise wheat yields in fields of the regions, the care for crop continues in compliance with agro-technical standards.

To gather a bountiful cotton harvest next year, the farmlands are plowed, leveled and fertilized. Along with this, technical checkup and overhaul of agricultural machines and units are carried out in order to maintain them in proper condition.

Working trips of scientists and specialists of the agro-industrial complex to the regions of the country are organized, during which they inspect the work under way in etraps of the velayats, including in the field of compliance with agro-technical standards when growing wheat, as well as the condition of agricultural machinery, the state of affairs in the fields for sowing cotton, and give relevant recommendations to farmers.

Summing up the report, the President of Turkmenistan emphasized the importance of the high-quality completion of seasonal agricultural works to gather bountiful harvests. In this regard, the head of state instructed the deputy prime minister to keep under constant control the issues of compliance with agro-technical standards when caring for wheat and proper preparation for the cotton sowing.

Addressing the working meeting participants, President Serdar Berdimuhamedov focused on the need for a responsible approach to seasonal campaigns and gave a number of specific instructions.

The head of state also instructed the velayat khyakims to ensure the high level of events to celebrate the New Year’s Holiday, and the abundance of food products in retail outlets at affordable prices.

Furthermore, D. Orazov, the Chairman of the State Committee for the Construction of Arkadag City under the President of Turkmenistan, was invited to the working meeting via a digital system, who cordially congratulated, on behalf of the city residents, the President of Turkmenistan and the Hero Arkadag on the upcoming New Year’s Holiday.

According to the official, thousands of people live happily these days in the city of Arkadag that was built in the Kopetdag foothills on the initiative of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov and ceremoniously put into operation with the participation of Arkadag Hero Serdar. In this regard, the city residents express their sincere gratitude to the Hero Arkadag and the President of Turkmenistan.

With the blessing from the head of state, the second development phase of the new city has begun, where civil engineering work is currently in progress.

As part of his report, D. Orazov announced the good news that the “Arkadag” football club has recently become the Champion of Turkmenistan and was awarded the Turkmenistan Cup, having assured that this team will increase the sporting prestige of the Homeland in the future by achieving new successes.

Then the Chairman of the State Committee for the Construction of Arkadag City under the President of Turkmenistan asked the head of state to affix the signature to the ball of the “Arkadag” football club as a souvenir, and took the opportunity to wish the President of Turkmenistan and the Hero Arkadag sound health, long years of life and success in work for the benefit of the people.

Saying that the Arkadag football club, playing as part of the Major League, became the champion of the country and was awarded the Turkmenistan Cup, the head of state expressed wishes for further victories and affixed his signature to the team’s ball.

Concluding the working meeting via a digital system, President Serdar Berdimuhamedov wished its participants sound health and great success in large-scale activities to maintain the prosperous life of the people.

Dabaraly maslahata gatnaşyjylar geçen ýylda näsag çagalara degişli operasiýalaryň geçirilendigini hem-de häzirki wagtda olaryň bagtyýar durmuşda ýaşaýandyklaryny bellediler. Şunuň bilen baglylykda, şol çagalaryň ata-eneleriniň Gahryman Arkadagymyza, hormatly Prezidentimize çäksiz hoşallyk bildirýändikleri nygtaldy.

Gurbanguly Berdimuhamedow adyndaky Howandarlyga mätäç çagalara hemaýat bermek boýunça haýyr-sahawat gaznasynyň goldaw bermeginde Türkiýe Respublikasynyň, Russiýa Federasiýasynyň, Owganystanyň, Ukrainanyň we Palestinanyň çagalaryna niýetlenen ynsanperwerlik ýükleri ugradyldy. Bu bolsa türkmen halkyna mahsus ynsanperwer ýörelgeleriň üstünlikli dowam etdirilýändiginiň aýdyň nyşanydyr.

Berkarar döwletiň täze eýýamynyň Galkynyşy döwründe milli ykdysadyýetimiziň ähli ulgamlarynda uly ösüşler gazanylýar. Ýurdumyzyň durmuşynda düýpli özgertmeler amala aşyrylýar hem-de giň gerimli halkara çäreler geçirilýär. Bu bolsa dünýäde sagdynlygyň we ruhubelentligiň ýurdy hökmünde ykrar edilen Garaşsyz, hemişelik Bitarap Watanymyzyň halkara giňişlikdäki abraýynyň belende galmagyny şertlendirýär. Dabaraly maslahatda döwletimiziň yzygiderli tagallasy esasynda ýaşlaryň tamamlanyp barýan ýylyň dowamynda ajaýyp üstünlikleri, halkara derejedäki ýeňişleri bilen halkymyzyň buýsanjyny artdyrandyklary nygtaldy. Şeýlelikde, hormatly Prezidentimiziň parasatly baştutanlygynda bu ulgamda amala aşyrylýan işler BMG-niň Çagalar gaznasynyň ýörelgelerine laýyk gelýär hem-de bu iri düzümiň goldawyna mynasyp bolýar.

Dabaraly maslahata gatnaşyjylar çykyşlarynda Gahryman Arkadagymyzyň “Ýaşulularyň göreldesi — ýaşlaryň ýörelgesi. Nesilleriň dowamaty — döwürleriň baglanyşygy” diýen jümleleriniň many-mazmunyna we ähmiýetine ünsi çekdiler. Ýurdumyzda ýaş nesliň mynasyp terbiýelenmegine uly ähmiýet berilýär. Bu bolsa parasatly ata-babalarymyz tarapyndan taryhyň dowamynda kemala getirilen ýörelgeleriň nusgalyk derejede dowam etdirilýändiginiň ýene bir güwäsidir.

Подходит к концу ещё один год славной истории Отчизны. Через считанные дни, заслушав новогоднее поздравление Аркадаглы Героя Сердара туркменскому народу, мы вступим в следующий этап эры Возрождения новой эпохи могущественного государства.

