Туркменистан и Турция обсудили сотрудничество в сфере энергетики

В целях дальнейшего развития международного энергетического сотрудничества Туркменистан в настоящее время проводит активную политику, одним из основных векторов которой является тесное и плодотворное партнёрство со всеми заинтересованными сторонами – иностранными государствами, международными организациями, а также ведущими энергетическими компаниями мира.

В данном контексте в течение этой недели, названной в международных средствах массовой информации «энергетической неделей Туркменистана», как сообщалось ранее, в национальном нефтегазовом комплексе прошли встречи и переговоры с компаниями из Объединённых Арабских Эмиратов, Республики Корея и ряда других стран, во время которых был обсуждён широкий спектр вопросов, связанных с реализацией крупных и долгосрочных проектов в газовой сфере Туркменистана.

В продолжение такой системной деятельности 30-31 июля текущего года по инициативе турецкой стороны был организован визит в Ашхабад министра энергетики и природных ресурсов Турецкой Республики Алпарслана Байрактара.

Сегодня турецкий министр был принят Президентом Туркменистана Сердаром Бердымухамедовым.

В ходе встречи глава туркменского государства отметил высокую значимость сотрудничества двух стран в энергетике, промышленности, транспорте, коммуникациях и в других сферах и определил приоритеты взаимодействия в газовой, газо-химической, электроэнергетической отраслях, а также чётко сформулировал задачи по практическому осуществлению планов совместной деятельности.

Со своей стороны министр Алпарслан Байрактар заверил Президента Туркменистана в готовности Турции к укреплению двусторонних отношений по всему комплексу вопросов, включая энергетическую проблематику.

Во время визита с руководителями соответствующих структур были рассмотрены возможности практического осуществления проектов по поставкам туркменского природного газа в Турцию, развитию туркменской нефте- и газо-химической индустрии.

В этой связи следует отметить, что ранее турецкие компании в составе международных консорциумов принимали активное участие в строительстве на территории Туркменистана крупных предприятий по производству карбамида, жидкого аммиака, серной кислоты, синтетического бензина (GTG).

Опираясь на богатый опыт работы с турецкими компаниями в энергетической области, стороны также обсудили возможности участия турецкой стороны в освоении богатых месторождений природных ресурсов Туркменистана – калийной соли, йода, металлических руд, и созданию здесь современных высокотехнологичных и экспортно-ориентированных производств.

Еще одной темой переговоров стали поставки электроэнергии из Туркменистана в Турцию. Подчёркивалось, что одной из ближайших перспектив в этом деле может стать экспорт туркменской электроэнергии в турецком направлении с электростанции мощностью в 1574 мегаватт, строящейся в настоящее время на туркменском берегу Каспийского моря.

Как известно, турецкие партнёры совместно с мировыми электроэнергетическими компаниями реализовали в Туркменистане ряд проектов по строительству и вводу в эксплуатацию современных электростанций, на которых производится электричество, поставляемое как на внутренний туркменский рынок, так и в зарубежные страны.

В целом, визит министра Алпарслана Байрактара продемонстрировал активную позицию Туркменистана и Турции в контексте углубления двусторонних отношений в стратегически важных областях сотрудничества.

President of Turkmenistan received the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO)

On July 30, 2024, President Serdar Berdimuhamedov received the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) Robert Floyd.

After warmly welcoming the guest at the ancient and hospitable Turkmen land, the Head of state expressed confidence that the meetings to be held during the current visit will contribute to strengthening the cooperation established between Turkmenistan and the Comprehensive Nuclear Test Ban Treaty Organization throughout the years.

Expressing gratitude for the time devoted to the meeting, the chief of the one of the largest international organizations highly appreciated the balanced foreign policy of our country that has a status of permanent positive neutrality and makes a significant contribution to the global efforts on ensuring peace and global security.

Taking the opportunity, the guest conveyed warm greetings to the National Leader of Turkmen people, Hero-Arkadag who is the initiator and inspirer of the peace-loving policy, which has contributed to Turkmenistan’s high international standing, as well as expressed wishes of happiness, prosperity and new successes to all Turkmen people.

During the conversation that has passed in a well-organized, constructive manner, the current state and prospects of the development of traditional, mutually beneficial partnership were discussed.

“Turkmenistan fully supports the initiatives of the international community on ensuring peace, security and sustainable development under the umbrella of the UN. Our country stands for the disarmament, non-proliferation of weapons of mass destruction, and ensuring global nuclear security,” the Head of state noted.

During the conversation, it was noted that Turkmenistan consistently fulfills its obligations being a party to a number of the most important Treaties – “On the Non-Proliferation of Nuclear Weapons”, “On Nuclear Test Ban”, “On the Nuclear-Weapon-Free Zone in Central Asia”.

Touching upon the issues of bilateral collaboration between Turkmenistan and the Comprehensive Nuclear Test Ban Treaty Organization, the interlocutors emphasized the constructiveness of the cooperation established in the field of seismology and monitoring.

At the end of the meeting President Serdar Berdimuhamedov said, “We are committed to ensuring peace and global security on the planet and are ready to provide full support in developing cooperation with the Comprehensive Nuclear Test Ban Treaty Organization” and wished the Executive Secretary of the CTBTO Robert Floyd sound health and success in his work.

Президент Туркменистана провёл рабочее совещание по вопросам развития сельского хозяйства

Сегодня Президент Сердар Бердымухамедов провёл рабочее совещание с участием некоторых заместителей Председателя Кабинета Министров, хякимов велаятов, руководителей профильных министерств и отраслевых ведомств и др. На повестке дня – положение дел в регионах и сельскохозяйственной отрасли, ряд организационных вопросов.

Первому слово было предоставлено хякиму Ахалского велаята Р.Ходжагулыеву, который отчитался о ведущейся в регионе работе.

Также было доложено о предпринимаемых практических шагах по обеспечению надлежащей транспортировки собранной пшеницы из зерноприёмных пунктов на элеваторы и склады, вспашке и выравниванию площадей под урожай будущего года, подготовке семян, техники и агрегатов к предстоящему посевному сезону.

На хлопковых полях велаята осуществляется междурядная обработка, чеканка хлопчатника, подкормка минеральными удобрениями и вегетационный полив.

Наряду с посадкой осеннего картофеля возделываются земельные угодья для других овощебахчевых культур.

В животноводческих хозяйствах принимаются соответствующие меры для надлежащего содержания скота, увеличения его поголовья, создания запасов кормов.

В целях улучшения водоснабжения сельскохозяйственных угодий, мелиоративного состояния земель, рационального и эффективного использования водных ресурсов, проводится работа по очистке оросительных систем и коллекторов.

В продолжение хяким доложил о положении дел на возводимых объектах социально-культурного и производственного назначения в соответствии с Программой социально-экономического развития страны на 2022–2028 годы и Национальной сельской программой, намеченных к сдаче в экплуатацию в текущем году в велаяте. Сообщалось о подготовке к заседанию Халк Маслахаты Туркменистана.

Заслушав отчёт, глава государства освободил Р.Ходжагулыева от должности хякима Ахалского велаята в связи с переходом на другую работу.

Затем хяким Балканского велаята Х.Ашырмырадов доложил о выполняемой в западном регионе работе.

Отмечалось, что в настоящее время продолжается транспортировка и размещение собранного зерна на элеваторах, складах Вместе с тем реализуются меры для своевременного проведения расчётов с сельхозпроизводителями за сданный государству урожай, а также с обслуживающими учреждениями и предприятиями.

В велаяте поступательными темпами осуществляется вспашка площадей, освобождённых от зерновых. В рамках подготовки земель к посевной ведётся работа по обеспечению земледельцев качественными семенами.

Также на хлопковых полях проводятся междурядная обработка, подкормка минеральными удобрениями и вегетационный полив. В целях надлежащего выполнения поручений главы Туркменистана по дальнейшему укреплению продовольственного изобилия в стране продолжается подготовка земельных угодий под посадку в осенний сезон картофеля и других овощебахчевых культур.

Кроме того, было доложено о ходе строительства объектов социально-культурного и производственного назначения в соответствии с программами социально-экономического развития страны, открытие которых намечено на текущий год. Также прозвучала информация о ведущейся подготовке к очередному заседанию Халк Маслахаты Туркменистана, в частности, о предпринимаемых шагах по обеспечению организованного участия представителей общественности из региона.

Затем рабочее совещание продолжилось отчётом хякима Дашогузского велаята С.Солтанмырадова о темпах сезонных сельскохозяйственных кампаний.

Как сообщалось, в целях обеспечения надлежащего хранения собранной пшеницы проводится соответствующая работа по транспортировке без потерь зерна из пунктов приёма на склады и элеваторы. На посевных площадях осуществляются вспашка, заготовка семян. Полностью произведены расчёты с производителями пшеницы за сданный государству урожай.

На площадях, засеянных хлопчатником, ведутся междурядная обработка, подкормка почвы минеральными удобрениями и вегетационный полив. При этом особое внимание уделяется эффективной эксплуатации сельскохозяйственной техники и агрегатов.

На рисовых полях велаята продолжается уход за посевами в соответствии с нормами агротехники.

Наряду с этим принимаются необходимые меры по подготовке к предстоящей осенней посевной овощебахчевых и других культур.

Кроме того, было доложено о положении дел на строящихся объектах социально-культурного и производственного назначения в соответствии с программами социально-экономического развития страны, намеченных к сдаче в эксплуатацию в текущем году, а также о подготовке к участию в заседании Халк Маслахаты Туркменистана представителей общественности из велаята.

Резюмируя отчёт, Президент Сердар Бердымухамедов назначил С.Солтанмырадова хякимом Ахалского велаята, освободив его от должности хякима Дашогузского велаята.

Выразив искреннюю признательность главе государства за оказанное высокое доверие, новый руководитель администрации Ахалского велаята заверил, что приложит все усилия для успешного выполнения поставленных задач, а также пожелал Президенту страны и Национальному Лидеру туркменского народа, Председателю Халк Маслахаты Герою-Аркадагу крепкого здоровья, долголетия, успехов в ответственной деятельности во благо народа и процветания Отчизны.

В продолжение глава Туркменистана назначил хякимом Дашогузского велаята Д.Бабаева, ранее занимавшего должность директора Научно-исследовательского института зерноводства Министерства сельского хозяйства.

Выразив глубокую признательность Президенту Туркменистана за доверенную ему ответственную должность, Д.Бабаев заверил, что будет добросовестно трудиться, приложит все свои силы и знания для успешного выполнения возложенных на него полномочий и пожелал Аркадаглы Герою Сердару и Герою-Аркадагу успехов в деятельности во благо народа и страны.

Глава государства, пожелав новым руководителям успехов в решении стоящих задач, подписал соответствующие документы.

Затем хяким Лебапского велаята Ш.Амангелдиев отчитался о положении дел в регионе и ходе сельскохозяйственных кампаний.

В целях подготовки земель к севу пшеницы под урожай следующего года проводятся подкормка минеральными удобрениями, вспашка и выравнивание. Наряду с этим предпринимаются практические шаги по обеспечению сельхозпроизводителей высококачественными семенами пшеницы. Полностью произведены расчёты с земледельцами за сданный государству урожай.

На хлопковых полях продолжаются междурядная обработка, а на рисовых полях – вегетационный полив. Также осуществляется подготовка с целью организованного проведения осеннего сева картофеля и других овощебахчевых культур.

Кроме того, хяким доложил о положении дел на возводимых объектах социально-культурного и производственного назначения в соответствии с Программой социально-экономического развития страны на 2022–2028 годы и Национальной сельской программой, намеченных к вводу в строй в текущем году. Вместе с тем прозвучала информация о подготовке к предстоящему заседанию Халк Маслахаты Туркменистана.

Заслушав отчёт, глава государства освободил Ш.Амангелдиева от должности хякима Лебапского велаята в связи с переходом на другую работу. На эту должность был назначен М.Аннанепесов, ранее работавший директором Научно-исследовательского института земледелия Министерства сельского хозяйства.

Выразив сердечную признательность за оказанное высокое доверие, М.Аннанепесов заверил, что будет добросовестно трудиться, прилагая все свои силы, умения и знания, и пожелал Президенту Туркменистана и Герою-Аркадагу крепкого здоровья и больших успехов в масштабной государственной деятельности.

В ходе рабочего совещания глава государства освободил О.Бердилиеву от должности заместителя хякима Лебапского велаята по образованию, культуре, здравоохранению и спорту в связи с переходом на другую работу. На эту должность Президент Сердар Бердымухамедов назначил Т.Аманову, освободив её от должности заместителя хякима этрапа Ак бугдай Ахалского велаята.

Подписав соответствующие документы, глава Туркменистана пожелал вновь назначенным руководителям успехов.

Затем хяким Марыйского велаята Б.Оразов доложил о положении дел в регионе.

Как сообщалось, в настоящее время осуществляется перевозка зерна без потерь из пунктов приёма на элеваторы и склады, где обеспечивается надлежащее хранение собранного урожая. С производителями сельхозпродукции полностью произведён расчёт за сданную государству пшеницу, а с обслуживающими предприятиями расчёты за выполненную работу продолжаются.

Принимаются меры в целях закладки основ урожая будущего года, в частности, проводятся вспашка земель, выравнивание, подпитка минеральными удобрениями, а также снабжение земледельцев высококачественными семенами, идёт подготовка сельскохозяйственной техники и агрегатов к предстоящему сезону.

На хлопковых полях выполняется уход, в том числе прореживание, вегетационный полив, чеканка. Вместе с тем в велаяте проводятся сельхозмероприятия по возделыванию земель для сева картофеля, овощебахчевых и других сельскохозяйственных культур.

На площадях с сахарной свёклой осуществляются вегетационный полив и уход за всходами.

Также хяким доложил о положении дел на возводимых в рамках Программы Президента Туркменистана социально-экономического развития страны на 2022–2028 годы и Национальной сельской программы объектах различного назначения, сдача в эксплуатацию которых запланирована на текущий год, и о подготовке к очередному заседанию Халк Маслахаты Туркменистана.

Заслушав отчёт, глава государства Сердар Бердымухамедов освободил А.Оразову от должности заместителя хякима Марыйского велаята по образованию, культуре, здравоохранению и спорту в связи с переходом на другую работу. На эту должность была назначена Ч.Акыева.

