Representatives of the Mejlis met with the mayor of Bolnisi

On April 26, 2024, representatives of the Mejlis met with the mayor of Bolnisi, David Sherazadishvili. At the beginning of the meeting,                    D. Sherazadishvili noted that agriculture and mineral resources make up a large part of the city’s economy. He also noted that the city in the country is a region with many historical monuments and in this regard there are great opportunities for the development of tourism.

Then the representative of the Mejlis introduced the legislation and powers of the national parliament. He also informed about the activities carried out to develop agrarian reform, the processing industry and the tourism sector in the areas mentioned by the mayor.

In turn, the representative of the Mejlis of Turkmenistan introduced the activities carried out in our country in the above areas. He also informed about the work of the Mejlis, its powers and the legislative system of local self-government.

At the end of the meeting, the parties exchanged views on issues of interest.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system. A number of priority issues of public activity were put on the agenda.

The floor was first given to Chairwoman of the Mejlis D.Gulmanova, who informed about the activities ongoing to further improve the national legislative and legal framework in accordance with modern requirements.

The report included information that the Mejlis is currently working to prepare drafts of a new version of the Civil Code of Turkmenistan, and the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Pyragy”. Along with this, draft laws are prepared to amend and supplement the Sanitary Code of Turkmenistan, the Laws of Turkmenistan “On Physical Culture and Sports”, “On the State Scientific and Technical Policy”, and “On Seed Production”.

Consistent steps are taken to develop constructive cooperation with international organizations and strengthen inter-parliamentary ties. The credentials of the Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to Turkmenistan were accepted in the Mejlis. The deputies of the national Parliament participated in a training seminar and a meeting held by the Organization for Security and Cooperation in Europe and the United States Agency for International Development jointly with the relevant government institutions of our country.

People’s deputies also speak at events and in the media in order to explain to the public the key directions of Turkmenistan’s state policy, the socio-economic transformations ongoing in the Homeland, the essence and content of the Laws adopted, and the significance of the creative heritage of Magtymguly Pyragy.

President Serdar Berdimuhamedov focused on the need to carry out effective work to further update the country’s legislative system and prepare new draft laws.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the measures taken on the instructions of the President of Turkmenistan to speed up the implementation of the digital system in various industries and strengthen the relevant regulatory framework.

As was reported, during the Revival of the New Epoch of the Powerful State, comprehensive reforms are carried out in the Homeland, one of the priorities of which is the active introduction of innovations and advanced technologies into all areas of activity in the country according to the present-day requirements.

In this regard, the report covered the work ongoing to improve the performance of the Pension Fund under the Ministry of Labor and Social Protection of the Population. In this context, it is envisaged to expand the range of specialized digital services provided to citizens.

Summing up the report, President Serdar Berdimuhamedov pointed out the need for consistent improvement of the Pension Fund’s performance. At the same time, optimal use of the possibilities of digital services and increasing their types is of great importance.

In this regard, the head of state instructed the deputy prime minister to carry out appropriate work jointly with the Mejlis on the draft Law of Turkmenistan “On Amendments to the Code of Turkmenistan on Social Protection of the Population”.

Deputy Chairman of the Cabinet of Ministers T.Atahallyev reported on the implementation of appropriate measures in the agro-industrial sector, as well as on the progress of seasonal agricultural campaigns in the regions of the country.

It was reported that cotton sowing is currently continuing, row-to-row processing is being carried out in areas where seedlings have already appeared. Agricultural machinery and aggregates are used at full capacity in the sowing campaign.

Application of mineral fertilizers and vegetative irrigation are carried out in wheat fields. Enterprises, grain collection points and elevators, as well as vehicles, are prepared for the upcoming harvest.

Planting and care for spring crops are carried out in order to provide the population with potatoes and vegetable, watermelon and melon crops produced in the country. At the same time, the relevant preparatory work is in progress to organize high-level celebrations on the occasion of the National Holiday of Turkmen Horse.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of continuing to treat wheat fields in accordance with agro-technical standards.

At the same time, the head of state ordered to create the necessary conditions for the proper conduct and timely completion of cotton sowing, and pay special attention to the treatment of fields where seedlings have germinated. The deputy prime minister was also instructed to continue sowing and caring for spring crops in agricultural areas.

Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the construction of new educational institutions to be built in the capital’s residential complex “Çoganly”.

As was reported, during the Revival of the New Epoch of the Powerful State, thanks to the efforts of the President of Turkmenistan, effective work is carried out on the harmonious development of youth, and measures are taken to improve the domestic educational and scientific system, strengthen the specialized infrastructure.

In order to implement the provisions set in the Presidential Program for the Socio-Economic Development of the Country in 2022-2028, create the most favorable conditions for the younger generation to get modern education and vocational training, it is planned to build a 720-seat general education school, as well as a kindergarten for 320 children in the residential complex “Çoganly”, Bagtyyarlyk etrap, Ashgabat city.

Summing up the report, President Serdar Berdimuhamedov specified that today our country is carrying out program work to strengthen the material and technical resources of the education system.

In this regard, the head of state approved proposals for the construction of a 720-seat general education school and a kindergarten for 320 children in the residential complex “Çoganly”, Bagtyarlyk etrap in the capital in order to create optimal conditions for the younger generation to get modern education, and instructed the deputy prime minister to take appropriate steps in this area.

Deputy Chairman of the Cabinet of Ministers B.Atdaev reported on the work to organize international exhibitions in our country in accordance with the “Concept of International exhibition activities of Turkmenistan for 2024-2025”.

In this context, the deputy prime minister informed on the preparations for the International Exhibition and Fair “Kids Expo: Everything for Children” to be held from August 19 to 22 this year at the Exposition Center of the Chamber of Commerce and Industry.

