Today, President Serdar Berdimuhamedov held an enlarged meeting of the Cabinet of Ministers to sum up the results of the work of economic sectors for six months of the current year, and consider the progress in implementing the adopted programs for the socio-economic development of the country. The agenda includes identifying long-term tasks for the second half of the year and personnel issues. Reports from the Deputy Chairmen of the Cabinet of Ministers, a number of heads of government agencies, and velayat khyakims were also heard.
Representatives of the Mejlis, members of the State Security Council, heads of regional administrations, Ashgabat and Arkadag cities, rectors of higher educational institutions, editors of newspapers and magazines, and other leaders were invited to the meeting.
The first floor was given to Deputy Chairman of the Cabinet of Ministers H. Geldimyradov, who reported on macro-economic indicators for January–June 2024.
As was reported, the practical steps taken over the indicated period to maintain the stable development of all sectors of the economy and regions ensured a stable rate of GDP growth. In the industrial complex this figure is 3.6 percent, construction – 9.3 percent, transport and communications sector – 7.3 percent, trade – 7.8 percent, agriculture – 5.8 percent, in the service sector – 7.9 percent.
In general, the volume of production increased by 11.5 percent compared to the same period in 2023.
During the first half of the year, the retail trade turnover indicator increased by 11.1 percent compared to the same period last year.
Wages for large and medium-sized enterprises in the country are 10.4 percent higher compared to the same period in 2023. For six months, salaries, pensions, government benefits and student scholarships have been funded on time and fully.
A report was also made on the progress of implementation of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028.
Minister of Finance and Economy S. Joraev, who then spoke, reported on the implementation of the State budget, capital investments spent and the implementation of the National Rural Program for the period under review.
As was reported, as of July 1, 2024, the implementation of the revenue side of the main financial plan amounted to 102.1 percent, and the expenditure side – 97.7 percent.
During the indicated period, the revenue side of local budgets was fulfilled at the level of 101.4 percent, and the expenditure side – at 98.2 percent.
It was also reported that in January–June of this year, 44 meetings of balance commissions were held, including 38 regional ones, to review the results of the financial and economic activities of ministries and line departments, their reporting institutions and enterprises.
The volume of investments aimed at developing the national economy in the first half of the year increased by 20.8 percent compared to the same period in 2023, which in relation to GDP amounted to 17.3 percent. 48.5 percent of the utilized capital investments were allocated for production facilities, and 51.5 percent for social and cultural facilities.
Indicators on the progress of implementation of the National Rural Program as of July 1 of this year were also announced.
Chairman of the State Committee on Statistics D. Amanmuhammedov reported on the implementation of plans by ministries and industry departments for January–June of this year.
As reported, according to the results of the first half of the year, stable growth was observed in the industrial sector. In particular, natural gas production amounted to 40,230.1 million cubic meters, oil production – 4,163.7 thousand tons. Compared to the corresponding period in 2023, the production of petroleum bitumen is higher by 13.2 percent, fuel oil – by 31.7 percent, sheet glass – by 7.9 percent, cement – by 6.8 percent, and caught fish – by 34.2 percent, processed fish and canned fish products – by 16.5 percent, dairy products – by 14.1 percent, butter – by 10.8 percent, confectionery products - by 5.6 percent.
Positive indicators are observed in the transport and communications sector, which is confirmed by an increase in freight and passenger transportation. The volume of communication services increased by 12.7 percent.
In agriculture, over six months, compared to the same period in 2023, the production of vegetable products increased by 7.4 percent, potatoes – by 11.4 percent, berries and fruits – by 1.2 percent, milk – 0.5 percent, meat in net weight – by 0.6 percent.
During January–June, dynamic indicators were noted in the non-state sector of the economy. Thus, the production of silk fabric increased by 1.4 percent, confectionery products – by 5.9 percent, butter – by 15.3 percent, dairy products – by 14.5 percent, pasta – by 64.1 percent, bread and bread products – by 7 percent, vegetables – by 9.3 percent, potatoes – by 5.8 percent, milk – by 0.5 percent.
The head of the State Committee also reported on the ongoing work to bring statistical reporting forms and data collection methods in line with the realities of the time, and introduce modern methods and digital technologies into the system.
Chairman of the Central Bank T. Myalikov, who then spoke, reported on the results of work for the six months of 2024.
As reported, lending to the economy continued during the period under review. Compared to the same period in 2023, in the first half of this year, the total volume of loans issued by the country’s banks to the private sector increased. Along with this, indicators for preferential loans to support small and medium-sized businesses, as well as credit funds provided to private agricultural producers, showed an increase.