Девиз 2023 года «Счастливая молодёжь с Аркадаг Сердаром» – яркий пример нашего доверия молодому поколению. Этот год стал для народа и страны одним из успешных и благополучных. Жизнь юных туркменистанцев была ознаменована незабываемыми событиями. Следует отметить, что не только один год, но и вся эпоха связана с молодёжью.

Пример старших – это принцип жизни молодого поколения. Преемственность поколений – это связь эпох.

Отрадно, что начатые нами благородные дела успешно продолжаются молодёжью. В этом году наш народ в единстве плодотворно трудился во имя дальнейшего процветания страны.

Цели были достигнуты, успешно реализованы крупные проекты.

В июне при участии Президента Сердара Бердымухамедова состоялось торжественное открытие города Аркадаг в предгорьях Копетдага. Это выдающееся событие современной эпохи золотыми буквами вписано в историю Отчизны.

Этот город – город настоящего и будущего!

Этот город – город счастья и благополучия!

Этот город – город молодёжи и счастливой жизни!

Строительство – это символ созидания, и сегодня во всех уголках нашей прекрасной страны возводятся и открываются крупные города и сёла.

Уважаемые соотечественники!

Там, где мудрость старшего и новаторские взгляды молодого поколения сочетаются, не существует недостижимой цели. Мы придаём большое значение инициативам молодёжи.

В строительстве города Аркадаг были широко использованы идеи, навыки и умения молодых. Хочу с гордостью отметить, что они неустанно работали над внедрением цифровой системы на всех объектах «умного» города.

В этом году Аркадаглы Герой Сердар дал старт строительству второй очереди города Аркадаг. В этом прекрасном уголке возводятся новые здания и объекты. Радуют глаз просторные и светлые жилые дома, образовательные учреждения, детские сады, спортивные сооружения, торговые центры, учреждения здравоохранения, построенные в этом современном городе. Всё это является наглядным свидетельством успешной реализации нашей политики «Государство – для человека!».

В рамках второй очереди города Аркадаг наряду с жилыми домами большое внимание будет уделяться строительству промышленных объектов, где будут налажены производства, отвечающие экологическим требованиям. Эту продукцию планируется экспортировать на мировые рынки, будут созданы тысячи новых рабочих мест.

В этом году к Дню знаний и студенческой молодёжи в новом городе были открыты и сданы в эксплуатацию несколько образовательных учреждений. В рамках второй очереди строительства будет построен новый комплекс современных зданий Сельскохозяйственного университета. Также будут возведены сельскохозяйственные научно-исследовательские институты, налажено производство на научной основе по разным направлениям сельского хозяйства – земледелие, животноводство, шелководство.

В году «Счастливая молодёжь с Аркадаг Сердаром» была проделана большая работа в области молодёжной политикию.

Дорогие соотечественники!

Твёрдо уверен, что под руководством Аркадаглы Сердара наша молодёжь и в будущем приумножит авторитет Родины!

Мы всегда оказываем молодому поколению огромное доверие. Наша молодёжь во всех делах советуется со старшим поколением. Мы и в дальнейшем продолжим благородную работу по их воспитанию.

Как говорили наши предки, «Дружный народ – благополучен». И в новом году мы приложим максимум усилий для того, чтобы активно участвовать в успешной реализации масштабной программы Президента Туркменистана Аркадаглы Сердара. Смысл жизни каждого из нас – внести достойный вклад в светлое будущее нашей Отчизны. Как отмечает Аркадаглы Сердар, «Государство является государством только с народом!», «Родина является Родиной только с народом!».

Поздравляю всех вас с Новым годом. Пусть Новый год принесёт всем вам достаток, изобилие, счастье! Пусть в Новом году будут достигнуты все намеченные цели!

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты, Почётный старейшина Герой-Аркадаг провёл в расположенной в городе Аркадаг штаб-квартире Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова очередное заседание правления Фонда, в котором также приняли участие председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана, хяким города, руководители и представители соответствующих ведомств. На заседании были подведены итоги проделанной работы за прошедший год, обсуждены вопросы общественной жизни страны, поставлены задачи на перспективу.

Здесь Герой-Аркадаг провёл встречу с вице-президентом Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова Р.Базаровым и директором Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова М.Окузовой.

Герою-Аркадагу были продемонстрированы посвящённые Новому году рисунки детей, занимающихся художественным творчеством. Изображённая на них прекрасная туркменская природа с её неповторимыми особенностями – яркое выражение любви и гордости молодого поколения за любимую Отчизну, родную землю.

Это является результатом заботы государства о воспитании у детей патриотизма, трудолюбия и бережного отношения к природе. Герой-Аркадаг поручил ответственно и комплексно подойти к данным вопросам, а также продумать методы поощрения творчества молодого поколения.

В заседании правления Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова приняли участие вице-президент Фонда Р.Базаров, помощник президента Фонда Ю.Оразов, администратор Фонда К.Бабаев, директор Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова М.Окузова, бухгалтер Фонда Е.Чернова, юрист Фонда М.Ходжамбердыев, а также приглашённые Председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов и хяким города Аркадаг Ш.Дурдылыев.

Открывая заседание, Герой-Аркадаг отметил, что выдающиеся достижения и события в политической, общественной и международной сфере вдохновляют наш народ и повышают гордость за нашу независимую страну. Эти успехи стали возможны благодаря вниманию государства к вопросам, связанным с воспитанием молодёжи в духе патриотизма, получением качественного образования, развитием физической культуры и спорта и отражают девиз нынешнего года.

В целом год «Счастливая молодёжь с Аркадаг Сердаром» насыщен историческими событиями. Был создан Халк Маслахаты Туркменистана, проведено несколько заседаний Совета старейшин.

По инициативе Туркменистана Организация Объединённых Наций приняла ряд Резолюций, направленных на активизацию международного сотрудничества, продолжается тесное взаимодействие со специализированными структурами ООН. Герой-Аркадаг отметил, что Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова направил гуманитарную помощь в ряд государств.

Говоря о важности открытия города Аркадаг – города будущего, творчества и молодёжи, Национальный Лидер туркменского народа подчеркнул, что создание здесь впервые в истории страны Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова, оснащённого передовым оборудованием, позволило значительно расширить работу по оказанию помощи нуждающимся в опеке детям.

