On February 21-24, 2024, representatives of the Mejlis of Turkmenistan took part in the 14th session of the Asian Parliamentary Assembly, held in the city of Baku, Republic of Azerbaijan.

The 14th session of the Asian Parliamentary Assembly titled «Development of regional cooperation for sustainable development in Asia».

 

During the meeting, was emphasized the importance of making a contribution to the protection of the fundamental principles of human rights and democratic values, as well as the importance of implementing the norms and principles of international law.

Meeting of the President of Turkmenistan with the Vice-President, Deputy Prime Minister of the UAE

On February 21, 2024, the President of Turkmenistan Serdar Berdimuhamedov met with the Vice-President, Deputy Prime Minister of the United Arab Emirates, Minister of Presidential Affairs of the United Arab Emirates Sheikh Mansour bin Zayed Al Nahyan.

Sheikh Mansour bin Zayed Al Nahyan conveyed greetings to the head of state from the President of the United Arab Emirates Sheikh Mohammed bin Zayed Al Nahyan and from the Vice President of the UAE, Prime Minister, Minister of Defense, Ruler of the Emirate of Dubai Sheikh Mohammed bin Rashid Al Maktoum.

Having conveyed return greetings and best wishes to the top leadership of the UAE, the President of Turkmenistan emphasized that our countries have many years of experience and solid potential for interaction.

Continuing the meeting, an exchange of views took place on key areas of cooperation, demonstrating positive dynamics. It was noted that contacts at the highest level play a special role in strengthening Turkmen-Emirati relations.

At the same time, the humanitarian sphere is an integral component of Turkmen-Emirati relations, where active interaction in science, education, culture and sports was noted.

Meeting of the National Leader of the Turkmen people with the Vice President, Deputy Prime Minister of UAE

On February 21, 2024, a meeting was held between the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and the Vice President, Deputy Prime Minister, Minister of Presidential Affairs of the United Arab Emirates Sheikh Mansour bin Zayed Al Nahyan.

Expressing gratitude for the hospitality, the guest conveyed greetings from the President of the United Arab Emirates Sheikh Mohammed bin Zayed Al Nahyan, as well as from the Vice President of the UAE, Prime Minister, Minister of Defense, Ruler of the Emirate of Dubai Sheikh Mohammed bin Rashid Al Maktoum.

Chairman of the Halk Maslakhaty in his turn addressed the leadership of the friendly country with his best wishes in return, emphasizing that Turkmenistan is interested in deepening a multifaceted partnership with the states of the Middle East, primarily with the UAE.

Sheikh Mansour bin Zayed Al Nahyan noted the significance of the visit of the National Leader of the Turkmen people to the UAE in January of this year. In this context, it was emphasized that the agreements reached during the meetings and negotiations then gave new impetus to Turkmen-Emirati cooperation.

Meeting between the Chairman of the Mejlis of Turkmenistan and the Chief Cabinet Secretary of Japan

 

On February 21, 2024, Chairperson of the Mejlis of Turkmenistan Dunyagozel Gulmanova met with Chief Cabinet Secretary of Japan Yoshimasa Hayashi.

During the meeting, the parties discussed issues related to the interparliamentary relations and cooperation between Turkmenistan and Japan across various domains including politics, economy, trade, culture, and the humanitarian sphere.

Chairperson of the Mejlis of Turkmenistan, Dunyagozel Gulmanova, emphasized that Turkmenistan’s state policy places significant emphasis on the continual advancement of international cooperation based on the principles of mutually beneficial partnership with countries worldwide, in particular with Japan.

Furthermore, it was emphasized that cooperation between Turkmenistan and Japan is thriving within the structures of international and regional organizations. In this context, particular focus was given to the "Central Asia + Japan" Dialogue. 

During the meeting, the parties exchanged views on bilateral trade and economic relations and noted the need to continue working on promising projects, taking into account the implementation of large-scale and long-term programs in Turkmenistan with the participation of Japanese companies.

The meeting also highlighted the broadening of cultural and humanitarian cooperation between Turkmenistan and Japan. In this context, the significance of providing instruction in Turkmen and Japanese languages at higher educational institutions in both countries was underscored.