As of July 1, 2024, the volume of mortgage loans issued in accordance with the Resolution of the President of Turkmenistan to citizens for the purchase of real estate in Ashgabat and Arkadag cities, as well as in the velayats, increased by 12.4 percent.
Summarizing the reports, President Serdar Berdimuhamedov focused on the importance of continuing to analyze the implementation by ministries and line departments of production plans for six months of the current year, the activities provided for in the adopted programs, and the assigned tasks. At the same time, instructions were given to strengthen control over the payment of taxes in full and on time, and the rational and targeted use of budget funds.
Particular emphasis was placed on the need to take measures for the proper execution of the revenue and expenditure parts of the State budget by the end of the current year. The development of the State Budget for the coming year must be carried out thoughtfully and in a timely manner, the head of Turkmenistan continued.
Among the priority tasks were the improvement of the fiscal system, based on international practice, control over the use of production capacities of enterprises, ensuring the normal circulation of money in the economy, and a systematic study of sources of financing for national investment projects.
As emphasized, it is necessary to increase the efficiency of banks’ activities in lending to production sectors of the economy and, by ensuring the targeted use of loans, enhance its effectiveness. The head of state also gave instructions regarding ongoing work to maintain a stable exchange rate of the national currency and expand cooperation with international financial organizations.
As is known, the policy being implemented is aimed at improving the well-being of our happy citizens, President Serdar Berdimuhamedov continued and signed a Decree on increasing of wages, pensions, state benefits and student scholarships by 10 percent from January 1, 2025.
Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of the work carried out by the complex under his supervision, as well as practical steps taken to expand energy supply routes to the world market for January–June 2024.
Reporting on the technical and economic indicators achieved in the field of oil and gas condensate production, the Deputy Prime Minister said that the plan, in particular by the Türkmennebit State Concern, was fulfilled at the level of 102.9 percent.
During the period under review, the implementation of the plan for oil refining at the oil refineries of the State Concern amounted to 102.9 percent, for gasoline production – 106.3 percent, diesel fuel – 100.1 percent, polypropylene – 107.9 percent, lubricating oils – 116.7 percent.
Along with this, it was reported on indicators achieved in the production of liquefied gas, production of natural and associated gas, and supplies of “blue fuel” abroad.
After listening to the report, President Serdar Berdimuhamedov focused on the priority tasks facing the fuel and energy complex. As noted, the oil and gas sector is one of the key segments of the national economy. In this context, the need to further introduce modern technologies and take comprehensive measures to increase the production capacity of specialized enterprises in the industry was emphasized.
The head of state also ordered the involvement of foreign companies in the search and development of energy resources in the Caspian Sea area. Turkmen geologists should continue effective exploration work to identify new promising layers of hydrocarbon deposits, the President of Turkmenistan said, instructing them to intensify efforts to search, discover, and develop hydrocarbon resources in our country and widely introduce international experience into these processes.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the results of the activities of the construction and industrial sectors for January–June 2024.
As was informed, the plan for production and work carried out by the complex for the indicated period was fulfilled by 112.7 percent.
Based on the results of the first half of this year, the Ministry of Construction and Architecture fulfilled the plan by 107.8 percent.
The Ministry of Industry and Construction Production produced products and carried out work worth 880 million manats.
Over the six months of this year, the Ministry of Energy fulfilled the plan for production and work done at the level of 108.4 percent.
During the reporting period, the Türkmenhimiýa State Concern fulfilled the plan for production and work performed by 132.6 percent.
In January–June 2024, the State Agency for Management of Highway Construction completed the plan at 106.3 percent, and the Ashgabat city khyakimlik – at 112.7 percent.
After hearing the report, President Serdar Berdimuhamedov noted the need to take measures to ensure the uninterrupted functioning of enterprises in the construction and industrial complex. At the same time, the importance of intensifying the ongoing work to operate chemical enterprises at full capacity and create new production facilities was emphasized. One of the promising tasks was the formation of modern joint ventures of industrial and construction sectors based on the achievements of science and advanced technologies.
The Deputy Prime Minister was also instructed to increase electricity production and the construction of new combined power plants, and improve the technical condition of distribution systems.
Along with this, instructions were given to continue the construction of highways of national importance, to consistently strengthen the material and technical base of the industry to modernize highways and bring them into line with international standards.