На повестку дня нынешнего заседания вынесены вопросы деятельности Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова за прошедший период и расходов Фонда, а также итоги проведённой работы за соответствующий период Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова и ряд других.

Герой-Аркадаг отметил, что одним из основных направлений государственной политики является обеспечение правовой и социальной защиты молодых граждан, популяризация присущих туркменскому народу духовно-нравственных и культурных ценностей в мире, популяризация здорового образа жизни и воспитание у молодого поколения патриотизма, гуманизма и гражданской ответственности, поддержка и поощрение его инициатив.

Особо подчеркнув, что место сегодняшней встречи в штаб-квартире Фонда, расположенной в городе Аркадаг – городе молодёжи, выбрано неслучайно, Национальный Лидер туркменского народа сказал, что молодёжь – это великое будущее Отчизны и творцы настоящего. При создании современной инфраструктуры в первом «умном» городе страны большое значение придавалось инновационным предложениям и разработкам молодых туркменистанцев.

Главное для человека – его здоровье. Здоровье – это самая большая ценность в мире. В соответствии с Государственной программой «Saglyk» в регионах Отчизны возведены современные медицинские учреждения, клиники и научно-клинические центры, продолжил Герой-Аркадаг.

Национальный Лидер туркменского народа отметил, что Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова играет важную роль в формировании здорового молодого поколения, составляющего фундамент современного Туркменского государства и общества.

На государственном уровне придаётся большое значение обеспечению правовых гарантий и защиты законных интересов граждан, реализации комплекса организационных, законодательно-правовых и экономических мер, направленных на адаптацию к жизни и подготовку детей, нуждающихся в опеке.

В этой связи Президент Туркменистана прилагает огромные усилия для поддержки деятельности Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, претворяющего в жизнь благородные принципы наших предков – гуманизм, справедливость и милосердие. В новую историческую эпоху древние традиции туркменского народа находят яркое отражение в гуманистической политике Аркадаглы Героя Сердара. Награждение Президента Туркменистана медалью «Arkadag» является признанием данного факта, продолжил Национальный Лидер туркменского народа.

За выдающиеся заслуги на этом поприще медалью «Arkadag» были награждены граждане Туркменистана и иностранные граждане, внёсшие большой вклад в развитие гуманитарно-благотворительной деятельности и волонтёрского движения, организацию медицинских и оздоровительно-реабилитационных услуг, а также оказание финансовой, материальной, консультативной и методологической помощи молодёжи и нуждающимся в опеке детям.

В продолжение заседания слово было предоставлено вице-президенту Фонда Р.Базарову, который отчитался о проделанной за прошедший период работе и поставленных перед Благотворительным фондом по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова задачах.

Отметив, что год «Счастливая молодёжь с Аркадаг Сердаром» завершается большими успехами, Р.Базаров поздравил Героя-Аркадага и Аркадаглы Героя Сердара, а также участников заседания с наступающим Новым годом, пожелав успехов в проводимой ими масштабной работе, направленной на обеспечение благополучной и мирной жизни, счастливого будущего туркменского народа, благополучия в новом году.

Подчеркнув, что Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, воплощающий в жизнь такие благородные принципы, как гуманизм и милосердие, проявляет особую заботу о детях и подростках, оставшихся без попечения родителей или лиц, их заменяющих, вице-президент Фонда отметил, что здоровье народа – это не только главное богатство страны, но и прочный фундамент счастливой жизни нынешнего и будущих поколений туркменского народа.

С момента создания Фонда из года в год увеличиваются масштабы его деятельности. За отчётный период усилиями Героя-Аркадага и Аркадаглы Героя Сердара Фондом проведён ряд благотворительных мероприятий, за счёт средств государства и Фонда восстановлено здоровье многих нуждающихся в опеке детей.

Также за счёт средств Фонда по просьбам опекунов нуждающихся в опеке детей по всей стране проведено 260 операций: 117 – по лечению патологий сердечно-сосудистой системы, 102 – заболеваний опорно-двигательного аппарата, а также проведены другие лечебно-диагностические процедуры при различных заболеваниях. Кроме того, 47 детей прошли лечебно-профилактические осмотры, 54 детям оказана медицинская помощь.

В том числе израсходованы средства на проведение операций при заболеваниях опорно-двигательной системы детей. Аппарат искусственного дыхания марки «Sawina» передан Детской больнице Марыйского велаята. В детские отделения велаятских клиник также поступили машины Скорой помощи. За счёт средств Благотворительного фонда детские школы-интернаты и детские дома регулярно обеспечиваются медицинским оборудованием.

Гуманитарные акции, которые проводит Фонд на международном уровне, широко поддерживают в дружественных странах, где растёт интерес к благотворительной деятельности Фонда. Как отметил вице-президент Фонда, оказание гуманитарной помощи в 2023 году детям Турции, Украины, Российской Федерации, Афганистана, Палестины является зримым результатом гуманитарных инициатив Отчизны, а также Героя-Аркадага и Аркадаглы Героя Сердара.

Особое место в работе Фонда отводится воспитанию молодого поколения на основе национальных духовных ценностей, традиций, оставленных нам отцами и дедами. В этом деле важное место отводится уважаемым старейшинам. Для решения вопросов, связанных с усыновлением детей-сирот, присвоением им достойных имён по инициативе и при поддержке Героя-Аркадага при Фонде создан Совет старейшин.

Члены Совета старейшин важное значение придают задаче воспитания детей в духе патриотизма и беззаветного служения народу, независимой Отчизне, высокой нравственности и трудолюбия. Всё это воодушевляет детей, нуждающихся в опеке. В нашей стране нет детей без опеки, о них заботятся государство, глава Туркменистана Аркадаглы Герой Сердар, а также Национальный Лидер туркменского народа Герой-Аркадаг, который всегда является опорой для народа.

Подчеркнув, что встреча с родителями детей при посещении велаятских больниц и духовная поддержка Национального Лидера туркменского народа являются олицетворением великого гуманизма и заботы о человеке в нашей стране, Р.Базаров особо отметил безмерную благодарность народа за это Герою-Аркадагу.