The report included information that the exhibition will show high-quality and environmentally friendly products for children, schoolchildren and students, educational materials, electronic goods from domestic and foreign manufacturers. In addition, it is planned to organize presentations of innovative developments of leading companies specializing in this field, which will facilitate the exchange of experience, as well as familiarize children with new products in this area.

Having heard the report, President Serdar Berdimuhamedov stressed that, as part of the above-mentioned Concept, great importance is attached in our country to the development of exhibition and fair activities.

Having approved the proposal to organize an exhibition and fair, the head of state instructed to carry out appropriate work in this area.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the Schedule for the major events and the opening of social and cultural facilities to be commissioned in May this year.

As was reported, it is planned to organize various conferences, round tables, creative meetings, exhibitions, concerts, awareness-raising and explanatory actions in the coming month on the occasion of holidays and significant dates, as well as to sum up the results of previously announced contests.

So, on May 9, celebrations on the occasion of the Victory Day in the Great Patriotic War of 1941-1945 will take place in the capital and velayats. The 10th meeting of the National Commissions for UNESCO of the TURKSOY member countries is to be held in Ashgabat on May 16.

A number of events are planned to celebrate the 300th anniversary of the birth of Magtymguly Pyragy this year. Among them is an international conference at the level of the ministers of culture in the capital, giving thematic performances in theaters of the country, and a demonstration of Turkmen films dedicated to the work of the great Turkmen poet and thinker in cinemas and concert centers.

The opening ceremony of the Magtymguly Pyragy cultural and park complex and the monument to the outstanding classic of Turkmen literature is scheduled for May 17 in the southern part of Ashgabat.

On May 18, celebrations of the Constitution Day and the State Flag of Turkmenistan will take place in the capital, including the opening ceremony of the reconstructed Main Flag Square. The International Scientific Conference “The Fount of Wisdom of Magtymguly Pyragy” and a concert are scheduled for the same day.

Festive events will also be organized on the occasion of Ashgabat City Day, the end of the school year and the “Last Bell”.

On May 24-25, the 23rd Universal International Exhibition “White City of Ashgabat” will be held at the Chamber of Commerce and Industry. The exhibition which will be held on May 26 at the National Museum of the Turkmen Carpet and the 24th Conference of the World Association of Connoisseurs of the Turkmen Carpet will be timed to coincide with the Turkmen Carpet Holiday.

Moreover, a number of new buildings are to be commissioned next month in the capital and in the Akhal Velayat, including residential buildings, socio-cultural and other facilities.

Summing up the report, President Serdar Berdimuhamedov stressed the need to take appropriate measures to widely publicize the upcoming major events in May on the occasion of the holidays and significant dates celebrated in our country.

It is necessary to thoroughly prepare for the opening ceremonies of social facilities, celebrations on the occasion of Victory Day, the Day of Constitution and State Flag of Turkmenistan, Ashgabat City Day and the Turkmen Carpet Holiday, and hold them at a high organizational level, the head of state said, giving specific instructions to the deputy prime minister in this regard.

Further, Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on the preparations for the celebrations on the occasion of the end of the 2023-2024 academic year, and the “Last Bell” ceremony, as well as for Ashgabat City Day.

In the year “The Fount of Wisdom of Magtymguly Pyragy”, according to the established kind tradition, graduates of general education schools will receive best wishes and blessings for their further life path.

On the morning of May 25, flower-laying ceremonies will take place at the Monument of Independence of Turkmenistan, at the Monument to Berdimuhamed Annayev, installed at the Berdimuhamed Annayev Pedagogical Secondary Vocational School in Arkadag and at Berdimuhamed Annayev general education school No. 27 in the village of Yzgant, Goktepe etrap, Akhal Velayat. The laying of flowers will also take place on the squares of the National Flag in all other velayats of the country.

Then, the “Last Bell” ceremonies will be held in all general education schools on the occasion of the end of the school year under the motto “The Fount of Wisdom of Magtymguly Pyragy”.

The best school leavers and educational workers will be presented with memorable gifts on behalf of the President of Turkmenistan and the National Leader of the Turkmen people, our Hero Arkadag.

On the same day, it is planned to organize excursions for young people to attractions, cultural and entertaining centers, museums, parks in the cities of Ashgabat and Arkadag, as well as in all regions of the Homeland.

On the evening of May 25, concerts of art figures will take place. Festive events will also be held in all regions of the country.

Having heard the report, President Serdar Berdimuhamedov highlighted the special importance attached to the large-scale work ongoing in Turkmenistan to improve education and educate the younger generation.

Having focused on the significance of organizing the planned celebrations of the “Last Bell” with the participation of graduates from general education schools and the Ashgabat City Day, the head of state gave a number of specific instructions to the deputy prime minister.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on preparations for the next meeting of the Council of the Heads of Government of the Commonwealth of Independent States, to be held in Ashgabat on May 24 this year.

In this context, it was specified that great importance is attached in the implementation of the foreign policy of neutral Turkmenistan to fruitful cooperation with the CIS countries. As an associate member of the Commonwealth, our state regularly participates in CIS events and makes a significant contribution to the development of multilateral partnership.

At present, proper work is carried out in order to prepare for the meeting of the CIS CHG. In this regard, it is also planned to hold an information briefing at the Ministry of Foreign Affairs of Turkmenistan on May 20 and a related working meeting in the capital on May 23.

Following the meeting, it is planned to sign a number of documents and hold a press conference.

Summing up the report, President Serdar Berdimuhamedov noted that our neutral Homeland closely cooperates with the Commonwealth of Independent States. Turkmenistan actively participates in the work of the CIS as its associate member.

Speaking about this, the head of state instructed the deputy prime minister, the foreign minister to ensure a high organizational level of preparation for the upcoming regular meeting of the Council of the Heads of Government of the CIS in Ashgabat and take the necessary measures in this regard.