It is necessary to keep under strict control issues related to the commissioning on time and ensuring high quality of facilities and structures, the opening of which is scheduled for the end of this year, the head of Turkmenistan noted, addressing a number of instructions to the Deputy Prime Minister.
Next, Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the results of the work of the ministries and departments under his supervision, as well as the business sector for January–June of the current year.
Thus, according to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover reached 103.1 percent, production – 104.5 percent.
By enterprises of the Ministry of Textile Industry, in comparison with the same period last year, the volume of products manufactured, including cotton yarn and fabrics, is equal to 133.5 and 122 percent, respectively, sewing and knitted products – 104.4 percent, and leather products – 118 percent.
The implementation of the plan for the production of carpet products at the enterprises of the Türkmenhaly State Association amounted to 101.3 percent.
During the reporting period, the State Commodity and Raw Materials Exchange held 147 trading sessions to register 14 thousand 40 contracts.
The growth rate of work carried out by the Chamber of Commerce and Industry in January–June amounted to 111.4 percent. During the indicated period, 12 exhibitions and 65 forums were held.
According to the Union of Industrialists and Entrepreneurs, the growth in production of agricultural and food products over the six months of this year is 112.1 percent, industrial production – 103.2 percent.
After hearing the report, President Serdar Berdimuhamedov addressed the participants of the meeting and announced his decision to dismiss the Minister of Textile Industry R. Rejepov from his position in connection with a transfer to another job. N. Orazgeldiev was appointed a new head of this Ministry.
Expressing deep gratitude for the high level of trust, the minister assured the head of Turkmenistan that he would work hard in his new position. N. Orazgeldiev also wished the President of the country and Hero-Arkadag good health and great success in state affairs.
Continuing the meeting, the head of Turkmenistan dismissed O.Ishangulyeva from the post of Chairman of the Türkmenhaly State Association due to her retirement.
A. Durdyeva, who previously worked as the Chairwoman of the National Center of Trade Unions and the Central Council of the Women’s Union, was appointed chairwoman of this department.

Along with this, instructions were given to take appropriate measures to improve the quality and volume of textile products, their competitiveness in the foreign market, to introduce a digital system in order to organize electronic trade in textiles, carpets and carpet products.
It is necessary to take concrete steps to expand the range of activities of the private sector in all sectors of the economy, the head of Turkmenistan continued, also instructing to more effectively organize the work of the State Commodity and Raw Materials Exchange and the Chamber of Commerce and Industry.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the results of the work done in the area under her supervision in January–June of the current year.
In the first half of the year, various celebrations, forums, concerts were held in Ashgabat and Arkadag cities, as well as in the velayats of the country on the occasion of significant dates of the national calendar, the 300th anniversary of the birth of the outstanding thinker of the East, the Turkmen classical poet Magtymguly Fragi, the commissioning of social-cultural purposes facilities. At the same time, the results of previously announced competitions were summed up and award ceremonies for the winners took place.
During the designated period, the Decree of the President of Turkmenistan approved the Procedure and Conditions for assigning the legal status “Milli” to State circuses and individual professional creative circus groups.
Along with this, presentations of the works of the head of state “Ýaşlar – Watanyň daýanjy” and “Änew – müňýyllyklardan gözbaş alýan medeniýet”, as well as a new collection of poems by the great master of artistic expression “Magtymguly” were organized.
Since the beginning of the year, the Ministry of Culture has prepared and published the books “Türkmen keçesi” and “Arkadag hem Pyragy – köňüller şamçyragy”, the brochure “Arkadag pähminden dörän seýilgäh”, the State Register of Objects of the National Historical and Cultural Heritage of Turkmenistan.
In the first half of the year, celebrations were held in honor of the announcement of Anau city as the cultural capital of the Turkic world in 2024, which was attended by leaders and official delegations of authoritative organizations. During the same period, a media forum of representatives of leading foreign media was held.
Among the main events for the indicated period are: song and musical celebrations on the occasion of the anniversary of the opening of Arkadag city, built on the initiative of the National Leader of the Turkmen people; closing ceremony of the Year of Culture of the People’s Republic of China in our country; international conference “Main directions and opportunities for tourism development in Turkmenistan”; opening of the cultural and park complex “Magtymguly Pyragy” and the monument to the great poet; honoring the winners of the competition “Pähim-paýhas ummany Magtymguly Pyragy”; final rounds of the competition “Çalsana, bagşy!” in the velayats and Arkadag city.
Along with this, it was reported about the Culture Week that was held with great success in Arkadag city and the events that took place within its framework.