Продолжают поступать слова благодарности и от родителей прооперированных при поддержке Аркадага Гурбангулы Бердымухамедова и за счёт Фонда детей, выздоровевших и живущих счастливой жизнью.

В связи с этим вице-президент Фонда, воодушевившись словами Героя-Аркадага о том, что любовь к Отчизне – это первое и главное условие в дальнейшем процветании государства, заверил, что приложит все усилия для выполнения конкретных поручений, в том числе по воспитанию верного Отчизне молодого поколения.

Далее Герой-Аркадаг предоставил слово для отчёта о расходовании средств Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова главному бухгалтеру Фонда Е.Черновой.

Благодаря поддержке и неустанной отеческой заботе нашего Национального Лидера Героя-Аркадага детям с ограниченными возможностями оказывается всесторонняя помощь для восстановления и укрепления здоровья, создания всех условий для их гармоничного развития.

Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, который создан по инициативе Героя-Аркадага, является одним из основных учреждений, осуществляющих эффективную работу по поддержке детей, оставшихся без попечения родителей и имеющих инвалидность.

Средства Фонда формируются за счёт благотворительных пожертвований.

За счёт средств Благотворительного фонда финансируются сложнейшие операции детям, закупается расходный материал для проведения кардиологических операций с врождённой сердечной недостаточностью и операций опорно-двигательной системы, приобретено медицинское оборудование, протезная продукция, слуховые аппараты и инвалидные коляски для детей.

Детям, находящимся в детских домах и оздоровительно-образовательных учреждениях страны, ежегодно по случаю Дня защиты детей вручаются подарки.

Для детских домов приобретены интерактивные доски, детям-сиротам, окончившим школу, подарены ноутбуки.

Не остаются без внимания Героя-Аркадага и дети других стран, оказавшиеся в трудной жизненной ситуации.

При поддержке Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова оказана гуманитарная помощь детям, пострадавшим во время землетрясения в Турции и Афганистане, от наводнения в Приморском крае Российской Федерации, а также Украины и Палестины.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана предоставил слово директору Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова М.Окузовой.

М.Окузова выразила сердечную признательность за придаваемое государством под руководством Президента страны, успешно продолжающего благородные начинания Героя-Аркадага, значение вопросам обеспечения гармоничного развития детей, охраны и укрепления их здоровья, оказания оздоровительно-реабилитационной помощи детям с ограниченными возможностями, поддержки нуждающихся в опеке детей.

В соответствии с подготовленной при участии Аркадага Государственной программы «Saglyk» в стране особая важность придаётся охране здоровья человека, особенно всестороннему развитию детей. В претворении в жизнь этих целей неоценима гуманитарная помощь Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова.

Отмечая, что Детский оздоровительно-реабилитационный центр имени Гурбангулы Бердымухамедова играет важную роль при проведении реабилитационных мероприятий после специализированного лечения различных болезней, а также предназначен для проведения операций нуждающимся в опеке детям и детям, которые отстают в умственном и физическом развитии, оказания им медицинской помощи, М.Окузова подчеркнула, что вышеназванный Благотворительный фонд является единственным подобным учреждением в регионе.

Как отмечалось, в Детском оздоровительно-реабилитационном центре имени Гурбангулы Бердымухамедова, открывшемся 29 июня года «Счастливая молодёжь с Аркадаг Сердаром» с благословения Аркадаглы Героя Сердара, из 274 обратившихся с просьбой о лечении детей, 212 прошли комплексное оздоровительно-реабилитационное лечение. В настоящее время здесь находятся 34 ребёнка. У большинства детей были задержки речевого и моторного развития в качестве сопутствующих заболеваний, а использование современных методов в области медицины обеспечили хорошие результаты лечения.

Среди детей, находившихся в Центре, у 85 была задержка речи, после лечения у 45 наблюдалось речевое и голосовое развитие, из 113 детей с ДЦП у 65 пациентов с применением физиотерапии достигнуты хорошие результаты в восстановлении движения рук, навыков ходьбы.

В детский сад Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова поступили 58 детей, из них у 18 диагностированы различные заболевания, 40–здоровы.

Центр оснащён новейшим и уникальным высокотехнологичным оборудованием от ведущих мировых производителей. Установленный здесь аппарат «Lokomat Pro 6 PE» производства Швейцарии представляет собой специальный оздоровительно-реабилитационный комплекс, который предназначен для обучения и восстановления навыков ходьбы у детей с ограниченными возможностями и другими нарушениями опорно-двигательной системы.

Научный труд древнего учёного, врача, основоположника медицинской науки Абу Али ибн Сины «Каноны медицинской науки» несколько лет назад был переведён на туркменский язык под руководством доктора медицинских наук Героя-Аркадага. Многотомное издание содержит подробное описание, этиологию болезней и их лечение. В бальзамотерапевтическом кабинете Центра практикуется использование лекарственных трав – одно из основных направлений лечения детских болезней Абу Али ибн Сины посредством целебных ванн, которые назначаются детям в качестве успокаивающей и расслабляющей процедуры.

Также в Центре ведётся большая работа по изучению лечебной ценности природных растений, произрастающих в стране, что отражено в научно-энциклопедическом труде Национального Лидера туркменского народа «Лекарственные растения Туркменистана». Здесь подробно описаны сведения об изучении в древности этиологии болезней, клинического течения заболеваний и методов их лечения. В процедурном кабинете Центра проводятся сеансы с использованием фитованн.

Говоря о значении фитобара, расположенного у входа в детское реабилитационное отделение Центра, и о чаях из сборов лекарственных растений, изготовленных на предприятиях медицинской промышленности нашей страны, М.Окузова отметила, что ведётся соответствующая работа в целях популяризации этого напитка среди населения, особенно среди подрастающего поколения.

Завершая своё выступление, М.Окузова выразила признательность Герою-Аркадагу и Аркадаглы Герою Сердару за оказанное на государственном уровне внимание к благородной деятельности по охране здоровья детей.