Подписав соответствующие документы, Президент страны пожелал успехов в работе вновь назначенным руководителям.

Затем слово было предоставлено министру сельского хозяйства Ч.Четиеву, который отметил, что благодаря неустанным усилиям главы Туркменистана проводится масштабная работа по комплексному развитию сельскохозяйственной отрасли. Наглядным подтверждением тому служит образование в целях дальнейшего развития в соответствии с передовым мировым опытом селекционной деятельности и семеноводства Научно-исследовательского института зерноводства, Научно-исследовательского института земледелия, Научно-исследовательского института хлопководства, а также Центра семеноводства сельскохозяйственных культур.

В настоящее время эти научно-исследовательские институты работают над созданием новых сортов хлопчатника, пшеницы и овощебахчевых культур, соответствующих почвенно-климатическим условиям страны, и внедрением их в производство.

Реализуются должные меры с целью рационального и эффективного использования земельных ресурсов. Также в рамках ведения Государственного земельного кадастра проводится соответствующая работа по обеспечению техникой и оборудованием.

Затем заместитель Председателя Кабинета Министров Т.Атахаллыев доложил о предпринимаемых практических шагах для развития агропромышленного комплекса.

Как сообщалось, в целях успешной реализации реформ, инициированных главой государства в сельскохозяйственной сфере, совершенствования производственно-экономических отношений в данном секторе, экономического стимулирования товаропроизводителей и укрепления продовольственной безопасности страны, начиная с урожая 2024 года увеличены закупочные государственные цены на пшеницу, хлопок, рис и сахарную свёклу.

Для дальнейшего повышения эффективности отрасли за счёт совершенствования управления сельским хозяйством и урожайности сельхозкультур, проведения селекции на научной основе, на базе Министерства сельского хозяйства были созданы Государственный концерн «Türkmenpagta», государственные объединения «Türkmengallaönümleri», пищевой промышленности Туркменистана, животноводческой и птицеводческой промышленности, «Türkmenobahyzmat», а также при этом Министерстве образованы Научно-исследовательский институт зерноводства, Научно-исследовательский институт земледелия, Научно-исследовательский институт хлопководства и Центр семеноводства сельскохозяйственных культур.

В построенном по инициативе Национального Лидера туркменского народа и благодаря усилиям Президента Туркменистана городе Аркадаг, признанном единственным «умным» городом в регионе, введены в строй административное здание сельскохозяйственной отрасли, Научно-производственный центр коневодства и Международная академия коневодства имени Аба Аннаева.

В рамках проводимой работы по охране окружающей среды и обеспечению экологического благополучия в стране создана Межведомственная комиссия Туркменистана по сокращению выбросов метана. Пустынные экосистемы государственных природных заповедников «Gaplaňgyr» и «Bereketli Garagum», Репетекский государственный биосферный заповедник включены в Список Всемирного наследия ЮНЕСКО. Наша страна присоединилась к Конвенции о международной торговле видами дикой фауны и флоры, находящимися под угрозой исчезновения.

В результате неустанных усилий Президента страны по экономическому стимулированию отечественных сельхозпроизводителей, созданию благоприятных условий для их добросовестного и продуктивного труда, проведению своевременных расчётов за выращенную продукцию, а также улучшению условий жизни сельского населения, в текущем году на благодатной туркменской земле было собрано более 1 миллиона 400 тысяч тонн пшеницы и получено свыше 2150 тонн коконов.

В целях улучшения водоснабжения земледельческих угодий велаятов и мелиоративного состояния земель, рационального и продуктивного использования водных ресурсов осуществляется сбор воды в водохранилищах, укрепляются берега рек, а также производится очистка оросительных систем и коллекторов.

Для обеспечения надлежащего хранения урожая пшеницы, собранного в нынешнем году, проводится необходимая работа по транспортировке зерна из пунктов приёма на склады и элеваторы.

Вместе с тем ведётся подготовка хлопкоочистительных предприятий, пунктов приёма, комбайнов к предстоящей страде, а также сельхозтехники, агрегатов и сеялок – к севу пшеницы.

В животноводческих хозяйствах в целях надлежащего ухода за животными, увеличения их поголовья, и повышения продуктивности проводится соответствующая работа по заготовке кормовых запасов.

Также в стране принимаются необходимые меры для увеличения поголовья ахалтекинских коней, их должного ухода и сохранения чистоты породы.

В настоящее время продолжается уход за посевами хлопчатника, а в Дашогузском и Лебапском велаятах – за рисовыми полями, а также подготовка к сезону сбора хлопка.

В целях получения будущих богатых урожаев пшеницы, озимого картофеля, овощебахчевых и других продовольственных сельскохозяйственных культур, ведётся соответствующая подготовка к началу их сева.

Затем слово было предоставлено председателю Центрального банка Т.Маликову, который доложил об инвестициях, направляемых в аграрный сектор.

Как сообщалось, для успешной реализации масштабных реформ в сельском хозяйстве под руководством Президента Туркменистана, дальнейшего развития отрасли в соответствии с требованиями времени, повышения уровня жизни сельского населения со стороны государства инвестируются огромные средства.

В данной связи было доложено о принимаемых мерах по удовлетворению потребностей в кредитах АПК. Также были озвучены показатели по предоставлению льготных банковских кредитов в рамках оказываемой государственной поддержки малому и среднему бизнесу, частным товаропроизводителям на приобретение техники и оборудования.

Обращаясь к участникам рабочего совещания, Президент Сердар Бердымухамедов подчеркнул, что сельское хозяйство является одной из ключевых отраслей национальной экономики.

Сегодня в стране принимаются комплексные меры по развитию аграрного сектора и усовершенствованию управления его структурными подразделениями.

При Министерстве сельского хозяйства открыты научно-исследовательские институты зерноводства, земледелия, хлопководства, а также Центр семеноводства сельскохозяйственных культур, которые окажут значительное содействие в выведении новых сортов агрокультур и улучшении семеноводческой деятельности, продолжил глава государства.

На базе Министерства сельского хозяйства также созданы новые ведомства по зерноводству и хлопководству, животноводческой и птицеводческой промышленности, по пищевой промышленности и техническому обслуживанию сельского хозяйства.

Земледельцы в полной мере обеспечены техническим сервисом, водой, минеральными удобрениями, семенами, химическими средствами. Своевременно производятся расчёты за сданную продукцию.

Начиная с урожая нынешнего года были повышены государственные закупочные цены на зерно и хлопок, что направлено на экономическое стимулирование производителей.

В Туркменистане созданы все условия для плодотворной работы земледельцев.

Президент Сердар Бердымухамедов с удовлетворением констатировал, что благодаря принятым мерам мужественные труженики полей добились огромных успехов, а именно в текущем году они сдали более 1 миллиона 400 тысяч тонн зерна и свыше
2 тысяч 150 тонн коконов, а также выращивают богатый урожай хлопчатника. Вместе с тем глава государства заострил внимание на необходимости полноформатного задействования производственного потенциала сельскохозяйственной отрасли, масштабируя внедрения передовых научно-технологических разработок и цифровой системы.

Обращаясь к заместителю Председателя Кабинета Министров, курирующему агропромышленный комплекс, соответствующим руководителям и хякимам регионов, Президент Сердар Бердымухамедов распорядился системно анализировать финансово-экономическое состояние, материально-техническую базу, производственно-хозяйственные процессы на профильных производствах, выводить предприятия по переработке сельскохозяйственной продукции на полную мощность. Вместе с тем было поручено продолжить реконструкцию действующих и строительство новых объектов агропромышленной инфраструктуры, принять комплексные меры по снижению себестоимости товаров и работ. Отдельные указания касались работы научно-исследовательских институтов по улучшению семеноводства пшеницы, хлопчатника и других агрокультур.

Глава Туркменистана распорядился увеличить ассортимент и объёмы выпускаемых потребительских товаров, обеспечить целевое и эффективное использование закупленной государством сельхозтехники, земельных ресурсов, выделенных для выращивания культур, и ускорить создание единой системы Государственного земельного кадастра. Указания также касались принятия надлежащих мер для рационализации водопользования, создания дополнительных резервов воды, мониторинга за состоянием гидросистем и их оптимизации.

Как отметил Президент Сердар Бердымухамедов, в целях улучшения обеспечения водой земельных угодий необходимо также укреплять и очищать береговую линию каналов, ускорить темпы работ по противодействию засолению земель за счёт улучшения их мелиоративного состояния и засорению дренажей.

Вместе с тем глава государства распорядился держать под неослабным контролем комплексные меры по охране и обогащению уникальных экосистем, флоры и фауны Туркменистана, последовательно внедрять передовые методы и инновационные технологии для развития животноводства и птицеводства. Что касается развития коневодства, то было поручено увеличить поголовье коней и на научной основе проводить работу в этой области.

Затем, обращаясь к хякимам велаятов, Президент Сердар Бердымухамедов распорядился принять надлежащие меры для своевременной реализации на местах принятых программ, обеспечить строгий контроль за темпами и качеством строительства объектов.

Сделав акцент на приближающемся новом учебном годе, глава государства поручил держать в центре постоянного внимания вопросы, связанные с ремонтом учебных заведений в велаятах, а также начать комплексную подготовку к 33-й годовщине независимости страны, чтобы встретить праздник трудовыми достижениями.

Говоря о международной конференции по семеноводству сельскохозяйственных культур, которая состоится в Ашхабаде в сентябре этого года, Президент страны распорядился основательно подойти к организационной работе для её проведения на высоком уровне.

Был также рассмотрен ряд других вопросов, по которым приняты соответствующие решения.

Завершая рабочее совещание, глава государства Сердар Бердымухамедов пожелал его участникам крепкого здоровья, семейного благополучия и больших успехов в работе.

Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана совершил рабочую поездку в город Аркадаг

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты Почётный старейшина Гурбангулы Бердымухамедов совершил рабочую поездку в город Аркадаг. Здесь Герой-Аркадаг ознакомился с чертежами и местами расположения будущих зданий, макетами новых объектов, планируемых к возведению в рамках второй очереди, и провёл рабочее совещание.

В настоящее время полным ходом ведутся работы по дальнейшей застройке города Аркадаг. Это обуславливает изменение архитектурного облика нового города в соответствии с требованиями времени. Успешно реализуется масштабная градостроительная программа, начатая Героем-Аркадагом и ныне претворяемая в жизнь под руководством Аркадаглы Героя Сердара.

Национальный Лидер туркменского народа ранним утром прибыл в новый город, расположенный в живописном уголке предгорий Копетдага и построенный в гармоничном сочетании национальных традиций зодчества и современных тенденций архитектуры. Заслуженный архитектор Туркменистана Герой-Аркадаг ознакомился с природными особенностями и местом расположения, где будет построено Предприятие художественного ковроделия.

Эффективное применение новейших технологий и передовых практик в строительных работах обозначены в качестве приоритетной задачи, что способствует увеличению темпов возведения объектов различного назначения.

Герой-Аркадаг отметил, что при строительстве Предприятия художественного ковроделия следует использовать современный и имеющийся накопленный опыт, а также создать все условия для продуктивной работы его сотрудников. Строгое соблюдение экологических норм и озеленение прилегающих территорий комплекса являются важными требованиями времени, сказал Герой-Аркадаг, дав ряд рекомендаций по представленным проектам.

Затем Национальный Лидер туркменского народа ознакомился с образцами стройматериалов, которые будут использованы при отделке объектов в новом городе. Здесь руководитель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов доложил об особенностях их внешнего оформления, в том числе о видах мраморной плитки.

В настоящее время особое внимание при строительстве «умного» города уделяется качеству отделочных материалов, в частности, мрамора. Это в свою очередь подтверждает тот факт, что выполняемые работы соответствуют экологическим требованиям и международным стандартам.

Следует напомнить, что Национальный Лидер туркменского народа в ходе визита в Республику Таджикистан в этом году высоко оценил качество добываемого здесь мрамора.

Это означает, что сотрудничество между Туркменистаном и Республикой Таджикистан расширяется и выходит на новый уровень, что наглядно свидетельствует о наличии больших перспектив в развитии межгосударственного взаимодействия, основанного на дружбе и братстве.

Как отмечалось, недавно представительная группа во главе с руководителем Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразовым посетила Республику Таджикистан и побывала на предприятии по производству мрамора. Мрамор, добываемый в дружественной стране, по качеству и практичности полностью соответствует требованиям при возведении объектов нового города.

…Герой-Аркадаг подробно ознакомился с представленными проектами и чертежами, отметив, что оформление объектов и система освещения скульптурных композиций, которые здесь планируется установить, должны отвечать реалиям времени.

Национальный Лидер туркменского народа подчеркнул, что было бы уместно на строящихся объектах создать цветовую гармонию, уникальную для каждого из пяти велаятов, отразить их особенности, адресовав руководителям соответствующие поручения.

Заслуженный архитектор Туркменистана Герой-Аркадаг с удовлетворением отметил деятельность предпринимателей страны, которые работают с мрамором и другими видами декоративных отделочных материалов, импортируемых из стран-партнёров, а также высокий уровень их мастерства. Герой-Аркадаг согласился, что при возведении и отделке зданий и сооружений следует использовать декоративные камни и кирпичи, изготовленные местными умельцами.

Наряду со строительными работами необходимо уделять должное внимание оснащению, внутренним и внешним декоративным особенностям объектов, созданию в городе всех возможностей для отдыха людей. Особый акцент был сделан на необходимости посадки в парке саженцев различных деревьев и цветов с последующим уходом за ними.

Также Герой-Аркадаг ознакомился со строительством промышленных комплексов, с проектами жилых домов, планами их расположения и видами материалов, которые будут использоваться при их отделке.

Национальному Лидеру туркменского народа были представлены проекты зданий различного назначения, планируемых к возведению в рамках второй очереди застройки нового города, в том числе Предприятия художественного ковроделия.

Учитывая, что в ходе второго этапа строительства города Аркадаг будут построены производственные комплексы, важно эффективно применять достижения современной нау­ки в этом направлении. В данной связи архитектурный облик нового города и его экологический уровень были определены в числе приоритетных задач.

Как отмечалось, качественное строительство объектов различного назначения, соблюдение при этом экологических норм, долговечность и эстетичность являются важными требованиями времени.