During the reporting period, Turkmen specialists went on business trips to foreign countries, where they took part in international events, and Days of Culture of Turkmenistan were held in Tajikistan, Japan and Kazakhstan.

During this time, the authority of our Homeland as a center of international competitions and Olympiads has further strengthened. Pupils and students won a total of 156 gold, 242 silver and 339 bronze medals in international competitions, including Internet Olympiads.
Resolutions of the President of Turkmenistan approved the “Regulations on state accreditation of educational activities” and the “Concept for improving teaching methods in general education programs in Turkmenistan until 2028.”
Currently, the relevant work is being completed to provide laptops, which will be donated to the 1st grade students in the new school year.
The summer holiday season started on June 2, and during this period 11 thousand children rested in children’s health centers in Gökdere, Avaza and the velayats.
The field of science is steadily improving, the efficiency of scientific research is increasing, scientists and qualified specialists are being trained in priority areas.
The State Program for the Integrated Development of Biotechnology in Turkmenistan for 2024–2028, the Procedure for organizing and conducting state accounting of scientific programs (projects), plans and reports on scientific activities have been approved. The Scientific and Technological Center “Oguz Han” of the Oguz Han Engineering and Technology University was also created, and the Technology Center of the Academy of Sciences of Turkmenistan received the status of an international scientific and technological park.
A number of international scientific forums were held in the first half of the year.
In honor of the 300th anniversary of Magtymguly Fragi, scientific and practical conferences, exhibitions, and presentations were organized.
Advanced methods of prevention and treatment of various diseases were introduced into practical medicine. Citizens of our country have access to medicines and consumables in accordance with international requirements.
At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, various operations and treatment of sick children were carried out. The Foundation donated hemodialysis equipment to healthcare institutions across the country.
The construction of new scientific and clinical centers was in full swing. A complex of buildings of the Center for Maternal and Child Health of Mary velayat was put into operation.
Reporting on the work being done in the field of sports, the Deputy Prime Minister said that measures are being taken to develop physical culture and sports, and train professional athletes.
The country’s sporting reputation was strengthened by the holding of the International Hockey Tournament and the declaration of Ashgabat as the “City of New Sports Opportunities of the Commonwealth.”
Massive bicycle rides were organized on the occasion of World Health Day and World Bicycle Day.
During this period, our athletes won 122 gold, 103 silver and 136 bronze medals.
The tennis complex of the Olympic village of Ashgabat was recognized by the Asian Tennis Federation as a “Regional Tennis Center” and was awarded the corresponding certificate.
After hearing the report, President Serdar Berdimuhamedov relieved N. Amannepesov from the post of Deputy Chairman of the Cabinet of Ministers in connection with the transition to more responsible work. As noted, N. Amannepesov effectively uses the extensive experience accumulated as a result of many years of activity in the field of healthcare in the international centers currently being built.

O. Ovezsahadov was appointed the new head of the Turkmen State University named after Magtymguly.
President Serdar Berdimuhamedov dismissed P. Orazov from the post of rector of the Turkmen State Institute of Architecture and Construction for serious shortcomings in his work.
B. Mammedov, who previously worked as vice-rector of the International University of Oil and Gas named after Yagshygeldi Kakaev, was appointed as a rector of this institute.

Having signed the Order on approval of the plan for admission to study in 2024 in higher and secondary vocational educational institutions of Turkmenistan, on approval of the composition of the State Commission for Admission to Higher and Secondary Vocational Educational Institutions, as well as on approval of the plan for admission of students to the Academy of Civil Service under the President of Turkmenistan in For the 2024–2025 academic year, the head of state wished success to young Turkmen citizens wishing to enroll in studies.
Then, priority tasks were outlined for the new Deputy Prime Minister and the heads of institutions in this area. These include proper preparation for the new academic year, renovations in secondary and higher educational institutions, admission to universities of talented, most worthy representatives of the younger generation, organized and fair conduct of entrance exams. Improvement of educational programs and plans, supplying a sufficient number of schools with textbooks and manuals were also identified as priorities.
Continuing, the head of Turkmenistan pointed out the need to provide high-quality services in the country’s medical institutions and organize business trips to improve the qualifications of doctors. It was also emphasized that appropriate measures should continue to be taken to further develop the pharmaceutical industry and provide a sufficient volume of quality medicines and health protection products to the population.
At the same time, President Serdar Berdimuhamedov ordered that appropriate work be carried out in order to effectively manage sports facilities and mass involvement of young people in physical education and sports.