Отметив, что в нашей стране ответственно и комплексно подходят к судьбе каждого ребёнка, нуждающегося в опеке, обеспечению его светлого будущего, Национальный Лидер туркменского народа подчеркнул, что всё это позволяет детям почувствовать заботу о себе и занять достойное место в обществе.

Проводимая в данном направлении работа соответствует Целям устойчивого развития, принятым Организацией Объединённых Наций и определённым в Повестке дня на период до 2030 года, и имеет особое значение в достижении 3-й цели – «Обеспечение здорового образа жизни и содействие благополучию для всех в любом возрасте». Наша страна на практике демонстрирует свою приверженность основным принципам Организации Объединённых Наций в отношении прав и интересов детей. Политика Туркменистана в этой сфере поддерживается Детским фондом ООН, сказал Герой-Аркадаг.

Оказание содействия нуждающимся является одной из главных особенностей национального менталитета. Эти древние благородные традиции обязывают наш народ с особой заботой относиться к детям, оставшимся без опеки родителей. Наши предки неукоснительно следовали этим традициям, основанным на национальных принципах.

Герой-Аркадаг подчеркнул, что работе, проводимой на государственном уровне с целью обеспечения социальной защищённости подрастающего поколения, в том числе детей, нуждающихся в опеке, оказания содействия в восстановлении их здоровья, создания благоприятных условий для их счастливой жизни и формирования у них высоких моральных качеств, всегда будет оказываться поддержка и содействие, и отметил огромное значение очередного пункта повестки дня заседания.

В ходе заседания был рассмотрен вопрос о предоставлении полномочий Благотворительному фонду по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова на оплату расходных материалов для диагностики и лечения детей, нуждающихся в опеке, для Министерства здравоохранения и медицинской промышленности Туркменистана за счёт средств Фонда.

Вице-президент Фонда Р.Базаров проинформировал, что Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова на основе обращения Министерства здравоохранения и медицинской промышленности Туркменистана по поводу предоставления 200 тысяч долларов США на приобретение расходных материалов, связанных с диагностикой и лечением нуждающихся в опеке детей за счёт денежных средств Фонда, подготовил соответствующее решение и сообщил о планируемой закупке расходных материалов, необходимых для продолжения лечения врождённых заболеваний сердечно-сосудистой системы эндоваскулярными методами и в условиях искусственного кровообращения на открытом сердце у детей, а также комплекса гастроэзофагеальных биостентов и уретральных стентов, представив его на рассмотрение Герою-Аркадагу.

Одобрив предложение, Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов подписал соответствующий документ.

Далее Герой-Аркадаг дал ряд конкретных поручений помощнику Президента Фонда Ю.Оразову по обеспечению высокого уровня и постоянного контроля за хозяйственной деятельностью.

Касаясь вопросов, связанных с укреплением законодательной базы Фонда, Национальный Лидер туркменского народа поручил делопроизводителю К.Бабаеву и юристу Фонда М.Ходжамбердыеву наладить скоординированный подход к работе в данном направлении с использованием передового опыта.

В ходе заседания Герой-Аркадаг поручил специалистам в области средств массовой информации Фонда Б.Шыхлыеву и А.Джепбарову обеспечить чёткость и своевременность доведения до общественности сведений о деятельности Благотворительного фонда и пропаганде её в международном информационном пространстве.

Председателю Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразову и хякиму города Аркадаг Ш.Дурдылыеву был дан ряд поручений по решению вопросов, связанных с деятельностью Фонда и налаживанию совместных усилий в этом направлении.

Отметив, что подходит к концу ещё один год славной истории Отчизны, Герой-Аркадаг сказал, что через считанные дни, заслушав новогоднее поздравление Аркадаглы Героя Сердара туркменскому народу, мы вступим в следующий этап эры Возрождения новой эпохи могущественного государства.

В июне при участии Президента Сердара Бердымухамедова состоялось торжественное открытие города Аркадаг в предгорьях Копетдага. Отметив, что город Аркадаг – город молодёжи и счастливой жизни, Национальный Лидер туркменского народа сказал, что строительство – это символ созидания, и сегодня во всех уголках нашей прекрасной страны возводятся и открываются крупные города и сёла.

Там, где мудрость старшего и новаторские взгляды молодого поколения сочетаются, не существует недостижимой цели. Мы придаём большое значение инициативам молодёжи.

В строительстве города Аркадаг были широко использованы идеи, навыки и умения молодых. Хочу с гордостью отметить, что они неустанно работали над внедрением цифровой системы на всех объектах «умного» города, сказал Герой-Аркадаг.

Отметив, что в этом году Аркадаглы Герой Сердар дал старт строительству второй очереди города Аркадаг, Национальный Лидер туркменского народа подчеркнул, что в этом прекрасном уголке возводятся новые здания и объекты. Радуют глаз просторные и светлые жилые дома, образовательные учреждения, детские сады, спортивные сооружения, торговые центры, учреждения здравоохранения, построенные в этом современном городе. Всё это является наглядным свидетельством успешной реализации нашей политики «Государство – для человека!».

Отметив, что в рамках второй очереди города Аркадаг наряду с жилыми домами большое внимание будет уделяться строительству промышленных объектов, где будут налажены производства, отвечающие экологическим требованиям, Герой-Аркадаг сказал, что эту продукцию планируется экспортировать на мировые рынки, будут созданы тысячи новых рабочих мест.

В этом году к Дню знаний и студенческой молодёжи в новом городе были открыты и сданы в эксплуатацию несколько образовательных учреждений. В рамках второй очереди строительства будет построен новый комплекс современных зданий Сельскохозяйственного университета. Также будут возведены сельскохозяйственные научно-исследовательские институты, налажено производство на научной основе по разным направлениям сельского хозяйства – земледелие, животноводство, шелководство, продолжил Герой-Аркадаг.

Отметив, что в году «Счастливая молодёжь с Аркадаг Сердаром» была проделана большая работа в области молодёжной политики, Национальный Лидер туркменского народа сказал, что твёрдо уверен, что под руководством Аркадаглы Сердара наша молодёжь и в будущем приумножит авторитет Родины.