The Chief Cabinet Secretary of Japan, Yoshimasa Hayashi, emphasized that the National Leader of the Turkmen People, the Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, gave a high and positive assessment of the Turkmen-Japanese cooperation in the chapter entitled “A Good Person is Not Forgotten” from his book “Continuation of the Meaning of My Life”.

The Chief Cabinet Secretary of Japan also emphasized the significance of further development and deepening of this fruitful cooperation. In this regard, he expressed gratitude to the esteemed President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, for their attention to the Turkmen-Japanese partnership.

Meeting of the Chairperson of the Mejlis of Turkmenistan with the Secretary General of the japanese-turkmen inter-parliamentary friendship group, member of the House of Councilors of the Parliament of Japan, Mr. Shimpei Matsushita.

On February 21, Chairman of the Mejlis of Turkmenistan D. Gulmanova held a meeting with the parliament members of Japan headed by Secretary General of the Japan-Turkmen inter-parliamentary friendship group Shimpei Matsushita, a member of the House of Councillors of Japan.

During the meeting, the sides stressed the important role of parliamentary cooperation in the relations of the two friendly countries in various spheres.

The activities of the turkmen-japanese inter-parliamentary friendship group plays an important role in the development of this cooperation.

The sides exchanged views on improving the work of parliamentary friendship groups on a bilateral basis, establishing ties between committees of the same direction, organising visits of delegations to each other.

At the end of the meeting, the leaders and members of the japan-turkmen inter-parliamentary friendship group were invited to take part in the events held in Turkmenistan on the occasion of the 300th anniversary of the birth of thinker and poet of the Turkmen people Magtymguly Fraghi.

President of Turkmenistan accepted the credentials from the Indian Ambassador

On February 20, 2024, President Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of India to Turkmenistan Madhumita Hazarika Bhagat.

The diplomat presented her credentials to the head of state and conveyed cordial greetings from the President of the Republic of India Draupadi Murmu and the Prime Minister of the country Narendra Modi, who addressed the best wishes to all the Turkmen people.

The President of Turkmenistan congratulated the Ambassador on her appointment and wished her success in the diplomatic mission.

Addressing return greetings to the top leadership of India, the head of Turkmenistan noted the dynamic, progressive nature of the bilateral partnership, which has deep historical roots.It was emphasized that India is one of the important partners of Turkmenistan in South Asia.

It was ascertained that Turkmenistan and India are productively cooperating in the trade and economic sphere, including in such industries as the fuel-energy and transport-industrial cooperation, the textile industry, agriculture and other industries. In this context was noted the importance of implementation of the “Turkmenistan-Afghanistan-Pakistan-India” (TAPI) gas pipeline project.

The parties also expressed their readiness to expand cooperation in the fields of science, education and culture.

The President of Turkmenistan held a working meeting via a digital system

Today, President Serdar Berdimuhamedov held a working meeting via a digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who is in charge of the agro-industrial complex, and the khyakims of velayats to review the progress of agricultural work in the country.

The word was first given to Akhal Velayat Khyakim R. Hojagulyev, who reported on the pace of agricultural campaigns in the region.

As was reported, these days, wheat care, land plowing and planning for cotton sowing continue in accordance with agro-technical standards.

The preparation of agricultural machinery and equipment for the spring season, as well as high-quality seeds for the timely supply of cotton growers is at the finishing stage. The necessary measures are taken to prepare for planting potatoes, onions and other vegetable, watermelon and melon crops within the agro-technical time frame.

Along with this, irrigation and collector-drainage systems are cleaned to improve the land reclamation condition.

The report included information on the work in progress to maintain the trouble-free operation of heating systems at residential buildings, schools and kindergartens, as well as energy, gas and water supplies.

Having heard the report, President of Turkmenistan Serdar Berdimuhamedov emphasized the importance of conducting seasonal agricultural campaigns at the proper level, instructing the khyakim to ensure the compliance with agro-technical standards when treating fields sown to wheat and proper preparation for the spring sowing of cotton, vegetable, watermelon and melon crops.

Then Balkan Velayat Khyakim H. Ashyrmyradov reported on the progress of agricultural work in the region.

As was reported, the planning of lands allocated for cotton, the preparation of agricultural machinery and equipment to be operated in the upcoming sowing season, and high-quality seeds adapted to the soil and climatic conditions of the region are currently ongoing.

