Сегодня Президент Сердар Бердымухамедов по цифровой системе провёл очередное заседание Кабинета Министров, на котором были подведены итоги работы, выполненной в стране за январь текущего года.

Первой выступила Председатель Меджлиса Д.Гулманова, проинформировавшая о результатах деятельности за первый месяц нынешнего года.

В данной связи сообщалось, что в настоящее время на основе поступающих от министерств и отраслевых ведомств предложений ведётся работа по внесению в соответствии с положениями Конституции Туркменистана и общепризнанными нормами международного права изменений и дополнений в действующие законодательные акты в области прав и свобод человека, миграции и охраны окружающей среды.

Наряду с этим приняты верительные грамоты от Чрезвычайного и Полномочного Посла Республики Чад в Туркменистане. В рассматриваемый период состоялись 4 встречи с представителями парламентов различных государств, международных организаций, дипмиссий, аккредитованных в Туркменистане, в ходе которых обсуждены приоритеты двустороннего сотрудничества. Кроме того, депутаты и специалисты Меджлиса приняли участие в 6 семинарах по вопросам совершенствования законо­творческой деятельности, проведённых соответствующими министерствами и отраслевыми ведомствами страны совместно с международными структурами.

Резюмируя информацию, Президент Сердар Бердымухамедов отметил необходимость продолжения работы по укреплению национальной правовой базы, модернизации законодательства согласно требованиям времени.

Затем заместитель Председателя Кабинета Министров Х.Гелдимырадов доложил о макроэкономических показателях за январь текущего года.

Как сообщалось, темп роста ВВП достиг 6,3 процента, в том числе этот показатель в промышленном комплексе составил 2 процента, строительстве – 6 процентов, транспортно-коммуникационном секторе – 9,3 процента, торговле – 8,2 процента, сельском хозяйстве – 2 процента, в сфере услуг – 8,5 процента.

В январе текущего года объём произведённой продукции в сопоставлении с аналогичным периодом минувшего года увеличился на 10 процентов. Во всех секторах экономики достигнуты положительные показатели.

В обозначенный период розничный товарооборот в сравнении с тем же периодом прошлого года вырос на 10,1 процента.

По итогам января план доходной части Государственного бюджета исполнен на уровне 102,2 процента, а расходной – на уровне 97,1 процента.

В отчётный период в государственных учреждениях, финансируемых за счёт бюджета и хозрасчёта, своевременно выплачена заработная плата, а также выданы пенсии, государственные пособия и студенческие стипендии.

По сравнению с соответствующим периодом прошлого года, за январь объём капиталовложений, освоенных за счёт всех источников финансирования, увеличился на 21,3 процента.

Наряду с этим было доложено о работе, выполненной в рамках реализации Национальной сельской программы, в том числе о ходе строительства объектов различного назначения.

Резюмируя отчёт, Президент Сердар Бердымухамедов акцентировал внимание на важности дальнейшего совершенствования деятельности экономического, финансового и банковского комплексов. В данной связи глава государства поручил вице-премьеру и впредь принимать меры для успешного выполнения задач, намеченных на 2026 год, поддержания стабильной динамики роста ВВП, развития отраслей.

Далее заместитель Председателя Кабинета Министров Б.Аманов отчитался об итогах выполненной за январь текущего года работы по увеличению добычи нефти и газа, расширению маршрутов их поставок на мировой рынок.

Как было доложено, план по добыче нефти Государственным концерном «Türkmennebit» выполнен на уровне 107,5 процента.

В рассматриваемый период выполнение плана по переработке нефти на нефтеперерабатывающих заводах составило 106,4 процента, по производству бензина – 126,5 процента, дизельного топлива – 104,6 процента, полипропилена – 100 процентов, смазочных масел – 100 процентов, сжиженного газа – 122,1 процента, добыче природного и попутного газа – 108,3 процента.

Резюмируя отчёт, Президент Сердар Бердымухамедов отметил, что следует предпринять практические шаги для осуществ­ления работ, предусмотренных в Программе развития нефтегазовой промышленности страны. Глава государства также поручил вице-премьеру реализовывать комплексные меры, направленные на увеличение объёмов добычи природного газа и нефти, освоение месторождений углеводородных ресурсов, последовательное наращивание производственных мощностей отрасли.

Заместитель Председателя Кабинета Министров Т.Атахаллыев доложил об итогах деятельности за январь текущего года и о ходе сезонных сельскохозяйственных кампаний в велаятах страны.

Как сообщалось, темп роста объёмов производства продукции в сельскохозяйственной отрасли в сопоставлении с аналогичным периодом минувшего года составил 109,3 процента. По Министерству сельского хозяйства этот показатель равен 103,9 процента, Министерству охраны окружающей среды – 116,4 процента, Государственному комитету вод­ного хозяйства – 108,4 процента, Государственному концерну «Türkmenpagta» – 117,3 процента, Государственному объединению «Türkmengallaönümleri» – 100 процентов, Государственному объединению «Türkmenobahyzmat» – 102,9 процента, Государственному объединению пищевой промышленности – 108,2 процента, Государственному объединению животноводческой и птицеводческой промышленности – 100,6 процента, Государственному объединению «Türkmen atlary» – 101,2 процента. План по освоению инвестиций выполнен на уровне 107,9 процента.

Вместе с тем было доложено, что в настоящее время продолжаются сезонные сельхозработы. В регионах осуществляется уход за пшеничными полями, идёт подготовка земельных угодий и семян к посевной хлопчатника и других агрокультур.

Кроме того, соответствующая работа проводится по сбору воды в водохранилища, расположенные в велаятах, а также по очистке дренажных и сточных канав, ремонту водохозяйственных объектов.

Заслушав отчёт, Президент Сердар Бердымухамедов поручил вице-премьеру держать под строгим контролем дальнейшее комплексное развитие сельскохозяйственной отрасли и укрепление её материально-технической базы, выполнение сезонных сельхозработ в соответствии с агротехническими нормами, на высоком качественном уровне и в установленные сроки.

Заместитель Председателя Кабинета Министров Б.Аннамаммедов отчитался о деятельности строительного и промышленного комплекса за январь 2026 года.

Как сообщалось, план по производству продукции и осуществлённым работам за обозначенный период выполнен на уровне 133,9 процента.

Этот показатель по Министерству строительства и архитектуры составил 105,6 процента, по Министерству промышленности и строительного производства – 119,1 процента, по Министерству энергетики – 114,9 процента, по Государственному концерну «Türkmenhimiýa» – 170,8 процента.

Государственным агентством по управлению строительством автомобильных дорог план по произведённым работам выполнен на уровне 106,2 процента, а хякимликом города Ашхабад – на уровне 112,9 процента.

Заслушав отчёт, Президент Сердар Бердымухамедов отметил, что следует обеспечить строгий контроль за выполнением задач, намеченных к реализации в строительном секторе. Вместе с тем акцент был сделан на необходимости держать в центре постоянного внимания организацию в соответствии с требованиями времени работы отечественных химических предприятий, наращивание потенциала энергетической отрасли.

Глава государства поручил вице-премьеру усилить контроль за строительством и эксплуатацией дорог, а также за ходом возведения на высоком качественном уровне сооружений и объектов, сдачей их в эксплуатацию в установленные сроки.

Далее заместитель Председателя Кабинета Министров Н.Атагулыев доложил об итогах работы курируемых министерств и отраслевых ведомств, предпринимательского сектора за январь нынешнего года.

По Министерству торговли и внешне­экономических связей в сравнении с аналогичным периодом прошлого года темп роста торгового оборота равен 111,4 процента, производства продукции – 100,1 процента.

В сопоставлении с тем же периодом минувшего года темп роста производства продукции по Министерству текстильной промышленности достиг 100,8 процента, в том числе по выпуску хлопчатобумажной пряжи – 100 процентов, хлопчатобумажной ткани – 102,4 процента, кожаных изделий – 115,3 процента.