The head of Turkmenistan also instructed to continue research activities to transform the country into a scientifically developed state. In this regard, emphasis was placed on the importance of increasing international cooperation in this direction.
Then, the Director General of the Agency for Transport and Communications under the Cabinet of Ministers, M. Chakyev, reported on the activities of subordinate institutions for the six months of 2024.
During the reporting period for this complex, the growth rate for the execution of work and provision of services was 116.8 percent.
In the first half of the year, the growth rate in the field of cargo transportation by road, rail, air, sea and river transport was 105 percent, and in passenger transportation – 103.4 percent.
The growth rate of service provision for January–June for the Türkmendemirýollary agency reached 105.1 percent, the Türkmenawtoulaglary agency – 110 percent, the Türkmenhowaýollary agency – 149.4 percent, the Türkmen-deňizderýaýollary agency – 109.7 percent, Türkmenaragatnaşyk agency – 112.7 percent.
Information was provided on the practical steps taken within the framework of the implementation of the “Concept for the development of the digital economy in Turkmenistan for 2019–2025.” Together with the United Nations Development Program, activities are being carried out to introduce a system of interdepartmental electronic information exchange in our country.
As reported, production and social facilities within the jurisdiction of this area are being built in various parts of the country.
During the period under review, a number of international forums and meetings of joint working groups took place.
Summarizing the report, President Serdar Berdimuhamedov emphasized that in order to solve the tasks set for the transport and communications complex, it is necessary to continue to increase the pace of passenger and cargo transportation and improve the quality of services provided.
Along with this, it was instructed to carry out effective work on the reconstruction of airports, the constant updating of aviation equipment, as well as to increase the capacity of the country’s railway system and improve its material and technical base.
The potential of the Turkmenbashi International Seaport and the Balkan Shipbuilding and Repair Plant should be fully utilized, the head of state emphasized, giving specific instructions to the head of the Agency also regarding the modernization of the domestic communication system in accordance with the requirements of the time.
Next, the heads of regional administrations of the country made reports.
Khyakim of Ahal velayat R. Hojagulyev reported on the results of the work carried out in January–June 2024.
As noted, inspired by the constant support of the President of Turkmenistan, farmers in the region this year delivered more than 400 thousand tons of wheat to the granaries of the Homeland, successfully fulfilling their contractual obligations. Currently, harvested wheat is being transported from receiving points to grain processing enterprises and plowed in areas cleared of harvest.
In accordance with agricultural technology standards, cotton is cared for.
Along with this, work is underway in the agricultural fields of the velayat to harvest vegetable and melon crops, provide rich products to domestic markets, as well as prepare these crops for autumn sowing.

As was reported, based on the tasks set by the President of Turkmenistan to further strengthen food abundance in the country, the hardworking farmers of the region successfully fulfilled their contractual obligations, collecting more than 80 thousand tons of grain. These days, appropriate work is carried out to transport the harvested wheat crop to elevators and warehouses, as well as to plow and prepare the land for the next sowing season.
In fields sown with cotton, inter-row cultivation, fertilizing with mineral fertilizers and vegetation irrigation are carried out.
In addition, specific measures are being taken to harvest potatoes and vegetable and melon products without loss, as well as to prepare land for sowing these crops in the autumn.
Next, khyakim of Dashoguz velayat S. Soltanmyradov reported on the results of the work carried out in the first half of 2024.
In particular, it was reported that this year, grain growers in the region delivered over 270 thousand tons of wheat to the granaries of the Homeland. Currently, arable land is being plowed in order to prepare for next year’s harvest, as well as seed procurement. In cotton fields, in accordance with the requirements of agricultural technology, inter-row cultivation, fertilizing with mineral fertilizers and watering are carried out. Maintenance of the areas sown with rice continues.
Based on the tasks set to provide the population with potatoes and vegetable and melon products manufactured in the country, the harvest of these crops is being harvested.
Khyakim of Lebap velayat Sh. Amangeldiev reported on the results of the work done in the region in January–June 2024.
As noted, the region’s grain growers have collected more than 310 thousand tons of grain this year, successfully fulfilling their contractual obligations. Currently, the necessary measures are being taken to ensure uninterrupted transportation of the wheat harvest to elevators and warehouses, and its storage in proper conditions at grain processing enterprises. It was also reported that plowing is being carried out in order to prepare the vacated areas for the next sowing season.
Along with this, care for the cotton fields of the velayat continues. At the same time, agricultural machinery and units are used at full capacity.