Мы всегда оказываем молодому поколению огромное доверие. Наша молодёжь во всех делах советуется со старшим поколением. Мы и в дальнейшем продолжим благородную работу по их воспитанию.

Как говорили наши предки, «Дружный народ – благополучен». И в новом году мы приложим максимум усилий для того, чтобы активно участвовать в успешной реализации масштабной программы Президента Туркменистана Аркадаглы Сердара. Смысл жизни каждого из нас – внести достойный вклад в светлое будущее нашей Отчизны. Как отмечает Аркадаглы Сердар, «Государство является государством только с народом!», «Родина является Родиной только с народом!» – сказал Герой-Аркадаг.

Пользуясь случаем, Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана Гурбангулы Бердымухамедов сердечно поздравил всех с наступающим Новым годом – годом рыбы. Завершив очередное заседание правления Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, Национальный Лидер туркменского народа пожелал участникам крепкого здоровья и дальнейших успехов в их благородном деле.

Затем Герой-Аркадаг направился к детям – участникам торжества возле новогодней ёлки, установленной в фойе Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова.

По случаю новогоднего праздника здесь были организованы выступления юных артистов, исполнены песенно-музыкальные композиции. Радостные ребятишки с большим воодушевлением приветствовали Национального Лидера туркменского народа. В своих восторженных выступлениях и прекрасных стихотворных строках они воспевали любимую Родину, благородные начинания Героя-Аркадага и Президента Сердара Бердымухамедова.

В Туркменистане, признанном страной счастливого детства, вопросы, связанные со здоровьем, гармоничным развитием и получением подрастающим поколением современного образования, постоянно находятся в центре внимания государства. В велаятах страны регулярно строятся и вводятся в эксплуатацию детские оздоровительные центры, медицинские учреждения. Их оснащение в соответствии с мировыми требованиями, налаживание в центрах высококачественных медицинских услуг отвечают уровню жизни в нашей прекрасной Отчизне.

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system, the agenda of which included a number of draft documents, as well as other issues.

The first speaker was Chairwoman of the Mejlis D. Gulmanova, who informed about the work in progress to adopt new and improve current legislative instruments aimed at creating the legal framework for the implementation of reform programs ongoing in the country, increasing the efficiency of industries, and improving the social and living conditions of the people. In particular, the report covered the preparation of revised drafts of the Civil Code, the Laws “On hydrometeorological activities”, “On energy saving and efficient use of energy”, etc.

At the same time, information was provided on consistent measures being taken to strengthen collaboration with the parliaments of foreign countries and authoritative international organizations. Thus, during the period under review, a meeting was held with the Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Iran, during which issues of bilateral cooperation were discussed.

According to the Mejlis Chairperson, the deputies participated in an event organized by the German Agency for International Cooperation on the implementation of the Sustainable Development Goals in Turkmenistan, as well as in a forum on topics related to the protection of ecosystems, held by the UN Permanent Mission in our country.

People’s representatives carry out active work in their constituencies to explain the goals and objectives of the development strategy of our independent Homeland, the laws being adopted, the historical significance of the successes achieved and the progressive reforms ongoing in the country.

Summing up the information, President Serdar Berdimuhamedov noted that the new draft laws being developed must be perfect and meet the realities of the time. The adopted legal instruments, the head of state continued, must reflect the effective state policy being pursued, and be aimed at improving the Turkmen people’s wellbeing.

Further, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the fulfillment of the instructions given by the President of Turkmenistan during the meeting of the Cabinet of Ministers held via a digital system on December 8 this year.

A particular focus in the report was on the fact that by December 20 of the current year, all institutions and enterprises regardless of the form of ownership had fully paid wages. Along with this, pensions, state benefits, scholarships for students and trainees have been fully funded.

Then the deputy prime minister reported on the work ongoing to conclude agreements for the provision of consulting services by the State Bank for Foreign Economic Affairs of the country.

As was reported, practical steps are currently taken to improve banking activities, introduce modern international standards in this area, and expand cooperation with reputable financial institutions of the world and development banks.

Having heard the report, Head of State Serdar Berdimuhamedov emphasized that special importance must be attached to the consistent modernization of the banking sector in the economy. In this context, the deputy prime minister was instructed to carry out appropriate work in this area based on international practice.

Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures being taken to upgrade the petrochemical industry and maintain the trouble-free operation of the oil refineries of the State Concern “Türkmennebit” through the introduction of modern technologies.

In this regard, information was provided on the work under way in the structural divisions of the State Concern in order to carry out high oil refining. As was reported, the relevant installations are currently reconstructed at the Seidi Oil Refinery.

Summing up the report, President Serdar Berdimuhamedov emphasized that the operation of production enterprises in the oil and gas complex, in particular oil refineries, to the full design capacity is one of the important requirements of the time. Having focused on the need to maintain the trouble free operation thereof, the head of state gave the deputy prime minister a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the regions of the country.

As was reported, in order to grow and gather a bountiful harvest next year, the care for wheat crops continues in accordance with agro-technical standards. Moreover, measures are taken to ensure the proper storage and high-quality ginning of harvested cotton.

The lands are plowed and fertilized in the fields intended for sowing cotton next year. In addition, the technical fleet is made ready for upcoming agricultural campaigns.

The report included information on the steps being taken to develop livestock farming, increase the number of animals, as well as to create all conditions for their warm and well-fed wintering.

Summing up the report, the President of Turkmenistan emphasized that the crucial season continues these days in all regions of the country. In this regard, the control over the proper organization of seasonal campaigns must be strengthened, the head of state said, giving the deputy prime minister relevant instructions.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the fulfillment of the assignments to transform Turkmenistan into an industrialized country, as well as on the measures being taken by the “Türkmenhimiýa” State Concern for the rational and efficient use of local resources, in particular, introducing new production cycles at the “Guwlyduz” plant.

As was reported, the creation of modern production facilities equipped in line with modern advanced technologies and focused on the production of various types of environmentally friendly and high-quality salt seems appropriate.