План по производству продукции по Государственному объединению «Türkmenhaly» выполнен на уровне 104,1 процента.

Государственной товарно-сырьевой биржей за отчётный период проведено 26 торговых сессий, на которых зарегистрировано 2 тысячи 361 договор.

Темп роста по работам, осуществлённым Торгово-промышленной палатой за январь 2026 года, составил 116,3 процента. В рассматриваемый период проведено 4 конференции.

По Союзу промышленников и предпринимателей темп роста производства сельскохозяйственной и продовольственной продукции достиг 106,5 процента, промышленной – 105,1 процента.

Заслушав отчёт, Президент Сердар Бердымухамедов акцентировал внимание на важности дальнейшего развития деятельности сферы торговли, текстильной отрасли и предпринимательского сектора. Наряду с этим глава государства поручил вице-премьеру продолжить работу по обес­печению рынков и торговых точек страны продовольственной и другой востребованной продукцией, последовательному совершенствованию деятельности Государственной товарно-сырьевой биржи.

Заместитель Председателя Кабинета Министров Б.Сейидова отчиталась об итогах работы курируемого комплекса за январь текущего года.

Как было доложено, в рассматриваемый период проведены различные мероприятия и торжества по случаю объявления девизом 2026 года «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов», 35-й годовщины ­независимости Отчизны, праздников и знаменательных дат национального календаря.

В кинотеатрах и киноконцертных центрах столицы организованы показы фильмов и концерты. В библиотеках, музеях и комплексах историко-культурных памятников оказаны соответствующие услуги.

Информация о достигнутых в стране успехах, осуществляемых преобразованиях широко освещалась в периодической печати, на телеканалах и интернет-страницах. Соответствующая работа проводилась в целях выполнения задач, вытекающих из Государственных программ и Концепции по развитию цифровой экономики. В обозначенный период также состоялся ряд международных культурных мероприятий.

Заслушав отчёт, Президент Сердар Бердымухамедов подчеркнул важность организации деятельности данной сферы в соответствии с требованиями времени. В этой связи глава государства поручил вице-премьеру принимать необходимые меры по изу­чению и широкой популяризации культурного наследия, держать в центре постоянного внимания вопросы обеспечения бережной охраны историко-культурных памятников.

Заместитель Председателя Кабинета Министров Б.Ораздур­дыева отчиталась о результатах работы, выполненной в подведомственных структурах за январь текущего года.

Как сообщалось, в обозначенный период продолжены реформы, направленные на внедрение в образовательную деятельность передовых методов обучения, воспитание образованного поколения, совершенствование профессиональной подготовки учителей. Учащиеся школ и студенческая молодёжь, успешно выступив на международных предметных и интернет-олимпиадах, завоевали 62 медали. Организованно прошли мероприятия, приуроченные к новогоднему празднику, а также зимние каникулы школьников. Воспитанникам Дворца «Döwletliler köşgi» в торжественной обстановке были вручены новогодние подарки от имени Героя-­Аркадага и Президента Туркменистана.

В рассматриваемый период утверждены квоты приёма аспирантов в аспирантуру по направлениям науки, регистрации соискателей учёных степеней, а также приёма ординаторов в клиническую ординатуру в 2026 году.

В январе была продолжена работа в соответствии с Государственной программой «Saglyk», в лечебно-профилактических учреждениях осуществлялась плановая деятельность. За счёт средств Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова проведены различные операции и лечение больных детей.

Наряду с этим были приняты меры по развитию в стране физкультуры, спорта, олимпийского движения, подготовке спорт­сменов к Олимпийским играм, крупным международным соревнованиям.

По случаю объявления девизом текущего года «Независимый нейтральный Туркменистан – родина целеустремлённых крылатых скакунов» были организованы научно-практические конференции, различные мероприятия.

Резюмируя отчёт, Президент страны отметил необходимость дальнейшего совершенствования деятельности научно-образовательной сферы, здравоохранения и спорта. В данном контексте глава государства поручил вице-премьеру уделять особое внимание работе образовательных учреждений в целях обучения молодёжи в соответствии с реалиями времени, а также развивать здравоохранение, исходя из международного опыта, развивать спорт, осуществлять подготовку профессиональных спортсменов.

Затем заместитель Председателя Кабинета Министров, министр иностранных дел Р.Мередов отчитался об итогах деятельности МИД за январь текущего года.

Как отмечалось, в развитии международного сотрудничества Туркменистана большое значение придаётся визитам и встречам на высшем уровне.

В данной связи сообщалось, что в настоящее время дипломатической службой совместно с внешнеполитическими ведомствами различных государств ведётся соответствующая работа по организации в 2026 году зарубежных визитов Президента Туркменистана и Героя-Аркадага.

Как известно, одним из важных направлений внешнеполитической стратегии выступает развитие сотрудничества с авторитетными международными организациями. В данной связи в январе состоялся визит в нашу страну Генерального директора Продовольственной и сельскохозяйственной организации ООН.

В обозначенный период наше государство посетили 30 иностранных делегаций, 65 делегаций было направлено из Туркменистана за рубеж.

В январе по цифровой системе состоялась 21 встреча различного уровня. Также организовано 116 официальных переговоров и встреч в Туркменистане совместно с иностранными государствами и международными организациями.

В обозначенный период договорно-правовая база международных отношений нашей страны пополнилась 12 документами.

Наряду с этим было доложено, что соответствующая работа осуществлялась с целью проведения политических консультаций между Министерством иностранных дел нашей страны и внешнеполитическими ведомствами других государств. Так, в рассматриваемый период состоялись политические консультации по цифровой системе на уровне министерств иностранных дел Туркменистана и Австрийской Республики. Кроме того, в Ашхабаде прошли консультации с внешнеполитическими ведомствами Республики Индия, Королевства Марокко и Российской Федерации.

Ещё одним важным вектором внешней политики Туркменистана является развитие и расширение дипломатических отношений через посольства зарубежных стран. В этой связи было доложено, что в январе приняты верительные грамоты от вновь назначенного в Туркменистане полпреда Республики Чад.

Заслушав отчёт, Президент Сердар Бердымухамедов поручил вице-премьеру, министру иностранных дел продолжить работу по укреплению взаимодействия с государствами мира и авторитетными международными организациями. Вместе с тем отмечалось, что следует уделять особое внимание организации на высоком уровне мероприятий международного значения, которые пройдут в нашей стране.

Заместитель Председателя Кабинета Министров М.Чакыев доложил об итогах осуществлённой деятельности за январь 2026 года в курируемых структурах.

За отчётный период темп роста выполненных работ и оказанных услуг по транспортно-коммуникационному комплексу составил 113,3 процента.

Темп роста грузоперевозок, осуществ­лённых посредством автомобильного, железнодорожного, воздушного, морского и речного транспорта, достиг 101,4 процента, а пассажироперевозок – 103,4 процента.

За рассматриваемый период темп роста по оказанию услуг по Министерству железнодорожного транспорта составил 106,7 процента, по Министерству автомобильного транспорта – 120,9 про­цента, по Государственной службе «Türk­men­howaýollary» – 119,8 процента, по Государственной службе морского и речного транспорта – 102,6 процента, по Министерству связи – 113 процентов.

Заслушав отчёт, Президент Сердар Бердымухамедов сделал акцент на важности дальнейшего систематического укрепления и модернизации материально-технической базы национальной транспортной системы. В данном контексте глава государства поручил вице-премьеру уделять особое внимание увеличению объёмов пассажиро- и грузоперевозок, транзитных и международных грузовых сообщений, повышению качества оказываемых населению услуг связи.

Затем, обращаясь к членам Кабинета Министров, Президент Сердар Бердымухамедов отметил, что итоги выполненной в январе текущего года работы наглядно свидетельствуют о больших достижениях независимой нейтральной Отчизны.

Успешно продолжаются преобразования в отраслях экономики, последовательно совершенствуются производственные секторы, в больших объёмах направляются инвестиции на строительство современных предприятий и модернизацию действующих, сказал глава государства.