Все работы в новом городе должны проводиться в соответствии с мировыми стандартами. В работу производственных комплексов нужно внедрять цифровую систему и инновационные технологии. При этом необходимо принять меры для поддержания благоприятной экологической среды в новом городе, достижения гармонии его архитектурного облика с окружающей природой и возводимыми сооружениями.

Отметив, что при строительстве производственных комплексов, имеющих большое значение для социально-экономического развития города Аркадаг, важно, как и прежде, ответственно подойти к их оснащению, Герой-Аркадаг продолжил, что эти работы должны соответствовать требованиям времени.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана провёл здесь рабочее совещание с участием председателя Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразова и хякима города Аркадаг Г.Маммедовой. Обсуждался ход работ в рамках очередного этапа застройки нового города, а также вопросы, связанные с празднованием знаменательных дат.

Как отмечалось, продукция производственного комплекса «Guwlyduz», расположенного на территории этрапа Туркменбаши Балканского велаята, соответствующая международным требованиям, удостоена Сертификата экологического менеджмента ISO 14001. Кроме того, этому предприятию вручён Сертификат о соответствии медицинской продукции системе менеджмента качества
ISO 13485, а также Сертификат о полном соответствии требованиям системы менеджмента по производству соли на данном предприятии требованиям ISO 9001. Это наглядное подтверждение международного признания продукции, предназначенной для медицинских учреждений страны.

Сделав акцент, что международное признание этой продукции свидетельствует о её высоком качестве, врач Аркадаг поручил продолжить эффективное и активное взаимодействие в данном направлении с мировым сообществом.

Подчеркнув важность между­народных сертификатов, выданных различным структурам страны, производящим продукцию для медицинского кластера, врач Аркадаг отметил, что деятельность этих предприятий соответствует мировым стандартам.

Герой-Аркадаг сделал акцент, что проводимая по всем направлениям работа, особенно касающаяся строительства города, должна осуществляться на качественном уровне. В ней необходимо эффективно использовать передовой опыт и инновационные технологии. Значимое место здесь отведено решению экологических вопросов. В строящихся в новом городе объектах различного назначения должны найти воплощение национальные архитектурные решения.

Хяким города Аркадаг Г.Маммедова доложила о том, что в настоящее время работа, связанная с заселением людей в жилые дома с повышенной комфортностью, находится в центре внимания и продолжается на должном уровне.

Наряду с задачами благоустройства нового города Герой-Аркадаг акцентировал внимание на необходимости ответственного и всестороннего подхода к вопросам улучшения качества жизни населения, заселения в жилые дома и в этой связи дал ряд поручений.

Как отмечалось, город Аркадаг является ярким примером экономической мощи нашего государства, работа здесь ведётся в соответствии с градостроительной программой. Основным требованием к разработчикам и застройщикам проекта города выступает гармоничное сочетание национальных архитектурных традиций и передовых практик.

Город Аркадаг – город молодёжи и творчества, и поэтому в развернувшемся здесь масштабном строительстве необходимо задействовать творческие возможности и новаторские взгляды молодого поколения, сказал Герой-Аркадаг, поручив продолжить работу в этом направлении.

При строительстве объектов и проведении отделочных работ следует использовать качественные материалы, которые должны соответствовать климатическим и экологическим особенностям страны, быть долговечными и удобными. Во внешнем и внут­реннем оформлении зданий и сооружений, наряду с прекрасными традициями нацио­нального зодчества, должны быть отражены достижения в градостроительной сфере, подчеркнул Герой-Аркадаг.

В ходе рабочего совещания Национальный Лидер туркменского народа отметил важность подготовки к очередному заседанию Халк Маслахаты, а также к Дню независимости и Дню работников здравоохранения и медицинской промышленности в городе Аркадаг, имеющим большое значение в жизни нашей страны, которые отмечаются в новый исторический период в соответствии с национальными традициями.

В планируемых по этому случаю мероприятиях должны отражаться счастливая жизнь нашего народа и успехи, достигнутые страной под руководством Президента Сердара Бердымухамедова.

Подчеркнув ещё раз важность надлежащего благоустройства прилегающих к новым объектам территорий, качества строительных работ, соответствующего декоративного оформления зданий, Герой-Аркадаг пожелал всем успехов в решении предстоящих задач и отбыл с места события.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, the agenda of which included a number of issues of state life.

The first to speak was the Chairwoman of the Mejlis D. Gulmanova, who informed about the ongoing work on legislative support for various areas. In particular, it was noted that currently, together with representatives of ministries and industry departments, an analysis of current legal acts and the development of draft laws are being carried out.

It was also reported on the meeting of the organizing committee for the preparation of the next forum of the Halk Maslakhaty of Turkmenistan, discuss issues, associated with determining the date of its holding, the creation of the Organizing Committee and approval of its composition, drawing up the agenda and preliminary program, developing relevant documents, providing organizational and methodological assistance to velayat, etrap and city halk maslakhaty, etc.

At the same time, it was informed about the meeting held with the new head of the UN Children’s Fund Representative Office in our country, about the participation of Mejlis Deputies in an event, dedicated to the preparation for the Memorandum on the rules of foreign trade in Turkmenistan, a seminar organized by the OSCE Center in Ashgabat, as well as in various actions to explain to the population the key tasks arising from the National Program for the Socio-Economic Development of the Country, the socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, and the goals of the adopted legislative acts. Noting that the development of new draft laws that meet the requirements of the time is among the important tasks of today, President Serdar Berdimuhamedov emphasized the need to continue work in this direction.

Then Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the organizational issues of the next 37th meeting of the Advisory Council on Labor, Employment and Social Protection of the Population of the Member States of the Commonwealth of Independent States.

As noted, in accordance with the initiative put forward by the National Leader of the Turkmen people at the CIS Summit in October 2017, a Declaration on strategic economic cooperation of the Commonwealth member states was developed. This document was unanimously adopted at a meeting of the Council of Heads of State held in October 2019 in Ashgabat.

The Declaration, among the priority areas of activity of the CIS member states, defines the task of further developing cooperation in the field of labor, employment and social protection of the population. In this regard, as reported, relevant work is being carried out to build up contacts with the relevant structures of the Commonwealth of Independent States.

Having reported on the results of the meeting, held on June 14 of the current year via videoconference with the participation of representatives of the authorized bodies of the Commonwealth member states, the Executive Committee and relevant CIS organizations, the Deputy Prime Minister submitted for consideration of the President of Turkmenistan a proposal to hold the next meeting of the Consultative Council on October 17-18 of the current year in Ashgabat.

Having heard the report, the head of state Serdar Berdimuhamedov emphasized that our neutral Homeland is consistently strengthening cooperation with the CIS in the trade, economic, cultural and humanitarian spheres. Cooperation with industry structures of the Commonwealth is also expanding, the President of Turkmenistan continued, assigning the Deputy Prime Minister to properly prepare and conduct at a high level the upcoming regular meeting of the Consultative Council on Labor, Employment and Social Protection of the Population of the Member States of the Commonwealth of Independent States in Ashgabat.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work being done to provide the necessary funds for the construction of wells at the Galkynyş gas field of the Türkmengaz State Concern.

As reported, uninterrupted supplies of “blue fuel” to neighboring countries are carried out from this field – one of the world’s largest sources of Turkmen natural gas in terms of reserves.

In order to develop the Galkynyş field, it is planned to drill and commission additional gas wells at the first stage of its development. In this regard, it was noted that measures are being taken to provide material and technical supplies for this facility.

After hearing the report, President Serdar Berdimuhamedov addressed the Deputy Prime Minister with instructions related to the acquisition of equipment and materials necessary for drilling new additional gas wells at the Galkynyş field. Then Deputy Chairman of the Cabinet of Ministers T. Atakhallyev reported on the progress of work in the agro-industrial sector, including seasonal agricultural campaigns in the country.

It was reported that cotton care is currently being carried out in the velayats, in particular, inter-row cultivation, weeding, fertilizing the soil with minerals and vegetation irrigation. At the same time, preparations are underway for harvesting receiving points and agricultural machinery.

In order to lay the foundation for the next year’s wheat harvest, plowing and leveling of the land, preparation of seed material, special machines and units that will be used in sowing are being carried out.

It was noted that in Dashoguz and Lebap velayats, rice crops are being cared for – fertilizing with minerals and vegetation irrigation. In livestock farms in the regions, steps are being taken to further develop livestock farming, increase the number of livestock, and create feed reserves. In order to improve water supply and melioration of lands, rational use of water resources, irrigation and drainage canals are being cleaned.

Summarizing the report, President Serdar Berdimuhamedov emphasized the need to take measures for the comprehensive development of the country’s agricultural sector. In this regard, the head of state assigned to ensure compliance with the established requirements for cotton care, as well as the proper preparation of cotton gins, receiving points and transport for the transportation of “white gold”.

Focusing on the importance of proper work to lay the foundations for next year’s grain harvest and land planning, the President of Turkmenistan ordered to keep under review the issues of providing farmers with high-quality wheat seeds and preparing agricultural machinery for the upcoming sowing.

In addition, the head of state gave the Deputy Prime Minister instructions to ensure control over the work on growing other agricultural crops in order to obtain rich harvests.

Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the measures taken to modernize the activities of the supervised areas. As reported, fundamental reforms are currently being implemented in the construction sector, as in other industries. The work carried out in this sector is carried out on a scientific basis. At the same time, advanced technologies are being widely introduced into production. Based on the Procedure for financing activities to develop a national estimate and regulatory framework and improve the pricing system in construction, a draft of the relevant Resolution was submitted for consideration by the head of state.

After hearing the report, President Serdar Berdimuhamedov emphasized that one of the key tasks is to develop software in accordance with the requirements of the time for calculating the cost of construction and installation works, reconstructions and major repairs carried out in our country. In order to create a State information system for pricing in construction, the head of Turkmenistan signed a corresponding Resolution and, having sent the document to the Deputy Prime Minister via the digital system, addressed a number of specific directives.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the preparations for holding the International Exhibition and Fair “Kids Expo: everything for children!” in August of the current year.

It was reported that the exposition will feature high-quality, environmentally friendly products for children, schoolchildren and students, educational materials, electronic goods from domestic and foreign companies. Along with this, it is planned to organize presentations of innovative developments from well-known companies specializing in this area, which will facilitate the exchange of experience, as well as familiarization with new products in this area. After hearing the report, President Serdar Berdimuhamedov emphasized that it is necessary to ensure the participation of leading domestic and foreign manufacturers in the exhibition-fair for children, which will be held in the capital on August 19 this year. The Deputy Prime Minister was also instructed to properly prepare for the organization of this international show.

Then Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the Procedure for the main events for August of this year.

As reported, on the occasion of the announcement of 2024 as the year of the “The Fount of Wisdom of Magtymguly Fragi”, various conferences, round tables, creative meetings, educational events, exhibitions, song and music celebrations are planned for the next month. It is also envisaged to summarize the results of previously announced competitions.

During the summer holidays, creative and intellectual competitions, sports competitions will be organized for children and adolescents. In August, the Avaza National Tourist Zone will host cultural and sports events under the motto “Awaza – dostluk mekany”, as well as a forum dedicated to the Caspian Day.

Among the main events of the next month, the final rounds of the “Yaňlan, Diýarym!” TV contest in the velayats were named, and the final stage of the “Çalsana, bagşy!” contest in Ashgabat.

Summarizing the report, President Serdar Berdimuhamedov noted that the year of “The Fount of Wisdom of Magtymguly Fragi” is marked by celebrations highlighting the progressive development of our Homeland. In this regard, the Deputy Prime Minister was assigned to hold all the events planned for August at a high organizational level. Then Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyeva reported on the preparations for the final state round of the gifted children’s competition “Garaşsyzlygyň merjen däneleri”, dedicated to the 33rd anniversary of Turkmenistan’s independence.

The final round of the creative competition, which is organized in accordance with the Resolution of the head of state on holding a competition for the Presidential Prize of Turkmenistan “Türkmeniň Altyn asyry” among literary, cultural and artistic figures, amateur young singers and representatives of the younger generation, will be held in September this year.

The stages of this competition, with the assistance of the ministries of education and culture, were held in etraps, cities and velayats. They were attended by 64 creative groups and young singers, a total of 1,011 children. Based on their results, 21 singers, 13 children’s dance, song and music and folklore groups were selected, which distinguished themselves with their high skill in performing songs glorifying our sovereign Homeland. In total, 361 children won the right to participate in the state stage. The final state round of this competition is planned to be held on September 6 at “Türkmeniň ak öýi” in the Ak Bugday etrap of Ahal velayat. Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the working visit of our country’s delegation to the Islamic Republic of Pakistan, undertaken this week.

One of the priority vectors of the Homeland’s foreign policy is the development of constructive cooperation with the states of South Asia. Among them is the Islamic Republic of Pakistan, relations with which are traditionally friendly. In order to strengthen mutually beneficial bilateral partnership, a number of consultations and negotiations were held in Islamabad during the visit.

In this regard, it was noted that the delegation of Turkmenistan was received by the President of the Islamic Republic of Pakistan Asif Ali Zardari. During the meeting, issues of developing interstate cooperation in the political-diplomatic, trade-economic and cultural-humanitarian spheres were discussed.

Key areas of Turkmen-Pakistani cooperation were discussed during the talks with the Prime Minister of Pakistan Shahbaz Sharif. The emphasis was placed on the implementation of large-scale joint projects – the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline, the laying of power transmission lines and fiber-optic communication lines along the Turkmenistan-Afghanistan-Pakistan (TAP) route.

During the visit, bilateral political consultations were also held at the level of foreign ministers. It was noted that Turkmenistan and Pakistan constructively cooperate at the sites of international and regional organizations, providing mutual support for the initiatives and proposals put forward. In this context, the issue of combining efforts to implement Turkmenistan’s initiative to prepare a Global Security Strategy was discussed. An agreement was also reached on joint work to further strengthen partnership in the format of the UN, OIC, ECO and other authoritative organizations.

As part of the consultations, an exchange of views took place on topical aspects of the international and regional agenda. The issue of strengthening the legal framework of bilateral relations was also considered in detail. In addition, a meeting of the co-chairs of the joint Turkmen-Pakistani intergovernmental commission on economic cooperation was held, during which a number of proposals were voiced to improve the efficiency of its activities.