Having heard the report, President Serdar Berdimuhamedov emphasized that the organization of effective and coordinated activities of production enterprises of the State Concern “Türkmenhimiýa” is one of the key requirements of the time. Having approved proposals to create new production facilities at the “Guwlyduz” plant, the head of state instructed the deputy prime minister to carry out appropriate work in this area.

Deputy Chairman of the Cabinet of Ministers B. Atdaev, who then spoke, reported on the measures being taken to further develop the textile industry and strengthen its material and equipment resources.

As was reported, that there dozens of manufacturing enterprises are currently operating under the Ministry of Textile Industry, where high-tech equipment from the world’s leading companies is installed. Their output is in great demand in the domestic and foreign markets. According to the deputy prime minister, pursuant to the instructions of the head of state, direct contacts are concluded with foreign companies in order to purchase and provide enterprises with production facilities.

Having heard the report, President Serdar Berdimuhamedov specified that the use of new technologies in the rapidly developing textile industry of our independent country is an important requirement of the present time. Therefore, it is necessary to be guided by international practice in this area, the head of state said, instructing the deputy prime minister to take the relevant steps.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the schedule of major events planned for January next year.

Thus, there are plans for organizing various forums, meetings, exhibitions, concerts, as well as song and musical performances in the velayats, and the cities of Ashgabat and Arkadag in the upcoming period to celebrate the New Year 2024, and the 300th anniversary of the birth of great Turkmen poet Magtymguly Pyragy. The schedule for higher education institutions of the country provides for sports competitions “Türkmenistan – ruhubelentligiň we sagdynlygyň ýurdy”, as well as summing up the previously announced creative competitions.

A separate topic in the report was the celebrations on the occasion of the New Year’s Holiday. In particular, the report was given that New Year’s events for children will be organized in the building of the Chamber of Commerce and Industry, as well as at the “Älem” Cultural and Entertainment Center, in front of the State Circus, near the New Year’s trees in the festive squares of the velayats and the city of Arkadag.

major events of the coming month include an exhibition of fine artworks, master classes and a forum with the participation of female artists from Turkmenistan and the Islamic Republic of Iran, a solemn conference on the inclusion of the multilateral nomination “The Great Silk Road: Zarafshan-Garagum Corridor” in the UNESCO World Heritage List, a show of Turkmen national costumes at the Fashion House of the Ministry of Textile Industry, an awarding ceremony for the winners of the children’s contest named after Gulbaba, a forum and an exhibition on the occasion of declaring the city of Anev the cultural capital of the Turkic world in 2024.

Summing up the report, President Serdar Berdimuhamedov specified that it is critical to properly prepare for the events scheduled for January next year, which must reflect the confident dynamic advancement of our independent Homeland towards the higher level of progress. Specific instructions were given to the deputy prime minister in this regard.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on schedules prepared by the relevant ministries and departments for holding the upcoming New Year’s Holiday events and schoolchildren’s winter holidays from January 1 to 10, 2024.

In the year “Happy Youth with Arkadag Serdar”, New Year’s celebrations are held in an organized manner at kindergartens, general education schools, cultural and entertainment centers, and parks. There are also plans for showing feature films and performances for children, creative competitions among students, tours of historical and cultural attractions of the country and other events.

On the first day of the coming year, following the well-established tradition, during the New Year’s celebration at the Chamber of Commerce and Industry, gifts will be presented, on behalf of President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty, our Hero Arkadag, to the children from the “Döwletliler köşgi” Palace. In total, 4 thousand children will receive gifts there from January 1 to 10.

Having heard the report, the head of state instructed to hold celebrations on the occasion of the New Year’s Holiday at a high level and properly organize the winter holidays for schoolchildren.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who announced the good news from New York (USA). As was reported, the Resolutions “Strengthening the links between all modes of transport to achieve the Sustainable Development Goals” and “The key role of reliable and stable energy connectivity in ensuring sustainable development”, proposed by Turkmenistan, were unanimously adopted during the 49th plenary meeting of the 78th Session of the United Nations General Assembly on December 19. 

It was emphasized that this fact is another indication of the consistent implementation under the leadership of President Serdar Berdimuhamedov of the strategic initiatives put forward by the Hero Arkadag in the fields of sustainable transport and energy, which had been supported by the world community.

Having heartily congratulated the head of state and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov on this foreign policy success, the deputy prime minister, foreign minister wished Arkadag Hero Serdar and the Hero Arkadag sound health and new outstanding successes in their large-scale activities for the country’s prosperity and wellbeing of Turkmenistan citizens, and enhancing the international reputation of the neutral Homeland.

Then the Deputy Chairman of the Cabinet of Ministers, foreign minister reported on the steps being taken to improve cooperation between Turkmenistan and the United Nations in the political, socio-economic and humanitarian fields.

According to the deputy prime minister, the development of cooperation with authoritative international organizations is one of the priority directions of our country’s foreign policy. In order to strengthen the long-term partnership with the UN, which is of a strategic nature, and to fill it with new content, the deputy prime minister, foreign minister submitted relevant proposals to the head of state for consideration.

As was noted in this regard, President Serdar Berdimuhamedov put forward an initiative at the 78th Session of the UN General Assembly to begin discussing the possibilities for developing a Global Security Strategy based on the principles of the UN Charter and generally recognized standards of international law. In order to implement this proposal, determine the basic directions and content of the above-mentioned Strategy, it is proposed to consider the set up an appropriate working group within the UN, which may include representatives of countries that are parties to the Group of Friends of Neutrality.

Today, systematic and effective activities are carried out in Turkmenistan under the leadership of the head of state to achieve the SDGs. In this context, on December 14, 2023, a joint meeting of the National Working Groups created within the “Turkmenistan-UN Sustainable Cooperation Development Framework for 2021–2025” was held with the participation of the heads of UN offices in Ashgabat. During the meeting, the appropriateness of starting the preparation of a similar Program for 2026–2030 was specified.