Treatment is carried out in the wheat fields of the velayat taking into account agro-technical standards.

At the same time, appropriate steps are taken to complete the sowing of potatoes, onions and other vegetable, watermelon and melon crops in accordance with agro-technical standards.

Measures are taken to clean irrigation canals and drainage networks and surroundings of areas under crops.

In view of the ongoing winter season, the khyakim reported on the work to maintain the trouble-free supply of residential buildings and social facilities with heat, electricity, natural gas and drinking water.

Summing up the report, the head of state emphasized the importance of ensuring the high quality of agricultural work ongoing these days, instructing the governor of the region to keep under constant control the compliance with the agro-technical requirements when treating wheat fields, preparing land and high-quality seeds for sowing cotton, as well as for planting vegetable, watermelon and melon crops.

The working meeting via a digital system was continued with a report from Dashoguz Velayat Khyakim S. Soltanmyradov on the progress of agricultural work in the region.

As was reported, mineral fertilizers are applied to the lands sown to wheat in accordance with agro-technical standards. Plowing has been fully completed as part of preparing the areas for the cotton sowing, and land leveling and planning, and soil washing operations are currently underway.

The report also covered the preparation of agricultural machinery and equipment for the spring season, providing cotton growers with high-quality seeds adapted to the natural and climatic conditions of the region.

At the same time, the plowing of lands allocated for potatoes, onions and other crops had been completed in the velayat, and vegetation irrigation and seeds stocking are carried out.

Cleaning of irrigation canals and drainage networks and surroundings of areas under crops continues in the agricultural lands of the velayat.

In accordance with the instructions of the President of Turkmenistan, the proper operation of heating systems at residential buildings, schools, kindergartens, as well as the trouble-free supply of electricity, natural gas and drinking water to the population are under constant control.

Summing up the report, the head of state emphasized that in order to grow and gather a bountiful harvest, all agricultural work must be carried out taking into account agro-technical standards. In this regard, the khyakim was instructed to ensure proper care for wheat and preparation for sowing cotton within agro-technical terms, as well as supply farmers with high-quality seeds of cotton, vegetable watermelon and melon crops.

Then, Lebap Velayat Khyakim Sh. Amangeldiev reported on the progress of seasonal agricultural work in the eastern region of the country.

As was reported, land planning, irrigation and application of mineral fertilizers are under way in order to prepare for sowing cotton, as well as provision of tenants with high-quality seeds adapted to the soil and climatic conditions of the region, and the repair of machinery and equipment.

Fields sown to wheat are treated according to agro-technical standards.

Along with this, the necessary measures are taken to organize the spring sowing of potatoes, onions and other vegetable, watermelon and melon crops within the agro-technical deadlines, as well as to improve the reclamation condition of agricultural lands, clean irrigation canals, drainage networks, and surroundings of areas under crops.

The report included information on the proper operation of the heating systems of residential buildings, schools and kindergartens, the trouble-free supply of electricity, natural gas and drinking water to the population during these winter days.

Having heard the report, President Serdar Berdimuhamedov specified the seasonal agricultural campaigns conducted at a high level as the key to a future bountiful harvest, instructing the khyakim to keep under constant control the care for wheat, the compliance with agro-technical standards when treating areas allocated for cotton, the provision of selected seeds to farmers, and the preparations for sowing vegetable, watermelon and melon crops.

Then Mary Velayat Khyakim B. Orazov reported on the progress of agricultural work.

As was reported, wheat care is currently continuing in accordance with agro-technical standards.

At the same time, in order to prepare fields for the spring cotton sowing, land is leveled, mineral fertilizers are applied, and machinery and equipment to be operated in the upcoming work are prepared. Farmers are provided with selected seeds adapted to the soil and climatic conditions of the velayat.

Fields and seeds are being prepared, machinery and equipment are repaired for the organized start of sowing potatoes, onions and other vegetable, watermelon and melon crops and completing it within the agro-technical time frame.

In addition, appropriate measures are taken to clean irrigation canals and drainage networks and surroundings of areas under crops.

The governor of the velayat also informed about keeping constant control, in accordance with the instructions of the President of Turkmenistan, over the trouble-free operation of the heating systems at residential buildings, schools, kindergartens, and over the provision of electricity, natural gas and drinking water to the population.