Then, addressing the members of the Cabinet of Ministers and all compatriots, President Serdar Berdimuhamedov emphasized that the National Holiday of Turkmen Horse will be widely celebrated in our country on April 28. The “Heavenly” horses, distinguished by their devotion, unsurpassed beauty and speed, occupy a special place in the life of our people, and are their pride.

We will continue to create all conditions in our country for the development of horse breeding at the global level, the head of state stressed, warmly congratulating the meeting participants and all compatriots on this wonderful holiday.

During the meeting, the participants also cordially congratulated President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov on the National Holiday of Turkmen Horse.

Concluding the meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished the participants sound health, family wellbeing and great success in their work for the prosperity of the sovereign Homeland.

Representatives of the Mejlis met with the mayor of Rustavi city

On April 25, 2024, representatives of the Mejlis met with the mayor of Rustavi city Nino Latsabidze. The deputy mayor, chief architect of the city, representatives of the city's representative office were present at the meeting.

At the beginning of the meeting, N. Latsabidze presented the directions of the reforms implemented in the city, the creation of public services in the «single window» system, local control, bringing the transport system up to European standards, as well as the implemented and planned reforms for the development of sports and digital networks. During the meeting, representatives of the local representative office familiarized themselves with the organization of work, the powers of this representative office and its members.

Then the representative of the Mejlis introduced the activities carried out in Turkmenistan in the above-mentioned areas. He also talked about the work of the Mejlis, its powers and the system of local self-government.

The President of Turkmenistan received the Secretary of State for Foreign, Commonwealth and Development Affairs of Great Britain

On 24 April 2024, President Serdar Berdimuhamedov received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom David Cameron.

Expressing gratitude for the time devoted to the meeting, the guest conveyed greetings and best wishes to the head of Turkmenistan from King Charles III of the United Kingdom of Great Britain and Northern Ireland and Prime Minister Rishi Sunak.

Having warmly welcomed Lord David Cameron to the ancient and hospitable Turkmen soil, President Serdar Berdimuhamedov returned his best wishes to the King and Prime Minister of the United Kingdom of Great Britain and Northern Ireland.

During the meeting, it was emphasized that in its foreign policy, Turkmenistan adheres to the legal status of permanent neutrality, twice recognized by special Resolutions of the UN General Assembly, and carries out broad international cooperation in order to ensure peace, security and sustainable development on the planet.

As is known, in this regard, Turkmenistan has put forward a number of international initiatives aimed at maintaining peace, trust and a culture of dialogue within large authoritative organizations, primarily the UN, which have received widespread support. As for humanitarian policy, the regular sending of international humanitarian aid by Turkmenistan was emphasized.

Taking this opportunity, the head of state thanked the British side for supporting the initiatives put forward by Turkmenistan within the UN General Assembly. In particular, gratitude was expressed for the support of the Resolution “2025 – International Year of Peace and Trust” recently adopted at the initiative of Turkmenistan.

Touching upon the topic of trade and economic relations, the interlocutors noted with satisfaction the dynamics of development of bilateral trade turnover and the established fruitful cooperation in the field of trade.

In order to further expand economic cooperation, according to the parties, it is advisable to use the capabilities of the Turkmen-British Trade and Industrial Council. The oil and gas industry, agriculture and new technologies were identified as promising areas of interaction.

One of the topics of discussion was the issues of climate change and its harmful effects on human life, which occupy an important place on the international agenda.

President Serdar Berdimuhamedov emphasized that Turkmenistan fully supports the proposals of the international community in this direction and is carrying out specific activities in the field of green growth.

The interlocutors also noted the wide opportunities available for developing cooperation in the cultural and humanitarian sphere. In this regard, emphasis was placed on intensifying bilateral cultural dialogue.

They expressed readiness for partnership with the British side in the field of education, in particular in the field of using targeted programs and promoting English language teaching.

At the end of the meeting, President Serdar Berdimuhamedov and British Secretary of State for Foreign, Commonwealth and Development Affairs David Cameron exchanged wishes for good health and success in all endeavors.

The Chairman of the Halk Maslahaty of Turkmenistan met with the executive director of the Eastern Committee of the German Economy

On April 24, 2024, the Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the Executive Director of the Eastern Committee of the German Economy Michael Harms.

The guest expressed gratitude to the National Leader of the Turkmen people for the opportunity to meet personally and, taking the opportunity, conveyed words of greetings from the President of the Federal Republic of Germany Frank-Walter Steinmeier and the Federal Chancellor of the Federal Republic of Germany Olaf Scholz, as well as wishes for peace and prosperity to the Turkmen people.

Thanking for the kind words, the National Leader of the Turkmen people conveyed return greetings and best wishes to the leaders of the Federal Republic of Germany.

Germany is one of the important partners of Turkmenistan in the EU, emphasized Chairman of the Halk Maslahaty, stating that today our countries are carrying out fruitful cooperation in almost all areas of bilateral interaction.

In this context, the National Leader of the Turkmen people especially emphasized that one of the priority areas of bilateral cooperation is the trade and economic sphere. It was noted that Turkmenistan and Germany cooperate very effectively in the medical industry, agriculture, banking sector, as well as transport and communications.

During the meeting, the guest noted the significance of the working visit of Arkadag to the Federal Republic of Germany in September last year. Particular emphasis was also placed on the fruitfulness of the high-level negotiations held in Berlin in the “Central Asia + Germany” format, meetings with the leadership and representatives of the Eastern Committee of the German Economy.

It is also noteworthy that during the visit of the German company Goetzpartners to Turkmenistan at the beginning of this year, a Memorandum was signed promoting the creation of a medical cluster in the city of Arkadag.

During the meeting, Arkadag invited the executive director of the Eastern Committee of the German Economy to make much wider use of the existing potential, in particular in the field of advanced technologies, green energy, construction of inclusive and smart cities, and emphasized the readiness to consider specific proposals from the Committee.