As part of the visit, negotiations were also organized between the delegation of Turkmenistan and the Minister of Oil of the Islamic Republic of Pakistan. The subject of an interested exchange of views was the prospects for developing a productive partnership in the fuel and energy sector. Special attention was paid to the implementation of the TAPI gas pipeline construction project. In this regard, an agreement was reached to hold relevant negotiations in the near future. Issues of deliveries of liquefied gas, oil and gas chemical products from Turkmenistan to Pakistan were also considered.

Along with this, at the request of the Government of Pakistan, the delegation of our country held meetings with the management of the Frontier Works Organization and the National Logistics Corporation, during which they discussed the possibilities of establishing and expanding cooperation in the areas in which these structures specialize. In particular, National Logistics Corporation expressed its readiness to cooperate with the Turkmen side on road transportation China-Pakistan-Afghanistan-Turkmenistan and further to the countries of Central Asia and the Caspian region. In addition, during the visit, meetings were held with the heads of other government agencies of the friendly country.

In continuation of the report, the Deputy Prime Minister, Minister of Foreign Affairs submitted for approval of the President of Turkmenistan a number of proposals prepared following the negotiations and for the further development of mutually beneficial cooperation, including on strengthening the political and diplomatic dialogue with the Islamic Republic of Pakistan, where an important role is given to visits and negotiations at the highest state and government level, on stimulating inter-parliamentary relations, and continuing the practice of regular contacts between foreign ministries. It was also noted that it would be appropriate to develop and adopt a corresponding medium-term Program for the development of bilateral trade and economic relations, to hold meetings of the joint Intergovernmental Commission at least twice a year, involve business communities, scientific institutions and other interested structures of both countries in them, and create a mechanism for monitoring the implementation of decisions taken.

Along with this, proposals were made to intensify cooperation in the energy sector, in particular, in the gas industry.

With regard to interaction in the social sphere, the importance of studying the possibilities of sending Turkmen diplomats to courses organized by the Diplomatic Academy of Pakistan was noted, as well as the issue of opening a department for the study of the Urdu language at the Turkmen National Institute of World Languages named after Dovletmammet Azadi.

Summarizing the report, President Serdar Berdimuhamedov noted with satisfaction the growing dynamics of Turkmen-Pakistani relations. Emphasizing that negotiations on the development of bilateral cooperation in the political, economic and cultural-humanitarian spheres will facilitate further strengthening the traditional interstate dialogue, the head of Turkmenistan approved the submitted proposals, addressing the Deputy Prime Minister and the head of the Ministry of Foreign Affairs with relevant instructions.

Continuing the meeting, President Serdar Berdimuhamedov noted that one of the closest neighbors and partners of our country is the Islamic Republic of Iran, relations with which are friendly and fraternal. In this regard, the head of state signed an Order on sending the Deputy Prime Minister, Minister of Foreign Affairs, Chairman of the Turkmen-Iranian Commission on Economic Cooperation of the Turkmen side R. Meredov on a working visit to Tehran to participate in the inauguration ceremony of the newly elected President of the IRI to be held on July 30 of this year.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on the ongoing work on digitalization in the country, the training of specialized specialists and the creation of import-substituting complexes.

According to the Implementation Plan of the State Program for the Development of the Digital Economy of Turkmenistan for 2021-2025, it is planned to take measures to support small and medium-sized businesses specializing in the creation of national software products and the production of special equipment.

As was reported, in this regard, it was studied the feasibility of establishing the production of various servers and technical means for storing data and protecting against cyber threats by the Tehno Merkez Closed Joint-Stock Company (CJSC). Along with this, in the future, it is planned to provide maintenance and technical support for server devices, as well as the production of equipment necessary for the smart city and smart home systems that meet international standards. Taking such a step will create additional jobs and improve the professional level of employees.

In this regard, a corresponding proposal was submitted to the head of state for consideration.

Summarizing the report, President Serdar Berdimuhamedov emphasized that our Homeland pays great attention to the development of the digital economy, and implements program measures to create import-substituting industries. Having approved the proposal to establish the production of server equipment for data storage and protection against cyber threats in the country, the head of state instructed the head of the agency to continue working in this direction.

Expressing gratitude for the time allocated for the meeting, the diplomat presented his credentials to the head of state and conveyed warm words of greeting from the President of the Federal Republic of Germany Frank-Walter Steinmeier and Chancellor Olaf Scholz, who addressed wishes of happiness and prosperity to the President Turkmenistan, as well as the National Leader of the Turkmen people Gurbanguly Berdimuhamedov and all Turkmen people.

Having warmly welcomed the Ambassador to the ancient and hospitable Turkmen land, President of Turkmenistan Serdar Berdimuhamedov reciprocated his best wishes to the top leadership of the friendly country and sincerely congratulated Bernd Heinze on his appointment to an important post, wishing him great success in responsible diplomatic work on the further development and strengthening of friendly relations between our countries.

Particularly highlighting the positive nature of political and diplomatic relations, the head of state noted with satisfaction that Turkmenistan and Germany successfully cooperate not only on a bilateral, but also on a multilateral basis. It was also noted that in recent years cooperation has been successfully developing within the framework of the «Central Asia – Germany» dialogue.

According to the general opinion, another priority vector of bilateral relations is partnership in the trade and economic sphere. In this regard, effective interaction in such important areas as industry, agriculture, banking, transport and communications complex, etc. was noted.

Particularly emphasizing the productivity of cooperation within the framework of the Eastern Committee of the German Economy, the head of the Turkmen state noted the significant contribution of German companies to the development of the economy of our country over many years.

During the conversation, which took place in a constructive manner, the importance of further development of established cultural and humanitarian ties, which play an extremely important role in strengthening interstate relations, bringing people closer together and mutual enrichment of cultures, was also noted.

Once again congratulating Bernd Heinze on the start of his work in Turkmenistan as the head of the diplomatic mission of the Federal Republic of Germany, President Serdar Berdimuhamedov expressed his readiness to provide the plenipotentiary representative of a friendly country with comprehensive assistance in his work aimed at further strengthening the established fruitful interstate dialogue.

MEETING WAS HELD IN THE MEJLIS OF TURKMENISTAN WITH THE HEAD OF THE UNITED NATIONS CHILDREN'S FUND REPRESENTATIVE IN TURKMENISTAN

 

On July 23, 2024, the Chairperson of the Mejlis of Turkmenistan,   D.Gulmanova, met with the new appointed Head of the United Nations Children's Fund representative (UNICEF) office in Turkmenistan, Ms. Jalpa Ratna.

The Head of the national Parliament congratulated the guest on her appointment to the post Head of the office of the UN Children's Fund. She also wished success in improving bilateral cooperation.

During the meeting, the guest was introduced to the priorities of our country’s domestic and foreign policy, the composition of the national parliament and the ongoing work on legislative support for reforms being implemented in various sectors. In this regard, the parties highly appreciated the results of cooperation between Turkmenistan and the UN Children's Fund. They also exchanged views on the possibilities for developing positive long-term cooperation.

During the conversation, special attention was paid to the work of the Charitable Foundation for Assisting Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, as well as joint planned activities carried out in the country.

The President of Turkmenistan Held a Working Meeting via the Digital System

Today, President Serdar Berdimuhamedov held a working meeting via the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T.Atahalliyev, who oversees the agro-industrial complex, and the khyakims of the velayats, to consider the progress of seasonal field work in the country.

The first floor was given to the khyakim of Ahal velayat, R.Hojagulyev, who reported on the pace of agricultural campaigns in the region.

As noted, these days continue to transport the harvested wheat crop from receiving points to elevators and warehouses without loss, plowing fields after mowing, preparing seed material, as well as timely payment to grain growers, organizations and enterprises for the work done.

In the areas of the velayat sown with cotton, the crops are cared for, including fertilizing the soil with minerals and vegetation irrigation.

At the same time, preparations are underway for sowing winter potatoes, vegetables, melons and other crops.

It was also reported on the progress of construction of social and industrial facilities within the framework of the National Rural Program, planned for commissioning this year.

After listening to the report, the head of state emphasized the importance of observing agro-technical standards when caring for cotton and proper preparation for planting the future wheat harvest, addressing the khyakim with a number of instructions.

The President of Turkmenistan also ordered to ensure the completion of the construction of facilities for various purposes, the opening of which is planned in the region for the current year, at a high quality level and on time.

Then the khyakim of Balkan velayat, H. Ashyrmyradov, reported on the progress of seasonal agricultural campaigns.

It was reported that the necessary measures are currently being taken to transport collected grain from reception points to elevators and warehouses without loss. For the upcoming wheat sowing, the land is being plowed after mowing and quality seeds are being prepared. Timely payments are made to producers for the harvest handed over to the state, as well as to service organizations and enterprises.

In accordance with agro-technical standards, cotton care continues in the velayat.

Along with this, preparations are underway for planting winter potatoes and other crops.

The khyakim also reported on the progress of construction of social and industrial facilities within the framework of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028 and the National Rural Program, planned for commissioning this year.

Everything necessary is being done for timely payment to producers for the harvest handed over to the state, as well as to service organizations and enterprises.

In areas sown with cotton, inter-row cultivation, vegetation irrigation and fertilizing the soil with minerals are carried out. Agricultural machinery and units are effectively used in this work.

Along with this, preparations are being made for sowing winter vegetables, melons and other agricultural crops, including agricultural land, taking into account agro-technical requirements.

It was also reported on the progress of construction of social and industrial facilities within the framework of the National Rural Program, planned for opening in the velayat this year.

After listening to the report, the head of state noted the importance of conducting seasonal agricultural campaigns at the proper level. To obtain future rich harvests, the khyakim was given a number of instructions regarding the care of cotton in accordance with agro-technical standards, as well as the proper preparation of land areas for sowing wheat next year.

The President of Turkmenistan also ordered to keep under constant control the quality and timing of construction of facilities within the framework of the socio-economic country’s development programs, the commissioning of which is planned for this year.

Then the khyakim of Lebap velayat Sh. Amangeldiev reported on the pace of seasonal agricultural work.

As noted, appropriate measures are currently being taken to transport collected grain from receiving points to elevators and warehouses without loss. In order to prepare the fields freed from harvest for the next year’s yielding, plowing and leveling are carried out in accordance with agricultural technology standards. At the same time, seed material is procured, and payments are made in a timely manner to producers and service companies for work performed.

In the fields of the velayat sown with cotton, inter-row cultivation, fertilizing the soil with minerals and vegetation irrigation are carried out with the effective use of agricultural machinery and units.

At the same time, appropriate steps are being taken to prepare for the autumn planting of potatoes and vegetable and melon crops, including sown areas and quality seeds.

It was also reported on the pace of construction within the framework of the National Rural Program and the Program for the Socio-Economic Development of the Country in 2022–2028 of social and industrial facilities, the commissioning of which is scheduled for this year.

After hearing the report, President of Turkmenistan Serdar Berdimuhamedov assigned the khyakim to ensure control over the preparation of arable areas for the next sowing season and compliance with agricultural technology standards when caring for cotton.

In accordance with the programs for the socio-economic development of the country, in order to further improve the standard of living of the people, the head of state assigned the khyakim to keep under review the high-quality and timely completion of the construction of facilities for various purposes, the opening of which is planned in the velayat this year.

Then the khyakim of Mary velayat B. Orazov reported on the progress of seasonal agricultural work.

As noted, the region is taking the necessary measures to transport wheat from receiving points to elevators and warehouses without loss, as well as for its proper storage. After the mowing is completed, the fields are plowed. Procurement of wheat seeds for next year’s harvest, timely payments to grain growers for the delivered harvest and service enterprises for work performed continue.

In the cotton fields of the velayat, soil fertilizing with minerals and vegetation irrigation are carried out.

Along with this, work is being done to prepare sown areas and seeds of potatoes, vegetables, melons and other agricultural crops for the autumn season.

The head of the velayat administration also reported on the pace of construction of social and industrial facilities under the National Rural Program and the Program for the Socio-Economic Development of the Country in 2022–2028, the opening of which is scheduled for this year.

Having heard the report and focusing on the importance of timely and organized completion of seasonal field work, President Serdar Berdimuhamedov ordered to ensure their implementation in accordance with the requirements of agricultural technology, in particular, caring for cotton crops and preparing land for the next wheat harvest.

The head of state also gave a number of instructions to the khyakim regarding the quality and timing of the construction of social and industrial facilities as part of the implementation of programs for the socio-economic development of the country, the commissioning of which is scheduled for this year.

Then Deputy Chairman of the Cabinet of Ministers T. Atahalliyev, who oversees the agro-industrial complex, reported on the dynamics of seasonal agricultural campaigns in the country.

As noted, in order to properly store the wheat harvest grown by the persistent and dedicated work of our grain growers, work is being carried out in the velayats to transport grain without loss from receiving points to warehouses and elevators. Along with this, appropriate activities are being carried out in the velayats in order to prepare for the autumn sowing of land and seeds of potatoes, melons and other agricultural crops.

Summarizing the report, President Serdar Berdimuhamedov focused on the priority areas of the currently ongoing seasonal work in agriculture, instructing the Deputy Prime Minister to keep the focus on preparing for laying the foundations for the future wheat harvest and proper care of cotton fields.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system to discuss a number of issues related to the country’s life.

The first speaker was the Chairman of the Mejlis of Turkmenistan D.Gulmanova, who informed about the ongoing legislative activities.

In particular, it was reported on the results of the sixth meeting of the national parliament of the seventh convocation, held on July 13 of this year, at which legal acts were adopted on amendments and additions to the Budget, Sanitary Codes, the Code on Social Protection of the Population, the Laws on Physical Education and Sports, State Scientific-Technical Policy, Scientific Institutions, anti-doping in sports, seed production. Along with this, issues related to the ratification of international conventions and agreements, legislative support for foreign policy initiatives on our country’s accession to them were discussed. The report of the Ombudsman of Turkmenistan was also heard at the meeting.

It was informed about the participation of national parliamentarians in seminars organized by the representatives of the Children’s Fund and the UN Population Fund, the International Organization for Migration, the OSCE Center in Ashgabat together with government agencies of our country. In addition, a representative of the Mejlis was delegated to the forum held in the Hague (Holland) under the auspices of the Organization for Security and Cooperation in Europe.