Summing up the report and emphasizing the importance of high-quality conduct of seasonal agricultural activities, President Serdar Berdimuhamedov ordered to keep under control the compliance with agro-technical standards when treating wheat fields, areas for cotton, providing selected seeds adapted to the soil and climatic conditions of the region, as well as completing sowing vegetable, watermelon and melon crops within the agro-technical terms.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who supervises the agro-industrial complex, reported on the progress of agricultural campaigns in the country.

As was reported, in order to fulfill the Decree of the President of Turkmenistan “On growing a bountiful wheat harvest in Turkmenistan in 2024” and strengthening food abundance, wheat is cared for taking into account agro-technical requirements.

Preparations for sowing continue in the areas allocated for cotton.

Measures are taken to provide farmers with high-quality seeds. In particular, seeds are stocked at cotton ginning enterprises. Agricultural machinery and equipment are repaired and prepared for the season.

The report also covered measures being taken to carry out and complete the planting of potatoes, onions and other fruit and vegetable crops on time in accordance with agro-technical standards.

Having heard the report and emphasizing the importance of the challenges facing the agro-industrial complex, President Serdar Berdimuhamedov instructed the deputy prime minister to keep the focus on preparing for the upcoming sowing in the areas allocated for cotton and providing high-quality seeds, meeting agro-technical deadlines and standards when caring for wheat, organized completion of planting potatoes and other vegetable, watermelon and melon crops, as well as supplying farmers with high-quality seeds.

Addressing the governors of velayats, the head of state ordered to keep under strict control the implementation at a high quality level and on time of the work planned for 2024 under the Program for the Socio-Economic Development of the Country in 2022–2028 and the National Rural Program.

The President of Turkmenistan also instructed to keep under control the trouble-free operation of heating systems at social facilities and the provision of electricity, natural gas and drinking water to the population.

Concluding the working meeting via a digital system, President Serdar Berdimuhamedov wished the participants sound health and success in completing their duties.

AMBASSADOR OF THE UNITED STATES OF MEXICO PRESENTED CREDENTIALS

On February 19, 2024 the Chairperson of the Mejlis of Turkmenistan  D.Gulmanova accepted credentials from the Ambassador Extraordinary and Plenipotentiary of  the United States of Mexico to Turkmenistan Jose Luis Martinez Hernandez.

On behalf of the President of Turkmenistan Serdar Berdimuhamedov, the head of the national parliament congratulated the Ambassador on his appointment to a high diplomatic post, wishing him success in his noble mission to strengthen friendly relations and fruitful partnership between the two countries.

Also, the Chairperson of the Mejlis of Turkmenistan introduced the Ambassador with the structure of the Turkmen parliament and its multifaceted work. In this regard, in the future, parliamentary relations expressed their readiness to intensify cooperation within the framework of international parliamentary structures.

At the end of the meeting Jose Luis Martinez Hernandez, Ambassador Extraordinary and Plenipotentiary of the United States of Mexico to Turkmenistan, assured that he would make every effort to further deepen multifaceted and effective cooperation that fully meets consistent with the interests of both countries.

В Меджлисе Туркменистана состоялось совещание, посвящённое результатам деятельности за январь месяц текущего года

 

На совещании, проведённом в Меджлисе Туркменистана, подведены итоги деятельности, осуществлённой в январе года «Кладезь разума Махтумкули Фраги», и обсуждены задачи, намеченные  в области совершенствования законодательства.

На совещании отмечалось, что в результате оказываемого содействия Аркадаглы Героем Сердаром, Председателем Халк Маслахаты Туркменистана Героем Аркадагом и создаваемых возможностей Меджлису Туркменистана за отчётный период последовательно осуществлялась деятельность, направленная на совершенствование законодательной базы государства. В рабочих группах, созданных в Меджлисе Туркменистана, при участии представителей соответствующих министерств и ведомств продолжалась работа по законодательному обеспечению в различных напрвлениях как в поличической, экономической и культурной жизни страны, а также связанными с вопросами повышения жизненного уровня народа. Также обращалось особое внимание задачам, вытекающим из «Программы социально-экономического развития Туркменистана и инвестиций в 2024 году». 