The harvest of potatoes and vegetable and melon crops grown in the region is also underway. Along with this, rice crops are cared for in accordance with agro-technical standards.
Next, khyakim of Mary velayat B. Orazov reported on the work done for January–June of this year.
As was reported, this year the region’s grain growers collected more than 345 thousand tons of grain and successfully fulfilled their contractual obligations. Currently, comprehensive measures are being taken to ensure uninterrupted transportation of wheat from receiving points to elevators and warehouses, and to carry out settlements with agricultural producers. Relevant work is also underway to lay the foundation for the 2025 wheat harvest.
In the cotton fields of the velayat, inter-row cultivation, fertilizing with minerals and vegetation irrigation are carried out.
Along with this, the harvest of potatoes and vegetable and melon crops continues, supplying domestic markets with these products, as well as preparing agricultural land for the upcoming sowing season.
Practical steps are also being taken to organize the sowing of beets and watering of sown areas at the proper level.
Then the floor was given to Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who, prefacing the report, conveyed the good news that hardworking farmers, having delivered more than 1 million 400 thousand tons of grain to the harvest of the Homeland, had successfully fulfilled their contractual obligations for the procurement of food wheat.
Expressing heartfelt gratitude to the President of Turkmenistan for the enormous support provided for the comprehensive development of the agro-industrial sector, the Deputy Prime Minister wished the head of state good health, longevity, and great success in his activities for the benefit of the country and people.
Then it was reported on the results of the work of the supervised industry in the first half of the year, on the progress of implementing reforms in the agro-industrial complex, as well as on the agricultural campaigns ongoing in the velayats of the country.
In the agro-industrial complex during the period under review, the production growth rate compared to the same period last year amounted to 124 percent. At the same time, for the Ministry of Agriculture this figure reached 100.7 percent, the Ministry of Environmental Protection – 105.2 percent, the State Committee for Water Resources – 138.8 percent, the Türkmenpagta State Concern – 100.7 percent, the Türkmengallaönümleri State Association – 221.9 percent, the Türkmenobahyzmat State Association – 108.4 percent, the State Association of Food Industry – 104.1 percent, the State Association of Livestock and Poultry Industry – 110.3 percent and the Türkmen atlary State Association – 101, 3 percent. The investment development plan was completed by 475.7 percent.
As reported, these days the necessary work is being carried out in the regions to transport grain from reception points to warehouses and elevators, as well as to ensure their proper storage.
As part of seasonal agricultural campaigns, on land sown with cotton, cotton is cared for in accordance with agricultural technology standards, in particular, inter-row cultivation, fertilizing with minerals and watering.
In Dashoguz and Lebap velayats, the maintenance of rice fields continues. In livestock farms of the regions, measures are being taken to develop livestock farming, increase the number of livestock, and create feed reserves.
In order to improve water supply and land reclamation, rational and efficient use of water resources, practical steps are being taken to create additional water reserves and clean irrigation canals.
Addressing the Deputy Prime Minister, heads of the agro-industrial complex, khyakims of the velayats and Ashgabat and Arkadag cities, the head of state Serdar Berdimuhamedov ordered to take specific measures for the successful implementation of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028, as well as the National Rural Program.
Particular emphasis was placed on the importance of strict control over the progress of construction of residential buildings, hospitals and other social facilities in velayats and cities. At the same time, it was noted that in order to further transform the architectural and urban appearance of cities, create favorable conditions for living, working and leisure of Turkmen citizens, the construction of comfortable buildings and housing, as well as parks, should be continued.
In order to supply the population with clean drinking water, electricity and natural gas, it is necessary to carry out appropriate work, the head of state said, also ordering to take all measures to maintain cleanliness and timely repairs.
Having focused on the importance of executing the local budget in full and on time, President Serdar Berdimuhamedov ordered to ensure the receipt of taxes and local fees.
To obtain high yields of agricultural crops in the regions of the country, they must be cared for in accordance with agricultural technology standards, the head of state emphasized, ordering to strengthen organizational and methodological work to increase the yield of agricultural products, in particular, grain and cotton. It was also assigned to systematically improve the supply of bread, bakery products and other grain products. Separate instructions concerned the full supply of food to the population, the creation of food abundance and the modernization of food industry enterprises.
At the same time, the need to increase the production of high-quality, environmentally friendly food and other agricultural products was stated.
Among the priority tasks, President Serdar Berdimuhamedov identified the use of advanced methods and the introduction of innovative technologies for the development of livestock and poultry farming, in accordance with the realities of the time, to carry out production and technical services for agriculture, and to effectively use agricultural machinery.
