Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system to consider a number of issues of public life.
Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis, D.Gulmanova, who informed about the ongoing activities to bring the country’s legal framework in line with the realities of modern times. In particular, a new edition of the Civil Code is being developed, changes and additions are being made to the Budgetary, Sanitary Codes, the Code on Social Protection of the Population, laws on physical culture and sports, state scientific and technical policy, scientific institutions, anti-doping in sports, seed production etc.
In addition, it was reported about preparations, together with the Central Election Commission, for the elections of deputies scheduled for July 7 of this year to replace those who retired. As noted, work in this direction is carried out in accordance with the norms of international law and national electoral legislation.
Information was also provided on measures taken to strengthen inter-parliamentary contacts and cooperation with international organizations. Thus, credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to our country were accepted. At the same time, meetings were held with a delegation led by the Chairman of the Upper House of Parliament of the Republic of Zimbabwe and with the Special Representative of the European Union for Human Rights.
The Head of the Parliament also reported on a special forum “Historical and cultural values that unite peoples”, held via videoconference, dedicated to the 300th anniversary of the birth of the outstanding philosopher of the East, poet Magtymguly Fragi.
Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of preparing new laws that are in demand by the time, which should also reflect the key priorities of the domestic and foreign policy implemented by the Turkmen state. In this regard, the need to carry out appropriate work in this direction was noted.
Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the activities of subordinate structures to maintain sustainable development of the national economy, maintain positive indicators in all sectors and improve the standard of living of the population.
It was also reported on practical steps being taken to prepare the draft State Budget for the coming year. In this regard, the results of an analysis of preliminary calculations of the financial and economic activities of ministries and line departments were reported to increase wages, pensions and state benefits, and scholarships for students and trainees next year.
After listening to the report, President Serdar Berdimuhamedov noted that currently program reforms are being successfully implemented in the country, and the social and living standards of the people are consistently increasing. Having approved the proposal of the Deputy Prime Minister to increase by 10 percent the wages of employees of enterprises and institutions, pensions and state benefits of citizens, scholarships for students and trainees from January 1, 2025, the head of Turkmenistan ordered to take appropriate measures in this direction.
Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the ongoing activities to provide the Türkmennebit State Concern with the necessary products.
Information was provided on the practical steps being taken aimed at creating appropriate conditions for the technical re-equipment of institutions of the fuel and energy complex, the effective conduct of geological exploration and drilling work at oil and gas wells, as well as their development through the widespread introduction of international best practices into the industry.
Summarizing the report, Head of State Serdar Berdimuhamedov noted that the material and technical base of the Türkmennebit State Concern is being consistently strengthened. Focusing on the importance of successfully solving the tasks set for the domestic oil and gas sector, the President of Turkmenistan addressed a number of specific instructions to the Vice-Premier.
Deputy Chairman of the Cabinet of Ministers T.Atahallyev reported on the measures being implemented in the agricultural sector and the progress of seasonal agricultural campaigns in the regions of the country.
In particular, it was reported that in the velayats the wheat harvest continues, the collected grain is delivered to collection points, and timely payments are made to grain growers for the harvest handed over to the state. The areas freed up after the mowing are being plowed and preparing for the next sowing season. In addition, cotton care is carried out in the regional fields, including inter-row cultivation, fertilizing with mineral fertilizers and watering.
Along with this, steps are being taken to grow and harvest potatoes and vegetable and melon crops, to provide the population with these types of products.
In Dashoguz and Lebap velayats, the maintenance of rice fields continues. Every effort is being made to develop livestock farming, increase the number of livestock, and create a supply of feed.
Activities are being carried out to improve water supply and land reclamation, rational and efficient use of water resources.
After listening to the report, the President of Turkmenistan noted the importance of conducting seasonal agricultural campaigns on the agricultural lands of the regions in accordance with agro-technical requirements. The progress of the grain harvest season should be kept under strict control, the head of state emphasized, ordering the appropriate work to be carried out on plowing and preparing areas for sowing.
Focusing on ensuring proper care of fields sown with cotton, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to take the necessary measures to obtain a generous harvest of other agricultural crops.
Next, Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the ongoing work to modernize the material and technical base of the electric power industry.
As noted, practical steps are currently being taken to improve the architectural and urban appearance of our white marble capital, turning it into a city comfortable for living, working and relaxing. In this regard, it was reported on the measures being taken to improve the activities of the service that carries out maintenance of outdoor lighting systems on the avenues, streets and parks of Ashgabat, in particular, providing the latest vehicles.
