Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system, which agenda included consideration of some state’s interior issues.
The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the ongoing work to improve the national legislation.
As was reported, the preparation of a revised Civil Code, laws “On Energy Saving and Efficient Energy Use”, “On Hydrometeorological Activity”, as well as amendments and additions to a number of existing laws, is in progress.
Mejlis deputies conducted practical courses at the Academy of Civil Service under the President of Turkmenistan in order to strengthen the theoretical knowledge of advanced training students.
Along with this, information was provided on consistent measures being taken to strengthen cooperation with the parliaments of foreign countries and authoritative international organizations. Mejlis deputies participated in a working meeting held by advisors of the Asian Development Bank and representatives of the World Trade Organization to discuss issues related to the preparation of the Memorandum on the regulation of foreign trade in Turkmenistan, in a seminar of the Representation of the International Committee of the Red Cross in Turkmenistan on the topic “Issues of implementing provisions of international humanitarian law at the national level and an effective tool for introducing them into the national legislation”.
People’s representatives are taking active participation in explaining the objectives of the state policy, the progressive reforms in progress, the successes being achieved and the laws being adopted in the country, as well as the political and social significance of the motto of the year 2024 “Fount of Wisdom Makhtumkuli Fragi”.
Summing up the information provided, President Serdar Berdimuhamedov emphasized the importance of developing new legal documents that meet the requirements of today. Speaking about the significance of carrying on work in this area, the head of Turkmen state highlighted that the laws must reflect the development goals of the state.
Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the work done to prepare 2024 Work Plans for the economic, financial and banking complex.
It was reported that in view of the objectives set, the plans provide for measures to ensure intensive socio-economic development of the country, modernization of the national economy, further introduction of modern digital technologies, successful execution of the State Budget, improvement of the investment policy, etc.
Particular attention in the ongoing work will be paid to cooperation with international financial organizations, the introduction of advanced international experience and the improvement of the relevant legislative framework.
Having heard the report, President Serdar Berdimuhamedov emphasized that the activities of the economic, financial and banking sectors are inextricably linked with the comprehensive development of the country, specifying that special importance in the future must be attached to issues of improving the national economic complex.
Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the 2024 Work Plan for the sectoral departments of the oil and gas complex.
According to the prepared Work Plan, the State Concerns “Türkmengaz” and “Türkmennebit” are charged with the development of oil and gas fields, the extraction of natural and associated gas, oil and gas condensate, the production of liquefied gas, as well as the export of Turkmen natural gas, advanced processed oil and petroleum products to foreign markets.
The objectives were set for the State Corporation “Turkmengeology” to identify oil and gas bearing formations, search for hard rocks and groundwater, and widely introduce the latest scientific achievements and innovative technologies into production.
Along with the creation of new jobs in the oil and gas sector, the introduction of scientific discoveries and developments into production, the organization of advanced training courses and events designed to attract young specialists to scientific activities had been planned.
Summing up the report, President Serdar Berdimuhamedov specified that thanks to the energy policy being successfully implemented, the oil and gas industry, which is the leading sector of the national economy, is steadily developing and upgrading.
In this regard, the deputy prime minister was instructed to approach in the most responsible manner the important objectives set for the fuel and energy complex in 2024.
Further, Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural work in the regions of the Homeland.
As was reported, care for wheat crops continues in accordance with agro-technical standards in order to gather a bountiful harvest.
At the same time, lands are prepared for sowing cotton and other agricultural crops, steps are taken to effectively operate agricultural machinery and equipment, as well as to provide producers with high-quality seeds.
The report also covered the steps being taken to develop livestock farming, increase the number of animals, and maintain their warm and well-fed wintering.
Having heard the report, the President of Turkmenistan pointed out that the responsible season continues in all velayats of the country. In this regard, the head of state emphasized the need to make the full use of the production capacities available in the agro-industrial complex, instructing the deputy prime minister to strengthen control over the proper organization of work.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work ongoing to strengthen the educational and scientific capacity in the country, and upgrade its material and technical resources.
As was reported, in the period of the Revival of the New Epoch of the Powerful State effective work is carried out under the leadership of President Serdar Berdimuhamedov to create all the conditions for raising well-educated and healthy youth with a broad outlook.
In this regard, a proposal was made to design and build a modern general education school and a dormitory in the village of Bokurdak, Ak bugday etrap, Akhal Velayat.
Having heard the report, Head of State Serdar Berdimuhamedov emphasized that today the country is successfully working towards developing the education system and strengthening its infrastructure.