In addition, it was reported that people’s representatives take part in events to explain to the general public the key tasks set by the head of Turkmenistan to the industries at an expanded meeting of the Cabinet of Ministers, the main goals of the socio-economic transformations being implemented, the socio-political significance of the 33rd anniversary of the sacred independence of the Homeland.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of modernizing the country’s legal framework, while paying special attention to the preparation of new bills that meet the realities of our time. In this regard, it was emphasized that work in this direction should continue to be effectively carried out.

Then, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the practical steps taken to fulfill the instructions of the President of Turkmenistan on streamlining fees for carrying out actions related to state registration of integrated circuit topologies.

As was reported, a lot of work is currently being carried out to modernize, in accordance with world practice, the sphere of intellectual property protection in our country based on the initiatives of the head of state on the innovative development of the national economy. Turkmenistan is a party to 15 international treaties in this area and actively interacts with the World Intellectual Property Organization (WIPO) and the Eurasian Patent Organization (EAPO).

At the same time, the Intellectual Property Development Program for 2021–2025 is being successfully implemented. As part of the implementation of the measures defined in it, the Law of Turkmenistan “On the legal protection of topologies of integrated circuits” was adopted in 2023. According to this legal act, the Cabinet of Ministers establishes the amount of fees for carrying out actions related to the state registration of topologies of integrated circuits, and the procedure for their payment.

In this regard, the Deputy Prime Minister presented a draft relevant Resolution for consideration by the President of Turkmenistan.

After hearing the report, head of state Serdar Berdimuhamedov noted the need to further improve the scope of intellectual property protection in accordance with best international practices. Having signed the presented Resolution, the President of Turkmenistan sent the document to the Deputy Prime Minister via the digital system, addressing a number of specific instructions in this regard.

Next, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the progress of modernization of the facilities of the Turkmenbashi complex of oil refineries of the Türkmennebit State Concern, in particular, storage and shipment of liquefied gas.

As reported, due to oil refining at the Turkmenistan Oil Refinery Plant, along with various types of petroleum products, liquefied gas is produced. Special tanks are used for its storage and shipment to consumers. In order to increase their capacity, the necessary work is underway to expand the volume of the terminal for transportation, storage and operation of liquefied petroleum gas, located near the Turkmenbashi complex of oil refineries.

After listening to the report, President Serdar Berdimuhamedov emphasized that the country pays great attention to the modernization of oil refining facilities, as well as storage and transportation systems for petroleum products.

In this context, the head of state noted the importance of further development of the oil and gas industry, increasing the capacity of storage and shipment facilities for liquefied gas produced at the Turkmenistan Oil Refinery, instructing the Deputy Prime Minister to continue work in this direction.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the country.

It was reported that the transportation of harvested wheat from reception points to granaries and elevators with subsequent placement continues in the velayats. In order to lay the foundations for next year’s harvest, the fields freed up after the mowing are plowed and high-quality seed material is harvested.

In areas with cotton, inter-row cultivation, fertilizing with minerals and vegetation irrigation are carried out. Steps are being taken to grow and provide the population with potatoes and vegetable and melon products, and to prepare for autumn sowing.

Having heard the report and noting the importance of continuing the comprehensive development of the country’s agricultural sector, the President of Turkmenistan ordered to ensure strict control over the transportation of wheat collected in the velayats from receiving points to granaries and elevators.

Emphasizing the need to carry out appropriate work to lay the foundations for next year’s harvest and prepare land for sowing, the head of state instructed to keep the procurement of high-quality wheat seeds in sight.

The focus of constant attention should be on compliance with agro-technical standards when caring for fields sown with cotton, the head of Turkmenistan continued, instructing the Deputy Prime Minister to carry out work to grow a rich harvest of other agricultural crops in accordance with the requirements.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the progress of digitalization of the activities of the structures under his supervision.

As noted, under the leadership of President Serdar Berdimuhamedov, comprehensive measures are being taken for the comprehensive development of the country, the successful transition to a digital system through the use of innovative technologies and information and communication equipment that meet international standards.

In order to fulfill the tasks outlined in the “State Program for the Development of the Digital Economy of Turkmenistan for 2021–2025,” digitalization is being carried out in the field of utility services provided to the population, and conditions are being created for their payment online.

In this regard, it was reported that the Ashgabat khyakimlik developed the “Central Electronic System” project for enterprises providing utility services and gradually launched several programs.

With the launch of the project, modern methods of registering residential properties, buildings and citizens have been established. Utility companies can also keep records of their services in electronic format.

The portal of digital services of the capital’s khyakimlik (e.ashgabat.gov.tm) and the mobile application “SANLY ŞÄHER” are constantly being improved.

The utility payment system is also presented on the unified government services portal (e.gov.tm) and in popular mobile applications.

After listening to the report, the head of state noted that our country widely uses the capabilities of the digital system. Utility services offered to the population are constantly being improved, and favorable conditions are being created for citizens to pay for them through a digital system.

Focusing on the importance of implementing the “Central Electronic System” project for the digitalization of public services in the capital, President Serdar Berdimuhamedov gave the Deputy Prime Minister a number of specific instructions.

Next, Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the organization of school fairs.

The trade divisions of the Ministry of Trade and Foreign Economic Relations, in collaboration with domestic manufacturers and suppliers of goods for schoolchildren, are working to provide the country’s markets with stationery, school uniforms, tracksuits, shoes, etc.

In order to develop the digital system and provide the population with modern services, the delivery of necessary goods through e-commerce will be established through shopping centers, textile stores and private manufacturers.

The Deputy Prime Minister said that it is planned to organize a mobile trade of school goods in the velayat and etrap centers of the country, as well as in Ashgabat and Arkadag cities from August 1 to September 5 of this year.

Summarizing the report, President Serdar Berdimuhamedov emphasized that it is necessary to constantly study the consumer demand of the population and, on this basis, increase the abundance of the domestic market.

In preparation for the new academic year, mobile retail outlets should be organized and provided with the goods necessary for schoolchildren and students in full, the head of state said, instructing the Deputy Prime Minister to carry out appropriate work in this direction.

Then Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the issue of organizing the “Gorkut ata” international film festival in our country. This event, in accordance with the special Plan approved by the Resolution of the President of Turkmenistan dated January 4, 2023, is scheduled for November of this year.

As reported, within its framework it is planned to hold a forum of leaders of the cinematographic sphere of the Turkic states with the participation of the Secretary General of the International Organization TURKSOY, as well as screening of films of the participating countries of the festival in cinemas and cinema-concert centers of Ashgabat, master classes of famous foreign actors and directors. For the delegates of this event, excursions are planned to Arkadag city, the Seýit Jemaleddin architectural complex, the “Ak bugdaý” national museum, located in Anau city, which was declared as the cultural capital of the Turkic world in 2024, the International Ahalteke Equestrian Complex and performances of the Galkynyş National Equestrian Games Group.

In order to ensure the organized participation of foreign guests in the international film festival, the Deputy Prime Minister submitted for consideration by the head of state a proposal to hold it on November 4-5 of this year.

Summarizing the report, President Serdar Berdimuhamedov noted that our country is hosting numerous events on the occasion of declaring Anau city as the cultural capital of the Turkic world in 2024. Having approved the proposal presented by the Deputy Prime Minister to hold the international film festival “Gorkut ata”, the head of Turkmenistan ordered to take appropriate measures to organize this creative forum at the proper level.

Next, Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Orazdurdyeva reported on the preparation of our country’s national team to participate in the XXXIII Summer Olympic Games, which will be held in the capital of the French Republic – Paris from July 26 to August 11 this year.

At the invitation of the President of the International Olympic Committee, athletes in four sports disciplines – judo, weightlifting, athletics and aquatics – will take part in planetary competitions.

Currently, relevant work is underway to organize the sending of a sports delegation of our country to France, consisting of 19 people.

As reported, on July 22, a farewell ceremony for the Turkmenistan national team is planned to be held at the Sport Hotel in the capital’s Olympic village with the participation of representatives of public associations, national Olympic and Paralympic committees, heads of the country’s sports federations, and student youth.

In this regard, a number of proposals regarding the holding of the upcoming important event were submitted to the head of state for consideration.

After listening to the report, President Serdar Berdimuhamedov emphasized that our country attaches great importance to the development of mass sports and physical culture.

As the head of state noted, Turkmenistan has accumulated extensive experience in the development of sports both in the country and in the international arena, noting that our athletes regularly participate in international competitions at various levels and take prizes.

In this regard, the President of Turkmenistan ordered to ensure a high organizational level of the farewell ceremony for the national team of the country, which will take part in the XXXIII Summer Olympic Games in the capital of France – Paris.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the preparation of a draft Plan for strengthening international cooperation of Turkmenistan in the field of renewable energy sources for 2025–2030.

It was noted that, guided by the constructive initiatives of the head of state, the Homeland pays special attention to strategically significant tasks of the global agenda, in particular, ensuring energy security, the transition to a “green” economy in connection with climate change, and the rational use of energy resources.

Currently, the world’s demand for energy resources is increasing, which is associated with the need to solve pressing issues of ecology and environmental protection.

As is known, comprehensive work is being carried out in Turkmenistan to implement the Law “On Renewable Energy Sources” and the National Strategy for the Development of Renewable Energy until 2030. Appropriate measures are also being taken to fulfill our country’s obligations arising from the Paris Agreement and the United Nations Framework Convention on Climate Change.

In order to enhance fruitful partnership in this area and coordinate activities carried out by relevant domestic ministries and departments at the international level, a number of proposals have been prepared.

Thus, it is proposed to develop a draft Plan to strengthen international cooperation of Turkmenistan in the field of renewable energy sources for 2025–2030. For this purpose, it is planned to carry out close interaction with relevant international organizations, financial institutions, research centers and structures.

To discuss the preparation of the draft of this Plan, it is proposed to organize an International Conference in the first half of September this year with the participation of representatives of the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Development Program (UNDP), the United Nations Environment Program (UNEP), a specialized agency of the United Nations for Industrial Development (UNIDO), the Organization for Security and Cooperation in Europe (OSCE), as well as the Global Environment Facility (GEF) and the Central Asia Regional Environmental Center (CAREC).

In addition, it is proposed to send representatives of Turkmenistan on a working visit to Abu Dhabi (UAE) in the second half of September this year to discuss a wide range of issues related to the above-mentioned topics with the leadership of the International Renewable Energy Agency (IRENA).

In order to attract investments into the country’s economy based on high technologies in this area and innovations, a proposal was made to increase cooperation with the world’s leading companies within the framework of the International Investment Forum of Turkmenistan, which will be held in Ashgabat on September 19–20, 2024.

To prepare the draft of the above-mentioned Plan, it is also proposed to create a working group consisting of representatives of relevant ministries and departments.

Summarizing the report, President Serdar Berdimuhamedov emphasized that Turkmenistan pays great attention to the development of renewable energy sources. Our country has favorable conditions for the practical use of solar and wind energy. In this area, successful interaction is carried out in the context of exchange of experience with international organizations.

Having approved the proposals presented, the head of state assigned to begin the relevant work on preparing a Plan for strengthening international cooperation of Turkmenistan in the field of renewable energy sources for 2025–2030.

A number of other issues of public life were also discussed at the meeting, on which appropriate decisions were made.

Concluding the regular meeting of the Cabinet of Ministers via the digital system, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work for the prosperity of the sovereign Homeland.

The President of Turkmenistan received the UNICEF Resident Representative in Turkmenistan

On July 17, 2024, President Serdar Berdimuhamedov received the head of the United Nations Children's Fund (UNICEF) office in Turkmenistan, Ms. Jalpa Ratna.

Having presented her credentials and expressing deep gratitude for the time devoted to the meeting, the UNICEF representative thanked the head of state for the warm welcome and all possible assistance in the development of established constructive bilateral cooperation, within the framework of which many important joint projects and programs have been implemented in recent years.

Having warmly welcomed Jalpa Ratna to the ancient and hospitable Turkmen land, the President of the country first of all congratulated her on her appointment as head of the UN Children's Fund office in Turkmenistan and wished her great success in her work in this responsible position.

As emphasized, active cooperation with authoritative international organizations, primarily with the Community of Nations and its specialized structures, is one of the main directions of the foreign policy of neutral Turkmenistan.

In this regard, the consistent and highly effective nature of the established relations between Turkmenistan and UNICEF was especially noted. As is known, our state was unanimously elected as a member of the UNICEF Executive Board for 2024–2026, which is the proof of the effectiveness of the country’s long-term interaction with the Children’s Fund.

Currently, our partnership is carried out within the framework of the UNICEF country program for Turkmenistan for 2021–2025. This year, ten documents were signed with the ministries and departments of our country, including a work plan in the field of child health, nutrition, early development, social security and inclusive education, President Serdar Berdimuhamedov emphasized.

During the conversation, it was noted with satisfaction that the legislative framework in the field of child protection is constantly being improved in Turkmenistan. Thus, the National Action Plan for the implementation of children’s rights for 2023–2028 was approved.

At the end of the meeting, President Serdar Berdimuhamedov confirmed Turkmenistan’s interest in further continuing a comprehensive partnership with the UN Children’s Fund, wishing the head of the UNICEF Ashgabat office, Ms. Jalpa Ratna, good health and success in her work.

The newly appointed Ambassador of the Republic of Kazakhstan is accredited in Turkmenistan

On July 17, 2024, President Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Turkmenistan Nurlan Nogayev, who presented his credentials to the head of state.

Expressing gratitude for the time devoted to the meeting, the diplomat conveyed warm words of greetings from the leader of the fraternal state Kassym-Jomart Tokayev, who attaches great importance to strengthening the traditional ties of friendship with independent neutral Turkmenistan, to the President of the country and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.

Having thanked for the kind words and congratulated Nurlan Nogaev on his appointment to a responsible post, the head of state conveyed his best wishes to the top leadership of the Republic of Kazakhstan.

Then an interested exchange of views took place on the current state and prospects of bilateral relations. Particular emphasis was placed on the positive nature of cooperation between both countries within the framework of authoritative international and regional structures, such as the United Nations, the Organization for Security and Cooperation in Europe, the Economic Cooperation Organization, as well as in the CIS space.

During the discussion of trade and economic relations, the head of state confirmed Turkmenistan’s interest in further development of interaction in this direction. Having identified energy and transport as promising vectors, President Serdar Berdimuhamedov and the diplomat expressed a unanimous opinion that the huge reserves of natural resources and favorable geographical features of the two countries create opportunities for the implementation of mutually beneficial projects in these areas.