Representatives of the parliament had a meeting with Giorgi Mamrikishvili, the Head of Department for the inspection of Local Self-governance Units’, and Nino Kereselidze, the Head of the International Relations Department.

Giorgi Mamrikishvili introduced the structure and operation of the supervisory authority. He said that the high inspector is elected by the parliament for a five-year term. In his speech, Nino Kereselidze introduced the monitoring agency's work on international cooperation.

Meeting was held with Nino Tsilosani, Deputy Chairperson of the Parliament of Georgia, Chairperson of the Permanent Parliamentary Gender Equality Council

Nino Tsilosani emphasized that it is beneficial for our countries to develop cooperation in the field of transport in modern conditions. He introduced the fact that the openness of Georgia's budget has been recognized at the world level, that local government institutions have been given wide opportunities, and the work being done to ensure gender equality in the country.

Representative of the Mejlis of Turkmenistan focused on the work of the parliament on ensuring gender equality and strengthening its legislative base, as well as the active participation of women in the public and state life of the country.

At the end of the meeting, the parties exchanged views on issues of development of parliamentary cooperation.

Meeting of representatives of the Mejlis of Turkmenistan with the chairman of the Sports Committee of the Parliament of Georgia and the members of the committee was held.

 

During the meeting, the chairman of the committee, Irakli Medzmariashvili, explained about the improvement of the legislative framework of the sports system of the Republic of Georgia, the achievements of the country’s sports sector and the measures that need to be taken for the development of sports in the future. During his speech, he noted that the activities of the esteemed President of Turkmenistan in the development of the sports system are exemplary, and this has an impact on the achievement of high results by Turkmen athletes in sports competitions. Irakli Medzmariashvili emphasized that it would be beneficial to cooperate in the field of sports on the Georgian side, as well as to exchange experience in training athletes.

         Representative of the Mejlis of Turkmenistan introduced the activities implemented in the field of development of the sports system in our country. He expressed that all opportunities are being created for the development of sports in Turkmenistan, that a unique Olympic village was built in the region, and also international sports competitions are regularly held.

Искренне поздравляю с началом работы Международного выездного форума по привлечению иностранных инвестиций в нефтегазовую отрасль Туркменистана. В нынешнем году, который проходит под девизом «Кладезь разума Махтумкули Фраги» и ознаменован тематическими торжествами по случаю 300-летия выдающегося поэта и мыслителя Востока, это выездное мероприятие проводится в столице Франции – городе Париж.

Выражаю благодарность Правительству Французской Республики за предоставление оптимальных условий для организации Международного форума на высоком уровне.

Убеждён, что нынешнее событие станет своего рода катализатором успешного решения задач в оте­чественном нефтегазовом секторе, привлечения в него зарубежного капитала и активизации взаимовыгодного партнёрства в эру Возрождения новой эпохи могущественного государства.

Независимый Туркменистан занимает лидирующую позицию в мировом рейтинге по запасам энергоносителей и стремится задействовать этот колоссальный потенциал в интересах не только своих граждан, но и жителей других регионов. В данной связи мы комплексно предпринимаем целевые и конструктивные меры, которым Международный форум в Париже призван придать более широкий масштаб.

Дамы и господа!

Мы последовательно и планомерно наращиваем потенциал топливно-энергетического сектора, инвестируя в эту сферу значительные средства согласно целям энергетической стратегии государства, что позволяет существенно нарастить отдачу от геологоразведочных работ и увеличить объёмы добычи и переработки нефти и газа.

Для реализации этих целей мы намерены и далее повышать конкурентоспособность выпускаемой комплексом продукции и добиваться её соответствия международным стандартам за счёт улучшения качества, внедрять в производство лучшие научные разработки и передовые технологии, следовать требованиям экологической безо­пасности при освоении углеводородных ресурсов.

Международный выездной форум позволит рассмотреть проблемы освоения месторождений углеводородного сырья, перспективы экспорта «голубого топлива» по газопроводам и приоритеты для инвестиций в геохимическую сферу. Его участники, в частности профильные специа­листы, смогут обсудить создание новых производственных кластеров в нефтегазовой промышленности, электроэнергетике, строительстве и в других индустриальных отраслях, а также предложить соответствующие идеи.

Уважаемые друзья!

Сегодня мы с иностранными компаниями продолжаем освоение месторождений нефти и газа на турк­менском участке Каспийского моря и на суше с целью повышения объёмов их добычи. Данное партнёрство, в которое привлекается зарубежный капитал, носит взаимовыгодный характер, так как осуществляется на основе соглашений о разделе продукции. В перспективе мы намерены масштабировать и активизировать динамику такого сотрудничества, это ключевая цель.

В числе приоритетных задач – освоение газовой кладовой «Galkynyş» и прокладка газопровода Туркменистан–Афганистан–Пакистан–Индия, успешное решение которых позволит значительно диверсифицировать топливно-энергетический комплекс и поддержать региональную энергобезопасность.

В этом контексте мы уделяем особое внимание полноформатному следованию международным стандартам последних лет в области цифровизации производства, внед­рению технологий и технических разработок нового поколения, индустриализации экономики и охране окружающей среды.

Стоит также отметить необходимость продолжить предпринимае­мые в стране комплексные меры по добыче, экспорту и переработке углеводородных ресурсов и снижению выбросов метана промышленными предприятиями.

Существенным прогрессом в этом деле стало присоединение независимого нейтрального Туркменистана к Глобальному метановому обязательству, о чём было официально объявлено на очередной, 28-й Конференции Сторон Рамочной конвенции ООН об изменении климата (COP-28), которая состоялась в декабре 2023 года в городе Дубай Объединённых Арабских Эмиратов.