Specifying that the planned construction of a modern 1200-seat general education school and a 120-bed dormitory in the village of Bokurdak, Ak bugday etrap, Akhal Velayat must meet all the present-day requirements, the President of Turkmenistan ordered to take appropriate measures in this regard.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the comprehensive modernization of enterprises of the Ministry of Textile Industry of the country and the improvement of management system therein.
The report included information that appropriate measures are taken to effectively deal with these issues in order to provide an adequate organizational and legal regulation in this area in accordance with the present-day requirements.
At the same time, measures are taken to upgrade textile enterprises that manufacture a wide range of environmentally friendly commodities, and to increase the production capacity of the industry. Most of the finished products are exported to foreign markets.
Having heard the report, President Serdar Berdimuhamedov stressed that the textile industry of the independent Homeland is developing dynamically. New technologies are widely introduced into production, the head of state emphasized, having given instructions to further improve the performance of the textile industry, based on international experience.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on preparations for celebrations and events on the occasion of declaring the city of Anev to be the cultural capital of the Turkic world in 2024.
As was reported, there are plans for launching events to celebrate the status of the cultural capital of the Turkic world delegated to the city of Anev for 2024. As part of the cultural event, a concert and an exhibition of works by painters, artists in fine, decorative and applied arts, as well as photographers of the Turkic peoples will be organized.
Having heard the report, President Serdar Berdimuhamedov emphasized that the ancient city of Anev was one of the thriving centers of human culture. According to the head of state, this city had been known throughout the world since ancient times and has been attracting the attention of the world scientific community for centuries.
In this regard, the head of state instructed the deputy prime minister to carefully prepare for the scheduled events to take place on the occasion of declaring Anev to be the cultural capital of the Turkic world in 2024.
Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the international subject contests, scientific and practical conferences and exhibitions scheduled for March-April 2024 at higher educational institutions of the country.
As was reported, the national education system is developing to world standards under the leadership of President Serdar Berdimuhamedov, ample opportunities are created for young people to participate in scientific and creative activities, and young Turkmenistan citizens honorably represent our country in the international educational space.
In order to implement the provisions outlined in the “Strategy for International Cooperation of Youth in Turkmenistan for 2023-2030”, as well as the concepts adopted in the education system, a number of international subject contests are planned at the country’s higher education institutions in the Year “Fount of Wisdom Makhtumkuli Fragi”.
Thus, the 4th Open International Subject Contest in Mathematics will be held at the International University for the Humanities and Development on March 3-8, the International University of Oil and Gas named after Yagshygeldi Kakaev will host the 2nd Open International Subject Contest in Informatics on April 15-20, and the International Scientific and Practical Conference and Exhibition “Scientific views of students in the period of the Revival of the New Epoch of the Powerful State” on April 19.
In accordance with the instructions of the head of state, as well as based on the accumulated experience in holding high-level international competitions, along with Turkmen students, it is expected that students from higher education institutions of the Russian Federation, the USA, the People’s Republic of China, Romania, India, Turkiye, Belarus, Italy, Uzbekistan, Kazakhstan and a number of other countries will participate in the above-mentioned Subject Contests.
Winners of international Subject Contests will be awarded medals and diplomas.
Holding intellectual competitions, along with strengthening the position of our country in the international scientific and educational space, will increase the desire of Turkmen youth, the builders of the Homeland’s future, for breakthrough science and knowledge, and will contribute to the mutual exchange of experience.
Foreign students will be briefed on the modern conditions created for our youth, the organization of educational work at higher education institutions of the country, as well as the attractions of Ashgabat.
Having heard the report, President Serdar Berdimuhamedov said that a lot of targeted work is currently under way in the country to educate a worthy, intellectually developed, healthy young generation with the necessary knowledge and a broad outlook.
Specifying that the issue of holding international Subject Contests, scientific and practical conferences and exhibitions at higher education institutions of the country must always remain in the spotlight, the head of state gave the deputy prime minister a number of specific instructions in this regard.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the outcomes of the working visit of National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov to the United Arab Emirates on January 4-5 this year.
As was reported, one of the priority directions of our country’s foreign policy is the development of mutually beneficial cooperation with the states in the Middle East, where a special importance is attached to relations between Turkmenistan and the UAE.
On the first day of the visit, a meeting took place between National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan. During the negotiations, a wide range of issues related to the development of interstate cooperation in political, diplomatic, trade, economic, cultural, humanitarian and other areas were reviewed.
It was pointed out that mutual high-level state visits are of great importance and lays a solid political basis for strengthening cooperation between the two countries in various fields.
Indicative in this regard were the visits to the UAE of the President of Turkmenistan in November 2022 and December 2023, as well as the official visit of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan in February last year, during which bilateral documents were signed aimed at stepping up the partnership in the fuel, energy, financial, banking and transport sectors, and the fields of ecology and social security.