Continuing, the emphasis was placed on the importance of strengthening cultural and humanitarian ties. In this context, the head of Turkmenistan emphasized that our country this year is widely celebrating the 300th anniversary of the birth of the great thinker and poet Magtymguly Fragi.

Once again expressing gratitude for the opportunity to meet personally and wishes for success in his work as the head of the diplomatic mission of Kazakhstan in Turkmenistan, Nurlan Nogayev assured the head of state that he would contribute to the further development of traditionally friendly relations and the comprehensive expansion of fruitful cooperation.

A meeting was held in the Mejlis of Turkmenistan

 

On July 15, 2024, a representative of USAID in Turkmenistan Jeffrey Skarin met with representatives of the Mejlis of Turkmenistan within the framework of the project of USAID "Governance Activities in Turkmenistan" (GAT) which is being implemented in the country.

During the meeting, the parties discussed opportunities for expanding cooperation between the Mejlis of Turkmenistan and the U.S. Agency for International Development. 

In this regard, it was decided to actively support digitalization of the activities of the main legislative body of Turkmenistan, share experience in lawmaking, as well as join efforts in issues related to improving the work of local self-government bodies.

Состоялось заседание Группы молодых парламентариев Меджлиса Туркменистана

 

14-го июля 2024-го года состоялось заседание Группы молодых парламентариев Меджлиса Туркменистана, в ходе которого были обсуждены вопросы, связанные с реализацией государственной молодёжной политики в наш новый исторический период, под руководством уважаемого Президента Туркменистана Сердара Бердымухамедова, защитой прав и свобод молодых граждан нашей страны, обеспечением их социальной безопасности, развитием молодежного парламентаризма в Туркменистане, а также вопросы, связанные с ролью молодежи в системе государственного управления.

Выступившие на заседании Группы молодых парламентариев Меджлиса с большой гордостью отметили что Президентом Туркменистана особое значение придаётся духовному, культурному и физическому развитию нашей молодёжи, работе по воспитанию патриотических поколений, созданию всех условий для получения современного образовании ими и их активного участия в общественной жизни, развитии личностных качеств и формировании норм здорового образа жизни.

Государственная молодежная политика нашей страны представляет собой систему социально-экономических, политических, организационно-правовых мер, направленных на реализацию прав, свобод, поддержку молодых граждан Независимого, Постоянно нейтрального Туркменистана, создание важных государственных гарантий в обеспечении признания молодежи в обществе, а также необходимых условий для молодежи в области прав, экономики, социального обеспечения и организационных вопросов, развитие социальных объединений молодежи и их поддержке.

  По инициативе Героя Аркадага в нашем могущественном государстве создана национальная законодательная система, гарантирующая права и социальное обеспечение молодежи. Выступившие на заседании отметили, что эти вопросы отражены в Трудовом, Семейном кодексах Туркменистана и Кодексе Туркменистана о социальной защите населения, в законах Туркменистана «О государственной молодёжной политике», «Об образовании», «О культуре», «О государственной научно-технической политике», «О научно-технологических парках», «О физической культуре и спорте», «Об охране здоровья граждан» и в десятках других законах Туркменистана. 

Участники заседания выразили благодарность уважаемому Президенту Туркменистана Сердару Бердымухамедову, Герою Аркадагу за усилия по налаживанию новаторских методов работы в сфере сотрудничества в области взаимного обмена опытом между молодыми парламентариями.

Также участники заседания заверили в том, что и в дальнейшем продолжат всестороннюю работу по широкому пропагандированию внутренней и внешней политики реализуемой под руководством уважаемого Президента Туркменистана внутри страны и на международном уровне, совершенствованию национального законодательства в обеспечении в стране широкомасштабных реформ реализуемых посредством дальновидной политики уважаемого Президента Туркменистана, Героя Аркадага, а также искренне пожелали Президенту Туркменистана, Герою Аркадагу здоровья и больших успехов в реализации намеченных целей.

В Меджлисе Туркменистана было проведено заседание, посвящённое итогам шести месяцев текущего года

 

На заседании, проведённом в Меджлисе Туркменистана, была отмечена последовательная реализация деятельности, проведённой за шесть месяцев Года «Кладезь разума Махтумкули Фраги», направленной на модернизацию законодательной базы нашей страны руководствуясь поручениями нашего уважаемого Президента Аркадаглы Героя Сердара, Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Героя- Аркадага по продолжению разработки в настоящий перид развития нашей страны новых законопроектов с учётом Конституции Туркменистана и норм международного права.

В результате деятельности, проведённой за шесть месяцев 2024 года, было принято 10 законов Туркменистана, регулирующих общественные отношения в различных направлениях, а также 11 постановлений Меджлиса.

На заседании были заслушаны выступления о проведённой в рабочих группах, созданных в Меджлисе, деятельности по совершенствованию в соответствии с требованиями эпохи нескольких действующих законов в системах защиты прав и законных интересов граждан, повышения жилищно-бытового уровня нашего народа, в различных отраслях экономики, в том числе сельского хозяйства, охраны окружающей среды, науки, здравоохранения, физкультуры и спорта, также в области внешнеполитической деятельности и обсуждены приоритетные задачи по совершенствованию законодательства.

На заседании было отмечено значение мероприятий по защите культурного наследия поэта, проводимых в нашей стране в честь 300-летия со дня рождения Махтумкули Фраги. Также в выступлениях на заседании  были затронуты вопросы о проводимых мероприятиях по развитию налаженных эффективных отношений с международными организациями и укреплению межпарламентского сотрудничества. 

В ходе заседания были установлены предстоящие задачи депутатов Меджлиса Туркменистана по дальнейнему эффективному продолжению деятельности, проводимой депутатами в избирательных округах по разъяснению народным массам внутренней и внешней политики нашего государства, значения и содержания принятых законов, также по пропаганде исторического, общественно-политического значения Года  «Кладезь разума Махтумкули Фраги».

Участники заседания заверили нашего уважаемого Президента Аркадаглы Героя Сердара, Героя-Аркадага в том, что приложат все усилия для совершенствования и модернизации национального законодательства в соответствии с требованиями эпохи.

Проведено заседание Меджлиса Туркменистана

 

13 июля 2024 года было проведено шестое заседание Меджлиса Туркменистана седьмого созыва. На заседании депутаты обсудили и приняли проекты законов, разработанных в соответствии с приоритетами государственной политики уважаемого Президента Туркменистана Сердара Бердымухамедова и комплексной программой по модернизации законодательно-правовой базы страны.

В связи с проведением 7 июля текущего года выборов депутатов Меджлиса Туркменистана вместо выбывших на заседании было принято постановление Меджлиса Туркменистана «О признании полномочий депутатов Меджлиса Туркменистана, избранных по отдельным избирательным округам». Также были приняты некоторые организационные вопросы, связанные с составом комитетов Меджлиса. 

В эру Возрождения новой эпохи могущественного государства укрепление и всестороннее расширение сотрудничества нашей страны с Организацией Объединённых Наций является стратегическим направлением внешней политики Туркменистана. А это ещё раз показывает, что  сотрудничество между нашей страной и Организацией Объединённых Наций обогощается всё новым содержанием, международные инициативы Туркменистана находят широкую поддержку в объединении наций.

В связи с этим на заседании были рассмотрены и приняты несколько законов Туркменистана по ратификации и присоединении нашей страны к международным конвенциям и соглашениям, законодательной поддержке внешнеполитических инициатив. Эти законы будут способствовать правовому регулированию отношений сотрудничества Туркменистана с государствами мира и международными организациями в различных направлениях. 

В ходе заседания в соответствии с Законом Туркменистана “Об Омбудсмене” перед депутатами выступила уполномоченный представитель по правам человека в Туркменистане – Омбудсмен о проделанной работе аппарата Омбудсмена и о состоянии в стране в области  прав человека.

А также были приняты Законы Туркменистана о внесении изменений и дополнений в Бюджетный, Санитарный кодексы Туркменистана, Кодекс Туркменистана о социальной защите населения, в Законы Туркменистана «О физкультуре и спорте», «О государственной научно-технической политике», «О научных учреждениях», «О борьбе с допингом в спорте», «О семеноводстве» и «О внесении дополнений и изменений в некоторые законодательные акты Туркменистана. Эти законы будут способствовать созданию правовых основ для проведения деятельности в различных системах в соответствии с требованиями эпохи, то есть, совершенствованию организации и функционирования бюджетной системы государства, деятельности Государственной санитарно-эпидемиологической службы,  внедрению цифровой системы в работу Пенсионного фонда Туркменистана, развитию отношений в научной системе, услуг физкультуры и спорта,  борьбе с допингом в спорте,  укреплению контроля над оказанием организационно-методической помощи адвокатуре и адвокатской деятельности, модернезации деятельности органов, имеющих право на государственную регистрацию актов гражданского состояния, регулированию отношений, связанных с приведением семеноводческой деятельности в соответствие с требованием времени..

Эти законы будут способствовать созданию правовых основ для проведения деятельности в различных системах в соответствии с требованиями эпохи, то есть, совершенствованию организации и функционирования бюджетной системы государства, деятельности Государственной санитарно-эпидемиологической службы,  внедрению цифровой системы в работу Пенсионного фонда Туркменистана, развитию отношений в научной системе, услуг физкультуры и спорта, борьбе с допингом в спорте, укреплению контроля над оказанием организационно-методической помощи адвокатуре и адвокатской деятельности, модернезации деятельности органов, имеющих право на государственную регистрацию актов гражданского состояния, регулированию отношений, связанных с приведением семеноводческой деятельности в соответствие с требованием времени.

А также на заседании были приняты постановления Меджлиса «О признании полномочий депутатов Меджлиса Туркменистана, избранных  по отдельным избирательным округам» и «О внесении изменений в постановление Меджлиса Туркменистана «О составе комитетов Меджлиса Туркменистана».

На заседании депутаты выразили нашему Герою Аркадагу, Аркадаглы Герою Сердару сердечную благодарность за широкие возможности, создаваемые по совершенствованию законодательства Туркменистана.

Enlarged Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held an enlarged meeting of the Cabinet of Ministers to sum up the results of the work of economic sectors for six months of the current year, and consider the progress in implementing the adopted programs for the socio-economic development of the country. The agenda includes identifying long-term tasks for the second half of the year and personnel issues. Reports from the Deputy Chairmen of the Cabinet of Ministers, a number of heads of government agencies, and velayat khyakims were also heard.

Representatives of the Mejlis, members of the State Security Council, heads of regional administrations, Ashgabat and Arkadag cities, rectors of higher educational institutions, editors of newspapers and magazines, and other leaders were invited to the meeting.

The first floor was given to Deputy Chairman of the Cabinet of Ministers H. Geldimyradov, who reported on macro-economic indicators for January–June 2024.

As was reported, the practical steps taken over the indicated period to maintain the stable development of all sectors of the economy and regions ensured a stable rate of GDP growth. In the industrial complex this figure is 3.6 percent, construction – 9.3 percent, transport and communications sector – 7.3 percent, trade – 7.8 percent, agriculture – 5.8 percent, in the service sector – 7.9 percent.

In general, the volume of production increased by 11.5 percent compared to the same period in 2023.

During the first half of the year, the retail trade turnover indicator increased by 11.1 percent compared to the same period last year.

Wages for large and medium-sized enterprises in the country are 10.4 percent higher compared to the same period in 2023. For six months, salaries, pensions, government benefits and student scholarships have been funded on time and fully.

A report was also made on the progress of implementation of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028.

Minister of Finance and Economy S. Joraev, who then spoke, reported on the implementation of the State budget, capital investments spent and the implementation of the National Rural Program for the period under review.

As was reported, as of July 1, 2024, the implementation of the revenue side of the main financial plan amounted to 102.1 percent, and the expenditure side – 97.7 percent.

During the indicated period, the revenue side of local budgets was fulfilled at the level of 101.4 percent, and the expenditure side – at 98.2 percent.

It was also reported that in January–June of this year, 44 meetings of balance commissions were held, including 38 regional ones, to review the results of the financial and economic activities of ministries and line departments, their reporting institutions and enterprises.

The volume of investments aimed at developing the national economy in the first half of the year increased by 20.8 percent compared to the same period in 2023, which in relation to GDP amounted to 17.3 percent. 48.5 percent of the utilized capital investments were allocated for production facilities, and 51.5 percent for social and cultural facilities.

Indicators on the progress of implementation of the National Rural Program as of July 1 of this year were also announced.

Chairman of the State Committee on Statistics D. Amanmuhammedov reported on the implementation of plans by ministries and industry departments for January–June of this year.

As reported, according to the results of the first half of the year, stable growth was observed in the industrial sector. In particular, natural gas production amounted to 40,230.1 million cubic meters, oil production – 4,163.7 thousand tons. Compared to the corresponding period in 2023, the production of petroleum bitumen is higher by 13.2 percent, fuel oil – by 31.7 percent, sheet glass – by 7.9 percent, cement – by 6.8 percent, and caught fish – by 34.2 percent, processed fish and canned fish products – by 16.5 percent, dairy products – by 14.1 percent, butter – by 10.8 percent, confectionery products - by 5.6 percent.

Positive indicators are observed in the transport and communications sector, which is confirmed by an increase in freight and passenger transportation. The volume of communication services increased by 12.7 percent.

In agriculture, over six months, compared to the same period in 2023, the production of vegetable products increased by 7.4 percent, potatoes – by 11.4 percent, berries and fruits – by 1.2 percent, milk – 0.5 percent, meat in net weight – by 0.6 percent.

During January–June, dynamic indicators were noted in the non-state sector of the economy. Thus, the production of silk fabric increased by 1.4 percent, confectionery products – by 5.9 percent, butter – by 15.3 percent, dairy products – by 14.5 percent, pasta – by 64.1 percent, bread and bread products – by 7 percent, vegetables – by 9.3 percent, potatoes – by 5.8 percent, milk – by 0.5 percent.

The head of the State Committee also reported on the ongoing work to bring statistical reporting forms and data collection methods in line with the realities of the time, and introduce modern methods and digital technologies into the system.

Chairman of the Central Bank T. Myalikov, who then spoke, reported on the results of work for the six months of 2024.