Meeting of representatives of the Mejlis of Turkmenistan with a member of the Turkmenistan-Georgia parliamentary friendship group was held

On the second day of the working visit of the Parliament of Georgia, representatives of the Parliament had a meeting with Giorgi Tsagareishvili, a member of the Turkmenistan-Georgia parliamentary friendship group. Giorgi Tsagareishvili emphasized that the recent visit of the Speaker of the Parliament of Georgia Shalva Papuashvili to Turkmenistan had a special remark in the development of parliamentary cooperation. It was noted that in 2023, Georgia-Turkmenistan Parliamentary Friendship Group's on a working visit to Turkmenistan was significant in boosting cooperation.

Meeting of representatives of the Mejlis of Turkmenistan with representative of the Committee on Sector Economy and Economic Policy of the Parliament of Georgia

On April 23, 2024, representatives of the Mejlis of Turkmenistan had a meeting with Eka Sepashvili, the First Deputy Chairman of the Sector Economy and Economic Policy Committee of the Parliament of Georgia. During the meeting, Eka Sepashvili spoke about the work of the parliamentary committee on economic issues, as well as the work of Georgia on developing foreign economic cooperation through diversification. It was emphasized that the position of Turkmenistan and Georgia is increasing in the modern conditions in terms of transportation corridors due to their convenient geographical location and as reliable partners.

A representative of the Mejlis of Turkmenistan noted that Turkmenistan, as a permanent neutral state, attaches great importance to the establishment of mutually beneficial international cooperation in the development of the national economy through diversification. It was noted through specific examples that Turkmenistan's initiatives to strengthen the position of transport diplomacy have warm support in the international arena. It was also briefed on the ongoing legislative work to support the economy.

The President of Turkmenistan held a working meeting via a digital system

Today, President Serdar Berdimuhamedov has held a working meeting via a digital system with the participation of Deputy Chairman of the Cabinet of Ministers T.Atahallyev, who is in charge of the agro-industrial complex, and the khyakims of velayats to review the progress of seasonal field work in the country.

The floor was first given to the Akhal Velayat Khyakim R.Hojagulyev, who reported on the pace of agricultural campaigns in the region.

As was reported, cotton sowing continues in agricultural fields in order to grow a bountiful harvest in 2024, for the completion of which high-performance agricultural machinery and equipment are operated at full capacity according to schedule. Vegetative irrigation and inter-row treatment are carried out in the sown areas.

In order to implement the targets set for growing a bountiful grain harvest in the velayat this year, proper care is taken for wheat. Measures are undertaken to supply wheat fields with products manufactured by bio-enterprises in the region, as well as for the production of bio-products necessary for the growing cotton.

The treatment of areas sown to potatoes and other vegetable, watermelon and melon crops continues.

At the same time, in order to successfully fulfill the cocoon production plan, silkworm breeders are doing appropriate work to complete this campaign at the proper level.

The report included information on the construction progress of facilities for various purposes under the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028 and the National Rural Program, scheduled for commissioning this year.

Having heard the report, the head of state emphasized the importance of complying with agro-technical standards during the current seasonal agricultural work, instructing the khyakim to take the necessary measures for organizing cotton sowing at the proper level and its timely completion, as well as to ensure the care for wheat according to the established requirements.

The treatment of wheat fields continues in accordance with agro-technical standards, including vegetative watering and application of mineral fertilizers, as well as care for potatoes and other vegetable, watermelon and melon crops.

The bio-enterprises of the velayat are carrying out comprehensive work on manufacturing a sufficient amount of bio-products for areas under crops.

Along with this, measures are taken to organize the cocoon production season and provide farmers with silkworm eggs.

The khyakim also reported on the construction progress of facilities for various purposes ongoing as part of the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028 and the National Rural Program, scheduled for commissioning this year.

As was reported, cotton is currently sown in the agricultural lands of the velayat. Inter-row treatment and vegetative irrigation are carried out where seedlings have already germinated. Agricultural machinery and equipment are operated effectively.

Mineral fertilizers are applied and vegetative irrigation is carried out in wheat fields.

The bio-enterprises of the region are carrying out comprehensive work on the production of bio-products, which are used in accordance with the agro-technical requirements.

As part of achieving the goals of providing the population with domestic products in abundance, work is carried out in the fields of the velayat to care for potatoes and vegetable, watermelon and melon crops in accordance with the agro-technical requirements.

In order to successfully complete the campaign for the production of silkworm cocoons, according to the established plan, the care for the eggs continues.

In order to grow bountiful harvests and provide them to the population in abundance, potato and other vegetable, watermelon and melon crops are cared for in accordance with the agro-technical requirements.

Silkworm cocoon producers are also currently caring for silkworms.

The report of the khyakim included information on the construction pace of facilities in the velayat to be commissioned this year according to the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028 and the National Rural Program.

The President of Turkmenistan Held a Working Meeting via the Digital System

The velayat also provides appropriate care for wheat fields. The final stage is the preparation of receiving points, elevators, combines and other equipment for the grain harvest. Along with this, farmers are preparing to harvest, transport and store seed wheat.

At the same time, the collection and delivery of cocoons to the state continues.

In addition, it was reported on preparations in the velayat for the “Last Bell” ceremony, as well as on the progress of construction within the framework of the National Rural Program of social and industrial facilities, the commissioning of which is planned for this year.

After listening to the report, President Serdar Berdimuhamedov emphasized the need to prepare at a high level for the grain harvest season, as well as ensure care of cotton fields in accordance with agro-technical requirements, giving specific instructions to the khyakim.

The head of state also ordered to keep under review the quality and timing of construction work in the velayat at facilities for various purposes, which are planned to be put into operation this year in accordance with the socio-economic development programs of the Fatherland.