In this regard, proposals were made to begin relevant work jointly with specialized UN agencies in the first quarter of 2024, to set up a group of specialists on climate change issues within the Interdepartmental Commission of Turkmenistan for Environmental Protection to develop a Roadmap for implementing objectives arising from the documents of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP-28), to develop an Action Plan for the prevention and adaptation to climate change for 2024 based on the outcomes of the Youth Conference in Turkmenistan and the 18th Youth Conference in Dubai (UAE).

One of the key components of our Homeland’s humanitarian policy is the protection of human rights and freedoms. A special role in achieving the goals set in this area is assigned to the Authorized Representative for Human Rights in Turkmenistan. In this aspect, the deputy prime minister, the foreign minister offered a proposal to study the issue of opening new units within the Ombudsman’s Office to protect the rights of children, women and entrepreneurs.

Summing up the report, President Serdar Berdimuhamedov confirmed our country’s commitment to the course of further developing cooperation with the United Nations. Emphasizing the need to pay special attention to key areas of joint actions with the UN, and to carry out effective work on the practical implementation of the initiatives put forward, the head of state gave relevant instructions to the deputy prime minister, foreign minister.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the preparation of the draft Decree “On establishing an interdepartmental aviation security commission of civil aviation of Turkmenistan”.

As was reported, pursuant to the Air Code of Turkmenistan, the Law of Turkmenistan “On Vehicles’ Safety”, as well as the standards, experience and practices of the International Civil Aviation Organization (ICAO), coordinated work had been carried out aimed at maintaining a high level of safety, stability and efficiency of the flights, and the development of regulations in this area.

In this regard, a relevant document was submitted to the head of state for consideration.

Having heard the report, President Serdar Berdimuhamedov emphasized that great importance in the process of modernizing the civil aviation of our independent country is attached to the issue of its safety. Having signed the Decree “On establishing an interdepartmental aviation security commission of civil aviation of Turkmenistan”, aimed at ensuring coordinated work in this area, the head of state sent the document by a digital system to the Director General of the Agency, giving a number of specific instructions.

Further at the meeting, the Agency head reported on the work being carried out by supervised institutions on the occasion of the 300th anniversary of the birth of Magtymguly Pyragy.

As was reported, according to the Action Plan for grand events to celebrate this significant occasion, the “Türkmenaragatnaşyk” Agency is preparing jointly with the relevant ministries and departments an encyclopedia of the founder of Turkmen classical literature in digital and printed forms, as well as the Internet portal of Magtymguly Pyragy.

Furthermore, in order to popularize the significance of events held on an international scale, a creative competition is to be organized for the development of anniversary postage stamp models.

Summing up the report, the President of Turkmenistan emphasized the importance of the celebrations on the occasion of the 300th anniversary the birth of Magtymguly Pyragy, to take place next year. The Agency head was instructed to ensure a high level of organization of the related creative competition for the development of anniversary postage stamp models.

Addressing members of the Cabinet of Ministers and Turkmenistan citizens, Head of State Serdar Berdimuhamedov noted that good news had been received from the United Nations headquarters in New York on the New Year’s Eve. The Resolutions “Strengthening the links between all modes of transport to achieve the Sustainable Development Goals” and “The key role of reliable and stable energy connectivity in ensuring sustainable development”, initiated by Turkmenistan, were unanimously adopted at the 49th plenary meeting of the 78th Session of the UN General Assembly.

The fact that may states of the world co-authored these international documents, proposed by the Hero Arkadag and repeatedly recognized by the Community of Nations, indicates their importance for all humanity, the head of state emphasized. As was specified, the approval of the initiatives of global importance put forward by our country by the United Nations has become a striking illustration of the high international prestige of the Independent Neutral Homeland.

Our sovereign state widely supports effective ideas and initiatives aimed at consolidating international efforts to achieve the Sustainable Development Goals, President Serdar Berdimuhamedov said, declaring that productive cooperation with the UN in this area will be continued in the future.

Today, on December 20, 2023, a telephone conversation was held between the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov and the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

Gurbanguly Berdimuhamedov expressed his congratulations on the 30th anniversary of the formation of the Federal Assembly and the adoption of the Constitution of Russia, and also congratulated Ms. Matvienko on her re-election as the Chairman of the Council of the Interparliamentary Assembly of Member States of the Commonwealth of Independent States.

Along with this, it was emphasized that the outgoing year 2023 was marked by high dynamics of development of traditionally friendly Turkmen-Russian relations in a wide range of areas.

It is the regular meetings and visits of delegations of the two countries that create opportunities for a thorough and constructive consideration and resolution of the most important issues of the strategic partnership between Turkmenistan and Russia.

At the same time, the intensification of direct universal, humanitarian ties, effective communication through public diplomacy was noted and the conviction was expressed that both sides would continue to create the necessary opportunities to strengthen the friendship of the peoples of Turkmenistan and Russia, contribute to the development of their close ties, maintain mutual respect and increase mutual trust.

In turn, the Chairman of the upper house of the Russian Parliament, fully supporting the position of the National Leader of the Turkmen people, assured of the Russian side’s unwavering commitment to further deepening the strategic partnership of the two countries.

As is known, today Russia is going through a crucial period in its political life.

The upcoming elections of the Head of State in March next year will undoubtedly become an important stage in the process of political, economic, social reforms and transformations aimed at resolving the most important issues facing the state and society.

The firm belief was expressed that the multinational people of Russia will make their correct historical choice and thereby determine the fate of many generations of Russians in the long term.

Speaking about bilateral relations, the parties noted the need to develop trade and economic cooperation and joint activities in the socio-cultural sphere.

In this respect, the Turkmen-Russian intergovernmental commission plays a significant role, the next meeting of which will be held early next year in Ashgabat, during which the whole range of issues related to the use of the potential of bilateral relations in the economy, education, science and other fields will be discussed.

Bilateral partnerships in the international arena were also highlighted, primarily in the United Nations. Over many years of diplomatic relations, Turkmenistan and Russia have established themselves as responsible and respected subjects of international relations.

At the same time, the head of the Federation Council especially emphasized the wise foreign policy course of neutral Turkmenistan.