Президент Сердар Бердымухамедов с удовлетворением констатировал, что темп роста ВВП в обозначенный период составил 6,3 процента. Как подчёркивалось, эффективная работа проводится в нефтегазовом, торговом, транспортно-коммуникационном комплексах, успешно продолжается реформирование сфер образования, науки, здравоохранения, спорта и культуры.

Отмечалось, что в настоящее время динамичными темпами осуществляется строительство новых промышленных объектов, жилых домов, развлекательных и медицинских центров, школ, детских садов и др.

В продолжение Президент Сердар Бердымухамедов акцентировал внимание на том, что предстоит проделать большую работу по дальнейшему развитию страны, организации запланированных мероприятий и решению стоящих задач.

В данном контексте глава государства отметил, что на следующей неделе состоится расширенное заседание Правительства, на котором будут подведены итоги работы, проделанной в 2025 году, рассмотрены ход реализации принятых программ и выполнение ранее данных поручений, а также ряд других вопросов.

Завершая заседание Кабинета Министров по цифровой системе, Президент Сердар Бердымухамедов пожелал его участникам крепкого здоровья, семейного благополучия и больших успехов в труде во имя дальнейшего процветания суверенной Отчизны.

Today, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag visited the Aba Annayev International Academy of Horse Breeding and State Equestrian Circus named after Gorogly located in Arkadag city. Hero-Arkadag also met students of the Educational Centre «At - myrat» and members of the “Galkynysh” National Equestrian Games Group and spoke before them on the occasion of the significant event, which marked the start of the current year, declared as “Independent neutral Turkmenistan - the native land of purposeful winged racers”, augmentation of the glory of Akhal-teke horses and attainment of world level by the national circus art.

The new city is erected under the initiative and with direct assistance of Hero-Arkadag in a picturesque corner of our country. Features of the local climate and the favourable possibilities created there allowed adjusting effectively cultivation, maintenance and training of horses for races, including on the occasion of holidays and celebrations. In this regard, it is also remarkable that it is namely there corresponding infrastructure was created - in the city, the Aba Annayev International Academy of Horse Breeding, State Equestrian Circus named after Gorogly, Research and production centre of horse breeding and Educational centre "At-myrat" operate. Presence of such factors allows to support continuity of national traditions of horse breeding in the native land of Akhal-teke horses and to popularise them in the year, the motto of which is «Independent neutral Turkmenistan - the native land of purposeful winged racers».

In the morning, Hero-Arkadag visited the riding hall of the Aba Annayev International Academy of Horse Breeding. There, the National Leader of the Turkmen people was warmly met by rector of the Academy P.Bayramdurdyev and vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov.

Hero-Arkadag headed towards the riding hall where students of the Educational centre «At-myrat» hospitably greeted the National Leader of the Turkmen people. The head of the centre expressed gratitude to President Serdar Berdimuhamedov as well as to Hero-Arkadag for their personal attention to the activity of the educational institution, created conditions for the training of the youth national traditions of horse breeding on a scientific basis and for the state assistance in this field.

The Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding created at the initiative of Hero Arkadag specialises in the training of representatives of the younger generation, who are interested in horse breeding and plays a key role in preparation of a new generation of horse breeders. Students of the centre receive knowledge of disciplinary basics of horse breeding - riding, national horse games and equestrian sports.

Hero-Arkadag took an interest in the activity of the centre in training children, including by means of deep development of national traditions of horse breeding.

The head of the Educational centre in detail informed on its work. As was marked, educational process has a complex character: the centre teaches methods in the field of national and world horse breeding, English and Russian languages, mathematics and chemistry. Courses of computer literacy are also held.

The centre has all necessary conditions to get education and skills in areas of horse breeding under the guidance of skilled teaching personnel. In that connection, they expressed their gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the created possibilities. As was underlined, training in the centre is conducted seasonally, the number wishing to get training during each season exceeds 40 persons.

A young teacher on behalf of the academic staff of the Educational centre "At-myrat» expressed his gratitude to Hero Arkadag and President Serdar Berdimuhamedov for creation of great possibilities not only for realisation of profile educational activity, but also scientific work in the field of national horse breeding as well as for support from the state in the given matter in Arkadag city.

Hero-Arkadag pointed out that he is very glad to see students of the centre and to have come there to meet them especially in this year, which was declared «Independent neutral Turkmenistan - the native land of purposeful winged racers».

At present, under the leadership of the President of Turkmenistan, a great deal of work is carried out to educate the youth in the spirit of love and honouring of national property, in particular, Akhal-teke horses. In that regard, Hero-Arkadag underlined that the state creates all conditions for the growing generation to get modern education and to spend their leisure time fruitfully.

As was marked, riding forms such qualities in the youth as boldness and fearlessness. In this plan, the Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding in Arkadag city where effective educational process in various disciplines is adjusted, also attests to this fact.

The centre gives a possibility to receive necessary knowledge and skills in the chosen field of horse breeding. Speaking of it, Hero-Arkadag informed that with a view of cultivation of a feeling of love and careful attitude to horses in children, the Educational centre is given 1 million 500 thousand manats as gift on behalf of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

Having handed the gift for the youth, who shows sincere interest in horses, Hero-Arkadag congratulated the gathered and expressed his best regards.

The head and students of the Educational centre "At-myrat" expressed sincere gratitude to Hero-Arkadag and Arkadagly Hero Serdar for their close attention. Taking an opportunity, students of the centre assured that they would do their best to become professional horse breeds and skilful equestrians by using given possibilities.

The funds allocated with the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship will allow strengthening considerably the material and technical basis of the centre so that students could master possibilities of the digital system effectively.

Then, at the request of the head and students of the centre, Hero-Arkadag was photographed with them for keepsake in the background of two horses and that attested to another display of aspiration of representatives of the younger generation to link their destiny to the chosen business as well as special respect for Akhal-teke horses in our country.

As known, our wise ancestors have brought a considerable contribution to enrichment of universal culture, in particular, with their diligence and talent, the Akhal-teke breed, which has become the national property and is considered elite one in world horse breeding. At present, our country witnesses implementation of huge work with a view of development of the art of horse breeding on a scientific basis. A similar approach, in turn, ensures a growing glory of Akhal-teke horses today on the international scene.

The National Leader of the Turkmen people arrived in the State Equestrian Circus named after Gorogly. There, members of the “Galkynysh” National Equestrian Games Group warmly welcomed Hero-Arkadag.

Having warmly greeted members of the Group, the National Leader of the Turkmen people informed that he specially arrived there to meet them and to familiarise with their activity.

First of all, Hero-Arkadag sincerely congratulated members of the “Galkynysh” Group with the good news, which has arrived in the first days of this year, declared «Independent neutral Turkmenistan - the native land of purposeful winged racers».

As Hero-Arkadag noted, at the International Circus Art Festival in Monte-Carlo, the “Galkynysh” National Equestrian Games Group was presented with international certificates for its great contribution in circus art. The given event became one of the unforgettable events in the life of the Turkmen state and our happy people.

Speaking of it, Hero-Arkadag informed that he met students of the Educational centre "At-myrat" of the Aba Annayev International Academy of Horse Breeding in the morning and handed them gifts on behalf of the Charitable Foundation for Assistance to Children in Need of Guardianship.

At the same time, Hero-Arkadag underlined that in our country the huge attention is attached to horse breeding and development of equestrian sports. All conditions are created so that profile specialists could work according to requirements of the time and “Galkynysh” National Equestrian Games Group could successfully perform.

As Hero-Arkadag marked, with assistance of President Serdar Berdimuhamedov in 2026, which was declared as year of «Independent neutral Turkmenistan - the native land of purposeful winged racers», a number of events will be organized in the country and abroad and their program has been already developed. In that connection, the National Leader of the Turkmen people expressed confidence that members of the Group will raise the green Flag of the Native land higher and active participate in forthcoming international events.