It was noted that these days, in areas sown with cotton, inter-row cultivation, thinning, weeding and feeding with mineral fertilizers are carried out. Measures are being taken to ensure the efficient use of agricultural machinery and equipment.

Appropriate work continues in the wheat fields. Currently, organized preparations are being carried out for a high-level grain harvesting campaign, as well as for the collection and proper storage of seed grain.

Along with this, silkworm tenants take care of silkworm caterpillars.

Information was also given about preparations for events marking the end of the school year and the “Last Bell” ceremony. In addition, it was reported on the progress of the construction of social and industrial facilities being built within the framework of the National Program of the President of Turkmenistan to transform the social and living conditions of the population of villages, towns, etrap cities and etrap centers for the period until 2028, the commissioning of which is scheduled for this year.

Summarizing the report, President Serdar Berdimuhamedov noted that the grain harvest is approaching, emphasizing the importance of a responsible approach to the upcoming campaign, as well as ensuring proper care of the cotton plant, addressing the khyakim with a number of specific instructions in this regard.

Continuing the report, it was informed on preparations in the velayat for the celebrations on the occasion of the “Last Bell” ceremony, as well as on the progress of construction work on social and industrial facilities being built within the framework of the Country’s Socio-Economic Development Program in 2022–2028 and the National Rural Program and scheduled for commissioning this year.

The care of the wheat fields enters the final stage. Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to review a number of priority issues of public life.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the work to bring the national legislative framework in line with the realities of the time.

Along with this, amendments and addenda are made in legislative instruments in accordance with the requirements of the time, aimed at updating sanitary activities, developing physical education and sports, agricultural crop seeds production, and improving the work of the country’s scientific institutions.

A seminar on modern methods and principles of legislative activity was organized during the period under review for students of the Academy of Civil Service under the President of Turkmenistan with the participation of deputies of the Mejlis.

A separate issue of the report was the practical steps taken to strengthen contacts with international organizations and parliaments of foreign countries. As part of this work, a representative of the Mejlis participated in the International Conference of Parliamentarians held by the United Nations Population Fund in Oslo, the Kingdom of Norway.

In addition, deputies took part in forums and meetings organized by relevant ministries and sectoral departments of the country jointly with UN bodies and other authoritative international agencies.

As was reported, people’s representatives appear at events and in the media in order to explain to the population the priorities of the state policy, the importance of international initiatives that are supported by the world community, as well as the socio-economic transformations ongoing, and legal instruments adopted.

Summing up the information, President Serdar Berdimuhamedov focused on the need for further updating the national legislative system in accordance with the requirements of the modern time. Along with this, the importance of the consistent development of inter-parliamentary relations established with foreign countries was highlighted.

Then Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the practical steps being taken to improve the network of settlement and payment systems of credit institutions and expand the range of digital banking services.

In this regard, the report covered the ongoing work to improve the quality of services provided by banks remotely and increase the volume of non-cash payments by expanding the range of services. Having submitted the proposal of the Joint-Stock Commercial Bank “Rysgal” to put into operation the “Internet-bank” and “Mobil-bank” systems for consideration by the head of state, the deputy prime minister informed about their capabilities.

Summing up the report, President Serdar Berdimuhamedov specified that in order to implement the provisions outlined in the State Program for the Development of the Digital Economy in Turkmenistan for 2021-2025, special importance is attached to increasing the volume of non-cash payments. At the same time, a necessary condition in this respect is the consistent improvement of payment systems and the regular expansion of the types of digital banking services.

Having approved the proposal, the head of state instructed the deputy prime minister to carry out appropriate work to introduce modern banking service systems of the “Rysgal” Joint-Stock Commercial Bank intended for individuals.

Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work ongoing to upgrade the facilities for accepting, storing and shipping liquefied gas produced by the State Concern “Türkmengaz”.

As was reported, in order to ensure a reliable supply of the required quantities of petroleum products, the State Concern is taking effective measures to reconstruct the relevant facilities. The uninterrupted provision of these facilities with appropriate material and technical means currently contributes to increasing the efficiency of their production activities. In this context, specific proposals were presented.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of the production of liquefied gas in the country and its reliable transportation to international markets.

In this regard, it is necessary to improve the facilities for accepting, storing and shipping this type of fuel, the head of state said, and, having approved the proposals presented, instructed the deputy prime minister to carry out the appropriate work.

Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the state of affairs in the sector under his supervision, as well as on the progress of seasonal agricultural work in the velayats of the country.

The report included information that at present, in the midst of cotton sowing, inter-row cultivation is carried out in the areas where seedlings have germinated. Tenant farmers are carrying out mineral fertilizers application and vegetative irrigation works in the wheat fields, and enterprises, grain collection points and elevators are prepared for the upcoming harvest.

The report also covered steps being taken to care for silkworms in order to successfully complete the cocoon production season. Along with this, spring crops are planted and cared for, and efforts are made to rationally and efficiently use water resources, and clean irrigation canals and drainage networks.

It was reported that appropriate preparatory work is underway throughout the country to organize high-level celebrations on the occasion of the National Holiday of Turkmen Horse.

Summing up the report, President Serdar Berdimuhamedov ordered to keep under strict control the care for germinating cotton seedlings, including proper inter-row cultivation.

Along with this, pointing out the need to comply with agro-technical standards when caring for wheat, the head of state emphasized the importance of preparation for the harvest season beforehand.

Emphasizing the importance of providing appropriate care for silkworms, as well as the implementation of appropriate measures to improve the water supply of agricultural lands, rational and careful use of water resources, President Serdar Berdimuhamedov gave specific instructions to the deputy prime minister.

Then Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the steps being taken to ensure the uninterrupted operation of enterprises under the State Concern “Türkmenhimiýa”.

Thus, to increase the production capacity of the “Marykarbamid plant, the necessary work is carried out to establish a regular supply of the necessary raw materials and chemicals, spare parts and equipment, as well as maintenance and repair in accordance with the required standards.