The head of state also noted the importance of improving work related to the production of cotton, silk and their processed goods.
In order to improve the quality of irrigation of agricultural land, the widespread introduction of water-saving technologies should be continued, President Serdar Berdimuhamedov said, instructing the Deputy Prime Minister to take effective measures to obtain a rich cotton harvest this year and provide comprehensive assistance to tenants and other agricultural producers.
Addressing the participants of the extended meeting, the head of state noted that the country had harvested a generous grain harvest, and farmers-farmers, having delivered high-quality wheat to the harvest of the Homeland, achieved good results.
– The harvested rich grain harvest is the wealth of the Turkmen people, the Homeland and the blessing of our sachaks! – said the President of Turkmenistan.
Having heartily congratulated the grain growers on their labor victory, having successfully fulfilled their contractual obligations to the Homeland, the head of state wished them new success in their work.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs for the first half of the year.
As reported, in order to practically implement the foreign policy course of the neutral Homeland, fulfill the instructions given by the President of Turkmenistan for the further development of fruitful bilateral and multilateral cooperation with foreign partners, and constructive interaction with international organizations, consistent work was carried out.
In strengthening and expanding interstate relations, a special role belongs to visits and negotiations at the highest level. In this regard, it was noted that during the period under review, the President of Turkmenistan made a working visit to the Russian Federation, where on May 9, as an honorary guest, he took part in ceremonial events in honor of the 79th anniversary of Victory in the Great Patriotic War.
Since the beginning of the year, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov has visited the United Arab Emirates, the Republic of Turkiye, the Republic of Tajikistan, the Republic of Tatarstan of the Russian Federation, the Islamic Republic of Iran, as well as the Republic of Kazakhstan in July.
During the reporting period, a state visit to Turkmenistan by the President of the Republic of Korea took place.
It was also noted that on May 24, a meeting of the Council of Heads of Government of the CIS was held in the capital. In order to participate in it, the heads of the governments of the Russian Federation, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan visited Ashgabat on working visits.
One of the key directions of Turkmenistan’s foreign policy strategy is multi-vector cooperation with authoritative international organizations. This year, our country was visited by the Secretaries General of the UN, OSCE, World Tourism Organization, TURKSOY, UTC, and CIS.
The visits of foreign delegations to Turkmenistan and domestic delegations abroad, as well as organized negotiations and meetings of an international nature, were aimed at building up effective interaction in various fields. The legal framework for cooperation with foreign partners was supplemented with 98 documents.
Bilateral contacts are carried out on a regular basis between foreign policy departments.
During the period under review, negotiations were also held with the High Representative of the European Union for Foreign Affairs and Security Policy.
Great importance is attached to strengthening diplomatic relations through the Embassies. Appropriate steps are being taken in this direction.
Summarizing the report, President Serdar Berdimuhamedov noted that Turkmenistan is implementing a foreign policy based on the principles of positive neutrality, peacefulness, “open doors,” good neighborliness and equal, mutually beneficial cooperation. In this regard, the importance of continuing work to develop a fruitful international partnership was emphasized.
Guided by national transport and logistics, fuel and energy, water and environmental diplomacy, it is necessary to continue to carry out effective interaction with the countries of the planet and international organizations, the head of state said.
At the initiative of Turkmenistan, 2025 was declared by the UN General Assembly as the International Year of Peace and Trust. In this regard, it is necessary to properly prepare for the events that will take place in our country next year, President Serdar Berdimuhamedov noted, addressing the Deputy Prime Minister and the head of the Ministry of Foreign Affairs with specific instructions.
Chairwoman of the Mejlis D. Gulmanova informed about the results of the work done for the first half of this year.
During the period under review, 10 Laws of Turkmenistan were adopted, including the Laws of Turkmenistan “On the establishment of the anniversary medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”,
“On hydro-meteorological activities”, “On the ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international road transport”. At the same time, a number of laws aimed at regulating relations in various areas have been improved in accordance with the realities of the time, and 11 resolutions of the Mejlis have been adopted.
Also, with the participation of deputies, a seminar on modern methods and principles of legislative activity was organized for students of the Academy of Civil Service under the President of Turkmenistan.
Currently, in working groups, taking into account international practice, a draft of a new edition of the Civil Code is being developed, changes and additions are being made to the existing budget, social and sanitary codes, laws on physical education and sports, anti-doping in sports, state scientific and technical policy, scientific institutions, seed production.