Выступавщие на совещании подчеркнули, что  наряду с законодательной деятельностью депутаты Меджлиса участвуют  в своих избирательных округах при рассмотрении соответствующих вопросов, касающихся интересов граждан в местных органах государственной власти и органах местного самоуправления, выступают по вопросам депутатской деятельности в средствах массовой информации, изучая общественное мнение и запросы населения, оказывают содействия в выполнени намеченных задач.

Выступавщие отмечая важную роль в многогранной деятельности Меджлиса Туркменистана в вопросах международных отношений обращали внимание на совершенствование отношений, налаженных с международными организациями и парламентами иностранных государств, и вопросовам межпарламентского сотрудничества. А также с целью проведения на высоком уровне международных мероприятий, предусмотренные в плане Меджлиса на 2024 год, были обсуждены задачи стоящие в этом направлении. 

В ходе совещания определены предстоящие задачи по разъяснению населению внутренней и внешней политики нашего государства, содержания национального законодательства, изучению и пропаганде культурного наследия Махтумкули Фраги. 

В завершении совещания депутаты заверили уважаемого Президента Аркадаглы Героя Сердара, Героя-Аркадага, что приложат все усилия для совершенствования и модернизации национального законодательства в соответствии с требованиями времени.

Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to consider the results of work in sectors of the national economy in January this year, as well as some topical issues of state activity.

The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the results of work done over the first month of this year.

As was reported, since the beginning of the year, draft laws have been prepared intended to update the civil law relations in accordance with world practice, as well as those related to issues of energy saving and efficient consumption, and hydrometeorological activities. At the same time, work was continued to introduce new regulations into the Family and Civil Procedure Codes in order to strengthen and preserve family ties and values, and improve the judicial review of cases on these issues. The provisions of a number of existing laws are brought into line with the requirements of the time.

In addition, practical steps are taken to increase cooperation with the parliaments of foreign countries and international organizations. Thus, during the indicated period, 4 meetings were held, including on the instructions of the President of Turkmenistan, and a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to our country.

Along with this, the Mejlis deputies took participation in 7 seminars on improving legislative activity and promoting the implementation of government programs, organized by the relevant institutions of our country jointly with UN bodies and other authoritative international organizations.

The report also covered the participation of the Mejlis deputies in events to explain to the general public the main aspects of the domestic and foreign policy of the independent Homeland, the national legislation, the socio-political significance of the motto of 2024, and to popularize the literary heritage of outstanding Turkmen poet Magtymguly Fragi.

Summing up the information presented, President Serdar Berdimuhamedov noted that work must be further carried on to improve the country’s legislation in accordance with the requirements of the time. New legal regulations must contribute to progressive development of Turkmenistan, the successful implementation of adopted programs and the consistent improvement of living conditions of the people, the head of state said.

At the first meeting of the heads of Parliaments of the member countries of the Group of friends of Neutrality titled «The role of parliamentary cooperation in strengthening peace and dialogue»

I would like to emphasize that the Inter-parliamentary forum was organized by the Turkmen side at the highest level, this is especially necessary in the current geopolitical conditions.

We highly appreciate the established friendly relations between Russia and Turkmenistan in all areas, including in the field of parliamentary cooperation. Over the past years, we have become convinced of the great role of the Group of Friends of Neutrality as an effective platform for multilateral dialogue in preventing conflicts, eliminating their causes and results. We are witnessing that Turkmenistan has been committed to the principles of neutrality for almost 30 years, is always ready to share its experience in conducting a positive foreign policy and is strengthening friendly relations based on mutual respect with all states of the world. We support the country's friendly initiatives in developing inter-parliamentary dialogue.

The State Duma of our country attaches great importance to inter-parliamentary relations with all countries. Thus, the International forums «Development of Parliamentarism» organized at the initiative of the State Duma in 2018 and 2019 in Moscow, became a good platform for strengthening relations in this direction and discussing general issues. We spoke at them about the opportunities and challenges of parliamentary diplomacy in modern conditions.

We are confident that today’s meeting will make a great contribution to strengthening friendly, benevolent relations and will raise inter-parliamentary cooperation to a qualitatively new level.