As reported, lending to the economy continued during the period under review. Compared to the same period in 2023, in the first half of this year, the total volume of loans issued by the country’s banks to the private sector increased. Along with this, indicators for preferential loans to support small and medium-sized businesses, as well as credit funds provided to private agricultural producers, showed an increase.

As of July 1, 2024, the volume of mortgage loans issued in accordance with the Resolution of the President of Turkmenistan to citizens for the purchase of real estate in Ashgabat and Arkadag cities, as well as in the velayats, increased by 12.4 percent.

Summarizing the reports, President Serdar Berdimuhamedov focused on the importance of continuing to analyze the implementation by ministries and line departments of production plans for six months of the current year, the activities provided for in the adopted programs, and the assigned tasks. At the same time, instructions were given to strengthen control over the payment of taxes in full and on time, and the rational and targeted use of budget funds.

Particular emphasis was placed on the need to take measures for the proper execution of the revenue and expenditure parts of the State budget by the end of the current year. The development of the State Budget for the coming year must be carried out thoughtfully and in a timely manner, the head of Turkmenistan continued.

Among the priority tasks were the improvement of the fiscal system, based on international practice, control over the use of production capacities of enterprises, ensuring the normal circulation of money in the economy, and a systematic study of sources of financing for national investment projects.

As emphasized, it is necessary to increase the efficiency of banks’ activities in lending to production sectors of the economy and, by ensuring the targeted use of loans, enhance its effectiveness. The head of state also gave instructions regarding ongoing work to maintain a stable exchange rate of the national currency and expand cooperation with international financial organizations.

As is known, the policy being implemented is aimed at improving the well-being of our happy citizens, President Serdar Berdimuhamedov continued and signed a Decree on increasing of wages, pensions, state benefits and student scholarships by 10 percent from January 1, 2025.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of the work carried out by the complex under his supervision, as well as practical steps taken to expand energy supply routes to the world market for January–June 2024.

Reporting on the technical and economic indicators achieved in the field of oil and gas condensate production, the Deputy Prime Minister said that the plan, in particular by the Türkmennebit State Concern, was fulfilled at the level of 102.9 percent.

During the period under review, the implementation of the plan for oil refining at the oil refineries of the State Concern amounted to 102.9 percent, for gasoline production – 106.3 percent, diesel fuel – 100.1 percent, polypropylene – 107.9 percent, lubricating oils – 116.7 percent.

Along with this, it was reported on indicators achieved in the production of liquefied gas, production of natural and associated gas, and supplies of “blue fuel” abroad.

After listening to the report, President Serdar Berdimuhamedov focused on the priority tasks facing the fuel and energy complex. As noted, the oil and gas sector is one of the key segments of the national economy. In this context, the need to further introduce modern technologies and take comprehensive measures to increase the production capacity of specialized enterprises in the industry was emphasized.

The head of state also ordered the involvement of foreign companies in the search and development of energy resources in the Caspian Sea area. Turkmen geologists should continue effective exploration work to identify new promising layers of hydrocarbon deposits, the President of Turkmenistan said, instructing them to intensify efforts to search, discover, and develop hydrocarbon resources in our country and widely introduce international experience into these processes.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the results of the activities of the construction and industrial sectors for January–June 2024.

As was informed, the plan for production and work carried out by the complex for the indicated period was fulfilled by 112.7 percent.

Based on the results of the first half of this year, the Ministry of Construction and Architecture fulfilled the plan by 107.8 percent.

The Ministry of Industry and Construction Production produced products and carried out work worth 880 million manats.

Over the six months of this year, the Ministry of Energy fulfilled the plan for production and work done at the level of 108.4 percent.

During the reporting period, the Türkmenhimiýa State Concern fulfilled the plan for production and work performed by 132.6 percent.

In January–June 2024, the State Agency for Management of Highway Construction completed the plan at 106.3 percent, and the Ashgabat city khyakimlik – at 112.7 percent.

After hearing the report, President Serdar Berdimuhamedov noted the need to take measures to ensure the uninterrupted functioning of enterprises in the construction and industrial complex. At the same time, the importance of intensifying the ongoing work to operate chemical enterprises at full capacity and create new production facilities was emphasized. One of the promising tasks was the formation of modern joint ventures of industrial and construction sectors based on the achievements of science and advanced technologies.

The Deputy Prime Minister was also instructed to increase electricity production and the construction of new combined power plants, and improve the technical condition of distribution systems.

Along with this, instructions were given to continue the construction of highways of national importance, to consistently strengthen the material and technical base of the industry to modernize highways and bring them into line with international standards.

It is necessary to keep under strict control issues related to the commissioning on time and ensuring high quality of facilities and structures, the opening of which is scheduled for the end of this year, the head of Turkmenistan noted, addressing a number of instructions to the Deputy Prime Minister.

Next, Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the results of the work of the ministries and departments under his supervision, as well as the business sector for January–June of the current year.

Thus, according to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover reached 103.1 percent, production – 104.5 percent.

By enterprises of the Ministry of Textile Industry, in comparison with the same period last year, the volume of products manufactured, including cotton yarn and fabrics, is equal to 133.5 and 122 percent, respectively, sewing and knitted products – 104.4 percent, and leather products – 118 percent.

The implementation of the plan for the production of carpet products at the enterprises of the Türkmenhaly State Association amounted to 101.3 percent.

During the reporting period, the State Commodity and Raw Materials Exchange held 147 trading sessions to register 14 thousand 40 contracts.

The growth rate of work carried out by the Chamber of Commerce and Industry in January–June amounted to 111.4 percent. During the indicated period, 12 exhibitions and 65 forums were held.

According to the Union of Industrialists and Entrepreneurs, the growth in production of agricultural and food products over the six months of this year is 112.1 percent, industrial production – 103.2 percent.

After hearing the report, President Serdar Berdimuhamedov addressed the participants of the meeting and announced his decision to dismiss the Minister of Textile Industry R. Rejepov from his position in connection with a transfer to another job. N. Orazgeldiev was appointed a new head of this Ministry.

In the first half of the year, various celebrations, forums, concerts were held in Ashgabat and Arkadag cities, as well as in the velayats of the country on the occasion of significant dates of the national calendar, the 300th anniversary of the birth of the outstanding thinker of the East, the Turkmen classical poet Magtymguly Fragi, the commissioning of social-cultural purposes facilities. At the same time, the results of previously announced competitions were summed up and award ceremonies for the winners took place.

During the designated period, the Decree of the President of Turkmenistan approved the Procedure and Conditions for assigning the legal status “Milli” to State circuses and individual professional creative circus groups.

Along with this, presentations of the works of the head of state “Ýaşlar – Watanyň daýanjy” and “Änew – müňýyllyklardan gözbaş alýan medeniýet”, as well as a new collection of poems by the great master of artistic expression “Magtymguly” were organized.

Since the beginning of the year, the Ministry of Culture has prepared and published the books “Türkmen keçesi” and “Arkadag hem Pyragy – köňüller şamçyragy”, the brochure “Arkadag pähminden dörän seýilgäh”, the State Register of Objects of the National Historical and Cultural Heritage of Turkmenistan.

Along with this, it was reported about the Culture Week that was held with great success in Arkadag city and the events that took place within its framework.

During the reporting period, Turkmen specialists went on business trips to foreign countries, where they took part in international events, and Days of Culture of Turkmenistan were held in Tajikistan, Japan and Kazakhstan.

Resolutions of the President of Turkmenistan approved the “Regulations on state accreditation of educational activities” and the “Concept for improving teaching methods in general education programs in Turkmenistan until 2028.”

Currently, the relevant work is being completed to provide laptops, which will be donated to the 1st grade students in the new school year.

The summer holiday season started on June 2, and during this period 11 thousand children rested in children’s health centers in Gökdere, Avaza and the velayats.

The field of science is steadily improving, the efficiency of scientific research is increasing, scientists and qualified specialists are being trained in priority areas.

The State Program for the Integrated Development of Biotechnology in Turkmenistan for 2024–2028, the Procedure for organizing and conducting state accounting of scientific programs (projects), plans and reports on scientific activities have been approved. The Scientific and Technological Center “Oguz Han” of the Oguz Han Engineering and Technology University was also created, and the Technology Center of the Academy of Sciences of Turkmenistan received the status of an international scientific and technological park.

A number of international scientific forums were held in the first half of the year.

In honor of the 300th anniversary of Magtymguly Fragi, scientific and practical conferences, exhibitions, and presentations were organized.

Advanced methods of prevention and treatment of various diseases were introduced into practical medicine. Citizens of our country have access to medicines and consumables in accordance with international requirements.

At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, various operations and treatment of sick children were carried out. The Foundation donated hemodialysis equipment to healthcare institutions across the country.

The construction of new scientific and clinical centers was in full swing. A complex of buildings of the Center for Maternal and Child Health of Mary velayat was put into operation.

Reporting on the work being done in the field of sports, the Deputy Prime Minister said that measures are being taken to develop physical culture and sports, and train professional athletes.

The country’s sporting reputation was strengthened by the holding of the International Hockey Tournament and the declaration of Ashgabat as the “City of New Sports Opportunities of the Commonwealth.”

Massive bicycle rides were organized on the occasion of World Health Day and World Bicycle Day.

During this period, our athletes won 122 gold, 103 silver and 136 bronze medals.

The tennis complex of the Olympic village of Ashgabat was recognized by the Asian Tennis Federation as a “Regional Tennis Center” and was awarded the corresponding certificate.

After hearing the report, President Serdar Berdimuhamedov relieved N. Amannepesov from the post of Deputy Chairman of the Cabinet of Ministers in connection with the transition to more responsible work. As noted, N. O. Ovezsahadov was appointed the new head of the Turkmen State University named after Magtymguly.

President Serdar Berdimuhamedov dismissed P. Orazov from the post of rector of the Turkmen State Institute of Architecture and Construction for serious shortcomings in his work.

B. Mammedov, who previously worked as vice-rector of the International University of Oil and Gas named after Yagshygeldi Kakaev, was appointed as a rector of this institute.

In the first half of the year, the growth rate in the field of cargo transportation by road, rail, air, sea and river transport was 105 percent, and in passenger transportation – 103.4 percent.

The growth rate of service provision for January–June for the Türkmendemirýollary agency reached 105.1 percent, the Türkmenawtoulaglary agency – 110 percent, the Türkmenhowaýollary agency – 149.4 percent, the Türkmen-deňizderýaýollary agency – 109.7 percent, Türkmenaragatnaşyk agency – 112.7 percent.

Information was provided on the practical steps taken within the framework of the implementation of the “Concept for the development of the digital economy in Turkmenistan for 2019–2025.” Together with the United Nations Development Program, activities are being carried out to introduce a system of interdepartmental electronic information exchange in our country.

As reported, production and social facilities within the jurisdiction of this area are being built in various parts of the country.

During the period under review, a number of international forums and meetings of joint working groups took place.

Summarizing the report, President Serdar Berdimuhamedov emphasized that in order to solve the tasks set for the transport and communications complex, it is necessary to continue to increase the pace of passenger and cargo transportation and improve the quality of services provided.

Along with this, it was instructed to carry out effective work on the reconstruction of airports, the constant updating of aviation equipment, as well as to increase the capacity of the country’s railway system and improve its material and technical base.

The potential of the Turkmenbashi International Seaport and the Balkan Shipbuilding and Repair Plant should be fully utilized, the head of state emphasized, giving specific instructions to the head of the Agency also regarding the modernization of the domestic communication system in accordance with the requirements of the time.

Khyakim of Ahal velayat R. Hojagulyev reported on the results of the work carried out in January–June 2024.

As noted, inspired by the constant support of the President of Turkmenistan, farmers in the region this year delivered more than 400 thousand tons of wheat to the granaries of the Homeland, successfully fulfilling their contractual obligations. Currently, harvested wheat is being transported from receiving points to grain processing enterprises and plowed in areas cleared of harvest.

In accordance with agricultural technology standards, cotton is cared for.

Along with this, work is underway in the agricultural fields of the velayat to harvest vegetable and melon crops, provide rich products to domestic markets, as well as prepare these crops for autumn sowing.

Khyakim of Balkan velayat H. Ashyrmyradov, who then spoke, reported on the results of the activities carried out for the first half of the current year.

As was reported, based on the tasks set by the President of Turkmenistan to further strengthen food abundance in the country, the hardworking farmers of the region successfully fulfilled their contractual obligations, collecting more than 80 thousand tons of grain. These days, appropriate work is carried out to transport the harvested wheat crop to elevators and warehouses, as well as to plow and prepare the land for the next sowing season.

In fields sown with cotton, inter-row cultivation, fertilizing with mineral fertilizers and vegetation irrigation are carried out.

In addition, specific measures are being taken to harvest potatoes and vegetable and melon products without loss, as well as to prepare land for sowing these crops in the autumn.

Next, khyakim of Dashoguz velayat S. Soltanmyradov reported on the results of the work carried out in the first half of 2024.

In particular, it was reported that this year, grain growers in the region delivered over 270 thousand tons of wheat to the granaries of the Homeland. Currently, arable land is being plowed in order to prepare for next year’s harvest, as well as seed procurement. In cotton fields, in accordance with the requirements of agricultural technology, inter-row cultivation, fertilizing with mineral fertilizers and watering are carried out. Maintenance of the areas sown with rice continues.

Based on the tasks set to provide the population with potatoes and vegetable and melon products manufactured in the country, the harvest of these crops is being harvested.

Khyakim of Lebap velayat Sh. Amangeldiev reported on the results of the work done in the region in January–June 2024.

As noted, the region’s grain growers have collected more than 310 thousand tons of grain this year, successfully fulfilling their contractual obligations. Currently, the necessary measures are being taken to ensure uninterrupted transportation of the wheat harvest to elevators and warehouses, and its storage in proper conditions at grain processing enterprises. It was also reported that plowing is being carried out in order to prepare the vacated areas for the next sowing season.

Along with this, care for the cotton fields of the velayat continues. At the same time, agricultural machinery and units are used at full capacity.

The harvest of potatoes and vegetable and melon crops grown in the region is also underway. Along with this, rice crops are cared for in accordance with agro-technical standards.

Next, khyakim of Mary velayat B. Orazov reported on the work done for January–June of this year.