Our ancestors have left wise sayings expressing a high respect for "paradise" racers: «Taý ata ýetirer, at-myrada», «Atym bar - ganatym bar», «At agynan ýerde toý bolar». For our people Akhal-teke horses throughout many centuries were close friends and today it personifies prompt advancement of our fatherland towards heights of progress, Hero-Arkadag added.

In Arkadag city, profile infrastructure, which also allows raising knowledge of the youth in the field of horse breeding and equestrian arts, operates. The Aba Annayev International Academy of Horse Breeding, Educational centre «At-myrat», and Research and production centre of horse breeding, State Equestrian Circus named after Gorogly, represent it. Speaking of it, Hero-Arkadag noted that in the country festive events are held to the glory of the Turkmen horse, performances of the “Galkynysh” National Equestrian Games Group become a highlight of the main remarkable moment.

Members of “Galkynysh” National Equestrian Games Group do much for development of horse-breeding art, and their performances always make indelible impression upon foreign spectators. The group successfully acts in the international competitions and the Grand Prix which it has won also attests to the fact, Hero-Arkadag said and underlined that large scale measures taken for development of national horse-breeding art will be further continued.

Having expressed his congratulation and gratitude to members of the Group for its work on augmentation of glory of national art of horse breeding on behalf of the President of Turkmenistan, Hero-Arkadag declared the decision of the head of the state to award the Group 3 million manats.

Having congratulated the gathered, Hero-Arkadag transferred the award to the head of the “Galkynysh” National Equestrian Games Group as well as gave each of members of the Group skilfully made horse saddles.

The head of the Group on behalf of its members and all horse breeders expressed gratitude to President Serdar Berdimuhamedov and Hero Arkadag for possibilities created by the state for development and popularisation of national horse circus art in the world and for the award.

Having assured that all efforts for development of Turkmen horse-breeding art, its traditions and international recognition and augmentation of Akhal-teke horses with active participation in the international competitions will be applied, the head of the Group requested Hero-Arkadag to make a memorable photo.

Hero-Arkadag, having saddled the magnificent horse named Garashsyz in the riding hall, was photographed for memory with members of the Group.

Then, Hero-Arkadag made a circle in the riding hall on the back of the horse, keenness of which is similar to human one, nodded and gracefully paced: in its each movement indissoluble communication between the human and horse was shown.

Historical data confirm that Aba Annayev, who created a unique school of horse breeding, grew magnificent horses. It was skilful seyis Aba Annayev, who linked his destiny to horse breeding, stands at the root of formation of the family tree of the legendary horse named Gelshikli. These facts visually show that the noble tradition of continuity from father to son has found a worthy continuation in the present happy epoch.

Hero-Arkadag informed that he gives as gift this fine horse named Garashsyz to the “Galkynysh” Group. It is very symbolical in the context of prompt development of our sovereign Fatherland, especially taking into account the fact that this year, which was declared «Independent neutral Turkmenistan - the native land of purposeful winged racers», marks the 35th anniversary of sacred independence.

Hero-Arkadag also pointed out that both young men and girls perform in the Group. Thanks to their joint efforts, the glory of Akhal-teke horses travels worldwide, and their unity and young enthusiasm evoke a feeling of great pride in our people.

Once again having warmly congratulated members of the Group with achievements and having noted that their victories are recognized and honoured at the state level, Hero-Arkadag wished them successes in their noble work for development of national traditions of horse breeding and equestrian circus art.

Then, in the State Equestrian Circus named after Gorogly, Hero-Arkadag held a working meeting with participation of rector of the Aba Annayev International Academy of Horse Breeding P.Bayramdurdyev and vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov. Issues of horse breeding were included in the agenda of the meeting for discussion.

The rector of the Academy informed on the work carried out in the educational institution, created conditions for students to master knowledge in practice as well as measures adopted by the state to improve the professional skill of teachers. As was informed, the “Galkynysh” National Equestrian Games Group, created in 2007 at the initiative of Hero-Arkadag, will mark its 20th anniversary.

The special certificate presented by the European Circus Association to the “Galkynysh” National Equestrian Games Group «for great contribution to popularisation of cultural heritage and circus art of Turkmenistan», as well as the special certificate of the World Circus Federation has substantially enriched the beginning of the year «Independent neutral Turkmenistan - the native land of purposeful winged racers».

As known, already for more than 10 years the “Galkynysh” National Equestrian Games Group gains victories in the international competitions. Among its achievements - Grand Prix «Gold Idol», the diploma of the winner of the festival "IDOL" and a special prize from mass media in the form of arena figurine at the World Circus Festival, which took place in Moscow (Russian Federation) in 2013; the main award - «Gold Cup», and a cup of the international circus festival «Di Albacete», the award «Consegna il Premio», the special diploma of the Italian Association of Akhal-teke Horses Breeding and an honourable award «Comune Di Latina» at the International Circus Festival «Latina 2014» in the Italian Republic in 2014; the main award - «Gold Cup» and the special certificate of the government of the province of Guangdong at II International Circus Art Festival in Zhuhai (People’s Republic of China) in 2015; the main award, and the special Diploma of gratitude and medal of the Ministry of Culture, Information and Tourism of the Kirghiz Republic in the II World Games of Nomads - in the city of Cholpon-Ata (the Kirghiz Republic) in 2016; the main award - a gold cup of "Gold Gaetano» at the I International Circus Art Festival «On the Fontanka» in St.-Petersburg (Russian Federation) in 2018; the main award - «Gold cup», and a cup of the Youth International Jury at the International Management of Monaco, a special cup of Indian circus "Rambo" at the 47th International Circus Festival in Monte-Carlo (the Principality of Monaco) in 2025; special medals in the VII Festival of Cultures of Ethnosport - in Istanbul (Republic of Türkiye ) in May, 2025.

Having noted that the given achievements increase the pride of the Turkmen people, Hero-Arkadag underlined the importance of special attention to issues of further perfection of the activity of the Group.

Vice-president of the International Association of Akhal-Teke Horse Breeding and International Association «Türkmen alabaý itleri» B.Rejepov spoke then and informed that at present, with different countries of the world the target dialogue was adjusted, necessary efforts are also made for further development of cooperation in the field. B.Rejepov also expressed gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the state support in wide popularisation of national values in the world.

Having marked that the plan of measures in the sphere of horse breeding, planned for the current year, is developed, Hero-Arkadag drew attention to necessities of using best efforts for successful fulfilment of the planned goals.

As Hero-Arkadag noted, traditions of horse breeding, aspiration to link their destiny to this noble cause is unique art, and art is not subject to time, it is eternal. Consequently, it is necessary to take appropriate measures to ensure not only its preservation for descendants, but also continuity.

At the same time, it is necessary to co-ordinate the activity of corresponding structures on popularisation of achievements and impressing performances of the “Galkynysh” National Equestrian Games Group on the international scene. It is also expedient to make feature films, which will reflect measures taken in Arkadag city in the field of development of horse breeding and preparation of the new generation of horse breeders, seyis and equestrians, Hero-Arkadag said and made recommendations in this respect.

Today, President Serdar Berdimuhamedov held a working meeting with Deputy Chairman of the Cabinet of Ministers T.Atahalliyev and velayat hyakims to discuss the development of the agricultural sector and the progress of work in the country’s regions.

The floor was given first to the Ahal Velayat Hyakim T.Nurmyradov, who reported on the progress of seasonal agricultural campaigns in the region.

As reported, wheat fields in the velayat are currently being maintained in accordance with agricultural practices, including mineral fertilization.

In preparation for this year’s cotton sowing, plowing has entered the final stage. Leveling, harrowing, and soil fertilization with minerals are also continuing.

To ensure cotton producers have high-quality seed, measures are being taken to prepare seeds, repair and maintain, and properly store agricultural machinery and equipment that will be used in the sowing season.