Having approved the proposal of the Deputy Prime Minister to purchase modern specialized vehicles to strengthen the material base of the Ministry of Energy, the head of Turkmenistan ordered the corresponding work to be carried out.
Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the measures taken for the practical implementation of agreements reached earlier at the highest level in accordance with the “Plan of joint activities for the further development of cooperation between Turkmenistan and the Republic of Uzbekistan for 2023–2024 (Road Map)”.
In this context, it was reported about the regular meetings of the Joint Turkmen-Uzbek Commission and the Business Council, as well as the exhibition of products and goods “Made in Turkmenistan”, planned to be held on July 15-16 of this year in Tashkent.
Noting that the Republic of Uzbekistan is a close partner of our country, President Serdar Berdimuhamedov ordered to properly prepare for the 18th meeting of the Joint Turkmen-Uzbek Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation and the next meeting of the Turkmen-Uzbek Business Council. At the same time, emphasis was placed on the need for an organized national exposition of domestic products.
Then the Deputy Prime Minister reported on the ongoing work to strengthen trade and economic ties and expand mutually beneficial cooperation with foreign countries.
It was reported that, on behalf of the head of state, preparations are underway for the forum “Trade, Investment and Business Opportunities in Turkmenistan”, scheduled to be held on November 7–8 this year in Abu Dhabi city (UAE). The event is planned to be organized as part of the World Expo (ADIPEC), dedicated to the oil and gas and energy industries, new technologies and advanced developments, which will be held on November 4–7 in the capital of the United Arab Emirates.
It was noted that taking into account the interest of large global companies in cooperation with Turkmenistan, at the site of a large-scale international show, and it is proposed to organize presentations that reveal the potential of our country with the participation of representatives of the financial, economic, oil and gas, energy complexes, industries, trade, agriculture and water management, and the environment, transport and communications. In this regard, a corresponding proposal was submitted to the head of state for consideration.
After listening to the report, President Serdar Berdimuhamedov emphasized that international events held in our country and abroad facilitate the development of trade and economic relations. As noted, the upcoming show in Abu Dhabi (United Arab Emirates) is of great importance in terms of highlighting the growing economic potential and the high milestones achieved by our Homeland. It is necessary to ensure a high level of organization of the forum “Trade, Investment and Business Opportunities in Turkmenistan”, planned to be held at the World Exhibition site, the head of state said, instructing the Deputy Prime Minister to take appropriate measures for this.
Next, Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the Procedure for the main events and opening of social and cultural facilities in July of this year.
As reported, various conferences, meetings, propaganda and explanatory events, exhibitions, and song and music celebrations are planned for the coming month. In connection with the onset of the summer holidays, it is planned to organize cultural events, creative and intellectual competitions, and sports competitions among children and adolescents. In July, the country’s libraries will host presentations of children’s literature, art readings among children, etc.
In addition, the event “Milli mirasymyz dowamat-dowam” is planned, the purpose of which is to popularize arts and crafts, hand embroidery traditions and various types of handicrafts. It is also planned to hold rounds of the competitions “Çalsana, bagşy!”, “Ýaňlan, Diýarym!” and “Gülüň owadan”, the opening of the Year of Culture of Turkmenistan in the People’s Republic of China.
Noting that in the year “The Fount of the Wisdom of Magtymguly Fragi”, numerous socio-cultural facilities are being commissioned in our Homeland, and various celebrations are being organized to highlight the progressive development of our country, President Serdar Berdimuhamedov assigned the Deputy Prime Minister to ensure a high level of events coming in July.
Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the preparation of the project “Procedure for the development, implementation and financing of state scientific and technical programs”.
As noted, Turkmenistan is adopting programs, strategies, concepts and plans aimed at the comprehensive development of the national economy, creating a strong legal framework taking into account the main features of our state and society.
In accordance with the Law of Turkmenistan “On State Scientific and Technical Policy”, the Academy of Sciences, together with ministries and departments, has prepared a project “Procedure for the development, implementation and financing of state scientific and technical programs”. This document is aimed at increasing the efficiency of implementation of scientific and technical policy in priority vectors of scientific, scientific, technical and innovation activities, strengthening the financial, material and human resources potential of the country, as well as solving other problems.