As reported, the sixth meeting of the country’s Mejlis of the seventh convocation is scheduled for July 13 of this year.
At the same time, information was given about the elections of deputies held on July 7 of this year to replace those who dropped out in the electoral districts of the city of Ashgabat – # 1 “Garaşsyzlyk”, # 2 “Bitaraplyk” and # 6 “Kopetdag”.
During the first half of the year, on behalf of the President of Turkmenistan, credentials were accepted from nine Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. Since the beginning of the year, 26 meetings have been held to discuss issues of further development of bilateral relations with foreign parliaments and international organizations.
Deputies took part in 64 seminars organized jointly with authoritative structures on improving legislative activity and ensuring implementation of state programs. As part of the study of best practices in the field of lawmaking, 23 official trips of representatives of the Mejlis abroad took place.
Information was also provided on the participation of national parliamentarians in events to explain to the general public the key objectives of state policy, the historical and socio-political significance of the year “The Fount of the Wisdom of Magtymguly Fragi”, the essence and content of the adopted legal acts.
Summarizing the information, President Serdar Berdimuhamedov noted with satisfaction that during the reporting period, 10 Laws of Turkmenistan, prepared as part of strengthening legislation, were adopted, and amendments and additions were made to a number of laws. In this regard, the importance of further improving the country’s legal framework was noted.
Then, addressing the participants of the extended meeting, the head of Turkmenistan emphasized that the results of the work carried out in the independent Homeland over the six months of this year demonstrate the success of the programs being implemented.
During the reporting period, the GDP growth rate was 6.3 percent. This figure in the industrial sector is 3.6 percent, agriculture – 5.8 percent, transport and communications sector – 7.3 percent, in the service sector – 7.9 percent, trade – 7.8 percent, construction – 9.3 percent.
In accordance with the Program of Socio-Economic Development of Turkmenistan for 2024 and the Investment Program, during the indicated period the country spent capital investments in the amount of 15 billion 420 million manats, which is 21 percent higher than the same period last year, the President stated with satisfaction Serdar Berdimuhamedov.
Residential buildings with an area of 454 thousand square meters have been commissioned in velayats, cities and etraps. The construction of industrial facilities, kindergartens, schools and other structures was also carried out on a planned basis.
As noted, during six months the country’s economy developed steadily, new enterprises were created to produce competitive, high-quality various products, and numerous powerful industrial facilities were put into operation.
At the same time, it was emphasized that activities are being carried out to ensure economic and financial stability and increase employment. In addition, the head of Turkmenistan continued, the country’s export potential is increasing, and digital technologies are being widely introduced into the industry.
Focusing on further long-term plans, President Serdar Berdimuhamedov noted that a large number of events of international and domestic importance are planned for the second half of the year. In this context, the need for a high level of preparation for Independence Day and Neutrality Day of the Homeland, celebrations dedicated to the 300th anniversary of the great thinker and poet Magtymguly Fragi was stated.
During the celebration of the 33rd anniversary of independence, the next meeting of the Halk Maslakhaty of Turkmenistan will be held in the capital of the country, at which the results of the achieved successes and milestones in the development of the sovereign state will be summed up, and the current tasks facing us will be discussed, the head of state said.
In this context, the need was noted for the Halk Maslakhaty and the Mejlis, together with the Cabinet of Ministers, khyakimliks, relevant ministries, sectoral departments, and public organizations, to begin preparing for the upcoming meeting of the Halk Maslakhaty of Turkmenistan. At the same time, the head of state noted the expediency of making a decision to create an Organizing Committee to convene, determine the date, hold at a high level the next forum of this highest representative body, and approve its composition.
The Organizing Committee was also tasked with carrying out appropriate work to nominate citizens who, during the years of independence, achieved high success in the political, economic and cultural life of the country, enjoying great prestige among the people, for state awards and conferring honorary titles on them. This must be carried out on the basis of the resolution of the Halk Maslakhaty, and then the Mejlis, noted President Serdar Berdimuhamedov.
Summing up his speech, the head of state noted with satisfaction that, in general, the indicators for the first half of the year were positive, and instructed the heads of all ministries and line departments to hold meetings in the coming days on the results of the past six months.
Managers, except for the agricultural complex and velayat khyakims, were allowed to go on labor leave from August 1 to September 1 and, as in previous years, spend it in the Avaza National Tourist Zone, Archman, Yylysuv or other sanatoriums of the country.
Concluding the enlarged meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished the participants good health, family well-being and great success in their work.