Following the instructions of the head of state with regard to the direct contacts with foreign manufacturing companies in order to bring the plant to its designed capacity, it is considered advisable to establish cooperation with the Japanese Company “Kawasaki Heavy Industries Ltd”. In this context, a relevant proposal was submitted to the President of Turkmenistan for consideration.

Having heard the report, Head of State Serdar Berdimuhamedov supported the proposal to establish direct contacts with “Kawasaki Heavy Industries Ltd.” in order to ensure uninterrupted operation of the “Marykarbamid” plant of the State Concern “Türkmenhimiýa” and regular supplies of raw materials and chemicals used in production in accordance with technological standards, instructing the deputy prime minister to take appropriate measures.

Further, Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on improving the activities of structural divisions and carpet enterprises of the State Association “Türkmenhaly”, and work to widely popularize the hand-made carpet weaving art.

According to the deputy prime minister, in order to preserve original examples of ancient carpets, the production infrastructure of the industry is upgraded. Artistic carpet weaving enterprises are put into operation, where all conditions are created for fruitful work and comfortable rest for carpet weavers.

The report included information was on the work in progress to further expand the range of carpet products, preserve the national flavor, meet the demand for them in the domestic and foreign markets, and strengthen the material and technical base of the industry in accordance with modern requirements.

Summing up the report, President Serdar Berdimuhamedov emphasized that the state pays special attention to the development of the famous carpet weaving art of our people, and great efforts are made to improve and popularize it in the world. In this context, it is necessary to upgrade the work of artistic carpet weaving enterprises of the State Association “Türkmenhaly”, the President of Turkmenistan indicated, giving instructions to the deputy prime minister in this regard.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on preparations for high-level events to celebrate the 33rd anniversary of the Homeland’s independence.

In this context, a draft Decree on the proper organization of upcoming celebrations in the occasion of the significant date in the national calendar was submitted to the President of Turkmenistan for consideration.

Having heard the report, Head of State Serdar Berdimuhamedov signed the presented Decree on ensuring proper preparation for state events scheduled on the occasion of the 33rd anniversary of the Independence of Turkmenistan, and conducting them at a high level, and sent it via a digital system to the deputy prime minister along with a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on preparations for the celebration of the 79th anniversary of Victory in the Great Patriotic War of 1941-1945, on the occasion of which valuable gifts will be presented to veterans on behalf of President Serdar Berdimuhamedov.

As was emphasized, Victory Day is widely celebrated in Turkmenistan with a special sense of pride. Our state takes comprehensive care of war veterans who have defended the peaceful and happy lives of future generations in the battle, as well as making efforts to protect and restore their health.

Every day of the year “The Fount of Wisdom of Magtymguly Pyragy” is full of events of national and international significance. Important socio-political and cultural events are to be held on the occasion of Victory Day.

According to the established tradition, paying tribute to the courage and heroism of GPW veterans and the hard work of gray-haired mothers who worked during the war, they will be presented on Victory Day, on behalf of the President of Turkmenistan, with cash and valuable gifts in a solemn manner.

On behalf of the participants in the Great Patriotic War of 1941-1945, sincere gratitude was expressed to the National Leader of the Turkmen people, our Hero Arkadag, and the head of state for the constant care and support of the older generation.

Summing up the report, President Serdar Berdimuhamedov highlighted that all conditions are created in our country for war and labor veterans who have demonstrated a vivid example of heroism and hard work, and are now instilling high qualities in the younger generation such as patriotism, dedication and courage.

In this regard, on the occasion of the 79th anniversary of the Victory in the Great Patriotic War of 1941-1945, the head of state instructed to present valuable gifts to war veterans and mothers who worked in our country during the war, ordering to carry out all planned events at a high organizational level.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of a working visit of the Foreign Ministry delegation to the Republic of Uzbekistan on April 15-16.

As was reported, Turkmenistan actively participates in multilateral events, including meetings in the “Central Asia+” format as part of implementing the international initiatives of the head of state.

During the visit, the delegation of our country took participation in the Second Ministerial Meeting of the Strategic Dialogue “Central Asia - Cooperation Council for the Arab States of the Gulf (GCC)”. Along with this, consultations were held in Tashkent at the level of the foreign ministries of Turkmenistan and the Republic of Uzbekistan.

As part of the above-mentioned multilateral meeting, an exchange of views took place on important issues on the international and regional agenda, including those related to Afghanistan, and the positions of the parties in these areas were manifested. Joint actions to develop interregional cooperation in trade, economic and investment areas, as well as climate change and environmental protection were also the topics of an interested discussion. At the same time, attention was paid to the issue of stepping up relations in the fields of culture, education and science.

The progress in the implementation of the “Joint Action Plan for Strategic Communication and Cooperation for 2023-2027” was also analyzed. Following the outcomes of the forum, a Joint Statement was adopted.

The speeches of the Turkmen party put forward positions and proposals to strengthen constructive diverse partnership, based on the initiatives of President Serdar Berdimuhamedov, offered at the GCC-Central Asia Summit held in Jeddah (The Kingdom of Saudi Arabia) in July last year.

Thus, in order to conduct inter-ministerial consultations on key issues of interest to the two regions, it is proposed to create a permanent mechanism, a Meeting of the Ministers of Foreign Affairs of the Central Asian States and the GCC.

Taking into account the wide opportunities for cooperation in such sectors of the economy as fuel and energy, the processing and textile industries, construction and shipbuilding, the appropriateness of implementing the proposal of the head of state on the creation of a Business Council was stressed.

The importance of Turkmenistan’s proposal on transport connectivity, put forward at the World Government Summit in Dubai (United Arab Emirates) in February this year, was also emphasized. In particular, it is proposed to combine efforts in order to implement the initiative to create an Alliance for Cooperation in the field of global energy security and sustainable development and a Global Atlas of Sustainable Transport Connectivity.