The energy sector was specified among the priority areas of Turkmen-Emirati cooperation. In this regard, emphasis was placed on the next development phase of the “Galkynyş” gas field jointly with the Abu Dhabi National Oil Company (ADNOC), and the Turkmen part of the Caspian Sea with the Company “Dragon Oil”, as well as a mutually beneficial partnership in the field of reducing methane emissions into the atmosphere.
During the visit, the possibilities of expanding the scope of joint activities in the financial and banking sector, strengthening cooperation in the transport sector, were reviewed, in particular with the Companies “Abu Dhabi Port Group” and “Dubai Port World” (UAE), as well as with the Company “Dubai Aviation Corporation (Flydubai)” in the field of civil aviation.
Particular emphasis was placed on the importance of strengthening the established interstate relations in science, culture and sports.
The report also included information that on January 5, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with Chairman of the Board of Directors of the Company “Dragon Oil” Saeed Al Tayer, during which the possibilities of expanding cooperation in the fuel and energy complex and petrochemistry were discussed.
On the same day, the Hero Arkadag met with Commercial Director of the “Dubai Aviation Corporation (Flydubai)” Hamad Obaidalla. During the negotiations, issues of cooperation in the transport and logistics sector were discussed.
Thus, following the visit of National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov to the United Arab Emirates, a number of interdepartmental documents were signed.
These included the Memorandum of Understanding between the State Concern “Türkmengaz” and the Abu Dhabi National Oil Company (ADNOC); the Memorandum of Cooperation between the State Concern “Türkmengaz” and the Abu Dhabi National Oil Company (ADNOC); the Agreement for Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the “First Abu Dhabi Bank”; the Memorandum of Understanding between the “Türkmenhowaýollary” Agency of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan and the “Dubai Aviation Corporation”; and the Memorandum of Understanding between the State Concern “Türkmennebit” and the Company “Dragon Oil (Turkmenistan) Ltd.”
Summing up the report, President Serdar Berdimuhamedov said that fruitful relations between Turkmenistan and the UAE are successfully developing and recently a Turkmen delegation led by the Hero Arkadag has been on a working visit to the United Arab Emirates, during which a number of negotiations were held and important documents were signed in the fuel and energy, transport, financial and banking sectors.
Speaking about this, the head of state emphasized the importance of the agreements reached following the visit and the signed solid package of documents intended to take the interstate dialogue to qualitatively new levels, giving the deputy prime minister, foreign minister a number of specific instructions in this regard.
Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on international events to celebrate the 300th anniversary of the birth of Makhtumkuli Fragi.
As was reported, on the occasion of the 300th anniversary of the birth of Makhtumkuli Fragi, scientific conferences, creativity weeks, meetings, film and theater screenings, literary evenings and competitions were organized in Azerbaijan, the USA, Uzbekistan, Japan, Korea, Kyrgyzstan, Georgia, Turkiye, Iran, Armenia, Romania, Pakistan, India, Ukraine, Germany, Spain and the UK.
Along with this, the collection of manuscripts by Makhtumkuli Fragi was included in the International Register of the Memory of the World Programme of the United Nations Educational, Scientific and Cultural Organization (UNESCO). In addition, the 300th anniversary of the birth of Makhtumkuli Fragi was included in the UNESCO List of Memorable Dates for the period 2024-2025, and the International Organization of Turkic Culture (TURKSOY) declared 2024 the Year of Makhtumkuli Fragi.
As part of the report, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs made a proposal to hold in May of 2024 that marks the 300th anniversary of the birth of Makhtumkuli Fragi and ongoing under the motto “Fount of Wisdom Makhtumkuli Fragi” an International Conference at the level of Ministers of Culture, as well as a Summit at the level of the Heads of Government in Ashgabat in October.
Having heard the report, President Serdar Berdimuhamedov instructed the deputy prime minister, foreign minister to ensure that major international events related to the great poet are held at a high organizational level in the Year “Fount of Wisdom Makhtumkuli Fragi”, emphasizing that these events must be aimed at increasing the fame of the great poet.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the work ongoing to strengthen cybersecurity in the country and train high-level professionals in this field.
As was reported, our country is taking confident steps towards innovative development, constantly introducing and upgrading advanced digital technologies. Relevant work in this area is carried out in the information center launched in Turkmenistan as part of the digital economy development concept.
Having heard the report, President Serdar Berdimuhamedov specified that strengthening cybersecurity in the country is a requirement of the present time, emphasizing the importance of training high-class professionals in the field of information technology and cybersecurity, and giving the Agency head specific instructions in this regard.
Some other issues were also considered at the Cabinet meeting, on which relevant decisions were made.