As was reported, this year the region’s grain growers collected more than 345 thousand tons of grain and successfully fulfilled their contractual obligations. Currently, comprehensive measures are being taken to ensure uninterrupted transportation of wheat from receiving points to elevators and warehouses, and to carry out settlements with agricultural producers. Relevant work is also underway to lay the foundation for the 2025 wheat harvest.

In the cotton fields of the velayat, inter-row cultivation, fertilizing with minerals and vegetation irrigation are carried out.

Along with this, the harvest of potatoes and vegetable and melon crops continues, supplying domestic markets with these products, as well as preparing agricultural land for the upcoming sowing season.

Practical steps are also being taken to organize the sowing of beets and watering of sown areas at the proper level.

Then the floor was given to Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who, prefacing the report, conveyed the good news that hardworking farmers, having delivered more than 1 million 400 thousand tons of grain to the harvest of the Homeland, had successfully fulfilled their contractual obligations for the procurement of food wheat.

Expressing heartfelt gratitude to the President of Turkmenistan for the enormous support provided for the comprehensive development of the agro-industrial sector, the Deputy Prime Minister wished the head of state good health, longevity, and great success in his activities for the benefit of the country and people.

Then it was reported on the results of the work of the supervised industry in the first half of the year, on the progress of implementing reforms in the agro-industrial complex, as well as on the agricultural campaigns ongoing in the velayats of the country.

In the agro-industrial complex during the period under review, the production growth rate compared to the same period last year amounted to 124 percent. At the same time, for the Ministry of Agriculture this figure reached 100.7 percent, the Ministry of Environmental Protection – 105.2 percent, the State Committee for Water Resources – 138.8 percent, the Türkmenpagta State Concern – 100.7 percent, the Türkmengallaönümleri State Association – 221.9 percent, the Türkmenobahyzmat State Association – 108.4 percent, the State Association of Food Industry – 104.1 percent, the State Association of Livestock and Poultry Industry – 110.3 percent and the Türkmen atlary State Association – 101, 3 percent. The investment development plan was completed by 475.7 percent.

As reported, these days the necessary work is being carried out in the regions to transport grain from reception points to warehouses and elevators, as well as to ensure their proper storage.

Addressing the Deputy Prime Minister, heads of the agro-industrial complex, khyakims of the velayats and Ashgabat and Arkadag cities, the head of state Serdar Berdimuhamedov ordered to take specific measures for the successful implementation of the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028, as well as the National Rural Program.

Particular emphasis was placed on the importance of strict control over the progress of construction of residential buildings, hospitals and other social facilities in velayats and cities. At the same time, it was noted that in order to further transform the architectural and urban appearance of cities, create favorable conditions for living, working and leisure of Turkmen citizens, the construction of comfortable buildings and housing, as well as parks, should be continued.

In order to supply the population with clean drinking water, electricity and natural gas, it is necessary to carry out appropriate work, the head of state said, also ordering to take all measures to maintain cleanliness and timely repairs.

Having focused on the importance of executing the local budget in full and on time, President Serdar Berdimuhamedov ordered to ensure the receipt of taxes and local fees.

To obtain high yields of agricultural crops in the regions of the country, they must be cared for in accordance with agricultural technology standards, the head of state emphasized, ordering to strengthen organizational and methodological work to increase the yield of agricultural products, in particular, grain and cotton. It was also assigned to systematically improve the supply of bread, bakery products and other grain products. Separate instructions concerned the full supply of food to the population, the creation of food abundance and the modernization of food industry enterprises.

At the same time, the need to increase the production of high-quality, environmentally friendly food and other agricultural products was stated.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs for the first half of the year.

As reported, in order to practically implement the foreign policy course of the neutral Homeland, fulfill the instructions given by the President of Turkmenistan for the further development of fruitful bilateral and multilateral cooperation with foreign partners, and constructive interaction with international organizations, consistent work was carried out.

In strengthening and expanding interstate relations, a special role belongs to visits and negotiations at the highest level. In this regard, it was noted that during the period under review, the President of Turkmenistan made a working visit to the Russian Federation, where on May 9, as an honorary guest, he took part in ceremonial events in honor of the 79th anniversary of Victory in the Great Patriotic War.

Since the beginning of the year, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov has visited the United Arab Emirates, the Republic of Turkiye, the Republic of Tajikistan, the Republic of Tatarstan of the Russian Federation, the Islamic Republic of Iran, as well as the Republic of Kazakhstan in July.

During the reporting period, a state visit to Turkmenistan by the President of the Republic of Korea took place.

It was also noted that on May 24, a meeting of the Council of Heads of Government of the CIS was held in the capital. In order to participate in it, the heads of the governments of the Russian Federation, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan visited Ashgabat on working visits.

One of the key directions of Turkmenistan’s foreign policy strategy is multi-vector cooperation with authoritative international organizations. This year, our country was visited by the Secretaries General of the UN, OSCE, World Tourism Organization, TURKSOY, UTC, and CIS.

The visits of foreign delegations to Turkmenistan and domestic delegations abroad, as well as organized negotiations and meetings of an international nature, were aimed at building up effective interaction in various fields. The legal framework for cooperation with foreign partners was supplemented with 98 documents.

Bilateral contacts are carried out on a regular basis between foreign policy departments.

During the period under review, negotiations were also held with the High Representative of the European Union for Foreign Affairs and Security Policy.

Great importance is attached to strengthening diplomatic relations through the Embassies. Appropriate steps are being taken in this direction.

Summarizing the report, President Serdar Berdimuhamedov noted that Turkmenistan is implementing a foreign policy based on the principles of positive neutrality, peacefulness, “open doors,” good neighborliness and equal, mutually beneficial cooperation. In this regard, the importance of continuing work to develop a fruitful international partnership was emphasized.

Guided by national transport and logistics, fuel and energy, water and environmental diplomacy, it is necessary to continue to carry out effective interaction with the countries of the planet and international organizations, the head of state said.

At the initiative of Turkmenistan, 2025 was declared by the UN General Assembly as the International Year of Peace and Trust. In this regard, it is necessary to properly prepare for the events that will take place in our country next year, President Serdar Berdimuhamedov noted, addressing the Deputy Prime Minister and the head of the Ministry of Foreign Affairs with specific instructions.

Chairwoman of the Mejlis D. Gulmanova informed about the results of the work done for the first half of this year.

During the period under review, 10 Laws of Turkmenistan were adopted, including the Laws of Turkmenistan “On the establishment of the anniversary medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”,

“On hydro-meteorological activities”, “On the ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on international road transport”. At the same time, a number of laws aimed at regulating relations in various areas have been improved in accordance with the realities of the time, and 11 resolutions of the Mejlis have been adopted.

Also, with the participation of deputies, a seminar on modern methods and principles of legislative activity was organized for students of the Academy of Civil Service under the President of Turkmenistan.

Currently, in working groups, taking into account international practice, a draft of a new edition of the Civil Code is being developed, changes and additions are being made to the existing budget, social and sanitary codes, laws on physical education and sports, anti-doping in sports, state scientific and technical policy, scientific institutions, seed production.

As reported, the sixth meeting of the country’s Mejlis of the seventh convocation is scheduled for July 13 of this year.

At the same time, information was given about the elections of deputies held on July 7 of this year to replace those who dropped out in the electoral districts of the city of Ashgabat – # 1 “Garaşsyzlyk”, # 2 “Bitaraplyk” and # 6 “Kopetdag”.

During the first half of the year, on behalf of the President of Turkmenistan, credentials were accepted from nine Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. Since the beginning of the year, 26 meetings have been held to discuss issues of further development of bilateral relations with foreign parliaments and international organizations.

Deputies took part in 64 seminars organized jointly with authoritative structures on improving legislative activity and ensuring implementation of state programs. As part of the study of best practices in the field of lawmaking, 23 official trips of representatives of the Mejlis abroad took place.

Information was also provided on the participation of national parliamentarians in events to explain to the general public the key objectives of state policy, the historical and socio-political significance of the year “The Fount of the Wisdom of Magtymguly Fragi”, the essence and content of the adopted legal acts.

Summarizing the information, President Serdar Berdimuhamedov noted with satisfaction that during the reporting period, 10 Laws of Turkmenistan, prepared as part of strengthening legislation, were adopted, and amendments and additions were made to a number of laws. In this regard, the importance of further improving the country’s legal framework was noted.

Then, addressing the participants of the extended meeting, the head of Turkmenistan emphasized that the results of the work carried out in the independent Homeland over the six months of this year demonstrate the success of the programs being implemented.

During the reporting period, the GDP growth rate was 6.3 percent. This figure in the industrial sector is 3.6 percent, agriculture – 5.8 percent, transport and communications sector – 7.3 percent, in the service sector – 7.9 percent, trade – 7.8 percent, construction – 9.3 percent.

In accordance with the Program of Socio-Economic Development of Turkmenistan for 2024 and the Investment Program, during the indicated period the country spent capital investments in the amount of 15 billion 420 million manats, which is 21 percent higher than the same period last year, the President stated with satisfaction Serdar Berdimuhamedov.

Residential buildings with an area of 454 thousand square meters have been commissioned in velayats, cities and etraps. The construction of industrial facilities, kindergartens, schools and other structures was also carried out on a planned basis.

As noted, during six months the country’s economy developed steadily, new enterprises were created to produce competitive, high-quality various products, and numerous powerful industrial facilities were put into operation.

At the same time, it was emphasized that activities are being carried out to ensure economic and financial stability and increase employment. In addition, the head of Turkmenistan continued, the country’s export potential is increasing, and digital technologies are being widely introduced into the industry.

Focusing on further long-term plans, President Serdar Berdimuhamedov noted that a large number of events of international and domestic importance are planned for the second half of the year. In this context, the need for a high level of preparation for Independence Day and Neutrality Day of the Homeland, celebrations dedicated to the 300th anniversary of the great thinker and poet Magtymguly Fragi was stated.

During the celebration of the 33rd anniversary of independence, the next meeting of the Halk Maslakhaty of Turkmenistan will be held in the capital of the country, at which the results of the achieved successes and milestones in the development of the sovereign state will be summed up, and the current tasks facing us will be discussed, the head of state said.

In this context, the need was noted for the Halk Maslakhaty and the Mejlis, together with the Cabinet of Ministers, khyakimliks, relevant ministries, sectoral departments, and public organizations, to begin preparing for the upcoming meeting of the Halk Maslakhaty of Turkmenistan. At the same time, the head of state noted the expediency of making a decision to create an Organizing Committee to convene, determine the date, hold at a high level the next forum of this highest representative body, and approve its composition.

The Organizing Committee was also tasked with carrying out appropriate work to nominate citizens who, during the years of independence, achieved high success in the political, economic and cultural life of the country, enjoying great prestige among the people, for state awards and conferring honorary titles on them. This must be carried out on the basis of the resolution of the Halk Maslakhaty, and then the Mejlis, noted President Serdar Berdimuhamedov.

Summing up his speech, the head of state noted with satisfaction that, in general, the indicators for the first half of the year were positive, and instructed the heads of all ministries and line departments to hold meetings in the coming days on the results of the past six months.

Managers, except for the agricultural complex and velayat khyakims, were allowed to go on labor leave from August 1 to September 1 and, as in previous years, spend it in the Avaza National Tourist Zone, Archman, Yylysuv or other sanatoriums of the country.

The President of Turkmenistan accepted the report on the labor victories of daikhans

Today, the Deputy Chairman of the Cabinet of Ministers overseeing the agro-industrial complex reported to President Serdar Berdimuhamedov on the fulfillment of contractual obligations on wheat harvest by the country's hardworking grain growers. A ceremonial event on this occasion was held at the Oguzhan Presidential Palace Complex.

It was noted that high achievements in the agro-industrial complex have led to effective large-scale transformations in ensuring food abundance in the country and increasing production of various agricultural products, due to the successful implementation of great reforms initiated by Hero-Arkadag under President Serdar Berdimuhamedov's leadership.

Comprehensive support for industry workers, providing them with modern, high-performance equipment from leading global manufacturers suitable for local soil and climatic conditions, as well as quality seed material and mineral fertilizers, remain the focus of constant state attention.

The President of Turkmenistan Held a Working Meeting via the Digital System

Today, President Serdar Berdimuhamedov held a working meeting via the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahallyev and velayat khyakims to consider the dynamics of work in the agro-industrial complex and seasonal campaigns in the regions of the country.

The first floor was given to the khyakim of Ahal velayat R.Hojamgulyev, who reported on the progress of measures taken in the agricultural sector.

As reported, the transportation of harvested wheat from collection points to granaries, in particular to elevators, continues to plow the fields freed up after mowing, in short, preparing the areas for the next sowing season. At the same time, seed material is being prepared for the coming year’s harvest, and payments are made in a timely manner to producers for the delivered grain.

On lands sown with cotton, vegetation irrigation, inter-row cultivation and fertilizing of the soil with minerals are carried out.

The region also continues to harvest potatoes and other melons and vegetables with subsequent delivery to sales points, and preparations for the autumn planting of these crops are being coordinated.

The head of the regional administration also informed about the state of affairs at new buildings, in particular, at social and industrial infrastructure facilities according to the Program for the country’s socio-economic development in 2022–2028, the opening of which is scheduled for the current year.

Summarizing the report, President Serdar Berdimuhamedov ordered to take measures for the proper completion of the grain harvest campaign and the timely implementation of agro-technical measures in the cotton fields.

The achievement of workers is the result of active efforts for the comprehensive development of agriculture and constant support from the state, the khyakim emphasized and on behalf of the happy residents of Dashoguz velayat expressed gratitude to Hero-Arkadag and Arkadagly Hero Serdar.

Further, the head of the regional administration reported on seasonal agricultural campaigns.

As reported, in accordance with established requirements, transportation of the harvested wheat crop from reception points to granaries, including elevators, plowing of lands freed up after mowing and procurement of seeds for the next sowing season continues. Rice fields in Dashoguz and Lebap velayats are being maintained, and in Mary velayat, sugar beets are being planted followed by vegetation irrigation.

After hearing the report, the head of state ordered to keep under control the completion of the harvesting of grain grown by the hard work of valiant grain growers in full, as well as compliance with the requirements of agricultural technology when working on the country’s agricultural lands.

Addressing the participants of the working meeting, President Serdar Berdimuhamedov noted that food abundance in the Homeland is ensured by the selfless labor of farmers. The achievements of grain growers are especially noteworthy in this matter.