After listening to the report, President Serdar Berdimuhamedov noted the special role of science in the development of the national economy. As emphasized, in this context, it is important to improve the management of the scientific field and the financing of activities, as well as the regulation of the legal framework in this direction. Having approved the proposal presented by the Deputy Prime Minister, the head of state ordered the corresponding work to be carried out.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the steps taken to increase international cooperation of Turkmenistan in the field of climate change.
As emphasized, our country pays special attention to strategically significant issues on the global agenda, in particular those related to the above-mentioned issues. At the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-28), President Serdar Berdimuhamedov put forward important initiatives in this direction. Currently, proper work is being carried out to implement them.
It was also noted that in May 2022, the Nationally Determined Contribution (NDC) of Turkmenistan to the Paris Climate Agreement was approved by the Resolution of the Head of State, and consistent measures are being taken to implement this document. At the same time, the preparation of the 4th National Report based on the Framework Convention on Climate Change is being completed, which is planned to be submitted to the Secretariat of this Convention by the end of this year.
As is known, the COP-29 Conference will be held in Baku (Republic of Azerbaijan) from November 11 to 22, 2024, within the framework of which a wide range of climate issues will be considered and relevant reports will be heard. Based on the key ideas and initiatives of the President of Turkmenistan, a number of proposals have been prepared for the development of international cooperation in this area.
Thus, it is proposed that from the next month we begin comprehensive preparations for the participation of our country’s delegation in this Conference and for these purposes, hold on July 22 the next meeting of the Working Group created within the Interdepartmental Commission on Environmental Issues. Based on the results of the meeting, it seems appropriate to develop new projects to reduce greenhouse gas emissions in Turkmenistan and adapt to climate change.
In anticipation of the 19th Youth Conference (COY-19), upcoming in Baku in November 2024, it is proposed to organize Youth Forums on Climate Change in all velayats and in Ashgabat in September.
In addition, a proposal was voiced to hold an International Conference on Food Security in the Conditions of Climate Change in the Turkmen capital in November this year. This forum is planned to be organized under the auspices of the UN and jointly with its specialized structures – the Food and Agriculture Organization (FAO), the World Health Organization (WHO), the World Food Program and the Children’s Fund (UNICEF).
Summarizing the report, President Serdar Berdimuhamedov noted that our country makes a significant contribution to the efforts of the world community related to climate change. Turkmenistan is carrying out consistent work at the international and national level in this direction, and the head of state said and, having approved the proposals presented, gave the Deputy Prime Minister and the head of the Ministry of Foreign Affairs relevant instructions.
General Director of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on preparations for the competition of innovative projects “Digital Solution – 2024”.
It was reported that, guided by the instructions of the head of state on the transition to a digital system, identifying and encouraging young people involved in the development and implementation of innovative software and startups, it is planned to hold the next above-mentioned competition. Its results are planned to be summed up within the framework of the international exhibition “Türkmentel – 2024”.
It is expected that it will be held in such categories as artificial intelligence, robotics and automation, smart agricultural technologies, smart home and smart city, education and e-learning, digital health and services.
After listening to the report, President Serdar Berdimuhamedov emphasized that program work aimed at developing the digital economy is being carried out in the country. Wide participation in the annually organized competition of innovative projects of young people involved in software development and inventions serves as clear evidence of the success of the transformations being carried out in this area, the head of Turkmenistan noted. Having approved the proposal submitted by the head of the Agency to announce the competition “Digital Solution – 2024”, the President of the country ordered the corresponding work to be carried out.
Then, addressing the participants of the meeting, the head of state emphasized that in the modern era, large-scale reforms are being successfully implemented in our Homeland for the benefit of the people. June 29 marks one year since the opening of Arkadag city, built on the initiative of the National Leader of the Turkmen people, which is a symbol of the power of a sovereign state. As noted, this modern city has all the conditions for living, working and cultural leisure.
Having signed the Resolution “On the construction of buildings and structures” related to the second stage of development of Arkadag city in order to further improve the well-being of happy citizens, President Serdar Berdimuhamedov congratulated Hero-Arkadag, the entire Turkmen people and members of the Government on the anniversary of the opening of Arkadag city.
Continuing the meeting, its participants cordially congratulated the National Leader of the Turkmen people, the Chairman of the Halk Maslakhaty and the head of Turkmenistan on this significant event.