At the first meeting of the heads of Parliaments of the member countries of the Group of friends of Neutrality titled «The role of parliamentary cooperation in strengthening peace and dialogue»

— We express our gratitude to the Turkmen side for the initiative to establish a new dialogue platform “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue” between the Parliaments of the participating countries of the Group of Friends of Neutrality. The Kyrgyz Republic supported the initiative of Turkmenistan at the 77th session of the UN General Assembly to declare 2023 the “International Year of Dialogue as a Guarantee of Peace” and became its co-author. The support and adoption of the Resolution on this is an additional confirmation of the commitment of all UN member states to strengthening the traditions of the peoples of the world, based on peace and mutual trust.

I would like to emphasize the commitment of the Kyrgyz Republic to the generally recognized principles of international law. Today, in an era when the world is faced with various conflicts, establishing and maintaining dialogue is becoming increasingly necessary. Here parliamentary activity as one of the main forms of representation of the people, plays an important role. This contributes to the development of democracy and the principles of the rule of law.

Indeed, parliamentary diplomacy is one of the effective tools for the development of interstate relations. For regular cooperation between parliaments of different countries is significant in strengthening a sustainable international community.

At the first meeting of the heads of Parliaments of the member countries of the Group of friends of Neutrality titled «The role of parliamentary cooperation in strengthening peace and dialogue»

Today we held the first international meeting organized at the parliamentary level by the Group of Friends of Neutrality, established at the initiative of Turkmenistan. This meeting is a continuation of the first conference for ambassadors and ministers. We exchanged views and shared experiences during the first meeting of the heads of Parliaments of the member countries of the Group of Friends of Neutrality “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue.

We in the State of Qatar strive to promote peace and understanding through constructive dialogue among civilizations, cultures and religions, and through the promotion of the values ​​of tolerance and cooperation. To this end, the State of Qatar has established national organizations dedicated to promoting a culture of peace, promoting dialogue and other activities, and condemning and eliminating violence and extremism at the national, regional and international levels.

These include various international events to strengthen relations between peoples, cultural and social exchanges, including sports competitions. These goals were achieved during the FIFA World Cup in Qatar and the Asian Football Championship, which finished in the first ten days of this month.

We will be able to achieve our goals for the implementation of all issues related to the consolidation of peace, our activities and legislative tasks through cooperation at various inter-parliamentary platforms.

— I am confident that the first meeting of the heads of Parliaments of the member countris of the Group of Friends of Neutrality “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue,” held at the initiative of Turkmenistan, will further strengthen relations between the legislative structures of the countries of the Central Asian region.

Turkmenistan has made a historical turn in the modern world in commemoration of the principles of positive neutrality. The experience achieved by the country in this direction since acquiring the status of Neutrality is exemplary. The authority of the Turkmen state, which managed to attract the attention of the international community with its diplomatic principles “Peace through development”, “Dialogue is a guarantee of peace” is increasingly growing. At the initiative of the country, important steps have been taken in the development of cooperation between the parliaments of Central Asian countries.

Uzbekistan was among the first to support the policy of neutrality and put forward international initiatives, in particular, the creation of the Group of Friends of Neutrality. Currently, through dialogues held between various structures of the member countries of this group, positive decisions are made in the field of international issues. The conclusions following from the Protocol of the meeting indicate the beginning of a new stage in the development of parliamentary diplomacy, aimed at promoting the principles of neutrality, humanism, peace, achieving mutual understanding, sharing experience, as well as comprehensively strengthening Turkmen-Uzbek friendly and fraternal relations.

Firstly we express our sincere gratitude for organizing at a high level the first meeting of the heads of Parliaments of the member states of the Group of Friends of Neutrality “The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue.” Also I would like note that Turkmenistan guided by the policy of neutrality, makes a great contribution to the development of multilateral relations not only in the Central Asian region but throughout the world.

The Russian Federation respects the Neutrality status of Turkmenistan, which established its foreign policy principles. Our country is one of the co-authors of the United Nations General Assembly Resolution “Permanent Neutrality of Turkmenistan” adopted on December 12, 1995. Russia also became a member of the Group of Friends of Neutrality for Peace, Security and Sustainable Development in 2020, that is, at the time of its creation. On December 12 of each year, as throughout the world, Russia celebrates International Neutrality Day.