At the same time, necessary steps are being taken to prepare agricultural land for planting potatoes, vegetables, and melons.

Furthermore, the hyakim reported on the work being done to ensure the proper functioning of heating systems in residential buildings, organizations, enterprises, and social and cultural buildings, as well as to ensure uninterrupted electricity, gas, and water supplies for the population. He also reported on the progress of construction projects scheduled for completion in the region this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028” and the National Rural Program.

After hearing the report, the head of state emphasized the importance of properly organizing the ongoing seasonal agricultural work and, in this regard, instructed the hyakim to ensure proper care of wheat crops and preparation for the spring planting season in accordance with agricultural schedules.

The President of Turkmenistan also ordered that the high-quality and timely construction of facilities scheduled for opening in the region this year, in accordance with the country’s socio-economic development programs, be closely monitored.

Then, the hyakim of Balkan velayat, H. Ashyrmyradov, reported on the state of agriculture in the region.

As noted, wheat fields in the velayat are currently being tended in compliance with agricultural requirements.

Leveling and harrowing work is underway in areas allocated for cotton cultivation, as well as preparation of seeds and agricultural machinery for the spring sowing campaign.

Along with this, the velayat is taking appropriate measures to prepare areas and seeds for the potato, vegetable, and melon planting season.

Furthermore, the hyakim reported on the steps being taken to ensure the proper functioning of heating systems in residential buildings and social and cultural buildings during the winter, the uninterrupted supply of electricity, natural gas, and drinking water, and the progress of construction projects scheduled for completion in the velayat this year.

Summarizing the report, the President of Turkmenistan emphasized the key challenges facing the agricultural sector and instructed the hyakim to ensure the high-quality implementation of ongoing seasonal activities on the region’s agricultural lands.

The head of state also instructed that the quality of construction work at facilities scheduled for opening in the velayat this year be monitored.

Then, the hyakim of Dashoguz velayat D. Babayev reported on the progress of ongoing agricultural campaigns in the region.

As reported, plowing, leveling, and enriching the soil with mineral fertilizers continue in areas allocated for cotton sowing for this year’s harvest. Necessary measures are being taken to prepare high-quality cotton seeds suitable for the velayat’s soil and climate conditions, as well as the agricultural machinery and equipment that will be used in the sowing season.

To further strengthen the country’s food security, work is underway in the region to plow and level agricultural land allocated for spring sowing of food crops and to prepare seed for these crops.

Furthermore, the hyakim reported on the steps being taken to ensure the proper functioning of heating systems in residential buildings, institutions, businesses, and social and cultural buildings during the winter, the uninterrupted supply of electricity, natural gas, and drinking water to the population, and the pace of construction work on facilities scheduled for commissioning this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028” and the National Rural Program.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of the agricultural sector in the country’s economic development, assigning the hyakim to ensure continuous oversight of seasonal agricultural activities in accordance with scientifically sound agricultural practices.

The head of state also ordered that the high-quality and timely completion of work planned in the velayat for this year, in accordance with the country’s socio-economic development programs, be closely monitored.

The Lebap Velayat Hyakim D. Genjiev reported on the progress of current agricultural campaigns in the region.

As reported, in order to achieve a bountiful wheat harvest, farmers in the region are currently applying additional mineral fertilizers to the soil and irrigating their fields.

As part of the upcoming cotton sowing season, plowing, leveling, and leaching irrigation of agricultural fields are underway. In addition, necessary measures are being taken to prepare high-quality seeds for cotton growers, as well as equipment and machinery for agricultural work during the sowing season.

At the same time, fields are being cultivated for spring potato and vegetable and melon planting, and seed selection continues.

A report was also presented on measures taken to ensure the smooth operation of heating systems in residential buildings and social and cultural buildings during the winter, uninterrupted electricity, gas, and water supplies to the population, and the status of construction projects scheduled for completion in the region this year.

Summarizing the report, President Serdar Berdimuhamedov emphasized the need for efficient use of available resources and strict adherence to agricultural standards to achieve high agricultural yields, issuing specific instructions to the hyakim in this regard.

The head of state also ordered oversight of the quality and timely completion of construction work in the region at facilities scheduled for commissioning this year in accordance with the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022-2028” and the National Rural Program.

Then, the hyakim of Mary velayat, D. Annaberdyyev, reported on the progress of the ongoing seasonal agricultural campaigns in the region.

As reported, the soil is currently being fertilized with minerals and irrigated in accordance with agricultural standards in wheat fields.

In preparation for the cotton planting season this year, work is underway to plow, level, and harrow the land, select high-quality seeds for agricultural producers, and maintain the equipment that will be used in the spring season.

In addition, the velayat is taking appropriate steps to prepare fields and seed for the upcoming planting of potatoes, vegetables, and melons.

Necessary measures are also being taken to harvest and process the sugar beet harvest grown in the region.

Furthermore, a report was given on ongoing work to ensure the reliable operation of heating systems in residential buildings and social and cultural buildings during the winter, as well as uninterrupted electricity, gas, and water supplies to residents. A report was also given on the progress of construction projects scheduled to open in the velayat this year.

Summarizing the report, the President noted the need for a responsible approach to successfully achieving the planned objectives in the agricultural sector and instructed the mayor to ensure the proper implementation of ongoing seasonal activities in the region, particularly wheat care and preparation for the spring planting season.

The head of state also ordered oversight of the deadlines for construction work at facilities scheduled for commissioning in the region this year in accordance with Turkmenistan’s socio-economic development programs.

Deputy Chairman of the Cabinet of Ministers T. Atahalliyev then reported on the progress of ongoing agricultural campaigns in the country.

As reported, seasonal work on agricultural lands across the country continues, with wheat fields being tended in accordance with agricultural practices.

Plowing of the fields in preparation for this year’s cotton planting is in the final stages. Leveling and harrowing are also being carried out, and flushing irrigation is being carried out in accordance with agricultural standards.

Measures are also being taken to prepare high-quality seeds for cotton producers for the upcoming season.

In accordance with the objectives set by the head of state to further strengthen food abundance in the country, work is underway in the regions to plow and level agricultural land, as well as prepare seed material for vegetable and melon crops for the spring planting season.

After hearing the report, President Serdar Berdimuhamedov emphasized that, in addition to ensuring food abundance, the agricultural sector is currently the driving force behind the country’s industrial development. Noting the need for widespread adoption of advanced methods, modern technologies, and innovative approaches at all stages of agricultural production, the head of state instructed the Deputy Prime Minister to continue work on the further development of this sector.

Addressing the meeting participants, the President of Turkmenistan again emphasized the importance of the current seasonal campaigns and, in this regard, ordered continued plowing and leveling of cotton fields in the country’s regions, leaching irrigation of land in accordance with agricultural standards in Lebap velayat, timely and full provision of high-quality seeds to cotton producers, preparation of agricultural machinery and equipment for spring sowing, as well as seed for the upcoming planting of vegetable and melon crops, and field maintenance in compliance with agricultural requirements.

Furthermore, the President instructed that the sugar beet harvest in Mary velayat be strictly monitored, as well as payments between wheat and cotton producers in the regions and service agencies for the work performed.

At the same time, instructions were given to focus on the proper functioning of heating systems in residential buildings, schools, and kindergartens in the country’s regions, as well as the uninterrupted supply of electricity, natural gas, and drinking water to the population. The need to take comprehensive measures to ensure the timely and high-quality completion of work planned for the current year in accordance with the “Program for Socio-Economic Development of the Country for 2022-2028” and the National Rural Program was emphasized.

At the conclusion of the working meeting, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work.

В настоящее время футбольный клуб «Arkadag», созданный по инициативе и благодаря усилиям Героя-Аркадага, готовится к матчам 1/8 финала Второй Лиги чемпионов АФК против футбольного клуба «Аль-Наср» из Королевства Саудовская Аравия.