In the context of climate and environmental issues, the appropriateness of establishing effective cooperation between national Governments and specialized United Nations bodies in this area, and setting up permanent institutions of international organizations in our countries was pointed out. In this aspect, the relevance and validity of Turkmenistan’s initiative to open a Regional Center for Technologies related to climate change in Central Asia was highlighted.

The Turkmen party also proposed to create a “Dialogue of Cultures” between Central Asia and the GCC, which will give an effective impetus to the expansion of fruitful cooperation in the humanitarian and cultural field.

In addition, a proposal was made to shape a strong legal framework for partnership between the Central Asian countries and the GCC member states. In this regard, the need to develop new documents for the implementation of the above-mentioned Joint Action Plan was specified.

During the visit, the delegation of Turkmenistan also met with the President of the Republic of Uzbekistan. During the constructive exchange of views on priority issues of traditionally friendly, good-neighborly interstate relations, the importance of regular mutual visits at the highest level was emphasized. As was reported, in order to widely celebrate the 300th anniversary of the birth of great Turkmen poet and thinker Magtymguly Pyragy, pursuant to a special Decree adopted by the President of Uzbekistan, a film will be shot, a theatrical production will be performed, and a set of events dedicated to the significant date will be organized in the neighboring country.

At the same time, Turkmen-Uzbek inter-ministerial consultations were held in Tashkent. A concerned exchange of views took place on the condition and prospects of bilateral cooperation, as well as topical aspects on the regional and international agenda. It was pointed out that inter-parliamentary contacts are a great contribution to the development of interstate dialogue. In this regard, the appropriateness of organizing regular mutual visits in this field and meetings of inter-parliamentary Friendship Groups was stressed.

Emphasis was also placed on a solid experience that was gained in partnership through international organizations. An agreement has been reached to expand joint actions in this field. At the same time, the importance of multilateral cooperation was pointed out in order to ensure stability and security in the region. In particular, emphasis was placed on the importance of Consultative Meetings of the heads of Central Asian states and negotiations within the CA+ format.

The main topic of the consultations was cooperation in the economic sectors. During the meeting, the possibilities of increasing productive cooperation in various industries, as well as between representatives of the private sector of the two countries, were discussed. Special attention was paid to the implementation of previously reached agreements. In this context, the issue of holding a regular meeting of the Intergovernmental Turkmen-Uzbek Commission was considered. The expediency of organizing a regular meeting of the Turkmen-Uzbek Business Council was also pointed out.

At the same time, emphasis was placed on the strengthening of work related to the construction of a shopping center and the commissioning of joint trading houses in border trade zones. There was also an exchange of views on cooperation in the field of water management.

It was highlighted that traditional cooperation in the cultural and humanitarian fields is an integral component of Turkmen-Uzbek relations. At the same time, the importance of events organized in Turkmenistan and Uzbekistan on the occasion of the 300th anniversary of the birth of outstanding artist in words and thinker of the East Magtymguly Pyragy was emphasized.

Summing up the report, President Serdar Berdimuhamedov specified that strengthening comprehensive friendly and fraternal relations with the countries of Central Asia and the Arab states of the Gulf is one of the priorities of the foreign policy strategy of the Homeland. The sustainable development of our country is closely linked to the expansion of fruitful interstate and interregional cooperation.

In this context, focusing on the importance of further strengthening mutually beneficial partnership with the Central Asian countries and the Arab states of the Gulf, the President of Turkmenistan gave the deputy prime minister, the head of Foreign Ministry relevant instructions.

Then Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the work carried out by the “Turkmenaragatnaşyk” Agency as part of the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028” to develop the transport and communication complex.

In this regard, the report covered the preparation of a draft project of the administrative building of the Communications Center to be constructed in the city of Turkmenbashy, Balkan Velayat, and the adjacent territory improvement.

Having heard the report, President Serdar Berdimuhamedov highlighted that great importance is attached to strengthening the material and technical resources of the country’s transport and communications complex and creating comfortable working conditions for workers in this industry.

Stressing that the effective development of the communications sector will contribute to upgrading high-quality specialized services provided, the head of state instructed the Agency to continue relevant work in this area.

Information was also provided on the outcomes of the XXXVIII meeting of the Conference of the Heads and Responsible Representatives of Railway Transport Enterprises of the member States of the Organization for Cooperation between Railways (OCR), held in the Turkmen capital on April 15-19.

The meeting agenda included the results of activities of specialized commissions and permanent working groups of the Organization in 2023, the development of a draft OCR Development Strategy and other issues. The prospects for the development of transport and transit corridors using railways and an increase in freight traffic in the region were also discussed. A number of bilateral meetings were held as part of the forum.

As was reported, this is of great importance for building up and fulfilling the transport potential of Turkmenistan, which is one of the OCR active members.

During the forum, the issue of the Declaration to be adopted following the meeting of the Conference of the Heads and Responsible Representatives of Railway Transport Enterprises of the member states of the Organization for Cooperation of Railways was also discussed.

Summing up the report, President Serdar Berdimuhamedov said that great importance is attached to the development of international transport corridors in our country. Stressing the high organizational level of the meeting of the Conference of the Heads and Responsible Representatives of Railway Transport Enterprises of OCR member states, the head of state stressed the importance of the Ashgabat Declaration adopted following the forum.

Specifying that cooperation with OCR will be continued in the future, the President of Turkmenistan instructed to convey, on his behalf, words of appreciation to the forum participants.

A number of other issues of public activity were discussed at the meeting, on which appropriate decisions were taken.

Concluding the meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished the participants sound health, family wellbeing and great success in their work for the prosperity of the sovereign Homeland.