It is not out of place that the words “The role of parliamentary cooperation in strengthening peace and dialogue” were chosen as the motto (phrase, rule ) of this meeting. I wish you continued success in our joint efforts to build trust as Friends of Neutrality.

— Turkmen neutrality is an invaluable role in ensuring world peace and in contributing to global security through the tools of dialogue and mutual understanding. We highly appreciate the actions of the country's legislative body in this direction. I would like note that the Inter-Parliamentary Union fully supports the establishment of inter-parliamentary dialogue among member countries of the Group of Friends of Neutrality, established at the initiative of the country.

Great importance is attached to the initiatives of the Inter-Parliamentary Union in the fight against difficult situations in the world, various threats and achieving the Sustainable Development Goals. A large role is given to positive decisions achieved through parliamentary diplomacy on issues such as the protection of universal human values, ensuring human rights, freedoms and gender equality. Turkmenistan as a country carrying out positive legislative reforms, actively introduces international experience into the activities of the legislative body.

There is increasing interest at the international level in the Group of Friends of Neutrality, created at the initiative of Turkmenistan. This is clearly evidenced by the increase in the number of member countries of the Group from year to year. Continuation of meetings of the heads of parliaments of the member countries of the Group of Friends of Neutrality, which are of particular importance in strengthening peace and dialogue throughout the world, will contribute to the expansion of ties in this direction. A dialogue of this format will turn into a convenient platform for putting forward effective proposals for positive solutions to important problems of the present era.

— The first meeting of the heads of Parliaments of the member countries of the Group of Friends of Neutrality «The Role of Parliamentary Cooperation in Strengthening Peace and Dialogue», organized in the Turkmen capital, is an important international event based on the requirements of the present era. Turkmenistan committed to the principles of neutrality, demonstrates high activity in making a worthy contribution to the implementation of resolutions were adopted by the UN General Assembly in particular, to the achievement of the Sustainable Development Goals. We highly appreciate the international initiatives of Neutral Turkmenistan as a country fully committed to peacekeeping policies and calling on the states of the world to participate in activities in this direction.

The status of permanent Neutrality of Turkmenistan, having basic foundations, was twice recognized by the UN and officially preserve in the Constitution of the country. This status is exemplary for states that aim to find solutions in the name of peace and non-interference in the internal issues of countries. The nature of the country's commitment to the principles of neutrality and the activities carried out to commemorate it demonstrate on the international platform the power of neutrality in increasing stability in a currently tense world and strengthening global security. I would like to especially note the role of the country’s legislative body and the Ombudsman’s Office in participating in the implementation of tasks arising from the norms of international law between Turkmenistan and the UN. UN structures through the exchange of experience consistently provide assistance to the legislative body of Turkmenistan in the development of national legislative acts in accordance with international standards. It is a great satisfaction that the laws in n force in the country reflect such important areas as supporting youth initiatives, ensuring gender equality, creating opportunities for the development of a system of public services, combating statelessness, efficient use of land and water resources and environmental protection.

Preventive diplomacy for Central Asia

The neutral policy of Turkmenistan is a doctrine that promotes peace in all aspects. The principle of reconciliation of neutral policies has a great importance. Neutral states create conditions on their territory for peaceful negotiations between conflicting sides and contribute to the achievement of agreements. Because their neutrality is not self-isolation, but serves as a tool for active participation in the period of globalization of the world.

In this context the concept of «positive neutrality» of Turkmenistan currently becomes more important than ever. Being a permanently neutral state, Turkmenistan has become a reliable and effective partner of the UN in maintaining and strengthening stability in the region, developing good neighborly relations and regional cooperation.

On December 10, 2007, the UN Regional Center for Preventive Diplomacy for Central Asia was opened in Ashgabat. Preventive diplomacy and neutrality are complementary concepts. The creation, at the initiative of Turkmenistan within the United Nations, of the Group of Friends of Neutrality in the interests of peace and security has become effective in promoting the principles of sovereignty in resolving international issues and developing dialogue as a guarantee of peace. As a result of the active actions of this group, the role of neutrality in strengthening peace and sustainable development is increasingly increasing. I am confident that today’s discussions in the future will be effective in opening up new opportunities for developing cooperation between parliamentarians in this direction.