Будучи активным сторонником здорового образа жизни, Герой-Аркадаг посетил Олимпийский городок – центр проведения V Азиатских игр в закрытых помещениях и по боевым искусствам, вписанных золотыми буквами в новую историю страны. Герой-Аркадаг ознакомился с возможностями рассчитанного на 45 тысяч зрителей самого большого Олимпийского стадиона в Центральной Азии – места проведения предстоящего ответственного матча футбольного клуба «Arkadag», успешно выступающего на мировых турнирах.

Как известно, образ алабая стал главным символом триумфально прошедших в нашей стране Азиатских игр, который вдохновлял туркменских спортсменов на великие достижения. И потому примечателен выбор образа алабая в качестве символа предстоящего международного соревнования по футболу.

Как подчёркивалось, V Азиатские игры в закрытых помещениях и по боевым искусствам прошли по 21 виду спорта, включая шахматы, футзал, теннис, тайский бокс, самбо, кураш, джиу-джитсу, боулинг, велоспорт, плавание, баскетбол, тяжёлую атлетику, лёгкую атлетику, тхэквондо, танцевальные виды спорта, кикбоксинг, борьбу на поясах, спортивную борьбу, ­бильярд, конный спорт (соревнования) и туркменскую национальную борьбу гореш, и каждый из них имел свою уникальную символику. Туркменские спортсмены на прошедших в столице Азиатских играх завоевали наибольшее количество медалей и были признаны победителями соревнований.

В последние годы Туркменистан превратился в центр проведения крупных международных спортивных турниров и чемпионатов мира по различным видам спорта. Это ещё более укрепляет статус Туркменского государства как страны здоровья и воодушевлённости. Приумножается спортивный престиж нашей независимой, постоянно нейтральной Отчизны на мировом уровне.

Герой-Аркадаг выдвигает важные инициативы, направленные на повышение спортивного авторитета нашей Родины на международной арене. Сегодня благодаря их успешной реализации под мудрым руководством Президента Сердара Бердымухамедова независимый нейтральный Туркменистан стал центром регулярного проведения международных спортивных соревнований.

Масштабные инициативы Президента Туркменистана в сфере национального спорта знаменуются славными победами. Так, прилагаются усилия для развития в стране всех видов спорта, включая футбол. Подобные меры дают положительные результаты: отечественные спортсмены достигают высоких результатов на крупных состязаниях, в частности, на международных и олимпийских турнирах.

Высокий уровень организации Игр, в которых впервые в истории Центральной Азии приняли участие тысячи представителей Азии и Океании и команда беженцев, продемонстрировал большие возможности нашей Отчизны в проведении международных турниров. Отличительной чертой ашхабадской Азиады стало также участие по инициативе Туркменистана спортсменов Океании и команды беженцев и включение в программу Игр туркменской национальной борьбы гореш.

Следует отметить, что Олимпийский городок был возведён по инициативе Героя-Аркадага. Именно на специализированных аренах этого спорткомплекса развернулись Игры «Азиады–2017». Впервые в истории отечественного спорта огонь Олимпийских игр был доставлен в Олимпийский городок. По случаю Азиатских игр, вписанных золотыми буквами в летопись Отчизны, была организована 500-дневная конная эстафета по всей стране. Это стало свидетельством развернувшейся с широким размахом подготовки к первым в истории независимого, постоянно нейтрального Туркменистана крупным соревнованиям.

...Подробно ознакомившись с общей инфраструктурой стадиона, в том числе с состоянием игрового поля, зрительских трибун, Герой-Аркадаг подчеркнул, что оптимальное решение всех текущих вопросов является приоритетной задачей. Ни одна деталь не должна быть упущена. Необходимо очень ответственно подойти к организации предстоящего матча, имеющего огромное значение для повышения спортивного престижа страны, сказал Герой-Аркадаг.

Организованное проведение футбольного турнира, создание всех условий для болельщиков и зрителей определены в качестве главных задач. Вместе с тем важно скоординировать деятельность всех задействованных структур, ответственно подойти к вопросам широкого освещения предстоящего матча.

Здесь следует предусмотреть всё необходимое не только для зрителей, но и для спортсменов и тренеров. В этой работе нужно активно использовать новейшие технологии и передовую мировую практику, подчеркнул Герой-Аркадаг, адресовав ряду руководителей ценные рекомендации в данном направлении.

Председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов доложил о полной готовности футбольного поля стадиона к турниру в соответствии с международными стандартами и современными требованиями, отметив, что созданы все условия для проведения международных соревнований на высоком уровне и полноценных тренировок спортсменов.

В неигровой сезон футбольное поле стадиона накрывается специальным поли­этиленовым покрытием, что позволяет поддерживать его в надлежащем состоянии. Герой-Аркадаг отметил важность содержания всех спортивных объектов Олимпийского городка и поля Олимпийского стадиона в соответствии с общепризнанными международными требованиями.

Герой-Аркадаг также подчеркнул важность принятия мер для освещения на высоком уровне предстоящего международного матча по футболу, до начала которого осталось 10 дней, организации надлежащей рекламной кампании и создания всех условий для эффективной работы зарубежных СМИ. В этой связи соответствующим руководителям был дан ряд рекомендаций.

Затем Герой-Аркадаг привёл цитату из «Оды спорту» основателя современного олимпийского движения Пьера де Кубертена «О спорт, ты – мир!». Эти слова признаны во всём мире как гимн высокому духу, торжество идей мира, созидания, прогресса, радости и здорового образа жизни, а также как символ энергии молодости и стремления к победе.

Миролюбивая внешняя политика и масштабные инициативы Президента Сердара Бердымухамедова, охватывающие все сферы жизни, созвучны идеалам спорта, воспетым основателем современного олимпийского движения Пьером де Кубертеном. Это наглядно подтверждает, что усилия, прилагаемые в нашей стране под руководством Аркадаглы Героя Сердара, направлены на благо всего человечества.

Герой-Аркадаг также полностью разделяет мнение, что спорт является посланником мира.

Сегодня по всей стране, в частности в столице и городе Аркадаг, действуют современные спорткомплексы и многопрофильные стадионы. Предусмотренные в них условия и возможности не только способствуют развитию массового физкультурно-оздоровительного движения и спорта высших достижений, но и позволяют организовывать международные соревнования и тренинги.

Стадионы и спорткомплексы органично вписываются в нынешний архитектурный ландшафт города, и данный факт наглядно свидетельствует, что под руководством Президента Сердара Бердымухамедова градостроительная программа реализуется согласно требованиям и духу современности.

Художественно-монументальное изображение скакуна – главного символа успешно проведённых прошедших в 2017 году V Азиатских игр в закрытых помещениях и по боевым искусствам – стало неповторимым архитектурным отражением этого события. В этом великолепном образе сосредоточена идейная концепция Азиады – стремление Туркменистана к высоким целям, миру во всём мире и дружбе между народами, созидательному сотрудничеству во благо всеобщего процветания и благополучия, а также утверждение здорового образа жизни как главной ценности человечества.

Монументальное изображение скакуна по предложению Героя-Аркадага и в соответствии с благородными традициями нашего народа было украшено пучком юзярлика. Ещё одной замечательной деталью стало украшение чаши олимпийского огня и шеи скакуна плетёным оберегом – аладжой, что является ярким свидетельством гармоничного сочетания добрых начинаний в стране с благородными традициями нашего народа.

Олимпийский городок, не имеющий аналогов в регионе, стал предметом национальной гордости. Здесь был успешно проведён ряд крупных международных соревнований, в числе которых V Азиатские игры в закрытых помещениях и по боевым искусствам в 2017 году, чемпионат мира по тяжёлой атлетике в 2018 году, чемпионат мира по борьбе кураш в 2023 году, а также командное первенство Центральной Азии по теннису среди юниоров до 12 лет в 2023 году.

Как известно, во время своего визита в нашу страну в 2023 году президент Международной федерации футбола Джанни Инфантино вручил главе государства официальный мяч ФИФА в качестве памятного подарка. Это событие подтвердило растущий престиж Туркменистана на мировой спортивной арене и его стремление к развитию футбольной инфраструктуры в стране.

Визит главы ФИФА в нашу страну способствовал укреплению позиций нашей Отчизны как надёжного партнёра в продвижении футбольных ценностей, открытию новых горизонтов для проведения крупных международных турниров и развитию спорта в целом.

Герой-Аркадаг отметил, что победа команды «Arkadag», которая за последние годы добилась больших успехов на международной арене, станет огромным достижением для нашей страны. Если футболисты сыграют вничью, это будет, как говорят в народе, по воле случая. Даже если туркменские спортсмены уступят, матч всё равно станет для нашего народа настоящим праздником, на который приедут зарубежные гости, а также стимулом для новых достижений. Герой-Аркадаг выразил уверенность, что футболисты приложат все усилия и продемонстрируют честную, красивую игру.

In this regard, it was reported that, based on proposals received from ministries and industry agencies and the study of international and national experience, work is currently underway to amend and supplement the Criminal Code, the Criminal Procedure Code, the Code of Administrative Offenses, as well as the Laws “On Migration” and “On Fisheries and the Conservation of Aquatic Biological Resources” to reflect current realities.

At the same time, relations with foreign countries and international organizations are steadily developing. For example, a letter of credence was received from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad appointed to Turkmenistan. A meeting was also held with the European Union Special Representative for Central Asia, during which priority areas for further strengthening mutually beneficial cooperation and the exchange of legislative experience were discussed. Furthermore, members of the Mejlis participated in events organized by UN agencies jointly with relevant state establishments.

Summarizing the information, President Serdar Berdimuhamedov noted the enormous significance of the laws being adopted for the further development of our country. In this regard, it was emphasized that it is important to continue preparing new drafts that reflect the realities of the times.

Further, Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the ongoing work to improve banking activities.

As reported, practical steps are currently being taken to develop financial technologies and introduce an information and communication system into the banking sector in order to implement the measures outlined in the “Concept for the Development of the Digital Economy in Turkmenistan for 2026-2028”.

After reporting on the ongoing efforts to address the objectives arising from the Concept, specifically the modernization of the material and technical infrastructure of the Central Bank, the Türkmenistan State Commercial Bank, and the Türkmenbaşy Joint-Stock Commercial Bank, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov noted that the country is effectively implementing modern information and communication systems in the banking sector. Approving the proposal to further improve the material and technical infrastructure of the relevant banks, the head of state instructed the Deputy Prime Minister to take the necessary measures.

Then, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the practical steps being taken to ensure the uninterrupted operation of oil refineries under the jurisdiction of the Türkmennebit State Concern.

As reported, work is underway on oil refining, supplying domestic consumers with petroleum products and organizing their delivery to foreign markets, efficiently utilizing enterprise capacities, and properly operating production facilities.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov emphasized that productive efforts are underway in the country to develop the oil refining industry to a modern level. Approving the proposal, prepared to ensure the uninterrupted operation of oil refineries, the head of state instructed the Deputy Prime Minister to take appropriate measures.

Next, Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the facilities scheduled for construction and commissioning in the provinces and the capital in 2026.

As reported, in accordance with the great undertakings of Hero-Arkadag and under the wise leadership of Arkadagly Hero Serdar, as well as within the framework of ongoing programs to develop the Fatherland and improve the social and living conditions of the people, a large number of buildings are put into operation annually in the country.

Reporting that numerous facilities are planned for commissioning this year, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

After hearing the report, President Serdar Berdimuhamedov noted that numerous social and cultural buildings are scheduled to open in the year “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses”. Having approved the list of facilities and structures planned for commissioning this year, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev then reported on the progress of preparations for the Turkish Republic Export Products Exhibition in the capital this February.

As reported, approximately 100 Turkish companies specializing in various fields have registered and expressed interest in participating in the upcoming exhibition. These companies are manufacturers and exporters of equipment and technical equipment, heating and air conditioning systems for buildings, chemical products, hardware, electronics, and other industries, as well as those working in the construction, energy, logistics, education, and other sectors.

In this regard, the Deputy Prime Minister submitted a corresponding proposal to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that our country attaches great importance to developing trade and economic relations with foreign countries and is effectively working in this direction. The Deputy Prime Minister was instructed to ensure due preparations for the organization of the Turkish Republic Export Products Exhibition in Ashgabat.

Deputy Chairman of the Cabinet of Ministers B. Seyidova reported on the planned “Dünýäde ýaňlanýar ajap dessanym, toý tutýar Garaşsyz Türkmenistanym” Festival in Dashoguz velayat, with the participation of bakhshies-destanchies from across the country.

As reported, destanchies, bakhshies, musicians, teachers, students, and pupils from cultural educational institutions are expected to participate in the creative event, which will take place in March of the current year.

The festival will include a scientific and practical conference, “Dessançy bagşylar joşa gelende” (The Dream of a Bakhshi), a concert, “Bagşy dessan aýdanda” (The Dream of a Bakhshi), master classes by destanchi masters with young bakhshi musicians, and a song and music creative meeting dedicated to prominent destanchies, as described in Hero-Arkadag’s book, “Bakhshies – Harbingers of National Happiness”.

In this regard, a corresponding proposal was submitted to the President of Turkmenistan for consideration.

After hearing the report, the head of state noted that the country is undertaking extensive efforts to preserve and enhance the nation’s cultural and spiritual heritage, and to widely promote it internationally. He instructed the Deputy Prime Minister to ensure proper preparation for the festival and scientific-practical conference, which will be held in Dashoguz velayat, and to ensure their high level of organization.

Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyyeva reported on the carried out work to establish an electronic popular science journal, “Scientific Research and Innovation”, at Magtymguly Turkmen State University.

As reported, the new publication will comprehensively cover the best practices of the national scientific and educational sphere. Articles by professors, teachers, and students are planned to be published in Turkmen, English, and Russian. Along with publications on national heritage, modern teaching and educational methods, philology, psychology, jurisprudence, our glorious history, and the contributions of outstanding individuals to world culture, the journal will also feature materials on the positive results achieved in strengthening the relationship between education, science, and industry. It was noted that the establishment of an electronic journal is intended to encourage young people to pursue new scientific discoveries and developments.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for the head of state’s consideration.

Summarizing the report, President Serdar Berdimuhamedov emphasized that our country places great emphasis on training highly qualified specialists and young scientists, and is creating all the conditions necessary to utilize the potential of the digital system in this area. Having approved the proposal to establish a popular science electronic journal, “Scientific Research and Innovation”, the head of state instructed the Deputy Prime Minister to carry out the corresponding work.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov then reported on the 2026 Action Plan for preparations for the 2028 Year of International Law, initiated by Turkmenistan.

One of the country’s foreign policy priorities is strengthening constructive cooperation with authoritative structures, including the United Nations and its member countries. In this regard, Turkmenistan puts forward specific proposals on the regional and international global development agenda and actively participates in their implementation within the UN format.

As noted, at the 80th session of the UN General Assembly, President Serdar Berdimuhamedov announced important initiatives aimed at enhancing fruitful partnerships in areas such as global peace and security, sustainable development, transport, energy, the environment and climate change, and humanitarian affairs. The proposal, put forward by the head of state from the rostrum of the Community of Nations, to declare 2028 as the Year of International Law is of particular significance. As part of this initiative, a draft plan has been prepared in collaboration with relevant government agencies, outlining the relevant work.

It is proposed to designate the UN Secretariat’s Office of Legal Affairs as the primary partner for the proclamation of the Year of International Law, submit a draft resolution to the UN General Assembly, and develop a national concept, “International Law and the Neutrality of Turkmenistan”.

Furthermore, various international and regional events are planned to be held throughout the year, both domestically and internationally, including thematic scientific and practical conferences, forums, briefings, roundtables, and more.

To enhance legal literacy, it is planned to hold classes on international law and the activities of the UN at universities and schools with the participation of national and international experts, develop relevant educational and methodological manuals, and disseminate them through the mass media.

It is also proposed to organize research paper and essay competitions among young people on this issue to identify and support talented young professionals, encourage scientific research, and stimulate the interest of the next generation in this topic.

To raise public awareness of the Year of International Law, it is planned to open a specialized information section on the website of the Ministry of Foreign Affairs of Turkmenistan, as well as to prepare and distribute relevant materials.

Summarizing the report, President Serdar Berdimuhamedov emphasized that at the 80th session of the UN General Assembly, Turkmenistan proposed declaring 2028 to be the “Year of International Law”. This is an important step in strengthening the international legal foundations for peace and cooperation, the head of state said. Approving the proposal prepared in this regard, he instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

Then Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on the measures being taken to digitalize all sectors of the economy and introduce innovative technologies into production.

As reported, in accordance with the Concept for the Development of the Digital Economy in Turkmenistan for 2026–2028, approved by the Decree of the head of state, a draft State Program for the Development of the Digital Economy in the Country and an Action Plan for its implementation have been prepared.

The implementation of the objectives outlined in these programs is intended to facilitate the transition to a digital economy, the development of a national strategy for the development of artificial intelligence (AI), the application of AI-related technologies in industries, the training of specialists in this field, and the systematic improvement of their professionalism.

In this regard, the Deputy Prime Minister submitted a draft corresponding Resolution for the consideration of the head of state.

After hearing the report, President Serdar Berdimuhamedov noted that the country is working to develop a digital system and widely implement information and communications technologies. The head of state signed a prepared document aimed at further developing the digital economy and, forwarding it to the Deputy Prime Minister, addressed a number of specific instructions.

The meeting also considered a number of other public issues, on which appropriate decisions were made.

Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants sound health, family well-being, and great success in their work for the continued prosperity of the sovereign Fatherland.

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, arrived in the city of Arkadag, which serves as a vivid demonstration of the success of the urban development program being implemented in our country and fully meets modern requirements and international standards. Hero-Arkadag familiarized himself with facilities of various purposes being constructed in the new city, in particular the modernized avenue, bridges, and road transport infrastructure facilities, and held a working meeting with the relevant officials.

At present, throughout the country, attention at the state level is devoted to the construction of various facilities that combine the traditions of national architecture with advanced architectural practices, ensuring the development of villages and cities in accordance with modern standards. This is clear evidence that, thanks to the consistent efforts of the President of Turkmenistan and Hero-Arkadag, our Motherland is developing harmoniously in all spheres.

Early in the morning, Hero-Arkadag inspected a modern bridge located at the intersection of the Gokdepe and Akhan avenues. Currently, in the city of Arkadag, as throughout the country, great importance is attached to the construction of road and transport infrastructure facilities, as well as to their comfort and durability. A comprehensive approach is applied to the arrangement of these facilities and the adjacent territories.

Noting that the construction of this engineering structure is a vivid embodiment of the grand objectives set by the President of Turkmenistan within the framework of the Program “Revival of the New Era of the Powerful State: National Program for the Socio-Economic Development of Turkmenistan for 2022–2052,” Hero-Arkadag emphasized that the construction of buildings, roads, and bridges has historically been considered a noble endeavor by our people.

Taking an interest in the bridge supports and their strength, Hero-Arkadag, after expressing several remarks regarding their quality and structure, gave a number of recommendations. As noted, during the construction of road and transport infrastructure along major highways, it is necessary to take into account that heavy freight vehicles will use these routes.

Continuing, Hero-Arkadag emphasized that modern requirements should be observed when creating green zones in the territory adjacent to the bridge. Taking into account the interconnection between the city and the road, and the fact that the majestic buildings of the city of Arkadag are clearly visible from the new transport bridge, great importance must be given to the strength of the structures and their decorative features.

Emphasizing the importance of high-quality construction work, Hero-Arkadag proceeded to the center of the new city. At present, a modern urban development program is being successfully implemented here, as a result of which the appearance of the city is becoming more beautiful with each passing day.

Along the route, Hero-Arkadag made a stop near residential buildings being constructed as part of the second phase of the city’s development, where particular importance is attached to the construction of industrial and residential facilities. This is essential for creating new jobs in the city and ensuring favorable living conditions for its population.

Drawing attention to the need to equip facilities, especially educational institutions and medical centers, in accordance with modern requirements, Hero-Arkadag noted the importance of actively using innovative technologies and the capabilities of the digital system, and issued relevant recommendations in this regard.

Subsequently, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Hero-Arkadag, held a working meeting attended by the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, and the Hakim of the City of Arkadag, G. Mammedova.

The meeting discussed the progress of work being carried out within the framework of the second stage of the development of the city of Arkadag, as well as issues related to accelerating the pace of construction of various types of buildings and the introduction of the digital system.

The Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, first of all warmly congratulated the Head of State and Hero-Arkadag on the Defender of the Fatherland Day, which is widely celebrated in the country. Detailed information was also presented on the current situation in the city, in particular on the construction of Ahal-Teke atlary Avenue, the sculptures of horses planned to be installed along the road, and the features of their placement.

As noted, within the framework of the second phase of the construction of the city of Arkadag, in accordance with relevant Decrees of the President of Turkmenistan, a total of more than 220 social, cultural, and industrial facilities are being constructed. Particular attention is being paid to the construction, in line with international standards, of general education schools, kindergartens, as well as 5-, 7-, and 9-story apartment buildings, where all conditions for comfortable living are being created.

At the same time, it was noted that the construction of social and cultural facilities is being carried out at an accelerated pace. On behalf of the city’s residents, the Chairman of the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan, D. Orazov, expressed gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the constant support provided by the state and for ensuring comfortable living conditions in residential buildings.

Honored Architect of Turkmenistan Hero-Arkadag emphasized that, guided by the Program of the President of Turkmenistan for the socio-economic development of the country for 2022–2028, the work being carried out must comply with modern requirements and high international standards. As noted, an important condition is the effective use of advanced global practices and the achievements of modern science. Hero-Arkadag also stressed that, when introducing the digital system, its convenience and accessibility must be taken into account. All social and cultural facilities and buildings should be provided with these capabilities.

Hero-Arkadag also emphasized the importance of studying citizens’ views and public opinion regarding the conditions created in residential buildings under construction in the new city, the color schemes of their finishing, lighting, and other aspects. This is important for future building projects and for increasing their comfort in accordance with the national spirit of our people.

At the same time, the premises of educational institutions and schools must be equipped in accordance with the subjects taught there. This is relevant, as when choosing a profession, young people should strengthen their love for it and expand their knowledge, said Hero-Arkadag, giving instructions based on many years of experience.

Then, the Hakim of the City of Arkadag, G. Mammedova, reported on the measures being taken to organize the celebration of upcoming significant dates at a proper level. As noted, in the city of Arkadag, in addition to festivities of great importance in the life of the country, work is underway to relocate residents to new homes.

Hero-Arkadag emphasized that issues of comfortable living, full-fledged recreation, and the creation of new jobs are currently at the center of constant state attention. At the same time, the work must be carried out in accordance with established requirements and completed within the designated timeframes.

Expressing dissatisfaction with the sluggishness and improper organization of activities carried out by the hakimlik in recent times, Hero-Arkadag stressed that work in this area must be conducted in accordance with modern requirements, and that issues of landscaping and cleanliness in the new city should remain in the spotlight, with strengthened control in this direction going forward.

At the same time, noting the need to make efforts to ensure a worthy celebration of festive events and important dates in the new city and the active participation of residents, especially youth, Hero-Arkadag emphasized that a tremendous amount of work must be accomplished during the year whose motto is “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses”.

In conclusion of the working meeting, Hero-Arkadag, having familiarized himself with the progress of work in the new city, emphasized that the pace of the planned construction must correspond to the motto of this year. It is also necessary to ensure high quality and the timely completion of the construction of buildings.
